Abstract:
The urban renewal approach is generally carried out with both physical and economic appoach. A community-based development/urban renewal approach is used for long-term results, therefore it is rarely done. Community based urban renewal study is very important because the impact is more sustainable. Urban renewal of red-light district Putat Jaya Surabaya is carried out to resolve the pressure and social economic change, which is the closing of Dolly and Jarak (Putat Jaya). The Government of Surabaya has been using a community based approach in conducting the renewal, but in doing so the Government of Surabaya has no reference, especially the know-how mechanism of a community based development. This study aims to evaluate and formulate a community-based urban renewal mechanism, so that it can be a reference in the implementation of urban renewal. The results showed that the efforts made by the Surabaya of Government had not fully met the principles of community-based urban renewal where the community had a central role in the preparation and implementation of plans and monitoring of the results of urban renewal in a participatory manner.

Abstract:
The urban renewal concept is one of the city development policies approaches. It promotes profit optimization in urban areas. However, this is done by eroding existing slums and ending with injustice for the community. For this reason, city development policies need to direct urban renewal implementation based on community development. The question arises whether urban renewal needs to be applied for urban areas in Indonesia, whether urban renewal brings certain benefits in achieving a more humane society development and its limits. This article aims to provide a theoretical understanding of the considerations and implications for its application through illustrative case studies from several major cities in Indonesia. This study evaluates urban renewal ideas from a community development viewpoint, through descriptive, evaluative analysis and literature. Study results show that urban renewal is necessary for cities in Indonesia in terms of policies that make the city center become a more competitive business area and generate maximum urban profits through tax revenues. On the other hand, this is done to beautify the city's face, which will automatically improve community development in cities and suburbs. Local wisdom in the context of a city's development policy choice base is a limitation for its implementation optimality.

Abstract:
Since the 1990s, Shanghai has experienced massive urban development and renewal as ways to respond to its demographic, economic, and living space needs. Previous policies have led to the demolishment of many historical communities and valuable heritage housing. The existing ones continue to face extreme threats, such as bad physical conditions and the marginalization of communities. Yet there is a recent trend that emphasizes sustainable urban renewal named microregeneration (微更新), launched by municipal and local states since 2016. One of the main approaches of the initiative was to form new urban coalitions to focus on collaborative governance that helps integrate different agents’ expertise and values for more sustainable urban developments and renewals. This paper explores two cases on how this concept has emerged. The first case is An Shan Si Cun (鞍山四村). This housing block was built in the 1950s for employees of some state-owned enterprises. The second case is Jing Lao Cun (敬老邨). This alley house neighborhood was built in 1930s for migrants who came to Shanghai. Furthermore, this paper is to explore and compare their approaches to sustainable urban renewal, which attempts to preserve these communities that represent cultural and built heritage in Shanghai. Specifically, this paper examines the challenges and accomplishments of these experiments, and discusses policy implications for future tactics of sustainable urban renewal.

To solve several “inorganic” problems generated recently by community development in China (e.g., waste of social resources, environmental pollution, and decreased economic energy efficiency), focus should be on improving the community traffic organic micro-circulation system. As a historic and mixed functional urban community, the micro-circulation system of Xi'an Railway Bureau exhibits representativeness and complexity. Based on existing research results and years of follow-up investigations, which concentrate on circulation patterns and inherent organic development requirements of the community traffic micro-circulation system, this paper builds an evaluation index system. Value function method was used to implement the index factor quantitative analysis and comprehensive evaluation. Several related strategies were proposed to improve the organic micro-circulation system of the community, which is based on the analysis of the evaluation, in order to adopt the trend in both increasing urban development and stock updating. The analysis results demonstrate that it is necessary to present guiding renewal strategies on community land, road, people, and the environment for those mixed functional communities which use progressive renewed mode. It compensates the problems of overly strong export-oriented system, which is caused by the lack of organic traffic micro-circulation, so as to achieve the selective opening of community external. The study mainly highlights the significance of the systematic analysis of evaluation in influencing strategies on community renewal.

