Abstract:
This thesis focuses upon the redesign of McKeldin Plaza in Baltimore, MD. Situated beside the Inner Harbor and at the intersection of Pratt and Light Street, this occupies an important space in the city, functioning as a crossroads between several important urban landmarks. However, a reconfiguration of this plaza has become necessary due to the growth in traffic around the area, both automotive and pedestrian, as two 5-lane streets surrounding the plaza has left the site physically cut off from the Inner Harbor. Additionally, a beloved but under-functioning fountain awkwardly divides up the space, ultimately rendering the large plaza unused except the sidewalks at the edges. Through redesigning the street layout and traffic patterns, this thesis offers an alternative to the current scheme, one which offers a new connection to the Inner Harbor and an active, pedestrian-friendly space. In joining the plaza with the Harbor, a new urban nexus is created which seams together the upper and lower Inner Harbor. The redesign focuses on three key elements: a new fountain to pay homage to the old, bringing the harbor into the plaza, and creating spaces which are both accessible and inviting, yet astute in addressing functional and contextual needs. While maintaining some of the original qualities of the space, such as materiality and surrounding building footprints, this design also encompasses the addition of a new arcade in order to allow a greater flow between the interior, commercial and exterior, civic spaces.<br>Master of Architecture

Abstract:
Baltimore is notorious for its recent and storied history of crime. The current study examines the treatment of homicide victims in Baltimore newspapers. In 2010, 222 homicides occurred in Baltimore, according to the city's homicide map. One hundred and sixty-five were discussed in The Baltimore Sun, the city's most-circulated paper. Based on the inclusion or exclusion of particular cases and the manner in which cases were discussed, conclusions can be drawn about the media's perception of a case's newsworthiness. Effective supervision can improve the quality of teaching and learning in the classroom. Researchers in educational theory agree that supervision exists for the primary purpose of improving instruction. Wiles defined supervision as "assistance in the development of better teaching-learning situations." There is a pressing need in our school system to decide what to teach and how to teach it. along with the increase of possible content material there is the tremendous growth in number and type of technological tools and media. Excessive demands are made on school staff. Supervisors are destined to play an essential role in deciding the nature and content of curriculum, in coordinating programs, in facilitating learning, fostering teacher progress, and selecting the school organizational patterns which will facilitate improved instructional programs. The professional literature of the past two decades is full of the theory of modern supervision. Terms such as democratic, team effort, mentor system, peer coaching, teacher-decision-making, and effective schools are lavishly used to show that the autocracy of the early twentieth century supervisor is no more. It is apparent from a review of the literature that some theorists have strayed rather far from a workable concept of school supervision. Many supervisors are verbalizing various styles and terms while practicing either authoritarian control or the manipulation of staff to achieve their own goals. This study is an attempt to address the major principles and characteristics which undergird effective supervision. The study will report teachers and supervisors' opinions of what is, and what should be as per a large metropolitan area.<br>Ed. D.

Abstract:
<p> Management practices in the rehabilitation and criminal justice system are primarily concerned with how employees sense, collect, organize, and process information regarding the criminal offender. The purpose of this quantitative study was to measure parole and probation officers&rsquo; perceptions regarding management support and effectiveness in the workplace, with particular emphasis on communication, collaboration, and conflict resolution. Herzberg&rsquo;s 2-factor theory of motivation served as the theoretical framework for the study, supporting the concept of participatory management as a central factor in job satisfaction. A researcher-designed, Likert-type questionnaire was administered to a randomly selected sample of 31 parole and probation officers in Baltimore County. The sample size was determined using a power analysis for the 2-sample t test. The power analysis was completed with alpha levels of .05, and a .80 level of statistical power. Participants had been employed for at least a year as parole and probation officers who supervised African American criminal offenders. Results from the questionnaires were analyzed using t tests, frequency distribution analysis, and comparison of means analysis, with mixed findings. The majority of participants felt that managers provide a positive overall work environment and effectively communicate with parole and probation officers. At the same time, the majority of respondents also believed that managers do not collaborate with employees and do not resolve conflicts with employees in a timely manner. Possible reasons for these contradictory perceptions are discussed. The study contributes to positive social change by providing leaders with improved methods for measuring parole and probation officers&rsquo; perceptions regarding managerial support for and effectiveness in the rehabilitation of reentry offenders. </p>

