Abstract:
Establishing the main attributes of population mobility is one of the most important indicators of urban development, which has been studied by domestic and foreign scientists for use in the practice of urban transport planning and the development of sustainable transport systems. Mobility characteristics are also an important source and result for the development of changes in the city master plan and the creation of new management decisions in the operation and operation of the route network of urban passenger transport. However, at the present stage of implementation of transport studies of urban population movement requires consideration of indicators of sustainable development of urban transport systems. In this regard, a study of the functioning of the passenger transport system of public transport in the city of Rivne in terms of the development of the principles of sustainable urban mobility. The use of the system of indicators of sustainable development of urban passenger transport system allows to assess the current situation in the city and outline promising areas for improving the public transport system in conjunction with the spatial development of urban areas to ensure comfortable movement of residents to meet labor and cultural movements. The questionnaire "Study of mobility of the population in the city of Rivne" was used as initial data for definition of indicative indicators of functioning of passenger transport system of public transport of the city of Rivne, in the context of its sustainable development. Three indicative parameters are taken into account, namely: the indicator of access to mobility services, the indicator of the possibility of active mobility and the indicator of the level of satisfaction with public transport. Based on the calculated values of indicative indicators, it can be argued that some indicators of sustainable urban mobility for the city of Rivne are of mediocre importance. This indicates the need to develop strategic measures to improve the city's public passenger transport system in conjunction with its spatial development to increase the comfort of movement of residents of all groups.

Electromobility is the challenge of modern cities. The following article explores this issue. The article presents the authors’ assessment of the impact of sustainable urban mobility indicators on the development of electromobility strategies in cities. The purpose of the paper is to describe which indicators of sustainable urban mobility may influence the development of electromobility strategies in cities by increasing the number of not only low-emission cars (electric and hybrid) and low-emission buses but also public bicycles. The hypothesis posited in the work is: sustainable urban mobility is an important factor in the development of electromobility in cities. Our literature analysis, expert research, and statistical analysis allowed us to prepare a possibly comprehensive set of indicators for sustainable urban mobility that have a potential impact on the development of electromobility strategies. We ran a thematic analysis of systematic literature reviews and collected around 50 specific types of indicators and measures of sustainable mobility. After consulting the indicator database with experts, we expanded a list of 21 indicators of sustainable mobility. Next, using regression analysis, it was determined which of the sustainable urban mobility indicators is the most important for the development of electromobility strategies in the three identified transport systems.

Abstract:
A lack of data collection on conscious mobility behaviors has been identified in current sustainable and smart mobility planning, development and implementation strategies. This leads to technocentric solutions that do not place people and their behavior at the center of new mobility solutions in urban centers around the globe. This paper introduces the concept of conscious mobility to link techno-economic analyses with user awareness on the impact of their travel decisions on other people, local urban infrastructure and the environment through systematic big data collection. A preliminary conscious mobility indicator framework is presented to leverage behavioral considerations to enhance urban-community mobility systems. Key factors for conscious mobility analysis have been derived from five case studies. The sample offers regional diversity (i.e., local, regional and the global urban contexts), as well as different goals in the transformation of conventional urban transport systems, from improving public transport efficiency and equipment electrification to mitigate pollution and climate risks, to focusing on equity, access and people safety. The case studies selected provide useful metrics on the adoption of cleaner, smarter, safer and more autonomous mobility technologies, along with novel people-centric program designs to build an initial set of conscious mobility indicators frameworks. The parameters were applied to the city of Monterrey, Nuevo Leon in Mexico focusing on the needs of the communities that work, study and live around the local urban campus of the Tecnologico de Monterrey’s Distrito Tec. This case study, served as an example of how conscious mobility indicators could be applied and customized to a community and region of interest. This paper introduces the first application of the conscious mobility framework for urban communities’ mobility system analysis. This more holistic assessment approach includes dimensions such as society and culture, infrastructure and urban spaces, technology, government, normativity, economy and politics, and the environment. The expectation is that the conscious mobility framework of analysis will become a useful tool for smarter and sustainable urban and mobility problem solving and decision making to enhance the quality of life all living in urban communities.

Abstract:
Research on urban transport and mobility through everyday practices has generated new theoretical and methodological approaches to achieve more sustainable urban morphologies. This paper focuses on the characterization of the process of urban (re)qualification through the binomial of public space–public transport, based on the analysis of Trambesòs tramway in Barcelona, from 2004 to the present. This methodology consisted of an exploratory morphological analysis that identified patterns derived from punctual interventions, articulation axes, and saturation pieces in the urban fabric. The results revealed three main morphological patterns: the configuration of a particular character in each public space intervention associated with the tramway, the morphological improvement and dynamization of the urban fabric, and the transformation of the city’s image through the standardization of accessibility conditions, a key social sustainability indicator. In the discussion, the results are triangulated with the concepts of urban morphology and social processes and compared with quantitative studies, which can serve as a foundation for further in-depth research. In conclusion, the tramway has facilitated a transition from urban discontinuity and segregation to continuity and cohesion, highlighting the impact of the public space–public transport binomial on more sustainable urban morphologies. This contributes to how urban morphological analysis provides new approaches to understanding public transport as an extension of public space and support for urban habitability.

The quality of public transport is essential for the adoption of a more sustainable and inclusive urban mobility. Only investments in the quality of these systems will allow individual motor vehicle users to consider the system on their journeys, as well as provide a better level of service to those who depend on the system daily. The objective of this article was to evaluate the quality indices in urban bus transport in the city of São Paulo and to present how these indicators can be grouped to facilitate operators to meet the levels of quality in service proposed by São Paulo Transporte S/A, manager company of the system. Thus, the article uses the statistical technique of factor analysis to make this grouping based on the results presented by the operators in May 2022. The results showed that the 10 quality indicators could be grouped into only three main ones: quality of the operation of transport, safety of the transport operation and quality of the maintenance service, thus facilitating the quality assurance work of the operators and greater satisfaction of the population that uses the system.

