ENGLISH ABSTRACT: South Africa boasts significant cumulative public-private partnership experience when compared to other African countries. However, little has been done to investigate the success and failure of implemented projects versus those registered on the National Treasury database. There is a limited amount of documented progress of public-private partnerships in South Africa, these being successes and failures in project implementation as well as the contributing factors for such outcomes, and these would serve as critical lessons for future partnerships. The main objective of this study is to investigate the challenges faced in the implementation of municipal public-private partnerships, especially concerning the City of Tshwane’s accommodation public-private partnership. A case study approach was adopted, reviewing the City of Tshwane’s public-private partnership initiative by looking at some of the reported challenges faced as well as the process followed during the implementation of the project. The results of this research assignment indicate that major strides have been made in acquiring sufficient experience and knowledge relating to public-private partnerships as they relate to the South African environment, and the main project team members, who have been involved long enough to understand the objectives of the project. However, of concern is the constant change of project team members taking into account that for each project phase a new team is established. The implication of this is that project knowledge may be lost due to changes in the structure of the project team. It should be noted that at the submission of this assignment the City of Tshwane accommodation public-private partnership was still in progress and in the initial stages of physical construction.

One of the results of globalisation is that supply chains are getting longer, in both time and distance. For example, the local bookstore around the corner now competes with the bookstore in the USA. Logistics ties together geographically distant sources and markets. The implications of this are that there is a greater need for efficiency in specifically transportation and distribution networks. The integration of transport infrastructure into a logistics hub is seen as an enabler of distribution on a global basis. A solution to overcome the above complications is the development of logistics hubs as a means to simplify supply chain processes. Logistics hubs are generally defined as integrated centres for transhipment, storage, collection and distribution of goods (Jorgenson, 2007). Universally logistics hubs have intermodal or multi-modal solutions to abridge transportation difficulties and creating seamless movement of goods and in doing so optimising general operations. Freight shipments now have the ability to be consolidated at a central point and distributed from that point to its final destination. This creates added value for freight products. Customers now receive products at the right time, at the right place and in the right quantity, but with the benefit of paying less as a result of economies of scale created by the value added at the logistics hub. Logistics hubs are very well established internationally and many examples exist where these have been successfully built and implemented. This does not suggest that there is one specific recipe to success. Each region has its own demands which need to be satisfied. There are however numerous common characteristics which were identified during the course of the study. It is important for South Africa to integrate existing transport infrastructure to optimise logistics in the country and in doing so, ascertaining itself as a regional logistics hub.

Abstract:
In the context of South African poverty and unemployment, the government implemented various poverty alleviation programmes with the aim of lifting the poorest people out of their worst situation. This research evaluated the EPWP infrastructure sector in Tshwane in trying to understand its effectiveness, sustainability and relevance as a poverty alleviation tool. The study applied a quantitative approach with interspersed with that of qualitative research for statistical information as well as in-depth insight from experts in the field. Data collection was done through document analysis of reports, published papers and structured interviews with experts within the EPWP. The findings revealed that the EPWP is managing to partially meet its objectives; however, it has also shown that the question of its sustainability is still a concern as it only serves limited long term needs. It has shown that its policies replicate that of international practices; however, the implementation part is still a challenge that needs to be addressed. The recommendations were also made to contribute towards the improvement of the infrastructure.

Abstract:
This study explores the challenges related to language policy and planning in the City of Tshwane Metropolitan municipality. The study sets to look at the at the challenges affecting successful implementation by the City of Tshwane Metropolitan Municipality as a state organ charged with local development and service delivery for the communities. In terms of the Municipal Systems Act of 2000 municipalities are expected to respond to the language use and preferences of their local communities by making sure that their language policies are fully implemented. The researcher highlights that in instances where municipalities communicate information they are required to make special provision for the speakers of African languages in the communities that they serve in the languages they best understand. This work looks at various statutory language policy documents in South Africa in particular, that give the task of language policy implementation to municipalities as they are the local extension of the national government. This study also argues that municipalities are critical to implementation of language policy. It further notes that in order for the full social, economic and political transformation to take place in municipalities they have to be transformed linguistically in a radical way whereby all the official languages play a major role in all these spheres than before. This view is held by many scholars and researchers in the areas of language policy and planning. This study highlights that the challenges to successful language planning and policy in the government sectors are due to lack of commitment by the government, language practitioners and planners and increased monolingualism in the municipality. The study further explores the language policy and plan of the City of Tshwane Metropolitan Municipality and the the strategies that can contribute to successful optimization of language resources of the Tshwane Metropolitan Municipality in order to give effect to the use of local languages as contained in policy documents and also establish how the city of Tshwane can better reinforce its strategies to implement this language plan and policy. The main focus area of this research is on the language policy and plan of the City of Tshwane Metropolitan Municipality and assesses whether the language practices in these institutions are reflective of their policy and plan. It is hoped that the study will be able to give policy makers and those tasked with implementation, especially at government municipalities’ strategies for improvement in the functionality and the implementation of their language policies and plans. It is also hoped that recommendations and challenges highlighted by this research will be of a better assistance on how to better reinforce strategies to implement the language plan and policy in the government sectors.

