Poégrammes (1975) et de quelques autres, Michel Biron montre comment la ferveur poétique reçoit chez Gilbert Langevin une force d'évidence qui définit le sens du mot « révolte » au lendemain de la Révolution tranquille. Langevin exalte la poésie en tant qu'ultime valeur-refuge dans un monde livré au cynisme froid de la bureaucratie. Avec un talent incertain, capable parfois d'un détachement mélancolique et lucide, Langevin s'accroche à la poésie comme à une vérité première, indiscutable. L'analyse suggère que cette exaltation du poème trouve sa légitimité sociale à l'extérieur de la poésie, dans le discours culturel des années 1970.

Dans les années 1960, le gouvernement thaïlandais mit en œuvre un programme de développement rural qui comprenait la création d’infrastructures d’irrigation dans le Nord-Est. L’article traite de l’évolution des usages du foncier au sein du plus ancien des périmètres irrigués mis en service à l’époque – celui de Nong Waï – sur la base d’enquêtes échelonnées sur 40 ans dans un village proche de la ville de Khon Kaen. Il montre que, si dans les années 1980 l’irrigation a permis des gains de productivité en lien avec la révolution verte, plusieurs facteurs se sont conjugués depuis pour entraver l’achat et le transfert intergénérationnel des terres. Un processus de désagrarianisation sans dépaysanisation est en cours, où la terre conserve sa fonction de valeur refuge mais régresse comme facteur de production. L’agriculture n’est plus la raison première du transfert de propriété du foncier irrigué dans le village périurbain et l’on observe une conversion croissante de celui-ci en terrains d’habitation.

Que dit la science ? Outre leur grande valeur patrimoniale intrinsèque, les forêts faiblement anthropisées offrent un refuge à la biodiversité spécifique des milieux forestiers, jouent un rôle important dans l’atténuation des effets du changement climatique et servent d’observatoires pour mieux comprendre le fonctionnement des écosystèmes forestiers naturels ainsi que de références pour développer une gestion basée sur l’imitation des processus naturels. La mise en libre évolution sur le très long terme d’espaces forestiers vise à augmenter la proportion de forêts faiblement anthropisées. Cette revue de littérature précise les caractéristiques que devraient avoir ces espaces forestiers pour pleinement jouer le rôle qui leur est assigné. Bien que les connaissances scientifiques sur le sujet soient encore fragmentaires, nous pensons qu’elles sont à ce jour suffisantes pour optimiser les initiatives de mise en place de surfaces en libre évolution par les gestionnaires de forêts. Le regard de Bernard Boisson : les forêts rendues à l'oubli pluriséculaire comme référentiels pour recentrer le progrès et réaccorder la société Les forêts en libre évolution ont une valeur de référentiel perceptuel pour inspirer et recentrer différemment toute gestion territoriale du plus rural au plus urbain. Cette prise de conscience nécessite l’inclusion de domaines de connaissances inhérents aux sciences humaines et aux approches culturelles sensibles en sachant que seule une humanité régulée est compatible avec une nature régulée et que cela implique la plus grande maturité interdisciplinaire entre nous tous. La nature non-domestiquée réveille l’humain inconditionné. Face à un mal-être social latent dans les paysages artificiels : « le déracinement humain dans des lieux déracinés », cette prise de conscience se révèle en grand antidote.

Dans les pays du Sahel, les écosystèmes forestiers sont menacés et la connaissance de l’état de leurs services demeure une question de recherche à explorer en fonction des zones climatiques. Cette étude vise à analyser les services écosystémiques forestiers dans les communes de Nobéré (zone soudanienne) et Lâ-Toden (zone soudano-sahélienne) au Burkina Faso. Les forêts sont caractérisées à partir des inventaires floristiques réalisés dans 75 placettes (900 m2 chacune) et de la détermination de la richesse spécifique, la densité, des indices de rareté, d’équitabilité de Piéloul et de diversité de Shannon des espèces forestières. L’analyse des données d’enquêtes conduites auprès de 298 exploitants a permis d’estimer la valeur économique annuelle (avril 2021 à mai 2022) des services écosystémiques forestiers à travers l’applicaion de l’approche d’évaluation des écosystèmes pour le millénaire. Au total, 42 et 38 espèces ont recensées respectivement à Nobéré et Lâ-Toden. Les services écosystémiques les plus cités à Nobéré sont le maintien de la fertilité du sol (91,9%), refuge d'espèces végétales (89,9%), produits forestiers non ligneux (89,2%). A Lâ-Toden, ce sont la protection des sols contre l'érosion (56%), beauté du paysage (56%), purification de l'air (56%). La valeur économique des services d’approvisionnement à Nobéré et Lâ-Toden est estimée respectivement à 326 061 793,9 FCFA/an et 136 629 986,4 FCFA/an. Ainsi, la gestion durable des services écosystémiques forestiers s’imposent comme une priorité de l’heure pour le bien-être des populations locales en fonction des zones climatiques. In Sahel’s countries, forest ecosystems are threatened and knowledge of the state of their services remains a research question to be explored according to climatic zones. This study aims to analyze forest ecosystem services in the communes of Nobéré (Sudanian zone) and Lâ-Toden (Sudano-Sahelian zone) in Burkina Faso. The forests are characterized based on floristic inventories carried out in 75 plots (each 900 m2) and determination of specific richness, density, rarity, Piélou, profitability indices, and Shannon diversity of forest species. The analysis of survey data conducted with 298 operators made it possible to estimate the annual economic value (April 2021 to May 2022) of forest ecosystem services through the application of the Millennium ecosystem assessment approach. In total, 42 and 38 species were recorded in Nobéré and Lâ-Toden, respectively. The results show that the forests of Nobéré and Lâ-Toden are distinguished by a divergence in their characteristics. The most cited ecosystem services in Nobéré are the maintenance of soil fertility (91.9%), refuge of plant species (89.9%), and non-timber forest products (89.2%). In Lâ-Toden, these are soil protection against erosion (56%), beauty of the landscape (56%), and air purification (56%). The economic value of supply services in Nobéré and Lâ-Toden is estimated at FCFA/year 326,061,793.9 and 4 FCFA/year 136,629,986. respectively. Thus, the sustainable management of forest ecosystem services is emerging as a current priority for the well-being of local populations depending on climatic zones.