Abstract:
Colorectal cancer (CRC) represents a public health issue that may be prevented using the screening strategy. Black people in Africa represent the population with the lowest risk for CRC. However, in Africa as well as the United States, Black people participate the least in CRC screening. Little is known about the perceptions of CRC and CRC screening in the Black, male, African immigrants residing in Baltimore, Maryland. The low participation in CRC screening in this population was the problem addressed by this dissertation. The purpose of this qualitative study was to explore and describe Black, male, African immigrants’ experience with CRC screening in Baltimore. Two research questions focused on understanding the meaning of CRC and describing the experience with CRC screening in this population. The health belief model served as a conceptual framework. The descriptive phenomenological approach was used using semistructured interviews with 8 participants. Data collected from eligible participants in the population of interest were transcribed and analyzed thematically using Colaizzi’s 7-step strategy. Three key findings from this study included the limited knowledge of CRC, the limited perceived barriers to CRC screening, and the high level of trust in health care providers of the participants. Fear of results and negative cultural beliefs about CRC screening were no barriers to the screening. The recommendations for future studies include the consideration of the female population and the inclusion of participants resident in Baltimore for fewer than 6 months. The implications for a positive social change include the improvement of CRC awareness and physician-patient conversations, as well as the development of policies that can facilitate access to health care.

Abstract:
With over 16,500 documented vacant commercial and residential units, roughly 20 miles of abandoned rail lines, a historic loss of approximately 330,000 residents, millions of gallons of annual surface water sewage discharges, and a decade-long failed water quality consent decree - Baltimore, Maryland lies at a crux of chronic challenges plaguing America’s formerly most economically and industrially powerful cities (Open Baltimore GIS [Vacancies Shapefile], 2017; “Harbor Water Alert” Blue Water Baltimore, 2017). Impending environmental threats in the “Anthropocene” (Crutzen, 2004) and increased attention to societal injustices warrant heightened inclusivity of social and natural urban functions. Socioecological inequities are often highly conspicuous in declining post-industrial American cities such as Baltimore. Chronic social, economic, and environmental perturbations have rendered some of once critical American infrastructure outdated, underutilized, and/or abandoned. Rivers, forests, rail corridors, as well as residential and industrial building stock are in significantly less demand than when America’s industrial age shaped urban landscapes in the late nineteenth/early twentieth centuries. Compounded by insensitive traditional urban development, these phenomena jeopardize urban social and ecological function. This thesis is an examination of contemporary urban ecology concepts as a systemic approach for revitalizing socially and ecologically marginalized urban areas, with an application in West Baltimore, Maryland neighborhoods. Through an examination of socioecological dilemmas and root causes, a conceptual procedure for urban blight mitigation along the Gwynns Falls corridor is proposed. Adopting an urban green infrastructure plan offers comprehensive alternative solutions for West Baltimore’s contemporary challenges. Master plans are proposed for the Shipley Hill, Carrollton Scott, and Mill Hill neighborhoods in West Baltimore. Site scale socioecological connections are suggested for the Shipley Hill neighborhood with contextual linkages in the surrounding neighborhoods. Additionally, policy considerations are explored for revitalizing Baltimore’s most vulnerable landscapes. By transforming derelict industrial infrastructure to dynamic socioecological patches and corridors, this work aims to enhance socioecological equity and connectivity. Negative aspects of Baltimore’s contemporary urban condition such as blight, high vacancy rates, ecological damage, population decline, and other symptoms of shrinking cities are deeply rooted in a complex evolution of social, environmental, and economic management. Current challenges facing Baltimore can be directly linked to a long history, specifically including industrialization and systematic segregation of neighborhoods. As the United States entered a period of stability following the industrial revolution, domestic manufacturing dwindled, causing a once strong workforce population to leave industrial mega-cities such as Baltimore. This population exodus left behind prior workforce housing and industrial infrastructure, much of which now nonessential to Baltimore’s contemporary urban functions. Housing vacancies and abandoned infrastructure are most noticeable in Baltimore’s predominately minority neighborhoods. Historically marginalized by systematic segregation tactics, “redlined” neighborhoods largely continue to lack sufficient social and economic capital for adaptation to a transformative new era in Baltimore’s history. Disparities in these minority neighborhoods have shown lasting consequences and continue to suffer from financial, social, and ecological neglect. However, progressive urban planning processes pose significant opportunity for equitable inclusion of historically marginalized urban communities through the introduction of green infrastructure. Because socioecological disparities in Baltimore are incredibly complex, an equally complex solution is necessary to adequately alleviate symptoms of declining cities. Although much research and literature has been cited in systemic solutions aiming to address the totality of these issues, practical implication of these strategies remains limited. This thesis aims to identify primary drivers of socioecological inequity as well as recommend policy and spatial solutions to alleviate symptoms of shrinking cites specific to Baltimore.<br>Master of Urban and Regional Planning

