During our daily management of server cluster, different administrators use the same account (usually root) and password to log on from different remote clients. So logs on servers couldnt trace specific operator once encountering security incident, for only administrator root was recorded. Therefore, its of great practical significance to discuss some new server access methods with multiple administration accounts. Considering the UNIX server cluster management of large enterprises, this paper provides a feasible solution of account management system based on Openldap and SUDO. This system establishes a strict behavior-monitoring framework of each servers operation commands and maintenance process.

Peer-to-Peer (P2P) computing offers many attractive features, such as collaboration, self-organization, load balancing, availability, fault tolerance and anonymity. However, it also faces many serious challenges. In our previous work, we implemented a synchronous P2P collaboration platform called TOMSCOP. Based on the elementary peer group services offered by the JXTA general framework, TOMSCOP provides four types of services: synchronous message transportation, peer room administration, peer communication support and application space management. By using the four services, different kinds of shared applications for various specific purposes can be relatively easily developed and associated collaborative cyber spaces or communities can be quickly built across the JXTA virtual network overlaid on top of the existing physical networks. However, the TOMSCOP was implemented only in Windows XP OS. In this paper, we extend our previous work and present the implementation of a Multi-Platform P2P System (MPPS). The proposed system operates very smoothly in UNIX Solaris 9 OS, LINUX Suse 9.1 OS, Mac OSX, Windows XP and NetBSD.

Abstract:
This paper outlines the history of the SFA Arboretum's effort to establish a campus-as-arboretum at the university. In 1996, the participants created a robust Geographic Information System (GIS) for the campus forest based primarily on a 1993-95 campus mapping and tree inventory project in the 144-acre main core of the campus (Wilson to North St.; College to Starr). The project served as the MS thesis of Susan Perkins. In brief, the campus model reveals a pine-dominated Type 2 forest (one rapidly approaching maturity), difficult campus hydrology issues, and a landscape low on diversity with 68 species represented. In 1996, the Arboretum's AutoCAD® map and Excel® tree data files were integrated into the College of Forestry Unix-based ArcInfo® platform. This now provides full GIS capabilities for landscape planners. The resultant maps based on user queries reveal a robust vegetation analysis and management tool. In 1997, the SFA administration, Physical Plant, Grounds, College of Forestry, and SFA Arboretum initiated a “campus beautification” funding campaign. The SFA Arboretum will play a key role in building unique, documented, and mapped woody ornamental collections for the campus. This provides a unique opportunity in the South for long-term Zone 8 woody plant evaluation in a high-visibility and “perpetual” landscape.

Abstract:
Digital Single Market is the new political goal that promotes the creation of digital solutions to support the European Union’s evolution. It is believed to be one means by which the EU can attract investments from new IT tools’ economic agents. For that purpose, the European Unionsettled various interoperability measures so that both Member States and European institutions were able to set the example on how digital tools are important and one of Union’s goals. In this particular setting, the European Union engaged the ISA2 programme to promote interoperability solutions for Public Administrations, citizens and companies which aimed to bring more transparency to those relationships established between Public Administrations (both functional and organic European administrations) and common citizens and companies. In the medium run, interoperability solutions will provide the European Union with an e-Administration (electronic administration) which visible face will be an e-Government (electronic government) phenomenon. However, to avoid the European Union facing a degeneration based on excessive use of electronic realities, principles of proportionality, equality and non-discrimination must be used as testing principles to all measures the Digital Single Market aims to implement. In fact, a wide dissemination of IT tools in other constitutional areas – such as the definition of a democratic system and the public interest guaranteed by politics (steaming from this new equation a e-Politics) – can lead to a dangerous path, compromising society as we know it, its constitutional setting and democratic principle as they are being developed.