Abstract:
L’émergence en 2008 des cryptomonnaies avec en porte-étendard Bitcoin a provoqué un véritable raz-de-marée, obligeant les institutions à repenser l’économie. Les investisseurs, quant à eux, ont attendu de voir quelle place les cryptomonnaies allaient prendre avant de s’engager dans ce nouveau marché. Face à des actifs qui semblent ne reposer sur aucune loi économique, où les indicateurs conventionnels ne semblent pas pouvoir indiquer leurs évolutions dans le temps, les risques de pertes se sont accentués. Tout comme pour les marchés financiers classiques, il fallait réussir à proposer une lecture du marché de la cryptomonnaie. Cette nécessité s’est renforcée du fait de l’inquiétude grandissante des institutions quant aux éventuelles pertes abyssales et à l’absence de régulation de ce marché. Dans cette thèse, sont étudiés la dynamique et le comportement des cryptomonnaies. Dans le premier chapitre, Après avoir détaillé le fonctionnement des marchés de cryptomonnaies, nous nous sommes intéressés aux variables explicatives de leur évolution. L’objectif est de démontrer l’existence, à court et long terme d’une asymétrie d’effet des variables d’attractivité telles que les recherches Google et les statistiques de consultation Wikipedia sur les prix des cryptomonnaies. Un modèle autorégressif à retards distribués non linéaire (NARDL) est utilisé en ce sens. A court terme, nous observons que l’ensemble des cryptomonnaies retenues réagissent plus ou moins fortement aux facteurs d’attractivité. Cependant, à long terme, l’absence d’effet sur les cryptomonnaies, démontre un processus d’évolution plus complexe. Enfin, l’étude ne permet pas de conclure sur l’influence de l’attractivité sur le stablecoin. Dans le deuxième chapitre, nous nous concentrons sur les effets d’annonces institutionnelles et médiatiques sur les stablecoins, un type de cryptomonnaie particulier, réputé pour être stable dans le temps. En approchant ce sujet par une étude d’évènement haute fréquence, nos résultats soulignent l’importance des annonces américaines auprès des stablecoins décentralisés et l’importance des annonces médiatiques auprès du plus important stablecoin, Tether. La nature des résultats permet d’aborder l’implication des politiques et institutions sous un angle macroprudentiel et dans une optique de coordination internationale. Le dernier chapitre nous permet d’aller plus loin, en considérant la capacité des stablecoins à remplacer l’or physique comme valeur refuge. En étudiant simultanément les queues de distributions par régression quantile et l’analyse des signaux par analyse d’ondelettes, nous soulignons la possibilité des stablecoins à remplacer l’or physique, sous condition de l’étude de la provenance du stress des marchés
The economy and the financial world have undergone a number of upheavals, triggering changes in habits and approaches for people, governments and global institutions alike. The emergence of crypto-currencies in 2008, with Bitcoin as their flagship, caused a veritable tidal wave, forcing institutions to rethink the economy. Investors, for their part, waited to see what role crypto-currencies would play before invading this new market. Faced with assets that appear to be based on no economic law, where conventional indicators do not seem to be able to indicate their evolution over time, the risks of losses have increased. Just like the financial markets with which we are all familiar, we needed to be able to offer a reading of the cryptocurrency market and its variations. This intuition was reinforced by the growing concern among institutions about losses and the lack of regulation in this market. This is why, throughout this thesis, we study the dynamics and behaviour of cryptocurrencies over time.In the first chapter, we employ a non-linear distributed lag autoregressive (NARDL) model to illustrate the existence of asymmetric effects, both in the short and long term, of attractiveness variables such as Google searches and Wikipedia consultation statistics on cryptocurrency prices. In the short term, all our cryptocurrencies react more or less strongly to attractiveness factors. In the long term, the absence of any effect on cryptocurrencies, demonstrating a more complex valuation process. The study does not provide conclusive evidence on the influence of attractiveness on stablecoins.In the second chapter, we concentrate our study on the effects of institutional announcements and media announcements on stablecoins, a particular type of cryptocurrency, known for being stable in time. Using a high-frequency event study, the results underline the importance of the American announcements for the decentralized stablecoin and the importance of media with the most important stablecoin on the market, Tether. The nature of the results means that policies and institutions can be involved from a macroprudential perspective and with a view to international coordination.The last chapter allow to delve further, considering the capability of stablecoins to serve as an alternative of physical gold as a safe haven. By studying simultaneously, the distribution tails with the quantile regression and the signals analysis with the wavelet analysis, we underline the capability of stablecoins to replace physical gold, assuming of the localization of market stress

