Abstract Purpose of Review While there has been extensive discussion on the various forms of temporary uses in urban settings, little is known on the ways in which temporary and health urbanisms connect. Now, a turning point has been reached regarding the interactions between health and the built environment and the contributions made by urban planning and other built environment disciplines. In the context of the post-pandemic city, there is a need to develop a health-led temporary urbanism agenda than can be implemented in various settings both in the Global South and North. Recent Findings Health-led temporary urbanism requires a reinterrogation of current models of urban development including designing multifunctional spaces in urban environments that provide sites for temporary urbanism-related activities. A healthy city is an adaptable city and one that provides opportunities for citizen-led interventions intended to enhance well-being by blending the temporary with the permanent and the planned with the improvised. Summary Health-led temporary urbanism contributes to the call for more trans- and inter-disciplinary discussions allowing to more thoroughly link urban planning and development with health.

In the last decades, the emergence of new social, environmental, and economic demands, exacerbated by the COVID-19 pandemic, has led urban planning to innovate its themes, methods, and approaches. In this context, temporary urbanism has emerged as a mainstream approach. How-ever, the impacts of temporary approaches to urban planning are far from being fully understood. In this light, this study focuses on one of the mainstream approaches to temporary urbanism, tactical urbanism, and tries to understand its economic impacts on contemporary cities. Indeed, despite the growing interest in tactical urbanism interventions and their value as an urban regeneration tool, there are no specific reflections focused on investigating their economic effects. Based on these premises, this paper focuses on different tactical urbanism experiences in the Italian context and tries to assess the economic impacts of tactical urbanism interventions by adopting the lens of real estate values as a suitable proxy when dealing with urban environments. The first obtained results show that the experiences of tactical urbanism, partly because of their temporary nature and their tendency toward minimal intervention, fail to trigger regeneration processes or produce significant economic impacts on the territory. Instead, such experiences can play a role in accelerating or consolidating urban regeneration processes already underway, and, in this sense, they contribute to the generation of economic impact on the territory.

Abstract:
This article discusses an analytical study of the importance of urban requalification for the regeneration of green spaces in a public square in Santana do Araguaia-PA. The object of the study was to consider the relevance of listening to the demands of the local community regarding the need to revitalize public space in the face of a sustainable project proposal. In this way, the research explored improvements in infrastructure, considering the relevance of the user's quality of life. Community involvement was decisive in decision-making for the development of the proposed requalification of the built environment. The multidisciplinary approach observed aspects of architecture and urbanism, landscaping, sustainability and accessibility to improve public space, making it more attractive, welcoming, functional and safe. The results showed the importance of requalifying urban equipment to strengthen social relations, enabling community interaction in open spaces for collective use.

This paper aims to explore how we can utilize temporary and tactical urbanism in urban regeneration, focusing on its ability to redistribute power relations and foster inclusive processes. The research analysis compares two urban regeneration projects that were implemented under the concept of temporary urbanism in South Korea. The first case involves the transformation of a declining shipbuilding yard area into a cultural and small retail sector, while the second case is a regeneration project of an abandoned municipal cultural center. To identify detailed differences and similarities, this research tracked the project processes and changes in relationships through in-depth interviews and the analysis of related documents. The significance of these cases lies in illustrating two distinct paths of urban transition, from informal to formal and legitimate territory. This research suggests temporary urbanism as a means of introducing new ideas and functions into urban space, especially within the context of formal and informal relations.

Temporary urbanism practices are forms of appropriation of the public space by the citizens. They can be a powerful engine for urban regeneration and social innovation, empowering local communities to take ownership of urban spaces, promoting positive urban change. In particular, the collective creation of temporary art installations in public spaces can foster a sense of belonging and define new forms of civic participation, including unrepresented voices, and re-activate the public realm. The portfolio narrates the development of the “Co-Creation of Temporary Interventions in Public Space as a Tool for Community Resilience” (University of Portsmouth) project, which promotes and develops a series of tactical, small-sized, co-created, temporary interventions in public spaces, bringing together various local actors and underrepresented groups. Temporary urbanism initiatives can be very powerful tools; while the change they bring may be small at first and incremental, the varied ways in which such initiatives affect the city and its citizens lead to an extremely meaningful and long-term impact.

This article is an illustration on how the people of Amman have created temporary urban spaces as a means of coping with COVID-19 restrictions, particularly how they have appropriated spaces in the city normally not used as public spaces to socialize and find refuge outside their homes. The first section explores the lens of temporary urbanism across the Global North–South as an entry point to explore COVID-19 temporary spaces. The second turns to the context of Amman: first, by relating temporary urbanism to a wider understanding of it as a culturally permanent phenomenon and then by moving to a more speci fic understanding of the phenomenon. This is followed by three case studies of temporary spaces used during the pandemic in Amman: a parking space; sections of the Bus Rapid Transit (BRT) lane; and a vacant plot of land. The discussion and concluding sections place the narratives of the temporary spaces of Amman/Global South and Global North in juxtaposition and point to the need to rethink planning practices.

