Perceived as symbols of national development or degeneration, megacities continue to dominate discourse and action related to urbanization, particularly in developing countries like India. Simultaneously, a large portion of urbanized space continues to be described by small and medium sized cities residing in between the rural hinterland and hyper urbanism. These cities are characterized by an intermediate and decentralized form of urbanism, often haphazard and contrasting substantially with their larger counterparts and smaller villages. Because of their size and location, small cities form a vital link within the hierarchy of settlements and are important for the diffusion of development, technology, knowledge and migration between the rural and the urban. Economic liberalization in India has been fostering new social and political mindsets which have translated into policy, governance, investment and concomitantly, urbanization strategies. An important physical manifestation is the spawning of large scale regional and national infrastructure projects-ambitious mega highways, waterways, special investment zones and industrial corridors which transect the hinterland, surround and pass through urban agglomerations and encounter many small cities along the way. Seen as catalysts of transformation befitting an emerging 'superpower', these endeavors are predicted to have contrasting effects ranging from increased connectivity, economic opportunities and growth to loss of quality of life, environmental pollution and social inequality. Regardless of the nature of consequences, small cities are set to be affected in unprecedented ways. The thesis reassesses the potential and future of small cities within this scenario and proposes strategies which utilize the proximity of large infrastructure projects to spawn interventions based on the specific conditions of the city. The historic city of Navsari, Gujarat, located along the western rail corridor and the proposed Delhi Mumbai Industrial corridor (DMIC) has been studied in greater detail to understand the effects of the mega scheme and propose interventions for a sustainable future for the city.

Abstract:
Over the next few decades, urban populations in Pakistan and India are projected to increase by 350 million. Considered to be a critical driver of economic modernization and sociopolitical progress, urbanization can catalyze numerous benefits. However, the extent to which it proves beneficial is contingent on the manner in which national and sub-national leaders respond to the multitude of challenges associated with urban spatial expansion and population growth. This thesis outlines key policy priorities for Indian and Pakistani leaders and puts forth recommendations that aim to optimize urban expansion for greater prosperity and livability. It employs a comprehensive set of methodologies to examine the true extent and characteristics of urbanization in India and Pakistan. On the basis of existing and projected dynamics of urbanization and identification of key factors that currently impede the leveraging of urbanization, it offers a range of policy proposals that aim to leverage urban growth through optimizing urban planning processes and governance, urban mobility and the spatial distribution of urban populations.

Industrialization is the process in which a primarily agricultural area transforms into one centered around manufacturing goods and services. It occurs after the relocation of a large industrial plant to a previously rural area and, if left unregulated, can grow to monopolize the natural resources of a region to the detriment of the surrounding community. (Sengupta, Bandyopadhyay, Roy, van Westen, & van der Veen, 2016) Industrialization also accelerates regional urbanization by incentivizing worker migration. Unchecked or poorly planned urbanization can lead to insufficient public services and slum housing developments as the population increases more rapidly than the municipality is able to accommodate. (Barve, Kenney, & Ojha, n.d.) This is especially pertinent in India, where many areas are quickly urbanizing, and where water and sanitation services and urban planning can be non-existent in rural areas and cash-strapped regions do not have the ability to create or expand services in response to rapid population growth. (Raparthi, 2015) This thesis explores how policy can impact industrialization and its effects and, subsequently, impact the urbanization process. Through the construction of a modeling approach it examines: how regions attract industry, how that attraction translates to the opening of industry in a new location, the ensuing effects of new industry in a region, and how policy can alter these processes. The goal of this examination is to assist policymakers in determining legislation that support better integration between industry and urban development and mitigate the negative impacts of industrialization. To simulate the growth of industrial development, and the impact of that growth on the region, the modeling approach characterizes the attractiveness of a region using multi attribute utility analysis (MAUA) and then uses projections of industrial growth rates and regional characterization to allocate new industry locates there to capture the impact industrial openings have on regional attributes. Methods of policy intervention are examined at each of these steps. The author applies this methodology to the district of Jajapur, an up-and-coming industrial region in northeast India, as a case study of the impact on policies on urbanization. To do this the model characterizes Jajapur's regional attributes in comparison with the other regionals available to industrial location, and matches it with new industry based on its relative attractiveness. The author simulates different industrial and urban development futures for Jajapur based on a selection of legislative policies, and examines the impact of those futures on Jajapur's quality of life metrics.

