Abstract:
During our daily management of server cluster, different administrators use the same account (usually root) and password to log on from different remote clients. So logs on servers couldnt trace specific operator once encountering security incident, for only administrator root was recorded. Therefore, its of great practical significance to discuss some new server access methods with multiple administration accounts. Considering the UNIX server cluster management of large enterprises, this paper provides a feasible solution of account management system based on Openldap and SUDO. This system establishes a strict behavior-monitoring framework of each servers operation commands and maintenance process.

Abstract:
Peer-to-Peer (P2P) computing offers many attractive features, such as collaboration, self-organization, load balancing, availability, fault tolerance and anonymity. However, it also faces many serious challenges. In our previous work, we implemented a synchronous P2P collaboration platform called TOMSCOP. Based on the elementary peer group services offered by the JXTA general framework, TOMSCOP provides four types of services: synchronous message transportation, peer room administration, peer communication support and application space management. By using the four services, different kinds of shared applications for various specific purposes can be relatively easily developed and associated collaborative cyber spaces or communities can be quickly built across the JXTA virtual network overlaid on top of the existing physical networks. However, the TOMSCOP was implemented only in Windows XP OS. In this paper, we extend our previous work and present the implementation of a Multi-Platform P2P System (MPPS). The proposed system operates very smoothly in UNIX Solaris 9 OS, LINUX Suse 9.1 OS, Mac OSX, Windows XP and NetBSD.

Abstract:
This paper outlines the history of the SFA Arboretum's effort to establish a campus-as-arboretum at the university. In 1996, the participants created a robust Geographic Information System (GIS) for the campus forest based primarily on a 1993-95 campus mapping and tree inventory project in the 144-acre main core of the campus (Wilson to North St.; College to Starr). The project served as the MS thesis of Susan Perkins. In brief, the campus model reveals a pine-dominated Type 2 forest (one rapidly approaching maturity), difficult campus hydrology issues, and a landscape low on diversity with 68 species represented. In 1996, the Arboretum's AutoCAD® map and Excel® tree data files were integrated into the College of Forestry Unix-based ArcInfo® platform. This now provides full GIS capabilities for landscape planners. The resultant maps based on user queries reveal a robust vegetation analysis and management tool. In 1997, the SFA administration, Physical Plant, Grounds, College of Forestry, and SFA Arboretum initiated a “campus beautification” funding campaign. The SFA Arboretum will play a key role in building unique, documented, and mapped woody ornamental collections for the campus. This provides a unique opportunity in the South for long-term Zone 8 woody plant evaluation in a high-visibility and “perpetual” landscape.

Abstract:
Digital Single Market is the new political goal that promotes the creation of digital solutions to support the European Union’s evolution. It is believed to be one means by which the EU can attract investments from new IT tools’ economic agents. For that purpose, the European Unionsettled various interoperability measures so that both Member States and European institutions were able to set the example on how digital tools are important and one of Union’s goals. In this particular setting, the European Union engaged the ISA2 programme to promote interoperability solutions for Public Administrations, citizens and companies which aimed to bring more transparency to those relationships established between Public Administrations (both functional and organic European administrations) and common citizens and companies. In the medium run, interoperability solutions will provide the European Union with an e-Administration (electronic administration) which visible face will be an e-Government (electronic government) phenomenon. However, to avoid the European Union facing a degeneration based on excessive use of electronic realities, principles of proportionality, equality and non-discrimination must be used as testing principles to all measures the Digital Single Market aims to implement. In fact, a wide dissemination of IT tools in other constitutional areas – such as the definition of a democratic system and the public interest guaranteed by politics (steaming from this new equation a e-Politics) – can lead to a dangerous path, compromising society as we know it, its constitutional setting and democratic principle as they are being developed.