<em>The five ksour of the M&rsquo;zab Valley in southern Algeria, inscribed on UNESCO&rsquo;s World Heritage List since 1982, stand as a model of vernacular architecture and sustainable urbanism. Despite their historical significance and strong identity, recent urban expansions in Gharda&iuml;a and its surroundings reveal a striking departure from the original architectural and spatial principles. This article explores the erosion of urban identity in the post-ksour housing developments and examines the underlying causes of this transformation. Through a chronological study of five representative cases, this research evaluates the extent to which the founding principles of the ksour&mdash;centered on identity, cohesion, sustainability, and adaptation to the Saharan environment&mdash;have been disregarded in new urban configurations. The study employs the HQE&sup2;R approach to assess the integration of sustainable development principles. Ultimately,the paper proposes strategic recommendations to guide the requalification of these urban areas in alignment with the original model of the M&rsquo;Zab.</em>

This paper aims to explore the impact of using tactical urbanism for reviving the urban public space as a place making method in the city of Sulaimani.as part of thesis about tactical urbanism, public areas in Sulaimani have degraded due to rapid urbanization and population increase. Due to these obstacles, tactical urbanism, a grassroots approach to urban design and planning, has grown in popularity to swiftly modify and enhance urban areas. Place-making initiatives in urban development are less feasible in developing cities like Sulaimani since most urban design projects are top-down, expensive, and long-term, requiring years to accomplish. Despite being implemented over time, these initiatives seldom match urban space users' needs. Recent proposals include tactical urbanism to promote “right to the city” and place-making in cities. This study focuses on the impact of using temporary projects on urban areas and users through the de-flopping of the framework for the following criteria:(Functional, Environmental, Experimental, Economic, Social Governance and Monitoring, Tool, Time) The results were obtained through questionnaires to determine the impact on individual users and graphical analysis to determine the impact of existing projects in the area on individuals, communities, and Sulaimani public spaces. The proposed framework exhibits the capacity to provide guidance for the implementation of Tactical Urbanism strategies in developing nations, specifically focusing on small-scale and informal place-making initiatives that cater to the demands of local inhabitants.

Tactical urbanism (TU) and Virtual Reality (VR) both aim to reimagine physical spaces, with TU utilizing rapid, temporary, scalable, and cost-effective physical interventions to test and refine urban design, while VR offers immersive virtual environments for exploration and analysis. This article investigates the integration of VR with TU to address challenges in effectively communicating and evaluating temporary urban interventions. This study is grounded in a literature review on spatial perception, TU, and VR, followed by an empirical experiment involving Brazilian college students. Participants interacted with a parklet installation in both physical and virtual environments, with their spatial perception and emotional responses evaluated using the AR4CUP (Augmented Reality for Collaborative Urban Planning) protocol. The results demonstrated that VR positively impacts the perception, usability, and social dynamics of urban spaces. Participants emphasized the importance of social interaction and recreational activities, reinforcing VR’s potential to simulate and refine urban interventions. A crucial avenue for future research is identifying best practices for using VR as a platform for collaborative design and decision-making. This step could enhance VR’s effectiveness in creating public spaces that align with community needs, fostering participatory planning and promoting inclusive, functional, and enriching environments.

Cities are dynamic entities in perpetual evolution. Through this process, vacant spaces tend to appear under different circumstances. Certainly, empty and abandoned lots in a dense urban fabric are easily locatable. That their state persists over a considerable period is what makes them remarkable. This phenomenon may be viewed from different perspectives by urban planners, architects, geographers, economists, environmentalists, sociology academics and policymakers. Therefore, multiple data, parameters and definitions are in play. This multidisciplinary combination could quickly create a terminology issue in the scientific body related to urbanism and open space design. This paper presents an overview of the definitions of urban vacant spaces, taking into consideration the various perspectives. While following the timeline and the changes in the interpretations of the vacant urban space, it becomes evident how this phenomenon came from a problem of failed urban design to a possible place of resistance and finally an accepted possibility for temporary urbanism.

