This research analyses the urban an environmental perspectives for downtown Fortaleza in the context of the globalization flows and in the context of insufficiency of the structure an management models based on the Master Plans' juridical instruments, once the market relationships dominate in the contemporary urban space production process. It starts on a survey about the lines of direction and physical interventions proposed on the physicalterritorial plans for the city and the functional and flows homogenization that emerge with the space metropolization and with the decentralization of central activities caused by the vertical urban expansion. The research approaches to the "downtown issue" starting from the following questions: lost of the symbolic reference condition that come out with the emergency of new centralities and the intra-urban movement of residential, government and entertainment equipments; immobility of the physical structure along the metropolitan expansion process, which is characterized by the economical dependency of near towns on Fortaleza; structures degradation cycle, effect of low investment that produces the condition of "periphery's downtown"; Urban structure inertia and public managers and planners narrowness of understanding about the emergency of new spatial needs imposed by the dynamics of the global economy and the fact that recent government project for spatial adaptation of strategic city areas do not include downtown as a touristic site. The analysis look into four urban renewal projects which were presented in the "National Competition of Ideas for Embellishment and Valorization for Downtown Fortaleza and Park of the City", organized by N.G.O. Ação Novo Centro - which is attached to PLANEFOR - Strategic Plan for the Metropolitan Region of Fortaleza - in 1999. This competition had for objective bringing together global propositions for downtown Fortaleza that intended it's spatial, landscaping, functional end environmental restoration, life quality improvement and new activities attraction to make it more competitive, re-establish heterogeneous flows, revert the functional specialization condition and produce a new image for that area. The project's analysis intends to confront different downtown conceptions, evaluate their viability in view of contemporary economic dynamic and to discuss it's ideological contents. At last, the research think over the perspectives for downtown starting from the articulation among local government, firms and society, with emphasis to the importance of the technical action over the urban form - through the urban and architectural design - as a condition to induce the renewal, and alerting to the necessity of assuming the design as an important instrument in the environment organization process.
O presente estudo analisa as perspectivas de renovação urbana e ambiental para a área central de Fortaleza no contexto da emergência da cidade nos fluxos globalizados e da insuficiência do modelo de estruturação e gestão urbanas fundado nos instrumentos do Plano Diretor face ao domínio das relações de mercado na produção do espaço urbano. Considera, inicialmente, o levantamento das diretrizes e intervenções propostas nos planos de ordenamento físico-territorial para o centro da cidade, as conseqüências de sua não implantação e o processo de homogeneização funcional e de fluxos que emerge com a metropolização e polinucleação do espaço e com a descentralização de atividades eminentemente centrais proporcionada pela expansão urbana verticalizada. A análise aborda a “questão do centro” a partir dos seguintes aspectos: perda da condição de referencial simbólico em função do surgimento de novas centralidades a partir da fuga de habitações, atividades governamentais e de lazer; imutabilidade da estrutura física e fundiária ao longo do processo de expansão metropolitana marcado pela dependência dos municípios da região em relação a Fortaleza; ciclo de degradação das estruturas em virtude da falta de investimentos públicos e privados que produz a condição de “centro da periferia”; inércia da estrutura urbana e estreiteza de visão de gestores e planejadores face à emergência de novas exigências espaciais impostas pela dinâmica da economia globalizada; e desconsideração do centro nos projetos governamentais de transformação espacial de setores estratégicos da cidade com vistas à sua inserção na rede de fluxos globais através do turismo. A par desta contextualização, a análise fará a leitura de quatro projetos de requalificação urbanística apresentados à Prefeitura Municipal de Fortaleza através do “Concurso Nacional de Idéias para Embelezamento e Valorização da Área Central de Fortaleza e Parque da Cidade”, organizado pela Ação Novo Centro – ONG vinculada ao PLANEFOR – Plano Estratégico da Região Metropolitana de Fortaleza – em 1999. O concurso teve como objetivo a reunião de proposições de caráter global para o centro de Fortaleza com vistas à sua reestruturação espacial, paisagística, funcional e ambiental, à melhoria da qualidade de vida e à atração de novos usos e atividades capazes de torna-lo mais competitivo, restabelecer a heterogeneidade de fluxos, reverter o quadro de especialização funcional e produzir uma nova imagem para a área. Abstract:
The South African urban renewal and development environments are facing a number of challenges. South Africa, like many countries around the world, is experiencing challenges delivering to its citizens, facilities, infrastructure and services, at a rate fast enough to satisfy the public demand. Public Private Partnerships (PPPs) are a possible solution to curbing the disparity between these levels of supply and demand. The field of urban renewal and development is no different in this regard. In fact, urban renewal projects act as an effective measure when gauging the success rate of PPPs within a country. This is due mainly to the sheer size of these projects, which by their very nature, demand a certain involvement from numerous parties. While PPPs may act as an effective aid for government to increase procurement and service delivery, these initiatives are not without their problems, in fact these partnerships are often plagued with much uncertainty. This research aims to provide insight into factors affecting PPPs, both negatively as well as positively, and specific to the area of urban renewal and development. The first stage of the research involved semi-structured interviews that were conducted with industry experts. This allowed for the next stage of research which involved surveying employees in the relevant industry through a structured questionnaire. Based on the findings of this research, as well as knowledge garnered from a review of available literature surrounding this topic, a model was created to provide users with a clear consolidated view of factors affecting PPPs in general and specific to the urban renewal and development sectors.

