O processo decisório colegiado na Universidade do Estado da Bahia (UNEB) constitui o tema deste estudo, partindo-se do entendimento de que essa entidade, ao produzir e transmitir conhecimento na e para a sociedade, externa o seu cunho social, estabelecendo-se uma estreita relação entre esses dois universos, com reflexos na estrutura e funcionamento da instituição. No caso da Universidade do Estado da Bahia, pela sua configuração multicampi, entre os vinte e quatro campi instalados em diferentes municípios do interior do Estado, alguns resultam de iniciativas externas à instituição, às vezes, dificultando, a administração e o acompanhamento das ações desenvolvidas naquelas unidades de ensino, pela Administração Central. A caracterização da UNEB como uma organização fez compreender a complexidade da sua estrutura e funcionamento, sobressaindo-se, nos seus objetivos institucionais os aspectos da colegialidade, ora entendida como a descentralização das ações e atividades para os diversos órgãos, tanto quanto a efetiva participação dos membros do corpo docente no processo de planejamento e, especificamente, no processo decisório, prerrogativa dos Conselhos Superiores da instituição. Assim, a análise da influência das relações de poder presentes nos níveis estruturais da universidade estudada, embasa e justifica o questionamento da pesquisa: “Como se efetiva a relação entre o planejamento que orienta o desenvolvimento institucional da universidade e o processo decisório da instituição no âmbito dos Conselhos Superiores?” Considerando a importância dos procedimentos metodológicos, para elucidar a questão problema, adotou-se, como base, uma abordagem descritiva, tendo em vista a possibilidade de serem efetuadas a descrição e a interpretação da realidade sem qualquer interferência da pesquisadora na unidade de estudo, conforme recomendam os estudiosos da metodologia da pesquisa. No desenvolvimento do trabalho, tornou-se fundamental a junção da pesquisa bibliográfica com a de caráter documental. A investigação empírica sobre o Processo Decisório Colegiado na universidade multicampi contribuiu para a definição etodológica, optando-se pelo estudo de caso e delimitando como unidade de estudo a Universidade do Estado da Bahia (UNEB). Como linha mestra para o estudo, tomou-se o conteúdo do seu objetivo geral: “Identificar a relação entre o processo colegiado de tomada de decisão no âmbito dos Conselhos Superiores da instituição universitária e a efetivação das ações da universidade dispostas no Plano de Desenvolvimento institucional (PDI)”. Com a evidência colhida através da análise das deliberações dos Colegiados, presume-se ter respondido à questão geradora da pesquisa, reconhecendo que, embora buscando atualizar-se, como forma de adaptar-se a um novo contexto nas áreas educacional e tecnológica, o desempenho da instituição está atrelado à sua estrutura organizacional e à natureza e finalidades do seu processo decisório em vigor.

Abstract:
This qualitative research explores the role and function of chairs of university boards of governors and councils - their governing and ultimate decision-making bodies. It utilises in-depth studies of a small number of English universities, using as primary sources the chairs and other corporate leadership figures. Through interviews, supported by secondary source material from the universities, it reveals the interior workings of decision-making in higher education corporate governance, and the key role of these chairs. The research shows chairs as significant leadership figures in their universities, independent of management, and with distinctive domains of their own, the boundaries of which are contestable, particularly at the interface with the management domain. Their authority is considerable, yet contingent, derived from multiple sources, and reified though leadership of the lay majority of the governing body. The chair's role is shown not to be determined by the university's mission, though chairs demonstrate a level of `super-commitment' to their university, its values and academic work. Chairs determine how much time they will spend in their university, and it is considerable, engaging with extended, often informal, networks of contacts as well as in formal duties. Drawn from senior figures in employment, they look to their working experience to guide their conduct as chairs. The chairs are proactive in undertaking their work, appointing vice-chancellors, engaging in the determination of institutional strategy and monitoring its implementation. The chair/vice-chancellor dyad is confirmed as a significant, mutually beneficial working relationship: chairs in this study provide support, mentorship and advice, but also require accountability, as the de facto `managers' of their vicechancellors. The research shows that chairs may draw considerable authority from this association, in terms of engagement in, and information about, the university and its core academic business. Governance/management domain boundaries in the case study institutions were not as clearly differentiated as is often assumed in the governance literature, but are shown to be blurred, ambiguous, shifting and evolving.

Abstract:
The Florida Legislature responded to the national call for education reform by passing four statutes in 1991, referred to as Blueprint 2000. One intent of the legislation was to encourage change in schools through local community involvement in School Advisory Councils (SAC). The SAC, composed of parents, community members, teachers, and students was responsible for guiding the school through the process of school improvement. The purpose of the study was to investigate the role of the SAC in the implementation of Florida school improvement initiatives. The study was designed to identify local factors affecting the interpretation of policy and to develop understanding of the members of the SACs defined their roles. Four elementary schools in Duval County, Florida, were selected for study. A case study approach over one year was used to gather data from written materials, participant observation, and interviews. The data were analyzed to develop understanding of the roles of the SAC from the participants' perspectives. Findings indicated that SACs were fulfilling their basic responsibilities as outlined in the legislation. Evidence showed that no decision was entirely site based and the extent of the SAC's influence was greater than intended. Members' perceptions of influence to implement change may be more potent than the actual authority given to the SAC by law.

