Abstract:
I start by general remarks on the background of the recommendations on space-time references which are submitted to you.The need to consider time scales in a relativistic framework appeared more than 20 years age following the progress of atomic time standards. After long discussions, this led the IAU to define, In 1976, time scales which were designated, In 1979, as Terrestrial Dynamical Time (TDT) and Barycentric Dynamical Time (TDB). But soon afterwards difficulties in the interpretation of the definitions of TDT and TDB arose. It appeared that the source of these difficulties was the lack of a global approach to space-time reference systems. This point of view, first voiced by J. Lieske, gained acceptance. At the very beginning of the work of the WGRS Sub-Groups on Frames and Origins (SGFO) and on Time (SGT), It became clear the the primary mission of the SGFO and SGT was to jointly prepare general recommendations on space-time references on which they could base their specific recommendations.

Abstract:
In recent years, the Bantu object affix that is commonly known as the object marker (OM) has attracted considerable debate regarding its status in generative grammar. One view takes the OM to be an incorporated pronoun (see for example, Bresnan and Mchombo 1987; Bresnan 1993). Their analysis is based mainly on the contrast between object marking and subject marking. The subject marker (SM), they point out, behaves as an agreement marker while the object marker behaves like a bound pronoun, freeing the noun from word order restrictions, permitting contrastive focus like a bound pronoun, and permitting non-local anaphoric relations. The other view takes OM to be an agreement marker which licenses a null object (see for example, Bergvall 1987; Kinyalolo 1991; Ngonyani 1996). In this paper I take the second position and, on the basis of Kiswahili constructions in which the lexical object is not realized, I argue that a null object analysis is consistent with VP ellipsis facts, idiom chunks, and co-occurrence between OM and the lexical object. It is consistent with the general analysis of agreement as instantiation of Spec-Head relation (Chomsky 1986a, Kinyalolo 1991). I demonstrate using the elliptical constructions that the verb moves to an Inf-position.

Abstract:
This thesis analyzes the design and performance of a photovoltaic (PV) emulator. With increasing interest in renewable energies, large amounts of money and effort are being put into research and development for photovoltaic systems. The larger interest in PV systems has increased demand for appropriate equipment with which to test PV systems. A photovoltaic emulator is a power supply with similar current and voltage characteristics as a PV panel. This work uses an existing power supply which is manipulated via Labview to emulate a photovoltaic panel. The emulator calculates a current-voltage (I-V) curve based on the user specified parameters of panel model, irradiance and temperature. When a load change occurs, the power supply changes its current and voltage to track the calculated I-V curve, so as to mimic a solar panel. Over 250 different solar panels at varying irradiances and temperatures are able to be accurately emulated. A PV emulator provides a controlled environment that is not affected by external factors such as temperature and weather. This allows repeatable conditions on which to test PV equipment, such as inverters, and provides a controlled environment to test an overall PV system.

Dissertação apresentada para cumprimento dos requisitos necessários à obtenção do grau de Mestre em História Medieval<br>The present study addresses the practice of astrology and its cultural repercussions in the 14th and 15th centuries’ Portuguese court. The research is based in the comparative study of three sets of sources: 1) the astrology books from the royal libraries, which reveal the dominant concepts of astrology; 2) the writings of kings João I and Duarte, and prince Pedro, as examples of the practical application of these concepts; 3) the royal chronicles of Fernão Lopes, Gomes Eanes de Zurara and Rui de Pina, as examples of its presence in political discourse. The astrological references occur in three main contexts: the validation of power, the explanation of manners and the debate about determinism-versus-free will. The latter stands as the main fracturing topic in medieval astrology. In any case, the validity of astrology by itself was never in question; the debate revolved only around its limits and its legitimacy in face of Christian faith. Astrology was seen as a sophisticated art, practiced by learned men. Its foundation was the scientific understanding of the natural laws and its practitioners tried to demarcate themselves from common divination and superstition. Due to its pervasiveness in this period, it can be concluded that astrology is an essential factor for the understanding of Portuguese medieval life. The study of the astrological practice, from the perspective of the History of Culture and Mentalities, offers new insights to the understanding of the medieval period.