AbstractThis article examines the liberal Protestant encounter with the urban renewal programs that remade U.S. cities after World War II. Suburbanization had punishing consequences for cities and threatened the already tenuous presence of liberal Protestants there. The concept of renewal—in both its religious and secular dimensions—promised a solution to these problems. Many renewalists, those clergy and laypeople who viewed deteriorating urban neighborhoods as an opportunity to restore Church unity, initially embraced urban renewal as a secular corollary to their work. But the interaction among ecclesial organizations, government, and inner city parishioners over its implementation exacerbated tensions within liberal Protestantism. Many who initially supported urban renewal came to conclude that its results did not match their own objectives. By supporting challenges to redevelopment from African Americans, Latinos, and other urban residents, renewalists criticized the Church for what they believed to be complicity in the degradation of Christian culture and the urban environment.This history demonstrates the mutual influence of culture and organizational structure within liberal Protestantism and the impact of those changes on secular society. Renewalists grappling with urban renewal programs interpreted both theological and secular concepts through their own experiences with city populations, Church bodies, government, and redevelopment agencies. Their subsequent actions prompted mainline denominational leaders to support, for a time, at least, ministries geared more towards to indigenous community development. Such ministries reflected a more pluralist conception of society and the Church's role in it. Eventually, renewalists' opponents turned this pluralist conception on its head, decentralizing the church bureaucracies that had funded their ministries. An analogous process took place in the urban renewal programs themselves, underscoring the ways in which religious and urban histories intersect.

Abstract:
Through uneven processes of planning by a multiplicity of participants, Edinburgh’s built environment continues to emerge as the product of many competing strategies and projects of development. The 2005 proposal of a dramatic new development intended for an area of the city’s Old Town represents one such project in which many powerful municipal and commercial institutions are invested. As one of the last remaining residential areas of the Old Town, the population of which has experienced in recent decades a gradual transformation towards transience, the Canongate became the focus of a heated campaign organised by remaining residents who sought to claim their rights to participation in the redevelopment of their neighbourhood. This thesis explores the efforts of these campaigners to accomplish a Deleuzian reterritorialisation of the Canongate, in the face of perceived threats to its community, territorial identity and built environment, represented by the development proposal named Caltongate. The remarkable success of the campaign in cultivating a sense of community belonging and mobilising residents in collaborative efforts at reimagining alternative futures for the Canongate was ultimately unable to affect Caltongate’s approval through formalised bureaucratic procedures. Through an innovative programme of community research and representation, however, the campaigners have impacted subsequent community-led planning efforts throughout the Old Town, which emphasise small-scale development that is accountable to both the residential community and the built heritage of the Old Town. The relationship between the Canongate neighbourhood and the proposed Caltongate development, which is currently suspended in the depressed economic climate, emerges in this thesis as mutually constructive, as well as principally opposed.

With the acceleration of urbanization and the frequent occurrence of residents' physical and mental health problems, public health has become one of the most important factors in urban development. And building healthy communities is an effective measure to improve public health. In the context of smart growth planning, community renewal is an important part of building healthy communities. To a certain extent, introducing the concept of healthy city into community micro-renewal can promote residents' physical and mental health and social equity, among which we introduce the method of health impact assessment. Community health impact assessment points of three stages, including micro update assessment preparation, project evaluation analysis and implementation, in order to determine the factors affecting health, the health improvement measures and the results of evaluation, planning and design projects to residents health gain role play to the largest. This Assessment implementation mobilized public participation, strengthen the cooperation of the parties, also let residents pay attention to health problems. Taking the renewal of public space in Dashilan community courtyard as an example, this paper explores the application of health impact assessment in practical projects and summarizes the shortcomings in practice. It is a new exploration to introduce the concept of healthy community in community microrenewal, which provides new ideas for building healthy cities and improving public health in China.