Dissertação de Mestrado Integrado em Arquitetura, com a especialização em Urbanismo apresentada na Faculdade de Arquitetura da Universidade de Lisboa para obtenção do grau de Mestre.<br>De um crescimento acelerado e projectado, na sua generalidade, para apresentar soluções que respondam às questões que o tempo foi levantando, nasceu uma cidade fragmentada, funcionalmente desequilibrada e com estruturas urbanas desconectadas entre si. Edifícios que, cruzando vários períodos históricos e com o que deles advém, foram perdendo as suas características mais especificas e deixados à mercê do tempo e da natureza; grandes espaços vagos foram surgindo no tecido urbano, apropriados pela pessoas das mais variadas formas; e estruturas mais pequenas que, uma vez desagregadas daquilo que é a cidade como mega estrutura, surgiram deste desacerto na história, no tempo e no correcto planeamento da cidade. A água apresenta-se no espaço público, na sua grande maioria e muitas vezes por autoria de quem o planeou, como um elemento tranquilizante e harmónico. No entanto, a presença da água em meio urbano não podia ser mais complexa. Desde a rede de águas pluviais, à rede doméstica, são números os processos pelos quais esta passa. Num clima seco como aquele que caracteriza Portimão, são cada vez mais frequentes os episódios de chuva intensa e, por consequência, os danos que esta provoca na cidade. Este documento, apresenta assim no contexto da cidade de Portimão, soluções que, através do espaço público como elemento de articulação, integrem estas dispersas estruturas na cidade como elementos potenciados e qualificadores desta. Assim, numa perspectiva de consolidar o território e adaptá-lo como forma de o preparar para estes cenários que se revelam cada vez mais frequentes, o desenho do espaço público surge como palco de múltiplas intervenções na lógica da adaptação e como estrutura agregadora dos vários componentes que formam a cidade.<br>To present solutions that answer the questions that time has been raising, from an accelerated and projected growth, a fragmented city was born and functionally disconnected. Buildings that withstood countless historical periods started losing their most specific characteristics and left at the mercy of time and nature; substantial vacant land was emerging in the urban tissue, appropriated by people in uncountable ways; and smaller structures that once were disaggregated from what the city is as a megastructure, arose from this mismatch in history, time and proper planning of the city. Water presents itself in the public space, mostly and often by the authorship of the urban planner, as a soothing and harmonic element. However, the presence of water in urban areas could not be more complex, since the rainwater and domestic network, there are many processes that the water travels through. In a dry climate like the one that characterizes Portimão, episodes of heavy rain are becoming more frequent and, thus causing damages in the city. Therefore, this document presents in the context of Portimão, solutions that, by making public space an articulation element, that incorporates these dispersed structures and transforming them into empowered and qualifying elements of the city. Lastly, in a perspective of consolidating the territory by adapting it as a way of preparing for these increasingly frequent scenarios, the design of public space emerges as the stage of multiple interventions in the logic of adaptation and as an improved structure that adapts several components that constitute the city.<br>N/A

Abstract:
A trend of temporary interventions is sweeping through Western cities in the 21st century. Being anything from art on street benches or small pop-up stores to street festivals, food trucks or urban farms, these expressions have recently been given more attention by the academic world and city authorities. Such expressions are often clustered under umbrella concepts such as tactical urbanism, temporary urbanism, DIY urbanism, guerilla urbanism and pop-up urbanism. In this thesis the expressions and the way in which they are organized are called Tactical and Temporary Urbanism Initiatives (TTUI). In the Swedish municipality Nacka east of Stockholm, a small peninsula called Kvarnholmen has hosted actors with short-term commitments during the summer of 2014; a project called Under Konstruktion. Situated at the site were an art &amp; exhibition center, a ‘magical’ garden, a food caravan, a night club and a festival. In parallel, Kvarnholmen is developing into a city district as part of a municipal aim to build almost 15000 new apartments over the next 15 years. The initiators of Under Konstruktion, Nacka municipality and the developer KUAB, have aimed to put Kvarnholmen “on the map” during the time of construction (among other intentions) and have brought in the above actors to realize this ambition. The thesis evaluates Under Konstruktion in order to answer the research question; what is the potential role and function of tactical and temporary urbanism initiatives within municipal planning and urban development processes in a Swedish context? Based on previous research and 11 interviews with project actors, it is discussed why TTUI should be implemented in municipal planning and what kind of knowledge and structures that are needed for an implementation to take place. Potential risks associated with TTUI implementation is also discussed. The evaluation shows that several ambitions have been achieved. The project was well-attended and a medial success but heavy workload and poor communication added stress and a negative touch. More involved actors and better anchoring within the municipal organization is suggested, and the cherry-picking of actors is questioned. Under Konstruktion has mainly been concerned with market strategic goals, which is not the main intention of TTUI and merely one piece of an urban development strategy. It is argued for that such a TTUI strategy in other locations in Nacka could possibly hasten gentrification processes. The thesis suggests broad TTUI implementation to recognize and adapt to global trends, basing the implementation on its advantages to rationalize land use, support creativity and diversify citizen participation processes. Such an approach have risks worth considering, for instance conflicts between actors, citizen ignorance or lack of bottom-up creativity. It would also be time-consuming, require resources and a questioning of municipal professions. Through the unique character of Under Konstruktion, Nacka has shown commitment to create vibrant districts, but not yet have TTUI become a significant part of its urban development strategy. With the current massive development in mind, implementing a short-term perspective cannot be hastened but step-by-step included to permeate the long-term strategic framework.

