Full textTurkey undertakes an administrative reform since 1984. This reform is mainly composed of a reorganization of metropolitan city management, an improvement of financial structure of local administrations and a transfer of authorities concerning urban planning. Decentralization of local administrations brings up several questions related to the urban planning. This study aims at outlining an administrative and legal system which assures the most appropriate means and tools to intervene and to control urban problems coming from an acute social, economic politic and urban crises

Full textAndre hermant began his career in the middle of the thirties, the period when the modernists avant-garde architects competed with the strong tendencies of a return to academism and regionalism. Graduated from + l'ecole speciale d'architecture ;, hermant clearly displayed his interest for the modernism. Before the war, he devoted his time almost exclusively to creating stands for exhibitions but also contributed actively with essays and technical management to the review l'architecture d'aujourd'hui, thereby making this magazine a journal of the architectural avant-garde. During the war, hermant chose to take the unofficial management of a new journal, techniques et architecture, until 1945. Having thus got into conflict with the editorial staff of l'architecture d'aujourd'hui, hermant lost precious relations and practically gave up publishing. The reconstruction after the war gave him finally the opportunity to work as an architect : in le havre, he joined the staff of auguste perret, and after that in beauvais and in troyes. Very interested in designing collective housing, hermant showed that he was a follower of le corbusier, especially in his town planning projects. During the fifties, hermant sought to resuscitate the + union des artistes modernes ; by forming the association + formes utiles ;. However, he took part in agitated debates, witch made him at last give up his ideas about allowing everyone to have a good functional housing, both in good taste and not expensive. He then turned himself to the museums where his capacity to create exhibition-rooms in a new radical spirit, gave him numerous commissions until the seventies. Andre hermant was an architect and town planner who is inspired by perret and le corbusier, but whose works and thoughts went beyond the strict adaptation of the established schools in his endeavour to achieve a synthesis of modernism

Full textNoise is considered as a real pollution for the quality of life. Law has been requested to respond the multi-form cases of noise pollution. The matter is firstly the concern of environmental law. It is especially treated in a sectorial way. Town planning law also seizes the question, in a diffuse way, as environmental issue, or in a specific way when noise pollutions are directly caused by the use of grounds. However, under the influence of more and more pervasive environmental law, and further to the new legislation resulting from the Grenelle of the environment, town planning law underwent a deep transformation. It has been rewritten on the basis of new environmental objectives and of sustainable development. Town planning law also absorbs many other juridical sectors. Therefore it appears as a global space law and living environment law, allowing to improve the sound context. The perception of noise has changed, as well as its consideration into town planning law. Town planning law can be considered as a favorable measure to develop a more global and unified approach of the very composite legal system against noise pollution. The study of the relationship between noise and town planning highlights new manners to consider noise into space and living environment, differently from the classic approach imposed by environmental law
Takeshita, Junko. "Urbanisme et centralité, le cas de Tokyo." Paris 5, 2006. http://www.theses.fr/2006PA05H015.
Full textThis thesis develops a sociological observation on the town of Tokyo, whose question is focused about the formation of the urban centre. The specificty of the subject requires a general presentation as well as a cultural analysis, and thus orients itself towards a comparative study, particularly in relation to the Occidental cases. Some investigations into the life style of the contemporary Japanese explain another kind of individualism in their own way, in consequence of an atypical development, bound to the materialism and to the Westernization. These factors shape the main structure of this exceptionally advanced country's hybrid culture. The history of the city, through symbolic architectures, in that sense tells every period's peculiar social orientation, and describes the process of modernization. The urbanization is thus studied as a product of social changes, mainly due to demographic and industrial transfers. Such a phenomenological research makes it possible to underline a unique conception in Tokyo city's town planning : that of a "circular" model, massively applied to public projects, from transport networks to central zones' structures. Regarded as an alternative policy between concentration and expansion, this enterprise of the future magalopolis creates a unifying value of centrality

