Abstract:
In this interview with Sabina Barone, Mehdi Alioua—Sociology Professor at the Université Internationale de Rabat (International University of Rabat), Morocco—reflects on the transformations that Sub-Saharan African migration has brought to Moroccan society over the last two decades, in particular with reference to identity and the denominations of the foreign others, the internal and regional dynamics of (im)mobility, and the challenges to social coexistence and national migration policies. He proposes conceptual categories such as "transmigrant,” “migration by stages,” and “migratory crossroads” to capture the complexity of the mobile experiences unfolding in Morocco. Based on his trajectory of engaged scholarship in favor of migrants and refugees, he calls for a renewed South-South and North-South academic collaboration and cross-fertilization through small scale, bottom-up research made possible by friendship among scholars.

La conclusion porte sur les conditions du développement d’une université virtuelle dans une perspective de généralisation de la formation universitaire en mode virtuel.

Dans un contexte de mobilité internationale, certaines universités recrutent un plus grand nombre d’étudiants et étudiantes en provenance de l’étranger. À la priorité de recrutement s’ajoutent alors les mesures d’accueil et de soutien à la réussite scolaire des nouveaux inscrits lors de leur première année du premier cycle, considérée comme cruciale dans leur parcours universitaire. Parmi les diverses stratégies de soutien déjà à l’oeuvre dans une université canadienne francophone, il est ici question d’un dispositif visant à favoriser leur insertion universitaire : est conçu un cours qui, selon une modalité d’enseignement interactive, vise à surmonter le sentiment d’étrangeté. Il propose une voie favorisant la compréhension des interventions et des outils pédagogiques et la réflexion sur les enjeux des représentations sociales et des stéréotypes culturels. Les étudiants sont amenés à socialiser entre eux tout en construisant leur identité étudiante et leur affiliation universitaire. Ils sont invités à examiner leurs rapports aux savoirs dans un contexte francophone nord-américain qui, selon une approche de formation pragmatique, confère pour d’aucuns un statut utilitaire aux savoirs. Cet article présente le dispositif en décrivant le contexte de mobilité internationale et en identifiant la problématique de la réussite des étudiants universitaires au premier cycle. Cette identification s’arrime avec les besoins et les compétences à développer par les nouveaux inscrits et s’articule par la suite avec le contenu du cours et son approche pédagogique. Dans la discussion, les considérations d’ordre pédagogique s’ouvrent vers celles de l’ordre de la communication interculturelle et soulèvent la question de l’importance des mesures et des stratégies de suivi qui doivent accompagner la mobilité internationale dans le milieu universitaire.

Edf-R&D-Chatou a accueilli la conférence internationale EVAN (Advances in Extreme Value Analysis and application to Natural Hazard) du 17 au 19 septembre 2019 réunissant chercheurs, ingénieurs, étudiants et universitaires. Cette conférence a été l’occasion pour tous les professionnels présents de partager leurs expériences et leurs idées sur l’étude des variables géophysiques extrêmes (niveau de la mer, vents, vagues, neige, température, précipitations, débits…) et les travaux liés aux risques naturels (inondations, submersion marine, tempêtes de vent, vagues de chaleur, sécheresses, glissements de terrain, orages, érosion, tremblement de terre et tsunami). Le Laboratoire National d'Hydraulique et Environnement (LNHE) d'EDF et le Laboratoire Saint Venant ont organisé cet évènement avec la Société Hydrotechnique de France (SHF). Trois invités d’honneur, qui ont été très appréciées, sont intervenus au cours ces trois journées d’échanges : (1) Taha Ouarda, professeur d’hydrométéorologie et de statistique à l’INRS (Canada) ; (2) Neil Macdonald, professeur de géographie à Université de Liverpool (UK) ; (3) Dario Camuffo, professeur de physique et membre du « National Research Council » (Italie). Ce que l’on retiendra sans doute de particulier est l’importance des évènements historiques extrêmes naturels permettant, d’une part, d’avoir de longues chroniques d’extrêmes (ce qui est toujours mieux pour faire des statistiques) et aussi permettant une approche très prudente quant à la perception de tendances éventuelles à court ou long terme. Par ailleurs, l’organisation générale a été très bien réussie, et l’on doit, d’ailleurs, remercier l’équipe très professionnelle du Campus de Chatou qui est d’une aide précieuse pour le succès de la conférence. Le cycle des conférences EVAN continue car en 2021, cela se déroulera à l’université de Floride et, en 2023, à Venise. Enfin, un « Special Issue » de la revue internationale NHESS va être ouvert aux participants de la conférence EVAN 2019, avec une soumission possible avant le 31 mars 2020.

