Full textThe improvement of the relations between the administration and its public is a nesessity in all modern states. Cameroonian administration is taken away from the public relation with it. Majoritary, it is explained by the specifity of the administration's position like an hegemonic power and by the insufficient resort to the improvement's methods about administration and public relations (particulary the consultation, the participation, the information, the ombudsman intitution, the communication of administrative documents, the motivation of administrative acts). Since 1983, the perspectives of transformation in order to bring an improvement between these relations show that a positive evolution of the situation is possible. The administrative reform policy instituted knock againt great difficulties. There is no definitive global solution to the problem of the relations between the administration and the public.

Full textAfter 25 years of existence, the Brazilian health-care system shows good results, mainly because our population's social condition has improved, mostly through the advent of currency stability and State organization and, also, through the transfer of income to the poverty-stricken populations. Nevertheless, despite having been created from a people-driven movement (the so-called sanitary movement) and having citizen participation as one of its tenets, the Brazilian health-care system does not allow for a direct contribution by the users who, in view of the system's serious structural problems, have been demanding further participation, which can be seen through the increase in number of lawsuits against the public and the private systems and against professionals and hospitals. To face up to this problem and make the participation of the citizen an effective one, we take this opportunity to introduce the French system to the Brazilian system, to encourage further exchange between these two countries and draw on the former for inspiration on the evolution of the latter, specifically with respect to some aspects of Kouchner Act dated March 4, 2002

Full textThe 21st century's social welfare and medico-social action is going through a crisis, which is originated by the imbalance in the relationship between welfare institutions and their beneficiaries. This disturbance emerged quite clearly in the social and medico-social fields in the early 2000s in the wake of the watershed of the 2002-2 French piece of legislation. This law makes user's participation the major reform axis - and as such, a disturbance - of the governance system and the endemic legitimacy of the French institutions of solidarity. The rebuilding of social and medico-social action through users' participation in the care-providing institutions' day-to-day started fifteen years ago and is in keeping with the evolution of our modern democracy toward an equalization of legal and social rights and access to public ressources, today attempting to level out civic recognition of individuals. Being simultaneously a process and a product of the adaptation of social work to modernity, this reconstruction and the institutional upheavals it reveals provide information on a society of individual claim, social movements and shared knowledge. This society being the grounds on which the social work reconstruction is laying its foundations, it raises a fundamental sociological question today : how do traditional institutions of solidarity adapt to the global networking of individual life environments, and the increasing possibilities in terms of social and civic involvement from the minorities, which have become essential to social cohesion?

Full textPractitioners and program managers in agencies for men perpetrators of intimatepartner violence (IPV) from Quebec and elsewhere agree about the significance of one’s responsibility. Nevertheless, one wonders how men identified as violent partners react to this discourse about their responsibility. This research seeks toexplore the discourse of participants attending IPV programs about responsibility, its evolution, and the ways in which it interacts with the practitioners and the programmanagers' discourses. Loseke's (2003) theory on the construction of social problemswas the theoretical framework chosen for this research. Fourteen men from three different areas in Quebec were met during focus groups and, exceptionally for one of the participants, through one individual interview. In general, participants recognize their responsibility within their violent behavior. However, they experienced difficulty seeing themselves as entirely rational agents and establishing clear limits between their responsibility and their partner's. The results of this research are discussed and recommendations are given for both further research and practical areas.

Full textThe present thesis stems from and further develops one part of a joint ministerial project entitled "The quality of Language Commonly Used by the French Public Service Administration. ", a project in which we took part in 2001-2002. Our research team compiled a Practical Guide to Public Service Writing, based on three distinct data corpuses: letters sent by the Public Service, recordings of receiver interpretations when reading this correspondence, and recording of round table discussions with the writers themselves. These corpuses represent the link between the aforementioned project and our thesis, the presentation of wich follows the chronological order of our work. Therefore, the first part of this study presents a summery of the joint ministerial project and specifies several theoretical points of reference upon wich our research team's data analyses were based. Criticism of a theoretical nature subsequently emerged, orienting additional analyses. Secondly, we attempt to situate the written communication (letters) between the Public Service and its users in a theoretical interdisciplinary framework, involving sociology, linguistics, and psychology. The third part of our thesis brings together three additional analyses of the corpuses. We consider that each discourse (that of the sender, that of the texts themselves, and that of the receiver) provides us with information on how the Public Administration and those using its services relate to one another. - In the letters, our analysis of the 'predominant' discourse describes the conventions and the articulation characteristic of 'statutory' writing, followed by a textual analysis of the various types of discourse. - Our analysis of 'user feedback' corpus reveals certain processes of reconstructing meaning wich allow us to identify and delineate different patterns of interpretation. - The analysis of the 'writer feedback' corpus informs us more specifically about the social representations of Public Administration writers

Full textReducing CO2 production policies in transport and technical progress, such as electric-car batteries increase in capacity, have opened up new prospects for electric-car. Furthermore, public institutions and private groups have engaged in encouraging and accompanying electric-car deployment. Despite this favourable context for the electric vehicle development, electric-car does not exceed 1.07% of the market share of vehicles in France. This thesis studies the subject of the electric-car deployment by Usage and Innovation inputs. In other words, how the constructing use process could dialogue with the innovation process? We have formalized car’s user context by an ecosystemic representation. Then, we propose a methodology (RUI) which will be able to capture, capitalize and evaluate the three knowledges Representations (R) -before use-, Uses (U) -during use- and Instrumentalizations (I) - long-term use- constitutive of an indidividual use construction. Knowledge analysis will identify brakes and levers of electric-car emergence and conditions within they operate. It permits also to identify actors concerned by the identified use blockages. Thus, we offer the elements to develop electric-car deployment scenarios in the Sillon Lorrain territory

