Full textThe resource-constrained project scheduling problem (RCPSP) consists of scheduling a set of activities or tasks using one or more resource types available in limited quantity. In the standard version of this problem, pre-emption is not allowed, precedence relations are of the no-lag, finish-to-start type, and the used resources are renewable meaning that the same resources quantity are available each time period. Solving this NP-hard optimization problem requires the determination of tasks execution date such that the project duration is minimized without using more than the available resource quantities. In the first chapter of this thesis, the research problem and research objectives are presented while chapter 2 reviews the literature and contributions to the RCPSP and some of its extended versions. More than 125 published papers are reviewed. These contributions are divided into 4 groups of contributions. Those proposing optimal solution methods, those developing lower bounds on the project duration, those proposing heuristic and approximate solution methods, and those extending the standard version of the problem in order to make it closer to the real-life problem. This literature review revealed that very few contributions explicitly take into consideration the time required to transfer resources between execution sites of the project. Only three such contributions are published and none of these three publication deal with the case where tasks have more than one execution mode. This review also revealed that the large majority of the published research deals with the problem where the objective is to minimize the duration of the project. However, in almost all real-life situations, the objective is to minimise the total cost of the project. That is why this thesis is dedicated to solve these neglected extensions of the RCPSP. Chapter 3 deals with the resource-constrained project scheduling problem with transfer times (RCPSPTT). Thus the goal in this case is to determine execution dates that allows for resources to be transferred between execution sites while respecting the precedence relations between these tasks as well as resources availability. A new genetic algorithm (GA) is developed to solve the RCPSPTT. This algorithm uses a new and efficient crossover operator. The chapter also study the performance of the proposed genetic algorithm and shows that it produces better results than the two previously published solution heuristics. It is to notice that the proposed GA considers renewable resource types and assume that tasks have only one execution mode. Chapter 4 deals with the multi-mode resource-constrained project scheduling problem with transfer times (MRCPSPTT). Thus, it extends the problem studied in the previous chapter to the multi-mode case under the assumptions of no pre-emption while using renewable and non-renewable resources. This problem has never been the subject of any published research before. An integer linear mathematical formulation of the problem is given as well as new genetic algorithm is developed to solve it. An extensive empirical analysis is then presented and shows that the proposed GA is able to produce the optimal solution for 529 test instances with 10, 20 and 30 activities. Chapter 5 introduces the generalized resource allocation and leveling problem (GRALP). This problem can be stated as follows. Given a set of project tasks to execute, their possible execution modes and precedence relations, an upper bound on the amount of resources that can be made available to the project, a project due date, the cost of resource utilization and the overhead cost; determine the execution date and mode for each task and the amount of resources to allocate to the project. The objective is to minimize the total project execution cost while respecting precedence constraints, project due date and not using more than the amount of resources that we decided to allocate to the project. Again we notice that this problem has never been the subject of any published research work. Chapter 5 presents an integer linear formulation of the problem, a neighborhood search solution heuristic, a genetic algorithm to solve it and an empirical experiment to evaluate the proposed heuristics showing the superiority of the proposed GA. Finally, the conclusions of the thesis and some propositions for future research are given.

Full textProject-based organizations are supposed to enhance creativity and innovation, two factors known for their relevance in improving competitive success. But, considering knowledge, project-based setting also means difficulties in transferring knowledge assets within organization. Therefore, knowledge development within project-based organizations is a crucial management issue. In the approach adopted here, an efficient organizational development requires to manage the difference existing between the knowledge developed in project activity, and the knowledge available as a resource. It appears that these management activities relie strongly on two factors : the mode of organizing project activities (project-structure), and the mission assigned to the project-based setting (project-mission). Moreover, these modes of management have to fulfill two needs. Indeed, to make knowledge available, it is not only necessary to set up the local knowledge retention. But the knowledge dynamics also needs to be integrated in the capabilities development strategy characterizing the whole organization. In this research, this way to manage knowledge is considered as knowledge appropriation. Appropriation within project-based organization can be studied considering organisational memory involvement in a non homogeneous context. The discussion on appropriation was elaborated through studying three cases of project-based organization, differing from one to each others as far as project-mission and project-structure are concerned. A within-case and a cross-case analysis reveal the particular contexts and processes involved in appropriation. Moreover, mutual contributions between the three cases suggest improvements to existing modes of appropriation

Full textThis document deals with the multi-skill project scheduling problem: a project has to be scheduled in order to minimize the makespan. The resources may master several skills among all those needed by activities. First of all, we introduce the problem by a formal definition, and a linear program. Then, according to differences with other classical project scheduling problems, we develop specific methods. Several lower bounds are introduced. Then, we define some heuristic methods based on: serial schedule scheme or parallel schedule scheme, which use a priority list. Those methods are followed by a linear programming formulation, and some meta-heuristic method: a tabu search and two genetic algorithms. Finally, we introduce a branch-and-bound procedure to build optimal solutions. The branching scheme is based on time-windows of activities. So, each time a leaf node is reached, a fixed job scheduling problem with multiple skills has to be solved. We use some methods to optimally solve this problem, which are detailed in this document