Der intersektorale Wasserkonflikt zwischen urbaner und agrarischer Wassernutzung in Hyderabad und die Konkurrenz zwischen den Bedürfnissen der Stadt und den Ansprüchen der Landwirtschaft werden verschärft durch willkürliche Verteilungspraktiken, die den offiziellen Zuteilungsrichtlinien oft widersprechen. Übersetzt in die Sprache von Ostrom, gilt die vorliegende Untersuchung der Kernfrage, warum bestimmte praktizierte Regeln (rules-in-use) fortbestehen, obwohl formale Regeln (rules-in-form) im Bereich der Nutzungsrechte an Wasser vorhanden sind. Die Arbeit versucht dementsprechend zu erklären, wie bestehende Institutionen und Governancestrukturen die Interaktionen beteiligter Akteure und deren Verhalten beeinflussen und wie daraus eine durch Willkür gekennzeichnete Umverteilung erwächst. Knights Verteilungstheorie institutionellen Wandels und sein Ansatz über Machtressourcen vermögen zu erklären, wie menschliche Interaktionen in Zusammenhang mit solchen Konflikten über begrenzte Ressourcen zustande kommen. Die Ergebnisse der Arbeit zeigen ebenfalls, welche Wirkungen die Charakteristika verschiedener Gruppen von Wassernutzern und deren spezifische Abhängigkeit von Wasserressourcen auf ihre Fähigkeit zur politischen Einflussnahme ausüben. Solche Ausprägungen von Ressourcenabhängigkeiten bedingen Machtasymmetrien und erhöhen das Ausmaß willkürlicher Umverteilungen von Wasser. Die Untersuchung identifiziert eine Literaturlücke im Bereich der Politik der Wassergovernance, indem sie den Wählereinfluss als Machtressource im Land-Stadt-Konflikt um Wasserressourcen empirisch belegt. Die Arbeit zielt insgesamt darauf, das Erklärungspotential von Eigentumsrechtstheorien zu nutzen und anhand von Wasserkonflikten in Hyderabad ein Beispiel zur Anwendbarkeit aktueller Theorien institutionellen Wandels zu geben.
Hyderabad’s inter-sectoral water conflict and competition between the city’s urban needs and the agricultural sector have been fueled by persistent arbitrary water reallocations against the prescribed allocation guidelines. To translate the key question into Ostrom’s language; this study seeks to unravel the persistence of rules-in-use, despite the rules-in-form already in place within the realms of property rights. Ostrom’s Institutional Analysis and Development framework identifies exogenous variables and its influences on the role of institutions which shapes human interaction and decision making processes. It attempts to explain how the existing water-allocation mechanism has propagated the way rules and actors currently interact to influence such arbitrary water re-allocation. Knight’s distributional theory of institutional change and his concept of power resources provide good explanations of human interaction in the context of such conflicts over limited resources. The study results also reveal how the characteristics of water-user groups and its dependence on water resource have the ability to exert political influence over water allocation. Such attributes of resource dependence characterizes power asymmetry, thereby increasing the scale of arbitrary water reallocations. Henceforth, this study addresses the gap in ‘politics of water governance’ in existing literature by empirically deriving ‘political electorate’ as a power resource in rural-urban water contestation. Overall, this study seeks to employ the theoretical explanations of property rights and attempts to provide a case on the applicability of contemporary theories of institutional change by taking the case study of Hyderabad’s water contestation.

India’s IT-capital Bangalore is experiencing rapid urbanization causing diminishing greenery and biodiversity. Urbanization contributes to disconnecting humans from nature, further contributing to environmental degradation, since connecting with nature is crucial for fostering pro-environmental behaviour and stewardship which is required for urban resilience. The city’s long legacy of home gardening has been threatened by the city growth, however, Bangaloreans are finding new ways of engaging in gardening. This study gives an inside perspective of how and why middle class Bangaloreans choose to engage in gardening, building on interviews with 24 terrace and community gardeners, and identification of 6 community garden initiatives. The terrace gardening movement emerged during the 1990s, and have now spread to engage several thousands of citizens, growing on their rooftops across the city, however, community gardening is a ‘new’ phenomenon. The motivations expressed by gardeners are, in this study, categorised in motivational drivers and direct benefits. Motivational drivers affect the gardener’s desire to engage and these drivers are identified as memories, cultural values and beliefs, experiences of urbanization, perception of risk and external influence. Direct benefits are the benefits they get from gardening, identified as material, psychological and social benefits. The main motivations stated were the benefits of healthy food and connecting with nature. Terrace gardeners have a strong network and the main platform for interaction is social media, and many community gardeners are also part of that forum, where experiences and knowledge are shared. Gardeners use natural and organic practices and many have a desire to preserve traditional species and methods. This indicates that urban gardening is a way of stewardship of urban (agro)biodiversity and thus requires increased attention, for overcoming challenges related to management and lack of perseverance, and for contributing to city resilience through human and nature connections through gardening.

