Abstract:
The Law Faculty precinct, located at the north-eastern edge of the University of Pretoria’s Hatfield Campus, is already one of great esteem to the University. The precinct consists of two buildings: the celebrated Law Faculty Building and the inadequately accommodated Law Clinic. The Law Faculty is currently negotiating with the board of the University of Pretoria for a new facility, the Institute for International Comparative Law, for which they will require additional space. This design proposal is for an extension building within the existing Law Faculty precinct to accommodate the new Institute for International Comparative Law and to provide improved premises for the existing Law Clinic. The project seeks to design consciously, within its physical context and within the socio-political and historical context of South Africa. Abstract:
nÃo hÃ<br>This dissertation deals with the Brazilian public policies that provide access to higher education in Brazil, which were implemented by the federal government from 2005 with the creation of Programa Universidade para Todos- PROUNI for the purpose of positive actions targeted social inclusion the lower classes of Brazilian society that has always been absent from public universities. Shows that the program was implemented by the Ministry of Education - MEC for the purpose of inclusion associated with socio-political tax waiver by the Union, offering full scholarships or partial higher education institutions to the private portions of the population characterized by their situation socioeconomic, ethnic and cultural. The objective of this research was to analyze whether the PROUNI has been fulfilling its role as regards the granting of scholarships is partial or full, the students considered disadvantaged graduates from public schools or private institutions of fellows. The methodology for carrying out this research work was divided into two parts, from the analysis of books, scientific articles, dissertations and theses that deal with the theme, as well as transdisciplinary studies and / or interdisciplinary program dealing with the study. The second part of the research was based on a case study, from interviews with students from the Law Faculty ParaÃso. This research spoke about public policy in general, especially to support public policies in education prioritizing those facing higher education, showing that the inclusion of disadvantaged youth at this level of education specifically in Brazilian private institutions at no cost to them, is possible by PROUNI. The survey results showed that the vast majority of beneficiaries have PROUNI family income below two minimum wages which would make access to these private institutions, has made clear the important role of media in publicizing the program thus attracting those who resorted to him; evidenced in the statements of those interviewed his delight to be beneficiaries of the program, making it clear that without this, would not be in law school of the institution locus of the research, stressed that students enrolled at PROUNI found no difficulty in following the course and indicated that the MEC must develop a better systematic monitoring of the program and ensure it is maintained and has expanded its number of vacancies.<br>A presente dissertaÃÃo trata das polÃticas pÃblicas brasileiras que dÃo acesso à educaÃÃo superior no Brasil e que foram implantadas pelo governo federal a partir do ano de 2005 com a criaÃÃo do Programa Universidade Para Todos â PROUNI, com o propÃsito de aÃÃes positivas de inclusÃo social direcionada as classes menos favorecidas da sociedade brasileira que sempre estiveram ausentes das universidades pÃblicas. Mostra que o Programa foi implantado pelo MinistÃrio da EducaÃÃo â MEC com o propÃsito de inclusÃo socioeducativa associada à polÃtica de renÃncia fiscal pela UniÃo, oferecendo bolsas de estudos integral ou parcial em instituiÃÃes de ensino superior da rede privada para parcelas da populaÃÃo caracterizadas pela sua situaÃÃo socioeconÃmica, Ãtnica e cultural. O objetivo desta pesquisa foi analisar se o PROUNI vem cumprindo seu papel no que diz respeito à concessÃo de bolsas de estudo seja parcial ou integral, a alunos considerados carentes egressos de escolas pÃblicas ou bolsistas de instituiÃÃes privadas. A metodologia utilizada para a realizaÃÃo deste trabalho de pesquisa foi dividida em duas partes, a partir da anÃlise de livros, artigos cientÃficos, dissertaÃÃes e teses que versam sobre a temÃtica, como tambÃm estudos trans e/ou interdisciplinares que tratam do Programa em estudo. A segunda parte da pesquisa fundamentou-se em um estudo de caso, a partir das entrevistas feitas com alunos do Curso de Direito da Faculdade ParaÃso. Esta pesquisa discorreu sobre polÃticas pÃblicas de modo geral, em especial Ãs polÃticas publicas na educaÃÃo priorizando Ãquelas voltadas para o ensino superior, mostrando que a inclusÃo de jovens carentes neste nÃvel da educaÃÃo brasileira especificamente em IES privadas, sem nenhum custo para os mesmos, à possibilitada pelo PROUNI. Os resultados da pesquisa mostraram que a grande maioria dos beneficiÃrios do PROUNI possui renda familiar inferior a dois salÃrios mÃnimos o que inviabilizaria o acesso destes em IES privadas; deixou claro o importante papel da mÃdia na divulgaÃÃo do programa atraindo assim os que a ele recorreram; evidenciou nas falas dos entrevistados o seu contentamento por serem beneficiÃrios do programa, deixando claro que sem este, nÃo estariam no curso de direito da instituiÃÃo lÃcus da pesquisa; ressaltaram que os alunos matriculados pelo PROUNI nÃo encontraram dificuldades em acompanhar o curso e indicaram que o MEC precisa desenvolver uma sistemÃtica melhor de monitoramento do programa e garantir que este seja mantido e tenha seu nÃmero de vagas ampliado.