Abstract:
Urban areas have become strategic locations where many throng to for a better life. However, wealth and economic opportunities are not evenly distributed in these urban spaces. South Africa is a fairly young democracy whose urban landscape has been largely shaped by the colonial apartheid system. The apartheid system segregated and relegated the black majority to the fringes of the cities into crowded communities characterised by poor living conditions, exclusion from the mainstream economy and limited urban amenities. Townships epitomise the harsh reality of the urban poor and how underdevelopment has been perpetuated. South Africa came up with different policies to redress the historical imbalances and inform urban development strategies. Urban renewal has been implemented as a development strategy in various cities across the world in an attempt to revive and improve the social, economic and environmental state of derelict urban spaces. Townships in South Africa have been the target areas for urban renewal with 8 presidential nodes having been initially identified for such in 2001. Eventually, Helenvale was added to the mix as a prime node in 2006 and the Helenvale Urban Renewal Project (HURP) was birthed - Helenvale and HURP being the identified site and project for this research respectively. An evaluative approach was adopted in assessing the socio-economic impact of urban renewal in South Africa townships and more specifically the socio-economic impact of HURP. Helenvale, like most townships in South Africa, is characterised by a high density settlement pattern, poverty, high unemployment, high rate of violence and crime, drug trade and substance abuse as well as a high rate of school dropouts. The Helenvale Urban Renewal Project (HURP) was implemented by the Nelson Mandela Bay Municipality (NMBM) and eventually the Mandela Bay Development Agency (MBDA) with the intention to rejuvenate the community on the social, economic and environmental front. The study findings showed that Helenvale, like all urban renewal nodes in South Africa had a number of socio-economic issues which prompted HURP. These include high unemployment (was 53.5% in 2013); alarming levels of violence and crime; drug trade and substance abuse and high rate of school dropout. Between 2007 and 2014, different projects were implemented under HURP, focusing mainly on physical development and community building. Study respondents had mixed reactions and perceptions of the impact of HURP. On one hand, the project saw the community benefit from the constructed public facilities like recreational parks and resource centre as well as capacity development and created employment opportunities. On the other hand, unemployment has persisted with only a small proportion of the population benefiting from the created jobs; crime remains unabated; drug trade has persisted leaving parents fearing for their young and gang violence has rendered the provided safe public physical features ineffective and the housing challenge has also not been resolved. By and large urban renewal and in this particular study, HURP has made great strides in improving the social and economic standing of the township community despite the challenges that are still lurking. A number of recommendations were proposed for similar studies and for urban renewal initiatives in South Africa. For the latter the study recommended having a robust policy that speaks to urban renewal directly and informs such. Other propositions include allowing the community to own and be stewards of urban renewal initiatives; allocating enough resources, both human and financial; and tailoring the project to respond to the needs of a particular community and not a one size fits all approach. In terms of similar studies the study recommends using a mixed methods approach to evaluate the impact of such ventures as well as evaluating more than one urban renewal initiatives for comparison and to allow for the generalizability of the findings.

Squatter settlements still represent the worst of urban poverty and inequality in Turkey. Yet the world has the resources, know-how and power to reach the best experiences. Urban transformation has become a topic of growing interest in many cities in the world. It has also become popular in Turkish cities and the most common urban transformation projects in Turkey are implemented in squatter settlements. However, while the scope of urban transformation interventions generally aims to improve the quality of urban life, increase the livability of cities in various aspects and provide cities with the ability to trace other cities in both national scale and the globalized world, it is still a question mark whether urban transformation projects are successful enough in improving every aspects of urban life and fulfill the promise of development for their inhabitants particularly by improving the lives of the poor and promoting equity. In this respect, this research tries to identify the success level of urban transformation projects implemented in squatter settlements. Since many urban transformation projects implemented extensively in squatter settlements in Turkey, generally with the aim of increasing the density of buildings and gaining rent over these areas, the concept of urban transformation has an indisputable importance to be researched. The key purpose of this thesis is to reveal the components of quality of urban and community life in terms of physical, environmental, social, and economic dimensions and provide both objective (quantitative) and subjective (qualitative) approaches over these components to assess the success level of Sentepe Urban Transformation Project and increase the success level of urban transformation projects in squatter settlements. This research will reveal up the degree to which Sentepe Urban Transformation Project will respond to the requirements of the criteria of urban quality of life. Further, this research aims to provide inputs for the next urban transformation interventions to guarantee the satisfaction of urban life and well-beings of local community in terms of various issues related to urban life. Abstract:
Externalities are defined as situations where an economic activity of an economic subject affects the production or consumption activities of other economic subjects (third parties), that do not participate in the activity. Externalities therefore cause changes in the welfare state of third party subjects and result in an economic inefficiency in an economy, indicating that the economy does not enjoy the maximum benefits from its given resources. Reconstruction project is a kind of large scale residential renewal programs that is organized and undertaken by private sector in Korea. In the process of profit maximization in the private sector, old housing estates are reconstructed with higher and larger residential buildings, as well as more dwelling units on the same sites. These changes emit externalities into the neighbourhood residential markets. The aim of the study is to demonstrate, statistically, the creation of externalities in the reconstruction of old housing estate. In doing so, the study investigates the differences of land prices in the neighbourhood residential markets due to the externalities generated by the projects and quantifies the differences, using the land price data from the Ministry of Construction and Transportation in Korea. Three statistical analysis methods were used in the study. Firstly, descriptive statistic detected the differences of land prices between the residential markets in each project case and indicated the existence of the externalities in some of the neighbourhood residential markets. Secondly, ANOVA and T-tests statistically concluded that reconstruction projects emit externalities in some neighbourhood residential markets. Lastly, the intervention analysis quantified the amounts of the externalities and verified the established hypotheses. The major finding of the study is that reconstruction projects emit externalities in the neighbourhood residential markets, and the net externalities are, on the whole, positive. It is concluded that the general welfare could be extended as the production level of reconstruction projects is increased.

