The local population of the upper Theresian Valley owes its livelihood almost exclusively to the forest. Natural risks and institutional problems are hindering development. In times of change, such as those that the Ukraine is going through at present, the forest and natural resources in general can ensure the survival of the rural population. From the authors' point of view the communities in the upper Theresian Valley and similar areas should be actively engaged in the management of the forest, and, in the first instance, wood and forest should benefit the local populations. Corruption should be combated at its origin on the structural level. The public at large must have access to transparent information. Foreign investors should be independently monitored. The authors suggest that access to and the relationship of the local population with their natural resources be taken into account as an additional priority criterion for sustainability.

La cartographie géomorphologique de la vallée moyenne de l'o. Lebène, a permis de définir bon nombre de formes et de formations. Une vallée importante, bordée de nombreuses terrasses, est installée dans un paysage de basses montagnes et de collines. L'ordonnancement des principaux types de relief s'explique par la répartition des ensembles structuraux et lithologiques. Le contexte bioclimatique est marqué par un climat semi-aride ; la forte densité de population rurale est à l'origine d'un défrichement presque total. La réalisation de la carte géomorphologique dans ce milieu uniforme et fortement disséqué, est basée essentiellement sur le leve systématique et sur l'interprétation des photographies aériennes. L'établissement final a nécessité, la résolution de certains problèmes techniques, et la mise au point de la légende dont le commentaire a pour objet d'expliquer le choix des termes et les différentes combinaisons entre les rubriques. L'opposition des deux grands domaines géomorphologiques est particulièrement nette. - celui des basses montagnes et des collines se caractérise par une influence directe des ensembles structuraux et lithologiques qui commandent les contrastes de relief, et qui donnent lieu à une importante couverture détritique héritée dont l'age est indéfini. - celui de la vallée principale est marque par la largeur du fond alluvial et l'étagement plus ou moins régulier de terrasses. Les niveaux de terrasses sont répertoriés dans leur contexte chronologique. De l'amont a l'aval, la vallée s'organise sous forme de deux bassins relies par un étroit mais court couloir. La dynamique actuelle se manifeste par des combinaisons complexes de processus et de formes. La prédominance des terrains tendres, les contraintes climatiques et l'action de l'homme sont a l'origine des grandes manifestations érosives. Le rôle important joue par les formes majeures, n'exclue cependant pas l'impact plus decisif de l'érosion aréolaire, mais souvent insidieuse. Promouvoir un aménagement pour la lutte anti-érosive, exige non seulement des solutions techniques, mais aussi la prise en compte des problèmes sociaux
The geomorphological cartography of the middle regions of the wadi lebene valley made it possible to define a number of forms and formations. A large valley, bordered with numerous terraces, lies in a landscape of low mountains and hills. The disposition on the main types of relief in accounted for by the distribution of structural and lithological patterns. The bioclimatic context is marked by a semi-arid climate ; the high density of rural population is the origin of an almost complete clearing of the soil. The making of the geomorphological map in this uniform and highly dissected environment is essentially based on systematic survey and the interpretation of aerial photographs. The final drafting required the solution of some technical problems and the perfecting of the legend, whose commentary aims at explaining the terminological choices and the different combinations between rubrics. The opposition between the two main geomorphological areas is quite clear. - the area of the low mountains and hills is characterized by a direct influence of structural and lithological patterns, which determine relief contrasts and bring about an important inherited detrital cover whose age is indefinite. - the area of the main valley is marked by the width of the alluvial floor, and the more or less regular terracing. The levels of the terraces are listed in their chronological context. From upstream to downstream, the valley forms two basins linked by a narrow and short gully. The current dynamics shows in complex combinations of processes and forms. The predo- minance of soft grounds, the climatic factors and man's action are at the origin of the great erosion phenomena. However, the important part played by major forms does not rule out the more decisive impact of lateral erosion, though it is often insi- dious. The promoting of anti-erosion measures does not require only technical solu- tions, but also the taking into account of social problems

Abstract The problem concerned with the influence of local and distributed discontinuities on sound radiation by complex mechanical systems was considered. To analyze the problem in the case of a small discontinuity there were used simple approximations that permitted to make this analysis in a general form. The appearance of small discontinuities was shown to be a reason of a strong increase of sound radiation. The largest alternation took place in a case of a single local discontinuity. To analyze problems of sound radiation by structures the mean-value method was suggested. This method was earlier suggested by Skudrzyk (Skudrzyk, 1968; Skudrzyk, 1980) for determining the vibration response of complex mechanical systems. The method permits to simply analyze a relatively wide range of problems, some of them were not solved before. Using the method (Lebedev, 1993) the influence of impedance type discontinuity on sound radiation by a thin elastic cylindrical shell was studied. The problem of sound radiation by a shell with rigidity slowly varying along its axis was considered as well. The largest alternation of sound radiation level take place when there are turning points, restricting shell vibration in longitudinal direction. Against the previous results (Lebedev, 1993) sources of radiation in this case are distributed.
