Purpose This paper aims to present the contribution of the United Nations World Tourism Organization (UNWTO) Afiliate Members’ Programme, its knowledge generation, prototypes and research initiatives to promote tourism as a driver of economic growth, inclusive development and environmental sustainability. Design/methodology/approach This paper focuses on the activities and projects of the UNWTO, as they generate market knowledge, promote competitive and sustainable tourism policies and instruments, foster tourism education and training and work to make tourism an effective tool for development through technical assistance projects in over 100 countries around the world. Findings The UNWTO Affiliate Members Programme serves as the major gateway for the collaboration between the private and public sectors, working together for the development of tourism. Bringing together over 470 companies, educational and research institutions, destinations and NGOs, this interactive platform provides a space for members to engage in dialogue, share information and take further action. Practical implications The UNWTO Affiliate Members Programme has identified some key focus areas for the overall development of tourism and accordingly designed public–private models of collaboration that can be applied in practice. Originality/value UNWTO offers a unique platform to stimulate public–private and academic partnerships in creation, dissemination and application of knowledge in tourism, focusing specifically on innovation.

Abstract:
The purpose of the article is to explore and describe the resources made available by the United Nations World Tourism Organization (UNWTO) during the COVID-19 pandemic and discuss their role in fostering knowledge and promoting awareness in society. The resources are examined using a conceptual model of website evaluation proposed by Li and Wang (2010), which has been adapted to be applicable to the organizational context of UNWTO. The findings show that the UNWTO website resources can be divided into two categories: resources related to the COVID-19 pandemic, e.g. information about existing special groups, and resources connected with the core mission of the UNWTO, e.g. important events from before the pandemic or the organization’s main goals. There are new interactive tools, developed specifically in relation to the pandemic, with relevant data for those involved or interested in the tourism sector. The resources are freely available, easily accessible, abundant, varied and highly informative. The UNWTO website is a gateway to knowledge, providing information about, reasons for and effects of relevant actions of the organization, e.g. raising awareness of the importance of both the pandemic problem but also tourism itself, securing considerable funding for the tourism sector by making world leaders aware of the facts and the importance of tourism, or promoting safe travel measures and encouraging actions aimed at accelerating the recovery of the tourism sector.

In this article, the main achievements and miscalculations of the World Tourism Organization (UNWTO) from 1975 to 2020 are researched in detail. The World Tourism Organization (UNWTO) is a specialized intergovernmental institution of the United Nations system, which is responsible for promoting sustainable, responsible and sustainable development. Thus, the main goal of this organization is to promote tourism, which will make an invaluable contribution to economic prosperity, maintaining peace and international security, prosperity of states, respect and observance of human rights and freedoms in the world. By taking appropriate action, UNWTO is moving closer and closer to achieving this goal. Therefore, this article traces the statistics of the growth of the level of international tourism in all regions of the world during the organization existence period and in recent years. In addition, the reverse process has been recorded, namely why 2020 is considered the worst year for tourism, and what losses follow when, for example, between 100 and 120 million workers in the tourism industry have lost their jobs. The work also depicts the creation of the regulatory framework of the Organization, which is undoubtedly an achievement. It is impossible not to mention the agreement on the United Nations Development Program (UNDP), signed in 1976, the Manila Declaration on World Tourism in 1980, the Tourism Code in 1985, and so on. Also, the implementation of the Global Code of Ethics in Tourism and the 17 Sustainable Development Goals maximizes the socio-economic growth of the tourism industry. In addition to the adoption of important documents, it is also worth paying attention to the variety of activities of the Organization. Throughout its existence, UNWTO has held a large number of international forums, conferences, seminars, etc., from cultural to technical topics. These achievements are confirmed by the fact that international tourism has become one of the means of the countries’ economic growth. The achievements of this organization are also reflected in universal recognition, for example, 2002 was declared the International Year of Ecotourism, and 2017 – the International Year of Sustainable Tourism for Development, during which a number of thematic events were held with a large number of people. In addition, Tourism Day is celebrated every year on September 27, which testifies to the popularity and importance of the industry for the world. Recognition is also evident through the cooperation of UNWTO with more than 200 international organizations, such as the World Travel & Tourism Council (WTTC). However, despite the huge number of positives of the organization, there are still some miscalculations. This is the amount of membership fees and gaps in tourism statistics and classification. In general, UNWTO is the leading international intergovernmental organization on travel and tourism, whose main functions are to promote global tourism through planning, development of recommendations and direct assistance to member countries in increasing the tourist attractiveness of regions, given the economic benefits.

