Full textENGLISH ABSTRACT: Urban renewal is fairly new in South Arica compared to North America where the concept was introduced around 1949. Some urban areas in South Africa lacked basic subsistence needs while others had deteriorated into slums. That prompted the present government to act against such living conditions and make environments conducive to its motto of “better life for all”. One such area was Evaton within Emfuleni Local Municipality in Gauteng. The semi-rural centennial settlement is one of the few that enjoys freehold land tenure in South Africa. Unfortunately, that contributed to its underdevelopment as the politics of land release before 1996 prevented any development by the regime. The situation led Evaton developing into a slum without basic needs such as proper infrastructure, proper sanitation, refuse removal system, adequate water supply and social amenities. The situation manifested itself in poor community health status. The health status of the community was also influenced by the prevailing socio-economic conditions such as unemployment and poverty. Communities depended on home farming and animal husbandry to support their households. Unemployment and poverty resulted in crimes of stock-theft, house robberies and muggings. Gangsterism became the lifestyle of hooligans which made life difficult for vulnerable community members. Moreover, environmental health conditions were appalling. Water was drawn from improperly covered wells. Pit latrines and ash dumps were used for sanitation thus causing fly-breeding and rodent habourage. Animals roamed about while backyards were overpopulated with shacks instead of decent housing. Fossil fuel fires used inside mud houses with poor ventilation caused carbon monoxide poisoning. Particulate matter from dusty streets polluted the air. Diseases spread easily due to dust, overcrowding, and poor ventilation and sanitation. Families could hardly afford proper medical care which was scarce, remote and expensive. The intended urban renewal project aimed to improve the living conditions in Evaton. Improved housing was provided where possible, sewerage reticulation system was widened, electricity was installed and some service roads were tarred. More clinics were built to provide better and free health services to the community. Modern shopping malls were built. Municipal health and other essential services were partly delivered. The prospects of improved health status were beaming. Unfortunately, the project was hampered by obstacles such as politics of resistance to land release by landlords, which retarded housing progress. Funding was problematic and allegedly misused. Housing, roads and sanitation remained poor. Air quality remained poor as fossil fuel continued to be used due to high electricity costs. Animals were still kept and unemployment rate remained high. Research findings revealed that suspicions regarding clandestine land release deals were abound. Residents blamed leaders for offering jobs to friends and associates. Provision of affordable housing was rather too slow and made tedious by squabbles over management issues. Local economic development crucial to job creation and poverty alleviation needed strengthening to encourage self-reliance. It would be recommended that the situation in Evaton be afforded urgent intervention by government, with the support of strong community participation, which is crucial for smooth implementation of processes meant to improve living conditions in Evaton. Regeneration, with its envisaged prospects, needed the co-operation of all stakeholders. All suspicions regarding projects and processes had to be overcome. It would be important to employ persons with appropriate expertise, preferably from the local community; to strengthen project management for positive outcomes that would impact on the health status of the community was important.
AFRIKAANSE OPSOMMING: Stedelike hernuwing in Suid-Afrika is ‘n redelike nuwe konsep in vergelyking met Noord- Amerika waar stedelike hernuwing reeds vanaf 1949 plaasgevind het Sommige stedelike areas in Suid-Afrika het agteruitgegaan as agtergebuurtes met ‘n tekort aan basiese lewensbehoeftes. Hierdie situasie het die huidige regering aangemoedig om aksie te neem teen hierdie lewenskondisies en ook beheer oor hierdie agtergebuurtes te neem ter ondersteuning van die regering se slagspreuk: “Beter lewe vir almal”. Een so ‘n area in Gauteng is Evaton, wat onder beheer van Emfuleni Plaaslike Munisipaliteit is. ‘n Honderd jare oue semi-plaaslike plek het vrye besitreg van eiendom in Suid-Afrika bepaal. Ongelukkig het hierdie bygedra tot onderontwikkeling aangesien politiese besluite rakende grond ontplooiing en ontwikkeling in Evaton negatief beïnvloed was deur die beherende bewind van daardie tyd. Hierdie situasie het ook bygedra dat Evaton in ‘n agtergebuurte verval het sonder voldoening aan basiese behoeftes soos aanvaarbare infrastruktuur, sanitasie, vullisverwydering, genoegsame water voorsiening en sosiale geriewe. Hierdie omstandighede het gevolglik aanleiding gegee dat Evaton gemeenskap onder andere lae gesondheidstatus geniet. Die gesondheidstatus van Evaton gemeenskap is verder ook beïnvloed deur heersende sosioekonomiese kondisies soos werkloosheid en armoede. Die gemeenskap was dus afhanklik van selfonderhoudende landbou- en