Abstract:
The aim of this paper is the analysis of metropolitan strategic planning in Sicily. Urban areas are becoming important units for territorial cohesion policy and strategic planning represents more and more an important policy instrument. Evidence of a policentric pattern is tested across 30 strategic plans carried out by Sicilian cities in order to derive useful insights for policy implications. Methods and Results This study uses multidimensional scaling and rank-size regressions across Sicilian Functional Urban Areas (FUA) as well as descriptive information drawn from strategic plans in order to identify the main characteristics of these instruments and to provide evidence on their capacity to innovate traditional local development policies. Conclusions The empirical results show a strong evidence in favour of hierarchical patterns across urban areas which are adopting a strategic plan while polycentric forces appear to be very limited.JEL: R11, R12, R58Keywords: strategic planning, local development, functional urban areas, rank-sizeParole chiave: piani strategici, sviluppo locale, area urbana funzionale, regola, rango, dimensione

Abstract:
The article aims to provide an initial insight into if and how urban metabolism perspectives and approaches may strengthen accountability in urban environmental strategic planning. It argues that many of the challenges in governing urban environmental flows successfully result from accountability gaps in strategic planning. The aim of the research is to test the assumption that urban metabolism perspectives and approaches strengthen accountability in urban environmental strategic planning. Applying a four-pillar accountability analysis to the strategic climate and resource plans of New York and Zurich, two cities which put environmental sustainability high on their political agenda, the study traces the role of urban metabolism perspectives and approaches and discusses the benefits these may have for accountable strategic planning with a focus on carbon and material flows. The interim results show on the one hand that implicit urban metabolism approaches are vital for both cities’ strategic planning and that they contribute to strengthened accountability in all four pillars of the analysis: responsibility, transparency, assessment and participation. On the other hand, the analysis highlights further potential benefits of urban metabolism perspectives and approaches in urban strategic climate and resource planning.

This paper discusses the status and development of urban spatial strategic planning studies, and elaborates three dominant planning approaches of spatial strategic planning. Currently, Chinas urban spatial strategic planning does not adhere to details, but rather focus on the prospect of the city, the entire technology roadmap does not emphasize exhaustive, but the city's ability to solve practical problems. The article also combine studies on the Central Plain Cities to conclude that Chinas urban strategic spatial planning should focus on the development of several node cities, optimize the urban hierarchy and network system in region.

Abstract:
Strategic urban planning plays a real and significant role in the development of urban areas around the world. It helps mitigate the loss of lands and especially divert urban growth away from “agriculture lands”. It provides for improved and equal urban services and utilities as well as enhances local economics, livability and sustainability. This paper explores the importance of strategic planning and its role in sustainable development in addition to the importance of its implementation process. Case studies in Egypt are presented through a questionnaire with the local government with a group of 19 cities. We find that there are many problems associated with the implementation process, which have prevented the conversion of these plans into a reality. The aim of this paper is to illustrate the concept of strategic planning and its process and to explain how Egypt is dealing with it. Secondly, this research aims to suggest a new implementation system that can solve the main implementation system’s problems in Egypt. In conclusion, the paper identifies, through statistics, the perspectives of local government staff in Egypt about the preparation and implementation of the strategic plans, including proposed solutions and the opportunity of community participation.

Abstract:
The paper develops two main linked themes: (i) strategic planning reveals in practice limits that are hard to overcome; (ii) a complete planning system is efficacy only in the framework of a republican political, social and government culture. It is argued that the growing disappointment associated to strategic planning practices, may be due to excessive expectations, and the difficulties encountered by strategic planning are traced to three main issues: (a) the relationship between politics and planning; (b) the relationship between government and governance; and (c) the relationship between space and socioeconomic development. Some authors recently supported an idea of development as consisting in the qualitative evolution of forms of social rationality and argued that a reflection about the relationships between physical transformations and visions of development could be a way of testing innovations. But such strong demands might be satisfied only if we manage to make a 'new social and territorial pact for development', recreating a social fabric imbued with shared values. The re-creation of a social fabric imbued with shared values requires a rich conception of the political community and the possibility that the moral purposes of the community may be incorporated by the state. All this is missing today. Outside a republican scheme planning activities are principally instruments for legitimising vested interests and facilitating their investments, and the resolution of the conflicts that arise between the planning decisions of the various levels of government becomes at least impracticable. A complete planning system can be practised if can be referred to the authority and syntheses expressed in and by statehood, which suggests that in a democratic system planning is republican by necessity rather than by choice.