La mobilité internationale étudiante intéresse des espaces et des effectifs toujours plus vastes. Les enjeux économiques, politiques, sociaux et culturels sont de plus en plus évidents. La mobilité internationale étudiante est ici abordée selon une approche de géographie sociale et culturelle. Dans cet objectif, le cadre géographique le plus opportun par son essence culturelle est certainement l'espace francophone défini comme la réunion des pays et des états ayant en partage la langue française. Ce cadre culturel francophone détient toute l'originalité de cette étude. La méthode utilisée pour cette thèse est celle de la comparaison entre trois pays du nord francophone depuis trois universités : l'universite de Caen (France), l'universite Laval a Québec (Canada) et l'universite de Neuchâtel, en Suisse. Cette étude a une double problématique sociale et culturelle. Au niveau social, il s'agit d'estimer le degré de démocratisation de la mobilité internationale étudiante atteint dans trois universités du monde francophone. Le terme de démocratisation est pris dans son sens le plus large d'ouverture au plus grand nombre quels que soient l'origine sociale, l'origine géographique, le sexe, le cycle, la discipline. . . De l'étudiant. Le niveau culturel, permet d'une part d'évaluer la participation des étudiants migrant à la connaissance et à la prise de conscience de la francophonie et francophonie, en majuscule et minuscule et, d'autre part, d'appréhender le quotidien, d'approfondir la stratégie individuelle à travers la mobilité étudiante en s'appuyant sur les parcours migratoires.

À travers ce mémoire, nous avons tenté de répondre à la question suivante : comment évolue et se module la conscience internationale dans la presse étudiante au Québec de 1945 à 1969 en étudiant le cas du journal étudiant Le Carabin de l’Université Laval. Pour répondre à notre interrogation, nous avons articulé notre argumentaire en trois parties. Trois chapitres qui démontrent à la fois l’évolution et la modulation de cette conscience internationale perçue à travers l’analyse du journal étudiant. Dans un premier temps, nous verrons comment les étudiants québécois, à la suite de la Deuxième Guerre mondiale, mettent sur pied des organisations s’inspirant des structures mises en place par les dirigeants de l’époque (ONU, Plan Marshall, Plan Colombo). Ensuite, dans le deuxième chapitre, la conscience internationale se tourne vers les pays en processus d’autodétermination. Sans délaisser totalement les principes mis sur pied dans les années d’après-guerre, les pages du journal Le Carabin démontrent un intérêt pour les décolonisations. Intimement liés au contexte québécois de la Révolution tranquille, les étudiants voudront, tout en manifestant l’envie d’une plus grande autonomie, venir en aide aux pays qui tentent de se libérer du joug impérialiste. Le mouvement étudiant se radicalise. Enfin, dans le dernier chapitre, nous verrons l’apogée de la conscience internationale. L’intérêt des étudiants se tourne désormais vers le syndicalisme de l’UGEQ qui porte une attention particulière à l’actualité internationale. Les États-Unis et la guerre du Vietnam seront au cœur des débats et manifestations et Le Carabin en fera abondamment mention. Le mémoire se conclut sur la chute momentanée de cet intérêt pour l’international, à la fin des années 1960, une réalité dont nous tenterons de comprendre les raisons.