In the last decade, many destinations made substantial improvements in their visa rules and procedures as reflected in the reports, as prepared by the UNWTO. This article first argues that the impact of the UNWTO on state behaviour in visa liberalization has become more significant in relation to the convergence of state's interests that are constrained with the conditions in the international environment, such as financial crises; and global political ties embodied within the international forums, such as the G20. Second, analysing the diverse impacts of the changing rules and procedures applied in visa policies on tourism indicators in the selected countries, this article argues how different rules and procedures produce different policy outcomes in tourist visas; and how this diversity generates different tourism indicators. The article suggests more diverse visa facilitation techniques (i.e., Turkey) to boost the impact of visa facilitation on inbound tourism (i.e., China and Russia).

Purpose The link between confidence and economic decisions has been widely covered in the economic literature, yet it is still an unexplored field in tourism. The purpose of this paper is to address this gap, and investigate benefits in forecast accuracy that can be achieved by combining the UNWTO Tourism Confidence Index (TCI) with statistical forecasts. Design/methodology/approach Research is conducted in a real-life setting, using UNWTO unique data sets of tourism indicators. UNWTO TCI is pooled with statistical forecasts using three distinct approaches. Forecasts efficiency is assessed in terms of accuracy gains and capability to predict turning points in alternative scenarios, including one of the hardest crises the tourism sector ever experienced. Findings Results suggest that the TCI provides meaningful indications about the sign of future growth in international tourist arrivals, and point to an improvement of forecast accuracy, when the index is used in combination with statistical forecasts. Still, accuracy gains vary greatly across regions and can hardly be generalised. Findings provide meaningful directions to tourism practitioners on the use opportunity cost to produce short-term forecasts using both approaches. Practical implications Empirical evidence suggests that a confidence index should not be collected as input to improve their forecasts. It remains a valuable instrument to supplement official statistics, over which it has the advantage of being more frequently compiled and more rapidly accessible. It is also of particular importance to predict changes in the business climate and capture turning points in a timely fashion, which makes it an extremely valuable input for operational and strategic decisions. Originality/value The use of sentiment indexes as input to forecasting is an unexplored field in the tourism literature.

Hiện nay rất nhiều quốc gia, bang và thành phố đều tập trung vào phát triển marketing điểm đến như một phương thức để hoàn thiện và thu hút khách du lịch. Do vậy, marketing điểm đến được xem là yếu tố tiên quyết trong việc nghiên cứu du lịch. Nghiên cứu này đã thực nghiệm một mô hình lý thuyết về các yếu tố marketing điểm đến ảnh hưởng đến năng lực cạnh tranh điểm đến du lịch ở Bạc Liêu. Endowed with stunning natural beauty, Sleman has become a destination increasingly flooded by tourists from year to year. The rapid development of tourism does have a positive impact, especially on the economic side, but on the other hand, it can have a negative impact if the management does not prioritize the principles of sustainable tourism. The type of tourism that can be affected is tourism that relies on nature as its main attraction, Cliff of Breksi is one of them. Cliff of Breksi has experienced rapid development in terms of the number of tourist visits, but it has never been examined whether its management is following the principle of sustainability. The objectives of this research are: a) to identify the management of the environmental aspects of Cliff of Breksi, whether it is following the indicators of sustainable tourism from The World Tourism Organization (UNWTO) and b) determine what things need to be improved so that management can be more optimal. The research method used is a descriptive qualitative method. Research data were collected through in-depth interviews and observations. The results of the study indicate that the manager has so far had awareness and understanding in applying the principles of sustainable tourism as in the indicators of UNWTO sustainable tourism. Purpose This paper aims to investigate, which sustainable development goals (SDGs) are most mentioned in the sustainability programs of two hospitality companies, Rancho Mastatal and Reserva Conchal, in Costa Rica. In so doing, it is possible to evaluate the level of integration of sustainability principles with hospitality practice. Design/methodology/approach This paper features a case study based mainly on secondary information sourced from the corporate websites of the two companies, augmented by published studies about specific aspects of the SDGs, hospitality and news articles about both companies. Finally, the hotel-specific information was analyzed using studies about SDG progress, and also related frameworks, proposed by the United Nations (UN) and the United Nations World Tourism Organization (UNWTO). Findings Consistent with UNWTO studies, the two companies’ sustainable programs align the most with SDGs 11, 12 and 13. These are goals classified as difficult to achieve meaning that tourism has a pioneering and innovative role to play in this regard. Mastatal has fully implemented sustainability and Conchal demonstrates an advanced level of integration, using different types of technological solutions to increase sustainability. Finally, the advice is given for companies seeking to embrace the SDGs as a way of being innovative and better positioned in a highly competitive tourism market. Originality/value As SDG overviews exist for large global brands, this paper adds country-specific knowledge, that of Costa Rica a pioneer in tourism sustainability, of sustainable practices of a management company and also of an independent small company, broadening the scope of prior research.

