Abstract:
The centralized database can store a variety of electronic archives. Electronic archives face a variety of network attack vulnerabilities as information technology and network technology continue to advance. Furthermore, these archives will be readily forged and tampered with by internal management or external attackers. Data security and authenticity problems prevail in China’s management system for archives. First, this exploration elaborates the blockchain technology, distributed database technology, and distributed database system structure. Secondly, blockchain technology is applied to the authenticity protection of electronic archives. Then, an optimization model of university archives based on blockchain technology is constructed. Finally, this exploration investigates the current use of blockchain technology for college archive management systems. The questionnaire is used to understand the current university personnel’s views on the college archive management system under the application of blockchain. The survey results suggest that most people support the digital college archive management system. At present, the operation efficiency of the college archive management system still needs to be improved, and the quality of archives search should be promoted. Therefore, the college archive management system still needs to optimize the archive’s efficiency as well as quality. According to the above survey results, this investigation gives suggestions for optimizing the college archive management system using blockchain technology, as well as some suggestions and references for further management.

Abstract:
Humans as creatures who have limited memories need archives to restore the memories systematically. Archiving has been known since the writing method developed and peoples make records of their archives. Nowadays the archive is valued as a guideline for institutions to make decision. Universities, as the education institutions in carrying out its functions, universities produce archives that comply with the Law No. 43 of 2009 on Archives as the basis for managing archives in universities. The University of Lampung and ANRI have agreed on MoU to work together in applying and disseminating the importance of filing on November 21, 2014. The Rector of University of Lampung Decree No. 4 of 2016 was established on April 20, 2016 regarding the Archive Retention Schedule (JRA), in addition to fulfilling the mandate contained. In Article 48 of Act Number 43 of 2009 concerning the obligation for state universities to have a JRA in archival management, it is also useful as a guide for archival management officials and employees in carrying out their duties. The article intends to illustrate through the emblematic case of the archive of Vincenzo Federici, conserved at the Sapienza Documentation Science Library, the relationships and the close connections that link a private archive with the archives of the institution that hosts it. During the course of the work we analyzed mainly the regulatory and protection and valorization aspects of public and private archives that compose the archival system of Sapienza University of Rome. The correlations linking the Federici archive with the general archive of the University, the student archive and finally other private archives deposited in Sapienza’s libraries and museums were then analyzed. Finally, it was highlighted how the “conservative polycentrism” of Sapienza offers advantages and disadvantages for the protection and valorization of its archives.

Abstract:
Archives are created in every institution large and small. College is one of the institutions that produces many archives of academic and administrative works. The archives created in universities need to be managed and stored so that they can be traced and utilized by the institution concerned and by other parties who need it. In line with this, Sanata Dharma University (USD) as the bearer of the Tri Dharma of Higher Education seeks to manage archives in all units at the university level. The management of the USD institutional archives is carried out by carrying out the mandate of the 2018-2022 USD RENSTRA, where the initial target for achievement is the 1993-2020 USD archives. Archival managers are expected to be able to collect and archive all USD institutional documents from 1955 s.d. 2020. Records management at the USD level is left to the USD Library.USD Library plans to carry out acquisitions/archive collection of units. This step was preceded by an online survey of records management in units, so that USD Libraries had an initial picture of archive management across all units in USD. This online survey was conducted using qualitative methods. The population in the survey is education staff, both permanent and non-permanent in USD, with a total of 376 people. The sample used in the survey is 76 people, the sample selection using convenience sampling technique.The survey results showed that there were 52 people who filled out the survey. The most types/subjects of archives owned by units in USD are curriculum archives (25 units), lectures (24 units) and student affairs (20 units). The largest media/archive form is print/paper (50 units), but most of the units have been digitized (43 units). Other archival media that are also owned by the unit are photos, souvenirs, compact disks, videos, digital video disks, blueprints, maps and technical drawings. The processing of unit archives in USD varies, both those that have been digitized (33 units), have been inventoried/recorded (25 units), have been numbered/coded (6 units), have been destroyed (2 units) to archives that have not been managed properly ( not yet digitized, not yet inventoried, not yet coded). There are archives that have been arranged in a filing cabinet/rack/file/order box (40 units), archives are organized by year/subject/alphabatic number (26 units). The majority of HR Archive Managers in all units do not have HR that specifically manages archives (48 units). The majority of archive borrowing is no archive loan. The majority of facilities/tools/software for archival tracing do not have facilities/tools/software for archival tracing (47 units). Permits for borrowing archives from units at Sanata Dharma University, the majority allowed borrowing archives (47 units). The majority of data collection/inventory of archive types to be borrowed from units at Sanata Dharma University answered that data collection/archive inventory was carried out by each unit to ensure the completeness and correctness of the archives to be borrowed (26 units). Static Archives Management and Storage at Sanata Dharma University answered that the USD Library only manages and stores digital archives and printed archives are stored in their respective units (29 units). The return of the static archives borrowed for processing by the USD Library, the majority answered that the printed static archives were returned to the unit (28 units).