The aim is to analyze how Mekas?s work contributes to an understanding of the diary as a narrative form, and how the author constructs his process of self-representation by means of the diaries. This work seeks to establish a definition for the diary, by means of theoretical references related to the spheres of literature (Braud, 2006; Simonet-Tenant, 2004; Girard, 1986; Lejeune, 2015; Blanchot, 2005) and of audiovisual work (James, 2013; Renov, 1996). As object of study, we analyze the book I had nowhere to go (1991), the diary-films Lost Lost Lost (1976), Walden ? Diaries, Sketches & Notes (1969), Reminiscences of a Journey to Lithuania (1972), and video diaries from the 365 Day Project (2007). This thesis takes weavings (Daney, 2007; Benjamin, 1994) and rends (Daney, 2007; Didi-Huberman, 2014, 2015) as its methodology, grounding itself on the way in which Mekas elaborates his narrative choices and his historical condition. We conclude that Mekas?s work points to an understanding of the diary not solely as literary genre, but as a narrative that affirms itself in a plurality of forms, following the shifts done by the author in his relation to time, space, and the use of different technical devices. We also conclude that Mekas, in his diaries, builds an intrinsic relation between narrating the lived and living the narrated, which reveals how the diaries not only document a certain socio-historical context, but are also themselves part of that context and of the subjectivity built by their author.<br>Esta tese realiza um estudo sobre o di?rio, que aparece na obra do cineasta Jonas Mekas em tr?s formatos: o di?rio escrito, o filme-di?rio e o v?deo-di?rio. O objetivo ? analisar como essa obra contribui para um entendimento sobre o di?rio enquanto forma narrativa e como o autor constr?i o seu processo de autorrepresenta??o por meio dos di?rios. Este trabalho procura construir uma defini??o de di?rio, a partir de referenciais te?ricos relacionados ao ?mbito liter?rio (Braud, 2006; Simonet-Tenant, 2004; Girard, 1986; Lejeune, 2015; Blanchot, 2005) e audiovisual (James, 2013; Renov, 1996). Este trabalho conclui que a obra em pauta aporta um entendimento sobre o di?rio n?o somente como um g?nero liter?rio, mas como uma narrativa que se afirma na sua pluralidade de formas, de acordo com os deslocamentos que o autor efetua na sua rela??o com o tempo, com o espa?o e com o uso de diferentes dispositivos t?cnicos. Tamb?m conclui que Mekas constr?i, nos seus di?rios, uma rela??o intr?nseca entre narrar o vivido e viver o narrado, o que revela como os registros documentam um determinado contexto s?cio-hist?rico e, ainda, como esses registros fazem parte do pr?prio contexto e da subjetividade constru?da pelo seu autor.

Abstract:
The Indiana Department of Transportation maintains 17 rest area locations with 28 separate rest area facilities located on interstates for driver safety and convenience. Although the rest areas provide many benefits to the traveling public, the rest areas do not earn direct profits. Moreover, the Indiana Department of Transportation is increasingly challenged by inadequate funding from taxes generated on the interstates. Constrained by Title 23, that prohibits the commercialization and the privatization of the rest areas, the state of Indiana has a high interest in sustainable sources of revenue at the rest areas that would be able to promote the states and facilities tourism and commerce. The benefits that can be recognized by taking up this project are (i) higher revenues for the INDOT (ii) cost savings wherever possible (iii) environmental benefits (iv) better services and safety measures for overnight travelers (v) partnerships with local businesses.

This document focuses on how to incorporate a gender perspective in operations that support the construction, operation and maintenance of medium- and large-scale renewable wind, solar, geothermal and hydroelectric energy installations connected to the grid for purposes of power generation. Additionally, there is also a section on rural energy that is applicable to small installations and mini-grids, or to exceptional cases where medium- and large-scale facilities provide electricity to a community. The document (i) identifies the possible gender equality challenges and opportunities as part of the project assessment, (ii) highlights the risks and potentially negative impacts of the project on gender equality, (iii) offers recommendations for addressing, preventing and mitigating challenges and for maximizing opportunities; and (iv) presents examples of programs that have taken into account gender differences or risks. In addition, the document includes (v) key questions for analyzing gender issues in renewable energy projects, and (vi) examples of indicators for the monitoring and evaluation of operations in the renewable energy sector.

Abstract:
R/V Alkor Cruise AL543 was planned as a six-day cruise with a program of water column and sediment sampling in Kiel Bight and the western Baltic Sea. Due to restrictions related to the Covid-19 pandemic, the original plan had to be changed and the cruise was realized as six oneday cruises with sampling in Kiel Bight exclusively. The first day was dedicated to water column and sediment sampling for radionuclide analyses at Boknis Eck and Mittelgrund in Eckernförde Bay. On the remaining five days, water column, bottom water, sediment and pore water samples were collected at eleven stations covering different types of seafloor environment (grain size, redox conditions) in western Kiel Bight. The data and samples obtained on cruise AL543 will be used to investigate (i) the sedimentary cycling of bio-essential metals (e.g., nickel, zinc, and their isotopes) as a function of variable redox conditions, (ii) the impact of submarine groundwater discharge and diffusive benthic fluxes on the distribution of radium and radon as well as greenhouse gases (methane and nitrous oxide) in the water column, and (iii) to characterize and quantify the impact of coastal erosion on sedimentary iron, phosphorus and rare earth element cycling in Kiel Bight.