Full textThe aim of the present thesis is to contribute to the knowledge of l’Ecole des Hautes Études Urbaines [School of Advanced Urban Studies] (1919-1924) and l’Institut d'Urbanisme de l'Université Paris [Urban Planning Institute of the University of Paris] (1924 -1919), exploring in particular the completion studies carried out between the early 1920s and the 1970s. The subject of study of this research comprises this body of works, that is, the urban planning thesis. Indeed, the theses are the result of extensive studies that lead to a certificate named «Diplôme d'étude spéciales d'Urbanisme» ["Certificate of special study of Urban Planning], delivered by l’Université de Paris. Our contribution aims to show the nature of the completion pedagogical exercises carried out and examined in these two institutions between 1922 and 1972 and, at the same time, to show the profiles of these certificates in urban planning during the 20th century and the relations between the subjects and the education systems in that particular area of urban planning. It was carried out from the information of different archives of Paris, but mainly from the resources of the Bibliothèque Poëte et Sellier, fonds historique de l'Ecole d'Urbanisme de Paris (EUP), formerly known as Fonds ancien de l'IUP.These theses were a specific product of l'EHEU/IUUP and constitute an essential and baseline theoretical body, which gives clues about the history of urbanism in France and in different American, European, African and Asian countries, because, on the one hand, are within a long period of the evolution of urbanism doctrines and, on the other hand, were carried out by students from different countries, which through time created a complex network of knowledge, understanding and know-how
Prasilova, Dagmar. "Zlin et l' urbanisme de Bata (1894-1949)." Paris 8, 2007. http://www.theses.fr/2007PA082880.
Full textThe thesis deals with the history of the entrepreneurship of Tomas Bata and above all of the urbanism of the town Zlin. The expansion of the Bata business in the thirties had far-reaching implications. He created a unique and compact system of entrepreneurial activity in production and public services that was comparable to those of Owen, Fourier and Godin. His firm provided his employees work, education and accommodation in modern houses and other social benefits in the developing industrial world. The research objectives within the thesis focused on the urbanism of the town Zlin and other satellite towns founded by Bata in the Czech Republic, other European countries and in Africa. These towns were, in the beginning, inspired by the concept of Howard’s garden cities but later were constructed according to his own model for a industrial town. Bata’s work acknowledges the American influences from New England (Boston, Lynn and Lowel) and new working methods used by Ford and Taylor; all this helped to finalize Bata’s vision of his enterprise and create the unique urbanistic complex in Zlin that is classified as a precious example of industrial architecture, a national cultural monument

Full textIn 1978, Rem Koolhaas published Delirious New York, the manifesto for contemporary super-urbanism (the program invents the site). The ambition of Palimpsestuous Ithaca is to illustrate the reverse poetics of sub-urbanism (the site invents the program), by focusing on the town of Ithaca (seat of Cornell University) which is the geographical opposite of Manhattan. Our demonstration is articulated in 3 parts: 1) a geographic thesis devoted to the 3 founding father of the university: a self-made engineer, an architecture enthusiast and an inspiring botanist; 2) an urbanistic antithesis following architects Colin Rowe, OM. Ungers and Rem Koolhaas up to the moment when they came to Ithaca to build up the plots of their respective manifestoes: Collage City, "Berlin as a Green Archipelago", and Delirious New York. 3) a poetic synthesis devoted to earth artist Robert Smithson (whose artistic adventure reached its maturity in Ithaca), anarchitect Gordon Matta-Clark (the best student Colin Rowe ever had at Cornell), and Vladimir Nabokov (who fantasized Ithaca into one of the most fascinating hyperlandscapes of contemporary literature)

Full textThis research starts from observations of the emergence of "vernacular claims" in the alternative urban fields (Paquot, 2012; Béal & Rousseau, 2014) : urbanism, landscape, architecture and design. Recent neologisms seem to be characterized by tautologies and paradoxes : "convivial urban design" (Grünig, 2013), "contemporary vernacular" or "new vernacular" (Frey, 2010). A first terminological study of the vernacular will reveal a fundamentally dialectical and relative etymology : this scholarly word refers to a popular aspect of things - common names, ordinary practices, non-doctoral knowledges. But the geohistory of the vernacular reveals mostly a latent subversiveness, confirming its place in an alternative field. From the concepts of "ghost work" and "vernacular gender" (Illich, 1983), we will establish that the term appeared when the things disappeared. A dispossession (of knowledge, of techniques, of common goods, of crafts) can be found in the depths of industrial revolutions (Giedion, 1980), and from subsistence practices mutations, relegated to leisure fields (Corbin, 2009). The term is thus intimately linked to a reclaim feature, which is not far from a type of critical practices in design: to be close, very close (Papanek, 1974). By analyzing different types of recent recoveries, sketching in the edges of an existential vernacular landscape (Jackson, 1984), we finally suggest the idea of an déprise d’oeuvre, deploying some sustainable urban paradigms. In a context of urban shrinkage, this déprise d’oeuvre responds to traditionnal maîtrise d’oeuvre, in a quest to revover the knowledge revealed by the vernacular : to do, to let do, to make do. Nourished by improvisations, processes and experiences (Zask, 2011), this approach finally confirms the role that the vernacular plays as a mobilizing vector in the reinvention of urban practices

