Full textTiivistelmä Käyttäjäyhteisöiden tärkeys on korostunut sosiaalista verkottumista edistävien palveluiden suosion kautta.

Full textIn virtually any field of endeavour today, access to information is a prerequisite for success. Libraries form the repositories with user-friendliness their mission. This has lead to the need for new ways to evaluate library performance. Astute library managers will plan for such developments, taking into account current and future trends that impact on library services. Library services are also affected, for example, by financial considerations and staffing problems. Further complicating matters are the demands of their clients who have developed increased expectations of improved service, and also a desire for more self-service opportunities. Such changes raise the question: &ldquo
to what extent can libraries apply business performance management techniques to assess their performance.&rdquo
This, then, is the research question for this study.
This work will evaluate library performance with the aim of improving service management. Its targets are the UWC library, and others, such as the Stellenbosch University, and the Cape Peninsula University of Technology. The application of selected service management techniques and measures used in business will be explored. These techniques include The Balanced Scorecard, critical success factors and service quality. The study also touches on transformation and change management. An obvious source of information about library management is the corps of managers. The secondary source of information is the community of library users.

Full textMigrating to the cloud results in losing full control of the physical infrastructure as the cloud service provider (CSP) is responsible for managing the infrastructure including its security. As this incites tenants to rely on CSPs for the security of their information system, it creates a trust issue. CSPs acknowledge the trust issue and provide a guarantee through Service Level Agreement (SLA). The agreement describes the provided service and penalties for the cases of violation. Almost all existing SLAs only address the functional features of the cloud and thus do not guarantee the security aspect of tenants’ hosted services. Security monitoring is the process of collecting and analyzing indicators of potential security threats, then triaging these threats by appropriate action. It is highly desirable for CSPs to provide user-specific security monitoring services which are based on the requirements of a tenant. In this thesis we present our contribution to include user-centric security monitoring terms into cloud SLAs. This requires performing different tasks in the cloud service life-cycle, starting before the actual service deployment until the end of the service. Our contributions are presented as follows : we design extensions to an existing SLA language called Cloud SLA (CSLA). Our extension, called Extended CSLA (ECSLA), allows tenants to describe their security monitoring requirements in terms of vulnerabilities. More precisely, a security monitoring service is described as a relation between user requirements as vulnerabilities, a software product having the vulnerabilities and an infrastructure where the software is running. To offer security monitoring SLAs, CSPs need to measure the performance of their security monitoring capability with different configurations. We propose a solution to reduces the required number of evaluations compared to the number of possible configurations. The proposed solution introduces two new ideas. First, we design a knowledge base building method which uses clustering to categorize a bunch of vulnerabilities together in groups using some heuristics. Second we propose a model to quantify the interference between operations of monitoring vulnerabilities. Using these two methods we can estimate the performance of a monitoring device with few numbers of evaluations compared to the naive approach. The metrics used in our SLA terms consider the operational environment of the security monitoring devices. In order to consider the non-determistic operational environment parameters, we propose an estimation mechanism where the performance of a monitoring device is measured using known parameters and the result is used to model its performance and estimate it for unknown values of that parameter. An SLA definition contains the model, which can be used whenever the measurement is performed. We propose an in situ evaluation method of the security monitoring configuration. It can evaluate the performance of a security monitoring setup in a production environment. The method uses an attack injection technique but injected attacks do not affect the production virtual machines. We have implemented and evaluated the proposed method. The method can be used by either of the parties to compute the required metric. However, the method requires cooperation between tenants and CSPs. In order to reduce the dependency between tenants and CSPs while performing verification, we propose to use a logical secure component. The proposed use of a logical secure component for verification is illustrated in an SLA addressing data integrity in clouds. The method uses a secure trusted and distributed ledger (blockchain) to store evidences of data integrity. The method allows checking data integrity without relying on the other party. If there is any conflict between tenants and CSPs the evidence can be used to resolve the conflict