Abstract:
Objective: To identify errors in the prescription and administration of antimicrobials in a pediatric inpatient unit of a public teaching hospital. Methods: This is a cross-sectional study with a quantitative approach in which a direct observation was performed of the preparation and administration of antimicrobials by daytime nursing technicians/assistants in patients hospitalized in the pediatric sector, as well as of their respective prescription with the prescribed antimicrobial item, in this order for ethical issues. The assessment was carried out with the help of two checklist forms, one of which was validated, following the safety protocol for the prescription, use and administration of medications by the Brazilian Ministry of Health. The data were tabulated in the Epidata 3.1 software and analyzed in SPSS 21.0, resulting in a sample of 174 administrations and prescriptions. Results: The most frequent inpatient diagnoses for using antimicrobials were diseases of the respiratory system (52.9%) followed by diseases of the urinary system (5.7%). The main types of prescription errors were absence of information about the diluent (97.1%), infusion rate (99.4%), incorrect dose (5.8%), and forbidden abbreviations (1.1%). In the administrations, the types of errors observed were the following: lack of patient identification by the professional (94.3%), lack of patient identification on the bed (12.1%), administration time (6.3%), and incorrect preparation and administration of the medication (1.1%). Conclusion: The main factors that led to errors in prescription and administration were evaluated, making it necessary to implement improvements in the electronic medical record with standardization for the dilution of the antimicrobials, issuing alerts in the prescription, integration of a clinical pharmacist in the team, effective communication, and coaching and permanent training.

As a key priority of the current moment of the European integration process, the implementation of the Digital Single Market has the potential to lay down the foundations for a public administration capable of providing crossborder mobility in the Single Market of the Union by means of high quality, interoperable and digital public services. To exemplify the characteristics outlined for the configuration of a public administration of the Digital Single Market, we will seek to give concrete form to the model that is emerging in a specific area of EU law which has critical importance for the European integration process – the coordination of social security systems. Its consideration allows us to test the implementation of the Digital Single Market in the public sector through digital, interoperable, and high-quality cross-border public administration.

Syftet med detta arbete har varit att utforma enlaborationsinstruktion som förmedlar teori och kunskap omframförallt Kerberos, ett autentiseringssystem, och LDAP, enkatalogsystem. Arbetet försökte även bena ut vilka LDAPservrarsom är de vanligast förekommande bland företag ochorganisationer. Rapporten börjar med att behandla den teorisom krävs för att kunna implementera ett system somautentiserar användare via Kerberos och som tillhandahålleranvändarinformation via LDAP samt hur dessa kan kopplastill olika tjänster.Med hjälp av teorin implementerades ett system i virtuellmiljö med Ubuntu och utifrån denna implementation samtteorin utformades en laborationsinstruktion kring ämnet. Enenkät kring vilken LDAP-server som används på detillfrågades företag skapades och skickades ut tillslumpmässigt utvalda företag och visade att alla de tillfrågadeanvände sig av Microsofts Active Directory. Den visade ävenatt en tredjedel av de tillfrågade använde sig av Open Sourcevarianterav LDAP som just detta arbete fokuserar på.Slutligen konstateras att LDAP är den huvudsakligafokuspunkten för teorin och att om studenterna får grepp omLDAPs utformning och struktur faller många av de övrigabitarna på plats och underlättar förståelsen när de senareimplementerar systemet i praktiken.
The aim of this work has been to design a laboratoryassignment that conveys the theory and knowledge ofparticularly Kerberos, an authentication system, and LDAP,a directory system. The work also tried to sort out whichLDAP servers that are the most common among businessesand organizations. This work begins with treating the theoryrequired to implement a system that authenticates the uservia Kerberos and provides user information via LDAP andhow these can be linked to different services. With thisknowledge I implemented a system in a virtual environmentwith Ubuntu and based on this implementation as well astheory, designed a laboratory assigment on the subject. Aquestionnaire on which LDAP servers that are used by thequestioned companies were created and sent out torandomly selected companies and showed that allrespondents used Microsoft Active Directory. It also showedthat one third of respondents used the Open Source versionsof LDAP that this report focuses on. Finally the the reportconcludes that LDAP is the main focal point of the theory,and that if the students get a grip on LDAPs layout andstructure many of the other pieces will fall in place andfacilitate understanding when they later implement thesystem in practice.