Today, Urban Planning in Vietnam faces a lot of problems due to the paradox between traditional master planning systems and modern context of rapid transformation. Alternatives are practiced in some cities, especially in the context of international integration. Various methods and cooperative projects have attempted to subvert the strict master-planning approach with high levels of centralization and reliance upon planning by command and control. However, despite many efforts, it seems impossible to completely replace current planning system by another advance method, which has no attachments with its developed context. The paper studies and schematizes the complexity of master planning process in Vietnam, which is regulated by various legal documentaries. On the other hand, it simultaneously studies strategic planning method and selectively chooses valuable features which fits local context. By confronting and integrating them with each other, the paper aims to introduce an advance master planning process that adaptive and flexible to modern challenges.

Abstract:
Abstract Rapid urbanization requires health promotion practitioners to understand and engage with strategic city planning. This policy analysis research investigated how and why health was taken up into strategic land use planning in Sydney, Australia, between 2013 and 2018. This qualitative study develops two case studies of consecutive instances of strategic planning in Sydney. Data collection was done via in-depth stakeholder interviews (n = 11) and documentary analysis. Data collection and analysis revolved around core categories underpinning policy institutions (actors, structures, ideas, governance and power) to develop an explanatory narrative of the progress of ‘health’ in policy discourse over the study period. The two strategic planning efforts shifted in policy discourse. In the earlier plan, ‘healthy built environments’ was positioned as a strategic direction, but without a mandate for action the emphasis was lost in an economic growth agenda. The second effort shifted that agenda to ecological sustainability, a core aspect of which was ‘Liveability’, having greater potential for health promotion. However, ‘health’ remained underdeveloped as a core driver for city planning remaining without an institutional mandate. Instead, infrastructure coordination was the defining strategic city problem and this paradigm defaulted to emphasizing ‘health precincts’ rather than positioning health as core for the city. This research demonstrates the utility in institutional analysis to understanding positioning health promotion in city planning. Despite potential shifts in policy discourse and a more sophisticated approach to planning holistically, the challenge remains of embedding health within the institutional mandates driving city planning.

Strategic planning application is frequent in urban practices. In order to understand this type of planning in a better way, urban researches use and take over good examples of practices from other countries. Selecting examples is most often made without considering their context and the specifics of the urban planning process. In practice, it results in the strategies which are not implemented and the plans which are not realized. The aim of the conducted research is to simplify the urban planners and researchers' choice of compatible good practice cases from different types of environment. This is achieved by creation of an evaluation model, whose role is to help select examples from different environments compatible with the environment where the research is conducted.

Abstract:
The provision of adequate environmental sanitation services to all inhabitants of urban areas in developing countries will not be achieved by the market or “self-help” action alone. There is a need for planning but this planning must be strategic in nature, focusing on the most important issues and allowing for the many uncertainties that are inherent in the current situation. The paper describes the field testing of a strategic planning process in India and subsequent efforts to explore ways of institutionalising the lessons learnt from this experience. It reveals some of the key problems encountered during these activities, in particular the lack of a planning culture among local stakeholders and the consequent tendency to respond to problems in ad hoc ways. Analysis of workshops and training courses suggests that there is a need to develop a more integrated approach to capacity building, with a strong emphasis on the way in which individual activities fit into overall planning and development processes. International development agencies could do more to encourage such an integrated approach to capacity building, planning and implementation. In doing so, they should recognise that, in the absence of a strong planning culture, informed decision making is often constrained by a lack of information. Where this is the case, it is critically important to extend the preparation stage of the project cycle to enable local stakeholders time gather the information required to develop a full understanding of problems and possibilities.

