Abstract:

Urban renewal is not a simple process of demolishing the old material entities in a city and rebuilding some new ones, but a kind of human behavior which aims at solving all barriers to city development and making the city development sustainable. Urban renewal is a continuous, dynamic and long-term development process, in this process, the emphasis of using a prospective, dynamic and comprehensive urban renewal planning system is of great instructive significance. In the urban renewal planning system, urban positioning is the key factor for its successful implementation. This paper will analyze the influence on urban renewal of three aspects in the city positioning and put forward an accurate urban positioning method for promoting urban renewal to a healthy and sustainable development by taking the influence on urban renewal of Liuzhou city positioning as the example.

Abstract:

This paper examines how India’s national urban development agenda is reshaping relationships between national, State and city-level governments. Jawaharlal Nehru National Urban Renewal Mission, the flagship programme that heralded a new era of urban investment in India, contained a range of key governance aspirations: linking the analysis of urban poverty to city-level planning, developing holistic housing solutions for the urban poor, and above all empowering Urban Local Bodies to re-balance relationships between State and city-level governments in favour of the latter. Here, we trace Jawaharlal Nehru National Urban Renewal Mission’s implementation in Kerala’s capital city, Trivandrum (Thiruvananthapuram), where the city’s decentralised urban governance structure and use of ‘pro-poor’ institutions to implement housing upgrade programmes could have made it an exemplar of success. In practice, Trivandrum’s ‘city visioning’ exercises and the housing projects it has undertaken have fallen short of Jawaharlal Nehru National Urban Renewal Mission’s lofty goals. The contradictions between empowering cities and retaining centralised control embedded within this national programme, and the unintended city-level consequences of striving for Jawaharlal Nehru National Urban Renewal Mission funding success, have reshaped urban governance in ways not envisaged within policy. As a result, Jawaharlal Nehru National Urban Renewal Mission has been important in rescaling governance relationships through three interlinked dynamics of problem framing, technologies of governance and the scalar strategy of driving reform ‘from above’ that together have ensured the national state’s continued influence over the practices of urban governance in India.

Abstract:

Urban renewal is not only the physical form update, but also its internal economic and social factors update. Under the market economic system, sustainable economic regeneration is a viable way to renew the historic area. So the planning should use more effective methods based on market conditions in practices such as the programming methods. Programming is aimed at the understanding of the value in historic city, determine the appropriate development orientation, coordinate the multiple subjects of interest, transfer the function to increase the economic value, in order to promote the protection and renew of the physical environment in a sustainable circle. According to the requirements of project practice, design programming can divide in five phases in working, including: site evaluation, project objective, development mode, benefits estimate and implementation strategy.

Abstract:

Along with the increasing development of Chinese urbanization, there have been a lot of cities facing the problem of old city renewal. However, during the process of re-plan and reconstruction of the old city, there is a series of changing that refers to the changing of land-use function, adjustment of land layout and the improvement of development intensity, which would change the load and setting of the urban infrastructures. Therefore, how to renew the municipal facilities safely and effectively to guarantee the routine life of people has become a crucial problem in the old city renewal. This paper takes the case study of Hengdaohezi town emphasizing the discussion on re-planning the municipal facilities in the process of old city renewal. Here, the author suggested that municipal facility planning should be carried out under the premise of safety and reliability. In the process of analysis, it should give consideration on the change of urban function and character as well, in order to make the municipal facility planning more scientific and reasonable providing support for the old city renewal from the perspective of municipal engineering.

Abstract:

The old city renewal is an unavoidable topic in the city development. The updated residential planning is the important content. The problem in old city renewal can’t be solved only through the traditional urban planning theory. In this paper, we propose a new idea by means of the principle of environmental awareness from the point of view of sustainability, the urban ecological environment, construction methods and urban development. In light of the existing problems, we put forward the appropriate measures like mixed zoning, open residential networks, public facilities and the city sharing, landscape for the city service and the preservation of historic sites.

This study uses the case of Nuremberg to investigate the regional pattern of renewal in urban residential areas on a middle scale from the standpoint of physical and social structure in Ger-many since the 1970s when the supply of dwellings surpassed demand and many urban renewal projects have been carried out. I study the regional pattern of social structure, social housing units, urban renewal projects and the number of construction in the urban area. The regional pattern of renewal is divided into two types in the urban area located within a radius of 3 km from the city center and in the southern area.