Lima, the capital city of Peru, is situated within the country's desert region on the Pacific coast and bordered by the Andes Mountains to the East. It is one of the most fast developing city shifting from both formal and informal urban construction. While traditional renewal model and strategy cannot deal with new situation and complex urban problems of this mega city due to its inner and outer contradictions and complexity. This paper analyses the current situation of San Martin de Porres, a typical district in the northern part of the city, which grew towards the Chillon river corridor mainly during the second half of the twentieth century. It conducts investigation and analysis on the current situation related to social, economy and infrastructure system in this district. It shows that from the perspective of planning and design, urban scale top-down interventions have little positive impact on individual realities. On the opposite, much of the society's knowledge and useful space are created by the residents' active behaviour and informal activities, which belong to the bottomup strategy, and they provide the source for urban vitality. Based on the above content, the paper puts forward the micro-regeneration strategy based on the theory of organic renewal and daily life, which mainly includes three aspects: urban catalysts, space design and corporate mechanism construction. The paper investigate different potential urban catalysts based on the feature of different functional space. It includes the most symbolic area that the latter design would applied to the whole province practically. Space design consists of four aspects: riverbank reuse, street renovation, community building and neighbourhood space transformation. The paper introduces community-based organization and governmental structure based on current top-down model and residents' activities in order to push on the practical work that all the other area could follow. It tries to stimulate the improvement of the current situation and hopes to provide a new mode for the development of this mega city and similar practice

With the development of urbanization and the continuous development, construction and renewal of the city, the living environment of human beings has also undergone tremendous changes, such as residential community environment and service facilities, urban roads and street spaces, and urban public service formats. And the layout of the facilities, etc., and these are the real needs of people in urban life, but the characteristics of these needs or their problems will inevitably have a certain impact on the user's psychological feelings, thus affecting people's use needs. Then, studying the ways in which urban residents perceive changes in the living environment and how they perceive changes in psychology and emotions will have practical significance and can effectively assist urban management and builders to optimize the living environment of residents. This is also the long-term. One of the topics of greatest interest to urban researchers since then. In the theory of demand hierarchy proposed by American psychologist Abraham Maslow, safety is the basic requirement second only to physiological needs. So safety, especially psychological security, has become one of the basic needs of people in the urban environment. People's perception of the psychological security of the urban environment is also one of the most important indicators in urban environmental assessment. In the past, due to the influence of technical means, the study of urban environmental psychological security often relied on the limited investigation of a small number of respondents. Low-density data is difficult to measure the perceptual results of universality. With the leaping development of the mobile Internet, Internet image data has grown geometrically over time. And with the development of artificial intelligence technology in recent years, image recognition and perception analysis based on machine learning has become possible. The maturity of these technical conditions provides a basis for the study of the urban renewal index evaluation system based on psychological security. In addition to the existing urban visual street furniture data obtained through urban big data collection combined with artificial intelligence image analysis, this paper also proposes a large number of urban living environment psychological assessment data collection strategies. These data are derived from crowdsourcing, and the collection method is limited by the development of cost and technology. At present, the psychological security preference of a large number of users on urban street images is collected by forced selection method, and then obtained by statistical data fitting to obtain urban environmental psychology. In the future, when the conditions are mature, the brainwave feedback data in the virtual reality scene can be used to carry out the machine learning of psychological security, so as to improve the accuracy of the psychological security data.

Abstract Estimation of Energy Savings from Community Scale Solar Water Heating in Los Angeles County explores the extent to which community scale solar water heating systems, designed for residential structures in Los Angeles County and constructed from currently available technology, can displace natural gas for domestic water heating through a series of case studies. The effects of policy, urban form, and building characteristics on the performance of solar water heating systems, as well as community scale solar water heating’s potential to reduce emissions from the residential housing sector, are discussed herein. Three public and three private residential developments were selected as case studies for community scale solar water heating, with numbers of units and residents ranging from the tens to hundreds. These six cases were draw from the pool of approximately 19,000 “energy communities” in Los Angeles County, i.e. residential developments where the installation and operation of community scale solar water heating systems is broadly feasible. The six properties were also chosen to represent a cross-section housing stock and development patterns common in Los Angeles County, and different levels of suitability for solar water heating. The performance of and energy savings from solar water heating systems on each of these properties is then evaluated using the National Renewable Energy Laboratory’s System Advisor Model (NREL SAM). The results of the system simulations reveal how building characteristics and hot water demand affect the performance of community scale solar water heating systems. The case study sites’ system simulations show that residential developments with community scale solar water heating systems reach an average solar fraction of 50%. The results of the case studies indicate that community scale solar water heating is viable as an emissions reduction technology for the residential building sector in Mediterranean climates. However, side-by-side comparison with solar PV systems and other water heating technologies (such as grid-connected heat pumps) is necessary to determine optimality in terms of cost, emissions reduction, and thermal efficiency) in specific contexts.