Strategic planning in land is now at the stage of development and adoption of new documents defining goals, objectives, directions, priorities and instruments of state land policy and land management. The uniqueness of this object of public management and strategy requires a systematic approach to strategic planning based on both the ecological and social significance of the land and economic value of land resources. The authors examine the possibility of their use as a natural means of agricultural production, draw attention to forestry—the most important factor in the development of economic industries as a territorial (spatial) basis (foundation) of economic activity—location of capital construction objects, other real estate objects, development of modern systems of settling population in an urban and rural areas, urban agglomerations. Accordingly, strategic planning for land management in real estate and spatial development is an important part of land management, urban planning and other related areas.The paper considers terminological and conceptual problems of the object and subject matter of these relations (land, land resources, territory, space, real estate, spatial development, land use ) in the cross-sectoral context of strategic planning. The authors have determined the main issues of formation of the concept and strategy of state strategic management concerning land resources in general, as well as the land use strategy in differnt settlements in the context of present day factors influencing the state of development of this strategic area. The paper examines intersectoral aspects of preparation of documents of strategic planning, the connection of the land use with other areas of strategic management of public development (socio-economic, spatial, urban planning, state property management, energy, environmental safety).As the result of the study, the authors propose new approaches to land strategy and its improvement.

Abstract:
The purpose of this paper is to identify the role of strategic planning as a sustainable tool for regulating both the protection and development of historic urban landscapes, as well as developing an adequate and effective strategic model and management instruments for implementation. The role and importance of strategic planning are examined in the context of global transformative actions in the urban governance of community and private sector engagement and sustainable development on the local level. We argue that a specific—tailor-made—integrated strategic urban planning approach could be a useful model, both for development and urban regeneration and for the preservation of protected valuable historic urban landscapes, thus contributing to a sustainable urban revival of wider surrounding territories including cultural, social and economic development. We stand on the position that the sustainable approach to the protection and revitalization of the historic urban landscapes has to be in line with the acknowledgment of specific local community values, contemporary needs, their involvement, and, eventually, their satisfaction. The case study method was based on the example of a protected historic center of Novi Pazar in Serbia to test the possibilities of applying strategic planning model and management for the implementation tailored to the local context. Eventually, the scenario method was applied to test the possibilities of a simulation of the strategic planning model and management instruments for a protected historic center. We found that the appropriate combination and utilization of regulatory, economic and informational management instruments have to be in place in the specific context. We conclude and draw out theoretical and practical remarks from our research that integrated strategic urban planning model should consider the logic and the functioning of the competitive real estate markets, and the sustainable environmental, economic and social effects, potentials and benefits for the locality where they originate, in order to be utilized as the new generative value both for the protection and for the revival of historic city centers. The paper develops a conceptual strategic planning and management model for the regeneration of historic urban landscapes that capture the physical, environmental, economic, and social effects and indicators of a given space. Based on this input, an adequate initial stage of the conceptual strategy by the authors of the paper was developed for the regeneration of the historic urban city center.

Introduction. To accomplish the task of area development a new creative approach, that is urban development connected with the dramatic improvement of the quality of urban development environment, is proposed. In the context of this approach, the study of the experience and practice of area development strategic planning using the example of the Free State of Bavaria as a German region with significant scientific potential and economic strength is of great interest. The purpose of area development strategic planning is the achievement of such a situation when the welfare of the people living in the area increases. Today, in the context of spatial development imbalances, violation of territorial integrity, environmental pollution and other challenges, the development of new cities is an exceptional practice. Materials and methods. The methodological framework of the research is a new conceptual approach to the city planning environment, that is urban development. The methods of the research are: familiarization with relevant regulatory documents of the Federal Republic of Germany and system analysis of urban planning documentation for the accomplishment of the tasks of strategic planning of area development. Results. The specifics of the area planning in Germany including specifics of area comprehensive development (types, purposes, objectives and the content of urban regulatory documents) has been revealed. The analysis of the strategic planning of area development in Bavaria performed in terms of urban development principles shows that the emphasis in the development is on the historical value of settlements. Special attention is paid to the redevelopment of industrial and transport zones. Elements of Smart City are employed in the area management. Conclusions. The experience of strategic planning of area development using the example of the Free State of Bavaria can be helpful for practice of regulating the process of area development in Russia.

The pressures created by urban sprawl are leading to a reduction in forested land in Canada and North America. Poorly controlled land-use planning contributes to the haphazard urbanization of many small communities within commuting distance of major urban centres. Urban forests are largely ignored as an asset and the potential benefits they can offer to communities are often not acknowledged in the planning process. Relatively few communities across Canada have any form of urban forest management. A new definition of the urban forest is proposed that recognizes the need for an ecosystem approach to urban forest management and the integral role that humans play in that ecosystem. To facilitate the implementation of urban forest management plans in small communities, a simple strategic planning framework is presented. Using this approach, many small towns can maintain their rural character and benefit from a wealth of environmental, social and economic benefits.