Stewardship as a concept is increasingly brought forward as a goal to reach sustainability goals of ensuring human wellbeing within the limits of Earth’s life support systems. Scholarship on the required capacities for planetary stewardship is growing rapidly, as are the insights. This thesis focuses on contributing with knowledge about what stewardship implies in terms of civic engagement in environmental issues, particularly in contexts where these can be particularly challenging: rapidly changing cities. Paper I describes the internal functioning of a citizen network engaged in various environmental issues in Bangalore, India. Analyzing social network structure and desired outcomes, it shows that while the loose structure inhibits efficiency, it encourages inclusiveness and builds legitimacy among members. Despite a reduced capacity to actively mobilize members, the network facilitates ecosystem monitoring and serves as an information platform to connect diverse groups across the city. Paper II describes how local engagement to restore Bangalorean lakes can influence city-level governance of water supply. Following key events in the 1960s, Bangalore has become increasingly dependent on a single source of water and seems unable to explore other supply approaches for its rapidly growing population. The study shows that the system’s trap-like dynamics can be rewired by citizen-based lake groups by incentivizing authorities to break long-standing centralization trends. By re- acknowledging the water bodies’ multifunctional role as man-made water harvesting units, groups have gathered local support and improved monitoring to protect lakes after restoration. Together, the two papers show that civic involvement in urban environmental stewardship can improve governance by complementing and acting as a watchdog over public authorities.

Si l’Inde est un pays majoritairement rural, sa population urbaine est plus grande que la population totale des États-Unis. Ainsi, à la fin du 20ème siècle, le phénomène urbain indien est déjà bien développé, d’autant plus qu’il possède une histoire plurimillénaire. La présence de deux perturbations ayant modifié les logiques urbaines au cours du 20ème siècle, nous a amené à nous questionner sur la résilience du système urbain indien. Afin d’en présenter les principaux mécanismes, nous avons retracé l’évolution du système urbain indien au cours du 20ème siècle. Pour ce faire, nous avons utilisé une approche géographique par la population, qu’une approche qualitative et davantage historique est venue compléter. Nous nous sommes ainsi intéressés à l’évolution de la hiérarchie urbaine et à celle des rythmes de croissance des villes. Après avoir mis en lumière l’existence de mécanismes de rééquilibrage de la trame urbaine au cours du 20ème siècle, nous nous sommes penchés sur la stabilité organisationnelle et structurelle du système urbain. Cela nous a permis de mettre en évidence l’existence de classes dynamiques au sein de la hiérarchie urbaine. Leur évolution met en exergue le dynamisme du système urbain durant la seconde moitié du siècle dernier et nous présente les étapes de sa résilience
If India is a predominantly rural country, its urban population is larger than the total population of the United States. Thus, at the end of the 20th century, the Indian urban phenomenon is already well developed, especially as it has a plurimillenary history. The presence of two disturbances have changed the urban logic in the 20th century and led us to question the resilience of the Indian urban system.To present the main mechanisms, we traced the evolution of the Indian urban system across the 20th century. To do this, we used a geographical approach by the population and a more historical one in complement. We emphasized the evolution of the urban hierarchy and that of the cities growth rates.After showing the existence of balancing mechanisms of the urban framework in the 20th century, we focused on the organizational and structural stability of the urban system. This allowed us to highlight the existence of dynamic classes in the urban hierarchy. Their evolution highlights the dynamism of the urban system in the second half of the last century and shows us the stages of its resilience

First appearing on potsherds around 3300 BC, the Indus script was primarily in use during the Mature Harappan period (ca. 2600-1900 BC) in the Indus Valley region, centred in the north-western region of the Indian Subcontinent. It is one of the last remaining undeciphered scripts of the ancient world. A great number of Indus inscriptions, however, have been uncovered at many archaeological sites in the Persian Gulf, discoveries that corroborate the inclusion of the Indus civilization as an active participant in the Mesopotamian-dominated Gulf trade of the 3rd millennium. In addition to exploring the current state of research surrounding the Indus decipherment attempts, the thesis will examine new perspectives on ancient history, arguing in favour of various possibilities of Mesopotamian, Elamite, and/or pre-dynastic Egyptian (North East African) cultural presences or influences in the ancient Indus River basin.

