Traditional urban renewal scholarship has emphasized the experiences of America’s largest cities, leaving the equally significant story of urban renewal in small cities largely unexplored. This is particularly surprising, given that the overwhelming majority of communities to have received urban renewal funds had populations of less than 50,000. This article uses the state of Kentucky to develop a framework for analyzing the effects of the federal urban renewal program on small cities in the United States. Of particular importance for this research is recognizing the value of the June 30, 1974, Urban Renewal Directory as a data source.

Shared autonomous vehicles (SAVs) will be an important force to in reshaping urban morphology. The high operation rate and sharing degree of SAV are considered to result in a great reduction in parking area in future cities. Parking space is now a huge and widely distributed urban stock space type, which is bound to become a major challenge and opportunity for sustainable urban renewal in the digital era. Based on the SAV scenario, this paper reviews the current research on the sustainable renewal of urban public parking spaces, and proposes the four key issues involved: how much to renew (i.e., demand forecast analysis), when to renew (i.e., update time series evaluation), what to renew (i.e., function replacement decision) and how to update (i.e., design empirical research). Furthermore, it puts forward a preliminary idea on, and constructs a research framework for, the sustainable renewal methods of parking space under the SAV scenario. Finally, the theoretical, practical and policy implications of the research on sustainable renewal methods of urban public parking space are discussed. It will have great reference value for the redevelopment and reuse of the urban space types including fragmented, widely distributed and large-scale.

Abstract:
Urban renewal is an ideal approach to promoting the value of the urban fabric and improving the sustainability of the urban environment. This study, which shows the continuity of research on sustainable urban renewal, aimed to identify sustainable urban renewal literature based on a library analysis of scientific research since 2000. A total of 3971 scientific papers from the SCIE (Science Citation Index Expanded) and SSCI (Social Sciences Citation Index) databases were reviewed to examine how research concerning “sustainable urban renewal” has emerged and developed in the past 20 years. The h-indices and impact factors of the most relevant journals in urban renewal and sustainable development since 2000 were analyzed. The most frequently cited articles were analyzed using analysis of social networks (VOSviewer). The results revealed potential future focuses of research and guidelines that link urban renewal and sustainability: the engagement of all stakeholders in the decision-making process; the involvement of residents in projects; the development of cooperation between towns and cities; the preservation and reuse of built and industrial heritage while respecting environmental law; and, finally, the search for new financing techniques. These potential future research topics were analyzed in four research areas so that sustainable development can easily be integrated into an urban renewal project.

Under the background of urban renewal, how to properly protect and update the modern industrial heritage to realize the organic integration of the new and old system has become an important topic of heritage protection in China.Today, the transformation of industrial heritage is in full swing. Although the research in the field of industrial heritage in China has started relatively late and the domestic practical experience and related research depth are not enough to form a complete theoretical system, the society has reached a common sense of the protection and renewal of industrial heritage. AbstractExisting literature on China's urbanization focuses primarily on the expansion of cities and towns, with little attention being paid to urban renewals. The wasteful use of urban land has conventionally been attributed to the ambiguous definition and ineffective protection of property rights. This study examines recent practices in urban redevelopment in Guangzhou – a site chosen by the central authorities to pilot urban renewals (sanjiu gaizao). The research identifies a local practice in which institutional changes are made not in the delineation of land property rights but instead in the redistribution of the benefits to be made from land redevelopment. Current users of the land are offered a share of the land conveyance income previously monopolized by the state as an incentive to encourage them to engage in urban renewal. Land-use intensity and efficiency have increased, along with social exclusion and marginalization. Research findings cast doubt over the perceived notion that the uniform and unambiguous definition of property rights is the prerequisite for improved land-use efficiency and call for a critical evaluation of the current urban renewal policies that completely ignore the interests of the migrant population who outnumber local residents by a large margin.

After decades of economic growth, many issues have been added to the field of urban development, which has diversified significantly. To comprehensively understand the developmental context of urban renewal in China, this paper starts from the urban and architectural disciplines, combined with the international background of urban regeneration, and systematically analyzes the progress of urban renewal in China from 1985 to 2017. Four major research themes are summarized and divided into three stages of development with the aim of chronologically sorting the contexts and trends of urban renewal in the thirty years since China’s “Open Door Policy.”