Summary Background: Pregnancy-related health education conveys basic information regarding healthy lifestyle choices and preventive healthcare in order to promote the health of the mother and foetus. Verbal education is supplemented frequently by means of healthpromotion leaflets. A pregnancy-related leaflet used in primary care clinics in Tshwane, South Africa titled: ‘Are you pregnant or planning to have a baby?’ was the focus of this research. Objectives: The study had two objectives, the first of which was to explore whether the English pregnancy leaflet improved the knowledge of young female adults with regard to maintaining their health and preventing complications during pregnancy. The second objective was to explore whether the literacy level of the young adult female had an effect on the efficacy of the English pregnancy leaflet. Method: The research design used was a pre-test post-test design. Two samples of 30 participants each, namely, a post-secondary and a tertiary sample, participated in the study. Self-report data were gathered with a questionnaire based on the leaflet. The quantitative data were analysed using descriptive statistics and a Pearson’s chi-square test. Findings: The findings indicated both samples’ prior knowledge regarding health maintenance, showing that prevention of complications during pregnancy was almost nonexistent and that the pregnancy leaflet did not improve their knowledge to an extent where they would be informed and knowledgeable about their health during pregnancy. Conclusion: An evidence base must be developed in order to support the development of behaviour changing material.

In South Africa music therapy as a profession is still in its infancy and not yet firmly established, hence music therapists have struggled in the past to secure full-time employment. It is important to ascertain the current state of music therapy in Tshwane as this will offer suggestions about what needs to be addressed in the future. In this project two research questions were explored: 1. What are the experiences of music therapists, as well as the perceptions of other professionals working in the health and education sectors in Tshwane, regarding music therapy as a profession? 2. What do these experiences and perceptions suggest about the current state of the music therapy profession in Tshwane? This research project used questionnaires to generate data pertaining to the experiences of music therapists and perceptions of allied professionals about the music therapy profession in Tshwane. The experiences of music therapists currently practising in Tshwane shed light on the present situation of music therapy in Tshwane. The allied professionals’ perceptions of music therapy had implications regarding the recognition of the profession which impacts directly on the availability of jobs, funding and resources available to music therapists. Questionnaires generated both quantitative and qualitative data through the use of closed questions that were analysed using descriptive statistics that were generalised and openended questions analysed through the process of coding and categorising for emerging themes that were discussed. Results obtained from the questionnaires indicated that not enough is being done to promote the field as music therapist respondents (n=4) do not create or set up new music therapy employment. This accounts for the fact that at present other professionals working in the health and education sectors (n=27) have a varied understanding of what music therapy comprises. Because of this varied understanding music therapy is not always valued by these professionals. Collaboration with allied professionals was an important theme which recurred throughout the data and seems to have been the most successful way of furthering the profession so far in Tshwane. By promoting music therapy, especially through collaboration with others, awareness of music therapy should be enhanced, others’ knowledge and understanding of music therapy may be expanded and music therapy may ultimately find its valued place among other therapeutic interventions.

Municipalities have the responsibility to deliver services to the communities in a fast and efficient manner, and to deliver these services there is a need for financial resources and institutional capacity. The challenge that beset the municipalities is that they struggle to collect revenue. There is a gap between available financial resources and the municipal expenditure needs largely as a result of the revenue collection challenges facing the municipalities. The revenue collection challenge therefore, needs to be adequately addressed for the municipalities to be successful. Municipalities have the right to finance their affairs through charging fees for services; imposing surcharges on fees, rates, levies and duties. The municipal council have the responsibility to implement and adopt tariff policies. These tariff policies must espouse the principles that ensure the equitable treatment of municipal service users. Tariff policies must also ensure that the amount paid by individual users for services is proportionate to their usage. Municipalities should, in terms of law, differentiate between the different categories of ratepayers, users of services, debtors, taxes, services and service standard. This study was based on the combination of both qualitative and quantitative research design. It followed a case study approach of comparative investigation between the Tshwane Metropolitan Municipality revenue collection and South African Revenue Service. The quantitative research was done through the administration of questionnaires to the ratepayers, corporate taxpayers and tax practitioners. This was complemented by the qualitative in-depth interview questionnaires administered to both South African Revenue Service and the Tshwane Metropolitan municipality to ensure that the data collected are both collaborated and diverse to enable the researcher to draw a balanced conclusion. In the light of the above, this study therefore investigated the strategies and legislative framework that is employed by the municipalities and contrasted with those that are used by the South African Revenue Service, with the aim of taking possible learnings that can be applied in the municipalities. The study concluded by proposing guidelines that can be used by municipalities in revenue collection.