Abstract The arrival of ride-hailing apps in Brazil has raised concerns about their negative impacts on urban mobility. However, it was expected that they could serve as a complement to public transport and as a substitute for private cars, theoretically improving urban accessibility and potentially reducing inequalities in urban mobility. This study assessed this hypothesis in the city of Porto Alegre/State of Rio Grande do Sul (RS) and described the access of different socioeconomic groups to the city's main destinations using an accessibility indicator composed of time and monetary cost. Results indicate that ride-hailing apps significantly exacerbate inequality between income groups, particularly for frequent trips. However, they can be a viable option for occasional trips even for low- -income communities.

<p>The growth and concentration of motor vehicles in developing cities has led to increased demand for urban mobility. Renewed commitments of Asian cities are required in order to achieve the SDG target on urban mobility as well as to enhance overall sustainability of urban transport systems and services. Cities and countries need to track the progress in improving urban mobility. With a view to support evidence based decision, the paper introduces the Sustainable Urban Transport Index (SUTI) of urban transport services, to help summarize, track and compare the state of urban mobility in Asian cities, as model for developing cities in the world. It also presents the results of pilot application of SUTI in four Asian cities: Greater Jakarta; Kathmandu; Hanoi; and Colombo. The four pilot cities were able to collect data, analyzed and assess the state of urban mobility in their city using SUTI. The assessment result supported policy makers to identify policy gaps, prioritize additional measures and investment strategies required to improve urban transport systems and services in each city. The visual output display in spider diagram was useful to comprehend state of all 10 key indicators in a glace. The pilot study demonstrated the usefulness of SUTI tool and the pilot cities were already using the results of SUTI analysis. In Kathmandu additional efforts are required to improve pedestrian infrastructure and facilities, Colombo needed to improve quality and reliability of public transport system, while Hanoi and Greater Jakarta need to put additional efforts to increase mode share of public transport system.</p>

Vehicular traffic is one of the major sources of air pollution in European cities. This work aims to understand which characteristics of the urban environment could influence mobility-related air pollution, quantify the health impacts of exposure to traffic-derived PM2.5 and NO2 concentrations, and assess the potential health benefits expected from traffic interventions. The health benefits modeled are intended to provide a set of comparable data to support decision-makers and encourage informed decision-making to design healthier cities. Targeting a large geographical coverage, 12 European cities from 9 countries were comparatively assessed in terms of mean daily traffic volume/area, the number of public transport stops/area, and the percentage of green and outdoor leisure areas, among other urban indicators. This was implemented using an open-source data mining tool, which was seen as a useful engine to identify potential strategies to improve air quality. The comparison of urban indicators in the selected cities evidenced two trends: (a) cities with the most heterogeneous distribution of public transport stops, as an indicator of poor accessibility, are also those with the lowest proportion of km dedicated to cycleways and footways, highlighting the need in these cities for more sustainable mobility management; and (b) the percentage of green and outdoor leisure areas may influence the share of journeys by bicycle, pointing out that promoting the perception of green routes is relevant to enhance the potential of active transport modes. Socioeconomic factors can be key determinants of the urban indicators and would need further consideration. For the health impact assessment (HIA), two baseline scenarios were evaluated and compared. One is based on mean annual traffic contributions to PM2.5 concentrations in each target city (ranging between 1.9 and 13 µg/m3), obtained from the literature, and the second is grounded on mean annual NO2 concentrations at all available traffic and urban background stations within each city (17.2–83.5 µg/m3), obtained from the European Environment Agency database. The intervention scenarios modeled were designed based on traffic mitigation strategies in the literature, and set to ranges of 6–50% in traffic-derived PM2.5 concentrations and of 4–12.5% in NO2 concentrations. These scenarios could result in only a 1.7% (0.6–4%) reduction in premature mortality due to exposure to traffic-derived PM2.5, and 1.0% (0.4–2%) due to exposure to NO2, as the mean for all the cities. This suggests that more ambitious pollution abatement strategies should be targeted.

With this dissertation, it is intended to improve our understanding of the effects of urban rail systems on the mobility of women, their accessibility and their extent of experiencing the city they live in, that is their urban geography. The main aim is to understand whether women who live nearby an urban rail system and who use this system have higher levels of mobility and wider urban geography when compared with those who live in places without an urban rail access and those who do not use urban rail systems. In search for the effects of metro usage on mobility, as well as the factors affecting metro usage, the study is built on four main fields in transportation studies: mode choice theory, activity based travel theory, time-geography theory and women studies. Women living on Ankara metro line and in Ke&ccedil<br>i&ouml<br>ren constitute the main case study in this thesis. With the help of a comprehensive questionnaire, applied on captive public transport women riders, it is assessed whether the Ankara metro has positive effects on the mobility of women living nearby the metro stations, whether women who use the metro have higher mobility and wider urban geography, and whether the metro can be effective in enhancing the mobility and urban geography of women who are identified as particularly vulnerable in the literature. Understanding the factors, in cases where expected positive impacts on mobility have not been realized, is also important to contribute to the theoretical discussions that the study is built on.