Full textIn the ever-increasing competitiveness of the firm’s environment, it requires the adaptability of any one firm to be in par with the changing market forces. In order to do so, there is an eminent need of reviewing and revising both internal and external offerings of the firm in terms of products and services. As such, the need for competitive advantage in a market requires the need of widespread agreement regarding the aims and objectives of each activity of the firm. In doing so, there is a need of considering what and how to revise the organizational boundaries per se. One such area of consideration is the supply chain management. The search for excellence in supply chain management is of utter most concern for the typical firm. As such, there ought to be some stances of effective and efficient processes underlying the supply chain of the firm as such. In order to pursue and create an objective of efficient and effective supply chain, in order to create value-added and competitive advantage, it requires that measuring performance of either the entire supply chain of the firm or a specific, to create managerial awareness and subsequent competitive edge in the market. One such activity in particular concerns the activities of the firms logistic, in certain ways called physical distribution. In specific, the general concern of performance measures in logistics is believed to correlated to costs occurring alongside of such activity and the need of cost performance measurements and modeling of such. The case in this thesis comprises of an empirical study of Company AB. Company AB is one of the largest firm within its market in the fast moving consumer goods. As such, the logistics activities comprise not only a strategic midpoint of the firm, but also entail a competitive advantage over the competitors. The offerings of products and services that of Company AB is solemnly dependent of the logistics activities offered by the firm, as it aims to create superior customer satisfaction through the physical distribution of the products and the external services offered to the customers. The challenge for Company AB is not that it cannot create value for the firm and the customers, rather the challenge lies within the performance of the logistics activities, cost performance in particular. The costs occurring alongside the logistics activities chain cannot tell if the logistics activities, in a supply chain management context, are effective or efficient. 10 There are numerous tools [models] which could be applied and thus implemented regarding cost performance measurements. Analysis of Company AB in terms of evaluating and applying numerous models entails that the lack of information hinders for the notion of performing cost performance measurements as a result of such; the need of detailed and in some sense specific cost information in the initial stages of the process, is not only required but also imperative in order to perform [any] rigid cost performance measurements, the analysis concludes. Amidst the lack of detailed information, there can be some cost performance measurements if such occurs. With cost classification and categorization with simpler models, there can in fact be some stances of cost performance measurements. The latter steps in the pursuance of cost performance measuring, the analysis reveals that the integration of a BSC model in a supply chain management context proves to be of good performance measuring model regarding costs. When applying such model in Company AB , the analysis shows that the model not only is persistent in despite of lack of information, but could also be modified in order to create efficient measurement of cost of logistics. Also, the analysis shows that the SCOR model could increase the efficiency of cost performance modeling as well, if implemented [correctly] in the BSC model in an supply chain management model; the SCOR model is an process methodology which could be the exerted in the model when agreed upon objectives of cost performance measuring. The analysis rejects the idea of SCOR model being an model of cost performance measuring as it lacks the holistic view of an supply chain perspective. The result and conclusion nevertheless shows that lack of integration between supply chain actors could inherently increase the efficiency of any performance modeling, be it costs or other performance measurements. If integration is absent, this entails the fact that information for performance measuring ought to be vague as detailed information is needed, which were present it case of Company AB. A framework or model is thus presented, called the 3-I, as an recommendation and/or tool for overcoming the lack of information in the initial stages/processes in cost performance measuring, it is believed and argued.

The social and political climate of the modern world has lead to increased concern over the ability of engineered structures to resist blast events which may be incurred during terrorist attacks. While blast resistance design has been prominent for years in the industrial and military setting, it is starting to gain importance for structures which have been traditionally designed for aesthetics and which have high occupancy density. In these situations it is important that not only materials but the geometry of the building be optimized to reduce the effects of such an attack. However, designing a structure only for prescribed code requirements does not necessarily give a prediction of the post-blast behavior of the structure. Similar to the use of performance-based engineering for seismic events, the effects on a structure designed for blast loading should not be speculative but rather should exhibit expected behavior which is appropriate for the parameters of the given blast. Accounting for uncertainty of a potential blast event by assessing the structure in a probabilistic approach may lead to a more prudent and predictable assessment of damage and loss for the owner. The work herein attempts to provide an overview of the precedent of use of probabilistic methods in structural engineering, the current state of practice in blast engineering and set forth a framework and example by which probabilistic methods may be extended to blast considerations.

