Abstract:
The paper describes the results of implementing methods of developing time management habits among bachelor’s degree students. The research was carried out under the auspices of the Human Potential Management Laboratory of Ivane Javakhishvili Tbilisi State University, within the framework of the elective course ("Leadership - The Art of Management") of the undergraduate level of the Faculty of Economics and Business of the same university. The paper presents 2 practical methods of teaching time management and its results: 1. Assessment of students' time management habits through Haddon's test and results; 2. A method of developing time budget management habits by evaluating the actual day and week and determining the desired time budget for the week. Teaching students of time management skills are important, especially in countries where the school and university infrastructure does not provide an opportunity to be aware and totally introduce a healthy lifestyle among young people. Making students aware of the importance of a variety of activities in their time and showing them opportunities in this direction will teach them the skills necessary to balance life. Teaching time management helps the student to write down/plan his goals in time and take concrete steps towards success.

Abstract The paper is approaching a sensitive topic which the whole society is facing, namely the security at a macro and micro-economic level. In this context, increasing the level of terrorism at all levels requires important measures to prevent the acts of terrorism and of providing a security that allows the development of all entities in the society. University offsets represent areas of agglomeration of young students living together, susceptible to challenging actions and to acts of terrorism that may occur at any time. The paper approaches a systemic and systematic thinking of untried actions to be taken for these structures, components of the university.

Abstract:
Purpose This paper aims to compare the learning outcomes of gaming simulation and guided inquiry in sustainability education on plastic waste management. The current study targets the identification of success factors in these teaching approaches. Design/methodology/approach This study used a quasi-experimental design with undergraduate participants who were randomly assigned to an eight-hour sustainability education class using either gaming simulation or guided inquiry. Pre- and post-tests on students’ knowledge, attitudes and intended behavior were conducted, followed by individual interviews to provide more detailed reflections on the teaching approach to which they were assigned. Findings In terms of knowledge acquisition and behavioral changes, the quantitative results suggested that the pre-/post-test in-group differences were significant in both groups. More importantly, a significant positive attitudinal change was observed in the gaming simulation group only. In the interviews, participants attributed effective knowledge acquisition to active learning element in class, while the characterization of cognitive dissonance triggered in the gaming simulation induced subsequent affective changes. Practical implications Activities in this program can be applied or modified to accommodate differences in other similar programs. The findings can also provide indicators to designs of similar programs in the future. Originality/value This paper explores plausible factors (ideology and implementation) that contribute to successful sustainability education programs. Through comparison between gaming simulation and guided inquiry, elements for effective education for sustainable development learning in the pedagogical designs are discussed.

Abstract:
The article aims to reveal the university rating by its faculty motivation, which has an impact on human resources development in higher education sector and raises the university competiveness level. To achieve the given goal, the researchers have developed a model for evaluating the university rating on faculty work motivation by assessing implementation of motivational factors in the university, their weight for determining its rating in comparison with the threshold value. The article examines blocks of motivational factors, such as material-monetary, material- non-monetary and non-material. The authors believe that systemic and timely use of these blocks of motivational factors by the university may increase the lecturers’ professional skills level, quality of the educational program and the academic process itself and contribute to the growth of university competitiveness.During the research, the lecturers were surveyed by using a structured questionnaire, and a model for assessing the university faculty motivation level has been developed based on the research outcomes. Comparative analysis of the obtained results and the threshold value have been made so that to come up with conclusions on the universityrating. The survey has revealed that the university under study has the B+– class rating, which demonstrates a fairly high result. There have been made recommendations to the given university on achieving the higher-class rating.