Abstract:
The aim of this research is to examine the current situation of university libraries in the GCC countries identifying the problems and difficulties being faced by them and suggest means and ways by which an effective library cooperation may solve these problems. A general description of library cooperation is given, including that in developing countries and in the Arab world. Apart from literature sources the material for this research was obtained by questionnaire, personal visits to university libraries and some related research institutions in the countries concerned and by some personal observations and experience. The development of library and information services in general in the CCC countries is examined, but particularly various features of university libraries, from administration to user services. University library resources, technical services, and existing cooperative activities are also discussed in detail. There are some major issues which are related to library cooperation such as financial resources, adequacy of library collections, collection development practices, uniform standards of technical processing of library materials, availability of bibliographical apparatus and experienced professional manpower. The analysis of these issues brought out factors which should motivate individual libraries to engage in a library cooperation and resource sharing network. There is no practical or well organised resource sharing programme among university libraries in the GCC countries, even the existing marginal activities are not satisfactory to all university libraries concerned. This is mainly due to the absence of a well organised central agency which should take the lead to implement a well developed cooperative model for library cooperation in the region. The various professional meetings which have been organised at a regional level emphasised the importance of establishing effective cooperative links among university libraries in the Gulf region, but little implementation of these proposals have resulted so far. With the current political situation in the Gulf region and with the limitation on financial resources, the need for effective library cooperation is emphasised now more than ever before. Therefore, this research makes some practical recommendations emphasising the need for a central agency responsible for library cooperation programmes and proposing a model for an effective resource sharing network among university libraries in the GCC countries in the hope of improving the existing situation.

Abstract:
This study was undertaken to determine the differences and relationships between current and ideal advisory councils of the Cooperative Extension Service in Alaska, as perceived by council members and Extension agents. Responses to a written questionnaire were compared to determine differences in perceptions between the groups, with conclusions generalized only to the population of council members and agents in Alaska. Data were gathered and analyzed on both current and ideal advisory councils in three areas; roles of councils, operational procedures affecting councils, and attitudes of members and agents. These areas were divided into a total of 12 categories based upon information from a review of the literature. Council members and agents differed in their view of current councils, however, both agreed that orientation and training of councils was limited, as were resources allocated for council use. Members revealed a need for clarification of roles and authority of current councils. Agents indicated a division of opinion in attitudes about current Extension advisory councils, with less than half of agents having positive attitudes. Advisory council members and agents perceived ideal councils encompassing all categories covered in the study. Attitudes about ideal councils were positive with both groups. When matched against a model council drawn from the literature, current Alaska Extension advisory councils fell short. Alaska CES councils were seen as functioning, but not as closely to the ideal as perceived by members and agents, or as suggested in the literature. An improvement in council/staff shared decision making in all roles and operational procedures identified in the study would lead to more positive attitudes and to increased involvement in program planning by advisory councils.

Chapter II is a review of related literature, and Chapter III presents information on the procedure followed in the collection and treatment of data. Abstract:
This study identified current trends in website design and development for college and university recreation programs accredited by the NRPA/AALR Council on Accreditation. Emphasis was on design, content, governance, and development. The study was an attempt to provide insight for program administrators by identifying current practices related to website design and development. This was the first study to identify current trends in website design and development at nationally accredited recreation programs. This information can be used to evaluate existing websites and plan future website development. Data were collected using an electronic survey instrument created with E-listen software. Three invitations were emailed to program administrators at college and university recreation programs accredited by the NRPA/AALR Council on Accreditation (n=98). Basic descriptive statistics including measures of central tendency and frequency distributions were calculated to address the research questions. The results of this study showed that faculty were most often responsible for their program’s website construction, content and design input, and maintenance. Students did not play a large role in these responsibilities. The websites were most commonly maintained monthly. The most common components available on program websites were informative and served as marketing and recruiting tools. The majority of websites did not contain components for student entertainment or communication. Over half of the websites included links to professional organizations’ homepages. Just under half of the websites did not include a link to the National Recreation and Park Association.

Abstract:

In this study a qualitative phenomenological approach was used because the researcher identified it as the most appropriate method to do this study. The population under study was the student nurses studying towards their BCur nursing degree at the SoN at the UWC. A purposive sample consisting of 8 respondents were selected, aged between 19 and 32. The data were collected through unstructured, in-depth interviews lasting for about 1 hour. The responses from this type of data collection provided the researcher with ̕̕rich̕̕ details of the student nurses experiences of the needle-stick injury. The core principles of Phenomenology focus on the ̕̕lived̕̕ experiences of an individual and the researcher chose the unstructured, in-depth interview to collect the data in this study because it was the most appropriate method of obtaining the data. Participation in the study was voluntary and informed consent was obtained from the respondents prior to the commencement of the study. An inductive theory was used as a framework to guide the data analysis process because through the process of analysing the data, categories and themes emerge. Findings from the study revealed the following: a needle-stick injury is considered to be a traumatic incident that students react in various ways to the traumatic incident, that several intervening factors precede the incident and lastly that the students need support following the incident.

Abstract:
This study explores the challenges perceived by senior officers in Western university branch campuses in a Gulf Cooperation Council (GCC) state and aims to provide insights into how leaders dealt with them. Thus, the study addresses four research questions. First, how campus senior officers perceive the challenges? Second, to what extent are these challenges a result of operating in a different cultural context? Third, how do senior officers deal with these challenges and maintain the quality of their home universities? Finally, how can the study findings be theorised to inform future policy and practice? As a form of transnational higher education, some of the GCC states have established branch campuses of leading Western universities to provide quality higher education to their citizens locally and build knowledge economies. Campus managers, usually from their home Western universities, face challenges related to the local cultural context. These challenges include the GCC state societal views of the campuses, the Western University approach to co-education, the GCC state development efforts to grow a Knowledge Economy through quality Western-style education, and national students’ academic preparation. This research was conducted as an exploratory qualitative multiple case study of five branch campuses. Data were collected through interviews with senior officers from the campuses and the host organization in the GCC state, and the five campuses' annual reports. Data were analysed through open and axial coding. Then thematic analysis was used to identify themes from the data. The study revealed that the major challenges for campus officers are recruiting academically strong students from the pool of citizens, and understanding the local culture and adjusting aspects of the curriculum to fit the local context especially for campuses that offer social sciences and arts programmes. Campus officers engaged in efforts to make school students more qualified for admission by the campuses, and some leaders made adjustments to the curriculum to better suit their students’ abilities.