The global weakening of nation states has isolated cities. On the other hand, the authority of local administrations has been increasing rapidly. Urban planning responsibility is under the authority of local governments. Due to intense competition for attractive solutions, local authorities have tended to use methods that produce immediate results. Therefore, planning approach has been changing and in place of comprehensive plans, we find quick fix projects. According to comprehensive planning approach and the planning legislation in Turkey, urban plans should be made according to the principle of planning hierarchy. This principle defines the consistency of plans in different scales and refers to the holistic principle of urban planning. However, local governments have adopted project-based policy implemented in the form of urban transformation. This policy leads to practical applications that contradict the principles of the discipline of urban planning. Then, it forms a basis for negative results such as unplanned development. This study focuses on projects in Ankara and their consistency with upper scale plans in order to make a rational assessment of urban transformation projects. This thesis aims to show how local authorities and new legislative frameworks encourage urban transformation while ignoring the principle of planning hierarchy in case of Ankara. Local governments prefer project-based policy since development serves the benefit of investors and therefore municipalities. To avoid this situation, legislation should be examined and laws that lead to conflicting investments of authority should be simplified. Additionally, through law, planning agenda should be focused on the structural planning approach.

The study basically deals with the impact of Urban Renewal Programme (URP) in Soweto. URP is part of a national urban renewal strategy, which focuses on areas of greatest deprivation, including investment in economic and social infrastructure, human resource development, enterprise development, the enhancement of the development capacity of local government, poverty alleviation and the strengthening of the criminal justice system. URP was spearheaded as a local economic development initiative to reinvent andre-image Soweto. South African cities have inherited a dysfunctional urban environment with skewed settlement patterns that are functionally inefficient and costly, there are huge service infrastructure backlogs in historically underdeveloped areas. Approximately 58% of the South African population lives in urban areas. Thousands of people from around the world and South Africa flocked to Johannesburg to seek their fortunes and to offer their labour. As the gold mining industry developed, more than half the population lived in mine compounds; other workers had to find their own accommodation often in appalling conditions. In Soweto, the demand for labour led to urban decay caused by the development of informal settlements in vacant land and vandalism of public places. The hypothesis for the study was as follows: the increasing factors caused by urban decay in Soweto makes urban renewal projects a necessary tool to enhance sustainable development. To realise the objectives of this study, literature study and as well as an empirical research was employed. The empirical research comprised the use of questionnaires to examine the perceptions of residents based on the impact of URP in Soweto. The research findings revealed that: * URP plays an important role in developing the lives of Soweto residents; * The capacitation of the SMMEs played a role in the local business industry; and * • Public participation is lacking. Members of the communities are not aware of the intended goals and objectives. The study also provides recommendations to enable local authorities to fast-track URP initiatives and for further research.

Around the world, urban redevelopment is a universal process of exploiting city areas. In Western countries, the development of modern cities is at an advanced stage, and these countries have produced a significant amount of research on urban redevelopment theories, patterns and evaluation. Research on urban redevelopment, particularly evaluating the impact, has attracted less attention in China. Moreover, the spatial order and development path of Chinese cities are dramatically different from those of Western cities. This thesis, therefore, explored the evaluation framework of urban redevelopment taking into account the characteristics of Chinese urban development and property rights issues. The case study strategy was used for this exploratory research. The case of the Liede redevelopment project in Guangzhou City was analyzed through in-depth interviews. Three groups of project actors, namely governments, developers and urban villagers, were interviewed to form a comprehensive understanding of the whole redevelopment mechanism and processes, as well as to evaluate the impacts of the redevelopment. Other data sources including academic literature, local archives and official documents were also used to analyze the Chinese situation. Before starting the case study process, the ideological and theoretical discussion on neoliberalism and gentrification were reviewed and the rent gap theory was applied to explain the motivation behind urban village redevelopment in China, specifically Guangzhou. To build the evaluation framework for the case, this thesis also referred to the evaluation system developed upon the urban regeneration of western cities. An effective partnership of urban redevelopment was found to lead to the efficient completion of the Liede redevelopment project. The role of the government was supportive and no longer sought for profits, while negotiation was made between the developers and urban villagers to maximize each actor’s benefits. Some positive redevelopment outcomes were evident. For instance, the physical environment as well as infrastructure is greatly improved and the family income of Liede villagers increases. Other long-term impacts were expected to be achieved in the future. It could be concluded that the pattern and experience of Liede redevelopment project are valuable for coming redevelopment projects. To widen the use of the findings, the evaluation framework established in this research could be tested on redevelopment projects across different cities. A general framework with some flexible adjustment to specific contexts could then be very useful for the evaluation of urban redevelopment.