This dissertation deals with the energy transition process which is de-fined herein as the process whereby energy consumption patterns o-f fuels used by a population change over time. The focus is on the domestic sector only and specific attention is paid to the black population o-f South Africa which is urbanizing rapidly. The existing data on -fourteen Sub-Saharan African countries are analysed and indications that the energy transition process is occurring are found. The process is influenced by both the level o-f urbanization and economic development but the rates o-f growth of these indicators do not appear to be influential.

Abstract:
Vaccines have greatly contributed to the control of vaccine preventable diseases. The adoption of the Decade of Vaccines (DoV) by the World Health Assembly in 2011 is an indication of how the global community values the benefits of vaccines. Efforts by many countries to introduce new vaccines are a significant move towards attaining this vision. However, new vaccines put strain on vaccine supply chains. The immunization programme in South Africa has similar challenges, with indications of vaccine stock outs in clinics since the introduction of three new vaccines in 2009. This study set out to establish the status of availability of vaccines in Tshwane government clinics and associated factors. Method: A cross-sectional study was conducted in a sample of randomly selected government clinics in Tshwane health district of Gauteng province. Data was collected using a structured measurement instrument during a visit to each of the participating clinics. Data was collated and analysed using excel based software. Results: A total of 31 clinics participated. In the preceding 12 months, clinics experienced vaccine stock outs, especially of the 3 new vaccines: pneumococcal conjugate vaccine (PCV), rotavirus (RV) vaccine and Pentaxim ®. These were also out of stock for a long duration; for over 2 weeks in a majority of clinics. The causes of vaccine stock outs were: poor management of stock, depot out of stock, unreliable deliveries, lack of pharmacy assistants, and limited fridge capacity. Further burdening the situation is the emergency ordering system that does not function effectively. Conclusion: Significant vaccine shortages occur in Tshwane government clinics. It is recommended that the vaccine supply chain should be restructured and overhauled with the use of advances in technology. Urgent measures should be taken to address the identified causes of stock outs including ensuring reliable deliveries of stock and emergency orders.

CONTEXT: Smoking is one of the largest public health hazards. In 2000, smoking caused between 41 632 and 46 656 deaths in South Africa. Smoking accounted for 8 – 9% of the deaths in the same year. In South Africa studies on effects of smoking among students are limited. Communication of health risks has largely been done through media campaigns in most countries. Since 2005 South Africa is now legally obligated to protect non-smokers and educate both smokers and non-smokers on the health implications of smoking. Currently, no research has been done on pictorial warning labels among university students in the country AIM OF STUDY: The aim of this study was to determine the effectiveness of various pictorial health warnings on desire to quit smoking among students at the University of Pretoria. METHOD: A cross sectional observational study using a structured self-administered questionnaire examined a random sample of students (n=448) between 18-55 years old (mean 23.74). A total of eight pictorial health warnings were placed on cigarette packs. The pack design included pictorial warnings without (plain packs) and with brand design elements (branded packs). SAS version 9.1 was used for the data analysis. Pearson product-moment correlation coefficients (r) were used to identify correlates of desire to quit. P-value was set at 0.05. RESULTS: Exposure to pictorial health warnings enhanced the desire to quit smoking among both smokers 31.14% and non-smokers 68.86%. Females showed a significantly higher intention to quit smoking than males (t=-2.38: Pr> |t| = 0.0180). The branded pack pictorial of oral disease was the most effective in being understandable (20.21%); believable (21.71%); relevant (12.30%); and helping prevent youth from starting smoking (16.85%). Respondents (14.44%) said the branded picture of abortion was effective in making one stop and think, while the plain package with the abortion picture was the most frightening (16.85%). Females showed significantly higher intentions to quit smoking than their male counterparts (t=-2.38; Pr > |t| = 0.0180). CONCLUSION: Pictorial health warnings on cigarette packs had an effect on students at the University of Pretoria. The pictorial health warning on oral disease was the most effective among the participants. Further, the pictorial health warnings had a significant effect on desire to quit smoking especially among female students.