Full textThis thesis is an analysis ans interpretation in terms of modernity of some aspects of architecture and urbanism in chicago from the end of world war ii to the early 1980s. The first part deals with architectural and urbanistic modernism. Mies van der rohe's work in chicago is examined from the aesthetic, economic and structural points of view. The doctrines and buildings of the firm skidmore, owings and merrill, of w. Netsch and b. Goldberg are then examined as so many aspects of modernism in the building art in chicago. The second part focuses on post-modernist doctrines and productions since the mid-1970s. Selected examples (helmut jahn, thomas beeby and stanley tigerman) underline a concern for historicism and semiological communication in chicago current architecture. In the third part is put forward a global interpretation of the set of works analysed previously. The conclusion is the following : the openly proclaimed and supposedly real break between modernism and post-modernism is far less significant than the underlying continuities between the two. They are both part of modernity. To point out different levels of continuity is a means to emphasize some fundamental questions at stake in the status and socio-economic function of architecture in current american society

Full textTo establish their domination on the recently conquered territories, Alexander and his seleucid and greco-bactrian successors founded a series of towns or military colonies, mainly east of the Tigris river. This active colonisation led to form the frame of the territorial organization of the greek orient, modifying fondamentally the urban geography of the near east and, in a less proportion, that of the middle east, central asia and india. A great number of these foundations have been located, but the exploration of some of them appeared frustrating. Since the last quarter of this century, however, the discovery of numerous sites from syria to afghanistan and uzbekistan, and the partial or general diggings conducted by the author on some of them or on other sites already known - Ibn Hani, Duraeuropos, Apamaea (Syria), Zeugma (Turkey), Amathous (Cyprus), Ai Khanoum (Afghanistan), Termez-Demetrias and Khaitabad (Uzbekistan) - modified radically the ancient datas of the problem. Through an archaeological method adapted to the problem, in which the excavations of the fortifications take an important (but non exclusive) role, the author has been able to discover many unknown monuments and to obtain a series of new datings. Those new informations question the till now generally accepted schema of urban foundations, conceived in a whole from the beginning, and they enlight the often progressive character of the process of urban creation, a character which was already known from the sources for certain sites, but which appears to be much more common than presented before

Full textFortification, architecture and town planing are the most comprehensive way of analysing the city. The economy, the enviroment, the new ways of live and the army were at the heart of the major transfomations which affected the relationships between architecture, space, and the society throughout the 19th century. On the scene of the stronghold of La Rochelle where the civil military powers embodied competing logics, we identify, beyond the mere changes in the uses of buildings, the urban and architectural transformations attributable to the military presence. Conversely, our analysis determines the impact of planning regulations upon the plans drawn up by the Ministry of war. Numerous comparisons show that French strongholds, sometimes city-ports like La Rochelle, enjoyed varying fortunes in terms of development, according to the different defensive choices

This acceleration polarizes the planning of both urban and rural areas of the island. It achieves, however, a mobilization of the local actors in the economic, social, spatial and cultural relations. This research endeavors to understand the source of the crisis and the dynamics of local actors, which participate in the emergence of an alternative urbanization of the touristic development. We have been interested at first with urban morphology in order to grasp both the logic and the conflict underlying the urbanization. We have examined, afterward, the relationship between touristic phenomena and the urban area. We have finally looked particularly into the question of the alternative urbanization, by referring to the analysis of type of architecture. Three types of building are illustrated; arab, india and Swahili. Each is shown in light of theirs role the development of tourism