L’objectif de cette thèse est de comprendre comment une stratégie d’internationalisation « prend vie » au sein d’une organisation universitaire. Nous cherchons à comprendre comment différents acteurs organisationnels s’approprient cette stratégie et lui donnent un sens en portant une attention particulière aux pratiques communicationnelles qui soutiennent un tel processus. Nous nous sommes appuyés sur la théorie de l’acteur-réseau élaborée par Callon et Latour qui a été mobilisée en communication organisationnelle pour « l’élaboration de stratégies dans des collectivités locales » (Giroux et Demers, 1998, p. 26). Dans le cadre de cette recherche qualitative, nous avons procédé à l’analyse d’un document d’archive, à l’analyse de documents produits par les acteurs organisationnels, à l’observation de rencontres et nous avons effectué des entrevues auprès de personnes impliquées dans la mise en œuvre de la stratégie d’internationalisation. Notre recherche a démontré que les traducteurs principaux de la stratégie d’internationalisation sont représentés par quatre actants importants : Le site internet de destination 2020, le Bureau international par ses rencontres, le système Halogène et le Comité de stratégie et de coordination de l’internationalisation.

L’enseignement supérieur malien et notamment l’Université de Bamako est confrontée à d’énormes difficultés depuis plusieurs années. Qu’est ce qui explique ces difficultés et comment faire pour rendre plus efficace cet enseignement supérieur afin de rehausser les niveaux et le rendre compétitif sur le plan sous régional et international ? Cette question nous a conduit à nous intéresser à l’étude de son efficacité interne. Le présent travail est une contribution à la recherche de facteurs de ces difficultés et d’alternatives pour y remédier. Il tente de dégager des pistes de réflexion sur l’amélioration des conditions de travail de l’Université de Bamako.La Faculté des Lettres, Langues, Arts et Sciences humaines de l’Université de Bamako a été retenue comme terrain de la recherche. Après la recherche documentaire pour l’élaboration d’une revue de littérature, la préférence a été donnée en premier lieu à une analyse des résultats d’examens de deux promotions de la filière Sciences de l’éducation de 2001 à 2009. Dans l’analyse il a été question d’indicateurs tels que l’évolution des effectifs, les taux de réussite, d’abandon, d’exclusion, le genre et les caractéristiques extra universitaires des étudiants. Cette analyse qui a conclu à une faible efficacité interne de l’Université de Bamako a été suivie par d’autres investigations par entretiens, observations et questionnaires auprès d’un échantillon d’étudiants, d’enseignants et d’administrateurs de l’Université. Après une analyse des données recueillies lors de ces investigations, nous avons terminé par une discussion de l’ensemble des résultats
The Malian higher education and notably the University of Bamako is confronted to enormous difficulties since several years. What explains these difficulties and how to make more efficient this higher education in order to heighten the levels and to make he competitive on the plan under regional and international? This question drove us to interest us to the survey of her internal efficiency. The present work is a contribution in search of factors of these difficulties and alternatives to remedy there. He tempts to clear tracks of reflection on the improvement of the conditions of work of the University of Bamako. The Faculty of the Letters, Languages, Arts and human sciences of the University of Bamako has been kept like land of research. After the documentary research for the development of a literature magazine, the preference has been given to an analysis of the exams results of two promotions of the path Sciences of the education of 2001 in the first place to 2009. In the analysis it was question of indicators as the evolution of the strengths, rate of success, abandonment, exclusion, kind, extra feature academic of the students. This analysis that concluded to a weak internal efficiency of the University of Bamako has been followed by other investigations by interviews, observations and questionnaires by a sample of students, teachers and administrators of the university. After an analysis of the data collected at the time of these investigations, we finished by a discussion of the set of the results

