Abstract:
For some years now, Indian Universities and Colleges have been deprived of access to journals and other professional literature. About two decades ago, University libraries were able to subscribe to a decent number of journals in various subjects. The subscriptions have steadily eroded since funds available to universities have not been able to cover the rising cost of the literature, and today access to journals is all but impossible, except from a handful of major university libraries. It is clear that this trend cannot be reversed in the conventional fashion by providing increased funding. The University Grants Commission (UGC) has recently undertaken a major new initiative called the UGC-INFONET, which seeks to provide high speed internet connections, electronic access to professional literature, and the development of multimedia content to supplement conventional learning and teaching. In the present paper we describe the part of this project which deals with the provision of electronic access to journals and other literature for the University sector. Major organizations like the CSIR, DAE, AICTE etc have set up consortia involving institutes under the aegis of the respective department to have electronic access. The arrangement here involves incremental payments to be made to publishers to supplement an already large print subscription base. This arrangement is not possible for the Universities, since the present subscription base is very poor, and therefore arrangements which involve electronic subscriptions only are being made with publishers. In our paper we will discuss details about the initiative, the novel aspects of the programme, the great benefits that it will bring to the University sector, its present and future relationship with other consortia, and the role of INFLIBNET in the planning and long term implementation of the scheme.

Abstract:
This dissertation examines the histories of the University of Arizona (UA) and the University of New Mexico (UNM) before 1910. This project brings a trans-hemispheric approach to composition history by developing a theory of "frontier rhetoric" as a lens for analysis. Used to describe the rhetorical strategies that emphasize narratives of progress to disenfranchise others, frontier rhetoric allows us to examine the ways in which colonialism is embedded within institutions and reproduced by curriculum and policies. In the case of UA, institutional stakeholders envisioned their university as an Americanization project that both opened up Arizona’s natural resources to profit, while creating a citizenry devoted to defending their country. In the case of UNM, we see a subtler manifestation of frontier rhetorics, such as in the way Spanish was emphasized for the purposes of sending multilingual teachers out into the primarily Spanish speaking regions of the territory. An analysis of the students' curricular and extra-curricular writing from this time shows that students had the opportunity to challenge and resist frontier rhetorics through newspaper writing. The curricular and extra-curricular use of public genres such as newspapers allows students to take a more active role in negotiating their own understandings of citizenship and community engagement. Finally, this dissertation connects these histories to the present by discussing the ways in which writing program administrators can use frontier rhetoric to assess the inclusivity of their programs and adopt a translingual orientation in an effort to combat monolingual mentalities. This history makes visible the ways in which colonial legacies are embedded within our educational institutions, challenges the Eurocentric tendencies of composition histories, and offers new perspectives on the ways in which rhetorical education can both reproduce and resist oppressive attitudes about language, race, and culture.

The rapid development of information technology in the recent years has added a range of new featuresto the traditional information environment, which has a profound impact on university library services and users. The Quality of Service parameter in library services has reached a broader consensus,which directly reflects customer satisfactions and loyalty. Exploring the evaluation frameworks for service quality in university libraries cannot be undermined in this context. Besides, existing evaluation frameworks of service quality of university library services are also facing numerous challenges due to their imperfections. Thus,there is an urgency and necessity to explore and enhance the efficiencies of the evaluation frameworks of service quality. To this end, this thesis conducts a systematic analysisof evaluation frameworks with a motivation of identifying the core components that needs enhancements for achieving effective service quality in Chinese university libraries through empirical methods. Furthermore, the inferences extracted from the analysis has been exploited to provide suitable recommendations for improving the service quality of university libraries.