Cette thèse de doctorat est consacrée aux politiques de transport public gratuit, à travers des données empiriques tirées d'une analyse géographique globale de la FFPT et de programmes particuliers de FFPT à Tallinn (Estonie), Aubagne (France) et Chengdu (Chine). Le travail empirique et les réflexions qui y sont menées résultent d’un intérêt pour les « alternatives » urbaines et d’une réflexion sur la façon dont les celles-ci pourraient être identifiées et étudiées dans le domaine de transports urbains. Reconnaissant la domination des perspectives dites « néoclassiques » et « durables » sur le transport urbain, la thèse propose de remettre en cause cette domination en intégrant une dimension explicitement urbaine dans l'analyse des politiques des transports. L'objectif principal de la recherche est donc de renforcer le lien entre les traditions critiques de la théorie urbaine et la géographie des transports en analysant et en démontrant comment les politiques des transports sont également des politiques urbaines. Elle développe ainsi un cadre inspiré du concept de « droit à la ville » d’Henri Lefebvre. Cela permet d'étudier comment les politiques de transports sont étayées par des questions de gouvernance, de coalitions et de régimes urbains ;quels intérêts et acteurs elle représentent ;comment elles sont au centre de l’entre-preneurialisme urbain ainsi que des résistances aux logiques entrepreneuriales ;quel rôle elle jouent dans la compétitivité territoriale ;comment elle peuvent être explorées à travers des questions liées à la participation des travailleurs et des citoyens, en soulignant le rôle de ses travailleurs et utilisateurs. The concept and history of mobility were researched, going back to the formation of urban settlements, the evolution of the means of transportation and the negative impact generated by the increasingly intense use of motorized transport. Based on significant experiences at global, national and local scales, the study highlighted several alternatives used to mitigate the negative externalities created by the excessive use of motorized vehicles in the cities. Giving priority to the pedestrias, to non-motorized means of transportation and public transport were some of the strategies used in the three scales. In Goiânia, as well as in other cities, priority was given to public transport, by the creation of exclusive or preferential bus corridors. The results point to a better ordering of the traffic, with a more inclusive and equitable distribution of the street space.<br>Compreender a mobilidade urbana em Goiânia e a contribuição dada pelos corredores de transporte coletivo de passageiros constituiu-se no objetivo principal deste trabalho. Para tanto, buscou-se uma base conceitual e histórica da mobilidade, contemplando a formação das urbanidades, a evolução dos meios de transporte e os impactos negativos gerados a partir da intensificação do uso de transporte motorizado. Por meio de experiências expressivas em escala mundial, nacional e local, o estudo apontou diversas alternativas utilizadas para combater as externalidades negativas geradas pelo excedente veicular motorizado em circulação nas cidades. Dentre as estratégias utilizadas, nas três escalas, foi constatada a priorização de pedestres, de modos não motorizados e do transporte coletivo. Em Goiânia, assim como em outras cidades, por meio da estruturação de corredores de transporte coletivo, exclusivos e preferenciais, procurou-se estabelecer a priorização do transporte coletivo. Os resultados apontaram um melhor ordenamento no trânsito, com uma distribuição do espaço viário mais inclusiva e equânime.

Cette thèse a pour projet de poser les premiers jalons d’une recherche sur les transports publics dans deux des villes du Golfe arabo-persique, Abu Dhabi et Dubaï. Toutes deux doivent faire face à de nouveaux défis pour pérenniser le développement de leurs territoires urbains. Elles souhaitent en effet conserver leur statut de tête de pont dans l’innovation urbaine au Moyen-Orient. Elles se sont ainsi engagées dans des plans de diversification de leur économie urbaine et de développement durable (Dubaï the Smartest City, Masdar City). Au cours de cette recherche, nous analysons les nouvelles orientations de leurs politiques de planification, prises dans le but d’adapter leurs territoires urbains aux nouvelles mobilités. Elles ont connu une croissance particulièrement rapide à partir de la fin des années 1990, qui est devenue plus que signifiante à l’échelle globale depuis le milieu des années 2000. Parallèlement, et presque consécutivement elles ont mis en place une série de plans de modernisation de leurs réseaux de transports publics à Dubaï d’abord (Dubaï Tram, Dubaï Bus, Dubaï Métro) puis à Abu Dhabi (DoT Bus). Ces nouveaux développements des infrastructures de transports publics ont conduit à une remise en question du mode de fabrication de la ville au niveau des politiques d’aménagement. Comment Abu Dhabi et Dubaï se sont-elles adaptées à la mise en place des nouvelles infrastructures ? Quels en ont été les conséquences ? C’est à toutes ces réponses que se propose de répondre la thèse qui analyse les nouvelles politiques urbaines, les projets immobiliers et les logiques des acteurs impliqués dans le développement urbain des deux capitales émiriennes. Ce travail s'appuie sur un nombre d’enquêtes de terrain très important de façon à comprendre comment sont utilisés ces nouveaux réseaux et quelles sont aujourd’hui les conditions spécifiques de la mobilité des habitants de Dubaï et d’Abu Dhabi<br>This dissertation aims at setting the first bases for a research on public transport in the Arab Gulf. Abu Dhabi and Dubai are two cities facing new challenges to sustain their urban developments, wishing to stay at the cutting edge of the race for the urban innovation in the Middle East. Both are engaged in diversification plans of their urban economy to sustain their development, labelled differently for both cities (Smartest City, Masdar City). We are reviewing planning measures taken to adapt these urban territory having known a spectacular growth since the 1990s which became significant on the global scale since the 2000s. Meanwhile, and almost consecutively a large modernization plans of public transport networks have been implemented in Abu Dhabi (DoT Bus) and in Dubai (Dubai Bus, Dubai Metro, Dubai Tram). Has the city making of both cities adapted to the new conditions due to the new policies and transit network? Has the new public transport infrastructure development in the induced a renewal of the city making processes? How has the city making process and regulation adapted to the new transit network? Few surveys and mostly qualitative interview of institutional actors in the several agencies that represent the operational and legal urbanism have been a tool added to the analysis of urban policies, the study of urban projects and actors strategy involved in urban development. We aim at putting into perspective the public transport policies, the official discourses and the urban sustainable planning, with the actual developments. We will study also the way the public transit networks is used to understand to which extent it fits the urban daily mobility requirements of Dubai and Abu Dhabi