Cette étude compare les stratégies déployées par deux réseaux militants de solidarité internationale pour diffuser publiquement leurs causes politiques, dans une conjoncture marquée par l'essor du cadre de mobilisation altermondialiste (1994-2006) : le mouvement néozapatiste (Chiapas, Mexique) et le mouvement anti-occupation (Israël-Palestine). Optant pour une démarche constructiviste visant à rendre compte au plus près des logiques pratiques de la circulation internationale de l'altermondialisme et des ses acteurs, l'enquête s'intéresse spécifiquement au rôle des médias des mouvements sociaux dans ce processus. Elle défend la thèse que la convergence partielle des cadres de mobilisation collective est le produit d'une série de choix tactiques et de contraintes intériorisées favorisant la production de discours contestataires relativement indépendants de leurs conditions sociales de production. L'enquête de terrain repose sur 76 entretiens semi-directifs auprès de militants et de journalistes, des observations menées dans des centres de "médias alternatifs", et un travail sur archives. La comparaison des répertoires médiatiques des deux réseaux met à jour la spécialisation progressive de militants dans le travail de médiatisation alternative. Le travail s'intéresse dans un premier temps aux processus d'internationalisation du capital politique des mouvements (partie I). Il met ensuite en évidence l'existence d'une corrélation négative entre l'évolution de leur couverture médiatique dans la presse conventionnelle et l'investissement de militants dans des réseaux de "médias alternatifs", qui fonctionnent selon les cas comme de espaces de compensation ou de correction symboliques (partie II). Enfin, il analyse les conditions concrètes de production, de diffusion et d'institutionnalisation du militantisme de l'information dans chacun des deux réseaux (partie III)
This thesis compares the strategies deployed by two international solidarity networks - the neo-Zapatista movement, based in Chiapas, Mexico, and the Israel/Palestine anti-occupation movement - to publicly communicate the political causes they espouse in an activist context dominated by the development of global justice frameworks (1994-2006). The study adopts a constructivist approach, closely exploring the pratical dynamics of the international circulation of global justice ideas and actors, and is particularly concerned with the role played by activist media in this process. It argues that the partial convergence of collective action frameworks is the result of a series of tactical choices and internalised constraints,which have together favoured the development of discourses of struggle which are relatively independent of their social contexts of production. I undertook fieldwork comprising 76 semi-directive interviews with activists and journalists, a series of observations in "alternative media" centres, and archival work. The comparison of the media repertoires of each network enables the identification of the progressive specialisation of activists in the work of alternative mediatisation. Part I of the thesis focuses on the processes of internationalisation of movement political capital. Part II highlights the existence of a negative correlation between the development of conventional media coverage and activist investment in "alternative media" networks, which may function as spaces of compensation or of symbolic correction. Finally, Part III analyses the material conditions of production, diffusion and institutionalisation of media activism in each of the two networks

Abstract:
This study’s purpose is to examine academic partnerships between universities in the United Kingdom and Korea. It aims to examine both partnership fundamentals and what leads to a mutually successful partnership. The fundamentals are the why, who and where. It aims to examine partnership formation and the relationships between partners, and the impacts of the partnership on the university. This study uses qualitative interviews mixed with a cost-benefit analysis. The interviews serve two main purposes. The first is to gain a fine-grained analysis of why universities create partnerships and how they go about it. The second is to understand the partnership factors that impact universities. These impact factors are then used to create cost-benefit analyses of three different UK-Korea university partnerships, differentiated by intensity of partnerships, to illustrate the partnerships’ impacts on the individual universities. Through thematic analysis, the qualitative results show that different types of partnerships are created in different parts of the university. The central offices create development co-operation and exchange partnerships, whereas the academic units create more exchange and commercial trade partnerships. However, in each of these partnerships, funding and international rankings are key motivations. The cost-benefit analysis shows that partnerships are beneficial to universities with commercial trade partnerships the most beneficial. The implications are that the academic units should work to create academic partnerships, with the central office helping in terms of standardisation and with the pastoral aspects of student services.