Abstract:
This dissertation addresses the development of Nuevomexicano/a student identity at New Mexico Highlands University (NMHU) during three periods: (1) New Mexico's Territorial period and early statehood, (2) the 1940s, and (3) the late 1960s and early 1970s. Nuevomexicano/a student identity was shaped through a process of accommodating to and resisting institutional powers. Since 1898, Nuevomexicano/a students have been active members of the university community, despite periods when they constituted a small portion of the student body and the institution's frequent disregard for Nuevomexicano/a culture and language. As they participated in campus activities, Nuevomexicano/as reconstructed their individual and collective identities, appropriating terms such as Spanish or Chicano/a, as a rhetorical strategy to revise their relationships with the university. Extralocal institutions, including government institutions, national protest movements, and international organizations shaped public conversations about cultural identity. During the first two periods, students employed subtle strategies of resistance that included presenting speeches and reorganizing student government. Often labeled as accommodationist, these strategies represent viable rhetorical strategies that provided students access to dominant literacies, which were used to promote social change. In the 1970s, Chicano/a students utilized more aggressive practices, such as a weeklong sit-in, to radically alter the institutional culture at NMHU. In the forty years since the sit-in, NMHU has developed into a university that supports its Nuevomexicano/a students and incorporates elements of their culture into the university's social fabric.

This project will help me learn about different modulation techniques and give me real world experience testing a telemetry system. I will evaluate my results through a comparison of the error rates for the different modulation schemes and do statistical analysis to show the reliability of the data. The results will be useful to any future mission that implements the same satellite communication system including future missions at NMSU.

La educación superior es considerado como un elemento prioritario que le permite a cualquier país, lograr el desarrollo sostenido y constituye un factor determinante para su inserción en el contexto mundial.Por ello, la sociedad en su conjunto reconoce que la calidad en la formación educativa de sus recursos humanos es la clave para alcanzar una mejor calidad de vida. La calidad de la enseñanza conlleva a que las instituciones educativas tengan que llevar a cabo, programas de evaluación en sus programas de estudio, infraestructura y modelos de gestión, donde las bibliotecas forman parte de las unidades por evaluar. Ante esta realidad la tesis doctoral:Estrategias para desarrollar procesos de evaluación en el sistema bibliotecario de la Universidad Nacional Autónoma de México, propone estrategias para desarrollar un proceso de evaluación en el subsistema de Escuelas y Facultades, basadas en los principios de la planificación estratégica y las normas de calidad, con el fin de lograr la certificación de las bibliotecas dentro de los programas de evaluación de la enseñanza en las universidades. Las estrategias propuestas permitirán que las bibliotecas estudiadas diagnostiquen sus puntos débiles, fuerte,amenazas y oportunidades y a partir de ello sustente un programa de mejoras con la formulación de un plan estratégico.<br>Today, higher education is considered as a pre-requisite for countries to be part of the international community. It is assumed that the quality of the trainning of human capital is essential for the development and well-being of the country's population. Higher education institutions, therefore, have to evaluate, amongst others, their curricula, infrastructure and management models. Science libraries have to evaluate a set of strategies in order to solve issues associated with the access and retrieval of information and its relationship with the institutional accreditation programmes, according with the principles of strategic planning, international quality standards and the EFQM. In our Ph. Ds. we propose a model to evaluate the libraries of UNAM, based in strategic planning theories and quality standard. The proposed strategies will allow that the libraries diagnose their weak points, strong, threats and opportunities, to develop an strategic plan.