Abstract:
This thesis discusses the role and function of the temporary use of urban space within the context of the development process and urban regeneration across the core cities of England. The research utilises the concept of gaps in the cycle of utilisation in land and property to develop a single structured analytical framework to assess the relationship between disuse, interim development as a means to alleviate vacancy and the property development industry. In doing so it attempts to extend existing efforts to interpret temporary urban development by exploring what the thesis comes to define as 'extraordinary' and 'ordinary' forms of short-term reuse. An exploratory, mixed method and multi-scalar approach is used to discuss this dichotomy. Research findings, through a national landscape of the phenomenon of temporary development in the core cities, highlight the characteristics of high profile compared to everyday temporary solutions. In doing so, it exposes the limited frequency of landmark interim solutions in comparison to their more mundane counterparts over a fifteen year period (2000-15). Set against this contextual and temporal backdrop, extraordinary temporary uses are demonstrated to be a marginal but emerging practice of land and property re-use, associated in particular with the aftermath of the financial crisis of 2007-08. Subsequent testing of the spatial distribution and patterning of temporary uses in two selected cities - Bristol and Liverpool - revealed that landmark interim solutions were more commonly centralised in cities than everyday versions, with disproportionately large shares in principal regeneration areas. Through a programme of interviews with key regeneration and development actors, connectivity to urban renewal was shown to be dependent on how the shape and form of local development processes evolve and how regeneration actors' outlooks on temporary use vary over time, as institutional agendas shift and urban economic circumstances change. The thesis explores this shift in the function and emphasis of temporary development in England's second tier cities, from ordinary, everyday forms toward cultural-creative, extraordinary solutions, to discuss the implications of employing high profile short-term uses as mechanisms to incentivise regeneration. Here, the use gap framework developed in this research is shown to be a useful method for conceptualising the rationale behind the variation in stakeholder perspective on temporary development. The model highlights how fluctuating externalities and the interrelating variables of risk, value and time can affect responses taken toward temporary development by the development industry, elucidating a more complete understanding of the role and function of temporary urbanism amongst the wider (re)development process. Ultimately, this thesis argues that while the consensus on temporary use is that it is an effective tactic to assist in the continuation of regeneration, it can also leave some temporary users exposed to the vicissitudes of the market. Extraordinary users bear a disproportionate share of the potential risks associated with development, often without commensurate reward. This illustrates how temporary use can engender opportunity for creativity and innovation as part of the regeneration process, but also, demonstrates how risk-shifting rationalities in the development industry can mean that economic, social and political costs accrue inordinately for temporary users. The research specifies that recognition of the locally specific and multi-dimensional nature of the development process and appreciation of the complexity of the interrelationships between the actors involved are of critical importance in any attempt to understand the role and function of temporary use. It concludes that by understanding the evolution of local structures and actions, over time and across space, the nature and form of temporary development can be better appreciated and strategies to successfully manage it developed.

Levande Stockholm är ett koncept som Stockholms Stad initierade 2015. Syftet med det är att skapa levande och attraktiva stadsrum för medborgarna. Sökandet efter den attraktiva staden är en utveckling som blivit vanligare och viktigare för städer i och med den allt mer tilltagande globaliseringen. Konceptet Levande Stockholm baseras på temporär urbanism för att skapa attraktiva stadsrum under sommaren och har haft ett lyckat utfall. Det är från detta koncept studien tar ansats. Under vintern råder andra förhållanden som påverkar staden och människorna och samspelet mellan dem. Därför undersöker denna studie hur man kan skapa förutsättningar för attraktiva och levande stadsrum vintertid genom temporär urbanism. Forskningsfrågan har besvarats genom att i en fallstudie samla in data från tre olika grupper som vi valt att benämna planerare, externa aktörer samt medborgare. De planerare samt externa aktörer som intervjuats har valts på grund av deras erfarenheter av att jobba med Levande Stockholm eller med att skapa attraktiva stadsrum. Ett medborgarperspektiv har undersökts genom en enkät för att jämföra om deras tankar om attraktiva stadsrum vintertid överensstämmer med åsikterna hos planerare samt externa aktörer. Det teoretiska ramverket består av tre övergripande forskningsfält från olika discipliner; den levande staden, temporär urbanism samt samhällsplanering i ett kallt klimat. Detta skapar en tvärdisciplinär kontext som skapar ett djup och en bredd i studien. Studiens resultat visar att den temporära urbanismen har potential att skapa fler levande och intressanta stadsrum. Vidare visar empirin att de flesta aktörer, offentliga och privata, är överens om att stadens roll är att skapa förutsättningar för levande stadsrum, medan övriga aktörer bör stå för innehåll. Möjliga hinder för att utveckla levande stadsrum vintertid genom temporär urbanism är rigida regler angående snöröjning, upplåtelsetaxa samt tidsperioden för uteservering. Genom att underlätta för aktörer att temporärt utveckla och utnyttja gatu- och stadsrum under vintern kan levande och attraktiva stadsrum skapas.<br>Levande Stockholm is a concept that Stockholm City initiated in 2015. The purpose of the concept is to create vibrant and attractive urban spaces for the citizens. Developing the attractive city is a process that has become more common and important for cities, due to the ever- increasing globalization. The Levande Stockholm concept is based on temporary urbanism to create attractive city spaces in the summer and has had a successful outcome. This study springs from this concept. During winter, there are different conditions that affect the city, its inhabitants and the interaction between the two. Therefore, this study investigates how to create conditions for attractive and vibrant urban spaces during winter through temporary urbanism. The research question is answered through a case study by collecting data from three different groups whom we chose to label as planners, external actors and citizens. The planners and external actors who were interviewed were chosen due to their experience of working with Levande Stockholm prior. A citizen's perspective has been examined through a survey to compare if their thoughts about attractive urban spaces in winter time are consistent with the views of planners and external actors. The theoretical framework consists of three comprehensive research fields from different disciplines; the vibrant city, temporary urbanism and urban planning in a cold climate. This creates a cross-disciplinary context that allows a depth and breadth in the study. The results show that temporary urbanism has the potential to create more vibrant and interesting urban spaces. Furthermore, our empirics show that most actors, public and private, agree that the municipality’s role is to enable the creation of vibrant spaces, while other actors should be the creators of the content within the urban space. Possible obstacles to developing vibrant city spaces during wintertime through temporary urbanism are rigid rules regarding snow clearance, concession fees and the fixed periods for outdoor seating. Vibrant and attractive urban spaces can be created by enabling actors to temporarily develop and utilize streets and urban spaces during winter.