Uno de los aspectos valorados más positivamente en la actualidad es el conocimiento de idiomas y de otras culturas, algo a lo que contribuye sin duda una estancia académica en el extranjero (es decir, la experiencia de Study Abroad). En Estados Unidos, el español es la lengua extranjera más estudiada en todos los niveles de la enseñanza, y la gran mayoría de este alumnado elige España como destino preferido de Study Abroad. La veterana organización CIEE (Council on International Educational Exchange) atrae a muchos alumnos estadounidenses a sus programas semestrales en España. Aproximadamente el 20% de ellos opta por programas que incluyen la modalidad de matrícula directa (Direct Enroll) a través de la que cursan asignaturas en una universidad de acogida en el extranjero impartidas por profesores nativos. A partir de tal contexto, el objetivo de la presente tesis doctoral es de triple envergadura y consiste en (1) conocer el choque académico que puede experimentar este colectivo de alumnado estadounidense a la hora de integrarse en el sistema universitario español, (2) averiguar las percepciones de los coordinadores de CIEE acerca de la incorporación académica de dicho colectivo, así como la medida en que les ofrecen apoyo, y (3) proponer sugerencias para los centros de CIEE (a través de las cuales también puede beneficiarse el alumnado participante) con el fin de disminuir el choque pragmático y posibilitar que la estancia de este colectivo en España sea más provechosa en cuanto a su rendimiento académico. Mediante una metodología cualitativa, hemos encuestado a 95 alumnos de Direct Enroll de CIEE y entrevistado a cinco coordinadores correspondientes a cada una de sus cinco sedes en España. Los resultados obtenidos muestran que el choque de cultura académica entre EE. UU. y España es una realidad experimentada por los participantes, pero también un aspecto en el que la preparación proporcionada por CIEE no suele incidir lo suficiente. Demostramos finalmente que conceder mayor atención a las cuestiones concretas que en nuestro trabajo especificamos, tanto dentro de las propias sedes de CIEE como a través de la colaboración con las otras entidades implicadas (las universidades de destino y origen, respectivamente), permitiría un claro beneficio tanto del aumento en el rendimiento académico del alumnado como de la proliferación de esta modalidad dentro del programa de Study Abroad.

Abstract:
Every semester across the United States, countless students join Greek letter organizations. While some may recognize the Greek letters, many Americans do not know the racial divide within the Greek life system, and the difference of purpose those organizations hold. This study focuses on eight historically Black fraternities and sororities and more specifically, their chapters at the University of New Orleans, a university that throughout its history has had a predominantly White student body, and often fostered an environment overtly and subtly hostile to African-American students. Using oral histories, university yearbooks, and university newspapers this study demonstrates how Black fraternities and sororities at UNO promoted and supported the academic success of African-American students by emphasizing community service work, communal bonds, and connections to campus activities. These organizations provided emotional and academic support for African-American students and actively resisted the racial divisiveness present on their university campus.

This study investigated the administration of the National Student Financial Aid Scheme (NSFAS) for undergraduate students and its impact on the students' academic progress at a Historically Black University (HBU) in the Western Cape Province. It therefore dealt with the students' inability to fund their university education and the challenges they experienced because of the way in which NSFAS was administered at the university. The aim of the study was to investigate how the financial assistance received from NSFAS, or a lack thereof, impacted on the students' academic progress, and ultimately, their retention and success. The objective was to arrive at recommendations that could improve the process and enable the students to concentrate on their academic studies without financial stress and agony.

Abstract:
In 1967 Sallye Brooks Mathis and Mary Littlejohn Singleton were elected the first blacks in sixty years, and the first women ever, to the city council of Jacksonville, Florida. These two women had been raised in Jacksonville in a black community which, in spite of racial discrimination and segregation since the Civil War, had demonstrated positive leadership and cooperative action as it developed its own organizations and maintained a thriving civic life. Jacksonville blacks participated in politics when allowed to do so and initiated several economic boycotts and court suits to resist racial segregation. Black women played an important part in these activities--occasionally in visible leadership roles. As adults, Sallye Mathis and Mary Singleton· participated as educators, family members and leaders in various community efforts. Both had developed wide contacts and were respected among many blacks and whites. Mary Singleton had learned about politics as the wife of a respected black politician, and Sallye Mathis became a leader in the civil rights struggles of the 1960s in Jacksonville. In 1967, a governmental reform movement in Duval County, a softening of negative racial attitudes, and perhaps their being female aided their victories. While Sallye Mathis remained on the Jacksonville City Council for fifteen years until her death in 1982, Mary Singleton served in the Florida House of Representatives from 1972 to 1976--the third black in the twentieth century and the first woman from Northeast Florida. From 1976 to 1978 she was appointed director of the Florida Division of Elections and in 1978 she campaigned unsuccessfully for Lt. Governor of Florida. As government officials, Sallye Mathis and Mary Singleton emphasized the needs of low-income people and were advocates for black interests when they felt it was necessary. Abstract:
The purpose of this study was to determine which factors and the degree to which these factors influenced the Joint Committee when deciding how much money should be allocated to the different services funded by the Ryan White CARE Act. This study focused on the possible explicit and implicit factors influencing the decision-making process and interactions of the members of the HIV/AIDS Joint Prioritization & Allocation Committee in the decisions that were being made on behalf of the people who are infected and affected by this disease. The methodology included a combination of quantitative and qualitative data, utilizing surveys, coding of communicative behavior, one-on-one interviews and researcher observations. The surveys and interviews were the primary sources of data. The findings indicated that both explicit and implicit factors influenced decisions. A significant difference was found to exist between clients and committee members for the priority ranking of services. A significant difference also existed between the committee's perception and staffs perception of which factors were most important. The influence that the committee members may have had with one another during discussions was not enough to cause any significant changes in the way they weighed the importance of the factors. The majority of the committee members reported that they relied on recorded data sources such as the needs assessment, epidemiological data, and client utilization of services, rather than their personal experience or HIV status, however this was not totally substantiated by the interviews. Persons living with HIV admitted that their HIV status was a strong factor influencing their decisions. Most participants reported feeling respected and empowered in the surveys, however during the interviews some felt that they were not being listened to adequately. This finding was supported by the interaction analysis. The results indicated that there is a need for more training and mentoring, particularly for those who are new to the process. Some participants reported there is a need to conduct more business on a joint basis to reduce redundancy and duplication of effort. There is also a need to recognize the importance of the influence of the staff members who provide the committee with the information that is used to make the decisions.