Abstract:
Objective: To identify errors in the prescription and administration of antimicrobials in a pediatric inpatient unit of a public teaching hospital. Methods: This is a cross-sectional study with a quantitative approach in which a direct observation was performed of the preparation and administration of antimicrobials by daytime nursing technicians/assistants in patients hospitalized in the pediatric sector, as well as of their respective prescription with the prescribed antimicrobial item, in this order for ethical issues. The assessment was carried out with the help of two checklist forms, one of which was validated, following the safety protocol for the prescription, use and administration of medications by the Brazilian Ministry of Health. The data were tabulated in the Epidata 3.1 software and analyzed in SPSS 21.0, resulting in a sample of 174 administrations and prescriptions. Results: The most frequent inpatient diagnoses for using antimicrobials were diseases of the respiratory system (52.9%) followed by diseases of the urinary system (5.7%). The main types of prescription errors were absence of information about the diluent (97.1%), infusion rate (99.4%), incorrect dose (5.8%), and forbidden abbreviations (1.1%). In the administrations, the types of errors observed were the following: lack of patient identification by the professional (94.3%), lack of patient identification on the bed (12.1%), administration time (6.3%), and incorrect preparation and administration of the medication (1.1%). Conclusion: The main factors that led to errors in prescription and administration were evaluated, making it necessary to implement improvements in the electronic medical record with standardization for the dilution of the antimicrobials, issuing alerts in the prescription, integration of a clinical pharmacist in the team, effective communication, and coaching and permanent training.

As a key priority of the current moment of the European integration process, the implementation of the Digital Single Market has the potential to lay down the foundations for a public administration capable of providing crossborder mobility in the Single Market of the Union by means of high quality, interoperable and digital public services. To exemplify the characteristics outlined for the configuration of a public administration of the Digital Single Market, we will seek to give concrete form to the model that is emerging in a specific area of EU law which has critical importance for the European integration process – the coordination of social security systems. Its consideration allows us to test the implementation of the Digital Single Market in the public sector through digital, interoperable, and high-quality cross-border public administration.

Abstract Purpose To describe the benefits of smart infusion pump interoperability with an electronic medical record (EMR) system in an adult intensive care unit (ICU) setting. Summary In order to assess the impact of smart infusion pump and EMR interoperability, we observed whether there were changes in the frequency of electronic medication administration record (eMAR) documentation of dose titrations in epinephrine and norepinephrine infusions in the ICU setting. As a secondary endpoint, we examined whether smart pump/EMR interoperability had any impact on the rate of alerts triggered by the dose-error reduction software. Pharmacist satisfaction was measured to determine the impact of smart pump/EMR interoperability on pharmacist workflow. In the preimplementation phase, there were a total of 2,503 administrations of epinephrine and norepinephrine; 13,299 rate changes were documented, for an average of 5.31 documented rate changes per administration. With smart pump interoperability, a total of 13,024 rate changes were documented in association with 1,401 administrations, for an average of 9.29 documented rate changes per administration (a 74.9% increase). A total of 1,526 dose alerts were triggered in association with 76,145 infusions in the preimplementation phase; there were 820 dose alerts associated with 48,758 autoprogammed infusions in the postimplementation phase (absolute difference, –0.32%). ICU pharmacists largely agreed (75% of survey respondents) that the technology provided incremental value in providing patient care. Conclusion Interoperability between the smart pump and EMR systems proved beneficial in the administration and monitoring of continuous infusions in the ICU setting. Additionally, ICU pharmacists may be positively impacted by improved clinical data accuracy and operational efficiency.

Darlington Memorial Hospital is a district general hospital in the North East of England. The acute medical unit (AMU) takes referrals from the emergency department and also direct from general practitioners (GPs) in the region. Research shows that early recognition and management of sepsis is key to improving outcomes and significantly decreases mortality. Having observed several cases of delayed sepsis management in patients referred from their GP, we aimed to improve time to antibiotic therapy in patients identified as having sepsis as per the National Institute for Health and Care Excellence 2016 NG51 sepsis guidelines. We analysed the time from admission to antibiotic administrations for patients referred to AMU via their GP with suspected sepsis. We found there was a significant delay between antibiotic prescribing and administration. Baseline data showed that only 36% of patients received a stat dose of antibiotic on admission. Results showed that those patients with a stat dose prescribed had a median time of 36 min from prescription to antibiotic compared with 98 min for those without. We introduced a stat antibiotic option with all antibiotic prescriptions on the electronic prescribing system, encouraging prescribers to administer a stat dose. Through focusing on antibiotic prescribing systems and practices over two PDSA cycles, we were able to improve the time from prescription to administration of antibiotics for patients with sepsis. We reduced the delay in antibiotic administration in patients with sepsis from 49 to 34 min, an improvement of 31% (15/49). The percentage of patients receiving a stat dose of antibiotics increased from 36% to 63%. While we acknowledge that there remains room for improvement with regards to antibiotic prescribing and sepsis management, we have made sustainable interventions with important improvements. E-prescribing systems must be evaluated and modified accordingly on a regular basis to ensure that they positively contribute to quality patient care and clinical practice.