Abstract:
The modernization of vocational education in the country has been going on for three decades. During this time, about ten major programs have been implemented only at the federal level and many projects in the regions. The most significant tasks were solved in terms of positioning the country’s vocational education system in the world. Their reflection was the world rankings. Management decisions on the development of regional universities in the country have not yet led to any significant result in solving the issue of the disproportion of the development of higher education in the “center/periphery” system. The object of the study is the territorial organization and differences of vocational education in Russia at the regional level; the subject of the study is the factors of territorial management. The purpose of the study is a comprehensive analysis of growth management factors and decision making. Research objectives are analysis of the sectoral, territorial situation and potential opportunities. Leading scientific and educational centers «continue» to draw on the main financial, human and intellectual resources, which does not contribute to the socio-economic development of peripheral regions. One of the key problems of the regional universities’ development has become a constant decrease in the number of students as a result of a shortage for the first year. For the university itself, the line is marked for the loss of scientific and pedagogical schools due to the reduction of personnel and their reproduction dynamics, and the associated further degradation as a university in its classical mission. Traditional methods of career guidance used in universities do not work properly. It is concluded that there is a need for other approaches to the organization of processes based on the formation of growth management factors – territorial clusters “school-university” and “school-university-business” in terms of creating a business environment, building social capital for students along the entire chain of interaction. The university of the future and students should be involved in the economic, socio-cultural space of the region at the modern level of interactions and processes, and not only territorially.

Abstract:
The purpose of this study is to determine university students' perceptions of their time management skills. The research sample is composed of 384 undergraduate students studying in state universities located in various Turkish cities during the 2016-2017 academic year. The Time Management Questionnaire (TMQ) was used in the collection of the data, which was developed by Britton and Tesser (1991) and adapted to Turkish by Alay and Koçak (2002). It was found that students rated their time management skills as being at the "medium-level". In addition, it was concluded that there was no significant gender-related difference in their perceptions of their skill level in time management. While their perceptions of "time-attitudes" and "time-wasters" differed by gender, no such difference was found regarding their perceptions of "time planning". The study included only state university students as the research group. Similar studies regarding time management skills can be conducted with students or educators in different types of educational settings and levels of education. Furthermore, this study analyzed student perceptions of their own time management skills only by the gender variable. However, their perception of these skills can also be analyzed by other demographic variables such as socio-economic status, age, and department of study.

Abstract:
Implementing performance management systems, including the KPI (Key Performance Indicators) system, at the university level faces many difficulties. The study aims to determine the problems of formation and implementation of the system of KPIs at the HEIs (higher education institutions) level based on the case study. Methodologically the study is based on the analysis of the case of the KPI system implementation at Vasyl’ Stus Donetsk National University (Ukraine) using a 3-year project survey of managers and employees of structural units about self-analysis of deviations and perception of each performance indicator. The essential subjective factor – irrational participants’ behavior – is demonstrated, reflected in their resistance, fear, and lack of acceptance of innovations in assessment processes, which needs to delineate tools for effective KPI system implementation (reduction of its negative influence and growth of the personnel loyalty). The main organizational obstacles that reduce such a measurement system’s efficiency are incomprehensibility, difficulty of evaluation, non-influence or independency of indicators from the efforts of respondents, poor communication, and motivation to achieve them. The analysis results allowed providing the recommendations that could contribute to the formation of reflexive and active management culture in the strategic management system and a culture of productive dialogue through vertically and horizontally management interaction.

Abstract:
Abstract In this paper we propose a cybersecurity ontology model designed for universities, aiming to facilitate the management and protection of sensitive data and information within the context of the growing cybersecurity threats. The proposed ontology includes four distinct hierarchical levels: the basic level, the conceptual level, the instance level and the relationships level. At the basic level, it defines essential terms and principles of cybersecurity, including concepts like vulnerability, threat, cyber-attack, security policies and security rules. At the conceptual level, the ontology categorizes information and cybersecurity systems, embracing domains such as data protection, authentication, authorization, and auditing. At the instance level, the ontology describes specific examples of information and cybersecurity systems used in universities, such as the library management system or the accounting management system. At the relationships level, the ontology establishes links between different categories of information and cybersecurity systems, as well as between these systems and the entities that use them, such as students, professors and administrative staff. By implementing this cybersecurity ontology, universities can improve the management and protection of their sensitive data and information, as well as respond more efficiently to cybersecurity threats.