A partir de 1973 va commencer pour le billet vert américain une période d’incertitudes, de déclin et d’amples fluctuations. Le dollar, monnaie reine dans les années 60 va devenir au fil des ans, fragile, contesté et progressivement abandonné sur les marchés financiers internationaux. Il apparaît à partir de cette année 1970, et ce jusqu’en 1980 que l’évolution du cours du dollar américain réponde bien pour l’essentiel à une explication fondée sur quelques théories économiques traditionnelles. Après la mise en place de la nouvelle politique monétaire américaine, véritable tournant dans l’histoire économique contemporaine de ce pays, et l’installation quelques mois plus tard de Ronald Raegan à la maison blanche, ces théories économiques traditionnelles ne vont plus suffire pour rendre pleinement compte de l’évolution de la devise américaine. On a assisté alors à la naissance d’un phénomène tout nouveau : la confiance retrouvée dans l’économie et la puissance américaine. Dès lors, les facteurs politiques vont revêtir un rôle primordial dans l’explication de l’évolution du dollar. Ces facteurs politiques ne vont plus comme durant la période 1973-1980 pousser à la fuite devant le dollar, mais au contraire, jouer en sa faveur en le précipitant vers les sommets, le dollar plus que jamais monnaie politique est devenu la valeur refuge la plus sûre dans un monde cahoté de toute part, en proie à l’incertitude politique et à une grave crise économique
The year 1973 will be for the American green back the start of a period consisting of unreliability, falls, and important fluctuations. The dollar queen money of the sixties will become throughout the years fragile, contested and progressively abandoned on the international financial markets. It seems to appear, as from the year 1973, and thus till 1980 that the evolution of the American dollar’s rate of exchange answers properly, for the most, to a basic analysis of some traditional economic theories will not anymore be sufficient to explain fully the evolution of the American currency. We have their seen the birth of a very new phenomenon: the confidence recovered in the American economy and power. As from there, the political factors will take on the major part in the explanation of the dollar’s evolution. Those political factors will not anymore, like during the period 1973-1980 push to escape in front of the dollar, but in the contrary plays in its favor byhastering it towards the tops. The dollar more than ever political money has become the safest refuge value in a world bumped from everywhere, being a prey to a political state of incertainty and to an important economic crisis

La thèse est composée de trois parties. La première présente un certain nombre de mesures de dépendance extrême. Une application sur les actions et les obligations de 49 pays montre que la théorie des valeurs extrêmes multivariées conduit aux résultats différents de ceux issus du coefficient de corrélation, mais relativement proches de ceux obtenus du rho de Spearman conditionnel multivarié. Cette partie évalue aussi le risque de pertes importantes simultanées. La deuxième partie examine les déterminants des co-mouvements extrêmes entre 5 pays core et 49 pays non core. Les mécanismes de transmission des chocs varient de la période moins récente à la période récente, des pays développés aux pays émergents, des chocs normaux aux chocs extrêmes. La troisième partie étudie le rôle de valeur refuge de l’or sur la période 1986-2012. Les gains positifs extrêmes de l'or peuvent être liés aux pertes extrêmes du S&P. Cependant, ce lien n'est pas toujours valable, il évolue dans le temps et serait conditionné par d'autres facteurs
The thesis consists of three parts. The first part introduces a number of measures of extreme dependency. An application on stock and bond markets of 49 countries shows the multivariate extreme value theory leads to results which are different from those from the correlation coefficient, but relatively close to those obtained from multivariate conditional Spearman's rho. This part also assesses the risk of simultaneous losses. The second part examines the determinants of extreme co-movements between 5 core countries and 49 non-core countries. Transmission mechanisms of shocks vary from less recent to recent period, from developed to emerging markets, from normal to extreme shocks. The third part examines the role of safe haven of gold over the period 1986-2012. Extreme positive gains of gold can be linked to extreme losses of S&P. However, this relationship is not always valid, it evolves over time and could be determined by other factors

Abstract:
This thesis examines the Ballarat Female Refuge, the first such institution on the Australian goldfields, as a case study of the interrelationship between charity and power. Established in 1867 by a group of twenty-six Protestant women with the intention of reforming prostitutes, the Refuge became a shelter for single mothers. An analysis of its history over the period 1867 to 1921 highlights attitudes towards female sexuality, and demonstrates how moral authority was exercised through this highly-gendered institution. The thesis locates the Ballarat Female Refuge within both an international history of female refuges and the network of voluntary charities which developed in nineteenth-century Ballarat. It argues that such charities were influential in the consolidation of class barriers in the goldfields city. While they were founded as a result of both evangelical religious fervour and humanitarian concern, they sought to impose middleclass moral values on their inmates, simultaneously conferring status and prestige on their committee members The thesis analyses the Protestant Ballarat Female Refuge through an examination of its committee, staff and residents in order to identify aspects of both power and mutuality in the charity relationship. It also looks at the symbolic systems operating at the Refuge, in particular the meanings of the wall and the laundry in the processes of exclusion and reformation. Drawing on narrative, biographical, statistical and genealogical sources, it details the ways in which moral authority was exercised through the Ballarat Female Refuge.

Abstract:
The research on natives’ attitudes regarding immigration has increased during the past decades. The overall findings question the common theory of labor market competition and that native attitudes are affected by personal economic considerations. In the same time an increased concern in the political debate has become immigration. In many countries, there is a growth and progress of political parties with a far-right orientation that disapproves and attempts to prevent immigration. We examine data on attitudes towards immigration from eight rounds of the European social survey (ESS) which covers the years between 2002-2016. We study if the attitudes in Europe towards immigration from poor non-member countries of the European Union have changed during the 21th century and examine if the massive acceleration of refugee applications during the refugee crisis in 2015 has had an impact on the attitudes towards immigration. We estimate different models to examine how different factors are associated with individuals' attitudes towards immigration. Furthermore, we test if the labor market competition model holds for the seventh round of ESS due to limitation in data. We find that natives’ attitudes have not become worse in Europe, and that the refugee crisis in 2015 has not made the attitudes worse. We find that the factors that are associated with individual attitudes towards immigration are to a large degree connected with cultural values and beliefs, and that individuals with more years of schooling are more likely to favor immigration regardless of where the immigrants come from. These findings are consistent with the growing body of empirical findings that considers that cultural values and believes are the main drivers of attitudes towards immigration, and that actual effects of immigration on income and employment are quite small. These findings put the labor market competition premise in forming immigration attitudes into question.