Many studies have highlighted the patient safety risks in intravenous medication administration, and various technological solutions have been proposed to mitigate those risks, including ‘smart pumps’ and closed-loop systems. Few studies describe these implementations in detail. In this article, we report on a sociotechnical investigation of a closed-loop documentation system linked with smart pumps for intravenous infusion administration on an intensive care unit. The smart pumps are ‘mapped’ to an electronic prescribing and medication administration system, allowing infusion rates, volumes and boluses of intravenous medication to be monitored in real time. Ethnographic observations were conducted over 37 h, including direct observation of infusion administration (n = 23 infusions), discussions with clinical staff and semi-structured interviews with intensive care unit managers (n = 2). Analysis was based on the Distributed Cognition for Teamwork (DiCoT) method to understand how information is processed across individuals, teams and technologies. We report on how the system works in context, and identify contributions and compromises to patient safety with new risks that need to be managed at bedside and intensive care unit level.

Abstract:
The article is an attempt to organize considerations of animal protection within the framework of the new EU development strategy. The European Green Deal is a comprehensive strategy to transform the EU into a modern resource-efficient and competitive economy, which takes into account all dimensions of sustainable development, including animal protection. Member States are required to develop and implement strategic plans approved by the European Commission to implement the new strategy. The article is of a scientific and research character. The author put forward research hypotheses and tried to prove them within the framework of the conducted analysis. First, the coronavirus crisis highlighted the importance of a robust and resilient food system and the interconnectedness of animal health, supply chains, and public health. Second, with sustainability as a cornerstone of the EU’s functioning, undesirable interplay can also be observed with respect to biodiversity, climate change, and other environmental issues. Climate change can affect the emergence of new diseases, the prevalence of existing diseases and the geographical distribution of pathogens and vectors, including those that affect wildlife. Thirdly, in order to ensure high animal and public health standards and rational development of agriculture, legislative solutions at the EU level should be put in place which would contribute to the completion of the internal market and to preventing the spread of communicable diseases. This legislation should also ensure, as far as possible, that the existing animal health status of the EU is maintained and promoted. The results of the study are original and innovative, which makes them a valuable source of knowledge.

The reintegration of capitalist Hong Kong within the socialist framework of China was resolved with the innovative concept of “one country, two systems.” The application of the system has met with some problems, but the advent of globalization and its demands have imposed new and more formidable challenges. This article examines the challenges of globalization from the perspective of Hong Kong as a unit of China. The key argument is that Hong Kong has long been prepared for dealing with the routine problems of management, internationalization and development of human resources. However, operating as a unit of the Chinese political and administrative system entails a different set of challenges. These include a comprehensive understanding China’s place in the world system, dealing with internal issues, and developing a system and public service that can strike a balance between the local and international demands. A series of reforms have been initiated, but their impact is not clear yet and further changes are required to integrate Hong Kong as an effective component of the system for improving governance in China. The main challenges lie in striking a balance between the values of traditional public administration and new public management, between local and national interests, between external and internal pressures for change, and between demands from the society for service the and capacity of the government to respond.