Abstract:
The Bosphorus, the Sea of Marmara and the Dardanelles form together the Turkish Straits System (TSS). The Bosphorus and the Dardanelles, which are long, shallow and narrow waterways, are the only connections between the Mediterranean and the Black Sea. Therefore, the TSS has ecological, financial, social and military significance, especially for the countries bordering the Black Sea. For this purpose, within the framework of the partnership between Kiel University and Yıldız Technical University, continuous measurements of water level, current speed, salinity and temperature were carried out in the Bosphorus with a high temporal resolution, to improve the current understanding of exchange flow dynamics in the strait and to better calibrate the Bosphorus circulation model. The main goal of the field survey was to improve the transport boundary conditions (salinity and temperature) of the model, which were previously defined through monthly observations. Preliminary results are discussed in this study.

Abstract:
The developing international education market requires additional qualitative and detailed information on the comparative characteristics of universities. This study suggests a single synthetic model for describing and assessing universities’ competitiveness at the national level for advanced, emerging, and transitioning economies. The model is based on the same methodology as international university rankings, but employs different techniques for initial clustering and further analysis. We identified four different university clusters in the Russian Ministry of Education and Science database, distinguished by specific development goals. We argue that applying these clear and welldefined criteria as clustering attributes allows us to compare competitiveness in different settings, formulate academic management strategy and recommend policy guidelines tailored precisely for each university’s requirements.

Abstract:
Within competitive markets (market for applicants, labor market, market for innovative developments, etc.) universities are interested in strengthening intangible competitive advantages, which traditionally include “image” and “brand”. With the development of new media specialists shifted the focus of their attention from the image and brand to the reputation of educational institutions, which represents evaluative information acquired in the result of their own experience or received from “third parties” through various channels. The nature of university media environment is becoming more complex due to mediatization of university activities. To characterize the media dimension of a university, we propose the concept “mediauniversum”. “Mediauniversum” includes the following levels: technological, organizational and infrastructural, content, axiological, evaluative, symbolic, subject-object. In this article we consider the evaluative level of mediauniversum of a university - the level of university reputation. For the effective functioning of a university, it is necessary to determine the elements of overall educational institution reputation, to understand the main directions of reputation transfer, target audiences of reputation information consumers, to manage reputation of a university, reducing the gap between the image as a result of university's activities (“positive profile”) and real perception of a university by different segments of target audience. The main areas of reputation management in relation to the online environment include: reputation monitoring (determining the “tone of voice”), working with negative, generating positive content, doing SERM. Reputation threats that have arisen online are often developed in traditional media and provoke media risks.

The optimization of municipal solid waste management requires the re-organization of niche sectors too. The sector of the university is not fully explored from the scientific point of view. The creation of networks among universities in order to face this issue allows an exchange of expertise also at an international level as demonstrated in this article, by three case studies: two Italian (University of Trento and University of Insubria) and one Russian (Ural Federal University) universities. This study highlights the pros and cons of each university in terms of waste management. Specifically, setting up communication campaigns, standard procedures, monitoring actions, pricing strategies that incentivize selective collection, and improving the collaboration within the university community are identified as crucial initiatives. The margins of improvement of the three universities analyzed are favored by the composition of the generated waste. The implementation of good practices can give economic advantages to the universities, besides improving their level of sustainability.

Abstract:
The effective functioning of a smart university management system significantly improves higher education institutions’ competitiveness. This study aims to assess the implementation of a smart university management system on the example of Kazakh Ablai khan International Relations and World Languages University. The paper considers elements of a smart university system (smart learning technology infrastructure, smart faculty staff, and smart students) from the university managers’ and students’ viewpoints using the stepwise algorithm to raise the university’s competitiveness. During the study, 2700 students were surveyed to assess the implementation and operation of smart systems at the university, and ten experts (the expert team consists of deans and head of departments) were interviewed to identify the weights of each element. The survey results showed that the technology infrastructure for smart learning at the university is at a lower level (50%) than the competence of the teaching staff (60%) and students (89%). Furthermore, based on standardized factor scores and the weighted average, the implementation level of a smart university management system is low – C (0.498), where the weighted assessment of smart learning technology infrastructure is 0.2, smart teaching faculty – 0.19, and smart students – 0.108. According to the results, the university management needs to develop the smart learning technology infrastructure (free Wi-Fi, smart education environment, and smart classrooms) and improve the qualifications of its teaching staff (knowledge and skills, content of the courses, and educational process).

