Previous research shows that women tend to feel more fear of crime in public spaces than men, and this feeling is restricting their mobility in time and space. This gender structure is a worldwide phenomenon and is by feminist geographers explained as an expression of the patriarchy. Abstract:
In Tanzania, the growing demand for education due to massive enrolment in universities calls for adoption of Distance Learning (DL) and e-learning. Other factors for adoption include limited space and pace of learning, pedagogical weaknesses, and shortage of teaching staff. Mzumbe University also experiences the same as it operates satellite teaching centres of Morogoro town, Mbeya, Dar es Salaam, Tanga and Mwanza. This has made the university consider shifting from conventional delivery modes to alternative pedagogical strategies using Information and Communications Technology (ICT). The aim is to ensure effective delivery of quality education. There are opportunities and challenges. The challenges include absence of national and institutional quality assurance system framework on e-learning and distance education, and shortage of teaching staff and ICT facilities. Thus, universities need appropriate budget and resource investment to support capacity building for teaching staff and students, and formulating policies, guidelines and operational framework on distance learning and e-learning.

Abstract:
The challenges of an increasingly borderless world, as seen in the advancements in information technology, have brought reform in universities and re-conceptualized what constitutes learning, teaching, and research. E-learning is often implemented as a response to increasing educational demand and an increasingly networked community. E-learning is considered as an interactive means to provide an alternative environment that stimulates practical learning and equips learners with the skills to manage technological change and innovations. This chapter evaluates the initial phase of e-learning, the importance of a rightful attitude, context, and instructional design in digital learning environments in Makerere University, Uganda, University of Nairobi, Kenya and University of Dar es Salaam, Tanzania. The increase in enrollment in these universities brings in many challenges in service provision, negatively affecting instruction, learning, assessment and research services. A crisis-solving approach is presented as stimulating a creative context for the meaningful introduction of e-learning. It is also discussed whether the environment created so far through computer-mediated learning motivates institutions to integrate e-learning further. The sample involved instructors and learners from three universities in three different countries of Eastern Africa. Findings conclude that an e-learning environment must be introduced by creating relevant awareness to change attitude and empower users with an authentic approach without too much technological complexity. Review of curriculum, assessment and training around e-learning environments are also imperative as these interrelated factors form part of the e-learning process.

Abstract:
This article has a particular interest in the introduction of ICT in the postcolonial parts of the world. The fundamental arguments for investing in ICT all over the world rest on the view of ICT as a necessity for successful integration into the world economy. ICTs are regarded as having great potential to promote development in key social and economic areas where a shortage of capital, knowledge and local capacity obstructs progress. However, “information itself does not feed, clothe or house the world” (Main, 2001, p. 96), and it remains to be seen whether ICTs in developing countries will create wealth among the poor in those countries or among the already wealthy. In the promotion of ICTs for development, the introduction of these technologies is mainly discussed in technical terms, considering the problems of electricity, telephone access, and expensive computers. The argument for introduction is also rather instrumental, expecting income generation and economic improvement. At the same time, ICTs are sometimes referred to as revolutionary, but they will travel on existing technologies, modes of communication and (post) colonial relationships. The introduction of new technologies will not only be regarded as a technical issue. It may also be politically sensitive, if the technology shows signs of disrespect for the local culture, if it promotes only specific groups and ways of life in the local society, or if it bypasses the local society when reaching out for a specific target like a company (see e.g., Redfield, 2002). As for example Weckert and Adeney (1997) argue, the spread of ICTs in diverse cultural settings might very well be regarded as cultural imperialism, given the unequal access to resources for alternative technologies or content. The directions that ICTs lead towards, for example distant communication, may be interpreted as unifying and networking on a global scale between interest groups to their own and society’s benefit. ICTs may also lead to an increased spread of (androcentric) American and western ideals and commercial products, increasing the global dominance of the U.S. and other western nations. These examples show the impossibility in treating technologies as neutral tools. The aim of this article is to develop postcolonial and feminist technoscience requests for context sensitive and distributed ICT processes in relation to the development of ICTs for Tanzania at the University of Dar es Salaam.
