In this interview with Sabina Barone, Mehdi Alioua—Sociology Professor at the Université Internationale de Rabat (International University of Rabat), Morocco—reflects on the transformations that Sub-Saharan African migration has brought to Moroccan society over the last two decades, in particular with reference to identity and the denominations of the foreign others, the internal and regional dynamics of (im)mobility, and the challenges to social coexistence and national migration policies. He proposes conceptual categories such as "transmigrant,” “migration by stages,” and “migratory crossroads” to capture the complexity of the mobile experiences unfolding in Morocco. Based on his trajectory of engaged scholarship in favor of migrants and refugees, he calls for a renewed South-South and North-South academic collaboration and cross-fertilization through small scale, bottom-up research made possible by friendship among scholars.

Dans un contexte de mobilité internationale, certaines universités recrutent un plus grand nombre d’étudiants et étudiantes en provenance de l’étranger. À la priorité de recrutement s’ajoutent alors les mesures d’accueil et de soutien à la réussite scolaire des nouveaux inscrits lors de leur première année du premier cycle, considérée comme cruciale dans leur parcours universitaire. Parmi les diverses stratégies de soutien déjà à l’oeuvre dans une université canadienne francophone, il est ici question d’un dispositif visant à favoriser leur insertion universitaire : est conçu un cours qui, selon une modalité d’enseignement interactive, vise à surmonter le sentiment d’étrangeté. Il propose une voie favorisant la compréhension des interventions et des outils pédagogiques et la réflexion sur les enjeux des représentations sociales et des stéréotypes culturels. Les étudiants sont amenés à socialiser entre eux tout en construisant leur identité étudiante et leur affiliation universitaire. Ils sont invités à examiner leurs rapports aux savoirs dans un contexte francophone nord-américain qui, selon une approche de formation pragmatique, confère pour d’aucuns un statut utilitaire aux savoirs. Cet article présente le dispositif en décrivant le contexte de mobilité internationale et en identifiant la problématique de la réussite des étudiants universitaires au premier cycle. Cette identification s’arrime avec les besoins et les compétences à développer par les nouveaux inscrits et s’articule par la suite avec le contenu du cours et son approche pédagogique. Dans la discussion, les considérations d’ordre pédagogique s’ouvrent vers celles de l’ordre de la communication interculturelle et soulèvent la question de l’importance des mesures et des stratégies de suivi qui doivent accompagner la mobilité internationale dans le milieu universitaire.

Edf-R&D-Chatou a accueilli la conférence internationale EVAN (Advances in Extreme Value Analysis and application to Natural Hazard) du 17 au 19 septembre 2019 réunissant chercheurs, ingénieurs, étudiants et universitaires. Cette conférence a été l’occasion pour tous les professionnels présents de partager leurs expériences et leurs idées sur l’étude des variables géophysiques extrêmes (niveau de la mer, vents, vagues, neige, température, précipitations, débits…) et les travaux liés aux risques naturels (inondations, submersion marine, tempêtes de vent, vagues de chaleur, sécheresses, glissements de terrain, orages, érosion, tremblement de terre et tsunami). Le Laboratoire National d'Hydraulique et Environnement (LNHE) d'EDF et le Laboratoire Saint Venant ont organisé cet évènement avec la Société Hydrotechnique de France (SHF). Trois invités d’honneur, qui ont été très appréciées, sont intervenus au cours ces trois journées d’échanges : (1) Taha Ouarda, professeur d’hydrométéorologie et de statistique à l’INRS (Canada) ; (2) Neil Macdonald, professeur de géographie à Université de Liverpool (UK) ; (3) Dario Camuffo, professeur de physique et membre du « National Research Council » (Italie). Ce que l’on retiendra sans doute de particulier est l’importance des évènements historiques extrêmes naturels permettant, d’une part, d’avoir de longues chroniques d’extrêmes (ce qui est toujours mieux pour faire des statistiques) et aussi permettant une approche très prudente quant à la perception de tendances éventuelles à court ou long terme. Par ailleurs, l’organisation générale a été très bien réussie, et l’on doit, d’ailleurs, remercier l’équipe très professionnelle du Campus de Chatou qui est d’une aide précieuse pour le succès de la conférence. Le cycle des conférences EVAN continue car en 2021, cela se déroulera à l’université de Floride et, en 2023, à Venise. Enfin, un « Special Issue » de la revue internationale NHESS va être ouvert aux participants de la conférence EVAN 2019, avec une soumission possible avant le 31 mars 2020.