Abstract:

Squatting as a housing strategy and as a tool of urban social movements accompanies the development of capitalist cities worldwide. We argue that the dynamics of squatter movements are directly connected to strategies of urban renewal in that movement conjunctures occur when urban regimes are in crisis. An analysis of the history of Berlin squatter movements, their political context and their effects on urban policies since the 1970s, clearly shows how massive mobilizations at the beginning of the 1980s and in the early 1990s developed in a context of transition in regimes of urban renewal. The crisis of Fordist city planning at the end of the 1970s provoked a movement of ‘rehab squatting' (Instandbesetzung), which contributed to the institutionalization of ‘cautious urban renewal' (behutsame Stadterneuerung) in an important way. The second rupture in Berlin's urban renewal became apparent in 1989 and 1990, when the necessity of restoring whole inner-city districts constituted a new, budget-straining challenge for urban policymaking. Whilst in the 1980s the squatter movement became a central condition for and a political factor of the transition to ‘cautious urban renewal', in the 1990s largescale squatting - mainly in the eastern parts of the city - is better understood as an alien element in times of neoliberal urban restructuring.

Abstract:

China has entered the era of ecological civilization, it is necessary to explore a path of sustainable development. This study collect block level cases of environment improvement in Europe from the UN - HABITAT Best Practices Database. On this basis, complement other related research. In addition, supplement the eco-renewal cases by my on-the-spot investigation in Europe. Collect all cases together, and cancel the cases which are out of topic, ultimately select 41 cases of the block level, finally establish the case base of eco-renewal projects in block level. Then, refine the design methods of eco-renewal from each case, collect and sort the methods from above cases to summarize and concise universal ecological design method, to explore the sustainable ecological design rules and regularities of distribution. My study provides the advanced ecological spectrum of design methods for China's city blocks sustainable update. Make a contribution to the urban transformation development of developing countries in the future.

Abstract:

With the acceleration of urbanization and the frequent occurrence of residents' physical and mental health problems, public health has become one of the most important factors in urban development. And building healthy communities is an effective measure to improve public health. In the context of smart growth planning, community renewal is an important part of building healthy communities. To a certain extent, introducing the concept of healthy city into community micro-renewal can promote residents' physical and mental health and social equity, among which we introduce the method of health impact assessment. Community health impact assessment points of three stages, including micro update assessment preparation, project evaluation analysis and implementation, in order to determine the factors affecting health, the health improvement measures and the results of evaluation, planning and design projects to residents health gain role play to the largest. This Assessment implementation mobilized public participation, strengthen the cooperation of the parties, also let residents pay attention to health problems. Taking the renewal of public space in Dashilan community courtyard as an example, this paper explores the application of health impact assessment in practical projects and summarizes the shortcomings in practice. It is a new exploration to introduce the concept of healthy community in community microrenewal, which provides new ideas for building healthy cities and improving public health in China.

Abstract:

Lima, the capital city of Peru, is situated within the country's desert region on the Pacific coast and bordered by the Andes Mountains to the East. It is one of the most fast developing city shifting from both formal and informal urban construction. While traditional renewal model and strategy cannot deal with new situation and complex urban problems of this mega city due to its inner and outer contradictions and complexity. This paper analyses the current situation of San Martin de Porres, a typical district in the northern part of the city, which grew towards the Chillon river corridor mainly during the second half of the twentieth century. It conducts investigation and analysis on the current situation related to social, economy and infrastructure system in this district. It shows that from the perspective of planning and design, urban scale top-down interventions have little positive impact on individual realities. On the opposite, much of the society's knowledge and useful space are created by the residents' active behaviour and informal activities, which belong to the bottomup strategy, and they provide the source for urban vitality. Based on the above content, the paper puts forward the micro-regeneration strategy based on the theory of organic renewal and daily life, which mainly includes three aspects: urban catalysts, space design and corporate mechanism construction. The paper investigate different potential urban catalysts based on the feature of different functional space. It includes the most symbolic area that the latter design would applied to the whole province practically. Space design consists of four aspects: riverbank reuse, street renovation, community building and neighbourhood space transformation. The paper introduces community-based organization and governmental structure based on current top-down model and residents' activities in order to push on the practical work that all the other area could follow. It tries to stimulate the improvement of the current situation and hopes to provide a new mode for the development of this mega city and similar practice

Abstract:

Valencian old town –locally called Ciutat Vella- suffered a huge transformation along 20th century. In was almost the whole city in 1900, and became less than 5% of the urban area in 2000. There was not only a process of architectural replacement, but a complete series of plans trying to update the historic spaces. There were three specific stages for those town planning proposals, made by public administrations but not always as public execution. The first group was developed at the beginning of the century following hygienic principles, with public both planning and execution. A second group, in the middle of that time, collected a series of punctual urban corrections and a huge new urban axis -Avenida del Oeste-; all these specially built by private investors. The third, final group of interventions occurred after Bologna protections principles, and the specific treatment of degraded areas into city centre. In this last, the most recent interventions can be studied the hard influence of previous urban fabric in the process of creating new urban spaces. Both historic slots’ and blocks’ geometry provide the definition for further street sections; but, in the other hand, those new street edges must be geometrically balanced with the possibility of construction of the new buildings behind them: structural geometries and functional measures must be attended. So, in this paper a series of clarifying samples are shown about the processes of public urban renewal implementation built in Valencia along the last third of 20th century.