Barns mobilitet och möjlighet att på egen hand ta sig runt i staden har minskat och begränsas idag i stor utsträckning av otrygga trafiksituationer. I och med sin begränsade oberoende mobilitet exkluderas barn från stadsrummet och dess faciliteter. Oberoende mobilitet kan relateras till flera dimensioner av barns sociala, fysiska, psykiska och kognitiva välmående. Syftet med studien är att undersöka om och på vilket sätt autonoma bussar kan bidra till barns oberoende mobilitet och med hjälp av barns upplevelser och erfarenheter bidra med insikter i detta inför införandet av autonoma bussar i städer och kollektivtrafiksystem. För att göra det besvaras frågeställningarna “Hur kan autonoma bussar i transportsystemet bidra till barns oberoende mobilitet?” och “Vilka förutsättningar är nödvändiga för att autonoma bussar ska bidra till barns oberoende mobilitet?”. Undersökningen utgår från ett fall av införande av autonoma bussar i stadsmiljö och för att besvara frågeställningarna genomfördes med elever på en grundskola fokusgrupper med syfte att inhämta deltagarnas upplevelser och erfarenheter. Resultatet tyder på att införandet av autonoma bussar i ett urbant område kan bidra till barns oberoende mobilitet på flera sätt och att bussarna har vissa egenskaper som gör att de kan anpassas till barns förutsättningar. Insikter från studien kan bidra till en förståelse för hur, från barns eget perspektiv, oberoende mobilitet kan gynnas av autonoma bussar i kollektivtrafiken, samt hur tjänsten behöver utvecklas för att anpassas till denna användargrupp när autonoma bussar i större utsträckning ska implementeras i staden.<br>Children's mobility and the opportunity to get around the city on their own has decreased and is today limited to a large extent by unsafe traffic situations. Due to their limited independent mobility, children are excluded from the urban space and its facilities. Independent mobility can be related to several dimensions of children's social, physical, mental and cognitive wellbeing. The purpose of the study is to investigate if and in what way autonomous buses can contribute to children's independent mobility and, using children's experiences, provide insights into this before the introduction of autonomous buses in cities and public transport systems. To do so, the two research questions "How can autonomous buses in the transport system contribute to children's independent mobility?"and "What prerequisites are necessary for autonomous buses to contribute to children's independent mobility?" are answered. The survey is based on a case of introduction of autonomous buses in urban environments and to answer the questions three focus groups with students in a primary school were conducted with the aim of gaining the participants' experiences. The results indicate that the introduction of autonomous buses in an urban area can contribute to children's independent mobility in several ways and that the buses have certain characteristics that enable them to be adapted to children's conditions. Insights from the study can contribute to an understanding of in what way, from children's own perspective, independent mobility can benefit from autonomous buses in public transport, and how the service needs to be developed to adapt to this user group when autonomous buses are to be implemented to a greater extent in the city.

Encore méconnu il y a une trentaine d’années, le transport de marchandises en ville connaît aujourd’hui un essor scientifique incontestable, sous la tutelle d’instances nationales et internationales. Le sujet émerge aujourd’hui comme un enjeu d’autant plus fort que les modes de consommation et de gestion logistique restructurent les flux de biens et impactent la durabilité des villes. Pour autant, il semblerait que l’aménageur peine à se saisir à l’échelle locale de cette nouvelle thématique. Elément essentiel au fonctionnement du système urbain, le transport de marchandises reste ainsi un élément généralement ignoré par les décideurs publics, s’il n’est pas vécu comme une manifestation néfaste de l’activité urbaine.Dans cette thèse nous examinons, à l’échelle des collectivités territoriales l’intégration d’une thématique encore considérée comme faiblement structurante pour l’aménageur public. Si le transport de marchandises en ville a nécessité au début des années 1990 une conceptualisation différente du transport de fret interurbain, ce sujet exige également une adaptation spécifique aux enjeux que se pose l’aménageur. En ce sens nous, discutons les bases conceptuelles permettant de passer d’une approche technique et statistique du transport à la mobilité urbaine des marchandises pour englober les dynamiques du système urbain des « marchandises ». A travers neuf agglomérations françaises, nous confrontons les dispositifs stratégiques d’aménagement aux spécificités de la mobilité urbaine des marchandises et les conflits et incohérences qui en découlent. Nous développons par la suite le cas lyonnais pour illustrer les dynamiques et interactions territoriales complexes qui sous-tendent la mobilité urbaine des marchandises et l’évolution ainsi que les limites de la prise en compte de cette thématique. Enfin, pour discuter les effets de ces modes d’(in)action sur l’environnement urbain nous détaillons le processus d’intégration opérationnelle de la mobilité des marchandises dans deux opérations d’aménagement emblématiques de la ville de Lyon, le projet Lyon-Confluence et la rue Garibaldi.Malgré l’existence d’outils de mesure et d’action, nous montrons que la mobilité urbaine des marchandises est une thématique encore illégitime, en conflit avec le processus d’aménagement classique. Dans ce contexte les techniciens spécialistes du sujet se retrouvent marginalisés du processus d’aménagement mais servent toutefois d’alibi technique et politique pour afficher les capacités de réflexions de la collectivité sur une thématique complexe<br>Still widely unexplored thirty years ago, urban freight transport is now undergoing an indisputable scientific development under the tutelage of national and international institutions. This subject now emerges as a substantial issue since consumers’ behaviours and supply chain management evolutions strongly impact cities’ sustainability. However, it seems that urban planners hardly take this new topic into account on a local level. Although it is an essential function of the urban system, freight transport remains widely unregarded by public decision makers, when it is not considered as a negative consequence of urban activity.This thesis focuses on the integration of a subject envisioned as poorly structuring for urban planners, studied here at the local authorities’ level. In the 1990s the necessity emerged for urban freight transport to be conceptualised in a way that differed from interurban freight transport. We now also consider that this subject needs to be specifically adapted to suit urban planners’ issues and we discuss the conceptual bases necessary to shift from a technical and statistical approach of transport to a view of urban freight mobility encompassing the dynamics of the “urban freight” system. Relying on the examples of nine French conurbations, we then confront urban planning policies to the specificities of urban freight mobility and describe the resulting conflicts and inconsistencies. We then develop the case of Lyons to illustrate the complex territorial dynamics and interactions underlying urban freight mobility and provide an analysis of how the actors’ awareness of this topic has evolved and to what extent it can be raised. Finally, in order to study the effects the (in)actions of city planners on urban environment we detail the process of integration of freight mobility through two urban development operations in Lyons, the “Lyon Confluence” project and the Garibaldi street project.Despite the existence of measuring and action tools, we show that urban freight mobility is still an illegitimate subject, at odds with mainstream urban planning. In this context, freight specialists in local authorities are largely kept away from the planning process, but are exposed and used as an alibi to demonstrate the capacity of public authorities to work on a complex subject