Abstract:
The Resource Management Act 1991 (RMA) gave councils a mandate and an obligation to promote sustainability. Along with this it also introduced an expectation that the environment will be better managed than previously. Evidence shows that the environment is continuing to be degraded. This is especially evident in the coastal environment where in the early 2000s there has been unprecedented development pressure. The addition of the Local Government Act in 2002 (LGA) has strengthened councils’ sustainability mandate by stipulating a sustainable development approach and supporting processes and principles. Because the RMA and LGA have a similar sustainability directive there has been a push to utilise the compatible strengths that the LGA offers to enhance the outcomes achieved through RMA decisions, therefore, integrating and aligning the LGA and RMA. This research used case studies, including interviews, to examine how councils use their RMA and LGA mandates in coastal development decisions. The research found that currently there is little integration of the LGA’s requirements and sustainability direction in RMA coastal subdivision decisions. The case study analysis showed that using the principles and processes in the LGA and also a council’s policies, strategies, and plans other than RMA documents would provide up to date policy direction and contextual information that would be useful for RMA decisions and could provide a more sustainable outcome if used. The case studies identified a significant number of barriers to achieving sustainability through the RMA, including that much of the policy direction in RMA planning documents is not considered in deliberations. A number of these barriers are also likely to reduce attempts to integrate and align the LGA and RMA, unless they are addressed.

Abstract:
This study examined the orientations to cultural difference of sojourner educators in the Foundation Program at Qatar University to determine if orientations were correlated with select demographic and experiential variables, including gender, age, time overseas, education level, formative region, ethnic minority status, job position, length of time in Qatar, intercultural marriage, default language, formal teacher training, and overseas development organization experience. This study used a sequential mixed-method design. Perceived and Developmental Orientations were measured using the Intercultural Development Inventory© (V.3), which produced a measure of each respondent’s orientation to cultural difference. Focus group interviews were conducted to engage participants in explaining and interpreting the findings. Five focus groups of three to six participants each were conducted. Most of the teachers were found to operate from within the transitional orientation of Minimization, although individual scores ranged from Denial to Adaptation. On average, the educators were found to overestimate their orientations by 31 points. A positive correlation between orientation and formative region was found, with participants from North America showing the highest orientation. Statistically significant differences emerged for orientations when comparing Middle East and North African (MENA) and North American formative regions. Formative region was found to account for 4.8% of the variance in orientation and is a significant fit of the data. Focus groups participants speculated that (a) core differences regarding multiculturalism in MENA and North American cultures help explain the results, (b) aspects of the workplace culture and both the broader MENA and local Qatari culture encourage a sense of exclusion, and (c) external events further complicate cross-cultural relations. The study findings add to the literature by providing baseline orientation data on sojourner educators in post-secondary education in the GCC region, and by confirming some of the findings of similar studies. The study provides practitioners with suggestions for staffing and professional development. Future research should focus on the measurement of orientations in broader samples of educators, changes in orientation over time in Qatar and other cultural contexts, differences in orientation among short-term vs. long-term expatriates, the impact of employment systems and societal structures on orientations in sojourner educators, the impact of educator orientation to cultural difference on student achievement, and the design of effective cross-cultural professional development for educators.

The main goal of this thesis is to determine university students’ attitudes towards ethics of advertising in the Czech Republic. In order to attain this goal, an empiric survey will be conducted among students by means of questionnaire inquiring. The theoretic part of the thesis deals generally with the concepts of ethics and advertising and their position and importance in the Czech Republic, the following part then provides examples of unethical advertisements from the Czech and foreign practices. The result of inquiring will be the establishment of the rate of tolerance or non-tolerance of respondents towards ethics of advertising in the Czech Republic and their subsequent formulation in the form of recommendations for involved groups. The thesis and its results will be submitted to the advertising agency and graphical studio GAD STUDIO s.r.o. with its registered seat in Brno. Its results will also be provided as feedback to the Czech Advertising Standards Council.

The following rhetorical criticism is an investigation of two public service announcements released by the Council on American-Islamic Relations. Utilizing a composite method derived from Osborn (1994), Brummett (1991) and Burke (1945), this study investigates what it means when to say how others ought to act and why they ought to act that way. This investigation demonstrates how the manipulations of identities, ideologies, and action are the elements used to motivate people to act in affirmation of an identity. Moreover, it demonstrates why the motivated social actions serve as foundations for constructing our social reality. Ultimately, it discovers and clarifies a grammar of edification, how that grammar allows for efficient quotidian management, and, thus, why it serves as a tool for managing everyday meaning in our social world.