Purpose: On the example of a regional self-government unit, the paper aims to provide additional evidence to support the notion that the application of a quality management system (QMS) in public administration produces positive change in organizational culture, improves business processes as well as the quality and delivery of services, etc., and, as such, is a necessary precondition for modernization and improvement of its efficiency. Methodology: International scientific and professional research shows that the application of quality management systems in public administration is a prerequisite for modernization and improvement of overall system efficiency. The paper gives an overview of the QMS implementation in public administration in the Republic of Croatia and presents the effects of the application of the international standard ISO 9001 in Osijek-Baranya County. Results: The results indicate that the application of QMS in Osijek-Baranya County has had significant effects on the operation of public administration. The most significant among them are financial savings, increased transparency, acceleration of business processes, etc. Conclusion: The application of a quality management system in public administration has produced positive effects especially in terms of improving (streamlining and speeding up the processes as well as increasing transparency of work thus providing an avenue towards modernizing and improving the overall efficiency of public administration.

INTRODUCTION:The Freedom Commission’s recommendations, Substance Abuse and Mental Health Services Administration’s framework, and policy directives on recovery-oriented services have fueled the recovery transformation. Mental health recovery services have been implemented in a broad range of outpatient settings. However, psychiatric inpatient units remained embedded in the traditional model of care. AIMS: The purpose of this article is to describe an ongoing quality improvement implementation of recovery services in a Veterans Health Administration acute psychiatric inpatient unit. METHOD: An interprofessional Partnership for Wellness delivered 4 to 6 hours per day of evidence-based recovery and holistic population-specific health programs. Veteran, system, and program indicators were measured. RESULTS: Preliminary indicators over a 2-year period suggest that Veterans rated group content and relevance high, pre–post psychiatric rehospitalization rates decreased by 46%, and fidelity to recommended strategies was high. CONCLUSIONS: The project success reflects strong leadership, a partnership of committed staff, effective training, and an organizational culture exemplifying excellence in Veteran services and innovation.

Abstract Background Timely identification of medication administration errors (MAEs) promises great benefits for mitigating medication errors and associated harm. Despite previous efforts utilizing computerized methods to monitor medication errors, sustaining effective and accurate detection of MAEs remains challenging. In this study, we developed a real-time MAE detection system and evaluated its performance prior to system integration into institutional workflows. Methods Our prospective observational study included automated MAE detection of 10 high-risk medications and fluids for patients admitted to the neonatal intensive care unit at Cincinnati Children’s Hospital Medical Center during a 4-month period. The automated system extracted real-time medication use information from the institutional electronic health records and identified MAEs using logic-based rules and natural language processing techniques. The MAE summary was delivered via a real-time messaging platform to promote reduction of patient exposure to potential harm. System performance was validated using a physician-generated gold standard of MAE events, and results were compared with those of current practice (incident reporting and trigger tools). Results Physicians identified 116 MAEs from 10 104 medication administrations during the study period. Compared to current practice, the sensitivity with automated MAE detection was improved significantly from 4.3% to 85.3% (P = .009), with a positive predictive value of 78.0%. Furthermore, the system showed potential to reduce patient exposure to harm, from 256 min to 35 min (P &lt; .001). Conclusions The automated system demonstrated improved capacity for identifying MAEs while guarding against alert fatigue. It also showed promise for reducing patient exposure to potential harm following MAE events.

This paper is focused on the efficiency of VAT collection under the standard credit invoice method. It discusses several approaches on how to evaluate the efficiency of the VAT system. The authors create their own indi­cator called the C-Coefficient that determines how many times must one unit of currency be checked by the financial authority to collect it into public budgets. The C-Coefficient is calculated from the data on VAT revenues and total VAT paid on all taxable supplies performed in the economy. The concrete results are shown for the Czech Republic for the period 2005 to 2018. The C-Coefficient reaches the values between 7.92 and 11.56, meaning that in the most efficient year (2018) the tax authorities had to inspect each collected CZK more than 7 times, whereas in the least ef­ficient year (2008) they had to audit each collected CZK more than 11 times. Authors also discuss what influences the C-Coefficient. Among impor­tant factors are measures against VAT fraud, especially the specific reverse charge, as well as the number of VAT payers in the pro­duction and distribution chain and the difference between the average VAT rates applicable on final and intermediate consumption.

