Terorismus představuje významnou hrozbu národní i mezinárodní bezpečnosti a již několik let se stává velice diskutovaným tématem také v České republice. Tato publikace přináší hlubší vhled do problematiky terorismu v jeho rozmanitých dimenzích, které jsou obohaceny o rozhovory s českými odborníky. Publikace je dělena na dvě části. První část přináší teoretický pohled na vymezení terorismu, mezinárodní i národní dějiny fenoménu, motivace teroristů, psychologii terorismu, organizační aspekty terorismu a oblast boje proti terorismu na úrovni národní, evropské i globální. Druhá část obsahuje rozhovory s uznávanými českými odborníky. Přináší tak skutečně multidisciplinární náhled na problematiku v českém kontextu, ať již jde o evropskou spolupráci, kybernetickou bezpečnost, politickou dimenzi terorismu, terorismus a možné zneužiti zbraní hromadného ničení, psychologii terorismu, dění na Blízkém východě nebo mezinárodní právo v boji proti terorismu.

The arrival of information and communication technologies is nothing new. The number of people using these technologies and moving in cyberspace is growing, and therefore it is an important role of the state to respond sufficiently to such developments. A fundamental role of the state is to create a stable security system consisting of complex legislation as well as creation of a legislative environment capable of responding flexibly to the growing number of diverse incidents in cyberspace. Sufficient legal regulation consisting of unambiguous determination of competencies and tasks of individual subjects represents the basic pillar for the creation of a stable security system. The role of the state is also to maintain existing and create new partnerships with organizations that are able to provide relevant information and knowledge in the field of cyber security.

V letošním roce změní politická mapa Evropy svoji podobu, a to díky bezprecedentnímu rozšíření NATO (v březnu) a EU (v květnu). Půjde o expanzi dvou organizací, které západním demokraciím po větší část posledního století umožnily budovat svobodu, bezpečnost a blahobyt. Srovnatelná příležitost k zabezpečení dlouhodobé stability a prosperity je nyní nabidnuta zemím se zcela odlišnými historickými zkušenostmi. S výjimkou Malty a Kypru se ostatní země po více než půlstoletí nacházely pod vlivem totalitárních režimů. Je zřejmé, že toto rozšíření je nejvýznačnější událostí v rámci evropského uspořádání po roce 1989. Také to znamená, že některé země dosáhnou svých primárních zahraničně politických cílů společně a ve stejný čas. Tato souběžnost vyplynula z faktu, že celý koncept rozšíření byl poprvé naplánován pro země střední a východní Evropy. NATO se otevře sedmi zemím a EU dokonce deseti. Tento kvantitativní aspekt má velkou relevanci, ale důležité je také zvážit jinou stránku integračního procesu, totiž podmínky pro zachování vysoké úrovně transatlantického partnerství mezi Evropou a Spojenými státy. Autor je přesvědčen o nutnosti zvládnout současný transatlantický předěl znovuoživením tradičních vazeb mezi oběma stranami Atlantiku, obnovením společné agendy a zapojením nových demokracií střední a východní Evropy do tohoto úsilí. Článek se snaží zhodnotit pozice České republiky a Polska v transatlantickém dialogu a poukázat na výhody a nevýhody jejich přístupu.

Železničné stanice je možné označiť za miesta s hromadným výskytom ľudí a neustálou frekvenciou pohybu, ale súčasne s nedostatočnou úrovňou ochrany. V bezpečnostnej komunite sa pre takéto objekty začal používať termín mäkké ciele. V posledných rokoch sa stali častým objektom teroristických útokov. Hrozba útokov na mäkké ciele sa v súčasnosti realizuje hlavne prostredníctvom ich zraniteľnosti resp. slabých miest v systéme. V podmienkach Slovenskej republiky, ale aj v ďalších krajinách sveta, neexistuje všeobecne platná metóda efektívnej ochrany mäkkých cieľov a hodnotením ich ohrozenosti a z toho vyplývajúcich metód a techník pre ich ochranu. Napríklad metodika hodnotenia ohrozenosti mäkkého cieľa, platná v podmienkach Českej republiky, je voľne dostupná pre verejnosť. Na základe princípov a postupov definovaných v uvedenej metodike je možné kvantifikovať mieru ohrozenosti dopravných terminálov, ako sú napríklad železničné stanice. Hlavným cieľom článku je demonštrovať možnosti využitia metodiky hodnotenia ohrozenosti mäkkých cieľov na kvantitatívne vyhodnotenie úrovne ohrozenosti železničnej stanice a takýmto spôsobom pomôcť efektívne zvýšiť úroveň prevádzkovej bezpečnosti železničných staníc a osôb v nich.