This thesis analyses and explores the Culture and Practices of Public Managers involved in implementing projects in Papua New Guinea. Project Implementation is an integral part of the overall project management cycle that has received a great deal of attention as a major development problem. In order for us to gain an insight of the theme of the thesis, the National AIDS Council Secretariat (NACS) was selected as the site for this case study. To investigate'how things were done in NACS', a variety of approaches were used to gauge the views, perceptions and experiences of programme and project managers in NACS, to help us understand the factors that affect staff practices. Poor management practice and the lack of a sound management culture and work ethic in PNG, is often blamed for the break down in the state?s capacity to deliver public goods and services to its citizens. Performance culture and good practice by public managers employed in State Institutions to handle projects have regressed in the last three decades, and as a result, projects are seen as failing to meet the goals and objectives of the state. The research question which the case study had to answer was: What is the nature of project management culture and practice among public sector managers in the National AIDS Council Secretariat? The study sought to investigate the extent to which the areas of command and control, project training, project knowledge and staff motivation were important integral managerial qualities in the attitudes and practice of public managers. The study showed that, of the four elements of managerial practices investigated, the inability of public managers to assume leadership, command and control and motivate their staff, were the most important elements missing among managers in NACS. Based on the findings and the evidence collected during the research, this thesis argues for substantial capacity building programmes to be designed and conducted around 'programme and project management' roles in state institutions and agencies in PNG, as the way to improve staff capabilities so as to enable project managers and their staff to efficiently implement projects.

The purpose of this research was to verify how professors of a private higher education institution perceived their participation in the University Counsel (CONSU) and how they saw the relationship of this participation to their institutional commitment. The specific objectives of this research were: a) to identify the types of decisions made in the CONSU; b) to identify the participation forms of the professors in the CONSU; and c) to verify if the professors´ participation in the CONSU affected their institutional commitment during the period 2005-2006. The choice of the CONSU as object of this study was due to the understanding that it is the responsible for the superior decision making process within the university institution. Nine members of CONSU participated in the research, being seven of them course coordinators and two professors elected by their peers. For the development of the study we chose the case study with a qualitative approach. As instruments of data collection were chosen a semi-structured interview guide and a document analysis of both the meetings minutes realized in 2005 and 2006 and the institutional bylaws and statutes. The data collection was done directly by the researcher and the data were analyzed according to the procedures of analyzes of qualitative data. Among the main results which were found, due to the existence of a superior counsel in the institution, stands out a management based on the collegiate model. Through her bylaws and statutes, she delegates decision making power to the participants of her superior administrative counsel. The information from the meetings minutes and the speeches from the interviews revealed that, in practice, only academic and pedagogical issues were decided by this board and it lacked decision making power on the financial management of the institution. In spite of not deciding on financial issues, all members of CONSU perceived as important the academic decisions they made, since they had effective reflection in the courses quality of the institution. The academicians who were members of the Superior Counsel manifested an affective commitment as support basis of their participation in the management of the institution. In their perception, to be part of this deliberative board made them feel more engaged with the institution. Participation in management led the academicians to a greater commitment to the institution and to the perception that participation in CONSU means the attribution of trust, opportunity and recognition as consequence of the work developed, leading to satisfaction and motivation in the work environment.
A presente pesquisa teve como propósito verificar como os docentes de uma instituição particular de ensino superior perceberam sua participação no Conselho Universitário (CONSU) e como viram a relação desta participação com o seu comprometimento institucional. Foram objetivos específicos da pesquisa: a) identificar os tipos de decisões tomadas no CONSU; b) identificar as formas de participação dos docentes do CONSU; e c) verificar se a participação dos docentes do CONSU tem relação com seu comprometimento institucional, no período de 2005-2006. A escolha do CONSU para ser o objeto de estudo deu-se por se entender que este é o responsável pela tomada de decisão dentro da instituição universitária. Participaram da pesquisa nove membros do CONSU, sendo sete docentes coordenadores de curso e dois docentes eleitos pelos pares. Para o desenvolvimento do estudo optou-se pelo estudo de caso com uma abordagem qualitativa. Como instrumentos de coleta de dados foram escolhidos um roteiro de entrevista semi-estruturada e a análise documental de atas de reuniões nos anos 2005-2006 e do regimento interno da IES. A coleta dos dados foi realizada diretamente pela pesquisadora e os dados foram analisados segundo os procedimentos de análise de dados qualitativos. Entre os principais resultados encontrados, cabe destacar que, pela existência de um conselho superior na instituição pesquisada, ela adota uma gestão embasada no modelo colegiado. Por meio de seu regimento interno, ela delega poder decisório aos participantes de seu órgão superior de administração. As informações das atas de reuniões e as falas dos docentes revelaram que, na prática, somente foram deliberados por esse órgão, assuntos acadêmicos e pedagógicos, havendo completa falta de poder decisório do colegiado sobre a gestão financeira da instituição. Apesar de não tomarem decisões sobre assuntos financeiros, todos os membros do Conselho Universitário perceberam como importantes as decisões acadêmicas tomadas, tendo reflexo efetivo na qualidade dos cursos da IES. Os docentes membros do CONSU manifestaram um comprometimento afetivo como base de sustentação de sua participação na gestão da instituição. Na sua percepção, fazer parte desse órgão deliberativo fez com que se sentissem mais comprometidos com a instituição de uma forma geral. A participação na gestão levou os docentes a um maior comprometimento com a instituição e à percepção de que a participação no CONSU significa atribuição de confiança, de oportunidade e reconhecimento pelo trabalho desenvolvido, proporcionando, nesse sentido, satisfação e motivação no ambiente de trabalho.