Résumé : L’objectif de ce travail est d’étudier ce qui amène une personne malade à formuler un refus de traitement, à partir d’une triple approche. Celle du patient et de ses proches, celle des professionnels confrontés à ce refus, celle d’un groupe de réflexion éthique, pluri professionnel, rassemblant des représentants des sciences humaines, ainsi que des « citoyens ordinaires » non professionnels de santé, apportant le regard de la cité. Chercher le sens d’un refus consiste à analyser et décrypter une volonté de la personne que quelque chose se produise ou ne se produise pas, et correspond à la dialectique du don et de l’acceptation du soin. Refuser un traitement n’est pas refuser un soin. Les situations de refus constituent un champ de réflexion sur nos comportements, individuels et collectifs, nos doutes, nos incertitudes ainsi que sur des valeurs en conflit. Ce travail étudie la complexité des problèmes rencontrés à ce sujet en pratique clinique quotidienne, pour en approfondir le questionnement dans l’interaction qui se joue entre les différents acteurs. Il montre aussi l’importance des méthodes de travail à mettre en place pour favoriser l’éthique du dialogue. Face aux choix auxquels sont confrontés ceux qui assument la responsabilité de la décision, la question se pose de savoir vers quelles ressources se tourner pour favoriser la réflexion éthique, évitant l’arbitraire des convictions personnelles
Abstract : The objective of this work is to study what brings a sick person to formulate a refusal of treatment, based on a three-pronged approach. One of the patient and his relatives, one of professionals faced with this refusal, and one of a multi-professional ethics reflection group, bringing together representatives of humanities and social sciences, as well as “ordinary citizens”, bringing the outside eye of the city. Looking for the meaning of a refusal consists of analyzing and decoding a willingness of the person that something happens or does not happen, and corresponds to the dialectic of the gift and acceptance of the care. To refuse a treatment doesn’t mean refusing care. Situations of refusal pave the way for reflection about our individual and collective behavior, our doubts, our uncertainties as well as conflicting values. This work explores the complexity of such problems encountered in daily clinical practice, in order to deepen the questioning about the interaction played between the different actors. It also shows how important it is to working methods that promote the ethics of dialogue. Considering the choices faced by those who assume the responsibility for the decision, the question arises of which resources to use to promote ethical reflection, avoiding the arbitrary nature of personal convictions

Defined as national law and then as Community law since the adoption of the Dublin Convention in 1990 by the Member States, the asylum policy of the European Union has become inseparable from its migration policy. The context of the mass influx of exiles into the European Union in the course of 2010 has allowed the EU to strengthen the integration of asylum demand into a security policy by prioritizing, categorizing and strengthening the outsourcing of its treatment. Cette thèse contribue à la littérature sur la consommation alimentaire, la malnutrition infantile et la réussite scolaire dans les pays en développement. Le premier chapitre a pour but d’estimer la relation causale entre la malnutrition et la réussite scolaire parmi un échantillon d’enfants malgaches inscrits dans le cycle primaire. Les chocs de pluie endurés lors de la petite enfance sont utilisés comme instruments exogènes pour expliquer le statut nutritionnel de long terme. Les résultats indiquent que les retards de croissance sont un obstacle important pour l’apprentissage scolaire. Le deuxième chapitre examine l’effet des cycles de distribution alimentaire sur la consommation alimentaire de ménages réfugiés. Les résultats suggèrent que la consommation moyenne de céréales diminue au fur et à mesure que l’on s’éloigne du jour de la distribution alimentaire. Cet effet est suffisamment important pour avoir un impact sur le statut nutritionnel de court terme des enfants de notre échantillon. Le troisième chapitre exploite des données de panel sur une cohorte de jeunes adultes malgaches afin d’estimer une fonction de production de capacités cognitives grâce à l’utilisation d’un modèle de valeur ajoutée. Les résultats soulignent le rôle essentiel de la scolarisation dans l’acquisition de capacités cognitives
This thesis contributes to the literatures on food consumption, child malnutrition and school achievement in developing countries. The first chapter aims at estimating the causal relationship between malnutrition and school achievement among Malagasy children enrolled in primary school. Rainfall shocks during the first years of a child’s life are used as exogenous instruments to predict the long-term nutritional status. Results indicate that stunting is a significant obstacle to learning. The second chapter investigates the effect of food distribution cycle on refugee households’ consumption. Results suggest that the more distant thefood distribution, the less important is household’s consumption of cereals. The effect is sufficiently large to impact children short-term nutritional status. The third chapter takes advantage of a panel database of a cohort of Malagasy young adults to estimate a cognitive skills production function with a value-added approach. Results highlight the large role of schooling in the acquisition of cognitive skills

Since reunification in 1990, no issue has affected the German public and political debate more than the influx of more than 1.1 million refugees in 2015 alone. It has caused major political upheaval; in 2015 and 2016 it even appeared that Chancellor Merkel could be forced out of power. Soul searching in German society about the country’s identity and its values has also been widespread. The refugee crisis has led to major divisions. Many actively volunteer, donate money, or even accommodate refugees at home. This part of society considers it not just a moral obligation to help but also an opportunity to change and modernize society. But others fiercely oppose the government policies to let refugees come and settle in Germany. Many of these people are worried that the refugee influx might limit their own social services and entitlements and thus endanger their jobs and fundamentally change German society.

AbstractThis chapter explores the growing prominence of urban contexts, urban authorities, and urban politics in shaping debates on asylum and refuge that have traditionally been orientated around the nation-state. Focusing on the case of Glasgow, a city at the heart of the UK’s response to refugee displacement, this chapter examines three trends in contemporary urban configurations of asylum. First, how asylum seekers and refugees have been positioned within urban economies of value extraction. Second, how cities have been sites of considerable experimentation over the containment of asylum seekers and refugees, with flexible infrastructures of accommodation being one key development. Third, the frictions of government and solidarity that urban asylum foregrounds. These are frictions between local and national governments, on the one hand, and between community initiatives to support refugees as neighbours and the patterns of bordering practiced by state and non-state actors, on the other. Taken together, I argue that these trends point to the growing influence of cities in shaping how we understand asylum and its political possibilities.