This Coastal and Hydraulics Engineering Technical Note (CHETN) describes the design and implementation of a wave model evaluation system, altWIZ, which uses wave height observations from operational satellite radar altimeters. The altWIZ system utilizes two recently released altimeter databases: Ribal and Young (2019) and European Space Agency Sea State Climate Change Initiative v.1.1 level 2 (Dodet et al. 2020). The system facilitates model evaluation against 1 Hz1 altimeter data or a product created by averaging altimeter data in space and time around model grid points. The system allows, for the first time, quantitative analysis of spatial model errors within the U.S. Army Corps of Engineers (USACE) Wave Information Study (WIS) 30+ year hindcast for coastal United States. The system is demonstrated on the WIS 2017 Atlantic hindcast, using a 1/2° basin scale grid and a 1/4° regional grid of the East Coast. Consistent spatial patterns of increased bias and root-mean-square-error are exposed. Seasonal strengthening and weakening of these spatial patterns are found, related to the seasonal variation of wave energy. Some model errors correspond to areas known for high currents, and thus wave-current interaction. In conjunction with the model comparison, additional functions for pairing altimeter measurements with buoy data and storm tracks have been built. Appendices give information on the code access (Appendix I), organization and files (Appendix II), example usage (Appendix III), and demonstrating options (Appendix IV).

This report presents the findings of the first phase of an evaluation of IDB Lab, which until 2018 was known as the Multilateral Investment Fund (MIF). The mandate for this independent evaluation stems from the second capital replenishment of the MIF (MIF III), which was approved by MIF Donors in April 2017 and became effective in March 2019. The Agreement Establishing the MIF III lays out the expected functions of the Fund and establishes that, any time after the first anniversary of the MIF III, IDB's Office of Evaluation and Oversight (OVE) is to conduct an independent evaluation to: i. Review MIF results in light of the purpose and functions of the MIF III Agreement; ii. Assess MIF operations for relevance, effectiveness, efficiency, innovation, sustainability, and additionality; iii. Determine to what extent progress has been made on implementing the approved recommendations of OVE's 2013 evaluation of the MIF. Donors requested that OVE deliver an evaluation of IDB Lab in 2021 to inform discussions about the Lab's future and funding model. As a result, OVE included this evaluation in its 2020/2021 work program and developed an Approach Paper (Annex V) issued in October 2020. OVE is conducting the evaluation in two overlapping phases. The first phase, conducted from April 2020 to May 2021, evaluated the relevance of IDB Lab's mandate, strategic focus, and corporate setup. Its findings are presented in this report. A second phase of the evaluation, currently ongoing, evaluates IDB Lab operations. This is OVE's third independent corporate evaluation of the MIF requested by Donors.

Abstract:
Making Sense is a European Commission H2020 funded project which aims at supporting participatory sensing initiatives that address environmental challenges in areas such as noise and air pollution. The development of Making Sense was informed by previous research on a crowdfunded open source platform for environmental sensing, SmartCitizen.me, developed at the Fab Lab Barcelona. Insights from this research identified several deterrents for a wider uptake of participatory sensing initiatives due to social and technical matters. For example, the participants struggled with the lack of social interactions, a lack of consensus and shared purpose amongst the group, and a limited understanding of the relevance the data had in their daily lives (Balestrini et al., 2014; Balestrini et al., 2015). As such, Making Sense seeks to explore if open source hardware, open source software and and open design can be used to enhance data literacy and maker practices in participatory sensing. Further to this, Making Sense tests methodologies aimed at empowering individuals and communities through developing a greater understanding of their environments and by supporting a culture of grassroot initiatives for action and change. To do this, Making Sense identified a need to underpin sensing with community building activities and develop strategies to inform and enable those participating in data collection with appropriate tools and skills. As Fetterman, Kaftarian and Wanderman (1996) state, citizens are empowered when they understand evaluation and connect it in a way that it has relevance to their lives. Therefore, this report examines the role that these activities have in participatory sensing. Specifically, we discuss the opportunities and challenges in using the concept of Community Level Indicators (CLIs), which are measurable and objective sources of information gathered to complement sensor data. We describe how CLIs are used to develop a more indepth understanding of the environmental problem at hand, and to record, monitor and evaluate the progress of change during initiatives. We propose that CLIs provide one way to move participatory sensing beyond a primarily technological practice and towards a social and environmental practice. This is achieved through an increased focus in the participants’ interests and concerns, and with an emphasis on collective problem solving and action. We position our claims against the following four challenge areas in participatory sensing: 1) generating and communicating information and understanding (c.f. Loreto, 2017), 2) analysing and finding relevance in data (c.f. Becker et al., 2013), 3) building community around participatory sensing (c.f. Fraser et al., 2005), and 4) achieving or monitoring change and impact (c.f. Cheadle et al., 2000). We discuss how the use of CLIs can tend to these challenges. Furthermore, we report and assess six ways in which CLIs can address these challenges and thereby support participatory sensing initiatives: i. Accountability ii. Community assessment iii. Short-term evaluation iv. Long-term evaluation v. Policy change vi. Capability The report then returns to the challenge areas and reflects on the learnings and recommendations that are gleaned from three Making Sense case studies. Afterwhich, there is an exposition of approaches and tools developed by Making Sense for the purposes of advancing participatory sensing in this way. Lastly, the authors speak to some of the policy outcomes that have been realised as a result of this research.