Urban Development Projects (UDPs) have become hegemonic projects of redefining urban political priorities. The political construction of UDPs could not only be investigated through analyzing capital accumulation processes. To reveal how UDPs are politically constructed, this thesis investigates how governmental and non-governmental agents form a hegemonic block to mobilize hegemonic discursive practices and coercive-legislative mechanisms in the formation of UDPs. A Lefebvrian-inspired neo-Gramscian theoretical perspective is formulated to overcome eco nomic determinist and voluntarist agent-oriented approaches. Critical realist methodology is adopted with combining deductive and inductive strategies and qualitative and quantitative methods. In the first stage of research, the thesis critically and comparatively reviews the politics of different UDPs from different countries and then deduces initial arguments from this review. In the second stage, these arguments are reconsidered in the light of the empirical evidence of the case study. New City Center and Inciralti Tourism Center Development Projects from Izmir are investigated in the case study through critical discourse analysis, questionnaires and in-depth interviews. The case study reveals how governmental and non-governmental agents collaborate to mobilize public support and consent for UDPs. The concept of &ldquo

is proposed to theorize hegemonically constructed discourses, activities and relations of governmental and non-governmental a gents. However this hegemonically constructed capacity is no t the only base of political power. Legislative interventions operate as coercive mechanisms and play key roles in the implementation of UDPs. UDPs are politically constructed by the complementary relation and differential articulation of hegemonically constructed capacities and coercive-legislative mechanisms.

The main aim of this thesis is to examine urban movements in Istanbul, Turkey. More specifically, the research has two principal objectives: first, to expand the existing conceptual framework of urban movement studies by critically examining the present literature on urban movements and considering people’s experiences in the cities of global South; and second, to make an empirical contribution to the literature on urban movements in general and the developing literature on urban movements in Turkey, in particular by analysing political mobilisation surrounding contested urban regeneration projects in Istanbul, Turkey. The thesis argues that the research framework of current urban movements’ literature is too static and limited to be able to develop a dynamic, relational and comparative approach to the analysis of mobilisation in urban space in different geographies. The case materials presented demonstrate that the political and social relations established between actors of urban politics are enmeshed in a dynamic political process, and that the motivations that inform the development of urban movements can change over time. In addition, the issues causing conflicts and political mobilisation are perceived and experienced differently under different conditions, which results in a diversification of the ways in which mobilisation is pursued. As such, a-priori assumptions about the emergence and goals of political mobilisation in urban space – for example, assumptions that urban movements necessarily are progressive and a part of a wider political agenda – is shown to be inadequate for examining the dynamics of mobilisation in different settings. In developing these theoretical arguments, the research constructs a dynamic relational framework to the analysis of political mobilisation in urban space, contributing in turn to the existing conceptual framework of urban movement and political mobilisation studies. Empirically, these issues were explored through case studies of two urban renewal areas in the historical neighbourhoods of Istanbul, Turkey, using a qualitative Critical Realist methodology. Like many other megacities, Istanbul has experienced an immense process of socio-economic and spatial restructuring in which the state has played a fundamental role. Moreover, in these new urbanisation dynamics, urban renewal projects have become conspicuously contested, leading to mobilisation at a variety of spatial and governmental scales. This thesis focuses on the different responses of local people in two urban renewal areas in order to examine the factors that enable and inhibit mobilisation. Specifically, the research is framed around two contrasting cases: the Fener-Balat-Ayvansaray renewal area, which is taken as a case of political action, and the Suleymaniye renewal area, which is taken as the case of inaction. The research findings show that the intervention of the state is not the only factor causing mobilisation in the localities. Other factors include: the condition of the built environment and the formation of spatial relations in the localities; the condition of the property market and how property owners value their assets in terms of its exchange and use values; the political relations between the state and the residents; social relations within the localities; and the implementation process of the urban renewal projects. These factors are derived from the empirical findings of the research and combined into a dynamic conceptual framework that contributes to reconfiguring existing analyses of urban movements. As such, by its critical relationship to existing urban social movement theory and through its novel methodology, the thesis aims to make significant contributions both to the conceptualisation and empirical analysis of contentious politics in urban space.

Over the last forty years, China has been facing major problems resuIting from rapid urban growth. In the last decades, great efforts were made to solve the dramatic housing shortage and to improve the appalling living conditions in overcrowded areas. In 1990, the Beijing municipal government launched a program for the renewal of the old city center. A series of residential projects has been implemented in traditional neighborhoods since then which have affected the character of the old city and the lives of its residents. So far, very few studies have been conducted to assess the implementation of the renewal program. This thesis provides an overview of the regeneration projects implemented in the inner-city of Beijing since 1990. It identifies the diverse approaches currently used, along with their impacts on the traditional environment and its population. The main weaknesses of the renewal program are discussed and suggestions are made for its future transformation.