Purpose Historically, the school effectiveness and improvement movement has focussed its attention on “within school” factors associated with effectiveness and improvement and on the individual school as the primary unit of analysis for improvement and scrutiny purposes. More recently, research has focussed on school-to-school collaboration and engagement with a broader range of services and providers has highlighted the need for more adaptive and nuanced forms of collaboration and partnership. The purpose of this paper is to explore this complex landscape from the perspective of educational reform of the middle tier in Scotland. Design/methodology/approach This paper draws on perspectives associated with socio-cultural theory, its application to public service settings and insights gained from research and evaluation outcomes over a five-year period. Findings This paper focusses on the establishment of Regional Improvement Collaboratives in Scotland; an example of an attempt to generate system-wide change and a shift from the hierarchical cultures characterised by bureaucratic organisations to more egalitarian cultures characterised by mutualistic, laterally networked organisations. It highlights the importance of structure and cultural change, identity and agency, leadership capacity, outward perspectives, primacy of learning and teaching and variations and complexities in creating a more networked and collaborative education system. It offers cautions concerning potential unintended consequences in the quest to develop a “self-improving” or “learning system”. Practical implications This paper highlights the importance of maintaining and building social cohesion between different stakeholders within educational systems in order to support the implementation of educational reform. Originality/value This is the first documentation and reflective analysis for an ambitious reform agenda for the middle tier in Scotland. Its value lies in the lessons and considerations it offers to other systems embarking on reforms that endeavour to build more cohesive and agile education systems, without opening them up to neo-liberal approaches to education.

Severe sepsis and septic shock remain among the deadliest diseases managed in the intensive care unit. Fluid resuscitation has been a mainstay of early treatment, but the deleterious effects of excessive fluid administration leading to tissue edema are becoming clearer. A positive fluid balance at 72 hours is associated with significantly increased mortality, yet ongoing fluid administration beyond a durable increase in cardiac output is common. We review the pathophysiologic and clinical data showing the negative effects of edema on pulmonary, renal, central nervous, hepatic, and cardiovascular systems. We discuss data showing increased morbidity and mortality following nonjudicious fluid administration and challenge the assumption that patients who are fluid responsive are also likely to benefit from that fluid. The distinctions between fluid requirement, responsiveness, and tolerance are central to newer concepts of resuscitation. We summarize data in each organ system showing a predictable increase in morbidity and mortality with nonbeneficial fluid administration, providing a better framework for precision in volume management of the patient with severe sepsis.

Objective: To analyze the prescription profile of drugs administered through enteral feeding tubes in an adult intensive care unit and gather recommendations for their safe administration. Methods: This is a descriptive and retrospective study conducted with adult critical clinical patients of a university hospital in Fortaleza-Ceará from March to May 2018. We performed analyses of patients’ medical records and prescriptions regarding drugs, pharmaceutical presentations and the possibility of administration through enteral tubes. Results: 489 prescriptions containing 1914 items were evaluated, from which 16.6% (n = 318) through tubes. Medicines for the cardiovascular system (34.6%), nervous system (27.4%) and digestive system and metabolism (15.1%) were the most predominant, with an average of 5.8 (DP: 4.2) different per patient. Regarding the pharmaceutical presentation, oral solids were frequently prescribed via enteral tube (67.9%), especially risperidone (8.8%), carvedilol (8.3%) and amiodarone (7.9%). There were contraindications for administration through tubes in 21.6% of solid oral formulations, while there were alternative standardized pharmaceutical forms in the hospital for 43.1%. In addition, substitution for liquid preparations from the market were possible in 43.1%. Among those to which there were no alternative formulations, drugs targeting the cardiovascular system prevailed (52.2%). A table with guidelines for the proper administration of the prescribed solid medications was elaborated then. Conclusion: Solid oral medications were frequently prescribed through enteral tubes, especially those for the cardiovascular system without alternative formulations, which shows the need for guidelines to promote the safety of this process.

The effects of immediate and delayed feedback as well as sequential and random course objective presentation were addressed in the study. The results of the study provide suggestions to computer managed authoring systems developers and testing personnel on how to structure their tests for most efficient presentation to the students.

