Les progrès de 1'urbanisme dans notre milieu s’accompagnent d’une multiplication des monographies urbaines, 1'urbaniste devant appuyer ses propositions sur une connaissance aussi exacte que possible des territoires dont il a à orienter 1' expansion. De telles monographies rassemblent souvent des matériaux qu'ont tout intérêt à relever ceux qui se préoccupent de l'élaboration d'une sociographie du Québec. C'est le cas de l'étude préparée par Yves Dubé et Yves Martin â la demande des urbanistes chargés de mettre au point le "plan directeur" de 1'agglomération de Rimouski; les auteurs exposent ici l'essentiel de leurs analyses consacrées â la population et à 1'économie de cette agglomération.

Abstract:
Urbanisasi merupakan salah satu isu yang tidak bisa dilepaskan dari permasalahan demografi. Pertambahan jumlah penduduk memiliki sejumlah dampak pada permasalahan perkotaan seperti perubahan lahan, dan kebutuhan permukiman. Kecamatan Taman, Kabupaten Sidoharjo di Jawa Timur dapat menjadi kasus yang menarik. Kecamatan Taman terletak di perbatasan kota Surabaya dan telah menjadi tujuan utama urbanisasi. Dengan mengambil fokus kajian pada tren urbanisasi di Kecamatan Taman, penelitian ini bertujuan untuk menganalisis pola distribusi proses urbanisasi di kecamatan Taman. Metode yang digunakan dalam penelitian ini menggunakan pendekatan kuantitatif dengan teknik analisis. Average Nearest Neighbor. Hasil penelitian ini menunjukkan bahwa pola sebaran proses urbanisasi jika dilihat dari aspek jumlah penduduk, urbanisasi di kecamatan Taman memiliki pola urbanisasi mengelompok sedangkan untuk aspek migrasi dan mata pencaharian memiliki pola yang bervariasi ada yang mengelompok (centered), berpencar (dispersed) dan acak (random).

L'intercommunalité dans le domaine de l'aménagement de l'espace fait aujourd'hui figure de symbole. Sa réussite ou son échec décidera de l'avenir même de la décentralisation en France. En 1982 - 1983 le législateur a privilégié le cadre communal que l'acuité des questions d'aménagement et l'ampleur des enjeux économiques condamnent immanquablement à une nécessaire démarche de solidarité intercommunale. L'analyse de l'évolution actuelle et des obstacles, notamment constitutionnels, à la coopération intercommunale dans le domaine de l'aménagement de l'espace permet de définir les voies d'un développement futur.

La turquie met en oeuvre une reforme administrative depuis 1984. Celle-ci comprend surtout une modification de la gestion des grandes villes ainsi que la consolidation des administrations locales financierement et un transfert de competences en matiere de planification urbaine. La decentralisation des administrations locales provoque un certain nombre de questions en ce qui concerne la planification urbaine. Turkey undertakes an administrative reform since 1984. This reform is mainly composed of a reorganization of metropolitan city management, an improvement of financial structure of local administrations and a transfer of authorities concerning urban planning. Decentralization of local administrations brings up several questions related to the urban planning. This study aims at outlining an administrative and legal system which assures the most appropriate means and tools to intervene and to control urban problems coming from an acute social, economic politic and urban crises

Abstract:
Les sites et sol pollués constitutent une préoccupation récente des pouvoirs publics, tant en France qu'à l'étranger. Ce problème d'environnement a des répercussions sur les affections du sol existantes ou à venir. A titre d'exemple, la remise en état d'un site s'effectue en fonction de l'usage et non selon une approche multifonctionnelle. Dès lors, l'intervention du droit de l'urbanisme en la matière apparaît légitime. Sur le plan conceptuel, il n'existe pas de définition juridique des sites et sols pollués. La notion de patrimoine foncier pollué permet alors de désigner l'intérêt collectif lié à la résolution de la pollution du sol, et de révéler à la fois la dimension environnementale et urbaine de ce problème. Sur le plan juridique, l'administration ne propose qu'une simple politique des sites et sols pollués qui fait référence à la législation aux installations classées et à des circulaires administratives variées. Le droit de l'urbanisme, déjà concerné par les risques technologiques, la sécurité et la salubrité publique devrait intervenir. Mais l'intégration du patrimoine foncier pollué au sein du droit de l'urbanisme est ignorée. Une progression en la matière apparaît donc nécessaire. Or, le droit communautaire définit une politique d'environnnement urbain et encourage l'intégration dans les directives environnementales. Le droit interne, et notamment le droit de l'urbanisme , s'inspire de cette évolution conforme au principe de développement durable. L'intégration du patrimoine foncier pollué au sein du droit de l'urbanisme semble donc en marche. Elle peut résulter du développement des rapports contractuels entre les acteurs de la remise en état et de l'aménagement, mais également de la mise en oeuvre des nouveaux objectifs de la loi sur la solidarité et le renouvellement urbains : mixité urabine, renouvellement urbain. . .