Abstract:
Public open space (POS) within a city acts as an important breathing and recreational space for the urban population within a proximate distance by providing economic, social, psychological and environmental benefits to human settlements. In a city like Hong Kong (HK) adopting economic-centred development, land is be maximized for monetary use especially under land scarce due to topographical constraint. Hence, compact development is resulted especially in urban areas. Past study had found that the proportion of open space zoning undergone a downward trend across the territory as time moves on and a gap was observed between planned and actual open space provision (Tang and Wong, 2008, p. 261). On the other hand, some POS were created within residual development land in the urban area which are of poor locational quality. Taken into account of early POS provision inefficiency, the government sees the opportunity in gradual neighbourhood decay as a mean to encourage POS provision within new private developments. This idea originated as a planning policy since 1980s which tries to overcome shortcomings of POS provision in districts by means of requiring or encouraging POS provision within private developments. However, while this policy contains certain benefits, it is not without issues and problems from the design, social, economic, institutional and policy point of view. This dissertation therefore aims to examine POS provision within URA redevelopment projects in HK where district renewal is one of the sources of newly built private developments containing POS provision. The study aims to find out POS contribution, performance, as well as to unravel potential benefits, issues and concerns associated with the provision, given existing context of regulatory policies and operational guidelines. The term "URA redevelopment projects" used in the dissertation, covers a longitudinal review of all completed projects containing POS provision that were taken place between the Land Development Corporation (LDC) and the Urban Renewal Authority (URA) period, in which the URA was established to supersede and continue with the LDC's renewal work in 2001 due to organizational inefficiency. The study hopes to give implications on future POS provision within URA redevelopment projects so as to enhance POS functionality and usability through policy, development control and governance perspectives. There are a total of 25 redevelopment projects containing POS provision during the LDC and the URA period, out of which 16 of them are completed by the end of June 2014. The study found that the spatial location of the completed and future POS provision among the redevelopment projects positively correlates with local open space (LOS) and district Open Space (DOS) deficit spatially. Among the completed projects, POS performance varies in aspects of functionality, aesthetic value, privacy, accessibility etc. In considering POS provision on top of planned requirement, additional floor spaces are also granted for several cases without maximizing the efforts in enhancing POS use value. Furthermore, some cases also demonstrate potential uncertainty in POS provision and rights of entry. Overall speaking, policy aims are partially meet. By means of employing planning, economic as well as institutional perspectives in analysis, performance variations are attributed to factors like, economic values, planning requirements, lease conditions as well as policy and governance inefficiencies. Based on the above, the dissertation gives recommendations on providing guidance that are crucial to improving POS provision and planning within future redevelopment projects.

The gecekondu settlements emerged as a grassroots solution to the housing problem of migrant population in the lack of effective state intervention. Although most of these settlements gained legal status and title deeds in the following decades, they were still considered to be problem to be solved in due process. Starting from the mid-1980s, as a result of the so-called rehabilitation plans, considerable part of the gecekondu areas underwent a rapid redevelopment process through the market mechanism. The gecekondu owners gave their land to individual small scale developers in return for some portion of flats built in the land plot. However in the 2000s this strategy has changed with the introduction of state-led urban transformation projects. Transformation processes have started to consider the large gecekondu areas rather than the individual land plots as the unit of redevelopment. This brought the market model to a halt as well. It is not any more possible for the gecekondu owners to negotiate with the developers. Instead they have to deal with municipalities. Likewise the share of the gecekondu owners from the emerging rent declined dramatically as well. Such a model meets considerable resistance from the gecekondu owners. They see this process highly unfair and many of them decline to sign the agreement documents with municipal authorities. However there are also segments of gecekondu owners who accept the offer of the public authorities. The main aim of this thesis is to analyse the urban transformation projects with regard to the attitudes of the gecekondu dwellers. The question intended to be answered by the thesis is as to why some of the owner accept the offers while the others decline. While doing this, thesis also raise some further issues beyond the distribution of emerging rents such as the destruction of local communities and their life styles.

Prof. Dr. Sibel Kalaycioglu January 2006, 102 pages The aim of this thesis is to understand the local participation dynamics in Turkey, especially in the cities with small populations. The conservation and restoration projects in Kastamonu were chosen as the case in order to achieve this aim. These projects include the restoration and reuse of historical/traditional houses in Turkey. The research was focused on the stakeholders in relation to these projects in order to be able to examine the social processes with regard to the local participation in Kastamonu. The major data collection method of this research was interviews with three groups of stakeholders. These stakeholders were the decision- makers, the owners of the houses, and the local people. For the research, 41 interviews were conducted in November 2004 in Kastamonu. The interviews included questions with regard to perceptions of the respondents about the issues of participation and decision- making dynamics, as well as the conception of sense of place, through the conservation and restoration processes. All these interviews were recorded and transcribed for discourse analysis. There are three major findings of this thesis. Firstly, the stakeholders do not have a consistent perception of what participation is. This leads to the second finding that the level of interaction and the level of participation are low among the stakeholders. Thirdly, the conservation and restoration projects in Kastamonu are perceived as economic investments by the vast majority of people. The heritage and cultural value of the houses are less frequently referred to.

Art is often used as a catalyst to stimulate redevelopment and neighborhood change. This often occurs inadvertently as the presence of artists in certain communities can attract both public and private investment to revalorize economically depressed areas. Marginal neighborhoods in inner-urban areas offer inspiration and diversity to artists seeking lower-cost housing. Their presence effectively makes these marginal communities "safe" for middle-class residents looking to live in a funky, urban neighborhood. Ultimately, however, artists are eventually priced out of the communities they helped to create. The Alberta district in northeast Portland, Oregon has used art to create an identity that distinguished it from other redeveloped neighborhoods throughout the city, having become known as the Alberta Arts District. The research presented in this thesis traces the history of the Alberta district from its roots as a thriving streetcar community through its years as a dilapidated, crime-ridden neighborhood, and into its current state as a vibrant arts district. I show how the commercial corridor along Alberta Street has evolved to reflect the changing demographic composition of the surrounding neighborhood. Additionally, housing in the surrounding residential neighborhood has experienced a dramatic increase in average sale price and an upfiltering of aesthetic appearance. Many are attracted to the Alberta district for its vibrancy and diversity, the people and businesses that contribute to the diverse atmosphere may disappear as real estate becomes increasingly more expensive.