The impact of spatial characteristics on the dynamics of urban development is a topic of great interest in urban studies. The interaction between the residents and the spatial characteristics is of particular interest in the context of urban models where some of the most famous urban models have been based on the process of individual settlements in some specific parts of cities.This research investigates the dynamism of urban development modeled by Cellular Automata and Multi-Agent System. The urban development, in this study embraces urban renewal and residential mobility. It corresponds to the residential mobility of households, attracted by residential and centrality comfort; these comforts are crystallized in some areas and residences of Strasbourg. The diversity and quality of these comforts become criteria for residential choice in a way that the households seek for proximity to these comforts.The Cellular Automata in this study, models the spatial characteristics of urban spatial units and they are identified by some inherent attributes that are equal to the comfort in residences and urban areas. The Multi- Agent System represent a system in which the population of the city interact between them and between them and the city; the agents delegate the socio-professional classes of households. During the spatiotemporal change, the aspiration of households forms the socio-spatio-temporal development of the city.

The notion of community remains an important concern, for individuals, in urban planning practice, and more recently in consumer research. This thesis research explores community at the junction of these areas, through a grounded study of the consumption practices of a place based consumer tribe that exists within an inner city suburb undergoing urban renewal. The process of urban renewal is positioned as a means to revitalise under-utilised inner city areas, and broaden opportunities for city residents and visitors to experience an inner city lifestyle. It can also be seen as a standardising project that commodifies diversity and devalues existing communities and is associated with gentrification. Both perspectives can obscure the possibility that consumption practices can be used to build community like connections. This thesis applies a framework of literature from marketing and consumer research to an urban renewal context, to explore this area of ambiguity. The result of this exploration is a grounded theory of assuming a 'local' identity through consumption experiences in servicescapes. This thesis argues that consumers seek out individual servicescapes for the value experiences that they offer, which can be identity defining. In particular the interaction generated through these experiences can work to build tribal connections to, and within, that servicescape. These consumption experiences can also be used to make assumptions regarding the identity of others; both of the businesses themselves, and the individuals encountered within them. The tribal connections these experiences may generate can have individual benefits in that they can build into existing social networks, but through repetition and shared experiences, may also link an individual to a broader place based community. This thesis also proposes that servicescapes can work to encourage this process, by encouraging identity defining consumption experiences. Like individuals, businesses can come to be assumed to be tribe members and this 'localness' can become a symbolic operant resource that is valued by the tribe. As key sites in which members of the 'local' tribe reinforce their commitment to the tribe, locally owned businesses may benefit by being more likely to be chosen over their 'non-local' competitors. However, as an element of their tribal membership these businesses have a moral responsibility to reinforce the collective ethic of the tribe and assist in integrating new tribe members. In this way they can become ambassadors for the identity of the community, communicating the shared values of the tribe to members and non-members alike. Such a place based tribe is primarily based on public interaction, thus the servicescapes and public spaces that link them can come to work as a theatre in which the tribe is manifested and its rituals performed. As the experience of a sense of shared value is repeated across a range of geographically united servicescapes, this shared experience can be displaced from any one servicescape and generalised into a localness experience that is grounded within the geographic community. It is here that the physical and ideological aspects of the community combine, and the experienced value of a shared identity that originated in a servicescape based consumption experience can come to symbolise the values of the greater community itself. These research findings have implications for inner city urban renewal developments, suggesting that the increased availability of consumption activities that are associated with urban renewal may also be considered as an increased opportunity to build place based consumer tribes. This thesis proposes ways of encouraging this process.

碩士<br>真理大學<br>法律學系碩士班<br>107<br>According to relevant statistics, from 1978 to 2013, the number of cities in China's mainland increased from 193 to 658, and the number of established towns increased from 2,173 to 20113, while the number of urban residents increased from 170 million to 7.3. For the billion people, the urbanization rate has increased from 17.9% to 53.7%. Rapid urbanization has brought about the improvement of various infrastructure construction and the development of culture, education and medical care, but it is also accompanied by the difficulty of integrating rural population into the city, the extensive and inefficient construction land, the unreasonable spatial structure, and the carrying capacity of resources and environment. The mismatch, the reduction of urban public service levels and other problems of urban diseases, the necessity of urban renewal research has arisen. In terms of legislation, the current laws and regulations on urban renewal in mainland China are far from meeting the actual needs. The national unified urban renewal regulations are only such as the Constitution and the Organic Law, the Collection Regulations, and the Urban and Rural Planning Law. The laws and regulations for the renovation of old cities at the national level are almost blank except for Article 31 of the Urban and Rural Planning Law and the regulations on the collection and compensation of state-owned land. However, with the increasing rule of law in urban and rural planning, the urban and rural planning law has implemented detailed rules in all provinces and even cities and counties, which has formed a very high standard density. A large number of local laws and regulations have been formulated for the needs of the transformation of old cities. Other laws such as the Administrative Licensing Law, the urban and rural planning law is more valued in local administrative practice. Therefore, the renovation of old cities in various local governments has different standards and each has a series of norms. Compared with the Taiwan area, there is no such high-level regulation as the “Urban Renewal Regulations”. Compared with the ambition of the old city reform proposed by the 18th National Congress, it is a lack of the rule of law. On the one hand, there is a dual orientation of urban renewal, on the one hand, there is a unified implementation and implementation of laws and policies at the global level, and on the other hand, there are adjustment and improvement rules according to local actual needs. n general, Taiwan's urbanization process is correspondingly ahead of the mainland's urbanization. Therefore, the problems facing Taiwan's urbanization may also be the problems that mainland cities face in the future.