La transition lycée - université est un moment difficile pour les étudiants poursuivant des études scientifiques ; particulièrement en mathématiques, c’est un problème délicat, reconnu à l’échelle internationale. La question de l’amélioration de la transition entre l’enseignement au lycée et l’enseignement à l’université concernant l’enseignement des mathématiques, ne date pas d’aujourd’hui, elle a été abordée par plusieurs mathématiciens et didacticiens. Le but de cette recherche est d’identifier et d’interpréter les difficultés des étudiants en mathématiques à la transition lycée – université. L’analyse des travaux dirigés et des cours de la première année scientifique, l’analyse des manuels de mathématiques de la dernière année du lycée et l’entretien semi-directif avec des professeurs de l’université, ont permis d’identifier les difficultés des étudiants de la première année universitaire et de déterminer les continuités et les ruptures dans les pratiques et modes d’enseignement de mathématiques, entre la dernière année du lycée et la première année des études supérieures et en particulier celle de l’université marocaine. Des recommandations ont été proposées pour prendre en charge certaines difficultés repérées lors de l’enseignement-apprentissage des mathématiques en première année universitaire, aider les élèves à préparer leur passage vers l’enseignement supérieur et diminuer le taux d’échec.

En 2015, 13 modes d’occupation du sol appelés classes ont été identifiées dans la commune : savane boisée, savane arborée, savane arbustive à arborée, savane arbustive, steppe arborée, steppe arbustive à arborée, steppe arbustive, cultures maraîchères, cultures pluviales-jachère, village, mare, zone nue, plantation. Toutes ces classes étaient présentes dans la commune en 1984 à l’exception de la classe plantation. La dynamique spatio-temporelle de la commune a montré que les classes savane arbustive à arborée, savane arbustive et plantation ont connu une évolution progressive tandis que les classes savane arborée, steppe arborée, steppe arbustive et zone nue ont eu une évolution régressive. L’analyse des changements intervenus entre 1984 et 2015 a montré que 27,46% de la superficie de la commune sont restés à l’état initial ; 65,54% ont subi des modifications et 7% se sont converties. Cette étude élargie sur toute la réserve sylvopastorale (aire protégée) permettra d’évaluer l’efficacité des plans de gestion des zones protégées au Ferlo. Abstract This paper argues for quantity-sensitive, trochaic foot structure in Québécois French, which allows for a unified prosodic account of the variable distribution of tenseness of high vowels in non-final syllables. Montreuil, Jean-Pierre. 2004b. The Computation of weight in English and in Québec French. First PAC Workshop 23–24 April 2004, Université de Toulouse le Mirail.) a grammatical, sonority-based surface weight distinction is assumed for Québécois French vowels, with tense high vowels associated to a full mora µ, while lax high vowels are associated to a hypomora λ, a weight value less than µ. The weight is shown to be regulated at the level of the minimally monomoraic foot, which can be expanded to include an adjacent syllable in words consisting of more than two syllables, following the proposed Trochaic Markedness Hierarchy, based on the following three ranked principles: 1) quantitative minimum: light and heavy rimes are preferred to superlight (λ) rimes, 2) quantitative evenness: even trochees are preferred to uneven trochees, and 3) quantitative dominance: the left branch that is heavier than the right branch is preferred to the left branch that is lighter. Possible shapes of the trochee are shown to be aligned with alternating surface realizations of high vowels.