The premise of the research concerns negative spatial legacies and questions doubting the existence of the true post-apartheid city in South Africa. The study describes the socio-spatial structure of the functional urban core of the City of Tshwane Metropolitan Municipality (CTMM). An empirical analysis, a unique segregation-desegregation classification, a relative socio-economic classification and three continuity-discontinuity hypotheses was used to compare past and present socio-spatial characteristics. Structural racial-residential segregation is evident along with high levels of socio-economic inequality. Spatial polarisation of societal attributes has created a clear north-west and south-east divide in the study area. The study area is described as one with a central-south citadel (inhabited by the wealthy) and a dynamic periphery (diverse but relatively deprived). Current socio-spatial characteristics can be attributed to strong spatial legacies, ineffective policy interventions and underlying socio-spatial influences that inhibit true inclusivity and equality in the study area.

The building will contain practice and recording studios, together with classrooms for teaching music as well as performing spaces and administration facilities. The design attempts to introduce the building as a fully integrated element in the urban fabric and social infrastructure of the city so as to promote music and the performing arts to the broader public and help to redefine this precinct as the cultural heart of the inner city.

The objective of the study is to investigate problems and trends experienced in implementing Network Governance in the City of Tshwane. Local government/municipalities are at the forefront of service delivery. Voters assess government’s performance through the provision of basic services to residents. Government’s ability to deliver services is mainly dependent on the governance models that they adopt. Governments adopt different governance models in the quest to improve service delivery. One of the most widely adopted models of governance that is seen to be progressive in improving the provision of services is Network Governance. The study adopted a qualitative methodology approach because the objective was to understand the challenges experienced in implementing the network governance model in the City of Tshwane. In-depth interviews were conducted using a structured questionnaire as a main tool of data collection. The interviews were conducted with 22 respondents who comprised City officials, councillors, civil society and members of the community. The study established that there were shortcomings in the implementation of Network Governance in the City of Tshwane. The findings also indicate that Network Governance was not adopted as a service delivery implementation model in the City of Tshwane. The study reflects that the Regions are not well capacitated to enhance principles of Network Governance. The findings reveal various problems in stakeholder management and communication which impede the implementation of Network Governance. The following recommendations are made to improve the implementation of Network Governance: The City of Tshwane must institutionalise Network Governance through policies; and standard protocols and procedures for network governance must be formulated to guide the implementation of the Network Governance policy.

The challenge of not collecting enough revenue has its origin from the apartheid regime. Today municipalities still face the same challenges without any solution. Unemployment, poverty, inaccurate billing and illegal electricity connections all pose a challenge in the local government of South Africa. The issue is that the municipalities have been following the same pattern of doing things without solving any of the problems that affect its performance. Perhaps it’s time for change? Leadership and Management are two separate concepts but they complement each other. The research suggests that for any organization to succeed there must be equal contribution from leadership and management. Municipalities operate in a dynamic environment where demand of services is high. Municipality therefore cannot adapt the same processes and expect different results. There is a need for change and balancing leadership and management will initiate that change. The balance of leadership and management begins within the municipality, where management works hand-in-hand with leadership. The municipality is dependent on the municipal revenue it receives from taxpayers. The research reveals that the ratepayers are dissatisfied with the quality of service they receive. The municipality is not motivating the communities to continue paying. Public confidence in the municipality has declined. This calls for a need for leadership to motivate communities to continue paying. The main purpose of the study is to therefore investigate the impact of balancing leadership and management in City of Tshwane. The theoretical and empirical data was analyzed to answer the questions that this study asks. The results show that there is imbalance of leadership and management in City of Tshwane. Within the municipality management is over-managing and under-leading. This demotivates the employees at City of Tshwane and ultimately production will decrease. The research suggests that in order for production to increase and municipality to improve its performance, there needs to be leadership that goes beyond managerial position.

Unwanted and unintended pregnancies pose major reproductive health challenges to women throughout the world. Despite the availability of modern contraceptives, many women and men fail to use contraceptives effectively. This research focussed on reasons for not using contraceptives effectively in the Northern Tshwane area of the Gauteng Province of the Republic of South Africa (RSA). Structured interviews were conducted with 83 women and 71 men about their contraceptive practices. Age, religion, educational level and residential areas influenced clients' contraceptive practices. These results were categorised for adult males and females as well as for adolescent males and females. Adolescents encountered problems in accessing contraceptive services. Adult females knew most about traditional contraceptives, although men knew about some of these methods, and adolescents used some of them. All respondents could gain additional knowledge about modern contraceptives. The respondents' knowledge about · emergency contraceptives was extremely limited. Although most respondents knew about legalised choice on.termination of pregnancy (CTOP) services in the RSA, they did not know when nor how to access these services. Nurses working in contraceptive health services, revealed during a focus group discussion that a lack of resources (including shortages of malcondoms, contraceptive injections and oral contraceptives) hampered the quality of services that could be rendered. Of particular concern was the nonavailability of Norplant implants and female condoms. Nurses expressed a need for pecific national policy guidelines about supplying contraception to adolescents. Although most nurses knew about emergency contraceptives, they did not promote its use because they assumed that clients would misuse emergency contraceptives.instead of using contraceptives regularly. The nurses indicated that very few facilities offered CTOP services. The nurses regarded women who obtained repeated CTOPs to be misusing these services and suggested that limitations should be placed on the number-of times any woman could obtain such services. The negative attitudes of community members and of colleagues towards persons working in CTOP services caused hardships for them. Recommendations address ways in which contraceptive services could be improved.