With rapid urbanization, climate change and population growth in the 21st century, the development of eco-cities, especially in those fast-growing populated countries such as China and India, is important to minimize human impact on the planet. Nevertheless,  despite that there is a very well-designed eco-city, if residents living in an eco-city are not environmentally conscious, the eco-city is sustainable only in its tangible part – technologies and infrastructure, but not in its intangible part – environmental attitudes and behavioral patterns of residents. The intangible part is important since HUMANS are the root cause of current climate change (IPCC, 2014). When the policy makers decide to build an eco-city, this thesis thus argues that they should consider not only the tangible part of the city, but also consider the intangible part of eco-city – environmental attitudes and behavioral patterns of residents. This thesis provides a survey of environmental attitudes of 150 Stockholm residents living in three districts: Hammarby Sjöstad, Östermalm and Bromma. It also reports on a well-developed environmental project which is led by residents living in the Stockholm eco-district of Hammarby Sjöstad. The scope of this research is the City of Stockholm (Swedish: Stockholms kommun / Stockholms stad). The objectives of this research are: (1) to find out the environmental attitudes of residents living in three selected districts of Stockholm; (2) to understand the development of Hammarby Sjöstad and find out if residents living in Hammarby Sjöstad are particularly environmentally conscious; (3) to provide suggestions for the policy makers (e.g. Chinese and Indian) of how to take environmental attitudes of residents into consideration when planning and developing projects such as eco-cities. Among the findings of the research are: (1) in the high income, educated, and political conservative Stockholm districts where I conducted my surveys, respondents in general report high levels of environmental concerns and environmentally friendly behavior; (2) however, concerns questions relating to cars (parking restrictions, limiting or banning cars from their districts or Stockholm as a whole), opinions were very divided. There seemed to be much reluctance among many to put severe restrictions on the use of cars; (3) in the eco-district Hammarby Sjöstad, the expression of environmental consciousness did not appear particularly different from the other districts. Many respondents in the district moved into the area for diverse reasons other than environmental ones; (4) however, a well-developed environmental project which is led by residents living in Hammarby Sjöstad has emerged in the eco-district, where comparable projects were not found in the other districts in Stockholm.

Emellertid, om en eko-stads invånare inte är miljömedvetna så kommer en väldesignad eko-stad endast vara hållbar på sin materiella del (teknik och infrastruktur) men inte på sin immateriella del (miljöattityder och beteendemönster hos invånare). Den immateriella delen är viktig eftersom MÄNNISKOR är grundorsaken till den nuvarande klimatförändringen (IPCC, 2014). När beslutsfattarna bestämmer sig för att bygga en eko-stad, hävdar den här uppsatsen att de inte bara bör överväga den materiella delen av staden, utan också överväga den immateriella delen av staden - miljöattityder och beteendemönster hos invånare. Den här uppsatsen bygger på en undersökning om miljöattityder hos 150 boende som bor i tre olika områden i Stockholm: Hammarby Sjöstad, Östermalm och Bromma, samt beskriver ett välutvecklat miljöprojekt som leds av invånare i eko-distriktet - Hammarby Sjöstad. Målen för denna forskning är: (1) att ta reda på miljöattityder hos invånare i tre utvalda områden i Stockholm; (2) att förstå utvecklingen av Hammarby Sjöstad samt ta reda på om invånare i Hammarby Sjöstad är särskilt miljömedvetna; (3) att ge förslag till beslutsfattare (t.ex. kinesiska och indiska) om hur man tar hänsyn till miljöattityder hos invånare när de planerar och utvecklar projekt som eko-städer. Bland forskningsresultaten finns följande: (1) i de politiskt konservativa Stockholmsdistrikten med många välutbildade invånare med hög inkomst där jag utförde mina undersökningar rapporterar respondenterna generellt en hög nivå av miljöhänsyn och miljövänligt beteende; (2) när det gäller frågor som rör bilar (parkeringsrestriktioner, begränsning eller förbud mot bilar i deras distrikt eller Stockholm som helhet), var åsikterna emellertid mycket uppdelade. Det föreföll att många svarande inte är villiga att sätta stränga restriktioner på användningen av bilar; (3) invånare i eko-distrikt, Hammarby Sjöstad, verkade inte som om de var särskilt miljömedvetna. Många svarande flyttade in i distriktet på grund av olika orsaker än miljö; (4) ett välutvecklat miljöprojekt som leds av invånare i Hammarby Sjöstad har emellertid uppstått i eko-distriktet. Jämförbara projekt hittades inte i övriga distrikt i Stockholm.

