Abstract:
Over the last few years, a plethora of public works have taken place, focusing towards urban renewal, in the greater Thessaloniki district. Municipality of Thessaloniki, provided data for twelve public projects of urban renewal. Mathematical models have been proposed for cost and time prediction based on regression analysis. Furthermore, the Fast Artificial Neural Network (FANN Tool) was applied, to predict the duration and the final cost of the project, using volume of earthwork, as input variable. Both approaches could facilitate project stakeholders, to forecast the projects' final delivery date and cost and provide early warnings for any deviation from the initial budget. The results indicate that neural networks perform better than regression analysis' models, in the case of urban renewal projects.

Abstract:
In 2012, an urban renewal project in Eskişehir, Turkey, was initiated with claims of “festive renewal,” challenging the theories of critical urban studies that emphasize the disruptive effects of such projects. Built on a discussion about hegemony, which deploys consent and dissent in its organization, this article ethnographically investigates the tactics and strategies of the renewal machine that mobilized and co-opted parts of the locals into the project while invoking layers of dissent, distrust, and discomfort. The article discusses how historically built political, socioeconomic, and gender inequalities were efficiently detected, reconstituted, and put into the service of the renewal machine while revealing tension and dynamism behind the “festive renewal.” It shows a fragility of hegemony that is neither a given nor a completed template.

Abstract:
With the rapid development of urbanization worldwide, there is a large volume of neighborhoods that need to be renewed with various problems such as poor building performance, few public facilities, congested road traffic, unequal living standards, disappearing community culture, and deprived environments. Performance evaluations are considered to be useful tools for ensuring the outcomes of sustainable renewal. Although many research works have assessed the performances of urban renewal projects, evaluations, especially for neighborhood renewal projects, are often overlooked. Besides, it is also hard to find a general standard that is suitable for evaluating the performance of any neighborhood renewal project with a lack of related regulations or codes. Thus, this paper intends to build a framework to assess the relative performances of multiple neighborhood renewal projects through a hybrid AHP-TOPSIS method. A case study in Nanjing, China, is used to show how this framework could be applied to decision-making in order to pursue sustainable neighborhood renewal. The results are expected to provide references for sustainable renewal in each neighborhood. Suggestions related to the findings are proposed to further improve the performances of neighborhood renewal projects, such as establishing a multiple principle–agent framework, providing a sustainable funding system from both the public and private sector, and implementing multiprogram management measures.

Abstract:
This study compares the social sustainability of urban renewal interventions in Hungary and South Africa. The societal and environmental challenges arising from urbanisation and the associated population growth in major urban centres around the world have increased the research and policy foci on urban sustainability and governance. While urban regeneration projects are vitally important to urban sustainability, these interventions have been widely criticised because social sustainability issues have been overlooked or ignored. Therefore, there is a need for governance practices that are applicable to different national and urban contexts. The main aim of this study is twofold: firstly, it provides a literature review on the social sustainability of urban renewal and secondly, it compares urban renewal interventions in two different geographical settings to provide recommendations about public participation and stakeholder involvement, which can contribute to increasing social sustainability of urban renewal projects. To this end, a comparative approach was adopted through the analysis of two urban renewal projects: Magdolna Quarter Programme (Budapest, Hungary) and the Albert Park (Durban, South Africa), the data for which were based on a review of secondary sources, including international literature and policy documents. It was found that although urban renewal serves a city-wide purpose (and not just a local one), the socio-economic impacts of these projects have not yet been adequately explored. Furthermore, to achieve higher urban renewal sustainability, there is a need for impact assessments (with special attention paid to the social effects) to promote public participation and empowerment.