Abstract:
This thesis examines the history of Commonwealth Government higher education policy in Australia between 1958 and 1997 and its impact on the development of two groups of academic librarians: the Association of Librarians in Colleges in Advanced Education (ALCAE) and the Committee of Australian University Librarians (CAUL). Although university librarians had met occasionally since the late 1920s, it was only in 1965 that a more formal organisation, known as CAUL, was established to facilitate the exchange of ideas and information. ALCAE was set up in 1969 and played an important role helping develop a special concept of library service peculiar to the newly formed College of Advanced Education (CAE) sector. As well as examining the impact of Commonwealth Government higher education policy on ALCAE and CAUL, the thesis also explores the influence of other factors on these two groups, including the range of personalities that comprised them, and their relationship with their parent institutions and with other professional groups and organisations. The study focuses on how higher education policy and these other external and internal factors shaped the functions, aspirations, and internal dynamics of these two groups and how this resulted in each group evolving differently. The author argues that, because of the greater attention given to the special educational role of libraries in the CAE curriculum, the group of college librarians had the opportunity to participate in, and have some influence on, Commonwealth Government statutory bodies responsible for the coordination of policy and the distribution of funding for the CAE sector. The link between ALCAE and formal policy-making processes resulted in a more dynamic group than CAUL, with the university librarians being discouraged by their Vice-Chancellors from having contact with university funding bodies because of the desire of the universities to maintain a greater level of control over their affairs and resist interference from government. The circumstances of each group underwent a reversal over time as ALCAE's effectiveness began to diminish as a result of changes to the CAE sector and as member interest was transferred to other groups and organisations. Conversely, CAUL gradually became a more active group during the 1980s and early 1990s as a result of changes to higher education, the efforts of some university librarians, and changes in membership. This study is based principally on primary source material, with the story of ALCAE and CAUL being told through the use of a combination of original documentation (including minutes of meetings and correspondence) and interviews with members of each group and other key figures.

The purpose of this study was to identify and describe from an ecological perspective the characteristics contributing to collaboration, empowerment and effectiveness of federally mandated Ryan White Title I and Title II planning councils and consortia within the State of Florida. A case study approach within two (2) community health planning partnerships, specifically those related to. HIV/AIDS consortia, was used to gather data over one and a half years. The methodology included a combination of qualitative and quantitative approaches, utilizing documents, administering several survey instruments, observing meetings, and conducting individual interviews. The interviews and surveys provided the primary sources of data, with the documents and observations providing supportive secondary sources of data. The data were analyzed to develop an ecological perspective of the collaboration, empowerment, and effectiveness of the partnerships. The findings indicate that both partnerships were collaborative, empowering, and effective in their fulfilling their responsibilities. Significant findings include those related to members' perceptions about the leader and the group, decision making, and conflict as well as the structure, processes, and outcomes of the partnerships. Suggestions were made for the improvement of each partnership and areas for further research and practical implications were identified.

