Um urbane Lebensqualität erhalten und verbessern zu können, kommt der Berücksichtigung von Gesundheitsaspekten in der Stadtentwicklung ein hoher Stellenwert zu. In integrierten kommunalen Konzepten bleibt das Thema Gesundheit jedoch bisher deutlich unterrepräsentiert. In Leipzig ist es nun gelungen, Gesundheit im neuen Integrierten Stadtentwicklungskonzept Leipzig 2030 als Querschnittsaufgabe zu definieren.

Für Urban Public Health bedarf es eines Paradigmenwechsels von Krankheitsbekämpfung hin zu verhältnisbezogener Gesundheitsförderung sowie einer engen Kooperation mit den Bereichen Stadtplanung, Logistik, Verkehr und Umwelt in Praxis und Forschung. Eine gesundheitsfördernde Stadtentwicklung ist ohne die Verankerung von Gesundheit in allen Politikfeldern nicht denkbar.

Abstract. The article deals with the growing importance of philanthropy regarding German urban development in recent years. Between the opposing poles of financial shortage of public authorities and increasing concentration of private assets, the financial and local engagement of wealthy citizens open up creative leeway for urban policy. Two nationwide surveys in 467 cities respectively 5000 foundations in 22 cities as well as 24 qualitative interviews with various decision makers from policy, administration, economy and foundation system provide the empirical basis for this article. Key findings of the article are two systematisations. One systematisation categorizes German cities regarding their level of philanthropy activity. The other systematisation outlines different project types concerning the strategy and procedure of cooperation between philanthropists and local authorities.

Die Wissensgesellschaft bringt neue Herausforderungen und Möglichkeiten für Städte mit sich und verändert Stadtentwicklungsprozesse. Für eine umfassende wissenschaftliche Begleitung dieses Wandels werden neue Formate inter- und transdisziplinärer Forschungsarbeit notwendig, die es ermöglichen, relevante Akteure der Stadtentwicklung einzubinden sowie gleichzeitig nachhaltige Prozesse urbaner Transformation ergebnisoffen in Gang zu setzen. Das Reallabor „Urban Office – Nachhaltige Stadtentwicklung in der Wissensgesellschaft“ erweitert deshalb etablierte, an Beobachtung orientierte Positionen der Forschung. Dies geschieht mit Hilfe von vier konkreten städtebaulichen Vorhaben (Praxisprojekte), anhand derer ForscherInnen verschiedener Disziplinen co-produktiv mit Praxisakteuren Forschungs-, Governance- und Planungsprozesse auf Augenhöhe anstoßen. Von zentraler Bedeutung für ein erfolgreiches Agieren ist die Entwicklung neuer Kommunikations- und Forschungsformate, die die Stadtverwaltung, die Internationale Bauausstellung Heidelberg (IBA), BürgerInnen sowie weitere PraxispartnerInnen in den Prozess des Co-Design integrieren und das „Urban Office“ zum Ort von Reflexion und „Co-Produktion von Wissen“ und somit selbst zum Teil des „Experiments“ werden lassen.

Als Reaktion auf die urbane Krise des chilenischen Entwicklungsmodells haben einige Multinationale Unternehmen der extraktiven Industrien damit begonnen, ihre Aktivitäten im Bereich der Unternehmensverantwortung auf städtische Interventionen hin zu fokussieren. In enger Zusammenarbeit mit international renommierten Architekt_innen, Planer_innen und Soziolog_innen propagieren Unternehmen des globalen Bergbaus und der Forstwirtschaft ein neues Modell der stadtplanerischen Intervention, das auf Diskurse der Nachhaltigkeit und Bürgerbeteiligung abhebt. Durch die Kombination von theoretischen Einsichten der Forschung zu Urban Policy Mobilities und globalen Produktionsnetzwerken und basierend auf über 60 Expert_inneninterviews analysieren wir die Akteurskonstellationen, Interessen und Dynamiken hinter der Entstehung und Mobilisierung des Modells und diskutieren, inwiefern es sich um Prozesse der strategischen Kopplung handelt, d. h. um eine Stadtentwicklung im Einklang mit Interessen der Multinationalen Unternehmen und ihrer Netzwerke.