Abstract:
Landscape is a heterogeneous collection of visibly distinct features of various elements of land and its various forms on the earth surface. Its pattern is subjected to disturbances and undergo rapid alterations in its grain sizes. The evolving patterns of landscape define and decide various parameters for the planning and management of resources. These dynamic systems possess both spatial and temporal complexity. Exploitation of natural resources and drastic land cover changes have given rise to significant impacts on ecosystem structure and dynamics. The functional abilities (bio-geo chemical cycling, hydrological cycling, etc.) of the landscape are basically dependent on the structure and its complexity. This necessitates inventorying, mapping and modeling of landscape dynamics. Patterns and scale are central issues that are essential to understand complex interactions and driving forces. Large scale changes have been rapid and occurring since industrialization and urbanisation in the last century. The exponential growth of cities has been noticed since the industrial revolution and as transport sector changed the mobility of the masses drastically. Urbanisation interacts with the neighboring landscape structures in the form of commuter’s flow, pollution, obtaining food grain, which create dispersed growth or sprawl in between the metropolis and the semi urban area, and these areas are often devoid of basic amenities due to lack of prior information and necessitates predictions of such growth while planning, policy and decision-making. Planning determines appropriate future action through a sequence of choices that tend to occur. To understand uncertain conditions, planners and city managers need vital comprehensive information about the temporally evolving landscape and try to predict the future, for effective decisions. The quality of planning and its decision processes can be substantially improved when the required information is handled appropriately and efficiently. This explains that an effective planning requires descriptive, predictive, and prescriptive information inputs for sustainable resource management. Therefore, modeling future trends becomes a necessary part of planning. Urban growth models help in modelling future trends that can be an efficient and effective support tool. In recent years, the confluence of developments in Remote sensing, Geographic Information System and Image processing, Computational Urban Growth and Urban Land-use Modeling has made possible in timely provision of information inputs to planners. In the context of Indian cities, this research attempts to study the patterns of urban growth and the rate of change of that growth using various techniques such as Land use, land cover models, Gradient and zonal approach, spatial metrics and urban growth models. Indian cities are divided based on population into various categories. These categories were considered separately and dealt with sample number of cities. This works helps in understanding the change pattern of rapidly urbanising, moderately urbanising and rural landscape is accomplished using various metrics and gradients. The research, is mainly aimed at understanding the pattern of growth and device computational urban growth model using well known techniques and develop a suitable technique in order to understand the context of agents and their role in modelling future urban growth and estimate the rate of loss of other land use categories due to urban growth. Satellite images for different time series was used to study the pattern of urban growth in the study areas. Well know indicators were derived from the data. This was further used to model one of the rapidly urbanising cities based on scenario no agents/factor and with agents of growth using city development plans and in absence of it. This adaptation to Indian context will help in gaining better understanding of the urban growth system in various levels of cities classified, and thus help in providing inputs and specific information of future growth for urban planners and city managers to provide better basic amenities and for sustainable growth of cities. The objective of the proposed research is to understand and model the spatio temporal patterns of landscape dynamics. This involves i. Analysis of Landscape dynamics using multi-resolution (spatial, temporal and spectral) data. ii. Quantifying landscape dynamics using landscape metrics and associated landscape parameters. iii. Modeling and geo-visualisation of landscape dynamics in rapidly urbanizing, moderately urbanising and rural landscape using these parameters. iv. Model the landscape dynamics using soft computing techniques. The thesis consists of nine chapters. Chapter 1 introduces the basic concepts such as landscape, landscape dynamics, use of spatio-temporal data to monitor landscape dynamics, geo-visualisation of landscape dynamics, research gaps and motivation for taking up the research in this domain. Chapter 2 presents the study region, which are broadly grouped as (i) Rapidly urbanizing landscapes (corresponding to Tier I Cities in India), (ii) Moderately urbanizing landscapes (Tier II cities, chosen select Tier II cities in Karnataka), and (iii) Landscape experiencing minimal urbanisation (rural landscape). Chapter 3 discusses the material and method adopted for understanding landscape dynamics and geo-visualisation of landscape dynamics Chapter 4 presents the landscape dynamics in rapidly urbanizing landscape (Bangalore) in India. Spatial pattern analyses are done through metrics using zonal- gradient approach. Chapter 5 analyses the environmental sustainability aspects considering one case study of rapidly urbanizing landscape – Bangalore Chapter 6 discusses urbanisation process and patterns across macro cities in India. Similarly Chapter 7 discusses the urbanisation pattern in Tier II cities (in Karnataka) and Chapter 8 presents the rural landscape dynamics Geo-visualisation of a rapidly urbanizing landscape (Bangalore) through techniques such as Cellular Automata – Markov Chain, land change modeler (LCM), Geographical land use change modeler (GEOMOD), Markov Cellular automata based process of deriving agent’s behavior using Fuzziness in the dataset and Analytical Hierarchal process. Further research in progress in this domain focusses on integration of various agents and evaluation of proposed development plans and likely scenario of integrating land use with mobility.