Abstract:

Traffic congestion has become the main phenomenon of agglomeration dis-economy in urban. Adjusting spatial structure to improve traffic efficiency and reduce traffic pollution has become an important issue of urban sustainable development. The study adopts the social survey method to test the traffic performance of Harbin polycentric spatial structure. Combine with the colocation hypothesis, the paper analyzes the influencing factors of polycentric commuting distance and commuting time. The results show that the average commuting distance of centers is greater than that in the city, and the proportion of long-distance commuting is higher, but the faster commuting speed in the fringe area subcenters makes average commuting time shorter than that in the city. The importance of commuting costs is insufficient, the employment and residential location resources are extremely unbalanced, and they influence location selection of residence and employment and makes long-distance commuting economically reasonable. The fundamental ways to improve the traffic performance of polycentric spatial structure are to face up to the rationality of long-distance commuting and traffic demand, in urban renewal, adjusting commuting cost and the spatial layout of residential and employment resources, improving the balance between occupation and housing, promoting sustainable urban development.

Abstract:

Based on the social dimension, this paper constructed an analytical framework for the improvement of livable quality in the old urban areas of large cities, and took the old urban areas of Wuhan as the research area to analyze the development difficulties faced by the old urban areas of Wuhan by means of field investigation, interview and questionnaire survey. The research shows that the rapid expansion of Wuhan city not only promotes the renewal of the old city, but also gives rise to a series of problems, such as the contradiction between social resources and human needs caused by the change of social structure, the reconstruction of social relations breaking the original social stability, and the loss of urban vitality caused by the shaping of urban characteristics. Therefore, based on the social perspective, this paper analyzes the social problems and their forming mechanism in the livable development of the old urban areas of large cities, puts forward the path framework for improving the livable quality of the old urban areas of large cities, and discusses the strategies for improving the livable quality of the old urban areas with examples to promote the livable development of the old urban areas of large cities.

Abstract:

Like most historic and cultural cities in China, the historic urban area of JingMen city is facing a typical spatial problem of fragmentation and fuzzification. This study is focused on exploring a method for evaluating the existing values of historic urban area based on spatial prototype. As a built-up relationship of historic city, spatial prototype has habitual structural characteristics and formal modulus. It is the inherent logic and order rules behind the scattered historic environment, providing a clue to understand the spatial characteristics and a basis for guiding the construction and conservation in historic urban areas. Three criteria, the resolution of historical elements, the integrity of historical structure and the renewal potential of associated plots, were selected to construct the assessment system. These three dimensions are linked to the spatial prototype and its constituent elements, as well as the transformation relationship in ancient and present day. The results showed that historic urban areas have changed from a holistic city to different existing types dominated by their historic structure elements. Finally, a constructive conservation strategy should be adopted to enhance the integrity of historic urban area based on the trace of spatial prototype and evaluation results.

Abstract:

With the implementation of benefit-oriented urban renewal, many historical blocks have lost their identifiability. The historical block is an external entity that is a presentation of urban culture. The disappearance and homogenization of the historical block have directly led to the city losing its place attachment, with the overall identifiability of urban areas becoming weakened. Therefore, it is essential to develop a strategy to protect historical block identifiability in urban planning. Traditional urban planning is dominated by government and developers and is highly dependent on planners’ experience-based judgment but lacks quantitative analysis of public participation. As a result, it is difficult to carry out an objective and comprehensive analysis when facing the complicated situation of historical blocks. The issue of public participation has become an essential issue in the process of urban construction and renewal in China and other developing countries. Based on an analysis of the concept and the characteristics and techniques prevalent in the data age, this article discusses (1) the method and mechanism of public participation in the protection of urban historical blocks and (2) the content and structures of public participation platforms for historical districts. Research indicates that the application of cloud technology and reasonable platform design is the focus of public participation in historical block protection, which can change public participation from passive to active, from “lagged” to “synchronized”.
