Abstract:
PurposeValuers face significant challenges as processes become automated and the role evolves to data handling and processing. To survive and thrive, valuers must respond to a changing market. The purpose of this paper is to examine the issues, threats and challenges facing the Australian profession, though the issues are global.Design/methodology/approachThis qualitative research sought a deeper understanding of the threats, challenges and new areas of practice that Australian valuers were experiencing. A focus group approach was designed to collect data from practitioners in Sydney and Melbourne. The research aimed to identify new knowledge and skills for the future and emerging trends and practices.FindingsThe key issues, threats and challenges faced included increasing use of automated valuation models for low-risk residential valuations, valuers being unable to protect themselves against the banks, loss of control of the data and valuations. In total, 12 knowledge domains and skills required in the future were established and ten emerging trends and practices were identified.Research limitations/implicationsThe key limitations were that participants were from Melbourne and Sydney in Australia only and the focus is NSW and Victoria centric, although many participants have international work experience. There was an under representation of rural valuers, of small valuation firms, of young, recently joined or qualified valuers and females.Practical implicationsThe findings inform a manifesto for the future which sets out the practical implications for valuers and the professional body. This action plan sets the new knowledge domains, practices and trends that can be adopted by the profession and its members.Originality/valueThis is the original research and highlights some real threats, issues and challenges facing the Australian valuers. It complements work undertaken by legal and accounting professional bodies, which sense change affecting their membership and services. A manifesto for action has been outlined to address the changes that are coming and those already here.

Abstract:
Valuation profession is historically known for being more traditional and extensively uses traditional methods of valuation. Despite this, in the recent past, there have been strides to incorporate automated valuation methods (AVMs) in the valuation profession especially for rating, mortgages and revaluation purposes. This new approach, however, attracted controversy when it was piloted in one of the cities in Malawi. This study sought to explore property valuers’ perceptions on the adoption of AVM in rating valuation against the use of traditional methods of valuation. The researchers used a descriptive study design with qualitative data collection and analysis methods. Semi-structured interview guides were used to collect data on valuers' perceptions on AVM. A total of 20 in-depth interviews were conducted with professional valuers. The valuers were asked how they perceive AVM approach to rating valuation compared to the use of traditional methods of valuation in terms of its accuracy, reliability and easiness. Data was manually analysed using content analysis. The general perception of the valuers towards AVM was mixed. One school of thought gave AVM the benefit of doubt for future incorporation into the profession if modified to suit the local environment. On the other hand, AVM was considered as posing threat to the valuation profession since anyone may be deemed qualified to carry out property valuation. However, the valuers are of the perception that the models will never replace traditional methods of valuation, hence suggestions to incorporate AVM as a supplement to traditional methods of valuation so that the former is used as a verification and auditing tool for the latter.

Abstract:
This research deals with the problem of the client–valuer relationship, possibly resulting in valuation biases. It aims to identify the influence of age and professional experience, along with other specific factors, on the perception and susceptibility of valuation professionals to pressure exerted by clients during the valuation process. We hypothesize that susceptibility to pressure from clients is conditioned by a number of factors, among which age and work experience are of key importance. The analysis is based on information obtained in a survey among Polish valuers who are members of professional associations. We used the linear probability and logit models. The conclusions of the analysis allow us to take a critical look at the existing institutional framework of the valuation profession in Poland. Our recommendations for revising the system may provide insights on the evolution of the profession, especially in Central and Eastern European countries where it is relatively new.

Abstract:
Ethical issues and standards of property professions are being scrutinised. To date, no research has been carried out on the ethical standards in the property valuation profession in South Africa. This research compared the content of codes of ethics and professional conduct of the South African property valuation profession to international standards, and investigated the ethical standards and moral values held by registered valuers in South Africa. A self-administered survey, administered to 611 professional and professional associate valuers, was used. It measured five constructs of unethical behaviour layered into a survey adapted from Hoyt, Wright and Croft (2002). No statistically significant differences were found between different demographic factors in the ethical beliefs of South African valuers. A literature review comparing South Africa’s codes of conduct with those in the United States of America, Australia and New Zealand showed that the standards of ethics and professional practice in South Africa are not in line with international standards. South African valuers appear to be ethical and resist external pressures which could lead to unethical behaviour.