The Maryland State Arts Council (MSAC) was established in 1967, as an autonomous agency of the state government to distribute line-item appropriations to the major arts institutions in the state. Even though, as stated in its founding legislation, the mission of the newly formed Arts Council was to create a nurturing environment for all the arts throughout the state, it was believed, at the time of its inception, that the only arts that deserved to receive public funding were presented by the five already established major arts organizations (Backus 1992). These included the Baltimore Museum of Art, The Baltimore Symphony, The Baltimore Opera, The Maryland Ballet and Center Stage, all of which were located in Baltimore City. During its first five years, as the Council slowly expanded to include other arts organizations, the major portion of its funds supported these institutions.

Abstract:
<p> Although Maryland was never a part of the Confederacy during the war, the large number of southern sympathizers within the city allowed for the Maryland Division of the United Daughters of the Confederacy to grow into a powerful organization. This thesis examines how the commemorative actions taken by the Maryland Division--and the UDC as a whole-- allowed women to gain more political and social power within their communities. The Baltimore Confederate Monument is a physical example of how the elite southern women of the Maryland Division commemorated the Confederate past and culture, particularly within a contested space. Despite being formally a part of the Union, Confederate women in Maryland continued to provide support for Confederate soldiers and to help memorialize the Confederate cause. As they worked to memorialize the "Lost Cause" and the Confederacy within their borders, the Maryland Division faced challenges both typical of their Southern peers as well as those unique to Maryland, given Maryland's position as a border state. In addition, this thesis specifically examines the Baltimore Confederacy Monument, both its design and how the city reacted to the monument. Both the statue and other memorialization efforts done by the Maryland Division allowed Confederate sympathizers within the state to work towards their ultimate goal of the vindication of Confederate culture.</p>

A twenty-five story, 200,000 square foot mixed-use complex on the edge of Baltimore's downtown office district. A building system reminiscent of the Japanese Metabolists' is developed, but with less of a preoccupation with "high-tech" imagery. This system is manipulated to produce plazas and public spaces at many levels throughout the complex. Abstract:
The industrialized world is littered with tens of thousands of acres of vacant, decaying, and often contaminated industrial and commercial sites. These sites, commonly referred to as brownfields, scar the landscape of communities, expose citizens to possible health risks, deteriorate surrounding land values, and erode the tax base of municipalities. Vacant and abandoned industrial sites are present in every state, but the blight associated with brownfields is worst in Americas rustbelt, the chain of once great industrial cites and towns stretching along historic canals and rail lines from Baltimore to Boston, and west to Milwaukee. This thesis investigates federal and state brownfields policies and reviews contemporary brownfields literature and through a case study approach, it explains how state and federal policies created a climate conducive to brownfields redevelopment in Baltimore, Maryland. By analyzing two successful Baltimore projects, the research shows how the reuse of brownfields had a positive ripple-effect that helped precipitate neighborhood-level investment and revitalization. To help clarify the intricacies often associated with the reuse of brownfields, documentation on financing mechanisms, tax incentives, and state-level Voluntary Cleanup Program application materials are analyzed and described. The impact of the two case study sites on surrounding neighborhoods is researched quantitatively by comparing citywide tax assessed values, real property sales records, and building permit data. The datasets were collected for three years (1995, 2001, and 2007) each representing a distinct time period in Baltimores recent history of brownfield redevelopment. Lastly, to help establish comparable rates of neighborhood investment, this thesis uses location quotients based on building permit applications. The quotients compare Baltimores citywide building activity to building activity in neighborhoods with reclaimed brownfield sites.