Full textThis dissertation aims to demonstrate how the history of architecture and town planning in Vietnam became enmeshed in the encounter of two cultures: that of the colonized and that of the colonizer. The goal is to first examine the diversity of cultural exchanges – both their manifestations and meanings – through the built environment, and then provide a critique of the idea equating architecture and colonial power. In order to consider the diversity and the complexity of the phenomenon at work, this dissertation identifies the conditions of production and use of the built environment. This study privileges three approaches. The first considers the actors and the circulation of knowledge so as to explore the construction and the reception of the different discourses and theories that enveloped hybrid architecture. The second approach takes into account the politics of administrating urban space by emphasizing the negotiations and the resistance to the colonial project of construction and enclosure. Finally the third part analyzes the articulations between social and technical issues, which reveal the mechanisms constitutive of this intercultural architecture

Full textBetween the time that it was first frequented by foreign visitors taking the waters for their health in 1820 and the building of Saint Nazaire’s bridge and the Blue Road in 1975, the landscape of the Jade Coast has undergone significant changes. On virgin coastline that had been left undeveloped at the end of the 18th century, this part of the Atlantic coast became a favourite destination for foreign bathers in the early years of the 19th century, attracted by the benefits of chalybeate spring waters and the chance to bathe in the sea. The picturesque charm of this varied landscape, with its steep coast mixed with long sandy beaches and pine trees, was an invitation to enjoy an escape and a change of scenery. Having been initially devoted to the demands of an aristocratic and middle class clientele, seaside resorts became, in the middle of the twentieth century, the meeting place for large numbers of tourists and consequently the form of the coastline has been modified substantially. These seaside resorts reflect the profound changes to our society, and as well as being constrained by function, morphology and ideology, they are responses to their geographical location and to their date. Seaside housing reflects the taste of owners and a growing enthusiasm among developers for this new seasonal architecture dedicated to relaxation and leisure, architecture conditioned by the presence of the sea and the sun. Despite the spread of building models through architectural catalogues, the variety of interpretation of these models creates a broad stylistic diversity, which is specific to seaside resort architecture

The idea of urban planning for creation in underground is for objective of the durable urban development. The culture is a reference mark to understand the perception of the underground on human being. It is a component of human civilization which is constituted through the origins of the myths and cognitions and making it possible at an organization to acquire the consciousness and motive from his environment. In the research, it is a study on the consequences provoked by the creation of the underground shopping arcade (underground shopping streets +underground pedestrian) in Taipei that are dependent and associated several significant urban developments, either by zone, or by districts to improve anarchistic urban spaces. Thus they concern also urban equipment and urban landscape. It is useful to seek to understand the historical context, the joint development of the social economy, urban space and the socio-policy on the island of Taiwan and their influences on the way of Taiwanese life today. That, we can know well a new transformation and modernization in urban spaces and the Taiwanese society brought by the creation of underground shopping streets in Taipei

Full textThe main objective of this work is to evaluate the bioclimatism of an urban project at its early stages: its capacity to harness daylight, the energy efficiency of the projected building and the thermal comfort of the outdoor environment. A first proposal for the exterior geometry is made in the mass plan. At this stage, buildings are commonly represented as mass blocks. Architectural details, such as windows shapes, interior coatings or wall composition are not defined, and daylighting inside the buildings or thermal behavior of their envelope are impossible to model. Nevertheless, we show that it is possible to evaluate as soon as in the mass plan the impact of the exterior radiative sources on the bioclimatism of the project. The concepts of sufficient and useful luminances and radiant temperatures are introduced. The first two criteria traduce the percentage of the year in which an outside luminous source induces a convenient illuminance inside the buildings; the third one traduces the impact of an outside radiative source on the heating and cooling of the outside surfaces and the outdoor thermal comfort. We analyze their distribution on the sky vault and highlight its variability under different climates. The final objective of this thesis is to propose a software likely to lead the urban planners in their search of bioclimatic urban forms: ensuring daylight access inside the buildings, energy efficiency and outdoor thermal comfort