Therefore, urban renewal trust plays an important role in Taiwan’s urban renewal practice. According to the amended draft of urban renewal act, property rights and the capital should be transferred to trustee. It is an important claim of the government in response to the market development. In the future, the trustee should create sustainable mechanisms by checking the construction progress, making sure appropriation should be strictly followed, and supervising payment. There are three common types of urban renewal by private sectors: organizing committees, authorizing an agent and authorizing a constructor. With case analysis and semi-structure interview on urban renewal employees, the study inspects how current urban renewal works and the related issue in different types of practicing. The study also provides suggestions on the amended draft of urban renewal act, in hopes that urban renewal can be implemented when urban trust can efficiently avoid and manage potential risk.

Urban renewal is now a tool for developers to gain land interest. From the aspect of cities’ public interest, this study explores the difference between government urban renewal and private urban renewal and as well as the values these two types of urban renewal can bring to the society. This study also examines the degree of the realization of public interest through private urban renewal. Urban renewal is supposed to lay equal stress on pursuing public interest and pursuing private interest. It is necessary to discuss how to include more urban public interest in urban renewal promotion plans. The advantages of government urban renewal include high public credibility and administration resources. It is also possible to utilize public land to push forward urban renewal plans. This way, good public credibility can be established for plans to tear down buildings on the land and plans for resident placement. Serious arguments and disputes can also be avoided. And public interest related goals can be achieved. These strengths shall also be taken into consideration in the process of promoting private urban renewal. In the public interest related fields such as meeting fundamental needs of the disadvantaged, asset preservation and accretion, increasing employment rate and domestic demand economy, providing regional public interest facilities, urban disaster reduction, improve urban environment quality, supporting energy saving and carbon reduction, and preserving urban fabric, both government urban renewal and private urban renewal should plan an active role, to come up with positive measures to promote urban renewal at present.

We probe into the urban renewal regulation, laws of real estate investments trusts and study some previous similar cases to understand restriction and difficult encountered in the operation. Besides we analyze its strengths and weakness compare with other raise found ways. The major conclusions of this research are: 1.For some poor resource city, adopting REITs to raise found can efficiently carry on urban renewal. 2.In the past, there are no any cases that using REITs to do urban renewal and quite complicated to undertaking, but it really a feasible method. 3.Adopting urban renewal investment can alleviate public finance, flexible real estate commerce and offer a long-term investment for the people. 4.Integrating urban redevelopment investment and BOT can get more efficiency.

When construction developers negotiate the value proportion with landowners, they often hide the information, or the landowners become a nail house as they want to get more equity. And thus, it causes a long time for both sides to negotiate the value distribution. That is one of reasons why urban renewal can’t be succeed. The study proposes to explore the types of value distribution and classifies as four types of value distributions in this research. They are “the agreed proportion”, “the contribution proportion”, “Commissioned the Building”, “Fixed Conditions”. And this study will analysis the structures of these value distributions. This study combines land development analysis, joint burden fee and urban renewal regulations and then constructs a model of urban renewal financial calculating model. The structure and variables of the financial model are revised by interviewed with experts, and then calculate the different types of value distributions for construction developers and landowners. With these results, equity distribution value of both sides can be allocated when negotiating. This can reduce the information gap and distance to negotiation agreement, especially useful for landowners to find out the hidden information, understand the actual interest which could be assigned to equity interval, and to avoid delay urban renewal progress, because of unreasonable asking prices.

It uses deep interview to know the developers’ opinions, which can analogize other cases in the future through a the hard case. Interviews and Boolean show that the developers focus on profit, besides residential properties guides urban regeneration to develope in common with Taipei. But The Government in Kaohsiung should take part in earlier stage, such as supply to settle down and check up property right, next the developers planning, build, sale and management. Both The Government and the developers work together to increase possibility that cut risks. Beside The Government should choose good regeneration location to set an example. The developers can catch profit, moreover it substantiates the city functions.