Abstract:
Purpose Improving valuation accuracy, especially for sale and acquisition purposes, remains one of the key targets of the global real estate research agenda. Among other recommendations, it has been argued that the use of technology-based advanced valuation methods can help to narrow the gap between asset valuations and actual sale prices. The purpose of this paper is to investigate the property valuation methods being adopted by Australian valuers and the factors influencing their level of awareness and adoption of the methods. Design/methodology/approach An online questionnaire survey was conducted to elicit information from valuers practising in Australia. They were asked to indicate their level of awareness and adoption of the different property valuation methods. Their response was analysed using frequency distribution, χ2 test and mean score ranking. Findings The results show that the traditional methods of valuation, namely, comparative, investment and residual, are the most adopted methods by the Australian valuers, while advanced valuation methods are seldom applied in practice. The results confirm that professional bodies, sector of practice and educational institutions are the three most important drivers of awareness and adoption of the advanced valuation methods. Practical implications There is a need for all the property valuation stakeholders to synergise and transform the property valuation practice in a bid to promote the awareness and adoption of advanced valuation methods, (e.g. hedonic pricing model, artificial neural network, expert system, fuzzy logic system, etc.) among valuers. These are all technology-based methods to improve the efficiency in the prediction process, and the valuer still needs to input reliable transaction data into the systems. Originality/value This study provides a fresh and most recent insight into the current property valuation methods adopted in practice by valuers practising in Australia. It identifies that the advanced valuation methods could supplement the traditional valuation methods to achieve good practice standard for improving the professional valuation practice in Australia so that the valuation profession can meet the industry’s expectations.

Purpose Valuers face significant challenges as valuation becomes automated and the role evolves from economic analysis to data handling and processing. The purpose of this paper is to identify new knowledge and skills Valuers will need in the future and the role of professional bodies and educators in meeting future challenges in Australia, although the issues are considered global. Design/methodology/approach This qualitative research sought a deeper understanding of the issues, threats, challenges, opportunities, new areas of practice and knowledge that Valuers were experiencing with a view to identifying the role of professional bodies, industry and educators to meet the challenges. Abstract:
Purpose – Uniquely among the built-environment professions in the country, professional valuers in South Africa until recently did not require to have a university degree. The vast majority of professional valuers therefore, especially at senior levels, hold the national diploma as the highest academic qualification. There is evidence to suggest that many regard this state of affairs as unsatisfactory. Given the foregoing, the purpose of this paper is to answer two interrelated questions, first, whether South African trained and educated valuers were “competent” and met industry standards, and, second, whether the South African valuation curriculum met international norms. Design/methodology/approach – Empirical data for the study were obtained by way of a survey of valuers registered on the South African Council of the Property Valuers Profession (SACPVP) database and a case study of the University of Cape Town’s valuation curriculum. The survey involved the mailing of an online questionnaire, using the “Survey Monkey platform”, to 2,062 individuals, representing the total population of valuers registered with the SACPVP, across all registration categories. A total of 324 individuals, or 15.7 per cent of the target population, responded to the survey. Findings – Results from the study on the first question showed that it was professional status and length of experience, rather than academic qualifications, which correlated with competence. In addition, the results suggest that there are grounds for concern regarding proficiency in at least some of the valuation methods across the board. Further, the study revealed significant levels of dissatisfaction amongst employers with the general competence of valuers under their supervision. On the second question, the study concludes that the South African valuation curriculum did not meet international norms in terms of certain criteria. Practical implications – The paper recommends a review of the South African valuation curriculum; to allow for a differentiation between the different academic levels, to facilitate a more conceptual approach at the higher levels, and to close the identified gaps in knowledge and skill-sets arising from both a deficient curriculum and a changing industry landscape. Originality/value – At a time when attempts are being made to improve standards in the South African valuation profession, the study makes a critical contribution, by identifying areas where the national curriculum is deficient, both in terms of industry requirements and relative to international norms.

Abstract:
1.1 The background to the production of this paper is somewhat involved, but is necessary for an understanding of why it contains what it does. Readers who are familiar with recent developments in the valuation field may proceed straight to Section 2.1.2 Statutory valuations of long-term insurance business under the Insurance Companies Act 1982 (‘the Act’, which superseded the 1974 and 1981 Acts) and the Insurance Companies Regulations 1981 (‘the current Regulations’) have now been prepared by actuaries for some years. Similarly the guidance issued by the profession to Appointed Actuaries, specifically GN1 and GN8, has also remained substantially unchanged over that period. The time was opportune for valuation practice to be reviewed in the light of recent experience.