In the digital era, universities are required to be more accountable and professional in managing institutions’ records. Archival institutions play a fundamental role in managing all matters related to university archives. This study aims to reveal the performance of higher education archive institutions that have been carried in two universities in Indonesia which are UGM and Airlangga University. This research gathered the main sources via the universitys’ website. The method used a qualitative research methodology. While the approach used in this study is content analysis which begins with unitizing, data reduction, abductively inferring contextual phenomena, and analysis. The study found that the two universities through their archives units have performed well by following the mandate of the law. It can be seen in both website features, as well as the development in each segment is complete and explorative owned by UGM compared to Airlangga University. In addition, Airlangga University provided the AMERTA Archives Audit System (SAKA).

Background of the study: Circular Letter No. 62 of 2020 concerning the Preservation of Covid-19 handling archives is a public policy that needs to be implemented by State Universities as part of government agencies. Purpose: This study aims to explore efforts to implement policies to preserve the records of Covid-19 handling at university and understand the challenges it faces as university that does not have its own Archive yet. Method: This study uses a qualitative approach with a case study method. There are three informants selected through the purposive sampling method. Informants were selected based on the following criteria: 1) has mandatory duties in archival activities and 2) positioned as an archivist. Research data obtained through interviews and documentation studies Findings: The university efforts in preserving Covid-19 handling archives are carrying out internal communication to preserve archives within the General, increasing archivists’ competencies and knowledge, and conducting from preparation to Covid-19 archives assessment. Related efforts in the organizational structure have not been made because this process takes a long time. The challenges arise from the lack of human resources in every unit of PTN X and the absence of an archival institution which makes it difficult to implement implementation in all units of university Conclusion: The university has made efforts to preserve the handling of Covid-19 within the smaller scope, the General Bureau. For a wider scope, the implementation has not been carried out due to lack of human resources and the absence of university Archive owned by university. Regional screen archives, including film, video and digital media, protect the local vicinity’s film heritage. Such archives generally fall outside the fashion historian’s consciousness. There is a wealth of information on fiction film and fashion, but non-fiction film remains an underused source. This article examines the Screen Archive South East (SASE) based at the University of Brighton. The archive has a rich collection of amateur and professional non-fiction film from the late nineteenth century to the present day. The archive’s resources inspired a collaborative project between the SASE and the Royal College of Art (RCA) entitled Screen Search Fashion. It investigated dress from the inter-war period, an era that saw significant changes in fashion. The resulting online resource includes film clips, stills, descriptions, contextual information and links to further archival sources. This article iscusses the Screen Search Fashion project and presents three case studies showing how the films at SASE offer a rare glimpse into people’s lives and their clothing choices.

The article presents the profiles of three pre-war historians of The Catholic University of Lublin who worked in The State Archives in Lublin at the same time. After a short presentation of their biography contains an analysis of their contribution to the development of the Lublin archives. Finally, the names of post-war employees of the University who worked in the Lublin archives were mentioned.