Purpose This paper aims to provide a network study of the structural and dynamical characteristics of tourism flows in Europe from 1995 to 2012. Design/methodology/approach Travels in Europe were studied by following the network science research paradigm and by focusing on the whole network of intra-European tourism destinations. Network analysis was used to map and reveal the pattern of connections between states as shaped by bilateral tourism flows. Data were provided by the United Nations World Tourism Organization, and the data were integrated with tourism data available from national statistical offices of the individual countries, when necessary. Findings For 2012, results obtained from the UNWTO record-based network were compared to geo-located Twitter data as a proxy of human mobility patterns. The present analysis provides evidence of a shift towards an increased homogeneity in the travelling preferences of European tourists, an acquired attitude of visitors to travel shorter distances and a tendency of mobility patterns to merge. Finally, the comparison between UNWTO and Twitter data shows a different spatial distribution of visitors. These results provide a useful insight for policymakers involved in tourism planning. Originality/value The contribution of this study is threefold. First, to the best of the authors’ knowledge, this is the only study that focuses on the bilateral tourism flows between all countries falling, geographically or politically, under the definition of Europe. Second, evidence is provided of a shift towards a greater homogeneity in the travelling preferences of European tourists. Lastly, for the first time, this study provides a comparison between topological structure and bilateral mobility patterns of tourism flows, based on two different data-recording methods.

The scientific staff of the department UNWTO-RIAT and research laboratory for sustainable development of tourist destinations of Moscow branch of RIAT during the expert survey, conducted with the support of the Federal Agency for Tourism within the framework of scientific cooperation with the Organization United Nations Environment Programme (UNEP) and World Tourism Organization (UNWTO) in 2015 surveyed 92 experts in the field of tourism from 19 regions of Russian Federation. The study identified the main problems limiting and inhibitory management processes, as well as the main directions of work for the sustainable development of tourist destinations, which should be in focus of legal regulation of tourism development in the country and in the regions. The research results can be used by tourism authorities at the federal, regional and municipal levels for the formation of effective management stratgy, investment policy and the territorial system of marketing tourist destinations. The results of the expert survey can become a base for research and be used in the educational process. For the successful implementation of sustainable tourism development principles at all levels (federal, regional, municipal) the management and investment models should be clearly elaborated and business process algorithms for project management of sustainable development of tourist destinations and their promotion on the market should be created. All parties need to clearly understand and respect the interests of the subjects of relations, and in this case they need to have a common goal – an effective sustainable development.

The development of cultural ecotourism became the mainstay of Head of Culture and Tourism of Banyuwangi Regency (HCTBR). The district had awarded by the UNWTO. It considered successful in driving tourism. This regency runs four key tourism strategies. One of the four strategies offers adventure and experience different cultural tours and sightseeing activities. This mixed qualitative and quantitative mixed mode study found many cultural potentials that have not yet been empowered. This indicates that HCTBR is not optimal in managing the cultural potential. The results of observations illustrate that the handling of cultural ecotourism has not been in line with the expectations of tourists. Interpretation becomes the most important issue in developing the potential for art and culture ecotourism. In addition, the potential for culinary ecotourism had developed to support the regional economy that creates sustainable livelihoods.

