Abstract:
The aim of this paper is the analysis of metropolitan strategic planning in Sicily. Urban areas are becoming important units for territorial cohesion policy and strategic planning represents more and more an important policy instrument. Evidence of a policentric pattern is tested across 30 strategic plans carried out by Sicilian cities in order to derive useful insights for policy implications. Methods and Results This study uses multidimensional scaling and rank-size regressions across Sicilian Functional Urban Areas (FUA) as well as descriptive information drawn from strategic plans in order to identify the main characteristics of these instruments and to provide evidence on their capacity to innovate traditional local development policies. Abstract:
The article aims to provide an initial insight into if and how urban metabolism perspectives and approaches may strengthen accountability in urban environmental strategic planning. It argues that many of the challenges in governing urban environmental flows successfully result from accountability gaps in strategic planning. The aim of the research is to test the assumption that urban metabolism perspectives and approaches strengthen accountability in urban environmental strategic planning. Applying a four-pillar accountability analysis to the strategic climate and resource plans of New York and Zurich, two cities which put environmental sustainability high on their political agenda, the study traces the role of urban metabolism perspectives and approaches and discusses the benefits these may have for accountable strategic planning with a focus on carbon and material flows. The interim results show on the one hand that implicit urban metabolism approaches are vital for both cities’ strategic planning and that they contribute to strengthened accountability in all four pillars of the analysis: responsibility, transparency, assessment and participation. On the other hand, the analysis highlights further potential benefits of urban metabolism perspectives and approaches in urban strategic climate and resource planning.

This paper discusses the status and development of urban spatial strategic planning studies, and elaborates three dominant planning approaches of spatial strategic planning. Currently, Chinas urban spatial strategic planning does not adhere to details, but rather focus on the prospect of the city, the entire technology roadmap does not emphasize exhaustive, but the city's ability to solve practical problems. The article also combine studies on the Central Plain Cities to conclude that Chinas urban strategic spatial planning should focus on the development of several node cities, optimize the urban hierarchy and network system in region.

Abstract:
Strategic urban planning plays a real and significant role in the development of urban areas around the world. It helps mitigate the loss of lands and especially divert urban growth away from “agriculture lands”. It provides for improved and equal urban services and utilities as well as enhances local economics, livability and sustainability. This paper explores the importance of strategic planning and its role in sustainable development in addition to the importance of its implementation process. Case studies in Egypt are presented through a questionnaire with the local government with a group of 19 cities. We find that there are many problems associated with the implementation process, which have prevented the conversion of these plans into a reality. The aim of this paper is to illustrate the concept of strategic planning and its process and to explain how Egypt is dealing with it. Secondly, this research aims to suggest a new implementation system that can solve the main implementation system’s problems in Egypt. In conclusion, the paper identifies, through statistics, the perspectives of local government staff in Egypt about the preparation and implementation of the strategic plans, including proposed solutions and the opportunity of community participation.