AbstractThis chapter investigates the role of axiological drivers in solidarity activism with refugees. It examines how universal value orientations denote normative and relational orientations of care and posits that refugee solidarity activism is driven by the activists’ universal caring orientations to all vulnerable groups. Overall, the chapter illustrates how universal value orientations and moral commitments shape and orient political activism with refugees based on common ideational solidarity projects. These conclusions are based on the analysis of data from a cross-national EU survey conducted in 8-EU countries between 2016 and 2017. Findings substantiate that axiological drivers, namely, universal value orientations and moral commitments, increase the predicted probability for engagement in refugee solidarity activism. Lastly, this chapter supports that in addition to attitudinal affinity and organisational embeddedness, refugee solidarity activism is a product of axiological drivers.

Following the multiliteracies model (Kalantzis and Cope 2012a), we design a critical teaching proposal focusing on migrant/refugee jokes. Although these jokes have an antiracist intention, they end up reproducing racist views, bringing to the surface a modern and subtle kind of racism, i.e. liquid racism (Weaver 2016). The aim of the analysis of such texts in class is to enable students to identify how and why ‘antiracist’ jokes can (re)produce racist values and views, such as the assimilation and deprecation of migrants/refugees, in an amusing and seemingly innocent manner. The critical teaching of humor and discussions about racism, antiracism, and liquid racism in class could contribute to the deconstruction of established conceptualizations of migrant/refugee populations, thus reinforcing different and antagonistic views to the hegemonic racist discourse.

AbstractLately, several studies have added crucial knowledge to our understanding of social movement participation by demonstrating its processual nature and how it relates to individual-level movement outcomes. Still, moral factors like values remain understudied. This paper develops a model of relationships between two types of value predispositions—self-transcendence and conformity—and differential participation in humanitarian activities, political protest and civil disobedience and their consequences for attitudinal changes of loss of institutional trust and an altered view of refugee policies. We use cross-sectional survey data from the mobilisation of the Danish refugee solidarity movement, which was revitalised in response to the 2015 refugee crisis. The main finding is that values, in accordance with our theoretical expectations, mainly influence attitudinal outcomes mediated by contexts of different kinds of movement activities. Conformity relates to participation in non-contentious humanitarian support activities that do not relate to any attitudinal outcomes. The non-conform and self-transcendent respondents participate to a higher degree in contentious political protest and civil disobedience, which relates to a loss of trust in the political institutions. The results suggest that heterogeneity of values and contexts of activism within a movement have implications for social movements’ role in the struggles for society’s fundamental morality, individual-level biographical outcomes of activism and movements’ internal processes related to collective identity.

Hydraulic conductivity (KS) is a critical parameter used in soil and land research, essential for accurate hydrological modelling. This study endeavours to compare assessments of KS across designated sites near the Czech Republic - Poland border using a range of measurement techniques, with the aim of establishing their reliability and variability for modelling applications. The investigation spans the determination of permeability from grain size curves, KS estimation via field infiltration tests employing the double-ring method, and laboratory KS determination using a constant head permeameter. The findings reveal that the double-ring method for the determination of KS produces results akin to laboratory measurements conducted with the permeameter, showing consistency between the field and laboratory approaches. However, it is notable that the permeameter exhibits significant variability, particularly as the depth varies. Moreover, noteworthy disparities emerge between KS and permeability estimates, underscoring the need for careful consideration in the interpretation of these parameters. Considering these results, it seems advisable to give precedence to field-based evaluations of KS for immediate assessments, as they provide valuable insights into real conditions. Conversely, for long-term assessments, the utilization of laboratory derived KS values may be more suitable, given their potential for stability over time. Nonetheless, the study emphasizes the necessity for further research to minimize the uncertainties and refine model inputs. Ultimately, this study underscores the intricate nature of hydraulic conductivity in soils and the imperative for comprehensive research to further develop water management models.

In the early 1920s thousands of Armenian refugees were settled in the Syrian Jezira district. These new settlements were established at a time when thousands of Armenians had already been settled and had started to make a living in Aleppo, Beirut and Alexandretta refugee camps. These newest refugees coming from Turkey were settled in little known localities like Jezira and elsewhere, far from other Syrian Armenian settlements. The new arrivals were mostly Kurdish-speaking Armenians who had been uprooted from rural regions east of Diarbekir as well as from areas southwest of Bitlis. The paper highlights the settlement of these new incoming refugees and examines their treatment by the French mandate authorities, who had adopted a colonization policy concerning Jazira. The settlement of the refugee Armenians in that area was planned to provide strong leverage for the success of this colonization policy. This is the time when new Armenian settlements like Hasake and Kamishli mushroomed in Syrian Jezira, where the Assyrian and Armenian settlements were envisaged as playing a pivotal role in the adoption of the policy.

The aim of this article is to explore the relationship between refugees and the host country’s economic growth in Latin America and the Caribbean using a simulation modeling approach. There is a large body of work on the topic using statistics. However, one big challenge of conducting econometrics methods to unveil any correlation is that regressions are data dependent. Since the current available refugee data doesn’t truly represent the reality as there has been a quite substantial number of unregistered Venezuelan refugees in Latin America and Caribbean region since 2015. Using agent-based simulation modeling approach overcomes the challenges of data issue and passes by strict assumptions for an OLS regression to produce BLUE outcomes. In our ABM model, agents represent labors, defined as age between 16 and 65, and Venezuelan refugees. To evaluate the impact on gender inequality on employment in the host country, despite of age, agents also carry the attributes of gender, work capability, average education years, birth (matured female only), and death. Three countries Venezuela, Colombia, and Chile are modeled as patches in Netlogo . Countries own the attributes of GDP and GDP per capita at macro level. The simulated result based on the initial values suggests that in Latin America and the Caribbean, refugee growth and host country’s economy are positively correlated. In contrast, the simulated results suggest that the higher fertility rate negatively affects the labor value added outcomes. It could imply the more female refugees in the host country, the lower GDP will be. We also found that the life expectancy is correlated to economic growth, labor’s work capacity, and education years. Life expectancy could be an indicator of the overall quality of human capital. In brief, the findings might imply labor value added output or labor capacity is the driver of economic growth.