The trees, developed green spaces, and natural areas within the City of Austin’s 400,882 acres will face direct and indirect impacts from a changing climate over the 21st century. This assessment evaluates the vulnerability of urban trees and natural and developed landscapes within the City Austin to a range of future climates. We synthesized and summarized information on the contemporary landscape, provided information on past climate trends, and illustrated a range of projected future climates. We used this information to inform models of habitat suitability for trees native to the area. Projected shifts in plant hardiness and heat zones were used to understand how less common native species, nonnative species, and cultivars may tolerate future conditions. We also assessed the adaptability of planted and naturally occurring trees to stressors that may not be accounted for in habitat suitability models such as drought, flooding, wind damage, and air pollution. The summary of the contemporary landscape identifies major stressors currently threatening trees and forests in Austin. Major current threats to the region’s urban forest include invasive species, pests and disease, and development. Austin has been warming at a rate of about 0.4°F per decade since measurements began in 1938 and temperature is expected to increase by 5 to 10°F by the end of this century compared to the most recent 30-year average. Both increases in heavy rain events and severe droughts are projected for the future, and the overall balance of precipitation and temperature may shift Austin’s climate to be more similar to the arid Southwest. Species distribution modeling of native trees suggests that suitable habitat may decrease for 14 primarily northern species, and increase for four more southern species. An analysis of tree species vulnerability that combines model projections, shifts in hardiness and heat zones, and adaptive capacity showed that only 3% of the trees estimated to be present in Austin based on the most recent Urban FIA estimate were considered to have low vulnerability in developed areas. Using a panel of local experts, we also assessed the vulnerability of developed and natural areas. All areas were rated as having moderate to moderate-high vulnerability, but the underlying factors driving that vulnerability differed by natural community and between East and West Austin. These projected changes in climate and their associated impacts and vulnerabilities will have important implications for urban forest management, including the planting and maintenance of street and park trees, management of natural areas, and long-term planning.

Increased automation for aircraft systems holds the promise to increase safety, precision, and availability for manned and unmanned aircraft. Specifically, established aviation segments, such as general aviation and light sport, could utilize increased automation to make significant progress towards solving safety and piloting difficulties that have plagued them for some time. Further, many emerging market segments, such as urban air mobility and small unmanned (e.g., small parcel delivery with drones) have a strong financial incentive to develop increased automation to relieve the pilot workload, and/or replace in-the-loop pilots for most situations. Before these advances can safely be made, automation technology must be shown to be reliable, available, accurate, and correct within acceptable limits based on the level of risk these functions may create. However since inclusion of these types of systems is largely unprecedented at this level of aviation, what constitutes these required traits (and at what level they must be proven to) requires development as well. Progress in this domain will likely be captured and disseminated in the form of best practices and technical standards created with collaboration from regulatory and industry groups. This work intends to inform those standards producers, along with the system designers, with the goal of facilitating growth in aviation systems toward safe, methodical, and robust inclusion of these new technologies. Produced by members of the manned and unmanned small aircraft community, represented by ASTM task group AC 377, this work strives to suggest and describe certain fundamental principles, or “pillars”, of complex aviation systems development, which are applicable to the design and architectural development of increased automation for aviation systems.