No passado, embora o assunto fosse já premente, não assumia a relevância que hoje lhe é atribuída. Ao longo das últimas décadas, a gestão do estacionamento nas cidades assentou na provisão de mais infraestruturas e aumento da oferta de modo a satisfazer o crescimento da taxa de motorização da procura de estacionamento. O modelo assente no aumento da oferta é insustentável uma vez que fomenta o uso do automóvel, contribuindo para a deterioração da qualidade de vida das pessoas e das cidades. É fundamental que a gestão do estacionamento deixe de ser uma tarefa puramente operacional e se torne numa componente central de planeamento estratégico promotor de uma mobilidade urbana sustentável. Este estudo descreve e analisa as políticas de gestão do estacionamento nos municípios de Lisboa e Porto, no sentido de questionar e avaliar a sua adequabilidade à promoção de mobilidades urbanas menos dependentes no uso do automóvel particular e uma maior transferência modal para modos mais sustentáveis. Desenvolvemos uma análise comparativa da gestão de estacionamento nas duas cidades e contrastamos as práticas municipais com as boas práticas internacionais sobre a gestão do estacionamento como elemento promotor de uma mobilidade urbana sustentável.<br>Parking management and urban mobility are two of the current most pressing issues in many cities. Over the last decades, the approach to the planning and the management of parking in cities has consisted of “predict and provide” policies, that is, the provision of more off-street and on-street supply of parking in order to satisfy increasing car use and demand for parking. These policies have proven to be ineffective and unsustainable because they encourage greater car use (i.e., “induced demand”), with negative impacts on public health, the environment, and a deterioration of the quality of life in cities. This study analyses whether, and how, the public policies developed by the municipalities of Lisbon and Porto for parking management contribute to modal shift from private car to more sustainable transport modes. Para o desenvolvimento da pesquisa foram traçados quatro objetivos de pesquisa específicos: elaborar projeções para o transporte público por ônibus e desenvolver um questionário; avaliar estas projeções quanto à probabilidade de ocorrência, impacto no setor de transporte público por ônibus e desjabilidade de ocorrência das projeções, através do resultado de um painel de especialistas, utilizando o questionário desenvolvido no item anterior; avaliar a formação de um construto de fatores importantes para o transporte público por ônibus relacionados com a mobilidade urbana sustentável em cidades de pequeno e médio porte brasileiras a partir das variáveis do questionário; selecionar as variáveis que terão maior impacto para o transporte público por ônibus. O questionário foi aplicado a especialistas na área de transporte público urbano (TPU). For the development of the research, four specific research objectives were outlined: to elaborate projections for public transport by bus and to develop a questionnaire; evaluate these projections as to the probability of occurrence, impact on the public transport sector by bus and the desirability of occurrence of the projections, through the result of a panel of experts, using the questionnaire developed in the previous item; evaluate the formation of a construct of important factors for public bus transport related to sustainable urban mobility in small and medium-sized Brazilian cities based on factors and variables in the questionnaire; select the variables that will have the greatest impact on public transport by bus. Platformization affects the entire urban transport sector, effectively blurring the division between private and public transport modalities; existing public–private arrangements have started to shift as a result. This chapter analyzes and discusses the emergence of a platform ecology for urban transport, focusing on two central public values: the quality of urban transport and the organization of labor and workers’ rights. Using the prism of platform mechanisms, it analyzes how the sector of urban transport is changing societal organization in various urban areas across the world. Datafication has allowed numerous new actors to offer their bike-, car-, or ride-sharing services online; selection mechanisms help match old and new complementors with passengers. Similarly, new connective platforms are emerging, most prominently transport network companies such as Uber and Lyft that offer public and private transport options, as well as new platforms offering integrated transport services, often referred to as “mobility as a service.”

Abstract Transport plays a vital role in social inclusion, enabling people to access essential services and opportunities. Thus, while striving to reduce carbon emissions in the transport sector, the European Union (EU) must balance its environmental targets with “social sustainability” goals and address related challenges. The EU has then proposed establishing a Social Climate Fund to support households at risk of transport poverty and reduce social exclusion risks. However, measures that can help tackle this issue are either poorly defined or depending solely on survey data. This paper aims to provide analytical evidence of transport poverty in the Republic of Ireland, using high-resolution public and private transport networks and identifying where and why people might be at risk of experiencing transport poverty. The contribution to the policy discussion focuses on transport availability as the basis for the analysis. Preliminary results suggest significant differences when comparing access to opportunities, or services, by car or by public transport. With regard to the latter, the number of individuals below a predefined accessibility “sufficiency threshold” varies significantly between rural areas, or near the country border areas, and urban settings. Future work will include a broader variety of destinations and transport poverty dimensions, such as affordability and digital connectivity, population dynamics scenarios, travel demand indicators, and socioeconomic metrics.

Abstract The contribution presents a transport demand model based on open data and freely available information. The model is based on the classic sequential four-step model structure but runs on microscopic scale using disaggregate data. It includes the modes ‘walk’, ‘cycle’, ‘car’ and ‘public transport’. Various open data sources and information are used to estimate and run the model, such as OpenStreetMap data and freely available census and postal data, freely accessible information (e.g., mobility indicators) from publications of national and urban household surveys on traffic behavior or freely available information on transport costs. The result of the study is a disaggregate microscopic transport model for passenger transport. The proof of concept reveals a high initial model accuracy and its responsiveness to different measures.

AbstractThe AVENUE sustainability assessment integrates the environmental, economic and social assessment of the pilot trials of AVENUE. A step further, it adopts an interdisciplinary approach to conduct the analysis and to better understand the complexity of deploying a new form of mobility in urban areas and as part of the transportation system. The goal is to implement new mobility solutions that benefit the city and complement public transport. The findings from the social, environmental and economic impact assessments are embedded in a multidimensional set of indicators for the sustainability assessment of the automated minibuses. As a result, mobility radars are built to illustrate the assessment of the AVENUE demonstrator sites. The results reveal the state of the art of the current deployment of the automated minibuses in the AVENUE test sites. In addition, this study highlights other crucial elements for a sustainable deployment that rely on the mode of deployment of the automated minibuses, the level of integration to urban public transport or within MaaS perspective and the alignment with the city’s goals, planning and strategies for sustainable mobility. Ultimately, the automated minibuses are an innovative piece within the mobility ecosystem that could support intermodality, MaaS, mobility hubs and the use of soft modes of transport.