Full textIn this work, we are interested in the optimal guidance of users on road networks. More precisely, we are focused on the adaptive strategies of guidance with guarantees in terms of the travel time reliability and in terms of the robustness of the strategies. We base here on a stochastic approach, where probability distributions are associated to travel times on the links of the network. The guidance is adaptive and user-based. The objective of this work is the development of "robust" strategies for user guidance in a road network. A guidance strategy is said to be robust, here, if it minimizes the deterioration of its maximum value calculated at the origin, against eventual reconfigurations of the network due to link failures (accidents, works, etc.) The value of a guidance strategy is maximized with respect to the mean travel time and its reliability. Two main parts are distinguished in this work. We start with the static aspect of the guidance, where the traffic dynamics are not taken into account. We propose an extension of an existing guidance approach, to take into account the robustness of the calculated itineraries. In a second step, we combine our new guidance algorithm with a microscopic traffic model in order to have the effect of the traffic dynamics on the robust route calculation

Full textThe aim of this present work was firstly to study the nature and the reasons of spatio-temporal distribution of Artificial Reef (AR) fishes, secondly to analyze the fishing yield around the ARs and finally to characterize the AR users and their perceptions for this tool. Three AR localities of the Languedoc-Roussillon region (Northwestern Mediterranean Sea -France) were studied. The spatio-temporal evolution of fish communities was studied by underwater visual census. An increase of species richness with the AR age was detected. The habitat complexity was also identified such as a factor impacting the fish communities. At the regional level, the degree of isolation plays a role on fish communities of ARs. At the local level, the study suggest an effect of some environmental factors such as the presence of a river, the state of health of natural area in surroundings or the artisanal and recreational fishing pressures. The study of fishing yields providing of experimental fishing showed a higher yield in a radius of 300 m around ARs for hard substrate fishes and the fishing yield was higher at ARs than at natural reefs. Thus, ARs appear as a potential tool of sustain for artisanal fishing. This was confirmed by the artisanal fishermen. Results of semi-directed interviews of AR users indicated a great satisfaction of AR as to sustain their professional activity. Other users use ARs but lower proportion but in the future this could be change. Thus, it is necessary for the planning of ARs to consider locally environmental factors, but also intrinsic to the AR such as complexity. The users perception must also be taken into account in any future governance of AR

Full textIt is now essential for professionals in charge of the mobility services production to take into account their users. However, most of the time they work in the absence of users : in the case of classic services, the users are inaccessible, and in the case of emerging collaborative services such as carpooling, they don't exist yet. Professionals then use various devices, such as surveys, consultation, claims processing, communication, or information system, in order to represent the users in the different dimensions of the mobility services production. This thesis research relies on interactionist, sociotechnical and commmunication approaches in order to give a global understanding of the production of these various devices generally taken separately. The main argument is that the professionals build a fiction in which the users become characters: they go back and forth between staging interactions with the users and reflecting on them through storytelling.This research relies on a qualitative study with two mobility services producers in the Parisian region based on participant observation of work situations and semi-structured interviews with professionals. The first one is the regional Public Transport Authority in charge of the design and the operation of the regional public transport services. The second one is a short distance carpooling start-up launching an experiment in partnership with local authorities in the outer suburbs of the metropolitan area

Full textBACKGROUND: Assessment criteria which take patients’ perceptions into account, such as quality of life, are becoming increasingly important in health services assessment and policy and clinical decision-making. Despite the fact that mental disorders represent a significant burden in terms of prevalence and economic consequences, there is a lack of knowledge regarding quality of life of patients cared for by mental health care services which impedes informed decision-making in the field of psychiatry.OBJECTIVES: Our objectives were to measure quality of life using utility scores of people cared for by mental health care services in France; to assess the loss of quality of life attributable to mental disorders; and to identify factors associated with quality of life.MATERIAL AND METHODS: After a literature review describing quality of life tools used in the field of mental health, we undertook a survey to measure the quality of life of people suffering from mental disorders who were treated in the general psychiatric sector using two tools and the corresponding utility scores: the SF-36, allowing calculation of utility scores by the SF-6D, and the EQ-5D. We compared them in terms of performance, and we assessed their consistency. We evaluated the quality of life loss attributable to mental disorders considering data from the French general population-based survey on health and disabilities as a reference. Finally, we used several models adapted to the specificities of the utility score distributions to identify socio-demographic, clinical and mental health care utilization characteristics associated with quality of life.RESULTS: 212 patients were included. The mean utility score was 0.684 when assessed by the SF-6D, and 0.624 when assessed by the EQ-5D. Utility scores of patients suffering from mental disorders were 11% lower than those of the general population. Being a woman and being severely ill were factors associated with lower utility scores using both tools. In comparison with no hospitalization, voluntary hospitalization within the past 12 months was associated with lower SF-6D utility scores, whereas part-time hospitalization was linked with higher SF-6D utility scores. SF-6D and EQ-5D utility scores showed poor agreement in measuring quality of life. These instruments were similar in terms of acceptability as well as discriminant and convergent validity; however, the EQ-5D showed lower sensitivity, illustrated by a ceiling effect, and the models used to study factors associated with this score showed poor performances.CONCLUSION: We objectivized the negative impact of mental disorders on quality of life. Considering the significant differences identified between the SF-6D and EQ-5D utility scores, the choice of the most adapted instrument constitutes a major issue. The lack of sensitivity of the EQ-5D and the difficulties experienced in finding a model adapted to the specificities of this score would suggest that the SF-6D is better suited to the field of mental health. However, our results must be confirmed by analysis on larger samples
