Abstract:
The work is devoted to improving the principles of streets and urban roads beautification elements placing. The classification of streets and urban roads beautification elements is structured. The principles of streets and urban roads beautification elements placing by using new spatial corridor principle simulation are improved. Streets and urban roads beautification elements according to hierarchical levels are structured. The street structural model spatial corridor with distribution in sub corridors to deploy beautification elements is constructed. The spatial corridor and subcorridors characterized by linear parameters and formulas for their determination are suggested. The methodology of comprehensive streets and urban roads beautification designing according to the offered principle is improved. Reconstruction beautification experimental design of Shevchenko Street in Poltava, Ukraine is done.

Abstract:
The analysis of planning experience of inhabited localities urban beautification in view of reconstruction was undertaken in the article. The question of Ukrainian experience of urban beautification system in accordance with approved standards and State Constructional Standards was envisaged. Analysis of validation state of local documents in urban beautification field was carried out and it has shown deficient percentage of regulatory documents approval on local level, which is one of key issues of urban beautification development. Furthermore, detailed analysis of foreign experience of urban beautification planning and development trend of this system I such countries, as USA, Canada, Russian Federation, France, Singapore, Hong Kong, Japan was carried out. It is shown that first and critical stage of planning of effective urban beautification is preparing and approving corresponding certificates and standards. Emphasis added to functioning normative legal documents on issues relating to urban beautification, in accordance to which the territory reconstruction in mentioned countries is realized. It was established that reference direction of urban beautification development in mentioned countries lies in parking lots removing out of the borders of curtilage or underground parking arrangement, landscape gardening development and classification of such territories by levels of urban gardening, territory reconstruction in accordance with typical schemes of street infrastructure development, urban gardening, cycle paths, etc. It is shown that problem solution of habitable open grounds organization on city level resides in usage intensification of such territories, and on the level of residential compounds – in increasing exploitation properties of open grounds. As a result of undertaken analysis it was established that raised problem of increasing the effectiveness of residential area usage within residential areas imposes complex approach, including question of land development intensiveness, architectural and planning organization and open grounds beautification.

Abstract:
Leadership has an expansive meaning because it is a field study that comprises several different dimensions such as psychology, management, organization, and politics. On the other hand, the study of leadership’s role on urban development issues is still relatively scarce, especially in developing countries. The literature shows that local governments under the mayor as the highest-ranking position of municipal prioritise urban development is very much a function of socio-cultural norms and leadership styles. Therefore, mayoral leadership is vital regarding local government interventions to promote urban beautification in Indonesia. It is undeniable that leadership is a significant aspect of urban governance. Taking a case study in Surabaya, evidence shows that leadership plays important roles in urban governance, especially in facilitating and advising processes. Drawing on analysis of relevant documents, literature, and interviews with key decision-makers in Surabaya, the findings indicate that the quality of mayoral leadership has played a vital role in enhancing the beautification of urban form in Surabaya as a result of the urban design process. The mechanisms underlying this role include that the mayor has a sound understanding of the urban design and has been able to intervene to insist on good urban design as policy and has the standing to approach officials and community members on the urban beautification process. The quality of mayoral leadership has played a vital role in shaping the better urban beautification of Surabaya. A Mayor who has a wide-ranging grasp of urban design has advantages for the local government.

Abstract:
The subject of this research is the historical stages of creation of the beautification elements of urban environment of the city of Magnitogorsk. The object of this research is the periods of construction of recreational system objects since the XX century until the present. The authors examine such aspects of the topic as construction of recreational areas at each development period; all engineering and construction works at each historical stage pursued the key goal – quickest possible construction and bringing into service the largest metallurgical plant.  The authors propose a method of historical periodization of formation of recreational structures since the late XX century until the presents. The main conclusions lies in the results of analysis of beautification level of urban territories at different stages of its development. The elimination of such flaws would lead to a truly comprehensive beautification and creation of full-scale in functional, constructive, planning and artistic regard urban environment. The main factors of rational organization of a comfortable urban environment are determined.

Urban improvement is one of the urgent problems of modern urban planning. It solves the task of creating a favorable living environment with the provision of comfortable conditions for all types of activities of the population. Urban improvement includes a number of measures to improve the sanitary and hygienic conditions of residential buildings, transport and engineering services for the population, artificial lighting of urban areas and equipping them with the necessary equipment, improving the urban environment with the help of landscaping.
 The tasks of urban improvement are reduced to the creation of healthy, expedient and favorable living conditions for the urban population. In solving these tasks, external landscaping, functional-spatial structure and subject equipment of open areas, landscape design are gaining more and more importance. The problems of creating ecologically clean cities, problems of protecting monuments of historical and cultural heritage are becoming more and more acute.
 The landscaping and landscaping system includes a complex of programs and plans, the components of which are closely related. In this aspect, comprehensive landscaping means the development and implementation of a set of measures aimed at creating and developing an aesthetic and socio-ecological organized urban environment. The most important components of this environment are the arrangement of courtyard facades of buildings; architectural and planning organization of the territory; reconstruction; lighting of territories, buildings, structures, green spaces; placement of small architectural forms and objects of urban design; placement of advertising, elements of visual communication and information.
 Inner-city green areas have a significant cultural and everyday significance, connected with the system of everyday services of the population, in addition, they play a significant role in the hygienic sense, as they affect the microclimate of the city or district, and are also an organic part of the architectural solution of the city as one of the means of creating an ensemble - as a complement to the building Today, special attention is paid to the improvement of the territory.
 The modern stage of the development of urban improvement and greening poses a number of new tasks that cannot be solved without extensive use of the achievements of scientific and technical progress, advanced practical experience. 
 In order to determine the main ways of solving problems in the field of beautification and greening, an analysis of the current state of regulatory and legal support for the process of beautification and greening of the urban territory was carried out; analysis of modern domestic and foreign practices of urban improvement and greening; proposed proposals for improving the system of landscaping and greening of the city.
 The novelty of this work consists in determining the main ways of solving problems in the field of landscaping and landscaping and developing specific recommendations and proposals for optimizing the process of landscaping and landscaping of urban areas.
 The work is based on a systemic approach, within which the following methods were used: historical, which examined the history of the centuries-old experience of green construction, systemic, comparative. The empirical basis of the research is a traditional analysis of literature and practical sources. The work has a theoretical and methodological nature. Based on the study of literary sources, modern domestic and foreign practices of urban improvement and greening; the level of regulatory and legal support for the process of beautification and landscaping in cities, proposed proposals regarding the composition of measures for beautification and landscaping of urban areas, and the main ways of solving problems in the field of beautification and landscaping. In the opinion of the author, the main results of the work should include theoretical provisions and conclusions, methodological recommendations that may be useful for organizations engaged in greening and beautification of the urban area. The results of the research can be used by students in the educational process of higher professional educational institutions regarding this topic.