Full textAfter two decades of public management reform, the ‘new accountability’ of performance measurement is a routine feature in the relationships between Australian government agencies and the non-profit organisations they fund to provide child and family services. While performance measurement offers to resolve tensions about how governments manage the quality and productivity of contracted services, the indicators they commonly adopt raise well-documented practical, political and epistemological challenges in social services. Left unresolved, these challenges risk biasing representations of service performance, by emphasising the most tangible dimensions of service activities (such as measures of client throughput) over relationship building and care. Capturing only part of service activity compromises the usefulness of performance data for managing quality and outcomes, and denies policy makers critical information about the value and meaning of care in users’ lives. This thesis identifies and critically explores one set of challenges for performance measurement: the role of service users. Uniquely, I explore how user involvement in social service evaluation can make visible how these services enhance the quality of family and personal life. Using a case study of family support services in New South Wales, the research makes a series of empirical and theoretical contributions to problems of user involvement in social service evaluation. Firstly, the research examines the performance indicators currently used by government to monitor the efficiency and effectiveness of family support services in NSW. This shows that performance indicators in family support capture output more thoroughly than outcome, and confirms the minimal role that service users play in assessing service quality and outcomes. But while service users are largely excluded from participation in performance measurement, theoretical perspectives as diverse as managerialism and feminism treat service users as well placed to capture and report otherwise elusive information about care quality and outcomes. Further, participation in evaluation facilitates the exercise of users’ rights to self-expression and self-determination in the social service delivery and policy process. After identifying the widespread exclusion of service users’ perspectives from performance measurement in NSW family support, the thesis makes its more substantial contribution, in documenting findings from a detailed study involving adult family support service users (parents) and their workers (the ‘Burnside Study’). This qualitative study was conducted in four socio-economically disadvantaged service delivery sites located around New South Wales. Using focus group, interview and observational methods and a modified grounded theory approach, the study contributes exploratory evidence of what these service users think of, and how they think about service quality, outcomes, and evaluation in family support. The parents’ accounts of using family support capture their unfulfilled social ideals and the broader visions of the justice they hoped these social services would help them achieve. Their criteria for measuring service outcomes and service quality, and their views on evaluation methods embody core themes that social theorists have struggled to analyse, about the purpose of social services and the nature of ‘a good life’. The theoretical framework I develop highlights the role of family support in the context of service users’ struggles for social justice, and in particular, their struggles for self-realisation, recognition and respect (Honneth, 1995). The research extends theories of recognition beyond publicly articulated social movements to those struggles in social life and social politics that exist in what Axel Honneth terms the ‘shadows’ of the political-public sphere (2003a: 122). After establishing a conceptual framework that facilitates deeper interpretation of users’ perspectives, I present the findings in three categories: users’ perspectives on service outcomes; users’ perspectives on service quality; and users’ perspectives on evaluation methods. The findings show how service users define ‘service outcomes’ in the context of their struggles for recognition and respect, highlighting the contribution welfare services and welfare professionals make beyond the managerial ‘Three E’s’ of economy, efficiency, and effectiveness. Further, the findings confirm the importance of ‘helping relationships’ to the quality of service delivery in family support, despite the invisibility of service relationships in existing performance indicators. The complexity of worker-client bonds highlights the difficulty of evaluating social services using simple numerical counts of client or service episodes, and plays into broader debates about strategies for revaluing care work, and the role of care recipients. Finally, the findings show the role performance measurement processes and methods might play in facilitating users’ struggles for recognition. Users identified a role for evaluation in making visible the contribution of family support in pursuing their social justice goals, and saw evaluation as an opportunity in itself to facilitate recognition and respect. Overall, the thesis offers concrete evidence about how family support service users experience and define service quality and outcomes, and how they see their own role in evaluating the services they use. The research shows how users’ perspectives both contest and confirm the ‘new accountability’ of performance measurement, pointing to new directions, and further challenges, for conceptualising – and evaluating – social services.