The purpose of the study was to locate the informal hiring sites for day labourers in Tshwane, to determine the approximate number of day labourers, to describe the nature of socio-economic activities taking place at the sites, and to make recommendations to address needs that have been identified. The research approach and methodology was exploratory, descriptive, quantitative and qualitative. In terms of the findings, 80 informal hiring sites were identified in Tshwane with approximately 3032 day labourers standing at the sites. Case studies were done on three sites and it was found that they were hazardous and lacked basic facilities such as shelter and toilets. Employer-employee interactions were also found to be haphazard and sometimes manipulative and exploitative. It is recommended that intervention programmes should be implemented which could include the provision of basic facilities, skills development, job search assistance and access to comprehensive social services.

Background: It has been well established that immunisation is essential in preventing illnesses and reducing childhood mortality. Vaccine coverage refers to the percentage of people in a defined population that has received a particular dose of a vaccine, or schedule of vaccine doses. Improving coverage of vaccination is instrumental in preventing additional deaths and reaching targets that have been set for the elimination of vaccine-preventable diseases. In Tshwane District, South Africa, vaccine coverage for the population under one year is not optimal, with some areas reporting coverage levels as low as 44%, and others reporting coverage levels well over 100%. There has been no systematic exploration of the issues that have led to these estimates. Aim: To explore the factors that influence vaccine coverage in children under the age of one year, both in terms of the implementation of the vaccine programme and the process by which vaccine coverage is calculated, in Tshwane District, Gauteng, South Africa. Methods: A cross-sectional exploratory qualitative study design was used to achieve the objectives, through in-depth interviews with key-informants involved in vaccine programme implementation and coverage estimation, including nurses; managers at the facility, sub-district, district and provincial levels; and information system managers. Additionally, a focus group discussion was conducted with a ward-based outreach team. Transcripts were inductively coded and analysed, and the Consolidated Framework for Implementation Research was used to interpret the themes, in order to identify the barriers and facilitators to vaccine coverage in Tshwane. Results: Factors emerged both in terms of facilitators and barriers to vaccine coverage in Tshwane. Key facilitators were found to be: perceptions of success in the supply chain of vaccines, and high levels of engagement in achieving vaccine coverage. Key barriers were found to be: lack of mobile clinics, hindering access to services; a hierarchical, top-down approach to decision-making in removing defaulter-tracing registers; the complex process of deriving population estimates for calculating coverage rates; inefficient and ineffective data collection processes; sub-optimal data quality, and inadequate representation of the private sector. Discussion: There was a perception of high-level commitment to the success of EPI in Tshwane. The barriers to implementation of EPI are multifactorial, at all levels of the healthcare system. Coverage estimates for individual sub-districts may not be an accurate depiction of the true performance of EPI, due to inaccuracies in both the estimation of the denominator (population estimates) and the numerator (number of doses administered) of the vaccine coverage indicator. There is an opportunity for policy-makers to address highlighted issues, for example by re-instating defaulter-tracing registers and conducting an immunisation survey.