Full text
Abstract:
The determination of the value of investment grade property in Australia has been the subject of much criticism in the professional and, to a lesser extent, the public press in recent years. Two of the three principal components of the valuation process - those relating to the identification of the property and associated interests and to the calculation of value - have, as a consequence, benefited from closer scrutiny resulting in more rigorous practice. The third component, that of the analysis of the property in the market context, has notexperienced the same level of attention. It is the purpose of this study to more fully investigate the nature of the analysis of the property market process. This has been approached through two main avenues: literature review and empirical survey. The review of the academic and professional literature ranged across a number of related professional fields to establish the context of the study and then adopted a more specific focus on the relevant valuation literature. The first part of the literature review established that there was no consensus evident from the related professional and academic fields regarding the nature of the property market process to guide valuers. The second part indicated similar diversity between valuers - academic and professional. This discordance begged further enquiry which was undertaken through a postal survey of 1722 members of the Australian Institute of Valuers and Land Economists (AIVLE) (now the Australian Property Institute, API). The method adopted for the survey was to approach a number of practising valuers, through unstructured interviews to obtain a range of consensual themes around which a questionnaire was structured. These related to the background of the respondents, their views on market analysis and their identification of factors they consider important influences on the property market. A pilot survey was carried out, the questionnaire revised, then distributed and the 240 responses analysed using a segmentation (or multiple classification) approach. The analysis of the data yielded both narrative and statistical results, for which the responses were considered under four filter groups relating to duration of professional experience, academic qualification, stream of AIVLE membership and dominance of professional practice. The principal finding of the study is, that whilst valuers' views on the nature of the property market accord closely with those of the literature, when questioned further on the factors they consider important when undertaking a valuation, their focus is narrow, retrospective and property-based thereby supporting the criticisms found in the literature. The inference is that practising valuers have as clear an understanding of the property market process as do the commentators but do not demonstrate it in their work. The reasons for this may be a consequence of the respondents' education, their understanding of what is now appropriate in practice or it may be that they are merely responding to the limited expectations of many clients. These findings have implications for valuers' education and professional practice in the future when, as the valuation profession itself perversely recognises, it may be anticipated that valuation is likely to become a more rigorous process. This research has identified this paradox as a target for further study. In addition to identifying this paradox, other original contributions to knowledge which have emerged include a definition of property market analysis, comprehensive details of many aspects of valuers' education, experience and attitudes together with critical analysis and synthesis of the background and focal literature in this area - which has not previously been undertaken, most specifically in the Australian context. Comparative analysis of aspects of British, Australian and American literature has been made and the study concludes with a number of proposals for further research. These include more detailed investigation into the reporting of market analysis for specific property types; into the characteristics of Australian valuers compared to those overseas and further inquiry into identification of appropriate standards for market analysis, leading to the generation of benchmarks and parameters of quality and fitness for purpose which are of concern for the profession, for academics, educators and regulators.

Abstract:
This research developed between the year 2012 and the year 2016 investigated the increasing lack of interest in the teaching profession, including English language teaching (ELT), in Brazilian (public) basic education. This study was developed mainly on the basis of post-modern theories, related mainly to post-structuralist and decolonial concepts concerning language, discourse, epistemology and identity, used in order to better understand the influences of Modernity on the historical construction of the teacher identity and the teaching profession status. Some of the main objectives of this research were to identify the principles that ground ELT and EL teacher education in Brazil; examine the discourses that influence the construction of teacher identity and the basis of such discourses; and understanding to what extent such principles and discourses affect the (dis)interest in the teaching profession. The introduction situates this study in the Brazilian educational setting, and it presents the general and specific objectives that guided the development of this research, as well as the research questions, methodology and participants. Chapter 01 presents a historical overview of Brazilian education, starting from the Jesuit educational system implemented in 1549 and ending after the promulgation of the Brazilian National Law on Education (LDB) in 1996. Chapter 02 focuses on the role of discourse in the construction of reality, in the invention of tradition, and in the creation of the ideas of development and progress, which explained the need for civilization. This justified the colonization of lands and peoples and served as the basis for the invention of Western History. Chapter 03 refers to the invention of languages including English language, and English as an international language (EIL) and to the historical construction of identity based on the ideas of fixity and normality, denying its fluid and nomadic nature. The concluding chapter elicits current political events, addresses the implications of the circular nature of History on the construction of teacher identity and the negative status of the teaching profession, and also reiterates the need for a critical literacy-guided English language teacher education as a way of promoting changes.

In 2014, Professor Scelles and his colleagues ran a test regarding the determinants of professional soccer team values. This thesis will follow a similar model and estimate the determinants of firm values in professional soccer teams from 2007-2016. It will include Asian ownership, percentage of foreign players and Asian sponsorship as new variables. This paper will also test the determinants on market cap and enterprise value in addition to Forbes’ valuation. The results of this study shows that the new variables have a significant impact depending on the valuation that is being tested on.

