In modern times, there has been a search for a new model of public administration that will ensure efficiency in service delivery, as the traditional model has failed in that direction. This led to the emergence of New Public Management, some of whose modes include Outsourcing, Public-Private Partnership (PPP) and e-Government. E-Government is basically the use of Information Communication technology (ICT) and its application by the relevant government body for the provision of information and public services to the people. Abstract Having spent a year on the matriculation course of the Royal University of Ireland during 1898–9 Joyce entered University College, Dublin, as an undergraduate in October 1899, reading modern languages with Latin and logic as additional subjects. The reserved but self-possessed young man was acknowledged to be exceptional in both temperament and intellect by his peers. He was certainly the best-read student in his year, yet his examination results were invariably undistinguished and he emerged in 1902 with only a pass degree.

From their very inception universities were exceptional sites of literacy, yet increasingly in the early modern period they became characterized by grander libraries and more numerous books, textual commentaries proliferated, publication became a recognized forum of university activity (though not yet an obligation), and ultimately even the examination system was altered as the dissertation gradually displaced the disputation. The topics mooted by dons, fellows, and students alike included the admission of dissenters, the role of the University in the Church of England, and the manner in which students should be ranked and examined. Statistics departments, and indeed universities, in South Africa are at present in a considerable state of flux. If one examines the state of tertiary education in South Africa (S.A. henceforth) ten years ago the changes are evident to even a casual observer. Although for many years the traditionally liberal campuses have defied apartheid legislation in formulating admission policies, it is a fairly recent phenomenon that universities such as Natal, Cape Town, Rhodes and Witwatersrand have clearly stated their intention (often as a Mission Statement) to make both the student body and the staff