O Conselho Universitário da Universidade Federal do Espírito Santo (Ufes) é o órgão deliberativo máximo da instituição. Sua composição obedece à Lei 5.540/1968, que determina o percentual mínimo de 70% do número de seus membros formado por servidores do corpo docente, o que tende a ocasionar disparidades entre a força política da categoria docente e da categoria dos servidores técnico-administrativos em educação, fator que possui o potencial de desequilibrar democraticamente as decisões baixadas pelo referido Conselho. Como forma de atenuar tais diferenças, aponta-se a implantação de ferramentas de transparência administrativa, visando à realização de auditorias sociais e à ampliação democrática do equilíbrio de forças entre as categorias, em alusão à Teoria do Discurso de Jürgen Habermas. A Teoria apregoa que a participação do coletivo junto à administração pública produz discursos melhor fundamentados, debatidos e democraticamente mais abrangentes, e defende que a forma de participação deliberativa deve ser realizada por meios institucionalizados. Para que tal teoria seja aplicada, é essencial que o acesso às informações seja amplo, a fim de proporcionar, à comunidade universitária, meios para acompanhar o dia a dia do Conselho. Por meio da realização de pesquisas documentais, constatou-se que o site do Conselho Universitário da Ufes atende irrisoriamente ao disposto pela Lei 12.527/2011, a chamada Lei do Acesso à Informação, o que corrobora para que os processos decisórios do órgão colegiado continuem imersos na cultura do segredo. Também foi constatado que o Conselho Universitário da Universidade Federal de Santa Catarina (UFSC) obedece plenamente à Lei, e configura-se como um exemplo de boas práticas, principalmente no que se refere às informações disponíveis em seu site, o qual disponibiliza a transmissão ao vivo de suas sessões. Por meio de entrevistas junto aos servidores ligados diretamente aos Conselhos Universitários da Ufes e da UFSC, foi realizada uma análise comparativa sistematizada, que concluiu que, mesmo havendo hegemonia do corpo docente nas duas instituições, o nível de debate junto ao colegiado da UFSC é considerado democrático, enquanto na UFES é apontada predominância da categoria docente sobre as discussões, e que, na UFSC, a comunidade universitária se interessa pelos assuntos tratados pelo colegiado superior, enquanto na Ufes a resposta é a oposta. A partir dessas análises, foi proposta uma plataforma de ação a ser implantada pela administração da Ufes visando à melhoria do acesso à informação por meio do site do Departamento de Administração dos Órgãos Colegiados Superiores, contando com uma ferramenta de transmissão ao vivo das sessões de seu Conselho Universitário que contempla a participação da comunidade universitária, em tempo real, durante a discussão de determinados pontos de pauta. Tendo como base o referencial teórico, as pesquisas realizadas e as análises inferenciais, concluiu-se que a abertura das sessões do Conselho Universitário da Ufes ao público, contemplando o direito à fala por parte da comunidade universitária, possui o potencial de ampliar a característica democrática de suas decisões, e que tal potencial pode ser mensurado quantitativamente a posteriori, a partir de sua aplicação por meio de pesquisas de opinião
The University Council of the Federal University of Espírito Santo (Ufes) is the highest deliberative body of the institution. Its composition obeys the Law 5.540/1968, which determines that 70% of its members must belong to the faculty, fact that tends to lead to disparities between the political strength of the teaching category and the category of technical and administrative educational employees, a factor that has the potential to destabilize democratically decisions issued by the Council. In order to mitigate such differences, points up the implementation of administrative transparency tools, to provide social audits and expand democratic balance of forces etween the categories, in allusion to the Jürgen Habermas/ Discourse Theory . The theory proclaims that the participation of the collective within the government produces better reasoned speeches, more debated and democratically more embracing, and argues that the deliberative participation must be performed by institutionalized means. For this theory to be applied, the access to information must be broad, to provide means for the university community to monitor the Council s everyday. By conducting documentary research, was found that the Ufes University Council/ s website obeys poorly the provisions of Law 12.527/2011, commonly named Access to Information Law , which confirms that the decision-making processes of the collegiate body remain immersed in a secrecy culture . It was also noted that the Federal University of Santa Catarina/ s (UFSC) Councyl fully complies the mentioned law, and sets up as an example of better-practices, particularly related to the available information posted on its website, which provides the live streaming of their sessions. Through interviews taken with the employees directly bounded to the Ufes and UFSC/ s University Councils, a systematic comparative analysis has been conducted, which concluded that, even with the hegemony of the faculty at both institutions, the debate level in UFSC/ s collegiate is considered more democratical, while in UFES was pointed the predominance of teaching category in the discussions, and that, at UFSC, the university community is considered interested in the issues addressed by the collegiate, while in Ufes the answer is the complete opposite. From these analyzes, has been proposed an action platform to be implemented by the Ufes/ administration, aimed at improve access to information through the website of the Superior Collegiate Bodies Administration Department, with an inclusion of live broadcast of the University Council/ s sessions and a participation tool for the university community, live also, during the discussion of some points of the Council/ s agenda. Based on the theoretical framework , on the conducted research and on the inferential analysis, it was concluded that the Ufes/ University Council sessions opening to the public, contemplating the right to speak by the university community, has the potential to expand the democratic characteristic of it s decisions, and that this potential can be quantitatively measured, retrospectively from this study/ s application, by opinion polls

This study provides an analysis of the role of university councils in Historically Disadvantaged Institutions (HDIs) in bringing about effective governance. It adopts a case study approach of a single institution which became a comprehensive university following the Higher Education post-1994 transformation agenda in South Africa. The study explores the role of systems, structures and cultures of university councils in promoting effective university governance. It arises from widespread concern about poor university governance which has resulted in no less 10 institutions being placed under administration in the post-1994 democratic era. This study used a range of theoretical and methodological approaches. The theoretical approaches involved the use of the following concepts as an organizing framework: “structures of university councils”, “systems of university councils”, “cultures of university councils” and “empowered individuals” or “groups of individuals”. The methodological approaches involved data collection within a sequential-exploratory mixed methods research interpretive paradigm and the positivist research paradigms. The process of data collection involved; the use of institutional documents, interviews with 19 different members of the university council and study surveys with available 17 university teaching staff, 48 university non-teaching staff and 255 university students. The process of data analysis involved the use of content analysis, descriptive and inferential statistics. The results of this study show that the institutional structures of the university council are business oriented in organization although strongly characterised by institutional stakeholder relationships. This has led to effective governance practices being tied around forms of stakeholder propositions such as increased sectoral deployment of constituency cadres to champion particular stakeholder interest at the university council. The results of this study indicate this has led to conditions and instances where the systemic due processes of the university council are prone to stakeholder control. This is due to instances of unpreparedness for general council and committee meetings an outcome of sectoral deployment of individuals who have little if not no idea of the due processes at the systems level of the university council and reliance on informal stakeholder constituent networks as a mode of trust governance. This has led to less sovereignty for critical autonomy to check on strong stakeholder configurations at the university council leading to reproduction of dormant stakeholder interests. At the cultural level of the university council the results of this study show that to respond to these conditions the university council has become stakeholder managerial driven. The university council cultural governance actions as governance role practices are strongly stakeholder enthused. The implication of governance stance has caused contestations between the less empowered institutional stakeholders represented at the university council and the university council over practices that are seen as perpetuating marginalisation of the less empowered institutional stakeholders represented at the university council. As a result it has led to adoption of partisan modes of stakeholder institutional governance practices like caucuses, stakeholder deployment, protest, and unionisation. This thesis as a recommendation makes a case through an emerging model of university governance known as the structural-systemic-cultural university governance model. This model suggests that for the university council to be able to provide effective university governance in such comprehensive institutional contexts, it should take in consideration the following: At the structural level, governance should be characterised by practices that recognise the place of the university council in decision-making process in the university institution, governance capacity-building, networked committee regimes, effective representation and utilisation of delegated institutional governance spaces. At the systemic level, governance should be characterised by practices that value stakeholder contribution, support well-informed of committees of council, well informed constituents, accountability and compliance engagement as part of the core due processes of the university council. At the cultural level, governance should be characterised by practices that appreciate accessible governance spaces, accommodativeness, negotiated positions and shared accountabilities as part of the primary bases that characterise institutional culture of the university governing council. Abstract A study on evaluation of university education system of Korea - The evaluation focuses on Korean Council for University Education (KCUE)- Hsing-Chew, Phu Major in Graduate Institute of Korean Language and Literature Chinese Culture University This is an era of information and knowledge, which must be well kept for a country to become powerful. Both advanced and under-developed countries have taken several measures to strengthen their cradle of knowledge-the development of university. For Asian countries, such as Taiwan, South Korea, Singapore, Malaysia, China and Japan, they have invested in cultivating the competitiveness of their universities. The governments each year earmark large budgets for different kinds of educational programs to enhance the quality standard of their universities. For that matter, some sort of evaluation for the advanced education is taken to assess the performance in general of a university so as to discover its drawbacks and correct them with an ultimate goal to improve the overall quality. In Asia, Korea is among the first few countries to adopt a systematic evaluation of university education. In 1982, the “Korean Council for University Education” (KCUE) was established as a private evaluation organization, aiming to set up the best university evaluation system. Its accomplishments have been as good as the other similar organizations in advanced countries. The KCUE plays a crucial role in the growth of quality as well as quantity among universities in Korea. Seeing the positive effects, the other Asian countries have asked Korea to share the know-how. Since the establishment of the “Korean Council for University Education,” the main purpose has been to have the universities practice self-discipline and improve educational quality. With its related activities well protected by law, the KCUE is the only evaluation organization of great authority in Korea. In 1990, its evaluation scope was divided into two parts: the general evaluation of university and the evaluation of knowledge field. Ever since 1994, new evaluation organizations have been set up with similar names and purposes in a quite faithful manner, compared to the KCUE. This study is to analyze and introduce the general evaluation and knowledge evaluation taken by the KCUE in the early 1990’s. Delving into the problems that occurred in the evaluation, the study attempts to propose solutions for improvement. In terms of the development of educational evaluation, the related literature has not been very sufficient. Hopefully, this research can serve as a reference book for any readers who are interested in the evaluation system of university in Korean.