Full textAn innovation process analysis method is suggested from theoritical approaches about innovation in economy, sociology and management. The point is to schematize the dynamic of the technical and economic networks in order to characterize in the most straightforward way the innovation process. This process is then described, through various trajectories progressively building up the identity of the project into three different phases. The analysis method is tested on two industrial projects (a fruit harvester robot and a electric furnace to smelt scrap iron). These project differ in their field of application (agriculture and iron and steel industry), in their various managing firms (small or medium sized companies and large industrial groups), and in their type of innovation (radical or incremental). The detailed study of these two projects, seen from the side of both designers and users, points out on the one hand the co-construction of the object and of its environment and the links between technological creation models, types of organization, and decision processes. Throughout these projects, the analysis method is confronted with others project evaluation and management methods : complementary aspects, key points, and respective limits. The main results of this thesis are : (1) a better understanding of the innovation process because of the renovation of the phase concept used in the economy of technical change (2) an assistance to project management under three aspects : the project management in real time, the a posteriori evaluation of the project trajectories and the capitalisation of expertises, making the organization of futur projects easier

Full textAccording to Standish Group (“Chronicles CHAOS” – 2004) the rate of failure of the projects in various industries varies between 61 and 92%. Why a project can fail? … The historical approach of the project management based on a normative approach showed its limits. From the questions of effectiveness of the current normative approach of the project management, we carried out a review of literature which led us to conclude that the discipline needs a handing-over on epistemological and methodological level. The routine way of the interpretation of the current normative approach tends to darken the deontology of the discipline. Thus, through our first tudy, mobilizing the “grounded theory”, we wished to exceed this instrumentalist vision. Started from an observation on the limits of the current project management, we were brought to analyze a true project (the mission of tramway of Bordeaux) and discovered the importance of the duality for a project, built on dimensions of the structural theory. The research undertaken near the mission of the tram indeed allowed us to highlight the importance of an approach based on the process of the structuring. We thus saw emerging two poles evolving jointly: the structure and the actor. Thus we could, by the means of the grounded theory approach, distinguish some theories which potentially can bring additional options in the exploration, the exploitation and the project management: the theory of conventions; the neo-institutional theory and the structuration theory. The neo-institutional theory refers mainly to the structure, the conventions’ theory refers to the actor. However, the project management represents the management of a particular structure which is subjected to the contextual constraints (time and space). Our final choice was thus made on the structuration theory which we consider as more adapted for investigating the project management with its constraining and habilitating consequences. We then focused ourselves on the applicability of the theory of the structuring in a concrete situation of the management of the project. Our objective was to propose a structuralist approach while veloping the use of an abductive reasoning. Thus we went back again on the ground (Service “Payroll” of the accounting department - University Victor Ségalen Bordeaux 2) to create (and observe) a new service in the accounting department, following the passage of the universities to the responsibilities and widened competences (RCE). This ction-research approach fell under a scientific expedition dissimulated for reasons of objectivity in which our role was that of not-declared observer. By this work, we consolidate our idea that the classical approach (normative) of the project management restricts the analysis with parameters which do not take account of the context in which the project evolves. We lean towards a management of good sense which it calls upon the concept of reflexivity of the actors as evoked by Anthony Giddens in the structuration theory. That corresponds to faculties of the actors to position in a context and to act according to their knowledge and competences, and not necessarily according to the decided objectives. In the case of the project management this becomes a crucial factor

Full textThis thesis presents a prescriptive model for projects that develop innovative products. Its prescriptive character and its universality stem from 11 axioms or axiomatic propositions. It is constructed to find a solution to the general problematic of project management effectiveness (getting results) and efficiency (getting results with less energy). The model is composed of a structure on the operational level and of a design on the managerial level. Two teams, three functions and five roles are the constitutive elements of the model. The construction of the prescriptive model is the result of extensive theoretical and practical research. The study of literature starts with a presentation of classical authors on work organization; it extends into an analysis on the Aston group and the contingency theory and it ends with a study of the matrix structure and the project management concept. This work generates a general conceptual approach on the specificities of project management, its work mode and its work organization. The empirical research uses the action-research methodology and was conducted in EXFO, an innovative company based in Quebec City. Action research implemented the prescriptive model in the company’s R & D and put it into practice on an actual innovative project of the Project Management Office. The research demonstrates that the prescriptive model is simple, practical and reliable. It also makes clear that in-depth assimilation of the model’s concepts, roles and functions is challenging and time-consuming.

A common denominator to those financial, technical or legal risks does exist, the mastering of which means success. Regarding the financial risk, beyond the backing securities, the achievement of a joint financing combining both private and public funds considerably limit risks. As for technical risks, the success of the project requires a global approach, a synergetic reflection over a project method from builders, architects and managers bringing together their respective skills whit the support of specialized technicians. The legal risk is the most complicated and difficult to cope with because of nature of the operation itself : a legal – financial set-up xith the help of techniques and of many mechanisms mutually dependent. A project company must be created in order to limit the risk by concluding partnership agreements and creating special “corporate” vehicles