ABSTRACT Introduction. One of the four guidelines required in the dynamic archive management process is the Security Classification System and Archive Access. Its existence is needed as a guideline for managing archives in providing access services to dynamic archives. The purpose of this research is so that the public, especially the college community, can know and implement the preparation of college regulations, especially on the Classification of Security and Access to Dynamic Archives, and implement them. The Dynamic Archive Security and Access Classification System at Sebelas Maret University is regulated based on archival legislation and college archival legislation based on rector regulations. Research methods. This research uses qualitative methods with a stud library approach. Data analysis. Data is analyzed by studying books, literature, records, and various reports related to research. Results and discussion. The archiving governance of Universitas Sebelas Maret refers to government policies and regulations as well as authorized agencies such as ANRI related to archiving. The archive collection consists of textual and non-textual archives. Archives are classified into ordinary, limited, confidential and highly classified information. The classification of archives is assisted by conventional storage facilities and digital storage facilities. Conclusions and suggestions. The classification of archival access is a category of restrictions on access to archives based on the authority to use archives related to the implementation of certain tasks and functions. The NCUACS was founded in Oxford in 1973 as the Contemporary Scientific Archives Centre, moving to the University of Bath with its present title in 1987. Thus 2003 marked our 30th anniversary: a time to celebrate achievement, take stock and prepare for future challenges. Our mission is to locate, catalogue and find permanent homes for the archives of contemporary British scientists and engineers, and thus preserve and make accessible the original source materials for the history of science. We are not an archive repository but a highly cost–effective processing centre. Abstract:
The current work aims to meet the needs of the development of archives work in colleges and universities and the modernization of management to realize the standards and standardization of all aspects of archives business construction in colleges and universities, so as to improve the political and professional quality of archives cadres. First, the radio frequency identification (RFID) technology based on the Internet of things (IoT) digitizes the university archive labels. Meanwhile, the filing cabinet's intelligent security system preserves confidential files. Second, the convolutional neural network (CNN) algorithm under deep learning is introduced and college profile information is identified. Finally, the concept of professional certification is used to clarify the purpose of the university archives automation management system. Different activation functions are used to analyze the recognition accuracy loss and recognition accuracy of university archives. The identification error of You Only Look Once (YOLO) of the ReLU-convolutional neural network (R–CNN) of college archives is analyzed. The results show that the selection of rectified linear units (ReLU) activation function for CNN can effectively reduce the loss of identification accuracy of college archives and can improve the accuracy of identification of college archives. The algorithm based on the ReLU activation function has a smaller recognition error accuracy in college archives than that of the YOLO algorithm. The recognition error of the YOLO algorithm is slightly higher than that of the R–CNN. The font recognition error of archival information based on the R–CNN is relatively large. However, the conclusion is reasonable due to the recognition difficulties of handwritten archival fonts. The file positioning recognition error rate is 19.00%, the file printing font recognition error rate is 4.75%, and the image recognition error rate is 1.90%. These results have a certain reference value for the process of identifying information in the automatic management of university archives by CNN under different activation functions.

This study aims to determine the dynamic archive management carried out digitally by the work unit of the Faculty of Economics, State University of Semarang (UNNES). This study uses a qualitative descriptive with an interactive model. Data analysis starts from data reduction, data presentation, and drawing conclusions. Research informants are employees who manage dynamic archives in the work unit of the Faculty of Economics, UNNES who were selected using the snowball sampling technique. The findings of this study explain that the process of organizing digital-based archives is still in the planning and testing stages. In structuring digital archives, there are three stages, namely filing, borrowing, and destroying archives. Although, the work unit of the Faculty of Economics, UNNES, has conducted trials of digital-based structuring, the archive file process still uses a manual system. Next, the archive lending stage, if there are borrowers from external parties, they must fill in the digital archive system menu. This is so that the status of the archive can be known easily whether the archive is available or still borrowed. The third stage is the destruction of the archive. The work unit of the Faculty of Economics has carried out the destruction according to a predetermined archive retention schedule. Thus, the development of digital-based archive arrangement is very much needed by the work unit so that the archive arrangement process can be more effective and efficient in providing services to the academic community, especially during the COVID-19 pandemic.

