Abstract The Tokyo Emissions Trading Scheme (ETS) is the first cap -and-trade program of CO2 emissions in Asia, and it is unique in regulating commercial and service sectors. We examine the impacts of the Tokyo ETS on CO2 emissions and energy consumption by universities in the first phase. Focusing on universities allows us to estimate the effects of the Tokyo ETS separately from the economic stagnation Japan experienced after the Great East Japan Earthquake in 2011 because universities are less likely to be affected by economic fluctuations compared to other sectors. In addition to the ETS, other factors may have achieved CO2 emissions reductions in Tokyo in this phase due to the influence of the earthquake. To deal with the shortage of electricity supply after the Fukushima disaster, several measures were undertaken, such as rolling blackouts and power-saving orders, particularly in the Tokyo Electricity Power Company’s jurisdiction. To capture the characteristics for each university at the campus level and their experience with being regulation targets of the policies mentioned above, we conducted a mail survey for universities in Japan and obtained panel data that contain information about both regulated and unregulated universities over 5 years (2009–2013). The difference-in-differences approach reveals that the Tokyo ETS caused regulated universities to reduce their CO2 emissions and energy consumption by approximately 3–5% relative to unregulated universities in the first phase. In addition, we find that the quantitative regulations, such as rolling blackouts and power-saving orders, also had an impact on the universities’ behavior.

AbstractThe notion of World Class University suggests that this category of universities operates at a global and not national level. The rankings that have made this notion recognised are global in their scope, ranking universities on a worldwide scale and feed an audience from north to south, east to west. The very idea of ranking universities on such a scale, it is argued here, must be understood in relation to the increasing internationalisation and marketisation of higher education and the creation of a global market for higher education. More precisely, this contribution links the rankings of world class universities to the global space of international student flows. This space has three distinctive poles, a Pacific pole (with the US as the main country of destination and Asian countries as the most important suppliers of students), a Central European one (European countries of origin and destination) and a French/Iberian one (France and Spain as countries of destination with former colonies in Latin America and Africa as countries of origin). The three poles correspond to three different logics of recruitment: a market logic, a proximity logic and a colonial logic. It is argued that the Pacific/Market pole is the dominating pole in the space due to the high concentration of resources of different sorts, including economic, political, educational, scientific and not least, linguistic assets. This dominance is further enhanced by the international ranking. US universities dominate these to a degree that World Class Universities has become synonymous with the American research university. However, the competition has sharpened. And national actors such as China and India are investing heavily to challenge the American dominance. Also France and Germany, who are the dominant players at the dominated poles in the space, have launched initiative to ameliorate their position. In addition, we also witness a growing critique of the global rankings. One of the stakes is the value of national systems of higher education and the very definition of higher education.

AbstractWilhelm Heinrich Heraeus (*1900 – †1985), the founder of the Wilhelm and Else Heraeus Foundation, wrote his doctoral thesis at the University of Frankfurt in 1922–23 under the supervision of Richard Wachsmuth and Walther Gerlach. Thereby, he became a witness of the Stern-Gerlach experiment, completed in Frankfurt in 1922. In his thesis, Heraeus investigated “The dependence of the thermoelectrical force of iron on its structure” and was able to show that earlier measurements by G. Borelius were incorrect and irreproducible. On 23 July 1923, Heraeus passed his doctoral examination in Frankfurt under Wachsmuth’s auspices.

AbstractTo better understand the depositional context of Late Pleistocene human tracks found at archaeology site EjTa-4 on Calvert Island, on the Pacific Coast of Canada, we present here the results of an experiment designed to recreate the conditions by which these tracks were formed, preserved and then revealed through excavation. Based on radiocarbon ages on small twigs and the analysis of sediments and microfossils, the interpretation of the site formation processes relate that the tracks were impressed into a clayey soil substrate just above the high tide line between 13,317 and 12,633 calBP. The features were subsequently encapsulated by black sand, which washed over the tracks from the nearby intertidal zone during a storm event. To test this interpretation, we enlisted the aid of high school student volunteers to recreate the conditions by which the tracks were formed. A clayey substrate was prepared in a laboratory setting at the University of Victoria and a few plant macrofossils were placed on top it. This was followed by having the students create tracks in the clay, which were then covered with a layer of sand. Upon excavation of these experimental tracks, we found that they had a very similar character to those found in the field, including the pressing of macrofossils into the clay by the weight of the track maker. These results support the interpretation and chronological assessment of the depositional events that occurred during late Pleistocene times at archaeology site EjTa-4.