Though there is a significant literature which notes that physicians are fast becoming organizational members, there has been little research evidence to suggest that the adoption of new management models have actually facilitated their involvement. This study sought to examine whether a conscious effort at decentralizing decisions at the clinical unit level would actually result in increased involvement of physicians and other clinicians in decision-making at that level. Two major surveys examining individual roles and responsibilities and unit relationships with other units were conducted, at two points in time, in a large Canadian tertiary care centre. Results suggest that physicians had experienced an increase in administrative discretion. There was an overall increase of many groups in influencing clinical unit decisions with a perceived decrease in senior management influence in budget administration at the unit level. Lessons learned in conducting this type of research are described.

However, the conventional mechanisms for land conflict resolution do not provide satisfactory result to disputants due to various factors. This study sought to develop a Framework of using Participatory Geographic Information System (PGIS) for customary land conflict resolution. The framework was modelled using Unified Modelling Language (UML). The PGIS framework, called butterfly model, consists of three units namely, Social Unit (SU), Technical Unit (TU) and Decision Making Unit (DMU). The name butterfly model for land conflict resolution was adopted for the framework based on its features and properties. The framework has therefore been recommended to be adopted for land conflict resolution in customary areas.

Abstract The United States has had three operational numerical weather prediction centers since the Joint Numerical Weather Prediction Unit was closed in 1958. This led to separate paths for U.S. numerical weather prediction, research, technology, and operations, resulting in multiple community calls for better coordination. Since 2006, the three operational organizations—the U.S. Air Force, the U.S. Navy, and the National Weather Service—and, more recently, the Department of Energy, the National Aeronautics and Space Administration, the National Science Foundation, and the National Oceanic and Atmospheric Administration/Office of Oceanic and Atmospheric Research, have been working to increase coordination. This increasingly successful effort has resulted in the establishment of a National Earth System Prediction Capability (National ESPC) office with responsibility to further interagency coordination and collaboration. It has also resulted in sharing of data through an operational global ensemble, common software standards, and model components among the agencies. This article discusses the drivers, the progress, and the future of interagency collaboration.

The principles of administrative and legal regulation of public administration in Ukraine and the concepts, principles of administrative and legal regulation of public administration have been studied. The author has found out that the essential features of public administration are: public administration is subordinated to political power (i.e., parliament, head of state); public administration ensures the implementation and application of laws (i.e., implements the political decisions of parliament); public administration acts (should act) in the public interest; public administration is endowed with the prerogatives of public authority (that is, powers that allow mandatory instructions to be given to individuals). While the system of central executive bodies consists of the ministries of Ukraine and other central executive bodies the system of central executive bodies is a component of the system of executive bodies, the highest body of which is the Cabinet of Ministers of Ukraine. The local state administration is a local executive body and is part of the system of executive bodies. The local state administration, within the limits of its powers, exercises executive power on the territory of the respective administrative-territorial unit, as well as exercises the powers delegated to it by the relevant council.

To increase patient safety and support bedside-point-of-care medication administration, millions of unit-dose medications are dispensed in hospitals and health systems daily. Because not all medications are available in unit-dose form directly from the manufacturer, hospitals must repackage medications in unit-dose form themselves. We develop a mathematical model that simultaneously determines which level of technology is warranted and how each medication that is not delivered to the pharmacy in unit-dose form should be repackaged subject to multiple constraints. This model has been integrated into a free Excel-based tool available to pharmacy directors. We test our model with data based on small, medium, and large hospitals and conduct sensitivity analyses to gain further insight. We illustrate how the results from our model can aid in incorporating qualitative aspects into technology selection. Our results show that a semi-automated repackaging system is the most economical technology alternative for most hospital pharmacy in-house repackaging operations. This result, however, is sensitive to the number of unit-dose medications to repackage and the available labor.