Au croisement de la sociologie des classes populaires et de la sociologie urbaine, cette recherche analyse les effets de la rénovation urbaine dans les cités HLM, à partir d’une monographie dans le grand ensemble des Minguettes (Vénissieux). Elle souligne d’abord que cette politique, qui s’inscrit dans la continuité d’une action publique préoccupée par la maîtrise du peuplement, utilise l’espace résidentiel comme levier de transformation sociale, étendant ainsi l’encadrement des classes populaires au « monde privé », d’ordinaire préservé des rapports de domination. En analysant les pratiques de logeurs et les trajectoires résidentielles des habitants, elle met au jour les conséquences des transformations de l’habitat et des nombreuses mobilités résidentielles suscitées par les démolitions-reconstructions. Parvenant à retenir sur place une minorité de ménages appartenant aux fractions stables des classes populaires, elles ne bouleversent cependant pas le caractère majoritairement populaire du peuplement et ont surtout pour effet d’accentuer la hiérarchisation interne et les logiques de différenciation au sein de l’espace local. Ce travail met enfin en évidence les manières – différenciées selon les profils et les trajectoires – dont ces transformations résidentielles affectent les styles de vie localement en vigueur : elles mettent à l’épreuve les équilibres domestiques, encourageant le repli sur la sphère privée, et affectent les rapports au quartier, marqués par une plus grande réserve et une mise à distance du voisinage
This research, which lies at the intersection between the sociology of the working classes and urban sociology, analyses the effects of urban renewal in areas of social housing, taking as its starting point a monograph of the social-housing estate of Les Minguettes in Vénissieux, in the south-eastern suburbs of Lyon. It first underlines the fact that this public policy, which follows in the tradition of public action aimed at controlling settlement patterns, uses residential space as a lever for social transformation, thus extending control over the working classes to the “private realm”, a sphere ordinarily exempt from such power relations. By analysing the practices of landlords and the residential trajectories of inhabitants, it sheds light on the consequences of transforming housing and of the many different forms of residential mobility generated by demolition and rebuilding operations. While only a minority of households, from the most stable sections of the working classes, typically remain in such neighbourhoods, these operations do not, however, radically change the broadly working-class character of the population, and tend above all to result in an accentuation of the internal hierarchies and differentiation processes at play within the local space. Lastly, this work reveals the various ways – depending on individual profiles and trajectories – in which these residential transformations affect dominant lifestyles locally: they challenge household equilibrium, encouraging inward-looking attitudes that focus on the private sphere, and affect residents’ relations with the surrounding neighbourhood, which are marked by greater reserve and a tendency to distance themselves from neighbours

Enfatiza assim a importância do bairro como moradia da classe operária na primeira fase de industrialização de São Paulo e destaca a necessidade de se introduzir o estudo da memória do ambiente cultural como elemento de planejamento urbano. Para tanto, analisa os elementos de permanência da estrutura do bairro nas diversas etapas de desenvolvimento da cidade - o traçado das ruas, as edificações originais das vilas, as casas em série, os edifícios das fábricas ainda existentes enfim, elementos que devem ser inseridos no projeto de renovação urbana, propondo que se valorize a memória e o significado histórico do espaço cotidiano da população. Propõe-se aqui a reformulação do projeto do canal do rio Tamanduateí como forma de resgatar a relação da cidade com este, sendo afinal de contas um fator essencial para a revalorização dos bairros que circundam a área central. A tese ressalta que a Mooca é um espaço de resistência na cidade: primeiro porque conserva, através do trabalho da população mais pobre, seu desenho e atividade econômica originais; segundo porque carrega uma carga simbólica das lutas de resistência do movimento operário desde a Greve de 1917 e do movimento dos tenentes de 1924. This thesis is a proposal of Mooca neighborhood renewal in this original place of appearence. It emphasizes the importance of that neighborhood as dwelling of the labor class in the first phase of São Paulo industrialization and it highlights the need to introduce the memory´s studies of the urban cultural atmosphere as element of urban planning. It analyzes the elements of permanence in the structure of the neighborhood in the several stages of development of the city, as the plan of the streets, the original constructions of the villas, the houses in series, the factories buildings still existent as elements that should be inserted in the urban renewal project. It proposes the memory appreciation in the daily space of the people as soon as the historical meaning appreciation of the place for the city. It still proposes to reformulate Tamanduateí channel river project as form of rescuing the relationship of the city with the river, essential for the revaluation of the neighborhoods that surround the central area. The thesis stands out that Mooca is a resistance space in the city. First, because it conserves its original drawing preserved by the poor inhabitant and because the existent economic activity in the area. Anyway it carries a symbolic load of the resistance fights in the labor movement from the Strike of 1917 and 1924 soldiers movement. The memory of those events should be inserted in the population day by day through renewal projects and production of new spaces of living and of memory places preservation linked with social programs like as the \"young historian\'s workshop\"