Le quartier de beaubreuil a limoges represente a la fois la fin d'une epoque - celle des operations d'urbanisme de masse, planifiees par l'etat- et le debut d'une ere nouvelle, avec l'apparition de politiques locales de l'habitat, encore tatonnantes : les projets de quartier. Ce grand ensemble, integre dans une zone d'amenagement concerte (z. A. C. ), se vide de sa population. Toutes les politiques d'amelioration de l'habitat echouent a "enraciner" les locataires des h. L. M. L'action sociale est impuissante a eradiquer la pauvrete. Les equipements et la vie associative ne suffisent pas a freiner la segregation qui s'opere entre habitat pavil- lonnaire et logement collectif. Les projets de quartier, en favorisant la concertation, permettent d'associer la dimension "d'espace vecu" aux donnees de l'amenagement. Au niveau de limoges ces projets ont pourtant leurs limites, notamment les tendances au centralisme de la municipalite. Les territoires administratifs traditionnels sont inadaptes aces nouvelles orientations de l'urbanisme. Les politiques de developpement exigent une approche spatiale tenant mieux compte des realites sociales.

Andre hermant debute sa carriere au milieu des annees trente au moment ou les avant-gardes modernistes rivalisent avec les tendances fortes d'un retour a l'academisme et au regionalisme. Des sa sortie de l'ecole speciale d'architecture, hermant montre une franche predisposition pour le modernisme. Jusqu'a la guerre, il se consacre presque exclusivement a la conception de stands et de pavillons d'expositions mais contribue aussi activement, par ses ecrits et ses fonctions de directeur technique, a faire de l'architecture d'aujourd'hui une revue d'avant-garde. Pendant la guerre, l'architecte choisit d'assumer la direction officieuse d'une nouvelle revue, techniques et architecture jusqu'en 1945. Brouille depuis lors avec les membres de l'architecture d'aujourd'hui, hermant perd des relations precieuses et cesse pratiquement de publier. Les chantiers de reconstruction lui offrent enfin la possibilite de construire : au havre sous la direction d'auguste perret, puis a beauvais et a troyes. Tres interesse par la question du logement collectif, hermant montre qu'il adhere aussi aux theories de le corbusier, notamment par ses conceptions urbanistiques. Dans les annees cinquante, il cherche a redonner un second souffle a l'union des artistes modernes en creant l'association formes utiles mais il s'engage dans des debats houleux qui lui feront quitter l'idee de permettre a tous d'acceder a un interieur fonctionnel, de bon gout et bon marche. Il s'oriente donc vers les musees ou sa capacite a agencer les espaces d'expositions dans un esprit radicalement nouveau lui vaudra de nombreuses commandes jusque dans les annees soixante-dix. Andre hermant est un architecte et un urbaniste qui s'inspire clairement de perret et de le corbusier mais dont les oeuvres et la pensee depassent le strict clivage des ecoles dans le but de realiser une synthese de la modernite
Andre hermant began his career in the middle of the thirties, the period when the modernists avant-garde architects competed with the strong tendencies of a return to academism and regionalism. Graduated from + l'ecole speciale d'architecture ;, hermant clearly displayed his interest for the modernism. Before the war, he devoted his time almost exclusively to creating stands for exhibitions but also contributed actively with essays and technical management to the review l'architecture d'aujourd'hui, thereby making this magazine a journal of the architectural avant-garde. During the war, hermant chose to take the unofficial management of a new journal, techniques et architecture, until 1945. Having thus got into conflict with the editorial staff of l'architecture d'aujourd'hui, hermant lost precious relations and practically gave up publishing. The reconstruction after the war gave him finally the opportunity to work as an architect : in le havre, he joined the staff of auguste perret, and after that in beauvais and in troyes. Very interested in designing collective housing, hermant showed that he was a follower of le corbusier, especially in his town planning projects. During the fifties, hermant sought to resuscitate the + union des artistes modernes ; by forming the association + formes utiles ;. However, he took part in agitated debates, witch made him at last give up his ideas about allowing everyone to have a good functional housing, both in good taste and not expensive. He then turned himself to the museums where his capacity to create exhibition-rooms in a new radical spirit, gave him numerous commissions until the seventies. Andre hermant was an architect and town planner who is inspired by perret and le corbusier, but whose works and thoughts went beyond the strict adaptation of the established schools in his endeavour to achieve a synthesis of modernism