Technológie automatizácie riadenia vozidiel sa neustále vyvíjajú s cieľom efektívnejšieho využívania vozidla. Právne predpisy pre schvaľovanie vozidle musia umožniť túto inováciu a zároveň zabezpečiť bezpečnosť cestnej premávky, kybernetickú bezpečnosť a podobne. Autonómne vozidlá nie sú preto len výzvou pre výrobcov vozidiel, ale aj pre samotné schvaľovacie orgány, ktoré schvaľujú vozidlá na prevádzku v cestnej premávke. Musí byť zaručený vnútorný trh, ktorý podporuje nové technológie a zároveň chráni občanov pred novými rizikami, ktoré predstavujú vozidlá bez vodiča. Nové technológie, ktoré sa nepredpokladajú v súčasných právnych predpisoch sa môžu schváliť na základe výnimky udelenej na základe vnútroštátneho ad hoc posúdenia bezpečnosti. Takýmto spôsobom je možné v súčasnosti schváliť na prevádzku v cestnej premávke autonómne vozidlá úrovne 3 a 4. Práve vozidlá úrovne 3 a 4 sa už testujú a očakáva sa, že budú dostupné.

Jednou z najviac rezonujúcich tém v súčasnosti je kvalita. Miera kvality každého procesu je súhrnom jeho vlastností, ktoré sa prejavujú jeho funkčnosťou v reálnom čase. Medzi tieto vlastnosti patrí spoľahlivosť, presnosť, bezpečnosť, flexibilita a mnohé ďalšie. Z dôvodu porovnateľnosti a sledovania trendov vývoja v úrovni kvality služieb je potrené túto úroveň objektivizovať prostredníctvom merateľných znakov kvality (vlastnosti) a ich následného zhodnotenia. V príspevku sa zaoberáme hodnotením a porovnaním úrovne vybraných kritérií kvality podľa ich vnímania skupinami cestujúcich. Aby sme mohli vykonať výskum v danej oblasti, realizovali sme dotazníkový prieskum vo vybranom regióne a systéme verejnej osobnej dopravy v Slovenskej republike, na základe identifikácie dôležitosti a merania spokojnosti s ich plnením. Na základe výskumu boli identifikované najdôležitejšie kritériá kvality(požiadavky) - presnosť spojov, informovanosť cestujúcich, čistota a správanie sa vodiča voči cestujúcim. Vzájomný vzťah a významnosť kritérií kvality je hodnotená prostredníctvom jednorozmerných a viacrozmerných metód. Cieľom príspevku je skúmať rozdielnosť vnímania kvality a spokojnosti jednotlivými skupinami cestujúcich (študenti, ekonomicky aktívne obyvateľstvo a dôchodcovia), nakoľko každá skupina má iné požiadavky na kvalitu. Ak chcú dopravcovia a objednávatelia dopravnej obslužnosti udržať cestujúcich v systéme verejnej osobnej doprave je dôležité, aby sa venovali práve kvalite ,identifikácii požiadaviek na kvalitu konkrétnych skupín cestujúcich a zisťovaniu spätnej väzby vo forme merania spokojnosti cestujúcich

Hodnotenie odolnosti dopravnej infraštruktúry je dôležitou súčasťou posudzovania rizík a neustáleho zvyšovania bezpečnosti hodnoteného prvku. Odolnosť je schopnosť prvku odolávať nepriaznivým javom, absorbovať ich a prispôsobiť sa im. Existuje mnoho prístupov k hodnoteniu odolnosti. Tak ako v každej oblasti, tak aj pri hodnotení odolnosti je vhodné vypracovať jednotnú metodiku hodnotenia odolnosti. takáto metodika môže zjednotiť vstupné a výstupné informácie a uľahčiť hodnotenie samotnej úrovne odolnosti. Doprava a dopravná infraštruktúra sú komplikované technické systémy, ktoré si vyžadujú osobitný prístup. Cieľom článku je analyzovať v súčasnosti dostupné metodiky používané pri hodnotení odolnosti a predstaviť návrh jednotnej metodiky špecifickej pre hodnotenie odolnosti dopravnej infraštruktúry.

The diploma thesis devotes to the process of ensuring functional safety of products in Bosch Rexroth Brno, which deals with industrial hydraulic systems. The first part introduces the basic legislative regulations concerning product safety and describes selected standards relevant to this thesis. The second part focuses on Bosch Rexroth and the current state in the field of ensuring functional safety of their products. It also includes a description of the functional safety solution of a specific project – a hydraulic try-out press. At the end of the thesis, improvements to the process of ensuring functional safety in response to the identified shortcomings are proposed.