Diagnostics of tourism flows according to regions of the world was carried out and the tendency of the increasing role of tourism both locally and internationally was noticed. The attractiveness of Ukraine for the tourism regions of the world was analyzed in detail by assessing tourist arrivals through the prism of the leading countries selection in each of them. This allows us to analyse the place of Ukraine in the tourism flows of these territories. Special attention is paid to the flow of tourists within the country and the analysis of the most attractive areas for foreign tourists in terms of regional territories. The aim of the study is a modernized vision of the problem of tourism flows within one of the countries of the Central and Eastern European tourism subregion (according to the UNWTO methodology). The study identified how the geography of tourist origin affects these processes in a particular country (on the example of Ukraine). Due to such research, it is possible to assess changes in the economic, social and political systems, as well as the culture of the country in general and its regions in particular. In addition, it is possible to assess the impact on the population around the world. Data & Methods. The study of international tourism flows is based on the recommendations of the UNWTO, as well as modern scientific research of national and foreign European researchers. The following research methods were used in the research process: analytical, descriptive, comparative, statistical. Results. The results of the previous empirical study confirmed that different social groups have their own specific patterns of tourism activity. It also showed what groups responded the most to globalization and the possible consequences it may have for tourism activities. The growing mobility of the population and the consequences of the outbound tourism development are some of the main consequences of globalization. The study showed that the geography of interest in Ukraine by foreign tourists is expanding. To some extent, this can be justified by the war, which significantly reoriented the composition and direction of international tourism flows in Ukraine.

The paper presents the characteristics of the level and development of international tourism after 2005, in selected EU countries. Data from Eurostat, UNWTO, WTTC and the CSO were analysed, as well as the publications of Central Statistical Office and the Institute of Tourism. For the analysis concerning Poland also individual data from the household budget rate survey CSO were used. The research described the differences in the rate of tourism development between the countries, followed by their determinants. The article presents the most popular touristic European countries, as well as regions in Poland chosen by foreign tourists, taking into account changes in agritourist objects. Opportunities for development of tourism in the eastern region of Poland were indicated. The research revealed that the preferences of Poles differ from those of other Europeans, as a result not only of different distance from particular countries, but also economic, political, and migration situation. The analysis and synthesis method were used and the results were presented in descriptive and graphical form.

For this purpose, an adaptation of the conditional β-convergence to the tourist sector is proposed. Beyond the analysis of the growth rate of tourist flows, which is not comparable among countries, some of the specificities of this sector are considered in the competitive analysis, such as the different sizes of the markets and the maturity of the destinations, the business cycle, and so on. UNWTO data for international tourist arrivals and tourism receipts for up to 214 destinations and the period 1995 to 2016 are used to analyze the evolution of the competitiveness of major international tourist regions and some of the world’s leading tourist destinations. This article develops a diagnostic tool to identify destinations “at risk” as a result of markets’ interest or lack thereof in a place. “At risk” is used in a similar manner to the medical profession’s use of the term “patients at risk” to identify those patients at risk of deterioration in order to trigger early intervention. Two situations are identified: market indifference, where markets as a whole show little interest in a destination, and destination dependence/market irrelevance, where destinations are overly reliant on markets that in the larger scheme of outbound travel show little interest in the destination. The study analyzed 162 destinations using UNWTO data. Almost 80 are affected potentially by one of these conditions. Most at-risk destinations are either small island countries, micro states, or countries with an underdeveloped tourism sector. Interestingly, no differences were found in the contribution tourism makes to GDP between seemingly at risk and not at risk places.

The purpose of this paper is to improve the inadequacy of tourism e-commerce in customer experience, to conduct customer e-commerce satisfaction surveys, and to draw customers' dissatisfaction with tourism e-commerce. The experimental results show that the overall customer satisfaction is 2.6128. According to the division of the scale vector, the overall satisfaction of the travel e-commerce customers is generally level. The first-level fuzzy comprehensive evaluation is 0.0967, 0.1696, 0.3366, 0.2469, 0.502. According to the principle of maximum membership degree, the evaluation grades of R3 and R5 in the first-level fuzzy comprehensive evaluation are “unsatisfactory,” that is, the tourism-supporting services and contract-performance services become the main factors affecting customer satisfaction. In order to improve customer satisfaction, the tourism e-commerce platform should strengthen the management of tourism-supporting services and contract-fulfillment services.