This research analyses the urban an environmental perspectives for downtown Fortaleza in the context of the globalization flows and in the context of insufficiency of the structure an management models based on the Master Plans' juridical instruments, once the market relationships dominate in the contemporary urban space production process. It starts on a survey about the lines of direction and physical interventions proposed on the physicalterritorial plans for the city and the functional and flows homogenization that emerge with the space metropolization and with the decentralization of central activities caused by the vertical urban expansion. The research approaches to the "downtown issue" starting from the following questions: lost of the symbolic reference condition that come out with the emergency of new centralities and the intra-urban movement of residential, government and entertainment equipments; immobility of the physical structure along the metropolitan expansion process, which is characterized by the economical dependency of near towns on Fortaleza; structures degradation cycle, effect of low investment that produces the condition of "periphery's downtown"; Urban structure inertia and public managers and planners narrowness of understanding about the emergency of new spatial needs imposed by the dynamics of the global economy and the fact that recent government project for spatial adaptation of strategic city areas do not include downtown as a touristic site. The analysis look into four urban renewal projects which were presented in the "National Competition of Ideas for Embellishment and Valorization for Downtown Fortaleza and Park of the City", organized by N.G.O. Ação Novo Centro - which is attached to PLANEFOR - Strategic Plan for the Metropolitan Region of Fortaleza - in 1999. This competition had for objective bringing together global propositions for downtown Fortaleza that intended it's spatial, landscaping, functional end environmental restoration, life quality improvement and new activities attraction to make it more competitive, re-establish heterogeneous flows, revert the functional specialization condition and produce a new image for that area. The project's analysis intends to confront different downtown conceptions, evaluate their viability in view of contemporary economic dynamic and to discuss it's ideological contents. At last, the research think over the perspectives for downtown starting from the articulation among local government, firms and society, with emphasis to the importance of the technical action over the urban form - through the urban and architectural design - as a condition to induce the renewal, and alerting to the necessity of assuming the design as an important instrument in the environment organization process.
O presente estudo analisa as perspectivas de renovação urbana e ambiental para a área central de Fortaleza no contexto da emergência da cidade nos fluxos globalizados e da insuficiência do modelo de estruturação e gestão urbanas fundado nos instrumentos do Plano Diretor face ao domínio das relações de mercado na produção do espaço urbano. Considera, inicialmente, o levantamento das diretrizes e intervenções propostas nos planos de ordenamento físico-territorial para o centro da cidade, as conseqüências de sua não implantação e o processo de homogeneização funcional e de fluxos que emerge com a metropolização e polinucleação do espaço e com a descentralização de atividades eminentemente centrais proporcionada pela expansão urbana verticalizada. A análise aborda a “questão do centro” a partir dos seguintes aspectos: perda da condição de referencial simbólico em função do surgimento de novas centralidades a partir da fuga de habitações, atividades governamentais e de lazer; imutabilidade da estrutura física e fundiária ao longo do processo de expansão metropolitana marcado pela dependência dos municípios da região em relação a Fortaleza; ciclo de degradação das estruturas em virtude da falta de investimentos públicos e privados que produz a condição de “centro da periferia”; inércia da estrutura urbana e estreiteza de visão de gestores e planejadores face à emergência de novas exigências espaciais impostas pela dinâmica da economia globalizada; e desconsideração do centro nos projetos governamentais de transformação espacial de setores estratégicos da cidade com vistas à sua inserção na rede de fluxos globais através do turismo. A par desta contextualização, a análise fará a leitura de quatro projetos de requalificação urbanística apresentados à Prefeitura Municipal de Fortaleza através do “Concurso Nacional de Idéias para Embelezamento e Valorização da Área Central de Fortaleza e Parque da Cidade”, organizado pela Ação Novo Centro – ONG vinculada ao PLANEFOR – Plano Estratégico da Região Metropolitana de Fortaleza – em 1999. O concurso teve como objetivo a reunião de proposições de caráter global para o centro de Fortaleza com vistas à sua reestruturação espacial, paisagística, funcional e ambiental, à melhoria da qualidade de vida e à atração de novos usos e atividades capazes de torna-lo mais competitivo, restabelecer a heterogeneidade de fluxos, reverter o quadro de especialização funcional e produzir uma nova imagem para a área. A análise dos projetos visa estabelecer o confronto entre distintas concepções de centro, avaliar sua viabilidade face à dinâmica econômica contemporânea e discutir os conteúdos ideológicos subjacentes. Por fim, o estudo considera as perspectivas de futuro para o centro a partir da articulação entre governo local, empresas e sociedade, destacando a importância da ação técnica sobre a forma urbana – por meio do projeto urbanístico e/ou arquitetônico – como condição para a indução à renovação, e alerta para a necessidade de assumir o desenho urbano como instrumento fundamental no processo de estruturação do ambiente.