This master thesis examines the functional safety of the pressure sensor XMP i which is produced by BD SENSORS Company. The aim of this thesis is the demonstration of compliance of the pressure sensor XMP I with functional safety integrity level SIL3 requirements. The thesis is divided into three parts. The first part deals with the concept of functional safety, defines the basic concepts of functional safety, compares the approaches of functional safety according to selected standards and provides a general procedure for the functional safety determination. The second part deal with technical systems reliability defines reliability indicators and describes selected types of reliability analysis used in practice, especially the FMEA/FMECA analysis. Third part deals with the reliability analysis of the sensor XMP i and with evaluation of results.

This thesis describes what the theatre is and what types of machinery can be found there. Then the issue of stage technical machinery is presented into the czech context, respectively into the Europian legislation with the emphasis on the technical norms usage, which are necessary to fulfil in order to reach this aim. In the next part of the thesis is made the analysis of control systems, which are used in the stage technics with the emphasis on the functionality of these control systems, since this functionality determines number and range of possible danger and dangerous events, later on. These dangerous situations are named and specified in detail, thereby their existence, importance and necessity of solution is being emphasized. There is also a possible solution outlined that these dangerous events can be solved in many cases by using of these programmable systems relating to the safety, thereby safety functions realized by these functions. Then the single steps are described into V-model with appropriate documents of these V-model steps. Outcome of this thesis will be suggested model of method and its development and software validation for programmable and control systems in theatre technology.

The master thesis treats the design of control system of special purpose machine tool. The first part analyzes and compares two possible variants of control system which use either a CNC control system Sinumerik or motion control system Simotion. Only the variant with the Simotion control system is subsequently examined in detail: its hardware configuration, the selection of components and partly also the software solution. The thesis further deals with the safety of the realized control system and of the whole machine. There are described general safety requirements of machinery based on harmonized European standards and their specific application in the design of safety functions and the safety circuits of solved machine tool.

Nowadays persists a trend of moving interpersonal communication into the online environment. By the reason of the social networks and social network's services. Many users doesn't perceive threats connected with presence in internet environment. This thesis is focused on the analysis of the user's account privacy settings followed by the evaluation of these settings. The goal is to develop and create a tool providing ability to evaluate privacy settings of the user's account, eventually recommend more suitable settings given to user privacy. To achieve these goals is necessary to use a suitable model performing privacy evaluation. The output of the thesis will consist of a proposal and implementation of tool performing analysis, evaluation and recommendation of how to improve the social network's privacy settings. Which should help users reduce the amount of privacy information leakage.

The focus of this diploma thesis is a development of a proposal for the modification of the reporting mandatory and voluntary occurrances on the national basis. In the first part of this thesis is describtion database system ECCAIRS and also describtion of the legislation which relates to the reporting of occurrances, specifically Regulation (EU) No 376/2014 of the European Parliament and of the Council. Second part of this diploma thesis is about the description of the proposed solutions to improve reporting system of occurrances. Second part also includes creation of the form for reporting occurrances.

This thesis deals with facility management. The first part handles facility management as such, its nature, basic concepts, historical development, instruments, ways of providing services and participants. Level of provided services in the Czech Republic is analyzed. Based on received knowledge of the field the other part is focused on detailed specification of facility management services provided in the area of logistic centers management. On the example of individual services there are described differences in management of logistic centres and possible solutions of these situations. The benefit of this thesis consists in providing a comprehensive view of logistics centres management and suggesting possible improvements.

This thesis researches and maps the development of the level of digital competencies in the area Safety during the four-year studies of students and corresponding years of multi-year grammar schools who complete their secondary school leaving examination. The introductory part of the thesis defines the corresponding competencies and definitions of terms that are directly related to the problematics, especially: literacy (digital, information), competencies (digital), etc. From these competencies are specified those that are directly related to Safety. This is followed by an analysis and mapping of national and international researches of the level and development of pupils' digital competencies. The research part of this thesis includes concept, realizationd and evaluation of data of research survey. The goal of research survey is determination of level of given competencies of pupils and the impact of education on their develompent. Based on the results of the research survey, factors are identified that have a direct impact on the development of these competencies in examined secondary school students. In order to extend the applicability of the results, data are collected at schools that teach courses with a diametrically different focus. The output data of research survey includes results of...