This work is in line with the promotion of sustainable development initiated by the UNWTO in countries where tourism can be an essential vector of development and at the same time, in the development policy of the tourism sector in Senegal through the Emerging Senegal Plan (ESP). The tourism sub-sector generates nearly 75,000 jobs and is one of the largest providers of foreign exchange but its contribution to GDP remains modest. Tourism suffers from lack of connectivity to target markets, poorly diversified and insufficiently competitive supply, poor quality services, lack of trained and skilled manpower, and deficit of promotion of Senegal as a destination. Abstract:
Travel and tourism represents one of the most globalized sectors facing strong competitive pressure. Thus, cultural adaptation has become a vital strategy for tourism destinations that desire to succeed in the global tourism market. The paper focuses on the international tourism destination websites as a key marketing communication channel in the 21st century. Its aim is to analyze to what extent the websites of five European top destinations reflect the cultural values of the English-speaking Asia-Pacific countries. To meet this aim, cultural content analysis based on adaptation of Hofstede’s framework is conducted for the English versions of the official tourism websites of France, Spain, Italy, the United Kingdom, and Turkey. The results are subsequently compared with Hofstede’s cultural scores for six English-speaking countries located in the UNWTO Asia-Pacific Region. The results reveal how intensively the tourism destination websites meet the predominant culture values of the Asia-Pacific region. In such a way, the results should help destination marketers to attract visitors from the promising Asia-Pacific market more effectively.

Abstract:
In 2015, the United Nations (UN) approved the 2030 Agenda on Sustainable Development to improve the lives of countries and societies. The World Tourism Organization (UNWTO) incorporated the agenda into the tourism industry. This study has as its primary objective an exploratory analysis of tourism activity in the EU-28 countries over the decade 2009–2018 and its adaptation to the Sustainable Development Goals through the lens of employment. This study focuses on the goals of decent employment and economic growth (O8) and gender equality (O5). The results obtained suggest that, in general, the eastern countries of the EU-28 show better values for Sustainable Development Goal (SDG) (8) and SDG (5) with respect to both employment and the wage gap. However, these countries have lower GDP-weighted remunerations, which can become an opportunity to obtain higher shares of tourism activity within the EU. It is concluded that there is a need to reinforce the awareness of the fabric of the tourism business and for public administrations to favor stable and decent employment and a reduction in the current gender wage gap.

Abstract:
Penelitian ini adalah sebuah usaha yang dilakukan untuk mengurai masalah yang dihadapi para stakeholder dalam mewujudkan sebuah pengelolaan pariwisata yang berkelanjutan di kawasan Danau Toba. Indikator yang diukur dalam penelitian ini adalah indikator dasar dari 5 (lima) isu utama pengembangan periwisata berkelanjutan yang telah dikembangkan oleh United Nation World Tourism Organization (UNWTO). Penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif dan diperkuat dengan data-data yang bersifat kuantitatif. Berdasarkan hasil pengukuran indikator-indikator dasar tersebut dan pendalaman yang dilakukan dengan diskusi-diskusi yang dilakukan dengan para informan penelitian, diketahui bahwa sebenarnya penyelesaian persoalan dasar pengembangan pariwisata berkelanjutan di sebuah destinasi wisata masih menjadi tugas besar bagi para stakeholder kepariwisataan di kawasan tersebut. Berdasarkan jenis permasalahan yang ada, maka terdapat kebutuhan kebijakan pengembangan terkait: 1) peningkatkan perekonomian dengan adanya kegiatan pariwisata; 2) penjaminan kesejahteraan daerah dan masyarakat lokal dengan adanya kegiatan pariwisata; 3) pemenuhan kepuasan pengunjung; 4) pelibatan masyarakat lokal di dalam pengelolaan kepariwisataan; dan 5) penjaminan kelestarian lingkungan hidup.