Abstract Electric Road Systems (ERS) are defined as a set of subsystems that enable power transfer from the road to a vehicle in motion and have the potential to reduce our dependence on fossil fuels, reduce greenhouse gas emissions, mitigate air pollutants, and minimize noise pollution in urban areas. Therefore, to maximize the social benefit and reduce the opportunity cost, specific methods must be designed to conduct an evaluation from a socio-economic perspective, contribute to the efficient allocation of public resources, analyze sustainability in the transport sector and offer reliable information based on profitability indicators to decision makers in selecting the implementation of ERS. The objective of this paper is to propose a methodology that may be useful for government institutions, entities, and agencies to evaluate the socio-economic feasibility of ERS to ensure an efficient allocation of public resources and move towards the decarbonization of the transport sector in a long-term horizon.

AbstractTransport and tourism are rising economic sectors based on their mutual growth on reliable technological tools, affordable energy sources in relatively peaceful decades. This growing trend, faced along years of sudden slowdown caused mainly by the financial and health crisis; one of the most severe and recent episodes was the COVID-19 pandemic. The pandemic outbreak is representing a global turning point for both international markets of tourism and transport which can be addressed with innovative solutions looking to retake the growing trends. In such a changing framework CIVITAS DESTINATIONS European project addressed the main challenges of tourism and resident mobility at local (rural, urban area, large city) and regional levels, focusing on six European islands (Malta, Cyprus, Elba, Crete, Gran Canaria, Madeira) aiming to implement and evaluate 83 different sustainable mobility measures. The project proves to have a cumulative relevant impact on environmental indicators such as CO2 emission avoided, fossil fuel saved and energy saved. Additionally, the project findings focus on the quality of life and economic development to grant long-run environmental and financial sustainability of tourism and transport at the local and regional levels. The main aspects observed were related to public participation and governance models in touristic mobility integrated with the residents’ needs, touristic mobility the island, role of technologies to focus on final user needs, growing trends of elder and disabled people, new integrated and innovative business in tourism and mobility markets, health at the core of future trends.

The purpose of this article is to explore the role of cycling tourism in promoting sustainable urban mobility and environmentally friendly tourism practices, with a focus on the Czech Republic. The study investigates the motivations, behaviors, and preferences of cycling tourists, particularly in the post-COVID-19 context. Findings reveal that relaxation and exploring new destinations are primary motivations for cyclists, who favor dedicated cycling paths over mixed road traffic. Generation Z tends to use bicycles for leisure activities with friends, rather than for long-distance touring. Contrary to expectations, the availability of charging stations for e-bikes is not yet a significant factor influencing cycling route choices in the country. The results also show that, during long-distance cycling trips, tourists tend to prefer local guesthouses or alternative forms of accommodation over hotels. Cyclists also prioritize routes that are close to amenities such as dining facilities, highlighting the importance of accessible infrastructure. Furthermore, after the pandemic, there has been a shift towards active forms of mobility, such as walking and cycling, over the use of public transport. This study provides valuable insights into how cycling tourism can contribute to sustainability goals by promoting eco-friendly travel options and encouraging urban planners to develop cycling-friendly infrastructure. The findings suggest that cycling tourism is an important driver of sustainable urban mobility, offering a model for integrating tourism with broader urban development strategies focused on reducing environmental impacts.

The assumptions and projects of the strategic plans of the first decades of the 21st century, whose conceptions adopt transit oriented development as a principle, are evaluated. The methodology consists of analyzing and comparing the proposals for urban structuring associated with the mobility of strategic plans and projects in São Paulo between 2002 and 2014 related to the territories of subprefectures in the East Zone of the metropolis of São Paulo, having as object the proposals for structuring and qualification of peripheral centralities in the contemporary post-industrial metropolis. Public transportation systems play a crucial role in providing residents with accessible transportation options in urban areas, and buses serve as the primary mode of public transportation in the Tirana Metropolitan Area due to various factors such as infrastructure limitations and urban planning challenges. This study utilises multi-criteria analysis (MCA) to evaluate 25 bus lines within the Tirana Metropolitan Area, aiming to assess their institutional impact, environmental footprint, and socioeconomic effects. The research seeks to provide insights into how these bus routes contribute to environmental sustainability, community well-being, and institutional compliance while aligning with the Sustainable Development Goals (SDGs). A comparative analysis with Vienna’s public transportation system, renowned for its advanced network, highlights the challenges faced by Tirana in achieving a sustainable and efficient mobility system. Geographic mapping of public transportation stations and lines in Tirana reveals discrepancies in coverage, accessibility, and effectiveness across municipalities. Through MCA, the study systematically assesses key indicators to identify the strengths and weaknesses of each bus line. Results indicate that "The Green Line" emerges as the top-performing public transport line with a rating of 9.4, while “Qyteti Studenti” is identified as the least effective line with a rating of 3.2.

The present study deals with the systematic analysis of the bus network characteristics in many Italian cities and towns, characterized by a supply of public transport services mainly based on buses. The aim of the analysis is to derive the key characteristics for providing effective public transport services. The database built for the study is related to 54 municipalities, with a population from 80,000 to 360,000 inhabitants, and it is composed by a large set of indicators about supply and demand of the bus services network and of the territorial characteristics of the municipalities. The results of the analysis permit to underline the existence of very different condition about level of provided services, impacting on the level of demand using the public transport. These differences are not only related to the territorial characteristics but are also due to completely different characteristics of the supply.