Este trabalho investiga o papel dos planos e projetos urbanos elaborados para a estruturação do processo de (re)qualificação da Região Central da cidade-metropolitana de São Paulo, no período entre 1970 e 2000, e examina quais seriam os desafios presentes e futuros. A partir da avaliação do quadro institucional do planejamento urbano na cidade de São Paulo e das experiências realizadas em algumas grandes cidades mundiais como Rio de Janeiro, Boston, Berlim e Barcelona, visando à atualização e qualificação urbana, observa-se, no caso paulistano, a existência de vazios institucionais e organizacionais que, em grande parte, explicam a ausência de implementação de projetos urbanos na (re)qualificação de suas áreas centrais. Para a superação desta ausência de prática efetiva são recomendados três encaminhamentos: a) complementação do ordenamento institucional do planejamento urbano, nos âmbitos nacional, metropolitano e municipal; b) implantação de um sistema organizacional, político e administrativo, baseado em unidades territoriais menores que o distrito; e c) a montagem de um plano estratégico para coordenar o processo de reabilitação e renovação das antigas centralidades e bairros centrais. Na última parte do trabalho é apresentada uma proposta para a montagem de um plano estratégico para a Área Central de São Paulo, constituído por três ensaios projetuais, considerados prioritários para estruturar e ordenar o processo de requalificação urbana no médio e longo prazos: 1) Santa Ifigênia - Luz; 2) Praça da Bandeira e entorno; e 3) Parque Dom Pedro II - Brás. Estes ensaios procuram exemplificar quais e que tipos de projetos urbanos têm estado ausentes em São Paulo.
This work investigates the role of the plans and urban projects elaborated for the structuring of the (re)qualification process of the Central Region of the metropolitan-city of São Paulo in the period between 1970-2000, and examines which would be its presente and future challenges. Based on the evaluation of the institutional scenario of the urban planning in the city of São Paulo, and on experiences carried through in some large cities of the word, like Rio de Janeiro, Boston, Berlin and Barcelona, and aiming at urban updating and rehabilitation, we note, in the case of São Pauo, the existence of institutional and organizational blanks which, to a great extent, explains the absence of implementation of urban projects in the re(qualification) of its central areas. To overcome this absence of an effective practice, three procedures are recommended: a) complementing the urban planning institutional ordering at national, metropolitan and local levels; b) establishment of an organizational, political and administrative system, based on territorial units smaller than districts; c) the setting up of a strategic plan to coordinate the process of rehabilitation and renewal of old urban centers and central districts. In the last part of this work a proposal is presented for the setting up of a strategic plan for the Central Area of São Paulo, consisting of three project essays considered as priorities in the structuring and ordering of the process of urban revitalization at medium and long terms: 1) Santa Ifigênia - Luz; 2) Praça da Bandeira and surroundings; and 3) Parque Dom Pedro II - Brás. These essays aim at exemplifying which and what type of urban projects are lacking in São Paulo.

Como meio de investigação sobre a cidade contemporânea, a primeira parte da tese é dedicada ao estudo e análise da forma urbana e seus pesquisadores, no qual cada um apresenta suas teorias e resultados sobre o tecido urbano que se transforma a cada instante. O caso de Suzano, cidade localizada na Região Metropolitana de São Paulo e distante cerca de 40 Km do centro da capital, não pode ser tomada como exceção deste processo de \"desmontagem das peças urbanas\" que provocou a subutilização dos espaços antes ocupados pelos serviços de manobra e depósito da rede ferroviária assim como a degradação dos espaços construídos provocados pela falta de uma politica pública que incentivasse novas experiências e o redesenho urbano neste trecho da cidade. Em resposta a estes fatores, o objeto de estudo é compreendido neste caso, como uma importante ferramenta de transformação da forma urbana com estratégias que garantam sua sustentabilidade e desenvolvimento urbano compatíveis com as atuais tecnologias. O trabalho defende que os Grandes Projetos Urbanos quando se tornam objetos de redesenho do tecido tendem a transformar a Forma Urbana incorporando critérios além daqueles funcionais e específicos da paisagem, mas também com uma intensa relação com sua vizinhança e entorno próximo. Nesta condição, tendem a desempenhar um papel relevante na qualidade espacial da cidade contemporânea provocando a regeneração tanto dos espaços não construídos (vazios urbanos) como os construídos (edifícios), num convívio mútuo entre as formas urbanas existentes e as propostas pela intervenção.
The hypothesis driving the work assigned to the Large Urban Projects tool condition transformation of urban form from the perspective of interventions into the urban fabric degraded or idle able to regenerate parts of this tissue and cause your landscape rehabilitation and social and economic dynamics. As a means of research on the contemporary city, the first part of the thesis is devoted to the study and analysis of urban form and its researchers, in which each presents his theories and findings on the urban fabric that transforms every moment. Admittedly the Large Urban Projects had more influence in European countries motivated by several factors (natural or not) that forced the city to rethink its urban structures and set quickly rebuilding strategies efficiently, so the second part of the thesis \"case studies\" are placed as objects of study and analysis of urban form from the comprehension and understanding of the causes and consequences with each city studied that led to begin the process of transformation of urban form, the same way they used strategies social and economic able to regenerate and invigorate the urban dynamics of the city, being elected four Large Urban Projects: 22 @ BCN and La Sagrera-San Andreu in Barcelona - Spain, ZAC Paris Rive Gauche in Paris - France, Spina 2 - Porta Susa in Torino - Italy, which relate directly or indirectly to the subject of study: Urban Train Operation Orla Suzano, put in discussion in the third part of the thesis, confirming that the necessary condition to American cities, and especially Latin and Central stand today as the configured \"Global Cities\", and that in many times lost over time its urban dynamics over prays the lack of urban planning for orderly or gradual degradation due to the economic transformation and / or technological. The case of Suzano, a town in the Metropolitan Region of São Paulo and distant about 40 km from the city center, cannot be taken as an exception in this process of \"dismantling of urban pieces\" that led to the underutilization of the space once occupied by services maneuver and tank rail network as well as the degradation of built spaces caused by the lack of a public policy that encourages new experiences and urban redesign this part of town. In response to these factors, the study object is understood in this case as an important tool for transformation of urban form with strategies that ensure their sustainability and urban development compatible with existing technologies. The paper argues that the Large Urban Projects when they become objects redesign tissue tend to make Urban Form incorporating criteria beyond that functional and specific landscape, but also with an intense relationship with his neighborhood and near surroundings. In this condition, tend to play a role in spatial quality of the contemporary city causing regeneration of both spaces not built (urban voids) as built (buildings), a mutual interaction between the existing urban form and the proposed intervention.