Abstract The Earthquake Research Institute (ERI) of the University of Tokyo maintains archives of analog seismograms and mareograms. The main collection is ∼236,000 Japanese historical seismograms recorded at the University of Tokyo (at various buildings and using various instruments around Hongo [Tokyo] with a total of 189,000 records from 1881 to 1993), at the Tsukuba observatory (∼11,000 records from 1921 to 1986), and at the Wakayama seismological network (∼12,650 records from 1928 to 1968). Seismograms recorded by temporal stations at various locations in Japan for several years, typically following large earthquakes, are also included. Different types of instruments were used to record the data. The oldest record from a large earthquake is from the 1891 Nobi earthquake recorded at Hongo on a circular seismogram using an Ewing-type seismograph. Teleseismic seismograms include those from the 1899 Alaska earthquake at Hongo on an Omori-type seismograph. Imamura-type and Omori-type tremometers and strong-motion seismographs had also been used for a long time. While these seismograms were microfilmed by the 1990s, the original smoked paper records have also been archived. Foreign seismogram collections include those from earthquakes in Taiwan between 1904 and 1917 recorded in both Japan and Taiwan and those from the Canadian Seismograph Network between 1981 and 1989. For the Worldwide Standardized Seismograph Network stations, almost all (∼5,000,000) microfilm records at 167 stations from 1963 to 1988 are archived. High-resolution image scanning of analog daily seismograms at the Wakayama microearthquake network is currently being performed, and the scans are provided using Leaflet software so that the users can easily access and enlarge parts of seismograms. The tsunami waveform archive contains ∼3100 records on Japanese tide gauges from large earthquakes between 1911 and 1996. The available data, with dates and types of instruments, can be searched from the database through the website of the ERI.

The research is based on the documents found in the State Archives of the Russian Federation, the State Archives of Tomsk Region, the State Archives of Kemerovo Region, the State Archives of Kemerovo Region in Novokuznetsk, and the Archives of Novokuznetsk State Institute for Advanced Training of Doctors, and some publications in the central and local periodicals. It is accounted for by a number of reasons: (a) ongoing inheritance litigations involving Newton’s archives; (b) dispersing Newton’s manuscripts in countries with different legal systems, consequently, dissimilar copyright and ownership branches of civil law; (c) disappearance of nearly 15 per cent of Newton works; (d) lack of accordance of views among Newton’s researchers; (e) problems with arranging Newton’s ideas in his possible Collected Works to be published; (f) Newton’s incompliance with the official Anglican doctrine; (g) Newton’s unwillingness to disclose his compositions to the broad public. The problems of transcribing, editing, interpreting, and pre-print preparing Newton’s works, are as follows: (a) Newton’s complicated handwriting, negligence in spelling, frequent misspellings and errors; (b) constant deletion, crossing out, and palimpsest; (c) careless insertion of figures, tables in formulas in the text, with many of them being intersected; (d) the presence of glosses situated at different angles to the main text and even over it; (e) encrypting his meanings, Newton’s strict adherence to prisca sapientia tradition. Despite the obstacles described, transcribing Newton’s manuscripts allows us to understand Sir Newton’s thought better in the unity of his mathematical, philosophical, physical, historical, theological and social ideas.

Writings of Archives II” (11–13 December 2017) and the 9th Anthropological Meeting in Zakopane “Archives. Deeds and conversations shall be (?) written down” (5–8 December 2019). The author states that the cultural dimension of archival reflection makes it possible to see beyond the horizon set by the borders of traditional archival studies. At the same time, the article makes the reader think about the need to re-evaluate commonplace terms used in archival studies and to answer the questions of what an archive is and what function it fulfils in extremely varied contemporary culture.

Abstract:
Purpose This paper aims to focus on the need to ascertain harmony in records and archives management practices between the university archives, sports union and the various sport clubs at the University of KwaZulu-Natal (UKZN) in an endeavor to establish whether these fugitive records are being captured. Design/methodology/approach Both quantitative and qualitative methods are used to investigate records and archives management practices in sport clubs on the Pietermaritzburg (PMB) campus, UKZN. Data are thus obtained through a questionnaire, interviews, observation and email correspondence. This triangulation of methods of data collection is designed to increase the validity and reliability of the results. Findings This study has established that there was much dissonance with regard to records and archives management practices and recommendations inter alia included their need for overhaul and the need for pro-activeness on the part of archivists to collect this heritage for future reference. Research limitations/implications This study is only confined to the UKZN, PMB campus and not the entire university that constitutes a limitation. The findings may assist university authorities as decision and policymakers to ensure that records and archives management practices in universities are overhauled to prevent further loss of records. The study has focused on one genre of records, namely, leisure records, and there is a need for a comprehensive study on the entire university’s record-keeping system. Practical implications This paper highlights the plight of university archives and reiterates the need for an urgent review by university authorities with regard to their management. Originality/value This paper has used a number of data collection techniques to ensure reliability and validity of the data gathered. Physically checking the collections in the university repository to establish gaps corroborated with the research findings in an effort to establish the underlying cause of poor archival development.