Abstract:
This thesis examines if there is a relationship between competition time and team valuation, revenue and profitability in North American professional sport. The leagues examined were the major four in North America and include the National Basketball Association, Major League Baseball, the National Hockey League and the National Football League. Using the Balanced Scorecard (BSC) as a guide, appropriate literature of the four BSC categories was reviewed. The four categories of the BSC include Financial, Customer, Internal Business Processes and Learning and Growth. Conceptual models for team valuation, revenue and profitability were constructed using the BSC as a framework. In order to construct the three conceptual models 51 professional sport research variables were identified as useful to this framework. The data was collected over a ten-year period for the seasons 2003/2004-2012/2013. A series of statistical analyses were examined with regression analyses revealed three distinct models for the three dependent variables. It was found that competition time has a significant impact on all three dependent variables. The results from this study will help league executives in creating new strategies for revenue growth and other financial gains. Future research will work towards creating more competition time variables that will aid in determining the proper amount of competition time that needs to be played by each league to maximize league finances.

Full text
Abstract:
How does a cadastre, one of the modern state's most omnipresent and yet self-effacing instruments of power over territory and people, become national? How are the processes of nation-state formation and the rise of modern scientific expertise connected to the nationalization of a cadastre? This dissertation tackles both questions by studying the nationalization of the French cadastre between 1763 and 1807. This is one of the most influential national cadastres for it became the blueprint followed by many emerging nation-states in Europe and beyond. The literature has explained its nationalization as the outcome of straightforward state centralization. This dissertation, on the contrary, argues that the shift from local cadastres to a national cadastre was the result of a dual uniformization process: political (the spread of a discourse of administrative uniformity) and scientific (the emergence of professional land surveyors). To advance this argument, the dissertation uses historical methods and analyzes unstudied documentation from five archives. Contrary to the available literature, it finds that cadastral nationalization faced royal intendants' resistance (conventionally portrayed as hardcore state centralizers) and benefited from citizens' enthusiastic input (traditionally presented as opponents to projects of territorial nationalization). Furthermore, it finds that cadastral nationalization was implausible without the transformation of land surveying from a local manual art into a national scientific profession: the engineer-geographer. This modern expert produced standardized cadastral facts for the rising nation-state. Hence, the nationalization of the cadastre helped to reconcile the political ideal of revolutionary egalitarianism with the scientific practice of disciplinary impartiality. The approval of the national cadastre in 1807 marked the successful intersection of political and scientific uniformization. Due to the French cadastre' international influence, this dissertation makes three distinct and larger contributions. First, it brings to the forefront administrative uniformization as an understudied process of nation-state building. Second, it provides a new framework to understand how changes in bodily practices and instruments can enable the emergence of a modern scientific profession. And third it emphasizes that nation-state formation relies not only on the production of standardized individuals (citizens), but also the creation of a standardized "national nature," a lesser-studied phenomenon.

Abstract:
The growing popularity of North American professional sports over the last twenty years directly coincides with the recent trend of urban communities using tax dollars to publically subsidize professional football, baseball, and basketball stadiums. Communities across North America invest substantial amount of public tax dollars in private facilities in light of a consensus among policy analysts that the economic impact of the new stadium is greatly exaggerated. The economic impact of new stadiums has been extensively researched, the focus of this paper rather, is to examine the impact publically subsidized facilities built in the last twenty years have on the overall team valuation compared to teams with no public subsidy or no new stadium.

Abstract:
AbstractThis paper examined and compared the situation of and problems with professional practices in fixed assets valuation and assessor education between North America (the United States and Canada) and Japan. Because professional practice in tax assessment takes place within individual municipalities in North America, the opportunities for external experts to participate in the practice are limited. Moreover, external institutions and universities that provide professional education educated the assessors who were in charge of these professional practices. As a result, the costs of professional practices in tax assessment and assessor education and training have been kept low. In Japan, there has been no foundation through which to foster experts within individual municipalities, so much professional practice is outsourced; consequently, this practice has become ineffective and unstable. Thus, Japan can refer to the North American system of providing complete professional tax assessment services within each municipality, as well as the fostering of experts through external organizations.

Abstract:
The final core step in evidence-based practice (EBP) is evaluating the effectiveness of the entire process: the E(valuation) in the mnemonic AAA TIE. In the literature, this skill is typically referred to as monitoring, measuring, or auditing clinical performance. This chapter reviews the evaluation of EBP implementation at three levels: the individual practitioner, the program or administrative unit, and the profession as a whole. The chapter then focuses on risk management, liability standards, and ethical issues—matters typically ignored when considering EBPs. The key ethical considerations in EBP revolve around competence, consent, and public statements; all of these are considered according to the American Psychological Association’s ethics code, which is used as an exemplar for the various codes of behavioral health professions.