The article focuses on increasing the role of the technological factor in increasing the efficiency of public administration. The results of research of a problem of technological maintenance of the organization of administrative activity are resulted. It is noted that, despite the intensive development and growth of information and computer technology in management, they are still considered as a tool, rather than as an independent effective factor in improving the quality and effectiveness of management influences on managed objects. It is shown that in the conditions of continuous transformational changes in a society activation of processes of technologization of administrative activity essentially influences results of activity of the managed systems and to a large extent depends on speed and quality of administrative decisions. Based on the generalization of the existing experience of management processes and modern scientific developments in this direction, it is proposed to create an independent system technological unit to ensure the organization and implementation of management tasks to achieve development goals and functions of their implementation. The architecture of the technological platform of management is developed and substantiated, the list and structure of information-computer models in the decision of administrative problems with application of principles of science of cybernetics and smart technologies is defined. The initial methodological prerequisites for the formation of technological foundations of innovative management influences are based on a combination of components of public administration theory, organizational theory, cybernetic theory, economic and mathematical theory and the developed concept of optimization and technological development of public administration. The model of a technological platform is offered. The structure and schemes of interrelations of models of the technological platform, built using system process and design approaches, differ in the typicality of algorithms and methods for solving management problems, they can be used in management systems in any field of activity.

The subject of this research is the legal norms of the Constitution of the Russian Federation, as well as laws and bylaws regulating the system of organization of state and municipal administration of the territories of the Russian Federation with their further development. A substantial place within legal regulation is allocated to the Strategy of Spatial Development of the Russian Federation until 2025, passed in 2019. The article elucidates the problems of organization of public administration of the newly created territorial units &ndash; spatial agglomerations. The goal consists in presenting the analysis of the correspondence of legislation in the area of organization of public administration of the newly created administrative-territorial units based on economic priorities. The novelty of this research consists in the proposed strategy of scientifically substantiated recommendations on legislative regulation of public administration of the territories of the Russian Federation, with consideration of newly created territorial units &ndash; spatial agglomerations. The conclusion is made on the need to develop a single system of optimal legal regimes per specific territorial unit, representing certain type of agglomeration of supraregional, regional and/or municipal level in different variations.

Aim: To examine interprofessional healthcare professionals’ perceptions of triggers and root causes of moral distress. Design: Qualitative description of open-text comments written on the Moral Distress Scale–Revised survey. Methods: A subset of interprofessional providers from a parent study provided open-text comments that originated from four areas of the Moral Distress Scale–Revised, including the margins of the 21-item questionnaire, the designated open-text section, shared perceptions of team communication and dynamics affecting moral distress, and the section addressing an intent to leave a clinical position because of moral distress. Open-text comments were captured, coded, and divided into meaning units and themes using systematic text condensation. Participants: Twenty-eight of the 223 parent study participants completing the Moral Distress Scale–Revised shared comments on situations contributing to moral distress. Results: All 28 participants working in the four medical center intensive care units reported feelings of moral distress. Feelings of moral distress were associated with professional anguish over patient care decisions, team, and system-level factors. Professional-level contributors reflected clinician concerns of continuing life support measures perceived not in the patient’s best interest. Team and unit-level factors were related to poor communication, bullying, and a lack of collegial collaboration. System-level factors included clinicians feeling unsupported by senior administration and institutional culpability as a result of healthcare processes and system constraints impeding reliable patient care delivery. Ethical considerations: Approval was obtained from the Institutional Review Board (IRB) of the University of Texas Health IRB and the organization in which the study was conducted. Conclusion: Moral distress was associated with feelings of anguish, professional intimidation, and organizational factors that impacted the delivery of ethically based patient care. Participants expressed a sense of awareness that they may experience ethical dilemmas as a consequence of the changing reality of providing healthcare within complex healthcare systems. Strategies to combat moral distress should target team and system interventions designed to improve interprofessional collaboration and support professional ethical values and moral commitments of all healthcare providers.

The transformation of modern scientific paradigm requires the adaptation of traditional theories of the firm competitiveness to new economic conditions. The aim of the study is to develop conceptual principles of enterprise’s competitiveness management, which are based on the definition of this term and includes a system of principles, functions, models and management mechanism. Formation of the concept involves the use of systematic approach to research.