Abstract:
Purpose The purpose of this paper is to contribute to the literature on effectiveness of entrepreneurship education by empirically assessing the role of university entrepreneurial education in entrepreneurship development and reporting the results. Design/methodology/approach A quantitative method was applied for this study. This research was preplanned and structured. Based on the previous literature, hypotheses have been developed. The sample is composed on the basis of a simple random sampling and consists of 200 students. The method of data collection was face-to-face interview with a self-administered questionnaire. The data were statistically interpreted using factor and regression analysis. Findings The present paper explores and examines the factors and variables of different kinds of entrepreneurial education at the university level. Specifically, at first, this paper addresses the possible entrepreneurial education factors in terms of generalized, motivational, and augmented entrepreneurial education via comprehensive literature review. Second, the paper focuses on the relationship between entrepreneurial education at the university level and entrepreneurship development. The results of this study show a strong positive relationship between different kinds of entrepreneurial education on entrepreneurship development. Practical implications The implications of these findings are highly relevant to the universities, policy makers, practitioners, and relevant agencies in regard to their policy-setting process in the entrepreneurship development context. This is because entrepreneurship education at the university level has been recognized to have an impact on student, group, and society. This finding also improves the understanding of donors and development partners about the extent to which a quality entrepreneurship education can play a role in economic development. Wrong specification of research models has a significant impact on research outcome and may even mislead decision-setting process. Therefore, this paper encourages further research that examines the measurement model of these three kinds of entrepreneurial education for entrepreneurship development. Originality/value This study provides a first step toward generalized, motivational, and augmented entrepreneurial education at the university level in Bangladesh.

Abstract:
The present paper aims to investigate EFL instructors’ perceptions of Blackboard learning management system (LMS) at Taif University in Saudi Arabia. To achieve this purposes, the researcher attempted to answer two questions. The first question investigates EFL instructors’ perceptions of Blackboard LMS. The second question aims to identify instructors’ suggestions to overcome difficulties encountered while using the system. A questionnaire of 4- Likert Scale was used to gather data from one hundred and two instructors to answer the first question, and content analysis was used to answer the second question. The collected data were analyzed in the form of descriptive statistics. The results, on one hand, revealed that 75% of the instructors have not used Blackboard technology before coming to university, which would affect their perceptions of the system. It was also evident that most of the instructors believe that the different features of Blackboard LMS are either poor or very poor. In addition, the instructors, in most of their responses to the functionalities of using the Blackboard LMS, rarely or never used the system. On the other hand, the results revealed that the instructors have a positive attitude towards the system in terms of its impact on learning, which can be the starting point to help them be familiarized more with the system’s features and functionalities through professional development. Based on the results, the researcher presented a number of conclusions and recommendations.

Abstract:
Purpose: There are many different approaches to the concept of entrepreneurial competences. Therefore, it is not easy to choose one universal set of these competences (for example: Rivera-Kempis et al., 2021). In order to make an attempt to measure the level of entrepreneurial competences in students, it was necessary to conduct a literature review. Design/methodology/approach: As a result of this review, a concept was selected that seems to be the most similar to the majority of contemporary concepts describing entrepreneurial competences. Based on the description of this concept, a research tool was developed to measure the level of entrepreneurial competences. Using this tool, a study of the level of entrepreneurial competences was conducted among management students of three leading universities in Warsaw – the University of Warsaw, the Warsaw School of Economics and the Kozminski University. Findings: The study shows that the most significant differences in the level of entrepreneurial competences were observed between students planning to start their own enterprise in the future and students who do not intend to start their own enterprise in the future and people who do not know yet whether they want to start their own enterprise in the future. Gender, university and year of study did not significantly differentiate the level of entrepreneurial competences in the respondents. Research limitations/implications: The study is a pilot study, so it was conducted on a small, unrepresentative sample. In order to generalize the results, it should be repeated on a larger, representative sample. Moreover, due to the variety of concepts of entrepreneurial competences, it is not possible to measure the level of all entrepreneurial competences. Originality/value: This article contributes to the literature in that it checks which entrepreneurial competences are present in management students. The level of entrepreneurial competences was verified on the basis of a new and pre-validated tool for measuring the level of entrepreneurial competences.