Abstract:
In recent decades, there has been increasing consensus that sustainable urban development is critical to the future of human societies and planetary systems. The effects of population growth and the environmental impacts of human activities are evident around the world, observable not only in the rapid urbanisation of many large cities, but also in small-medium conurbations, rural communities, and even uninhabited areas. For this reason, sustainable urban development is the theme of this licentiate thesis. The thesis focuses on the role of municipal organisations, the ways in which processes to develop strategies and policies addressing urban sustainability are organised, and how other stakeholders participate in such processes. The thesis concludes by presenting a new conceptual framework that aims to inform such strategic processes - the “five factors” influencing strategic planning processes for urban sustainability in municipalities. The five factors concern the capacity of municipalities and others to act for urban sustainability; their mandate to do so; the resources available to them; the scope of their processes and intended outcomes; and their will, individually and collectively, to pursue urban sustainability. The “five factors” concept may aid future analysis of urban sustainability processes, both in planning and implementation. The “five factors” are based upon the findings of the three appended papers and the synthesis of their results in this thesis. The first and second papers present studies of energy and climate strategy planning processes in Swedish municipalities active in a national programme, the Sustainable Municipality (Uthållig kommun). Paper 1 focuses upon the organisation of processes to develop energy and climate strategies, whereas Paper 2 reflects upon the experiences of participating stakeholders in such processes. The two papers build upon existing theoretical frameworks and present empirical data from case studies of five municipalities, based on document studies, interviews and comparative analysis, in order to make conclusions about the advantages and disadvantages of variations in the form and composition of energy and climate planning (e.g. that early involvement of stakeholders results in more comprehensive strategies). In contrast, Paper 3 presents analysis of a multidisciplinary sample of academic journal articles addressing “urban sustainability” and published during the period 2011-2012. As such, this paper focuses on how urban sustainability is practiced, observed and represented in academic literature, and considers different issues that arise as a consequence (e.g. a lack of analysis of urban sustainability governance processes in municipalities). Whereas Papers 1 and 2 observe practice, making insights with reference to specific theoretical perspectives, Paper 3 provides overview and identifies wider challenges and opportunities for research on the theme of urban sustainability. Together, the three papers highlight a number of issues that influence the development of municipalities’ strategic work for urban sustainability – the five factors.
På senare år har konsensus att hållbar stadsutveckling är kritisk-för jordens och mänsklighetens framtid vuxit fram. Effekterna av befolkningstillväxten och människors påverkan på miljön syns runt om i världen, och är inte bara märkbar i många stora städer utan även i mindre städer, på landsbygden och till och med i obebodda områden. Därför står i hållbar stadsutveckling i fokus i denna licentiatavhandling.Avhandlingen fokuserar på kommunorganisationens roll i hållbar stadsutveckling och organisering av processerna att utveckla strategier och politik som syftar till hållbar stadsutveckling. Utöver det har även deltagandet av andra aktörer i sådana processer studerats. Avhandlingen avslutas genom att presentera ett nytt begrepp som kan underlätta strategisk planering, nämligen ”de fem faktorerna”.De fem faktorerna är kommuners/aktörers kapacitet att arbeta för hållbar stadsutveckling; deras mandat att driva hållbar stadsutveckling; tillgängliga resurser som får disponeras; processernas omfattning och önskat utfall; och den individuella- och kollektiva viljan att uppnå hållbar stadsutveckling. Femfaktorsbegreppet skulle kunna bidra till framtidsanalys av hållbara stadsutvecklingsprocesser, i såväl planering som genomförande. De fem faktorerna bygger på slutsatser från licenciatsavhandlingens tre artiklar samt en syntes av dessa.Den första och andra artikeln presenterar resultaten från ett forskningsprojekt som granskade processerna kring framtagande av energi- och klimatstrategier i kommuner som deltog i det svenska nationella programmet Uthållig kommun. I första artikeln ligger fokus på organiseringen av processerna, medan erfarenheterna av deltagande intressenter reflekteras över i den andra artikeln. De två artiklarna bygger på befintliga teoretiska ramverk och presenterar en mängd empiri från fem kommuner, som erhållits genom t.ex. dokumentstudier, intervjuer. Utifrån detta harslutsatser dragits kring för- och nackdelar i utformningen av planeringsprocesser för energi- och klimatstrategier, t.ex. att processer som involverar intressenter tidigt även resulterar i strategier som är mer omfattandeI den tredje artikeln presenteras resultaten av en multidisciplinär litteraturundersökning. Vetenskapliga artiklar som handlar om ”hållbar stadsutveckling” och publicerade under perioden 2011-2012 står i fokus. Artikeln syftar till att bättre förstå hur hållbar stadsutveckling tillämpas i praktiken, hur det beaktas, hur det representeras i den akademiska litteraturen, samt vilka effekter som uppstår på grund av denna representation, såsom t.ex. ett brist på analys av governance processer för hållbar stadsutveckling i kommuner. Medan de första artiklarna behandlar praktiken med hänsyn till specifika teoretiska perspektiv, syftar den tredje artikeln till att ge en överblick och identifiera utmaningar och möjligheter inom forskningen för hållbar stadsutveckling. Tillsammans illustrerar de tre artiklarna ett flertal aspekter som påverkar utvecklingen av kommunernas strategiska arbete för hållbar stadsutveckling – de fem faktorerna.

By 2050, 1.2 billion people, or 60 percent of all Africans, will live in urban areas.1 We are witnessing an unprecedented pace of urbanization in Africa and we have seen similar movements in other continents before. This report presents a strategic and broad analysis on the problem of urban mobility in Luanda, capital of Angola. An integrated urban planning solution will be presented as one of the best alternatives in order to solve the problem. Throughout the analysis, the political importance will always be taken into consideration as a key success factor for the successful implementation of an integrated urban plan.

