The article argues that an understanding of military relations is essential for an understanding of the high politics of the nuclear relationship. It is shown that senior officers in the armed services were the main ‘functional elite’ dealing with nuclear delivery systems and the planning for their use. Rela

Abstract The Fire Weather Index System has been in use across Canada for the past 30 years in the daily operations of fire management agencies. As part of this system, the Drought Code (DC) was developed to act as a daily index of water stored in the soil. A major obstacle to the completion of climate risk analyses on the DC is that lengthy series of daily temperature and precipitation are not available for large portions of the circumboreal forest. Here the authors present a methodological modification to the daily DC to allow its approximation using monthly data. This new Monthly Drought Cod

Many scholars have argued that a taboo on the use of nuclear weapons became widely accepted in the 1960s, spurred on by the Cuban missile crisis and the subsequent growth of U.S. and Soviet long-range nuclear missile forces. The Eisenhower administration, in contrast, has been seen as relatively more willing to use nuclear diplomacy to achieve its military objectives. This article examines the Eisenhower administration's attitudes toward nuclear weapons during four crises in East Asia: the end of the Korean War, the siege of Dien Bien Phu, and the shelling of Quemoy and Matsu in 1954–1955 and

First, Eisenhower reaffirmed the U.S. security commitment to West Berlin, a commitment that entailed at least some risk of general war. Second, the administration prepared to use West Berlin in a broader political strategy aimed at weakening and eventually undermining Soviet power in Eastern Europe. Second, we use age-period-cohort (APC) methods to explore APC linear trends and identify changes in the slope of these trends (contrasts). Up to 80,000 Estonians fled from Estonia to the West due to the Second World War.