Cette thèse traite des réformes et des politiques éducatives mises en place au Royaume-Uni après l’arrivée au pouvoir des nouveaux travaillistes en 1997. À la suite de la dévolution, deux Assemblées furent créés en 1999, l’une au Pays de Galles, et l’autre en Irlande du Nord, et l’Écosse se dota d’un Parlement. Cela entraîna la pérennisation des différences qui existaient entre les systèmes éducatifs du Royaume-Uni, la gestion de chaque système éducatif étant confiée à ces nouvelles institutions. La thèse analyse en profondeur les évolutions et les transformations générées au sein des différents systèmes éducatifs entre 1997 et 2010 (période de gouvernance des nouveaux travaillistes), et dégage les divergences et/ou rapprochements qui en ont découlé. Elle montre comment chacune des quatre nations a fait évoluer sa politique éducative, tout en tenant compte des réformes qui furent mises en place par les précédents gouvernements, ces changements ayant déjà profondément bouleversé l’organisation des systèmes éducatifs (New Public Management/autonomie des écoles). Certaines réformes antérieures à la période d’étude, qui modifièrent profondément le modèle de fonctionnement et l’organisation de ces systèmes éducatifs, sont également abordées car les gouvernements du début des années 2000 durent en tenir compte lors de l’élaboration de leurs projets éducatifs. This thesis deals with the reforms and education policies that were implemented in the United Kingdom after the arrival of New Labour in 1997. Following devolution, two Assemblies were created in 1999, one in Wales, and one in Northern Ireland, and Scotland had a Parliament. This led to the persistence of the differences that existed between the education systems of the United Kingdom, the management of each education system being entrusted to these new institutions. The thesis analyses in depth the evolutions and the transformations generated within the different education systems between 1997 and 2010 (period of governance of New Labour), and reveals the divergences and/or convergences that ensued. It shows how each of the four nations has changed its education policy, while taking into account the reforms that were put in place by previous governments, these changes having already profoundly changed the organisation of these education systems (New Public Management/Local management of schools). Some reforms, prior to the period under study, which profoundly changed the organisation of these education systems, are also discussed because the governments in the early 2000s had to take them into account when developing their education projects. This comparative study also attempts to define the effectiveness of reforms in school performance and equal opportunities