Im Juli 2017 fand beim Kongress der Association of European Schools of Planning (AESOP) ein Runder Tisch mit dem Titel „Engendering cities. Designing sustainable urban spaces for all“ statt. Nach einer umfassenden Problemanalyse durch die Stadtplanerin Clara Greed, Bristol, kam die Diskussion schnell auf ‚die‘ zentrale Frage, die alle feministischen und Gender- und Diversity-bewegten. Planer_innen umtreibt, nämlich darauf, wie „Gender“ in den planerischen Mainstream gebracht werden könnte. Die Themen, um die es dabei gehen müsste, scheinen mehr oder weniger klar zu sein: Wohnen, Wohnumfelder, Siedlungs- und Infrastrukturen, Sicherheit, Mobilität, öffentliche Räume… In so gut wie allen planerischen Handlungsfeldern ist hierzu seit Jahrzehnten umfangreiches Wissen angesammelt worden. Eine Vielzahl von Leitfäden, Kriterienkatalogen und Handbüchern ist erschienen (vgl. z. B. Senatsverwaltung für Stadtentwicklung 2011, Stadtentwicklung Wien 2013), die helfen sollen, Gender Mainstreaming in der Planung (= Gender Planning) umzusetzen, ohne dass Stadtplaner_innen und Architekt_innen sich in die entsprechenden theoretischen Grundlagen einarbeiten müssen. Dennoch – möglicherweise teils aber auch deswegen – sind Begeisterung für und Interesse an Gender Planning in der Planungspraxis, gelinde gesagt, verhalten. Die Gründe hierfür sind zumindest teilweise durchaus nachvollziehbar.

Kurzfassung In diesem Beitrag werden die jüngere Entwicklung und der aktuelle Stand der EU-Stadt-politik vor dem Hintergrund von Lissabon-Strategie und Leipzig Charta am Beispiel der URBAN-Initiative zur Revitalisierung benachteiligter Stadtgebiete diskutiert. Während sich die Akzente im Zuge des Lissabon-Prozesses deutlich in Richtung „Stärkung der Wett-bewerbsfähigkeit“ verlagert hatten, betont die im Rahmen der deutschen EU-Ratspräsidentschaft entstandene Charta von Leipzig die Notwendigkeit der Forderung sozialintegrativer Stadtentwicklung. Ungeachtet dessen wird hier argumentiert, dass „Governance“, d. h. der Wandel der städtischen Steuerungsformen, der eigentliche Schlüssel zum Verständnis europäischer Stadtpolitik ist.

Zwischen neoliberaler Stadtentwicklung und Stadtgestaltung von unten von Sarah Kumnig, Marit Rosol und Andrea*s Exner eröffnet einen alternativen Blickwinkel auf die kritische Praxis des städtischen Gärtnerns. Die Gegenüberstellung verschiedener Maßstabsebenen, Fallbeispielen und Betrachtungsweisen, die von historischer Analyse bis zu Aktivismus vor Ort reichen, verdeutlichen die Ambivalenz des Phänomens ‚Urban Gardening‘ und legt Mechanismen und Effekte offen, die diese kritische Praxis der Raumaneignung in ihr Gegenteil verkehren können. Vor allem die Entkoppelung von Sozial- und Künstlerkritik führt zu einer programmatischen Schwächung der Initiativen und zu deren Vereinnahmung durch neoliberale Stadtpolitiken.