Abstract:
This thesis examines the history of Commonwealth Government higher education policy in Australia between 1958 and 1997 and its impact on the development of two groups of academic librarians: the Association of Librarians in Colleges in Advanced Education (ALCAE) and the Committee of Australian University Librarians (CAUL). Although university librarians had met occasionally since the late 1920s, it was only in 1965 that a more formal organisation, known as CAUL, was established to facilitate the exchange of ideas and information. ALCAE was set up in 1969 and played an important role helping develop a special concept of library service peculiar to the newly formed College of Advanced Education (CAE) sector. As well as examining the impact of Commonwealth Government higher education policy on ALCAE and CAUL, the thesis also explores the influence of other factors on these two groups, including the range of personalities that comprised them, and their relationship with their parent institutions and with other professional groups and organisations. The study focuses on how higher education policy and these other external and internal factors shaped the functions, aspirations, and internal dynamics of these two groups and how this resulted in each group evolving differently. The author argues that, because of the greater attention given to the special educational role of libraries in the CAE curriculum, the group of college librarians had the opportunity to participate in, and have some influence on, Commonwealth Government statutory bodies responsible for the coordination of policy and the distribution of funding for the CAE sector. The link between ALCAE and formal policy-making processes resulted in a more dynamic group than CAUL, with the university librarians being discouraged by their Vice-Chancellors from having contact with university funding bodies because of the desire of the universities to maintain a greater level of control over their affairs and resist interference from government. The circumstances of each group underwent a reversal over time as ALCAE's effectiveness began to diminish as a result of changes to the CAE sector and as member interest was transferred to other groups and organisations. Conversely, CAUL gradually became a more active group during the 1980s and early 1990s as a result of changes to higher education, the efforts of some university librarians, and changes in membership. This study is based principally on primary source material, with the story of ALCAE and CAUL being told through the use of a combination of original documentation (including minutes of meetings and correspondence) and interviews with members of each group and other key figures.

Aujourd’hui, les bibliothèques universitaires (BU) en Syrie sont confrontées à une évolution de leur environnement liée en grande partie à la mutation de l’enseignement supérieur et l’arrivée de nouvelles technologies. Ainsi, les BU se trouvent dans l’obligation de s’interroger sur la pertinence de leurs offres de services. En effet, les besoins et les attentes des universitaires ne sont plus les mêmes qu’auparavant. Ces bibliothèques doivent, par conséquent, suivre cette évolution et répondre à leurs nouveaux besoins pour pouvoir survivre dans un contexte où elles ne sont plus la seule source d’information. L’objectif de cette thèse est de contribuer à la réflexion sur l’adéquation entre l’offre et les besoins. Pour y parvenir, des enquêtes quantitative et qualitative ont été menées auprès d’étudiants, d’enseignants, de dirigeants et de bibliothécaires dans cinq universités syriennes. Cette enquête a été réalisée dans le but de connaître la situation actuelle des BU et des besoins informationnels de leurs publics. Nous avons, ensuite, élargi et diversifié la gamme de services proposés aux universitaires tout en partant de leurs besoins tant exprimés qu’implicites<br>Today, in Syria, university libraries are facing an actual change in their environment. This change is largely due to the evolution of higher education and the advent of new technologies. In this context, university libraries have to question the relevance of their services. Indeed, information needs have evolved and are no longer the same as before hence libraries need to adapt to evolution by meeting new needs in a context where they are no longer the only source of information. This thesis aims at contributing to reflection on adequacy between supply and service needs. To achieve this goal, a quantitative and a qualitative survey was conducted among students, professors, managers and librarians in Syria to have a clear understanding of the current situation of university libraries and information needs of their publics. We then expanded and diversified the group of services and provided the academics with the basis of their stated and implied needs

Abstract:
This dissertation explains how the interpretation of tax law is rule by Article 5 of the Mexican Federal Tax Code and how this article has been interpreted by scholars, tax authorities, taxpayers and courts. Traditionally, the fundamental elements of tax law have been interpreted in a strict form, which means that the interpreter has to find the literal meaning of the statute, no more. Fortunately, this criterion was superseded by Precedent 133/2002 of the Second Courtroom of the Mexican Supreme Court which is the heart of this dissertation and was the culmination of a progressive development in the field of interpretation of tax law by federal courts. In this precedent the court held that even though articles that contemplate the essential elements of a tax are of strict application, those articles could admit other methods of interpretation in order to find their meaning. This crucial criterion has been recently complemented by the same Second Courtroom, through precedent 27/2006, in which clearly states the meaning of 'strict application' and establishes that this concept must be understood not like a strict interpretation or a method of interpretation but as the result of an interpretative activity The dissertation also explains how the cited development of the criterion held by federal courts has been poorly accepted by administrative courts and by Mexican scholars. Tax authorities and tax payers have been accepted this criterion only when it is convenient for their own interests In this work the author studies how the federal courts in USA, especially the American Supreme Court of Justice, interprets tax law and what have been stated by law and by American scholars The author also compares the Mexican and the American juridical system in relation with the interpretation of law and concludes that the differences are not essential; both countries apply the same methods; the difference is that the Mexican system grants a huge deference to the letter of law and the American system to the intention of Congress Finally, the author proposes the amendment of Article 5 of the Federal Tax Code, in order to adopt the existent criteria of the Mexican Supreme Court when interpreting tax statutes<br>acase@tulane.edu