This study aims to analyze the integration of hospitals in the Thematic Network of Attention to Emergencies and Emergencies of the Regional Health Department III of the State of São Paulo - Heart region, from the perspective of their managers. Therefore, the research had based on the assumptions of qualitative research, using semi-structured interviews as the main tool for data collection and content analysis technique for the analysis of interviews. The population consisted of five hospital managers from the four participating municipalities. By analyzing, the data from the reports of managers emerged two categories of analysis: potential (1) and limitations (2). From this definition and following the axes of health care management (axis 1), health management (axis 2) and management in education (Axis 3), subcategories were organized; being identified in the potential three (axis 1), two (2 axis) and two (axis 3) and the limitations two (axis 1), three (axis 2) and (3 axis). For this research, the following considerations had obtained the study allowed not only to identify the perception of managers regarding the Thematic Network Emergency Department and its relationship with its equipment manage, but also the possibility of identifying strengths and weaknesses for effectiveness of proposals proposed regarding the network design. It confirmed the need for strategies to boost the creation / consolidation of the Thematic Network Emergency Department in the Region Heart. Finally, the continuous and permanent reflection of professional, local, municipal, state and federal managers can be a strategy for the consolidation of the Thematic Network.
Este estudio tiene como objetivo analisar la integración de los hospitales de la Red Temática de Atención a Emergencias y Emergencias del Departamento de Salud Regional III del Estado de Sao Paulo - región del corazón, desde la perspectiva de sus gestores. Por lo tanto, la investigación se basa en los supuestos de la investigación cualitativa, mediante entrevistas semi estructuradas como la principal herramienta para la recopilación de datos y la técnica de análisis de contenido para el análisis de las entrevistas. La población ha sido constituida por cinco directores de los hospitales, de los cuatro municipios participantes. Mediante el análisis de los datos de los informes de los administradores ha surgido dos categorías de análisis: potencial (1) y limitaciones (2). A partir de esta definición y siguiendo los ejes de la gestión sanitaria (eje 1), gestión de la salud (eje 2) y la gestión de la educación (Eje 3), se organizaron subcategorías; ser identificados en el potencial de tres (eje 1), dos (2 ejes) y dos (eje 3) y las limitaciones dos (eje 1), tres (eje 2) y (3 ejes). Para esta investigación se ha obtenido las siguientes consideraciones: El estudio ha sido permitido no sólo para identificar la percepción de los directivos en relación con el servicio de urgencias de red temática y su relación con su equipo de manejar, así como la posibilidad de identificar las fortalezas y debilidades de efectividad de las propuestas en relación con el diseño de la red. Se ha confirmado la necesidad de estrategias para impulsar la creación / consolidación del Departamento de Emergencia Red Temática en el corazón Región. Por último, la reflexión continua y permanente de los profesionales, local, municipal, estatal y federal, puede ser una estrategia para la consolidación de la Red Temática.
Estudo com o objetivo de analisar a inserção dos hospitais na Rede Temática de Atenção às Urgências e Emergências do Departamento Regional de Saúde III do Estado de São Paulo - Região Coração, na perspectiva dos seus gestores. Para tanto, a investigação foi realizada com base nos pressupostos da pesquisa qualitativa, junto a cinco gestores hospitalares de quatro municípios, utilizando-se de entrevista semi-estruturada para a coleta de dados, assim como para a análise, a técnica de Análise de Conteúdo de Bardin. A partir da identificação de que os gestores apontaram potencialidades e limitações, ora relacionadas ao cuidado propriamente dito, ora aos aspectos de gestão e ainda relacionado à educação, organizamos as subcategorias das categorias Potencialidades e Limitações da Rede Temática de Urgência e Emergência nos eixos: gestão da atenção à saúde, gestão em saúde e gestão na educação. O estudo permitiu não só identificar a percepção dos gestores em relação à Rede Temática de Urgência e Emergência e sua relação com seus equipamentos, os quais gerenciam, mas a possibilidade de identificação de potencialidades e limitações para a efetivação das propostas, que propõe com relação à concepção de rede. Confirma-se a necessidade de estratégias, que permitam potencializar a constituição/consolidação da Rede Temática de Urgência e Emergência na Região Coração, assim como a reflexão continuada e permanente de profissionais, gestores locais, municipais, estaduais e federais, possa ser uma estratégia para a consolidação da Rede Temática.

After accession to the European Union, tax issues acquired and are still acquiring an entirely new character. A new legal environment is forming both in the Czech Republic and in the European Union. Until now, only indirect taxes have been harmonised, with direct taxes having remained in the domain of each member state. However, we are now feeling pressure to harmonise this area as well. Cases concerning value added tax belong to those that are now most often being resolved in front of the European Court of Justice in Luxembourg. Cases regarding direct taxes are also becoming increasingly important. Will direct taxes be harmonized to the same extent as indirect taxes have? When potential investor is considering his investment into a company, he needs to match comparable figures. Definitely, one of the most important criterions is the amount of profit after taxation followed by payout of dividends. If there are different ways of taxation of corporations in various EU Member States, then there would be no possibility to compare corporations placed in various EU Member States objectively. Therefore, the aim of this thesis is, based on the research in the whole EU regarding taxation of corporations, to suggest a method how to harmonize taxation of corporations, which now prevents companies from trading in a single EU market, and also to minimize corporation’s costs of fulfilment of tax administration requirements of each Member State. This aim has been achieved through the following partial aims: .. An analysis of taxation of corporations in each of all 27 EU Member States, .. An analysis of proposals of the European Commission regarding harmonisation of taxation of companies, .. Suggestion of own method of harmonization of taxation of corporations in the EU. In conclusion, there are emphasized the contributions of this thesis to the science, to the practice and to education.