As use of the Internet for scholarly communication increases, many scientists from several disciplines including Astronomy, Mathematics, and Physics are using electronic networks to distribute preprints. The innovation of electronic preprint archives on the web, specifically those set up by Paul Ginsparg at Los Alamos, where scientists can submit manuscripts and access papers before the formal peer review process, has gained the attention of scholarly scientific publishers and researchers around the world. This case study of twelve physicists and chemists at the University of Maryland reveals divergent attitudes and behaviors about preliminary electronic dissemination of research. Several hypotheses including economic considerations, historical and technical patterns of work, social and structural factors, community norms, and the attitudes of scientific publishers, are investigated to explore the social aspects of this phenomenon called e-print archives. Preliminary findings suggest that theoreticians in particle physics and condensed matter physics are the most active users of the e-print archives. While graduate students and post-doctoral researchers are called on to navigate the technical difficulties of electronically submitting papers, it is the older more established scientists who promote usage. The influential attitudes of editors and publishers of scientific journals also contribute to understanding current practices and attitudes about the e-print archives.<br>Master of Science

Abstract:
Green infrastructure development is desired in many municipalities because of its potential to address pressing environmental and social issues. However, despite technical optimism, institutional challenges create significant barriers to effective green infrastructure design, implementation, and maintenance. Institutional challenges stem from the disparate scales and facility types that make up the concept of green infrastructure, which span from large-scale natural areas to small engineered bioswales. Across these disparate facilities 1) different performance metrics are used, 2) different institutions have jurisdiction, and, 3) facility types are differentially classified as assets, producing epistemological and ontological variegation across the spectrum of green infrastructure that must be negotiated within and across municipal institutions. This has led to knowledge challenges that constrain and shape facility design, implementation, maintenance, and--ultimately--performance on-the-ground. Here, the eco-techno spectrum is developed to highlight the different degree to which biological entities (e.g. plants, microbes) are incorporated as infrastructural components in facilities; this inclusion presents a major knowledge challenge to green infrastructure, namely it brings biological and ecological knowledge into traditionally engineering-dominated decision-making spaces where it does not easily fit procedures for defining, measuring, or valuing existing facility component types. Therefore, municipal institutions have created and vetted new practices, protocols, and institutional structures to appropriately implement and manage green infrastructure. The institutionalization of green infrastructure is examined in this dissertation using knowledge systems analysis in two comparative case studies conducted in Portland and Baltimore. Discourse analysis provides 'thick' description of knowledge systems dynamics within and between different municipal departments in each city; a follow-up Q-method survey is used to further examine these qualitative results and explore the subjectivities that underlie the various ways of 'knowing' green infrastructure in the city.

Abstract:
Quality deer management (QDM) is widely accepted as a principled management practice, yet QDM implications for population processes are unclear. Our research primarily focused on components of (1) dispersal ecology and (2) the genetic mating system of white-tailed deer (Odocoileus virginianus) under QDM at Chesapeake Farms, Maryland. The objectives of our dispersal ecology research were: (1) to compare pre- and post-QDM dispersal parameter estimates, and (2) evaluate inbreeding avoidance and sexual-competition hypotheses as mechanisms of dispersal. Emigration of yearling males pre-QDM was 0.70 + 0.07, and post-QDM was 0.54 + 0.10. Genetic maternity analysis indicated that dispersal of orphans and non-orphans was similar. Dispersers exhibited breeding competition with other yearling males more often than nondispersers, and yearling male antler points appeared to be related to dispersal status in both pre- and post-QDM populations. Overall breeding behaviors of yearling males decreased from pre- to post-QDM. Our results fail to support inbreeding avoidance and support sexual-competition as a cause of fall dispersal at Chesapeake Farms. Through QDM, an older male age structure may have suppressed breeding competition in yearling males and decreased dispersal rates. The objectives of our genetic mating system research were to evaluate: (1) age-specific male breeding success; (2) relationships of weight and antler size with male breeding success; (3) instances of multiple paternity in single litters; and (4) male and female mate selection. We observed higher breeding success of males >3.5-years old in comparison to males <2.5-years old; however, several males across age-classes bred; antler and body size were not important factors in breeding success; instances of multiple paternity of single litters occurred; and mate selection did not occur. Our results fail to support the prevailing observation-based mating system paradigm where few dominant males monopolize breeding opportunities. In populations with high estrous synchrony, dominant males fail to effectively monopolize tending bonds, and subordinate males may successfully breed surplus females via surreptitious fertilization.