This paper addresses COVID-19 in India, looking at how the interplay of inequality, vulnerability, and the pandemic has compounded uncertainties for poor and marginalised groups, leading to insecurity, stigma and a severe loss of livelihoods. A strict government lockdown destroyed the incomes of farmers and urban informal workers and triggered an exodus of migrant workers from Indian cities, a mass movement which placed additional pressures on the country's rural communities. Elsewhere in the country, lockdown restrictions and pandemic response have coincided with heatwaves, floods and cyclones, impeding disaster response and relief. At the same time, the pandemic has been politicised to target minority groups (such as Muslims, Dalits), suppress dissent, and undermine constitutional values. The paper focuses on how COVID-19 has intersected with and multiplied existing uncertainties faced by different vulnerable groups and communities in India who have remained largely invisible in India's development story. With the biggest challenge for government now being to mitigate the further fall of millions of people into extreme poverty, the brief also reflects on pathways for recovery and transformation, including opportunities for rural revival, inclusive welfare, and community response. This brief is based on a review of existing published and grey literature, and 23 interviews with experts and practitioners from 12 states in India, including representation from domestic and international NGOs, and local civil society organisations. It was developed for the Social Science in Humanitarian Action Platform (SSHAP) by Justin Pickard, Shilpi Srivastava, Lyla Mehta (IDS), and Mihir R. Bhatt. Some of the cases draw on ongoing research of the TAPESTRY project, which explores bottom-up transformations in marginal environments across India and Bangladesh.

Recent advancements of electric vertical take-off and landing (eVTOL) aircraft have generated significant interest within and beyond the traditional aviation industry, and many novel applications have been identified and are in development. One promising application for these innovative systems is in firefighting, with eVTOL aircraft complementing current firefighting capabilities to help save lives and reduce fire-induced damages. With increased global occurrences and scales of wildfires—not to mention the issues firefighters face during urban and rural firefighting operations daily—eVTOL technology could offer timely, on-demand, and potentially cost-effective aerial mobility capabilities to counter these challenges. Early detection and suppression of wildfires could prevent many fires from becoming large-scale disasters. eVTOL aircraft may not have the capacity of larger aerial assets for firefighting, but targeted suppression, potentially in swarm operations, could be valuable. Most importantly, on-demand aerial extraction of firefighters can be a crucial benefit during wildfire control operations. Aerial firefighter dispatch from local fire stations or vertiports can result in more effective operations, and targeted aerial fire suppression and civilian extraction from high-rise buildings could enhance capabilities significantly. There are some challenges that need to be addressed before the identified capabilities and benefits are realized at scale, including the development of firefighting-specific eVTOL vehicles; sense and avoid capabilities in complex, smoke-inhibited environments; autonomous and remote operating capabilities; charging system compatibility and availability; operator and controller training; dynamic airspace management; and vehicle/fleet logistics and support. Acceptance from both the first-responder community and the general public is also critical for the successful implementation of these new capabilities. The purpose of this report is to identify the benefits and challenges of implementation, as well as some of the potential solutions. Based on the rapid development progress of eVTOL aircraft and infrastructures with proactive community engagement, it is envisioned that these challenges can be addressed soon. NOTE: SAE EDGE™ Research Reports are intended to identify and illuminate key issues in emerging, but still unsettled, technologies of interest to the mobility industry. The goal of SAE EDGE™ Research Reports is to stimulate discussion and work in the hope of promoting and speeding resolution of identified issues. Despite the sharp drop in transit ridership throughout the USA that began in March 2020, two different uses of land near transit stations continue to be implemented in the United States to promote ridership. Since 2010, transit agencies have given priority to multi-family residential construction referred to as transit oriented development (TOD), with an emphasis on housing affordability. In second place for urban planners but popular with suburban commuters is free or inexpensive parking near rail or bus transit centers, known as park-and-ride (PnR). Sometimes, TOD and PnR are combined in the same development. Public policy seeks to gain high community value from both of these land uses, and there is public interest in understanding the circumstances and locations where one of these two uses should be emphasized over the other. Multiple justifications for each are offered in the professional literature and reviewed in this report. Fundamental to the strategic decision making necessary to allocate public resources toward one use or the other is a determination of the degree to which each approach generates transit ridership. In the research reported here, econometric analysis of GIS data for transit stops, PnR locations, and residential density was employed to measure their influence on transit boardings for samples of transit stops at the main transit agencies in Seattle, Los Angeles, and San José. Results from all three cities indicate that adding 100 parking spaces close to a transit stop has a larger marginal impact than adding 100 housing units. Previous academic research estimating the higher ridership generation per floor area of PnR compared to multi-family TOD housing makes this show of strength for parking an expected finding. At the same time, this report reviews several common public policy justifications for TOD as a preferred land development emphasis near transit stations, such as revenue generation for the transit agency and providing a location for below-market affordable housing where occupants do not need to have a car. If increasing ridership is important for a transit agency, then parking for customers who want to drive to a station is an important option. There may also be additional benefits for park-and-ride in responding to the ongoing pandemic.