Wastes represent nowadays, one of the major concerns for modern societies and for the environment, either by the wastage of raw materials and also by the existence of poor management systems that can originate and contaminate the ground water and air, and therefore, change the environment irreversibly. Waste management policies enhance the basic principles of prevention, which are the reduction in origin, followed by its recovery through recycling or energy recovery, in order to reduce the environmental and health impacts of wastes. Refuse Derived Fuel (RDF) is a solid fuel made after basic processing steps or techniques that increase the calorific value of municipal solid waste (MSW), commercial or industrial waste materials. Therefore, energy production from RDF can provide economic and environmental benefits, as reduces the amount of wastes sent to landfill and allows the energy recovery from a renewable source. In this work, it was studied the gasification of RDF collected in a Portuguese company, using steam and air as gasifying agents. This study intended to evaluate the effect of temperature and different molar ratios of both agents in gas production, gas composition and mass conversion of RDF. Physical and chemical composition of RDF was determined according to EN 15359:2011. Results showed that RDF has high quality for thermal valorization being registered high values of Low Heating Value (LHV) (24330 kJ/kg), carbon content (56.2%) and volatile matter content (77.2%). Experiments of RDF gasification were performed in a laboratory scale fixed bed gasifier, under different conditions. The effect of reaction temperature was studied at 750°C and 850°C. Gasification experiments with steam were executed at S/B feeding molar ratios ranging from 0.5 to 1.5 and the ones performed with air ranging from ER 0.2 to 0.6. Results showed that, for the same operational conditions, the rise of gasification temperature improved gas production ratio (Nm3/kg RDF), gas LHV and mass conversion. Results also proved that steam gasification achieved higher LHV values compared with gasification using air in optimal conditions, 9.4 and 9.8 MJ/m3, respectively. The gasification of RDF using steam at S/B ratio of 1.0 enables the production of syngas with 51% of hydrogen (H2), 32% of carbon dioxide (CO2), 11% of carbon monoxide (CO) and 6% of methane (CH4) (in N2 free basis). The increasing of steam to RDF molar ratio, increased the contents of H2 and CO2, while the content of CO, CH4 and heating value decreased. Regarding to gas production ratio the utilization of air, especially at ER of 0.6, induced the formation of 1.5 m3 gas/kg RDF. Instead, steam gasification only allowed the production of 0.5 m3 gas/kg RDF. Mass conversion and carbon conversion achieved almost 100% in air gasification at highest molar ratio.

Abstract:
Political dynamics in the European Union since 2015 have been strongly marked by the refugee or migrant crisis which has polarized the political arena and triggered an intense political debate which has produced various theses on the causes, nature and consequences of this crisis. In this contribution we substantiate the need for a new approach to modeling of migrations and present the state of our research and development of an international migrations flow model focused on the Balkans. The approach used represents the integration of knowledge and findings from the social sciences and natural sciences which in our view represents an optimal framework for understanding migration processes. We argue that complex social phenomena, such as migration, are in themselves interdisciplinary problems, requiring a multidisciplinary approach and the integration of all relevant influencing factors in the decisions of migrants. This approach will allow modeling of migration flows based on a realistic geopolitical model and the modeling of decisionmaking processes of individuals and groups in migration processes.

As a result of the refugee reception crisis in 2015 the advocacy for increasing resettlement numbers in the overall refugee protection framework has gained momentum, as has research on resettlement to the EU. While the UNHCR purports resettlement as a durable solution for the international protection of refugees, resettlement programmes to the European Union are seen as a pillar of the external dimension of the EU’s asylum and migration policies and management. This paper presents and discusses the literature regarding the value transmissions taking place within these programmes. It reviews literature on the European resettlement process – ranging from the selection of refugees to be resettled, the information and training they receive prior to travelling to their new country of residence, their reception upon arrival, their placement and dispersal in the receiving state, as well as programs of private and community sponsorship. The literature shows that even if resettlement can be considered an external dimension of European migration policy, this process does not end at the border. Rather, resettlement entails particular forms of reception, placement and dispersal as well as integration practices that refugees are confronted with once they arrive in their resettlement country. These practices should thus be understood in the context of the resettlement regime as a whole. In this paper we map out where and how values (here understood as ideas about how something should be) and norms (expectations or rules that are socially enforced) are transmitted within this regime. ‘Value transmission’ is here understood in a broad sense, taking into account the values that are directly transmitted through information and education programmes, as well as those informing practices and actors’ decisions. Identifying how norms and values figure in the resettlement regime aid us in further understanding decision making processes, policy making, and the on-the-ground work of practitioners that influence refugees’ lives. An important finding in this literature review is that vulnerability is a central notion in international refugee protection, and even more so in resettlement. Ideas and practices regarding vulnerability are, throughout the resettlement regime, in continuous tension with those of security, integration, and of refugees’ own agency. The literature review and our discussion serve as a point of departure for developing further investigations into the external dimension of value transmission, which in turn can add insights into the role of norms and values in the making and un-making of (external) boundaries/borders.