Full textThe thesis draws up the portrait of Robert Joly (1928-2012), and through him one time of renewal of the trades and postures of the architect in the years 1960-1990 in France. Robert Joly crosses the major debates of the profession and often takes an even militant active part there, either by architectural construction, or by other media. The graduate architect of the Art schools is also town planner of formation. Between 1928 and 1957, it constitutes its personal luggage of references: the taste of the territory, the choice of L '' modern architecture Scandinavian and the heritage of French town planning. Between 1958 and 1969, it explores the place of town planning in practice architectural, since installation and territorial planning until the urban and landscape integration of the projects. But the architect builds also much during this decade, arriving at the end of the years 1960 at the synthesis of an architectural practice complexes, hybrid and rich. Its works are directed in the viable direction of modus operandi, making it possible architectural modernity to continue by acclimatizing it to geographical, human and cultural contexts. From the middle of the years 1960, he wonders with those of his generation on becoming to it modernity in crisis, and about the evolution of the roles of the architect. New practices open then, of which architectural assistance and research. The architect continues to build, being interested in the contribution of the social sciences in the buildings, in link with the claims carried per May 68. The commitment of the architect as intellectual still passes by the political militancy, and the writing and teaching

Full textEnvironmental concerns and sustainable development have been progressively creeping into studies and documents on city planning; just how these themes and preoccupations came into being over the course of time must be made clear. The rise of sustainable development is here analysed through texts produced in the field of city planning and environmental law, and through the urban policies developed in the Maritime Alps over the last half-century. Many are the themes that constitute the notion of sustainable development, themes that were present in city planning discourse well before the notion appeared as such; its significance stands out all the better when compared to the practices in city planning engaged in during two distinct periods: the one preceding the emergence of sustainable development and that which explicitly integrates this norm. The issue developed puts political power at the heart of the analysis: the social norm of “sustainable development” has legal effects and constitutes an essential element of a political strategy that best serves the middle classes. For half a century, a major part of the latter population group was able to pass from the mere dream of a lifestyle organised around individual home ownership and the realisation of that dream: henceforth, it is paramount to protect this “established right” rather than to continue “wasting” that space. Two elements of this strategy of sustainable development appear to be particularly significant: transfers of powers and inter-municipal links, on the one hand, and new conceptions of urban densities, on the other hand; both will give rise to relative analyses of agglomeration of the French Riviera, and notably the lower valley of the Var comprising an Operation in the National Interest (OIN/ONI Eco Valley). This will provide the opportunity to notice that the local power of the French State, far from becoming reinforced, on the contrary, is fading out in the redistribution that is taking place; thanks to inter-municipal links, the power of large towns has not stopped growing to the detriment of the smaller ones. At the same time, the growing success of the theme of “city planning projects” underlines the liberal orientation, adopted long since, in the area of city planning

Full textFor about twenty years, urban growth has been characterized by a spreading out of the settlement outside the towns. This urbanization of the country completely changes the economy and the sociodemographic structure of the districts which were initially rural. And the changes of the landscape go with the transformations of the population who lives there. Until then, the organization of space resulted from a rural logic; from now on, it shows the mark of the city dwellers who appropriate it, and who convey their own conception of the landscape. Urbanization spreads first to the fertile plains, whereas it generally spares the "collines", whose vegetation is often deteriorated. The recession of the cultivated lands compels agriculture to an excessive intensification, which, in the same time, harms the economical profitability of the farming concerns, and the ecology of the agrosystems. Simultaneously, the keeping of "natural" surroundings doesn't go together with measures which would allow their protection. This evolution ends in a heavy ecological and economical damage. Furthemore, nothing allows us to think, on the contrary, that the form of this urbanization doesn't create a new type of dissatisfaction, comparable, through the reactions of rejection they might create tomorrow, to the forms of settlement the city dweller rejects when he leaves town today. Eventually, it seems necessary that a town planning showing a genuine ecological realism should substitute for a subjective approach of the landscape, which doesn't take into account the specific aptitudes of an area. This study ends with propositions on that perspective. Ecology cannot only constitute - in the best of accounts - a motive of concern anymore. It must become a real tool of investigation and help for decision, to better devise the development of our societies, whose organization cannot elude from the organization of biological systems inside of which they fit

This work is divided into four parts : a chihuahua, the city and its inhabitants : it is first an historical, then socioeconomic, public services' and other facilities' analysis for the city. B location and state of housing stock : we evaluate the housing conditions according to different aspects : physical state, materials global deficits, homes for rent, historical housing, etc. C the society at lmarge and home building : this par is consecrated to civil actors in home production and what results from it : spontanious, medium quality and high standing housing. D the state's action in housing matters : the official work in the city, the standards and regulations, the projects, the costs, the expenses, case studies. In each part we have outlined some proposals, that we order in conclusion, in four categories : a) planning and legislation, b) public help and financing systems, c) project schemes and d) community work