Although vast disparities in education were inherited from the apartheid government, the enactment of the South African Schools Act No.84 of 1996 (SASA) attempted to democratise school governance, redress past inequalities and improve overall school management, including financial management. Despite these efforts by government, in Tshwane there are still disparities in the financial functioning of different schools. For instance, whilst one school was establishing a science laboratory of R2 million, another school lacked basics such as chairs and desks, resulting in learners having to sit on the floor, 18 years after the new political dispensation. This study was undertaken with the aim of providing guidelines to ensure the fair and effective financial management of schools in Tshwane. An extensive literature review provided an overview of the theoretical framework (social justice) as well as clarifying school financial management concepts, including quintile rankings, inflow and outflow of funds, fundraising, auditing and budgeting. An overview of the educational situation before and after the new dispensation (1994) was provided. A mixed mode approach was followed, entailing a combination of the qualitative and quantitative methods. Interviews were conducted to obtain the qualitative data; financial analysis of the schools financial statements provided the quantitative data. Although document analysis is a qualitative research tool, in this study it was based partly on analysis of numerical figures by means of exact ratios and calculations, resulting in the document analysis becoming a quantitative research tool. The study revealed that the new Constitution of South Africa and the concept of free education were positive attempts by government to adhere to the social justice principle in education. It was however, evident from the data that the ineffective quintile rankings, vast variations in school fees, varied income from fundraising projects and lack of financial knowledge and skills, contributed to current disparities in school finances, which proved to be detrimental to the social justice principle. The City of Tshwane is currently facing many challenges in terms of economic development. It continues to underperform when compared to other local cities. As a capital city, it’s meant to be the heart of a thriving government system but this is seen as absent to many. In order to combat the above, a framework has been put into place by the City. It sets out spatial and sectoral strategies for interventions that will diversify, repopulate and regenerate the inner city. Within this framework, tourism has been identified as a component that could play a vital role towards achieving the above. The tourism sector within Tshwane has the potential to thrive and contribute substantially to the city’s economy. Reasons for this large gap between the tourist offer and the tourist demand may be as a result of a lack of marketing and good infrastructure around the various tourist attractions. All of the notable tourist attractions require a driving force behind them that spurs on a greater demand for such an outstanding offer. Apart from this, the city must be marketed as an urban tourist destination. Urban tourism, for many, may be seen as an intangible incident. This is due to its abstract nature - cities are not built specifically for the pleasure seeking tourist. Urban tourism does, however, exist as a component of the city’s functioning. It finds itself intertwined with the day to day activities of the city. Services and facilities available do not make a distinction between residents and tourists. Being a capital city, Tshwane’s identity is meant to be synonymous with government presence. However, many problems are faced in this regard such as government departments shunning itself away from the public behind high fences. By further establishing the city’s identity as a centre of government activity, visitor numbers to the city can increase. The presence of government must not remain inaccessible to the public. Rather, through architecture we can create a system of noticeable government whereby government officials, residents and tourists begin to share common platforms of interaction. Our buildings must stand as symbolic signs of a thriving and open government in a democratic society. They must become representations of the city’s contemporary identity - an identity that is composed of a multitude of cultures, races and social classes. Ultimately, the urban environment shaped through government presence must become a must-see destination for the urban tourist. With the above in mind, a catalyst can be formulated that seeks to drive a greater demand for tourism in the area. At the same time, a stronger and more noticeable government presence can be formulated. Eventually, the city’s goals of urban, economic and social regeneration can be achieved.

The purpose of the study was to investigate the knowledge of TB patients receiving TB treatment at a clinic in Tshwane regarding the condition and their treatment. A descriptive cross-sectional survey was conducted. Data was collected using a self-designed structured questionnaire administered by the researcher and nurses. The population consisted of diagnosed TB patients. The total sample consisted of 74 respondents. The respondents were described in terms of inter alia their demographics, aspects of their health and TB and aspects related to clinic visits. For the knowledge about TB a competency indicator was set at 70% which means that those that achieved this were regarded as knowledgeable. Those that were found to be not knowledgeable were 41.9% of the sample. The mean score achieved by the group was 61% with a standard deviation of 25. Recommendations were made to amend knowledge deficits of TB patients and for further research

This study was undertaken to explore the barriers to the sustainability of the spaza shops in Atteridgeville (wards, 51, 62, 63, 68, 71 and 72) and to identify the support strategies necessary to assist these shops to grow into sustainable businesses. The study was motivated by the role and contributions of these stores in creating jobs for the majority of the previously disadvantaged people, particularly in the black township areas of South Africa. The study was exploratory, descriptive and qualitative in nature. Semi-structured interviews were conducted to obtain data from 18 spaza shop owners. The findings from the research indicated the following barriers to be responsible for the failure of the spaza shops: lack of financial support, lack of business management skills, expensive transportation, limited trading space, crime, negative competition among spaza shop owners, and lack of cooperatives among spaza shop owners. The study recommends that spaza shop owners should ensure that they have enough savings before embarking on business and that they should also attend training in business management to equip themselves. Spaza shop owners also need to establish collaborative ventures among themselves to enable them to voice their concerns as a collective, rather than as individuals. Government, in partnership with private sector, should improve the effectiveness of its support strategies, for example by assisting spaza shops in forming cooperatives and facilitating training in business skills. It is also recommended that the government, through the Department of Trade and Industry, should continue to find out better ways to aid these stores financially. It is the researcher’s opinion that if these recommendations are followed, they could lead to the success of these stores.