With this chapter, we will address this issue looking precisely at the practices of conceiving and designing the public places by urban designers. How the ideals of a cosmopolis, urban and democratic, is put in place by professionals dealing with neoliberal constraints, post-democratic states and refined middle-class users? What is the contemporary meaning of cosmopolitanism, when related to the urban core? Cosmopolitanism for whom, under which conditions? AbstractThe notion of cosmopolitanism has been the subject of many definitions and has attracted renewed interest in the context of globalization. Cosmopolitanism, however, in a sociological perspective, has two main meanings. It can refer to the skills of individuals who are able to move between different worlds precisely because of their cosmopolitan cultural capital. It also refers to the ethnic, cultural and religious plurality of cities, some of which may be more cosmopolitan than others. The two seem inseparable since the degree of cosmopolitanism of an urban space is also a function of its capacity to absorb external influences through its inhabitants. This article focuses on the forms of urban cosmopolitanism present in the Arab world and their relationship to the type of urbanity specific to each city. In particular, it discusses how this notion has been used to analyze urban realities in highly differentiated historical and cultural contexts, raising the case of Aden under British occupation. By highlighting the plurality of forms of cosmopolitanism within a cultural area, this study aims to question its definition on the basis of this criterion and to contribute to the comparative study of urban societies in a context of globalization.

AbstractWith the pressure to transition towards a fully renewable energy system increasing, a new type of power system architecture is emerging: the microgrid. A microgrid integrates a multitude of decentralised renewable energy technologies using smart energy management systems, in order to efficiently balance the local production and consumption of renewable energy, resulting in a high degree of flexibility and resilience. Generally, the performance of a microgrid increases with the number of technologies present, although it remains difficult to create a fully autonomous microgrid within economic reason (de Graaf F, New strategies for smart integrated decentralised energy systems, 2018). In order to improve the self-sufficiency and flexibility of these microgrids, this research proposes integrating a neighbourhood microgrid with an urban agriculture facility that houses a decoupled multi-loop aquaponics facility. This new concept is called Smarthood, where all Food–Water–Energy flows are circularly connected. In doing so, the performance of the microgrid greatly improves, due to the high flexibility present within the thermal mass, pumps and lighting systems. As a result, it is possible to achieve 95.38% power and 100% heat self-sufficiency. This result is promising, as it could pave the way towards realising these fully circular, decentralised Food–Water–Energy systems.

AbstractWith a significantly changing global climate and related impacts on our societies becoming increasingly visible, the call for a significant change of the energy production and consumption system gets increasing attention. Defined as energy transition, such change involves at least two dimensions: one technological and one social. Especially the latter is gaining importance because it is argued that the impact of technological innovation could be limited, if not harmful, if the technological would not be matched with social innovation. This refers to the emergence of decentralized energy systems at the local scale, and the increased involvement of non-state actors in shaping the transition, like civil society, business, and local public authorities. It includes new forms of governance, ranging from energy communities to the design of urban living labs. This work aims to provide the first insights for the further development of a theoretical framework in relation to governance and social innovation in the context of energy transition. It builds on a bibliometric quantitative analysis to explore the extent to which changes in energy governance are reflected in the scientific literature. Results indicate that energy governance issues have quite settled in the scientific literature across the world, but that social innovation is only a recently emerging topic. A snapshot interpretive analysis is then performed to get a better understanding of what types of energy governance and social innovations are addressed. These mostly refer to energy communities and organization types related to the use of renewable energies (e.g., cooperatives and public–private partnerships), as well as obstacles and opportunities that drive their implementation. A keyword analysis is used to get the first indications on the direction of the discussion. Generally, this seems rather heterogeneous, though most often it is related to urban development and cities, as well as in relation to the planning practice. Future research should extend and carry out further in-depth analysis of the preliminary insights outlined in this work.

Community health impact assessment points of three stages, including micro update assessment preparation, project evaluation analysis and implementation, in order to determine the factors affecting health, the health improvement measures and the results of evaluation, planning and design projects to residents health gain role play to the largest. This Assessment implementation mobilized public participation, strengthen the cooperation of the parties, also let residents pay attention to health problems. Taking the renewal of public space in Dashilan community courtyard as an example, this paper explores the application of health impact assessment in practical projects and summarizes the shortcomings in practice. It is a new exploration to introduce the concept of healthy community in community microrenewal, which provides new ideas for building healthy cities and improving public health in China.