Abstract:
The South African urban renewal and development environments are facing a number of challenges. South Africa, like many countries around the world, is experiencing challenges delivering to its citizens, facilities, infrastructure and services, at a rate fast enough to satisfy the public demand. Public Private Partnerships (PPPs) are a possible solution to curbing the disparity between these levels of supply and demand. The field of urban renewal and development is no different in this regard. In fact, urban renewal projects act as an effective measure when gauging the success rate of PPPs within a country. This is due mainly to the sheer size of these projects, which by their very nature, demand a certain involvement from numerous parties. While PPPs may act as an effective aid for government to increase procurement and service delivery, these initiatives are not without their problems, in fact these partnerships are often plagued with much uncertainty. This research aims to provide insight into factors affecting PPPs, both negatively as well as positively, and specific to the area of urban renewal and development. The first stage of the research involved semi-structured interviews that were conducted with industry experts. This allowed for the next stage of research which involved surveying employees in the relevant industry through a structured questionnaire. Based on the findings of this research, as well as knowledge garnered from a review of available literature surrounding this topic, a model was created to provide users with a clear consolidated view of factors affecting PPPs in general and specific to the urban renewal and development sectors.

AbstractThere is a growing scholarly consensus over the transformation of the urban public place from a challenging, conflicting and negotiated one to a festive and convivial place. Decades of gentrification, renewals and city branding have fostered an urban form made of well-regulated and controlled islands of publicness in a sea of privatopias. Beyond structural forces, urban policies and the action of households and citizens, a key role has been played by global architecture and design. With this chapter, we will address this issue looking precisely at the practices of conceiving and designing the public places by urban designers. How the ideals of a cosmopolis, urban and democratic, is put in place by professionals dealing with neoliberal constraints, post-democratic states and refined middle-class users? What is the contemporary meaning of cosmopolitanism, when related to the urban core? Cosmopolitanism for whom, under which conditions? The chapter will provide a case-study detailed analysis of the perspective of urban designers towards projects and urbanism, with a specific attention to public space design.

China has entered the era of ecological civilization, it is necessary to explore a path of sustainable development. This study collect block level cases of environment improvement in Europe from the UN - HABITAT Best Practices Database. On this basis, complement other related research. In addition, supplement the eco-renewal cases by my on-the-spot investigation in Europe. Collect all cases together, and cancel the cases which are out of topic, ultimately select 41 cases of the block level, finally establish the case base of eco-renewal projects in block level. Then, refine the design methods of eco-renewal from each case, collect and sort the methods from above cases to summarize and concise universal ecological design method, to explore the sustainable ecological design rules and regularities of distribution. My study provides the advanced ecological spectrum of design methods for China's city blocks sustainable update. Make a contribution to the urban transformation development of developing countries in the future.

With the acceleration of urbanization and the frequent occurrence of residents' physical and mental health problems, public health has become one of the most important factors in urban development. And building healthy communities is an effective measure to improve public health. In the context of smart growth planning, community renewal is an important part of building healthy communities. To a certain extent, introducing the concept of healthy city into community micro-renewal can promote residents' physical and mental health and social equity, among which we introduce the method of health impact assessment. Community health impact assessment points of three stages, including micro update assessment preparation, project evaluation analysis and implementation, in order to determine the factors affecting health, the health improvement measures and the results of evaluation, planning and design projects to residents health gain role play to the largest. This Assessment implementation mobilized public participation, strengthen the cooperation of the parties, also let residents pay attention to health problems. Taking the renewal of public space in Dashilan community courtyard as an example, this paper explores the application of health impact assessment in practical projects and summarizes the shortcomings in practice. It is a new exploration to introduce the concept of healthy community in community microrenewal, which provides new ideas for building healthy cities and improving public health in China.