This research has sought to draw out project leadership competences from the perspective of practising project leaders, aspiring project leaders, heads of profession, project sponsors and clients. The aim of this research report is to help focus, develop and refine our understanding of project leadership so we can support continued capability building for project professionals and their organisations. To compile this report, the authors Sarah Coleman and Professor Mike Bourne conducted in-depth interviews with 38 individuals across five multinational organisations (BAE Systems, IQVIA, Jacobs, Shell and Siemens). These organisations were chosen because of their reliance on complex projects for the delivery of strategy and performance, and the individuals for their substantial knowledge and experience of project delivery, and their range of perspectives. The interviewees held and had experience of a wide variety of roles, from the aspiring leaders delivering smaller projects to the most experienced project leaders (responsible for £1bn+ budget major, complex projects), heads of profession, project sponsors and clients. Together, these individuals have over 500 years of project experience.

This study examines the impact of a behavioral intervention on reducing discrimination against Venezuelan migrants in the screening of home rental applications conducted by Ecuadorian real estate agents (REAs). Given that Venezuelan migrants represent the second-largest migratory group globally, with over seven million individuals seeking refuge primarily in other Latin American countries, understanding and addressing discrimination against them is of significant importance. Our artifactual field experiment involved providing information to REAs that highlighted the extra efforts Venezuelan migrants must make to achieve the same goals as nonmigrants in host countries. The results demonstrated a meaningful increase of 33.67% in the preference for Venezuelan migrants over native applicants, with this effect mainly driven by changes in male REAs discriminatory behaviors. The findings suggest that challenging the information value of Venezuelan migrant stereotypes, which often underlie assumptions about their qualities, can effectively diminish discrimination during the rental application process. This research contributes valuable insights to the ongoing efforts to identify effective means to deal with discrimination against migrants.

The communication between connected vehicles and traffic signal controllers is defined in SAE Surface Vehicle Standard J2735. SAE J2735 defines traffic signal status messages and a series of 16 confidence levels for traffic signal transitions. This paper discusses a statistical method for tabulating traffic signal data by phase and time of day and populating the SAE J2735 messages. Graphical representation of the red-green and green-yellow transitions are presented from six intersections along a 4-mile corridor for five different time of day timing plans. The case study provided illustrates the importance of characterizing the stochastic variation of traffic signals to understand locations, phases, and time of day when traffic indications operate with high predictability, and periods when there are large variations in traffic signal change times. Specific cases, such as low vehicle demand and occasional actuation of pedestrian phases are highlighted as situations that may reduce the predictability of traffic signal change intervals. The results from this study also opens up discussion among transportation professionals on the importance of consistent tabulation of confidence values for both beginning and end of green signal states. We believe this paper will initiate dialog on how to consistently tabulate important data elements transmitted in SAE J2735 and perhaps refine those definitions. The paper concludes by highlighting the importance of traffic engineers and connected vehicle developers to work together to develop shared visions on traffic signal change characteristics so that the in-vehicle use cases and human-machine interface (HMI) meet user expectations.

For years, Estonia was an outlier in the European populist Radical Right scene, with no party being elected to parliament. This changed with the electoral breakthrough of the Estonian Conservative People’s Party (EKRE) in 2015. Currently, EKRE is the second-most popular party in Estonia, with roughly 20% support and is expected to achieve a record result in the general election in March 2023. Russia’s invasion of Ukraine has created opportunities and challenges for EKRE to increase its support. The war has offered EKRE fresh opportunities on several fronts. First, it has amped up its nativist agenda with claims that “mass immigration” of Ukrainian refugees will make ethnic Estonians a minority in their own land. Second, it has found fertile soil for populist messaging, given voters’ economic insecurities, accusing the establishment of incompetence in managing the high inflation and energy prices. EKRE is in the paradoxical situation of being an Estonian nationalist party attempting to appeal to Estonia’s sizeable Russian minority, which shares its “traditional family values”, Euroscepticism, anti-establishment grievances, and resentment of Ukrainian refugees. Several factors could explain the party’s current positioning, including EKRE’s interest in blaming the war’s economic effects on the government’s incompetence, the party’s anti-establishment inclination in a context of a broad foreign policy consensus, and its interest in courting Russian-speaking voters.

The US Army Corps of Engineers (USACE) engages and collaborates with multiple stakeholders—from agency partners, to public, private, and not-for-profit organizations, to community residents—to develop its dredged-sediment long-term management strategy (LTMS) that expands benefi-cial-use (BU) practices. In spring 2019, USACE collaborated with Decision Partners, the USACE–Philadelphia District Operations Division, The Wetlands Institute, and the Engineering With Nature program leadership to adapt, test, and refine the proven behavioral-science-based processes, methods, and tools based on Decision Partners’ Mental Modeling Insight, or MMI, approach for engaging stakeholders, including community members, as part of the Seven Mile Island Innovation Laboratory (SMIIL) initiative in coastal New Jersey. The team identified key community stakeholders and conducted research to better understand their values, interests, priorities, and preferences regarding wetlands and USACE activities in the Seven Mile Island area and those activities’ effects on wetlands, including protecting the environment, wildlife habitat, aesthetic beauty, maintaining navigability, and supporting coastal resilience. Understanding stakeholder needs, values, interests, priorities, and preferences is key to designing effective engagement strategies for diverse communities for SMIIL and provides a foundation for the community engagement framework currently being developed for application across USACE.