Abstract:
This dissertation analyzes two extremely popular presidents, Mexico's Carlos Salinas de Gortari and Peru's Alberto Fujimori, to gauge the relevance of three variables frequently used to explain the evolution of presidential approval ratings in advanced democracies: time, the economy and news media coverage. After an extensive analysis of public opinion polls from the two countries, this study concludes that none of these variables, by themselves, could have had a determining influence on the development of presidential popularity ratings in Mexico and Peru. In the case of Peru, neither time, media coverage nor the president's economic achievements appear to have affected the public's willingness to support Fujimori. If anything, the evidence indicates instead that popular support for the Peruvian president can be reliably---if not conclusively---related to political factors, such as the dismemberment of the Sendero Luminoso guerrilla movement. Similarly, in Mexico no discernable link was found between President Salinas's approval ratings and time, media coverage or 'pocketbook' factors. A potential correlation was discovered, however, between support for the president and popular endorsement of his administration's economic reform program. Of particular interest is this dissertation's finding that the issues that appear to be most closely related to presidential approval ratings in Mexico and Peru share a common trait: their ability to create hope among the population. Consequently, without attempting to establish a definite relationship between these issues, this study suggests that presidential popularity in these countries could have been guided by government initiatives---whether economic or political in nature---that had the capacity to alter popular expectations of the future. From this perspective, it may have not mattered if these policies were capable of delivering any immediate rewards to the population as long as they generated future hopes. The fact that they were implemented with minimum regard for democratic procedures also seems to have been of little importance to voters, despite the potentially dire consequences for the future development of democracy in Mexico and Peru<br>acase@tulane.edu

The study of the small place can illuminate larger issues in colonial Latin American history. Studies of colonial and modern communities reveal the variety of social and economic structures found in Spanish America Atrisco was founded on a grant of land to Don Fernando Duran y Chavez. After Don Fernando's death, the grant was divided into communal and privately held lands. Water was reserved as common and the community controlled access to irrigation and pond water. Common lands were for pasturage and foraging. Privately held lands were defined by access to irrigation Residents of Atrisco participated in New Mexico's sheep trade and engaged in subsistence agriculture. Eventually, they expanded communal land holdings to the banks of the Rio Puerco. Geographic expansion represented economic expansion. Patterns of land holding, marriage, and economy indicate a society defined by economic class and caste identity. Land-owning 'Spaniards' dominated. This is a study of heterodox ideas and behaviors, and of the society in which they were engendered Alumbrado is the name given to certain heretical groups of mystics who first appeared in sixteenth century Spain. These people generally believed that mental prayer was superior to vocal prayer; that external religious forms and practices, ie. rosaries, scapulars, images, fasting etc., were of no avail; that in quietistic prayer the soul could be taken over by God; and that in such a state one could become perfect and incapable of sin. Certain alumbrados, convinced that God acted within them, were notorious among their contemporaries for sins of the flesh. Carnal relationships were said to be the innocent sharing of divine love The geographical focus of this study will be New Spain, an area roughly coterminus with contemporary Mexico. Though attention will be given to old world origins, the focus of this study will be on Alumbrados in a colonial setting. The study is intended as a presentation and an explanation of Alumbrado beliefs and of their transformation over time. It will explore the influence of class, ethnicity, age, gender and occupation in the formation of these heterodox groups. It will look at the influence of key individuals, such as Gregorio Lopez, who was seen as a model for Alumbrado belief and praxis in New Spain Within the context of ecclesiastical history, this study will clarify the roles of religious and secular clergy, nuns, beatas and lay persons in the Alumbrado movement. It will also help to clarify real and perceived distinctions between these heterodox groups, Jews and Protestants. The place of the Alumbrados in the larger history of spirituality, mysticism, heresy, and esoteric societies will be duly noted. By viewing the relatively frequent violations of sexual norms by Alumbrados, this study will present a portrait of prevalent, mores in the colony, Finally, attention will be given to the political implications inherent in the Alumbrados' rejection of orthodoxy This study will, albeit indirectly, supplement and amplify the work already done in the field of Inquisition Studies and in the comparative studies of Humanist and Counter Reformation ideologies<br>acase@tulane.edu