Syfte: Den här studien undersöker temporär arkitektur som fenomen. Temporär arkitektur är tillfälliga rumsliga initiativ som med varierande storlek och form tar stadens offentliga rum i anspråk. Temporär arkitektur är relativt nytt och börjar dyka upp allt oftare i större städer. En del forskning finns kring ämnet, men få beskriver de bakomliggande genomförandeprocesserna och hur temporär arkitektur kan generera social hållbarhet. Målet med den här studien är därför att undersöka hur temporär arkitektur bidrar till ökad social hållbarhet och hur genomförandeprocessen för temporär arkitektur ser ut idag. Frågeställningarna är: (1) Hur kan temporär arkitektur bidra till ökad social hållbarhet? (2) Hur ser genomförandeprocessen för temporär arkitektur ut idag? Metod: Studien är av deskriptiv karaktär och syftar till att skapa ytterligare förståelse för studiefenomenet och dess inneboende egenskaper. Metoderna för datainsamling utgår från ett kvalitativt tillvägagångssätt genom riktade intervjuer med relevanta respondenter från offentliga och privata sektorn. En litteraturstudie genomförs också med syfte att klarlägga forskningsläget kring studiefenomenet. Resultat: Frågeställning 1 visar att det finns flera sätt som temporär arkitektur positivt påverkar den sociala hållbarheten på. Fyra kärnvärden som var och en förstärker varandra har identifieras. Dessa är gemenskap, delaktighet, tillit samt rörelse. Den temporära arkitekturen uppmuntrar till gemenskap och delaktighet hos människor genom att tillföra kortvariga händelser att samlas kring i det offentliga rummet. Genom nya möten möjliggörs tillit vilket leder till ökad rörlighet. Rörelse löser upp de sociala fastlåsningsprinciperna i samhället och borgar för en ökad gemenskap.  Frågeställning 2 visar att processerna för temporär arkitektur kan te sig mycket olika beroende på i vilket sammanhang som den temporära arkitekturen ska implementeras. Frågeställningen visar också på flera svårigheter som råder i genomförandeprocessen idag. Påtagligt är att utmaningarna i många fall överväger möjligheterna och initiativ kan då helt enkelt utebli. Konsekvenser: Tillfälliga rumsskapande initiativ av typen temporär arkitektur tillför sociala kvaliteter till stadslivet, bortom de kvaliteter som vanligtvis erbjuds av traditionella stadsplaneringsprocesser. Styrkan med temporär arkitektur ligger framför allt i dess gestaltningsmässiga och rumsliga flexibilitet samt i dess förmåga att skapa ökad delaktighet och bättre tillgång till stadens innehåll för människor. Begränsningar: Studien undersöker fenomenet ur ett socialt hållbarhetsperspektiv, och utesluter ekonomiska samt ekologiska aspekter av detsamma. Datainhämtningen genom riktade intervjuer är avgränsad till respondenter verksamma som arkitekter och fysiska planerare samt respondenter från den offentliga sektorn. Näringsliv, fastighetsägare och brukare innefattas inte i de riktade intervjuerna.<br>Purpose: This study examines temporary architecture as a phenomenon. Temporary architecture is ephemeral structures with varying sizes and shapes that takes city’s public spaces in possession during short periods of time. As a phenomenon, temporary architecture is relatively new, but begins to appear more often in larger cities. Some research has been made on the subject in matter, but few researches describes the process behind and how social sustainability can be linked to temporary architecture. The research questions are: (1) How can temporary architecture contribute to increased social sustainability? (2) What characterizes the temporary architecture implementation process today? Method: The study is of descriptive nature and aims to create further understanding of temporary architecture. Data gathering are based on a qualitative approach through targeted interviews with relevant respondents from public and private sectors. A literature review is also conducted with the intention to clarify current research situation surrounding the study phenomenon. Findings:  Research question 1 indicates that temporary architecture affects social sustainability in several ways.  Four core values that each reinforce each other have been identified. These are community, participation, trust and movement. The temporary architecture encourages community and participation between people by providing short-term events to gather around in public space. New meetings enable trust, which leads to increased mobility. Movement resolves the social constraint principles in society and contributes to an increased community. Research question 2 indicates that the implementation processes for temporary architecture can differ widely depending on the context in which the temporary architecture is to be implemented. The question also indicates that there are several difficulties in the implementation process today. Significantly, in many cases the challenges outweighs the possibilities, why initiatives can be omitted. Implications: Short-term space-creating initiatives like temporary architecture enhance social qualities to urban life beyond the qualities usually obtained by traditional urban planning processes. The strength of temporary architecture lies within its formative and spatial flexibility as well as its ability to create increased participation and better access to the city’s content for people. Limitations: The study focuses on a social sustainability perspective only and excludes the economic and ecological perspective of the phenomena. The interview study is limited to only take planning and municipal perspective in concern. Business and user perspectives are therefore not taken into account.