Este informe presenta y describe una nueva base de datos generada en torno a cuarenta indicadores que caracterizan los regímenes migratorios de los 26 países de América Latina y el Caribe que son miembros prestatarios del BID. Los indicadores permiten realizar una comparación multidimensional de dichos regímenes, identificar patrones subregionales, y observar tendencias en la evolución reciente de estas políticas. Los indicadores se agrupan en seis áreas: instrumentos internacionales que cubren la participación de cada país en tratados y acuerdos multilaterales; instrumentos regionales que analizan la participación de los países en acuerdos a nivel de las Américas y sus subregiones; derecho a la entrada con exención de visado que mide la exigencia de visados para entrar al país; acceso a la residencia que abarca preferencias en el otorgamiento de permisos de residencia y procesos de regularización de migrantes en situación irregular; derechos durante la residencia que investigan el acceso de migrantes a servicios de salud y educación, al mercado laboral, al sufragio, así como a la residencia permanente; y nacionalidad que miden como se obtiene la nacionalidad de un país en el momento del nacimiento o, posteriormente, mediante la naturalización, así como la posibilidad de ostentar dos nacionalidades. El valor asignado a cada indicador para cada país está sustentado por una referencia a los instrumentos jurídicos que definen la política en cuestión y, en la mayoría de los indicadores, se acompaña de un texto con información adicional que explica el caso en concreto. Esta es una base de datos única para la región y se encuentra incluida en el Anexo II de este informe. También se puede acceder a la misma a través de la página web de la Unidad de Migraciones del BID. Los principales hallazgos del análisis de la base de datos son: Se observa un emergente régimen jurídico migratorio latinoamericano del siglo XXI. Este se caracteriza por la adopción de nuevas leyes de migración, generalmente acompañadas por esquemas subregionales de movilidad como el Acuerdo de Residencia Mercosur, Bolivia y Chile, y más recientemente el Estatuto Andino. Este nuevo modelo del siglo XXI incluye generalmente mecanismos permanentes de regularización de migrantes, el derecho de acceso al mercado laboral, los sistemas de salud pública, la educación pública, así como el derecho de reunificación familiar. Esto se ve complementado con un mayor acceso al derecho al voto, al menos en elecciones locales. Si bien hasta la fecha no se observa que este modelo latinoamericano haya tenido influencia en el Caribe, el mismo está claramente arraigado en las otras tres subregiones. La regularización de migrantes en situación irregular, tanto a través de mecanismos permanentes establecidos en las leyes, como a través de programas extraordinarios de regularización, es absolutamente común en América Latina, aunque no así en el Caribe. Los países de la región han llevado a cabo más de 90 regularizaciones extraordinarias desde el año 2000. Muchos de los países ofrecen acceso preferencial a la residencia permanente para migrantes de ciertos países de la región que cumplan criterios básicos, y, en algunos casos, trato preferencial para la nacionalización. Los únicos países que no permiten la residencia de manera casi automática para nacionales de al menos otro país de la región son Bahamas y Haití en el Caribe, así como Costa Rica, Guatemala, Honduras, Nicaragua, Panamá, República Dominicana y México en Mesoamérica. El porcentaje de ratificación de los instrumentos internacionales, al igual que los instrumentos regionales, es muy alto en Latinoamérica, pero mucho menor a nivel subregional en el Caribe. Los acuerdos de libre residencia y movilidad regional se han convertido es un instrumento absolutamente común en el panorama legislativo de la región, e influyen sobre muchos aspectos de la política migratoria, tales como acceso al mercado laboral o reunificación familiar. El país que requiere visas a los nacionales de más estados en la región es Venezuela con 11, seguido de México con nueve. El caso venezolano puede explicarse por su aplicación del principio de reciprocidad con los estados que solicitan visa a sus nacionales. El hecho de ser un país de tránsito hacia los Estados Unidos para algunos migrantes puede explicar el caso mexicano. El estado cuyos nacionales requieren visa en más países de la región es Haití, seguido de Venezuela y República Dominicana. En el desarrollo de la base de datos a través de los 40 indicadores se han analizado más de 435 instrumentos jurídicos de los 26 países, los cuales definen su política migratoria. El análisis de este compendio de leyes, reglamentos, decretos, ordenes administrativas, y demás instrumentos demuestra que: La edad promedio de los instrumentos jurídicos vigentes en países andinos y del Cono Sur es de 8-15 años, lo cual se compara con los 25-30 años en Mesoamérica y el Caribe. Esto demuestra una mayor labor legislativa sobre la materia en dichas dos subregiones en los últimos años. En algunas áreas, tales como la regulación del régimen de visas o los procesos extraordinarios de regularización de migrantes en situación irregular, la actividad legislativa se apoya principalmente en decretos y ordenes administrativas adoptadas por el poder ejecutivo sin intervención de los parlamentos. Esto genera reglas con menor estabilidad y certeza jurídica para todos los actores involucrados: migrantes, administración, poder judicial y otros. Esta base de datos de indicadores e instrumentos jurídicos es parte de un esfuerzo de la Unidad de Migraciones del BID de contar con información y evaluación comparada de los regímenes de política migratoria en los países de la región entre otros insumos jurídicos e institucionales. La Unidad mantendrá la base de datos actualizada con el objetivo de que se convierta en un punto de referencia fundamental para la región.

The Geospatial Remote Assessment for Ingress Locations (GRAIL) Tools software is a geospatial product developed to locate austere entry landing zones (LZs) for military aircraft. Using spatial datasets like land classification and slope, along with predefined LZ geometry specifications, GRAIL Tools generates binary suitability filters that distinguish between suitable and unsuitable terrain. GRAIL Tools combines input suitability filters, searches for LZs at user‐defined orientations, and plots results. To refine GRAIL Tools, we: (a) verified software output; (b) conducted validation assessments using five unpaved LZ sites; and (c) assessed input dataset resolution on outcomes using 30 and 1‐m datasets. The software was verified and validated in California and the Baltics, and all five LZs were correctly identified in either the 30 or the 1‐m data. The 30‐m data provided numerous LZs for consideration, while the 1‐m data highlighted hazardous conditions undetected in the 30‐m data. Digital elevation model grid size affected results, as 1‐m data produced overestimated slope values. Resampling the data to 5 m resulted in more realistic slopes. Results indicate GRAIL Tools is an asset the military can use to rapidly assess terrain conditions.