Abstract:
Among the earliest attempts of converting the Middle American Indians to Christianity was through the use of pictorial catechisms called Testerian manuscripts. The early Spanish Mendicant friars used the pictorial prayer books to teach the prayers of the Roman Catholic Church considered essential for conversion. The Testerian catechisms are named after Fray Jacobo de Testera, the Franciscan friar who is thought to have developed the hieroglyphic catechisms for the conversion process. The manuscripts combined Christian iconography and symbols from the pre-conquest native codices, and were drawn with small mnemonic and rebus figures representing a syllable, word or phrase of the Christian text The research undertaken in this study is the first comprehensive analysis of a group of manuscripts that were based on the pre-Columbian native codices and created for the religious education and conversion of the Indians of New Spain. Thirty-two documents are considered in this study. An analysis of style, content and form allowed us to define eleven types of Testerian catechisms represented by five groups and six individual examples. We have also determined that only nineteen of the extant manuscripts called Testerian catechisms are actual working catechisms, and that these were created over a time period of approximately three hundred years. The survival of the Testerian method into the nineteenth century reveals the prolonged success of the oldest teaching instruments of the New World, long after the native languages were transcribed into European letters, and three centuries following the merging of the two distinct and powerful New World and European cultures<br>acase@tulane.edu

Abstract:
From the conquest of the Kingdom of New Mexico by the Spanish in 1598 to the Pueblo Indian revolt in 1680, the Franciscan Order was the dominant institution in that territory. As the only religious faction represented in the colony, the Franciscans controlled the rhythms of life in a Catholic state over the entire population. The friars were numerically the largest Spanish organization in the Kingdom and the most cohesive. The primary rationalization for the Kingdom's existence was the propagation of the Catholic faith to the indigenous population, hence the friars enjoyed virtual complete control over the natives politically, socially and economically. Through the powers of the Inquisition, the Franciscans jealously defended their privileges and powers at the expense of the local civil officials, Spanish citizens and Indians. Most of the missionary friars were devote, zealous individuals committed to evangelism After the Pueblo rebellion was subdued, the Franciscans returned to New Mexico to resume their tasks. However, the friars were unable to restore their former authority. The purpose for the colony to the Spanish monarchy was now for military ends and, consequently, the local civil government was given greater powers in relationship to the Church as well as over the general population. The Franciscans lost their total religious autonomy to the expansion of episcopal control and saw most of their Inquisition powers reduced by the Holy Office. Within the Order, the number of friars never rebounded completely to the levels prior to 1680, and the mission program was plagued by poor policy decisions and less ardent, capable priests Though scholars have long noted these changes in post-1680 New Mexico, the process by which the Franciscan Order's hegemony was eliminated has never been examined. It is the purpose of this dissertation to study in detail by what means and why the Franciscans' position in the Kingdom was reduced. Integral to this effort, special attention will be directed to the internal workings of the Order and to the careers of the friars that labored within the mission field of New Mexico through the first half of the eighteenth century<br>acase@tulane.edu