RESUMEN: La violencia es considerada a menudo un elemento consustancial al ámbito internacional: algo que el derecho internacional puede quizá reducir pero no eliminar completamente. Este trabajo se hace eco de las críticas feministas al derecho internacional poniéndolas en relación con los conceptos elaborados por los estudios sobre masculinidades. Que el derecho internacional sea una disciplina históricamente manejada por hombres encuentra su proyección sobre cinco ámbitos: 1) el concepto de estado en tanto que actor principal del derecho internacional, 2) el sistema de fuentes, en particular, los tratados internacionales; 3) la aplicación de las normas internacionales a través de tribunales o paneles de arbitraje; 4) la importancia de la guerra y 5) la doctrina de la responsabilidad de proteger. ABSTRACT: Violence is often seen as an inherent element in the international arena: something that international law can perhaps reduce but not eliminate completely. This work echoes feminist critiques of international law by putting them in relation to the concepts elaborated by studies on masculinities. This phenomenon is even more obvious in international universities where more than half the population of students schooling in that country is foreigners. In many cases, like in the case used for this study; North Cyprus universities, the language used to teach and learn is English language. This therefore entails that on average, almost all students already speak at least 2 languages wherein they speak their own dialects, or cultural languages, while using English language proficiently to communicate with others, learn, study, and write examinations. Thus, in researching this, the aim is to see the extent to which the students are bilingual, or multilingual. Our findings confirm that individual must live, or should have lived in a country in order to proficiently speak that country’s language and second, third, or fourth languages are learned during teenage years rather than in one’s childhood.

RESUMEN: La labor del Tribunal Penal Internacional para la Ex-Yugoslavia tuvo un momento importante en la compresión del principio de legalidad, como principio básico en la garantía de los derechos humanos, al enfrentar no sólo el derecho consuetudinario como fuente de derecho sino también diferentes modos o enfoques en la identificación de este derecho consuetudinario. Esta relación debe ser analizada a la luz de las limitaciones que tiene el derecho internacional y, sobre todo, de los procedimientos de creación de normas. No resulta fácil exigir responsabilidad en el cumplimiento del derecho internacional humanitario y de los derechos humanos. La práctica de este Tribunal abre una vía para la reflexión con la finalidad de asegurar el respeto de los derechos humanos en cualquier circunstancia, incluso de aquellos que llevaron a cabo la comisión de graves crímenes contra la comunidad internacional.ABSTRACT: The work of the International Criminal Tribunal for the former Yugoslavia was important for understanding the principle of legality as a key principle on the guarantee of Human Rights. The former was due to the Tribunal’s work on having faced the customary law as a source of law using different perspectives for its identification. The link between customary law, principle of legality and human rights has to be analyzed taking in account the limits of International law and the procedures for creating legal norms. It is not easy to invoke responsibility in the fulfillment of international humanitarian law and international law of human rights. The practice developed by this Tribunal provides an avenue for thinking about ensuring the respect of the human rights in any case including the commission of grave crimes against international community. A university has to carry out various marketing strategies and efforts to recruit international students as many as possible in order to fulfil one of the criteria for a world–class university status. However, to attract quality candidates with the desirable profile is becoming increasingly difficult especially when the university has to compete internationally and nationally with the existing and new emerging universities. This paper discusses the findings of a study carried out to establish the factors considered by international students before they decided to come to Universiti Teknologi Malaysia for their postgraduate studies. A total sample of 896 international students from various fields of studies for three different intakes was used in the study. The result shows that the main factors considered by them are the availability of the programme, reputation, the conduciveness of the campus environment for teaching and learning, and the location of the university. Most of them agreed that internet and education fairs or expositions are effective marketing medium for the recruitment of international students. This study provides an evidence–based framework to be considered by the University in formulating strategies and efforts to become a global player in higher education.

RESUMEN: El derecho a la participación política se encuentra en el artículo 21 de la Declaración Universal de Derechos Humanos como un derecho humano. Este derecho ha seguido un desarrollo a nivel internacional desde una perspectiva global, así como continental, por lo que se analiza su evolución en los últimos 70 años y el impacto que ha tenido dentro del desarrollo del Derecho Internacional de los Derechos Humanos. Por último se subraya el carácter fundamental del derecho a participar así como una proyección de su desarrollo en el futuro.ABSTRACT: The right to political participation is found in article 21 of the Universal Declaration of Human Rights as a human right. This right has followed an international development from a global as well as a continental perspective, so its evolution over the last 70 years and the impact it has had on the development of the International Law of Human Rights is analyzed.
