Full textTo meet the challenges posed by urban development our « Habitat » should be perceived in a more enlarged and overall design to enable new forms of solidarity in daily life to emerge, in order to reconcile the protection of the environment, economic efficiency and social equity. In search of an answer , planners and public authorities expect a systemic framework based on assessment tools appropriate to the context of each urban project. However, first returns experiences on sustainable neighborhoods show obtaining performance depends largely on the management of the operation and its players. While continuing the work begun in the definition of the project « ADEQUA », we developed a methodological framework enabling us to achieve a share of a wider benchmaking of « sustainable neighborhoods ». The proposed methodology allows also to model and predict objectively the similarities or differences between the major players in the operation of urban development. Ultimately, this approach aims to be extended within the European project « Eco-OBS » to determine the efficiency of urban operations not only to themselves but also their methods of project managements

Concerning Algiers, many are the studies that apprehend the urbanistic history of the city through its main buildings, whereas the quarters as urban entities have never been the subject of specific studies. The most thorough of urbanistic studies are focused on the ottoman period, when Algiers was set up as the capital of Maghreb al-Awsat. The important urbanisation of the city during this four centuries period (16th to 19th) generated a multiplication and subdivision of quarters, thus leading to transformations of the urban tissues

Full textThrough the analysis of a large urban reconstruction project in Beirut, Elyssar, this PHD thesis examines underlying principles of urban planning when its political and technical actors conceptualise the regularisation of irregular settlements. In Lebanon, these are mostly situated in the southern suburbs of the capital where failings of urban planning and competing rights created the conditions under which they developed. Elaborated during a negotiation between Prime minister Hariri and the Shi'ite parties Amal and Hezbollah, the decisions, whether uncontested or resulting from compromises, depended on both the actors' strategies and their perceptions of the city. Three types of reasoning and their links to different value systems have been identified, all used by the actors irrespective of their position. This forms a framework within which the articulation of the perceptions and judgements informing the project decisions and the conditions under which they are implemented can be analysed

Full textThe alteration of the environment due to human activities has opened a new debate, as the consequences, whether in the long term as in the short term are potentially catastrophic. The consequences of the global warming, and go up to question, if not the survival of Humanity, at least its contemporary lifestyles, are leading the Humanity to consider the perspective of sustainable development. From general and practical significance, this concept of “sustainable development” can be divided in on many items – including the city – which would be a fertile ground for the emergence of innovations. In this context, we see that the eco-neighborhoods (french: “écoquartiers”) appear as privileged places where sustainable cities are designed and constructed. Moreover, they even constitute laboratories which permit experimentation and diffusion of innovation. Among the themes of urban sustainability, mobility entertains particularly strong ties to the question of urban planning. She has emerged as a source of particularly strong challenges from the perspective of sustainability! The central question of this thesis is to understand the terms and conditions which rule, during the production of eco-neighborhood, the way to design innovations in relation to sustainable mobility. Starting from a survey of the literature, a study of the applications forms of the winners to the “Palmarès EcoQuartier” and case studies, this thesis shows, through a systemic approach, that favorable dynamics to the innovation exists. This research will also demonstrates that innovation is to look for in the synergies and the links between all the stakeholders of the urban design