&lt;div class="section abstract"&gt;&lt;div class="htmlview paragraph"&gt;With the rapid development of urban transportation systems and the increasing complexity of travel patterns, transport push-pull mobility analysis helps us understand the fundamental question of "why certain areas generate or attract traffic flows," thereby guiding urban transport planning decisions. However, existing studies have not explored the strength and spatial heterogeneity patterns of transport mobility forces in different urban areas from a traffic flow perspective. To address this gap, this paper proposes measurement methods for absolute and relative transport mobility through the lens of push-pull forces. These methods can evaluate the traffic generation and attraction forces of each location based on travel flow data between places. The model constructed in this study follows the assumption that an area with high traffic inflow, especially from distant locations, indicates strong attraction force; conversely, if many travelers depart from a location, particularly to distant destinations, it indicates strong generation force. Using docked public bicycle trip data from Suzhou, China, we conducted an empirical analysis based on the proposed methods. The results show that traffic generation and attraction forces are stronger in both urban suburbs and city centers, with this pattern being more pronounced in attraction forces. Additionally, districts with both high attraction and generation forces tend to show spatial clustering, while districts with low travel demands in both aspects demonstrate less apparent aggregation. This study provides a novel method for measuring regional transport mobility forces while offering scientific evidence for developing differentiated urban transportation strategies and improving shared transit services.&lt;/div&gt;&lt;/div&gt;

This study to analyze the development of Public Transportation in the application of smart cities in the United States, China, Italy, and Brazil. The result of public transportation services dramatically contributes to increase mobility, and safety, as well as having a positive impact in urban areas. This research method uses a qualitative approach to bibliometric analysis. The data source is taken from the Scopus and articles searched for the last ten years (2012-2021) using keywords smart city and public transportation. The data found, 293 articles, with the top four countries having the highest number of articles. United States by 41, China by 32, Italy by 23, and Brazil by 20. The data analysis technique in this study used the Nvivo12plus and Vosviwer. The study results there are three concept findings in the development of public transportation; mobility, policy, and connectivity. The four countries have different focuses on implementing public transportation. United States focuses on mobility, policy, and connectivity with indicators such as urban mobility, intelligent transportation management, and governance. China focuses on mobility and connectivity, smart urban mobility, criteria, infrastructure, economy, and the environment, China is not the policy concept. Italy and Brazil also focus on the idea of mobility and policy with indicators that focus on the progress of urban mobility analysis and efforts to improve the convenience of public transportation to increase demand. The concept of connectivity has not been a concern for Italy and Brazil. Within these four countries, the United States dominates the development of public transportation, because it has fulfilled the three concepts of public transportation, namely mobility, policy, and connectivity. It is hoped that from the analysis of the development of this research, the four countries can further improve technological advances based on the Intelligent Transport System (ITS) to make public transportation smarter.

Background: The Transport, Health and Environment Pan-European Programme (THE PEP) is the first and only international programme (UNECE) designed to integrate environmental and health aspects into transport, mobility and urban planning policies. Serbian health sector has joined THE PEP team in 2014. with an assignment to introduce topic of active and sustainable mobility into the public health agenda. Methods and Objectives: In order to update THE PEP process with data from Serbia on the issue of healthy and active youth mobility, we used those available from the activities of the IPHS: "Health Behaviour in School-aged children" (2018 and 2022 surveys). Our aim was to present indicators of youth active mobility provided by the public health sector, as contribution of Serbia in THE PEP process. Results: There is a mild increase in obesity trend in boys in a 2022 survey, compared to the one in 2018 with 24.8% vs 21.8%; girls were more malnurished than boys in both surveys: 15.4% vs. 8.3% in 2018 and 14.1% vs.9.6% in 2022. Comparing percentage of pupils practicing physical activity 60 min/day in three age groups (grades fifth and seventh of primary school and first of gymnasium) in both girls and boys it has declined lineary with age, in both surveys. Percentage of students physically active outside regular school hours ≥ 3 times per week shows a clear decrease in girls in all three age groups (from 80.4% to 71.4% and finally 58.7% in gymnasium) in both surveys, while being physically active out of school is more ballanced in boys ranging from 83.1 - 80.4%. Conclusions: In order to enhance healthy youth active mobility different sectors should get involved, through promoting healthy life styles from pre-school and school age, building up capacities for better traffic safety of children, continuous air quality monitoring, with a definite aim to provide growing up of healthy adults free of NCDs.

Integrating diverse transportation modes into a single route for seamless mobility is necessary to revolutionize the cities into smart cities. Qatar is currently leading the pace of smart growth by investing profoundly in smart cities infrastructure and evolving mobility technologies. This paper explores: (i) the progress of the smart mobility development and initiatives in Qatar, (ii) the Multimodal transport system in one of its smart cities, Msheireb Downtown Doha (MDD) and (iii) how the Multimodal transport system could be influenced in the light of emerging transportation technologies like Autonomous Vehicles (AVs). The study investigates in-depth the transport network of the city and makes an exploratory analysis. The qualitative approach is used in doing secondary research and performing on-site observations. On-site observations for the smart mobility assessment involved assessing indicators like walkability, cycling, inter-modality and transportation hubs and the overall public transport system in MDD. It is concluded that there is still room for improvement when it comes to developing the intermodal network for the mobility enhancement and deployment of AVs. The outcome of the study is the investigation of the smart mobility initiatives adopted in Qatar, the assessment of multimodal transport pattern of MDD, and a bus route proposal in the era of AVs.

Urban sustainability requires reducing the environmental footprint of urban mobility. To achieve this goal public transport becomes key due to its lower impact on congestion, pollution, accidents and greenhouse gas emissions as compared to private transport. Thus, encouraging public transport use is a frequent goal among city authorities. For this, they often devote an important fraction of their budget to improve the quality of its service. Many cities subsidize not just the infrastructure for public transport, but also its operation based on (some of) the following reasons. 1. As a second-best policy since charging additional fees to automobile drivers to correct negative externalities may be impractical (if the externality is trip specific) or politically unfeasible. 2. Due to the Mohring effect in which the optimal frequency and network density of services grow with the demand. Thus, the waiting and access time drop for every user in the system when the demand grows, implying that the marginal social cost is lower than the average social cost (Mohring, 1972). 3. Following distributional concerns, since often lower income people use public transport more intensively.