CONSELHO NACIONAL DE DESENVOLVIMENTO CIENTÍFICO E TECNOLÓGICO<br>Trata o presente estudo da adoção de ações afirmativas no ensino superior público no Brasil, especificamente, na Universidade do Estado do Rio de Janeiro. O objetivo geral da pesquisa foi analisar a experiência das ações afirmativas, modalidade cotas, implementadas no ano de 2003, pela UERJ, sua gênese, características, implantação e primeiros resultados. Pretendeu ainda, conhecer essa experiência mais especificamente, num espaço considerado de especial prestígio acadêmico na universidade: a Faculdade de Direito, tendo como recorte a posição de seus professores acerca daquela experiência já implementada em suas salas de aula. Optamos por uma abordagem do tipo qualitativa. Foi realizada uma pesquisa bibliográfica sobre a temática das ações afirmativas, um levantamento dos documentos e estatísticas oficiais da universidade e entrevistas semi-estruturadas com os professores da referida Faculdade. A experiência de 2003 demonstrou a viabilidade política e acadêmica de um acesso mais democrático aos cursos considerados de maior status social, entretanto, a questão da permanência dos alunos cotistas num quadro de insuficiência de recursos da universidade tem gerado tensões e desafios que cabem à comunidade interna da UERJ e também a externa enfrentar.<br>The current study focuses on the adoption of affirmative action policies by the public sector higher education system in Brazil, more specifically by the State University of Rio de Janeiro (UERJ). The overall purpose of the research was to analyse the UERJ experience of introducing affirmative action in 2003 by means of a quota system, taking into consideration its genesis, characteristics, implementation and initial results. The study aimed in particular at investigating the experience within the boundaries of a highly prestigious academic space in this University - the Law School - focusing on the stance adopted by the faculty with regard tothe experience already being implemented in their classrooms. We have opted for a qualitative approach in our research. To this end, a review of the literature on the topic of affirmative action, a survey of University official documents and statistical data as well as semi-structured interviews with Law School faculty members were carried out. The 2003 experience proved the political and academic viability of a more democratic access to courses of higher social status. However, the issue of the permanence of quota students in a context where University resources are insufficient has generated tensions and challenges that both the UERJ and the wider communities will inevitably have to meet.

Abstract:
nÃo hÃ<br>This research presents to the community a survey on legal education in CearÃ, taking as reference the law course of the Federal University of Cearà - UFC, in the current stage of the Brazilian State of Law and Democracy. The research focuses on the disciplinary field of education history. The environment of the research analyzed was the Faculty of Law of CearÃ. This work was developed in two stages. In the first one, we reviewed the literature underlying this institution. In the second, we applied semi structured interviews and questionnaires to the universe of teachers and students participating in the research. By sampling, according to the interest of participation in the research, we interviewed and applied questionnaires to the participants. Through such interviews and questionnaires we set up the social, cultural and pedagogical profile of legal knowledge at the UFC. Through these collection instruments we set up the social, cultural and pedagogical profile of the academic community of the Faculty of Law of the UFC. We also study the bases of the pedagogical project of the Law Course of the UFC in cross with data extracted from the student and teaching community. As a temporal cut, we took as a regulatory framework the debate drawn from 1914 in the Historical Memories of the Faculty of Law for the year Of 1914, written by Professor Tomas Pompeu de Souza Brazil, drawing attention to pedagogical issues in the course. Through this document we can identify a set of concerns of the master Thomas Pompeu with the formation of the bachelors in that context of the republican society and, on the other, the understanding of the present subjects, 100 years, before the challenges of the democratic society, captured by narratives. Through this study, we try to understand the direction in which the law formation in the UFC points to a series of challenges that foreshadow the practice of forensic practice.<br>A presente pesquisa apresenta à comunidade uma reflexÃo sobre a formaÃÃo jurÃdica no CearÃ, tomando como referÃncia o Curso de Direito da Universidade Federal do Cearà (UFC), no atual estÃgio do Estado de Direito e DemocrÃtico brasileiro. O estudo se concentra no campo disciplinar da histÃria da EducaÃÃo. O ambiente pesquisado foi a Faculdade de Direito do CearÃ. O recorte temporal do estudo està correspondente ao debate traÃado em 1916, com a publicaÃÃo da âMemÃria HistÃrica dos anos de 1914 e 1915â, escrita pelo professor Tomas Pompeu de Souza Brasil, em cruzamento com a anÃlise das bases do Projeto PedagÃgico do Curso de Direito e com dados extraÃdos de narrativas captadas junto aos sujeitos acadÃmicos participantes dessa investigaÃÃo. Por via de tal procedimento identificamos, inicialmente, um conjunto de interrogaÃÃes lanÃado pelo mestre TomÃs Pompeu de Sousa Brasil, com a formaÃÃo dos bacharÃis em Direito, naquele contexto histÃrico do estÃgio iniciante da nossa RepÃblica e, de outro, o entendimento dos sujeitos acadÃmicos atuais, passados 100 anos, frente aos desafios propostos pelo Projeto PedagÃgico de Curso (PPC) do curso, por meio da aplicaÃÃo de questionÃrios e de proposta de entrevistas semiestruturadas entre os discentes. Docentes e ex-alunos, no atual estÃgio da sociedade democrÃtica brasileira. O trabalho foi desenvolvido em duas etapas. Na primeira fizemos uma revisÃo da literatura subjacente à referida InstituiÃÃo. Na segunda, atividade de campo e aplicaÃÃo dos instrumentos da coleta de dados e de informaÃÃes. Por meio das respostas conquistadas nas entrevistas e nos questionÃrios foi possÃvel montarmos um perfil social, cultural e pedagÃgico, aproximado, da formaÃÃo em Direito no CearÃ, tomando por referÃncia a Faculdade de Direito, da UFC. Por meio desse estudo procuramos entender a direÃÃo para onde aponta a formaÃÃo em Direito na UFC, diante de uma sÃrie de desafios que prenunciam o exercÃcio da prÃtica forense, em uma sociedade democratizada.