A major challenge is encountered given that the new areas, which were, integrated recently, lack infrastructure and are rural in nature. Preferential procurement has been identified as a tool of socio-economic development in South Africa. The purpose of this study was to determine whether the developmental experience pertaining to urbanization in Malaysia and South Korea is applicable to South Africa. Urbanization, urbanization policy and the consequences of urbanization in South Africa are investigated. Urbanization in Malaysia and South Korea, with specific reference to Seoul, is investigated after which the developmental experience in relation to urbanization of these countries is applied to South Africa. Research was also done to determine to what extent urbanization is addressed by the Reconstruction and Development Prograrrune and the White Paper on Reconstruction and Development. From the study, the conclusion can be drawn that from the developmental experience regarding urbanization in Malaysia and South Korea, definite lessons can be learned and solutions found on how to accommodate urbanization in South Africa. The developmental experience regarding urbanization in Malaysia and South Korea has shown that the unequal structuring of the community and economy of Malaysia had given rise to conflict and competition between racial groups which had been counteracted by urbanization. Urbanization in Malaysia was accompanied by industrialization and the upliftment of the rural areas couldn't retard urbanization. Urbanization occurred with continuous economical growth and the New Economic Policy of Malaysia played an important role in the restructuring of the community and the economy of the country. The government played a constructive role in urbanization in Malaysia and followed a non-spatial goal in its strategy for urbanization and industrial settlement. Land ownership complicated urbanization in Malaysia. An enabling process was followed to make ethnic Malaysians part of the urban economy. This led to a negative feeling towards the New Economic Policy amongst the non-Malaysians. Urbanization was very successfully managed in South Korea, with a land redistribution process that accommodated urbanization and established participatory urban service systems. The applicability of the developmental experience regarding urbanization in Malaysia and South Korea on South Africa is vested in the fact that South Africa also has an unequally structured community and economy that has to be restructured and transformed by means of urbanization. The industrial settlement policy of South Africa will have to be adapted to accommodate urbanization. Ethnic polarization must be prevented in the development of the rural areas.

This study examines public secondary school teachers technology acceptance as another form of pedagogical method in the classroom. The widely used Technology Acceptance Model (TAM) was used to determine the factors associated with either acceptance or non-acceptance of technology in the classroom. In this study, only secondary school teachers from disadvantaged schools in one of the biggest townships in South Africa were sampled. The sample size was 271 respondents from a population of approximately 455. TAM was tested on the use of any of the Microsoft Softwares (Powerpoint, Word, Excel) in the classrooms for teaching purposes. The Statistical Package for Social Sciences (SPSS) was used to analyse the data and five hypothesis statements were tested. The results revealed fundamental determinants (e.g. perceived usefulness and perceived ease of use) as primary contributors for their acceptance of technology.

The key lessons learnt from the experience of the implementation of Section 79 Governance Model by the City of Tshwane are used to make three sets of recommendations. The first set of recommendations advises policy makers in RSA on development / establishment of a legislative framework that would formalize the section 79 oversight committees. The second set of recommendations relates to identifying the challenges faced by the City of Tshwane in implementing the Section 79 governance model. The third set of recommendation identifies the resources required for successful implementation of section 79 governance model.

Rastafari (this term is preferred to Rastafarianism) is known as a movement which originated in Jamaica and has since spread throughout the world. The movement has attracted much attention from the public and media worldwide because of reggae music. This study set out to investigate the lived experiences of Rastafari women of Tshwane. The purpose of the study was to describe their experiences regarding their roles, duties and responsibilities. It paid particular attention to the behavioural patterns of women within what is often regarded as a patriarchal order. The study was qualitative in nature and made use of various data gathering techniques such as life histories, focus groups, semi-structured and unstructured in-depth interviews, observations and field notes. My findings are, firstly, that Rastafari pays very scant attention to women. Secondly, in contemporary times some practices enforced by their holy books feel oppressive. Lastly, the lived experience reveal that Rastafari as a culture changes with time and women influence the movement.

Outside the classroom, students constantly interact with technologies such as smartphones, iPods the Internet and social networking sites this study has identified that these technologies can support learning both in and outside of the classroom. Through the use of a case study, 95 visual media students at Tshwane University of Technology (TUT) were approached. Three paper-based questions were administered to establish the following: What type of access do students have to different types of technologies outside of class? What number of students engage with social media for personal use? What types of educational technologies are lecturers currently using inside and outside their classrooms? This study found that visual media students at TUT are active social media users. They are enthusiastic towards efforts of integrating smartphones and social media as teaching tools for learning. Visual media students are competent at using digital editing, imaging and electronic presentation software, but lack the skills and knowledge to use online collaboration and journaling tools. Lastly, at TUT course related communication is still mainly face-to-face due to that fact that infrastructure upgrades such as in-class Wi-Fi networks are needed. IV 21st century education recognises that learning takes place in various settings (physical and virtual) and not just in the classroom. In a rapidly globalised society, smartphones and social media as teaching tools for visual media students at TUT may possibly offer an affordable and accessible medium to equip students to be able to make local and global connections.