The urban population of Africa, the fastest urbanizing continent, has increased from 19% to 39% in the past 50 years, and the number of urban dwellers is projected to reach 770 million by 2030. However, while rapid urbanization has increased mobility and created a subsequent growth in demand for public transport in cities, this has not been met by the provision of adequate and sustainable infrastructure and services. The majority of low-income residents and the urban poor still lack access to adequate transport services and rely on non-motorized and public transport, which is often informal and characterized by poor service delivery. Lack of access to transport services limits access to opportunities that aren’t in the proximity of residential areas, such as education, healthcare, and employment. The urban public transport sector not only faces the challenge of poor service provision, but also of gender inequality. Research shows that, in the existing urban transport systems, there are significant differences in the travel patterns of and modes of transport used by women and men, and that these differences are associated with their roles and responsibilities in society. Moreover, the differences in travel patterns are characterized by unequal access to transport facilities and services. Women are generally underrepresented in the sector, in both its operation and decision-making. Women’s mobility needs and patterns are rarely integrated into transport infrastructure design and services and female users are often victims of harassment and assault. As cities rapidly expand, meeting the transport needs of their growing populations while paying attention to gender-differentiated mobility patterns is a prerequisite to achieving sustainability, livability and inclusivity. Gender mainstreaming in urban public transport is therefore a critical issue, but one which is under-researched in East Africa. This research explores gender issues in public transport in East Africa, focusing in particular on women’s inclusion in both public transport systems and transport policy decision-making processes and using case studies from three cities: Nairobi, Kampala and Dar es Salaam.

This evaluation expands a previous evaluation of the Office of Evaluation and Oversight of the BRT project results with respect to their objectives of improving mobility and access for the poor. It assesses the effects of Cali's and Lima's BRT systems on mobility and accessibility of the poor, with a specific focus on the integration of feeder lines in the poor areas of the cities, taking into account pre-existing public transit operations. In addition, OVE identifies determinants of and barriers to BRT use among the poor in Lima and Cali. In particular, the analysis assesses the systems' coverage, affordability, and accessibility and the relative roles of access times, in-vehicle time, and monetary costs in explaining mobility preferences, in order to improve the design and operation of future BRT systems with pro-poor objectives.

This report, elaborated by the University of West Indies (St. Augustine campus) and the Inter-American Development Bank (IDB), aims to provide insights about a series of public consultations with stakeholders in the country, and has the goal of presenting the results as a contribution to the efforts the Government of the Republic of Trinidad and Tobago is already doing in the development of electro mobility. Investments in green and resilient infrastructure can contribute to the sustainable development of the country and thus improve the quality of life of the local society.

Abstract:
Transport Network Companies (TNCs) have become a popular alternative for mobility due to their ability to provide on-demand flexible mobility services. By offering smartphone-based, ride-hailing services capable of satisfying specific travel needs, these modes have transformed urban mobility worldwide. However, to-date, few studies have examined the impacts in the Latin American context. This analysis is a critical first step in developing policies to promote efficient and sustainable transport systems in the Latin-American region. This research examines the factors affecting the adoption of on-demand ride services in Medellín, Colombia. It also explores whether these are substituting or competing with public transit. First, it provides a descriptive analysis in which we relate the usage of platform-based services with neighborhood characteristics, socioeconomic information of individuals and families, and trip-level details. Next, factors contributing to the election of platform-based services modeled using discrete choice models. The results show that wealthy and highly educated families with low vehicle availability are more likely to use TNCs compared to other groups in Medellín. Evidence also points at gender effects, with being female significantly increasing the probability of using a TNC service. Finally, we observe both transit complementary and substitution patterns of use, depending on the context and by whom the service is requested.

Abstract:
Accessibility is fundamental to ensuring human dignity, well-being, and quality of life, as it determines people's possibilities to access employment, education, leisure, basic services, among others, through the use of transport systems. Accessibility is an indicator that allows measuring territorial equity in mobility and transcending conventional approaches based on estimating transport demand and infrastructure supply. The lack of opportunities for citizen participation and the limited availability of data on transport barriers for specific groups, among other factors, lead to the repetition of traditional models for mobility diagnosis and planning that deepen exclusions. This policy brief introduces a series of recommendations, actions, and a case study as a reference to guide the formulation of urban mobility projects with territorial equity that aim to close accessibility gaps in popular self-built neighbourhoods.

The Latin American and Caribbean region offers a rich history of innovative policies and investments in urban mobility. We review some of these experiences with the aim of extracting lessons that can provide guidance to policymakers in the design and implementation of successful urban transport reforms. Special emphasis is placed on users' welfare and how different policies impinge on their interests and behavior. Many reforms have faced difficulties by not considering the consequences of policy initiatives on users' welfare, especially their impact on time costs. Another relevant theme discussed in this document is that modern high-quality transit systems are expensive and fare revenues will generally not be sufficient to fund an ambitious reform. If public funds are not available, it is advisable to reduce the scope and scale of reform. Fortunately, there are many low-cost options to improve urban mobility. Furthermore, some pricing policies can improve mobility while raising revenues at the same time; resources that can then be used to subsidize transit services. While the optimal policy package will depend on the specific circumstances of each city and the available funding, what cannot be overlooked is the interest of users and passengers. Policymakers must always place themselves in their shoes and think through how their intended intervention will affect their travel experience, time and financial cost.

With a few exceptions, research on ride-hailing has focused on North American cities. Previous studies have identified the characteristics and preferences of ride-hailing adopters in a handful of cities. However, given their marked geographical focus, the relevance and applicability of such work to the practice of transport planning and regulation in cities in the Global South is minimal. In developing cities, the entrance of new transport services follows very different trajectories to those in North America and Europe, facing additional social, economic, and cultural challenges, and involving different strategies. Moreover, the determinants of mode choice might be mediated by social issues such as the perception of crime and the risk of sexual harassment in public transportation, which is often experienced by women in large cities such as Mexico. This paper examines ride-hailing in the Metropolitan Area of Mexico City, unpacking the characteristics of its users, the ways they differ from users of other transport modes, and the implications for urban mobility. Building on the household travel survey from 2017, our analytical approach is based on a set of categorical models. Findings suggest that gender, age, education, and being more mobile are determinants of ride-hailing adoption. The analysis shows that ride-hailing is used for occasional trips, and it is usually done for leisure and health trips as well as for night trips. The study also reflects on ride-hailings implications for the way women access the city.