Abstract:
All facilities related with petrochemical and gas transmission systems have something to do with geography and therefore Geographic Information Systems (GIS). Maintenance of pipelines; design, construction and operation of pumping and compression stations; as well as emergencies attention, are some examples of the cases in which Pemex Gas y Petroqui´mica Ba´sica (PGPB), one of biggest companies owned by Mexican government, use a GIS called “Facilities and Assets Information System” (FAIS). For risk administration PGPB has been using Bass Trigon’s Integrity Assessment Program (IAP), software based on Kent Muhlbauer’s methodology. From this software, PGPB has built a Risk Administration System for Pipelines (RASP), which is able to identify and evaluate risks that could affect the transportation capacity of the company’s petrochemical, lpg and natural gas transmission systems. Both systems worked separately through 1997–2003, even though, both were aiming the same transmission systems. GIS was used to give immediate response to regulation authorities, satisfying internal requirements related to the surrounding environment of the company’s pipelines and the pipelines themselves. RASP was used to obtain and evaluate risk factors that would support decisions on the resources that would be utilized in the daily maintenance jobs. During 2003, the FAIS’s software was upgraded to the latest version of ArcGis (8.3), including a change in the programming language to Visual Basic for applications, a database migration to Unix and a modification in the system to new user requirements, which included the integration of RAST results. Nowadays, analyzing risk data in a spatial context has been a common use in the Pipeline Division of PGPB, which has become a powerful tool to support critical decisions from managers and chief executives. In this work are presented some specific applications using the integrated FAIS and RASP systems to show risk assessment data analysis and their consequences.

The research aims to study the results of the budgetary planning and comparing them with the actual results, and determining their deviations if they are positive (favourable) or negative (unfavourable) for a sample of Iraqi private banks that are Consisting of ( Islamic banks and commercial banks), the SPSS statistical program was used to analyse the results of the deviation, and the study sample were consisted of ( Iraqi Islamic Bank, National Islamic Bank, Baghdad Bank, and the Middle East Bank) for the fiscal years 2016 and 2017, as these banks were chosen because of their publication of discretionary budgets in the financial statements. Among the most important findings of the researchers was ( Islamic banks are better than commercial banks as the rate of application of planning budgets because most of their statistical results are positive (favorable ).

Train safety and operational efficiency are enhanced by the ability to understand the behavior of trains under varying conditions. Under the direction of the Federal Railroad Administration (FRA), a longitudinal train dynamics and operation simulation software — Train Energy and Dynamics Simulator (TEDS) — has been developed. TEDS is capable of modeling modern train operations and equipment, and is an effective tool for studying train operations safety and performance as affected by equipment, train makeup, train handling, track conditions, operating practices and environmental conditions. TEDS simulates the dynamics of longitudinal train action and incorporates the dynamic effects of various different types of draft gears and end-of-car cushioning units including mismatched devices coupled together, the transient response of locomotive tractive and dynamic braking effort, as well as a fluid dynamic representation of the air brake system with the capability to model conventional pneumatic and ECP brake systems. The capabilities of TEDS are described and demonstrated with several examples. The validation effort undertaken is described at both the component and system level. Comparisons of TEDS simulations of impact tests with the test results are shown to verify the draft gear and end-of-car cushioning unit models. The air brake model predictions are verified by comparing brake rack test results to TEDS simulations of braking behavior.