In the decade after the Civil Rights Act of 1964, African Americans made historic gains in accessing employment opportunities in racially integrated workplaces in U.S. business firms and government agencies. In the previous working papers in this series, we have shown that in the 1960s and 1970s, Blacks without college degrees were gaining access to the American middle class by moving into well-paid unionized jobs in capital-intensive mass production industries. At that time, major U.S. companies paid these blue-collar workers middle-class wages, offered stable employment, and provided employees with health and retirement benefits. Of particular importance to Blacks was the opening up to them of unionized semiskilled operative and skilled craft jobs, for which in a number of industries, and particularly those in the automobile and electronic manufacturing sectors, there was strong demand. In addition, by the end of the 1970s, buoyed by affirmative action and the growth of public-service employment, Blacks were experiencing upward mobility through employment in government agencies at local, state, and federal levels as well as in civil-society organizations, largely funded by government, to operate social and community development programs aimed at urban areas where Blacks lived. By the end of the 1970s, there was an emergent blue-collar Black middle class in the United States. Most of these workers had no more than high-school educations but had sufficient earnings and benefits to provide their families with economic security, including realistic expectations that their children would have the opportunity to move up the economic ladder to join the ranks of the college-educated white-collar middle class. That is what had happened for whites in the post-World War II decades, and given the momentum provided by the dominant position of the United States in global manufacturing and the nation’s equal employment opportunity legislation, there was every reason to believe that Blacks would experience intergenerational upward mobility along a similar education-and-employment career path. That did not happen. Overall, the 1980s and 1990s were decades of economic growth in the United States. For the emerging blue-collar Black middle class, however, the experience was of job loss, economic insecurity, and downward mobility. As the twentieth century ended and the twenty-first century began, moreover, it became apparent that this downward spiral was not confined to Blacks. Whites with only high-school educations also saw their blue-collar employment opportunities disappear, accompanied by lower wages, fewer benefits, and less security for those who continued to find employment in these jobs. The distress experienced by white Americans with the decline of the blue-collar middle class follows the downward trajectory that has adversely affected the socioeconomic positions of the much more vulnerable blue-collar Black middle class from the early 1980s. In this paper, we document when, how, and why the unmaking of the blue-collar Black middle class occurred and intergenerational upward mobility of Blacks to the college-educated middle class was stifled. We focus on blue-collar layoffs and manufacturing-plant closings in an important sector for Black employment, the automobile industry from the early 1980s. We then document the adverse impact on Blacks that has occurred in government-sector employment in a financialized economy in which the dominant ideology is that concentration of income among the richest households promotes productive investment, with government spending only impeding that objective. Reduction of taxes primarily on the wealthy and the corporate sector, the ascendancy of political and economic beliefs that celebrate the efficiency and dynamism of “free market” business enterprise, and the denigration of the idea that government can solve social problems all combined to shrink government budgets, diminish regulatory enforcement, and scuttle initiatives that previously provided greater opportunity for African Americans in the government and civil-society sectors.