Abstract:
In this thesis I examine the significance of Mexico's first saint, San Felipe de Jesus, relative to the nascent movement toward independent Mexican statehood, as revealed in a close analysis of the murals in the Cuernavaca cathedral in which he appears. I place the murals within their historical context relative to contemporaneous artistic examples, and present an analysis of the murals with special attention paid to three complex issues: their authorship, style and date. Furthermore, I explore the socio-political importance of the cult of Felipe de Jesus in the history of creole colonial Mexico, relative to the murals' date. The Cuernavaca martyr murals, I conclude, reveal the profound nature of the muralist's application of artistic style to his subject, and the importance of 'nuestro joven' San Felipe de Jesus underlying their production<br>acase@tulane.edu

碩士<br>文藻外語大學<br>華語文教學研究所<br>103<br>This study suggests that there is a growing demand of distance learners; together local and overseas Chinese teachers have designed both pragmatic and attractive online programs that are free to use within the classroom. These creative methods inspire students and regardless of time or space allow for Chinese learners to have real conversations over the internet with Chinese teachers. Also, both teachers and students can have real-time, instant conversation with students all over the world by connecting them through an internet classroom. The research paper used ADDIE analysis to examine and view the teaching materials as well as looking at the actual operation of the programs by interviewing and giving questionnaires to gain feedback from Chinese language learners. Together, analysis and the addition of user's real experiences and opinions the teaching methods and materials can be improved dramatically. This research aims at determining the best design that can be implemented and adopted easily by long distance Chinese learner's in order to inspire others and create an environment that leads to ever greater E-learning possibilities.

Abstract:
Based on two university libraries which represents the academic disciplines humanities and applied arts and design, this bachelor thesis examines how their respective collections of zines are handled in terms of preservation and availability. Furthermore, this bachelor thesis emphasises – by the help of Derrida’s and Cvetkovich’s theories of the archive, Bryant’s ontological realism, Frow’s literary frame and Plate’s new material turn – the need to broaden the view of zines as a physical artefact, and the meaning-bearing properties objects can have in and of itself. By the means of semi-structured interviews with librarians, complete with observations of the collections, this bachelor thesis also examines how different views and definitions of zines can have a substantial influence of how they are handled. This bachelor thesis also suggests that libraries need to take the inherent properties of zines – such as their socialfunctions – into consideration when planning on how to treat their collections.

Abstract:
The goal of this project was to synthesise potential flavour compounds combinatorially and identify key components for further investigation as flavourants in dairy products. This thesis describes the design and synthesis of libraries of ketones and γ-lactones that will be evaluated for flavour potential. Gas chromatography-mass spectrometry (GCMS), the Fox, and gas chromatography-olfactometry (GC-O) were used throughout this study. Ketones were synthesised individually via a two-step sequence: a Grignard reaction followed by the oxidation of the resulting alcohol in Chapter 2. Some compounds selected from the Fox analysis were assessed by GC-O. The analysis gave promising results for aromatic and cyclopropyl ketones and a library of cyclopropyl ketones was prepared. Individual racemic lactones were synthesised via a two-step sequence: the Linstead modification of the Knoevenagel reaction and subsequent lactonisation in Chapter 3. Libraries of racemic γ-lactones (C8-C12), including α-substituted γ-lactones, were produced combinatorially. Further, synthesis of a library of γ-thionolactones was achieved by treatment of a library of γ-lactones with Lawesson's reagent. The libraries were analysed by GC-O. A (R)-dodecalactone was synthesised from L-glutamic acid and the (S)-enantiomer was synthesised by the same sequence from D-glutamic acid in Chapter 4. Asymmetric syntheses of both enantiomeric series of γ-lactones utilizing the Sharpless asymmetric dihydroxylation reaction was employed to give the libraries in Chapter 5. Libraries of a-substituted and β-substituted γ-lactones were synthesised combinatorially and analysed by GC-O.