De plus en plus, le bruit est considéré comme une véritable pollution. dans le passé, les carrioles, les sabots des chevaux sur les pavés causaient déjà des nuisances aux habitants des villes. dès le xixe siècle, l'évolution de l'industrialisation entraîna une augmentation de la machinerie, qui ne fit qu'augmenter les nuisances sonores. aujourd'hui, le bruit est la cause de nombreuses plaintes. en conséquence, réduire la pollution sonore est devenu une question majeure du fait de ses effets sur la santé humaine. le bruit peut affecter le sommeil, le système cardiovasculaire, le système cérébral, particulièrement le développement cérébral des enfants. il peut causer des déficiences mentales, des problèmes de concentration et des pertes de mémoire. c'est un problème de santé publique. mais le bruit peut aussi entraîner la commission de crimes ou de suicides ! c'est aussi une question d'ordre public.en france, il existe certains dispositifs juridiques de contrôle des émissions sonores et de lutte contre les nuisances, particulièrement depuis la loi « bruit » de 1992. diverses dispositions ont été codifiées dans le code de l'environnement, les classant en fonction des différentes sources de bruit, mais aussi dans d'autres codes, notamment le code de l'urbanisme. il existe une police environnementale du bruit dont le maire et le préfet sont les deux autorités compétentes. tous ces moyens permettent de pallier les problèmes dûs au bruit à court ou à moyen terme.cependant, aujourd'hui, au regard de la préoccupation de développement durable, il convient de penser aux générations futures et de mettre en place des nouveaux moyens de régulation de la pollution sonore, à long terme. le droit de l'urbanisme apparaît comme le moyen privilégié d'atteindre ce but. le bruit pourrait être régulé par une utilisation plus rationnelle des sols… le but de ma recherche est d'analyser quel type de relation existe entre droit du bruit et droit de l'urbanisme et de mettre en évidence vers quelle forme d'urbanisme la société évolue sous l'influence combinée de l'écologie et de la question sonore, notamment à travers les objectifs posés par le grenelle de l'environnement et les lois adoptées en conséquence
Noise is considered as a real pollution for the quality of life. Law has been requested to respond the multi-form cases of noise pollution. The matter is firstly the concern of environmental law. It is especially treated in a sectorial way. Town planning law also seizes the question, in a diffuse way, as environmental issue, or in a specific way when noise pollutions are directly caused by the use of grounds.However, under the influence of more and more pervasive environmental law, and further to the new legislation resulting from the Grenelle of the environment, town planning law underwent a deep transformation. It has been rewritten on the basis of new environmental objectives and of sustainable development. Town planning law also absorbs many other juridical sectors. Therefore it appears as a global space law and living environment law, allowing to improve the sound context.The perception of noise has changed, as well as its consideration into town planning law. Town planning law can be considered as a favorable measure to develop a more global and unified approach of the very composite legal system against noise pollution.The study of the relationship between noise and town planning highlights new manners to consider noise into space and living environment, differently from the classic approach imposed by environmental law