veeboerdery ter wille van oorlewing. Werkloosheid en armoede het gevolglik ook aanleiding gegee tot misdade soos veediefstal, huisinbrake en rooftogte. Bendewese het ‘n leefstyl geword van straatboewe wat die lewe verder bemoeilik het vir kwetsbare gemeenskapslede. Walglike omgewingsgesondheid kondisies het gevolglik ook verder die oorhand gekry. Water is uit onbeskermde putte getap en buite toilette en ashope is vir sanitasie geriewe gebruik. Vlieë het uitgebroei en knaagdiere het daar begin aanteel. Vee het vry gewei en agtererwe was vol oorbevolkte krotte instede van aanvaarbare wonings Vure van fossielbrandstof is binne-in modderhuise met swak ventilasie gebrand en dit het tot koolstofmonoksied vergiftiging by inwoners gelei. Stofdeeltjies van stofstrate het lugbesoedeling veroorsaak. Siektes het vinnig versprei as gevolg van stof, oorbevolking, swak ventilasie en onhigiëniese sanitasie. Gesinne kon skaars geskikte mediese behandeling bekostig wat ver, skaars en duur was. Die stedelike hernuwingsprogram beoog om lewenskondisies in Evaton te verbeter. Beter behuising is verskaf waar moontlik, ‘n wyer rioolnetwerk is voorsien, elektrisiteit is voorsien en sekere dienspaaie is geteer. Meer klinieke is gebou om sodoende beter asook gratis gesondheidsdienste aan Evaton gemeenskap te voorsien. Ongelukkig was daar struikelblokke wat die stedelike hernuwingsprogram vertraag het. Die behuising projek kon nie volgens beplanning verloop nie aangesien grondeienaars onwillig was om hul grond af te staan. Fondse was nie genoeg nie en volgens aantuigings misbruik. Behuising, paaie en sanitasie bly nog swaak. Lugbesoedeling is steeds hoog aangesien fossielbrandstof steeds gebruik word as gevolg van hoë elektrisiteitskostes. Vee word steeds vrylik aangehou en die werkloosheid syfer is steeds baie hoog. Hierdie situasie in Evaton eis onmiddellik intervensie. Suspisies rakende grondhervorming moet oorkom word. Voorsiening van bekostigbare behuising moet verskerp word. Plaaslike ekonomiese ontwikkeling wat noodsaaklik is vir werk skepping en armoede verligting moet aangespreek word om sodoende self-versorging aan te moedig. Intervensie van die Regering, met goeie gemeenkap deelname, is noodsaaklik vir gesonde lewenstandaarde in Evaton. Hervorming met beplande vooruitsigte sal dringend verskerp moet word sodat die impak van gesondheid standaarde op Evaton gemeenskap positief beïnvloed kan word.

Full textENGLISH ABSTRACT: Reliable and valid methods of studying needs of communities are an essential tool in the development of those communities. This study looks at different ways in which community needs could be assessed and uses two of those methods in assessing needs of the Langa community. The findings are that for a successful needs assessment, the key is, to identify a method or a combination of methods appropriate to the issues and to one's goals and resources, and implementing it well. Queeney (1995) states that one must always choose a technique that will give accurate results of the community being studied, and resources used should be cost-effective. Langa was chosen as a case study because of its diverse socia-economic structure. The type of housing that one occupies is indicative of the socioeconomic background of that person. The housing types found in Langa are shacks, hostels, public houses and private houses. The methods used in the Langa area for this study were the key informant approach and the survey approach. The key informant approach was used with community leaders in Langa while a survey was conducted with sampled dwelling units in the area. The reason for using the two methods was to get a more comprehensive picture of community needs in the area. Key informant approach Representatives of 10 of the 15 community organisations operating in the Langa area were interviewed. Priority needs for the community differed according to the organisation that key informants represented. Survey approach The total number of people interviewed using the survey approach was 425. Of the total number respondents living shacks, approximately 40% were in full time employment. In public housing, it was approximately 47% of the respondents. The private houses had by far the highest number of respondents in full time employment (73%) followed by hostels at 59%. The high number for private housing was not surprising considering that the occupants were mostly government employees. People in shacks did not have access to basic services. However, their first priority was housing. This was the same as the priority in the overcrowded migrant labour hostels. In public housing the priority need was jobs. Private housing dwellers mentioned housing for shack dwellers as their first priority. The close proximity of shack dwellers to private housing made private housing private housing dwellers aware of the conditions under which people in shacks live. Recommendations Most of the community organisation in the Langa area existed because of a need that was identified by the community. The priority needs cited by representatives of the various organisations were needed by the Langa community. In the survey approach housing and jobs were the main priorities. Priority needs raised by key informants as well as survey respondents need to be addressed urgently to ensure the development of the Langa community.