Abstract:
A new dataset released by the Energy Information Administration (EIA) — which combines water withdrawal, electricity generation, and plant configuration data into a single database — enables detailed examination of cooling system operation at thermoelectric plants at multiple scales, most importantly at the unit level. This dataset was used to explore operations across the population of U.S. thermoelectric plants, leading to the conclusion that roughly 32% of all thermoelectric water withdrawal occurs while power plants are not generating electricity. Based on interviews with industry representatives, a unit’s location on the dispatch curve will largely dictate how the cooling system is operated. Peaking plants and intermediate plants might keep their cooling system running to maintain dispatchability. Other considerations include minimizing wear and tear on the pumps and controlling water chemistry. This observation has implications for understanding water use at thermoelectric plants, policy analysis, and modeling. Previous studies have estimated water use as a function of cooling technology, fuel type, prime mover, pollution controls, and ambient climate (1) or by calculating the amount of water that is thermodynamically necessary for cooling (2). This, however, does not capture all the water a plant is withdrawing simply to maintain dispatchability. This paper uses the new data set from EIA and interviews with plant operators to illuminate the role cooling systems operations play in determining the amount of water a plant withdraws.

The Train Energy and Dynamics Simulator (TEDS) is state-of-the-art simulation software, developed by the Federal Railroad Administration (FRA), to study train operation safety and performance as affected by a wide variety of rolling stock, track, train handling and operating configurations. As part of developing TEDS, existing and published data on braking, draft systems and train performance were used for initial validation of TEDS. This paper describes two revenue service tests conducted to further validate TEDS. The first test was on a loaded unit train, while the second test was on a mixed train with empty and loaded cars and included distributed power in which the remote brake valve was cut in. Collected test data included throttle position, train speed, locomotive power, brake system pressures and coupler forces. Several events from these tests, representing typical train operating scenarios, were selected for comparison with TEDS predicted results. The TEDS predictions matched the measured test data for all of the scenarios simulated, further validating the performance of the software and offering additional assurance on the use of TEDS for simulating performance and safety critical train dynamic behavior.

The paper introduces the first full digital Instrumentation & Control System (referred to as “I&C System” hereinafter) in Tianwan Nuclear Power Station in China, in which the computer and Ethernet network were adopted as the technique platform. After introduction of the characteristics and composing of the I&C system, some problems appeared during commissioning and normal operation are described, mainly focuses on I&C system design optimization, major defects elimination and solution, reasons analysis and corrective remedies for typical events. Since the two units were in commercial operation in 2007, “nuclear safety culture” of the station has been promoted persistently, management and administration regulations are strict and precise, responsibilities are clearly assigned, and documentation system is completely developed, work is being continuously improved. The full digital I&C system is maintained by qualified I&C staffs strictly in accordance with the procedures; The full digital I&C system has exhibited its excellent qualities and remarkable characteristics as follows: stable operation, reliable function, friendly man-machine interface, intuitionistic operation and monitoring, easy configuration, and convenient trouble-shooting. Tianwan Nuclear Power Station I&C system has never caused any event that led to change of the unit operation status, thus has contributed great deal to the safe, stable and economic operation of the two units.

For NAWTEC10, Messrs. Schwartz and White published and presented a paper on the retrofit of City of Tampa’s 1000-TPD, four-unit McKay Bay Facility. The original facility was constructed in 1967, as an incinerator. The first retrofit of the plant to a waste-to-energy facility occurred in 1985, and the 1999–2002 retrofit (chute to stack) enhanced the facility to current day technologies and environmental standards. This paper reviews both administrative and technical issues for the final project closeout, and describes several construction and operational improvements made in order to improve safety and optimize performance at the plant. Technical items include a remedy for excessive vibrations, addition of an ash conveyor ventilation system, successful use of boiler on-line concussion blasting, and addition of lower boiler furnace cameras.