The dissertation considers the origins of the European Council and related theoretical reflections and concerns. It examines the role of other European Community (EC) institutions in preparing a European Council and in influencing the extent to which the European Council has become integrated with the 'normal' EC decision-making process. Internal preliminary preparations in member governments and actual meetings of the European Council are considered to comprehend the entire process of policy input. The multiple functions of the European Council are explored in a section on its role in European Political Cooperation and in two case studies on European Council decision-making The dissertation concludes that the European Council has become institutionalized in its complex interactions with other EC institutions and national governments. Furthermore, it performs functions which are beneficial to the EC. This institution has not caused a serious deviation from the 'normal' EC decision-making process. Evidence demonstrates that it has contributed to integrative decision-making. In addition, the European Council and the Commission have developed a mutually beneficial and cooperative relationship. This has occurred even though it was originally feared that there would be antagonism between them to the detriment of supranationalism in the Community. These findings support the desirability of the institutionalization and legitimation of the European Council

Abstract:
This qualitative study explores the motivations and experiences of individuals elected to serve on the Governing Council of the University of Toronto. Elected governors include alumni, students, staff and faculty. Six semi-structured interviews were conducted with 2 alumni governors, 2 student governors, and 2 staff/faculty governors. Interview questions helped to examine personal motivations behind serving in university governance, activities and duties of governors, self-perceptions of effectiveness and improvements to the experience of elected members. The responses were used to create interview summaries and discover common themes in the experiences of elected governors. Four theme areas emerged. They are (1) initial motivations, (2) learning and informal communication, (3) personal benefits, pride and positive experience, and (4) approach to governance. This study includes a discussion of the unique position of alumni governors and suggests improvements to the governor experience as recommended by the research participants.

The purpose of the study was to understand the University evaluation system design and operation and evaluation of university-related legal issues in Taiwan. By understanding the comparative United States, Britain and other advanced countries’ university evaluation system, conduct research and analysis, and explore the background of the legal basis for promoting the university evaluation, the evaluation system architecture, content, operation and review. In this paper, adopt law hermeneutics, document analysis and comparative method. This article willing to recognize university evaluation mechanism for enhancing the quality of higher education, the intrinsic meaning of its positive aspects, but a long time, all the domestic work evaluation by the Ministry of Education, the leading vertical subsequently set up a dedicated evaluation mechanism - " Higher Education Evaluation & Accreditation Council of Taiwan". The Ministry of Education still has a strong dominance of that may cause its objective evaluation system of fairness has been questioned. And the university announced the results of evaluation, as subsidize, and school adjustment scale of reference for the future development of the school, it is very huge impact. Conclusions of this study are based on its evaluation to promote the university in response to globalization and the declining birthrate, the University of the main countries consistent evaluation purposes; Second, college in our country’s Evaluation System has been designed to implement the relevant laws and norms, job evaluation commissioned center for evaluation, college in our country, but there are still some problems in the implementation. Such as the establishment of a dedicated evaluation mechanism - related legal basis “Higher Education Evaluation & Accreditation Council of Taiwan ";University of Law in excess of authority, "university evaluation approach" to go beyond the University Act authorization and evaluation center for Evaluation Department violated university autonomy, its relief program can’t be implemented.; Furthermore, the university evaluation system design and operation of advanced countries is worth considering, especially emphasizing the university self-evaluation, self-control and objectivity of the evaluation mechanism, etc. Make recommendations based on the conclusions, including dedicated agency by the semi-official nature into independence, it should be based on clear legal authority of the complainant by the official to whom the body and relief system should be made clearer.