Hulle eerste prioriteit is dus behuising. Behuising is ook 'n prioriteit vir die inwoners van die oorbevolkte hostelle. In die publieke woning sector was die prioriteit behoefte werksgeleenthede. Die respondente in hierdie sector het ook aangetoon dat behuising vir die inwoners van tydelike behuising 'n prioriteit vir hulle is. Die nabyheid van die tydelike behusing het die inwoners van privaat wonings meer bewus gemaak van hulle omstandighede. Aanbevelings Die grootste gedeelte van die gemeenskapsorganisasie in Langa het ontwikkel uit 'n behoefte wat die gemeenskap geïdentifiseer is. Die bevindinge van die opname het getoon dat behuising en werksgeleenthede die hoofprioriteite is. Die belangrikste behoeftes wat in hierdie studie geïdentifiseer word moet dringend aangespreek word.

Full textENGLISH ABSTRACT: Apartheid statutes like the former Group Areas Act created what is referred as "Apartheid Dormitory Cities". Khayelitsha is a typical creation of apartheid. As a result Khayelitsha faces many socio-economic challenges such as poverty, low standard of living characterised by low income distribution or no income, high rate of unemployment, illiteracy, education problems, housing problems, health problems and poor economic conditions. Attempts were made to create civic associations and development structures to deal with socio-economic challenges in Khayelitsha, but all those attempts never brought about development solutions. The Khayelitsha community tends to have a poor participatory planning role in development related issues. Khayelitsha as an apartheid legacy city will take a long time to dismantle in social, economic and purely practical terms. Rebuilding Khayelitsha equitably will be a tough exercise. The government strives to develop South Africa from a society of racially based compartmentalisation into a non-racial, developed country with equal opportunities, better education, health, housing and employment.These challenges are Khayelitsha's major problems which cannot be solved overnight. The problem faced is the re-integration of the separated zones of the former group areas. This makes it difficult to share the economic resources that are needed in Khayelitsha in order to solve its socio-economic problems. The integration of cities will only come about if the restructuring is in accordance with specific needs of the Khayelitsha community. People of Khayelitsha should be involved in the planning of their own city and be able to make informed decisions. The objective of this thesis is to analyse related development issues and challenges in Khayelitsha and to provide possible solutions contributing to development. Government and development agencies can draw lessons from the recommendations of this thesis and come up with sustainable and people-centred development-related strategies.
AFRIKAANSE OPSOMMING: Eertydse Apartheidswetgewing soos die herroepte Groepsgebiedewet as een van die wetgewende elemente van die Apartheidsperiode, was verantwoordelik vir die skepping van sogenaamde "apartheidslaapdorpe". Khayelitsha kan beskou word as 'n tipiese voorbeeld en skepping van so 'n "slaapdorp" as gevolg van Apartheid. As direkte resultaat hiervan ervaar Khayeltisha talle sosio-ekonomiese uitdagings soos armoede, lae lewenstandaarde gekenmerk deur huishoudings met lae inkomste verdelings en in sommige gevalle geen inkomstes, hoë werkloosheid, ongeletterdheid, onderwysprobleme, behuisingsprobleme, gesondheidsprobleme en algemene swak ekonomiese omstandighede. Pogings is wel in die verlede aangewend om burgerlike organisasies in Khayelitsha van stapel te stuur, maar hierdie pogings het daarin gefaal om werklike en meetbare ontwikkelingsoplossings te bewerkstellig. Die Khayelitsha gemeenskap vervul 'n beperkte deelnemende beplanningsrol in ontwikkelinggebaseerde aangeleenthede. In praktyk sal Khayelitsha, as apartheidstad, lank neem om volwaardig te ontluik in terme van sosiale-, ekonomiese-, en verwante aanwysers en sal die regverdige en verteenwoordigende heropbouingsproses nie sonder struikelblokke ervaar word nie. Die Suid-Afrikaanse Regering strewe daarna om die land te ontwikkel vanaf 'n samelewing gekenmerk deur rasgebaseerde kompartementalisering na 'n nie-rasgebonde gemeenskap met gelyke geleenthede in terme van onderwys, gesondheid, behuising en werksgeleenthede. Hierdie aangeleenthede vorm deel van die uitdagings wat Khayelitsha in die oog staar. Oplossings sal nie sommer oornag gevind word nie. Die probleem wat oorkom moet word is die herintegrasie van aparte sones as gevolg van eertydse geskepte groepsgebiede. As gevolg hiervan is dit moeilik om ekonomiese hulpbronne, wat dringend in Khayelitsha benodig word, te herverdeel en te versprei ten einde die omvangryke sosio-ekonomiese probleem te verlig. Die integrasie van stede en spesifiek Khayelitsha, sal alleenlik suksesvol wees indien die herstruktueringsproses plaasvind met inagneming van die spesifieke benodighede en tekortkominge van die gemeenskap. Die gemeenskap van Khayelitsha moet betrek word in die beplanning van hul eie stad en deurgaans deel vorm van effektiewe konsultasie ten einde ingeligde besluite te kan maak, iets wat tans ontbreek.