A tese propõe um enquadramento analítico para estudar o processo de tomada de decisão de áreas patrimoniais urbanas utilizando uma abordagem baseada em valores. A utilidade do enquadramento é testada analisando quatro casos de preservação do património urbano em centros históricos da América Latina incluídos na Lista do Património Mundial da UNESCO: Oaxaca (México), Quito (Equador), Salvador Bahia (Brasil) e Valparaíso (Chile). A tese conclui que a conservação sustentável das zonas de património urbano exige: que a sua extensa gama de valores socioculturais e económicos seja apreciada por um amplo espectro de atores sociais; que devem participar ativamente no sentido de s tornarem atores comprometidos, e; alcançar um equilíbrio delicado entre conservação e desenvolvimento. Para tal, a conservação do património urbano deve ser plenamente incorporada nos objetivos de desenvolvimento da comunidade; Os sítios patrimoniais precisam ser disponibilizados para usos com a demanda solvente nas comunidades, permitindo a sua reabilitação adaptativa para usos contemporâneos; e que as instituições responsáveis pela conservação do património precisam para se tornarem parte integrante do quadro institucional, parcerias para promover o desenvolvimento social e económico das comunidades.<br>The thesis discusses the governance of the urban heritage conservation process focussing on the underlying factors that frame the conservation decisions and influence the allocation of resources to this effort. The thesis proposes an analytical framework to study the decision-making process leading to the listing and conservation of urban heritage areas using the values-based approach. The usefulness of the framework is tested analysing four cases of urban heritage preservation efforts in historic centres of Latin America included in the World Heritage List of UNESCO: Oaxaca (Mexico), Quito (Ecuador), Salvador de Bahia (Brazil) and Valparaiso (Chile). The thesis concludes that the sustainable conservation of urban heritage areas requires: that their extensive range of socio-cultural and economic values be appreciated by a wide spectrum of social actors; that they must actively participate in the effort becoming committed stakeholders, and; achieving a delicate balance between conservation and development. To this end the conservation of the urban heritage need to be fully incorporated to the development goals of the community; the heritage sites need to be put to uses with solvent demand in the communities allowing for their adaptive rehabilitation to contemporary uses; and the institutions in charge of conserving the heritage need to become an integral part of the institutional arrangements to promote the social and economic development of the communities.

Um conjunto de fatores e acontecimentos contribuíram para esta realidade, sendo que a evolução da arquitetura, do urbanismo e da cultura são reflexos desse processo. A afirmação da identidade e do regionalismo do Porto são vetores centrais a esse processo de desenvolvimento e valorização do centro histórico, onde o turismo surge como uma atividade incontornável e geradora de transformações urbanas. Neste contexto, foi proposto aos estudantes do quinto ano do Mestrado Integrado em Arquitetura desenvolverem uma proposta de um equipamento hoteleiro numa zona do centro histórico da cidade do Porto, o quarteirão da Camélias, perto da Praça da Batalha. A presente dissertação visa refletir sobre a relação de conivência entre o legado patrimonial, a atividade turística e os futuros empreendimentos hoteleiros, procurando estabelecer relações equilibradas entre essas realidades. Apoiando-se numa indagação da história da arquitetura do centro do Porto em geral e da área de intervenção em particular, e também no estudo de alguns exemplos de equipamentos turísticos no Porto e noutras cidades, procedeu-se a um contextualizações e comparações indispensáveis ao gesto arquitetónico no meio urbano. Com base no projeto desenvolvido, elabora-se uma reflexão e autocritica sobre as intenções e opções tomadas durante a conceção arquitetónica, alicerçando assim a prática num texto que acompanha todo o processo criativo, culminando com a apresentação das peças desenhadas do projeto do presente autor.<br>The historic center of Porto has become, in the contemporary society, a central element in economic and cultural sustainability of the city. A set of facts and events had a major contribute to this reality, the evolution of architecture, urbanism and culture are reflections of such process. The affirmation of Porto’s identity and regionalism are central to the development and enhancement of the historic center, where tourism emerges as an essential activity and generator of urban transformations. In this context, it was proposed to fifth year students of the MSc in Architecture to develop a proposal of a hotel in an area of the historic center of Porto, the block of the Camellias, near Batalha square. This work aims to reflect on the conniving relationship between the city’s heritage legacy, tourism and future hotel developments, seeking to establish balanced relations between these realities. Relying on the history of the center of Porto architecture in general and particularly the area of concern, also taking in consideration the study of some examples of tourist facilities in Porto and other cities, we proceeded to the contextualization and comparison, central to architectural gesture in urban areas. Based on the developed project, draws up a reflection and self-criticism about the intentions and choices made during the architectural design, basing the practice on a text that accompanies the entire creative process, culminating in the presentation of the pieces drawn from this author project.