Parmi ces sites en attente de reconversion, les fiches militaires urbaines pourraient offrir de réelles opportunités dans le cadre de r requalification et ainsi participer au renouvellement urbain.L’objectif de ce travail est double : il s’agit d’envisager dans quelle mesure la friche militaire urbaine peut être banalisée dès lors que son activité initiale a cessé. In a context of general reform of public policies and of adaptation of the tool of Defence to new geostrategical pressures, Military brownfields are growing.In the past, the city used easily the land space on its fringes. While it is today trying to rationalize the urban network in the frame of sustainable development, it is more interested in its derelict lands and it tries to set up a logic of urban regeneration which could be applied to all these wastelands, whatever is the nature of their initial activities. Among these waiting of renewal sites, the urban military wastelands could give real opportunities as part of regeneration and so participate to the urban renewal.The objective of this thesis is twofold: It is to consider how the military urban brownfields can be unmarked since their initial activity has ceased. Then, by reading the results of the regeneration with the fourth time of wastelands, it is about to determine if the regeneration of an urban military brownfields can have a leverage effect for a city or region.Five study sites are analyzed to answer these questions

Urban renewal is a critical issue in Hong Kong. On one hand, many old districts in Hong Kong such as Wan Chai and Kwun Tong are suffering from urban decay; poor living environment and dilapidated buildings are urging for large-scale replanning and reconstruction. On the other hand, growing criticisms constantly arose, arguing that the renewal initiatives and process only focus on the physical and economic aspects, but lack of social consideration and humane care. Numerous studies have been conducted to generally evaluate the economic and social impacts of urban renewal project. In this dissertation, the author will take the local case of Lee Tung Street as an example. A cross-sectional survey including the tenants and trades information was conducted soon after the announcement of the project to examine the social economic impacts within the study area. Demographic features and property prices in the nearby neighbourhood area were also observed comparatively from 2001 to 2011, so as to understand the externalities of the renewal project. Conclusions drawing from the social impact assessment in this case study mainly include: iiThe affected residential tenants and small business operators in the Lee Tung Street were mainly from the low and middle income groups; the majority of them were unsatisfied with the renewal process and unable to move back after redevelopment. The property prices within the study area have doubled after renewal due to the improvement of living conditions and public environment. iiImpacts of renewal projects to the nearby street blocks vary in different project periods. During the construction phase, the property prices and rents in the adjacent areas showed no significant fluctuations; on the contrary, the migration rate in this street block displayed an increase trend in the short-term study. The long-term impact of this case need to be further monitored and evaluated. iiIn order to enhance the public satisfaction and project efficiency, construction in phases could be adopted; comprehensive social impact assessment and timely review are also strongly suggested; besides, public engagement and the independency of social service team should be improved as well.

Construction socio-spatiale héritée du XIXe siècle ayant connu un déclin dans la seconde moitié du XXe siècle, les quartiers de gare centrale dans les villes occidentales sont un support récent et privilégié de l’action collective urbaine. Les projets urbains que ces gares cristallisent présentent des programmations récurrentes reposant sur la mixité fonctionnelle et une orientation tertiaire affirmée. Cette thèse interroge le retournement de valeur symbolique et économique de ces espaces autrefois dévalorisés et aujourd’hui prisés. Quelles sont les modalités de la fabrique urbaine, comment se noue l’interaction nécessaire entre des acteurs publics ne pouvant intervenir seuls sur ces secteurs fortement contraints (notamment techniquement), et des acteurs privés parfois réticents à s’engager sur des marchés qu’ils jugent risqués ? En adoptant une approche inductive et qualitative, ce travail de recherche analyse la conception et la mise en œuvre de deux projets urbains aux avancements contrastés en raison de leviers d’action ou, au contraire, de points de blocages différents, dans deux anciennes villes minières devant négocier le tournant de la désindustrialisation (Saint-Étienne et Liège). Au terme de l’analyse, l’hypothèse d’une valeur assurantielle de la gare dans ces projets urbains est validée : en tant que ferment métropolitain vecteur de fortes potentialités, la gare centrale desservie par un train à grande vitesse est la condition de possibilité permettant d’enclencher non seulement la décision des acteurs publics mais aussi celle des acteurs privés, au premier rang desquels les promoteurs immobiliers, acteurs clés à l’interface entre l’action publique et l’investissement privé
The railway station areas of the 19th Century were a reflection of the Industrial revolution. Following a period of decay after the Second World War, the urban renewal of these areas is now one of the main concerns of local governments in European cities. In addition to a new railway station served by high speed trains, these urban projects are often based on functional diversity, including a business district.This thesis addresses the reversal of urban value in these specific urban areas, exploring how they have moved from repelling to attractive places. How do public and private actors interact, when the former cannot act alone in places constrained by physical barriers due to a lack of funding, and the latter are not inclined to invest in what they consider to be risky places?Our approach is both inductive and qualitative. The comparison of two projects in French and Belgian shrinking cities (Saint-Etienne, near Lyons, and Liège, near Brussels) allows us to understand what the levers for action are, and conversely what the bottlenecks are that slow down the implementation of the urban project around the station.As the result of our analysis, the railway station appears to be a positive and necessary factor for the reversal of urban value in these areas. It is a kind of insurance – in the same way as metropolitan areas create potentiality in the productive economy – both for public actors, as the railway station facilitates their mobilisation, and private ones, especially property developers, who are key elements in the relationship between public action and private investment