Abstract:
Untersucht wurde die Auseinandersetzung um das Autobahnbauvorhaben A 17 Dresden - Prag zwischen 1990 und 1995 als ein Beispiel der Stadtentwicklung Dresdens. Seit 1935 als Reichsautobahn ins Sudetenland geplant, sollte dieses Verkehrsprojekt nach 1990 als „Lückenschluß im europäischen Autobahnnetz“ umgesetzt werden. Angesichts des hohen Konfliktpotentials erlangte der Fall überregionale Aufmerksamkeit und Beispielcharakter für die neuen Bundesländer. Die Kontroverse gipfelte im ersten Bürgerentscheid der Geschichte Dresdens im Jahre 1995. Das Entscheidungsprocedere wurde erstmals anhand der Theorie des Entscheidungsautismus (SCHULZ-HARDT, 1996) dargestellt. Daraus abgeleitet werden Wege zur Reduzierung von dessen Defiziten aufgezeigt. Dieser Fall wurde dazu aus umwelt-, sozial- und entscheidungspsychologischer Sicht im Hinblick auf die Repräsentation in verschiedenen gesellschaftlichen Gruppen, auf den politischen Kontext und die Partizipationsmöglichkeiten analysiert. Im Mittelpunkt standen dabei Strategien, Handlungsspielräume und Interessen sowie Werte- und Motivstrukturen beteiligter Entscheidungsträger. Die zugrundeliegenden gesellschaftlichen Veränderungen mit ihren Auswirkungen auf die Stadt- und Verkehrsplanung spiegelten Visionen, Interessenlagen und Machtverhältnisse wider und ermöglichten Rückschlüsse auf das Demokratie-, Stadt- und Naturverständnis der jeweiligen Akteure. Für den auf Übertragbarkeit zielenden Forschungsansatz hinsichtlich komplexer und folgenreicher Entscheidungsprozesse erwiesen sich Dresdner Beispiele als besonders geeignet, weil man hier auf eine fast mythologisch erscheinende Verklärung der Stadt und ihrer Geschichte trifft. Sie ist bis heute mit einer engagierten Anteilnahme der Bevölkerung an Stadtentwicklungsprozessen verknüpft. Nach der den Ruf einer europäischen Kunstmetropole begründenden Augustäischen Epoche (1694-1763) verlief die Großstadtwerdung dank vorbildlicher Bauordnungen relativ geordnet. Neben der hohen Baukultur sorgte die oft ideal wirkende Einbeziehung der Landschaft für das „Gesamtkunstwerk Dresden“. Ein Großteil dessen ging 1945 unter. Der Neuaufbau als sozialistische Stadt veränderte nahezu alles, was überkommen war. Dieses zweite Verlusttrauma bestimmt bis heute die Streitkultur im „Dresdner Bürgerinitiativen-Biotop“. Komplexität, Historizität sowie die Extraktion und Synthese interdisziplinärer Gegenstände in dieser Arbeit erforderten die Verwendung des qualitativen Forschungsansatzes unter besonderer Verwendung des Ansatzes des behavior setting (BARKER, 1975) und der qualitativen Inhaltsanalyse (MAYRING, 1990). In der deutschen Tradition der Thematisierung kommunaler Entscheidungsprozesse in der lokalen Politikforschung stehend, konnten mit der literaturgestützten Annäherung aus Gebieten der Umwelt- und Entscheidungspsychologie, der Politikwissenschaft, Stadtökologie und des Verkehrs die wesentlichen Facetten und Perspektiven konfliktträchtigen Entscheidens im städtischen Kontext dargestellt werden
In the work at hand, the controversial about the construction project of the motorway A17 from Dresden to Prague from 1990 to 1995 is investigated as an examplification for the urban evolution of the city of Dresden. Planned as German Reichsautobahn into the region of Sudeten Germany since 1935, this project was to be realised after 1990 as a “gap closing in the European motorway net”. Due to its high potential for conflicts, this project obtained supra-regional attention and became an example for the German New Laender. In 1995 the controvery culminated in the first referendum in the history of Dresden. This decision procedure was referred to the theory of “Entscheidungsautismus” (SCHULZ-HARDT, 1996). Based on this thesis, the present work will derive strategies concerning the reduction of its deficiencies. Moreover, this subject matter was analysed from an environmental, social and psychological point of view, taking into consideration its political context, how the case was represented in various relevant social groups and which opportunities of social participation the respective groups had. At this point, the strategies, latitudes of action, interests, values and motivation of the involved decision makers were in the centre of consideration. The underlying social reformations with their effects on urban and transport planning reflected perspectives, visions, interests and power structures, and thus enabled conclusions to the democratic, urban and environmental consciousness of the respective protagonists. Due to the almost mythological transfiguration of the city and its history, which, until this day, is connected to a dedicated commitment of the citizens for developmental processes of Dresden, this example from Dresden proved to be especially appropriate concerning its applicability of the scientific approach. After the Augustäische Epoche (1694- 1763) in which Dresden´s reputation as a European metropolis of fine arts was established, the creation of a major city proceeded relatively systematic, owing to an exemplary building regulation. The sophisticated architectural culture and the most of the times ideally inclusion of the surrounding nature lead to the holistic artwork Dresden used to be, a major part of which perished in 1945. The reconstruction as a socialist city deformed almost everything that was historical. This second trauma of deprivation, until this day, created and determines a culture of constructive controversy within the citizens´ initiatives of Dresden. The complexity, historicity as well as the extraction and synthesis of inter-disciplinary subject matters in the work at hand required the use of a qualitative paradigm, in particular the approach of Behavior Setting (BARKER, 1975) and the Qualitative Content Analysis (MAYRING, 1990). Based on the German tradition of communicating local developmental processes in the regional policy research and with the help of a literary exploration in the areas of environmental and decision making psychology, political science, and urban and transport ecology, this work displays the most fundamental facets and perspectives of controversial decisions in a municipal context

Abstract:
As proven in the preceding pilot study the historical Viennese ground floor originally presented an intruiging and essential semi-public sphere with no clear-cut boundary between inside and out. Rather, doors and windows were left open most of the time so that there were many points that gave access to the ground-floor premises. Original photos from the period attest to this: the ground-floor facades were permeable; semi-public or even private uses of the ground floor extended to the street, and conversely, the premises were easily accessible to the “public flow.” In addition many of the ground-floor premises in the chosen research area were connected with basement floors or cellars underneath, which meant a further extension of the urban parterre. The (commercial) use of the street-facing premises in most cases also included the interior courtyard. Today, interior courtyards mostly accommodate garbage cans or dumpsters; more intensive, diversified uses of this part of the StadtParterre nowadays are rare. Thus the historical StadtParterre was a ramified, varied, much-used and hence engaging space. Permeable ground-floor facades provided a flexible interface between public and semi-public spaces; intensely interacting with one another. First and foremost, though, the point here is to acknowledge the significance of the urban parterre for the functoning of a city—a fact that has somewhat fallen into oblivion in the noughties of the 21st century ever since the emergence of 3D city modeling. The reason for this may be that conventional 3D city models canot really represent intricate, small-scale, multilayered, and ramified ground-floor structures und thus prevent us from perceiving them in a broader functional perspective.The paper discusses reasons and socio-urban effects of a dis-linked, malfunctioning urban parterre.References Anderson, S. ed.