AbstractFaced with the COVID-19 pandemic, the City of Montreal and its boroughs quickly deployed temporary facilities aimed at sharing public space and promoting active mobility (cycling and walking). This so-called strategy of “temporary urbanism” is common to North American cities from the spring of 2020. Several inventories of such measures demonstrate this. However, few of these databases open up the black box of the decision-making processes and levers that the actors have implemented to deploy this urbanism. Thus, the chapter is devoted to these processes, explaining the Montreal case in detail. It reveals the main characteristics of Montreal’s public action. As such, it highlights the local particularities of it, considered at the same time as agile, a source of numerous conflicts but also very adaptative. To conclude, we emphasize on two dimensions. First, the pandemic demonstrates that Montreal public actors had resources to respond to the crisis, rooted in action routines but also in a capacity for innovation. Secondly, that this incremental dimension of temporary urbanism is now considered by public actors as an opportunity to implement sustainable changes, in the longer term, through the deployment of a “transitory urbanism”.

This represented an acceleration of pre-existing tendencies in the city towards using the methods of ‘Tactical Urbanism.’ Through a document review and a series of interviews with practitioners, this case study explores the varied ways in which different levels of government acted ‘tactically’ in the implementation London’s Covid-19 School Streets. Abstract:
This article presents a proposal for urban requalification that includes a solution for the regeneration of green spaces in a public square in Santana do Araguaia-PA. The object of the study was to meet the demands of the local community regarding the need to revitalize public space. The structural improvement proposal considered quality of life, through a public consultation. Community involvement was crucial in decision-making for the development of the proposal. The multidisciplinary approach addressed allowed the use of aspects of architecture and urbanism, landscaping, sustainability and accessibility. The results showed the importance of requalifying urban equipment as a means of improving the quality of life, enabling community interaction in more attractive and functional public spaces.

Abstract:
The need for temporary housing in natural disasters is an important issue for people to develop. During this period, post-disaster accommodation needs are often planned with temporary housing applications that require rapid installation and where the minimum needs of inhabitant can be met. Decisions to be taken in the residential area; can range from the choice of urban relations to the architectural design of temporary residences and can affect the resident's quality of life. A temporary home that will resist a recurring disaster should be a design suitable for climate conditions, close to the adequacy of basic needs in containers, security, and access to urban infrastructure, sustainability of materials, sociality, health and education facilities. In this context, environmental and architectural evaluation of Van and Onagawa container settlements planned after the major earthquakes in 2011 reveals the essence and importance of the study. It also aims to analyse and compare architectural and urban decisions in these settlements, creating a checklist for projects made with the principle of planning and design before future disasters.

They have occurred in a context of economic prosperity, in which part of the capital surplus has been directed towards the construction industry, and especially towards the dwellings. The dynamic has been reproduced in the different scales of the urban hierarchy. Much of the new urban developments and constructions have been directed to the peripheral areas. Urban sprawl has increased in the environment of big cities, but also around medium-sized cities. This reality is manifested differently, depending on the case, but it has also left some general processes. In this essay attention has been centered on the changes in the housing in the peripheries of the Spanish medium-sized cities. The changes between 1991 and 2011 in a radius of 30 around the cities selected have been analyzed in order to identify the scope of urban sprawl, the temporary differences in the process and the most common collected ones. As an object of analysis seven inner and remote cities of Castilla- La Mancha have been used. We can observe a priori differentiating processes, and others that respond to logics associated to the influence of the polynuclear metropolitan area of Madrid.