Full textThis research study explored perceptions which small business owners and managers have of the impact that initiatives, aimed at revitalisation, have on small business development. The Woodstock Salt-River Revitalisation Framework (WSRRF, 2002) served to guide these initiatives in order to achieve their various objectives, which included, inter alia, the development of small business. Often, official initiatives cannot adequately meet the needs of all stakeholders. The benefits that are derived from these initiatives may differ amongst stakeholders owing to their varying expectations and perceptions. The main research problem that was identified relates to reasons why the impact of this framework initiative is currently not appropriately understood and, as a result, not effectively and efficiently implemented. Hence, this research study evaluates the extent to which the Revitalisation Framework has affected the development of small businesses within the study area.

Full textENGLISH ABSTRACT: Squatting is a form of informal settlement. These types of settlements can be found throughout South Africa and represent the attempts of the poor to provide themselves with housing. The conceptualisation of this phenomenon has undergone many changes during its history. There were times when these settlements were demolished and the inhabitants relocated to other areas. This type of approach was unsuccessful due to the extent of the problem and because the new housing that was being provided was unaffordable. A paradigm shift led to the fact that the upgrading of informal settlements is seen as an approach with a brighter future. During this process optimal use is made of the existing structures for example buildings, economic activities and social ties, within the community. The approach is adaptable to the needs and situations of individual communities. The sustainability of an upgrading project depends to a great extent on the enthusiasm and cooperation of the community that is going to benefit. Public participation can be a difficult process, especially in poor communities. This instrument can however yield great results in providing a product that is to the satisfaction of the community as a whole. During the course of this assignment the following conclusions were made from the material that was studied: • The success of upgrading programmes are highly depended on the enthusiasm of the communities that are going to benefit. • This enthusiasm is greatly increased by a process of community participation. • Upgrading must be seen as a multi-phase process. • Upgrading of informal settlements can play an important role in addressing the backlog that exists in affordable housing. • The need for an Informal Housing Act exists. From the case study the following conclusions were made: • The study presents many advantages, like providing the community with basic services and the right to property. • Further some disadvantages concerning intensification were identified. • These disadvantages can be addressed by providing smaller erven and street fronts as well as lower standards concerning residential uses.
AFRIKAANSE OPSOMMING: Plakkery is In tipe informele nedersetting. Hierdie nedersettings kom op groot skaal in Suid Afrika voor en verteenwoordig die pogings van die armer lede van die samelewing om hulself met behuising te voorsien. Die konseptualisering van hierdie tipe behuising het deur die geskiedenis deur baie fases gegaan. Daar was tye gewees wat informele nedersettings bloot gesloop en die inwoners op ander plekke hervestig is. Hierdie tipe benadering was egter nie geslaagd nie, aangesien die probleem van plakkery te groot was en die nuwe behuising was in die meeste gevalle onbekostigbaar. In Paradigma skuif het daartoe bygedra dat daar nou eerder op die opgradering van sulke nedersettings gefokus word. Hierdie benadering fokus daarop om die bestaande elemente in die gemeenskap byvoorbeeld geboue, ekonomiese bedrywighede en sosiale ondersteuningsnetwerke optimaal te benut. Dit is In buigsame proses wat aanpas by die behoeftes en omstandighede van die individuele gemeenskappe. Die volhoubaarheid van In opgraderinsprojek is afhanklik van die entoesiasme en samewerking van die gemeenskap wat daardeur bevoordeel gaan word. Publieke deelname is In moeilike proses, veral in armer gemeenskappe. Dit kan egter baie waardevolle resultate lewer wanneer dit In prod uk tot gevolg het wat deur die hele gemeenskap aanvaar word. In die verloop van hierdie werkstuk is daar uit die bestudeerde materiaal die volgende resultate afgelei, naamlik dat: • Die sukses van opgraderings van informele nedersettings grootliks afhanklik is van die entosiasme en samewerking van die gemeenskappe wat deur die proses bevoordeel gaan word.Hierdie samewerking word grootendeels bevorder deur In proses van open bare deelname. • Opgradering moet gesien word as In multi-fase proses. • Opgradering van informele nedersettings kan In groot rol speel om die tekort aan bekostigbare behuising aan te spreek. • Die opstel van In Informele Behuisingswet nodig is. Uit die gevaliestudie is die volgende bevindings gemaak: • Die studie hou baie voordele, byvoorbeeld dorpstigting, eiendomsreg en die voorsiening van basiese dienste, vir die inwoners van die gebied in. • Behalwe die voordele is daar ook nadele, soos die feit dat die konsep van verdigting nie in ag geneem word nie, identifiseer. • Hierdie nadeel kan deur kleiner erwe en straatfronte en laer standaarde vir nie residensiete gebruike aangespreek word.