The Public Housing Agency (PHA) Plan was introduced in 1998 as part of the landmark Quality Housing and Work Responsibility Act. The stated purpose of this legislation was to reform public housing by "deregulating and decontrolling public housing authorities, thereby enabling them to perform as property and asset managers." The complex, topdown bureaucratic rules and regulations promulgated in Washington were no longer deemed workable. Congress strove to foster a new relationship with public housing authorities that replaced the single, top-down, cookie-cutter approach with the flexibility and local authority necessary to foster individual initiative and develop context-based solutions that recognize the unique nature and dynamics of individual neighborhoods and communities. Yet, upon examination of the statutory and regulatory requirements of the PHA Plan, it becomes evident that Congress and the Department of Housing and Urban Development (HUD) have missed their mark. Unfortunately, neither Congress nor HUD have articulated how deregulation and decontrol will necessarily result in better performance as property and asset managers. Ultimately, this omission undermined Washington's ability to effect its public housing reform agenda. By rigidly prescribing the content and introducing a uniform, electronic format, the PHA Plan appears to be driven more by technology and the ease of the review and approval process than by the needs of public housing authorities and their constituents. More importantly, as demonstrated by a case study of the Boston Housing Authority, the PHA Plan fails to reinforce locally based initiatives designed to revitalize public housing using established real estate principles. Drawing on extensive research, interviews with key actors and the author's own experiences as a planner with the Boston Housing Authority, this thesis will explore the factors that contributed to the disjunction between the stated purpose of the PHA Plan and the way the requirements have actually played out at the local level. Based upon these observations, recommendations are offered to change the statutory and/or regulatory requirements to better serve public housing agencies in their efforts to improve as property and asset managers.

The thesis develops a framework and system for integrating Strategic Environmental Assessment [SEA] into Malaysian land use planning, for the purposes of achieving sustainable development. The emphasis is upon procedural and resource aspects of SEA rather than on methodologies. The research includes review and analysis of international and Malaysian published literature, government documents, case study analyses, a postal questionnaire survey and interviews. The development of the proposals is based on the identification of philosophies, principles and links between three main concepts, namely sustainable development, land use planning and Strategic Environmental Assessment. Examples of approaches and experiences of SEA from the United Kingdom, United States of America, Canada and elsewhere are analysed and evaluated. These are assessed against Malaysian national planning and land use planning systems and frameworks, and current Malaysian practices in environmental impact assessment. An evaluation of the strengths and shortcomings of the Malaysian systems, procedures, processes and resources is used to justify and form the basis for the proposals. The thesis describes the research framework and methodologies; the basic concepts of sustainable development, land use planning and SEA/ElA; and the Malaysian political, legislative, institutional and planning frameworks. The proposals include an idealised SEA framework within a proposed national integrated planning system for Malaysia; the functions of Malaysian SEA; a proposed structure plan process with SEA; an outline strategy for actions; and subjects for further research.

Preventing unintended pregnancy among HIV-positive women is an effective approach to reducing pediatric HIV infection and vital to meeting HIV-positive women’s sexual and reproductive health needs. Although contraceptive services for HIV-positive women is one of the cornerstones of a comprehensive program for prevention of mother-to-child transmission of HIV (PMTCT), a review of PMTCT programs found that implementers have not prioritized family planning (FP). While there is increasing awareness about the importance of FP and HIV integration, data about FP from PMTCT clients are lacking. The Horizons Program is conducting an operations research study testing several community-based strategies to reduce mother-to-child transmission of HIV in a densely settled urban slum in Nairobi, Kenya. Strategies being piloted include moving PMTCT services closer to the population via a mobile clinic and increasing psychosocial support for HIV-positive women. This research update presents key findings about FP at PMTCT sites, including the interaction between providers and clients as well as HIV-positive women’s fertility desires and demand for contraceptives, from the baseline cross-sectional survey and qualitative interviews with postpartum women.

Abstract:
With a few exceptions, research on ride-hailing has focused on North American cities. Previous studies have identified the characteristics and preferences of ride-hailing adopters in a handful of cities. However, given their marked geographical focus, the relevance and applicability of such work to the practice of transport planning and regulation in cities in the Global South is minimal. In developing cities, the entrance of new transport services follows very different trajectories to those in North America and Europe, facing additional social, economic, and cultural challenges, and involving different strategies. Moreover, the determinants of mode choice might be mediated by social issues such as the perception of crime and the risk of sexual harassment in public transportation, which is often experienced by women in large cities such as Mexico. This paper examines ride-hailing in the Metropolitan Area of Mexico City, unpacking the characteristics of its users, the ways they differ from users of other transport modes, and the implications for urban mobility. Building on the household travel survey from 2017, our analytical approach is based on a set of categorical models. Findings suggest that gender, age, education, and being more mobile are determinants of ride-hailing adoption. The analysis shows that ride-hailing is used for occasional trips, and it is usually done for leisure and health trips as well as for night trips. The study also reflects on ride-hailings implications for the way women access the city.