Keywords: military engineering, fortification, urban bastioned system, poliorcetics, city and territory Conference topics and scale: City transformations Abstract and referencesBetween the War of Nine Years and the Napoleonic invasion of 1808 Barcelona underwent a morphological transformation according to a progressive evolution that came along from a typical wall-constrained stronghold towards an urban structure where the primacy of the internal and external strategic control gave way to the socioeconomic, industrial and commercial detachment of the city. The warlike needs of the first quarter of the 18th century involved a series of explicit poliorcetic interventions that gradually made available other criteria related to the development of several infrastructures for peacetime and certain urban licenses. These improving processes that let transform the urban features later changed the sense of the vectors which settled the nexus between the intramural space and the territory beyond the bastioned perimeter. Starting from a predominantly centripetal structure where the city walls played a segregating role, they afterward tended to reinforce the creation of newborn civic spaces that appreciably reduced the strength of the suffocating perimeter and also established alternative centers of power. These procedures foreshadowed a further decline of the traditional values about the former city walls and allowed the take-off of the territory outside them as an expansion of the orthodox urban system essences and its outward projection. The confluence of both municipal government purposes and the Crown’s impositions eased the work of the military engineers who undertook the interventions directly dependent on their sphere of responsibility. Abstract:
The ARA plan, acronym for Architecture and Rehabilitation of Alcoy, was the response to a collective desire of change and to the need for the renewal of an industrial city with a deeply rooted bourgeois and working-class base. The impulse and credibility that made possible the conception of the ARA plan came from a series of projects that consolidated seriously damaged zones of the historic center, and secondarily from the economic commitment of the Generalitat with urban projects of great disciplinary interest that, at that time, had the character of pioneers for their modern procedures of intervention on the inherited city.The common framework of Plan ARA hosted many urban proposals very different in their methodology. However the sense of their cohesion in the city was evident because behind them there was a thought of order necessary for the consolidation and modernization of the urban patrimony that future challenges would ask for. The most relevant architectural project was the renovation of the neighborhood of La Sang, which won the FAD Architecture Award in 1999, but for the citizens the evidence of a remarkable change came with the construction of the public parks. Since that moment the people perceived that an ambitious and clear idea of the city was giving shape to their daily domestic outer spaces.Unfortunately a mix of political and economical issues truncated or set aside important ongoing projects so the completion of the ARA plan was never reached. and the aspiration of becoming an strategic city was forgotten.References:Vidal Vidal, Vicente M. Resumen: El “mouleur” Charles Lasnon representa la convivencia que durante el primer tercio del siglo XX se dará entre las Artes y Oficios y las nuevas técnicas de representación vinculadas a la fotografía. Lasnon realizará para Le Corbusier una serie de maquetas que presentarán sus propuestas a escala doméstica y urbana, primera aproximación a una expresión tridimensional de sus teorías: los modelos 1:20 de los Salones de Otoño en 1922 y 1923, a camino entre el objet-type y la escultura de vanguardia, y las del “Urbanisme á trois dimensions” del Plan Obus y Nemours. Las maquetas de las Villas se establecerán como “manifiestos estéticos y arquitectónicos”. En ellas se ensayarán principios teóricos plásticos, previos incluso a una idea de construcción, indagaciones que abren la puerta a transferencias entre la representación a escala realizada en yeso y la arquitectura a realizar. Por otra parte, la vinculación de Lasnon con el Service Geographique de l’Armée le familiarizará con las nuevas técnicas de representación del territorio. Así, realizará los Carte-Relief de Argel coetáneamente a la ejecución de las maquetas de las propuestas urbanas argelinas de Le Corbusier, garantes no sólo del rigor geométrico de sus postulados: quedan en ellas registradas el paisaje original, cuya topografía se modela y manipula como si de un trabajo plástico se tratara. Utopías en busca de un lugar imaginado sobre un trozo de yeso. Abstract: Charles Lasnon, "mouleur",represents the coexistence between the Arts and Crafts and the new rendering techniques related to photography that took place in the first quarter of the twentieth century. Commissioned by Le Corbusier, Lasnon made in those years several models that represent his new proposals at a domestic and urban scale. That was the first approach to a three-dimensional expression of his theories –the scale models of 1:20 from "Salon d'Automne" in 1922 and 1923, which were halfway between objet-types and avant-garde sculptures, and the theories of "L'Urbanisme à trois dimensions" from Plan Obus and Nemours. The scale-models of "Villas" were established as “aesthetic and architectural manifestos”. They were used to test theoretical and plastic principles, formulated before the idea of construction. These tests resulted in "transfers" between plaster-craft scale models and the architecture to be built. Additionally, the links between Lasnon and the “Service Geographique de l’Armée” enabled him to be familiar with new techniques to represent landscape. Thus, Lasnon made the Carte-Reliefs d'Argel at the same time as Le Corbusier made the models for the urban proposals in Alger. These models not only guarantee the geometrical accuracy of his proposals, but also capture an original landscape whose topography is modeled as if it was a plastic craftwork.