The Tshwane Metropolitan Police Service was established in February 2002, with the purpose to assist the SAPS and the traffic department in providing traffic safety; combating crime; enforcing the municipal bylaws; providing guard services; licensing and community safety. These services must be rendered in a balanced and affordable manner and there are codes of conduct that regulates their behaviour.

The positive role and fundamental contribution of entrepreneurship on a global and national level is an unconditional phenomenon pertaining to economic growth. There are though various perspectives and opinions on the format and context of contribution. One of these perspectives embraces the obstacles involved in the entrepreneurial process hindering contribution and economic catalisation. This study follows a focused approach towards investigating a critical obstacle and specifically the access to finance, within an indicated geographical area. The research intervention has obtained a large and reliable data set to examine the contention that there are obstacles faced by entrepreneurs in accessing small business finance in the Tshwane area. The findings of the study support this contention and also the fact that conventional financing mechanisms do not allow for cost-effective provision of finance to large numbers of entrepreneurs seeking small quantities of finance. Poverty and lack of assets mean that many people do not have the collateral needed to access formal financing.

Many of the primary schools in Tshwane West District have been identified as underperforming primary schools by the GDE through the Gauteng Province Literacy Strategy. The study therefore endeavoured to determine the use of this most important tool in the daily duties of school managers.

The need to educate consumers about eco-friendly clothing cannot be over emphasized any longer, research has shown that consumers with environmental knowledge are likely to purchase eco-friendly products and would be willing to pay a premium price for such products. Cheap clothing rejects the central ethics of sustainability, and they catalyse unnecessary overconsumption behaviour worldwide. With an increase in purchasing power of many consumers, excessive consumption behaviour suggests that cheap fashion merchandise are purchased and disposed of rapidly by several consumer groups. The current fashion retail industry obtains new fashion styles and supplies new clothing ranges within short span of time enticing fervent consumers' with an impetuous buying behaviour, particularly the younger consumers. The majority of consumers do not understand that their buying behaviour and disposal behaviour impacts negatively on the environment. This is a particularly common in South Africa with very few retail shops offering eco-certified clothing merchandise. This study explores consumer awareness on what constitutes eco-fashion and if their knowledge could, in future, influence them towards sustainable buying behaviour. This study also considers educational measures taken by the South African government and non-governmental organisations to empower citizens with respect to environmental issues.

The abuse of substances among the youth is a global health problem which has a negative impact on their health and wellbeing, families, educational and professional life, as well as communities and limits their hopes and dreams. An estimated 246 million persons globally (about one out of twenty people) between 15 and 64 years have abused substances in the past three years. The global drug problem has increased to such an extent that more than 1 out of 10 drug abusers is affected by either disorder or drug dependence. The aim of the study was to explore the factors contributing to substance abuse among the youth in Atteridgeville, Tshwane Metropolitan Municipality. The study was conducted in Atteridgeville community. Atteridgeville is a portion of the City of Tshwane Metropolitan Municipality, west of Pretoria in South Africa. The design was qualitative in nature, using exploratory design. The researcher purposively chose the participants from the target population. The population and sampling method was on participants aged between 15 and 35 years, with substance abuse problem, who were referred to Atteridgeville Medical Health Centre for counselling. The researcher used a semi-structured interview guide for gathering data. In-depth interview was used to collect data. A proposed total of number of 20 participants was suggested, and it was guided by data saturation. Data was analysed by using thematic content analysis. A measure of trustworthiness was ensured. Ethical consideration was observed in this study. The findings states that substance abuse problem was identified and certainly noticed by everyone in the community. New drugs remain unchallenged, drug dealers are known, yet, not a single law enforcement institution attempt to raid their houses to search and arrest them. Community involvement is not enough to end the scourge of substance abuse problems in the community. Some police officers were identified and known to be part of drug dealings or have family relatives who are drug dealers. The researcher therefore recommends that parents should be involved in the community forums to deal with substance abuse problems. The community policing and law enforcement should be equipped by developing a tactical team specifically looking at the drug problems in the local communities. In conclusion, the research revealed that, South African citizens are people who see a problem happening but lacks to implement strategies to deal it immediately.