Abstract:
The purpose of the current study is to investigate the relationship between experiences with diversity offered in an international university in Malaysia and the ways students and staff view integration. The problem that promoted this study arose from the researcher’s own experience of being an international student with difficulties in integrating in a multi-cultural environment in the university. Two outcomes are investigated in this study, the meaning of the term ‘integration’ as viewed by the students and staff and the conscious effort that is being implemented by authority and the students themselves towards achieving an optimal level of integration. This research intends to investigate the gap between the ideal level of integration and the existing level, and offer solution towards bridging the gap. Although several studies have been conducted in the past that extol the benefits of being educated in a more racially diverse environment, it is a relatively new area of educational research especially in the South Asian context and in Malaysia. Malaysia is on its way to becoming a hub for international students. The policy-makers in Malaysian higher education realize that with the influx of foreign students comes the issue of integrating these students and faculty that have come from other countries. This study had been designed to bridge the gap that exists between the local and international students and with the local community outside the campus. Findings from the study along with the theories from the literature review present the current scenario on integration and the recommendations suggest a way forward for the institution to reduce inter-group prejudices and foster optimal integration in the campus. The thesis begins with an introduction to the current scenario and summarizes the meaning of the term integration, race and ethnicity and its relevance to the concept of internationalisation as proposed by exponents in this field of research. The thesis then elaborates on the context of the study with the focus on Malaysian Higher Education policies and policies on internationalisation as drafted by the University of Nottingham and the relevance of such policies towards the study. The researcher explores literature found in this field of work and selects three theories to form the foundation of the study. The chapter on the literature review explains the theories in detail and how these three theories have been used to explore the current study. The research methodology is explained with the University of Nottingham Malaysia Campus being chosen as a single case study to help focus attention on the case. A mixed method was used in designing the research, combining both quantitative and qualitative research methods in different ways, where both distinctive approaches contribute towards an understanding of the phenomenon. Quantitative research was conducted with 291 students from various departments in the second and third year of their studies and qualitative interviews were conducted with 15 participants comprising students and members of the teaching and administrative staff. The findings were analysed using SPSS version 20 and NVivo software. The analysis of the quantitative data was further discussed and the data showed that more than half the participants lacked clarity on the meaning of the word integration and its significance in their lives. Students and staff members showed a lack of clarity and understanding of the policies promoted by the university to foster integration. Students preferred being in their homogeneous race groups when it came to their academic activities. They also preferred spending their leisure time with students of their own race. The students were appreciative of the fact that the faculty respects every student equally and tries consciously to mix the races in assignment groups. The study revealed the complexity of the perception-practice dynamic, and the multi-faceted factors which influence student perception and behaviour in relation to optimal integration. Taking the findings from relevant literature and the results of the present study into account, recommendations for the university have been formulated regarding student integration. The recommendations consist of a clear vision and realistic goals in terms of integration. Recommendations also consist of promoting intercultural exchange through inculcating diversity in the curriculum and promoting intercultural interaction between international students and the local community outside the university campus and to carefully monitor integration and react appropriately to changes. The thesis ends with a conclusion summarizing the key findings, the significance of the study, limitations of the study and the scope for future research. The study recommends interventions to be used at different stages to measure and monitor the impact of such interventions towards creating optimal integration in the university and reduce the prejudice prevalent amongst racial groups in the campus at present.

Universities are becoming entrepreneurial due to highly competitive environment, decreased government funding and external and internal pressure to generate income from research and education services. It is argued in literature that the competitiveness of higher education institutions (HEIs) will increasingly depend on their ability to operate internationally in the near future. However, the knowledge of entrepreneurial university management especially the ways to create the international presence and provide educational services cross-border is lacking and this research is contribution to filling this gap. The transition of higher education conception from public good to private good or tradable service in line with the contemporary theories and practices in international higher education have been analysed in the paper to illustrate the shift in approach to international activities of HEIs. The paper undertakes an analysis of the premises associated with the entrepreneurial model of university management, as well as analysis illustrating the growing transnational education (TNE) consumption globally and the growth of international education market as the potential venue of an entrepreneurial university.

This paper introduces the framework conditions of the internationalization process of the higher education system in Germany and gives an overview of the implementation of international Master’s programmes in engineering education and the characteristics of student migrants in this field of studies. Developments on the macro-level clearly indicate political interest to attract more international students for German universities and the technical disciplines in Germany are already very successful in this endeavour. With a special focus on higher education reforms in engineering, this paper is based on an investigation directed at the meso-level, the motivations and strategies at the level of university and faculties for establishing such international study programmes. The results of a qualitative study will be presented that was conducted at the engineering faculties of the Ruhr-Universität in Bochum between December 2014 and August 2015. With the overall aim of investigating in how far the decisions made on university and faculty levels are related to the general political endeavors to attract international talent, the different stakeholders’ interests and implementation strategies such as language policy were considered.