Las políticas de planificación y gestión urbanística estatal suelen alternar y superponer propuestas de escala regional, metropolitana, sectorial-temáticas y de sector. Estas generalmente operan tanto de manera concurrente como contradictoria, trayendo consecuencias de gran impacto en la escala local. Este fenómeno, verificable en diversos territorios y recortes temporales, es aplicable al caso de la Comuna 8 de la Ciudad Autónoma de Buenos Aires (C.A.B.A.) debido a sus particulares características socio demográficas, político económicas y territoriales. &#x0D; Este trabajo propone realizar un análisis comparativo entre dos planes propuestos para un mismo sector de territorio, en un paréntesis temporal de 10 años, durante el cual se produjo un cambio de paradigma político-económico que impactó necesariamente en la forma de articular las políticas urbanísticas en la gestión pública. En este caso, el Plan de Acciones 2001 de la Corporación Buenos Aires Sur Sociedad del Estado (CBASSE), y el Plan Maestro Comuna 8 (2011-actualmente en proceso), son reflejo de los vaivenes que fue atravesando la gestión de la Ciudad Autónoma de Buenos Aires. Se analizarán ambos planes en relacion a los instrumentos propuestos y temáticas abordadas, intentando reconocer similitudes, diferencias, logros y errores, que permitan también evaluar la viabilidad del segundo plan, actualmente en debate en la legislatura porteña. Planning and state urban management policies usually alternate proposals for regional, metropolitan, thematic and sector. These generally operate concurrently both as contradictory, bringing reaching consequences on the local level. This phenomenon, verifiable in various territories and temporary cuts, is applicable to the case of the Commune 8 of the Autonomous City of Buenos Aires (C.A.B.A.) due to their particular socio -demographic characteristics, economic and territorial politics. &#x0D; This presentation will aim to make a comparative analysis between two proposed plans for the same area of territory, in a 10 year time span during which there was a change of political-economic paradigm that necessarily impacted the way urbanism policies were articulated in public administration. In this case, the 2001 Action Plan of the Buenos Aires Sur State Society Corporation (CBASSE), and the 8th Commune Master Plan (2011-currently in process), reflect the fluctuations that the management of the Autonomous City of Buenos Aires went through, currently held by an administration with a late-neoliberal bias, while it is in turn the capital of Argentina, a country part of the neo-developmentalist alignment of Latin America. Both plans will be analyzed aiming to identify similarities, differences, achievements and failures that may allow also assessing the feasibility of the second plan, currently under discussion in the City Legislature.

This article seeks to investigate the new paradigms of digital form and their application to the design process as a way to integrate service design from the very beginning of the process. It addresses a review of the generation of design in the key of "activity of conformation of open strategies". The aim is to open a deep reflection that allows an evolution of the understanding of the discipline of design linked to the outdated definition of "task of formalization of finished objects", which is widespread and still widely assumed. It is undeniable that engineering, urban planning, architecture, graphic design, product design, experience design and fashion design all share a common objective: all of them, in the end, can be considered as "service design".Indeed, each of the modalities of contemporary design and creation involves providing conceptual and oper-ational responses to needs (functional, aesthetic, symbolic, structural, social, individual). In short, creative activity consists of interpreting requirements and constraints in the most creative and efficient way possible. Design is not so much concerned with the need to produce "finished" objects, whether tangible or intangible. Contemporary design aims to create "formal laws", flexible and open, that can be applied according to the changing scenarios posed by today's users. To design digitally today is to create logical structures of data, algorithms and open results. This article rais-es the possibility of designing -from the genesis of the design- by integrating data referring to users and their algo-rithms as the basis of the formal, diagrammatic or structural law of the design solution. From clear mathematical rules and their parameterization, we propose the generation of the base structure of the "digital contemporary design"; from the exposition of data to the generation of “empty form”. In order to that, a preliminary reflection on the Technical drawing / CAD / BIM is proposed as well as describing the languages of the contemporary Design project (data and algorithms necessary for the construction of the form by topological transformations on simple forms). This is a con-temporary way of understanding the generation of the “empty form”. A "prepared" and "structured" format for the subsequent acquisition of successive layers of information (user data) that would trigger the "virtual twin" of the de-sign. Designing by means of topological transformations is an essential exercise in the foundations of digital culture: working with this type of algorithm is the main work of CAD programs. The conception of contemporary design must increasingly take into account the digital era, which constitutes the paradigm of our culture. The ideation and formalization of the actions that define design, architecture, urbanism and the physical environment, go through the management of formal operations within information systems that com-bine identity, visuality, materiality, measurement, financing, parameterization, industrialization, construction mainte-nance and, of course, interaction with users and systems. This phenomenon once again highlights the importance of geometry and drawing as fundamental disciplines that sustain the solid foundations of design education in the Univer-sity.Finally, the article addresses the urgency of defining new methodologies for the design process to ensure that design does not remain a mere "cultural response" to the technical advances produced by science, nor is it a purely intuitive process that proposes images but dispenses with the technical language of its time. We defend the activity of design as a purely contemporary task, which must be generated with the languages and methodologies of our current (and future) time, and for which it must have the possibility of integrating data and adapting to them with flexibility. In this way, any kind of design can be considered "service design" because it will "serve" effectively, avoiding the unnecessary iterations pursued by the LEAN system, which make human actions on reality inefficient and unsustaina-ble.
