AbstractBy using the League of Nations and United Nations as case studies, this article identifies the women working at the diplomatic level in the Irish Department of External Affairs (D.E.A.) in the period 1923–76. Drawing on gender analysis, the article assesses where men and women were positioned in Irish diplomacy and asks if the role of women in the D.E.A. was shaped by a gendered viewpoint. It argues that there were more opportunities for women within the United Nations than the League of Nations and it questions if these increased diplomatic opportunities were reflective of women's changing status within the D.E.A. in the period under investigation. Overall, the article offers a new perspective on the conduct of Irish foreign policy between 1923 and 1976.

Abstract:
The Office of Women's Empowerment, Child Protection, Family Planning is an organization in the administration of government affairs in the field of women's empowerment and child protection, in the field of population control and family planning (DP3AKB). as well as co-administration tasks. The research objective was to describe and analyze the effectiveness of DP3AKB Sidoarjo Regency in reducing the number of violence against women and children in Sidoarjo Regency which is still a lot. Effectiveness was assessed by the 7 dimensions of Gibson using a descriptive qualitative method. The technique of collecting data by interview, observation, and documentation, while the technique of interactive data analysis. The results showed that the DP3AKB Sidoarjo Regency has been effective in dealing with the number of violence in Sidoarjo Regency. However, this effort still lacks support from the people of Sidoarjo. Many reports of violence against women and children have come in. This reflects the lack of public awareness of the meaning of gender equality which is the goal of the Sidoarjo DP3AKB itself. In addition, in implementing the program, there are still many obstacles ranging from time and budget constraints from Covid handling orders which resulted in the suboptimal implementation of activities.

In the present condition, the movement of ' Aisyiyah and Nayiatul Aiyiyah women is still needed and developed in particular in central Kalimantan, by looking at the current challenges and socio-political conditions. In the context of Muhammadiyah, the strengthening of women's movements in the requirement is inherent with the mission and dynamics of the Muhammadiyah movement in realizing the true Islamic community. The revitalization of Muslim women's movements is also in line with Islamic missions as a religion that upholds the glory of women and humanity to become the world's majesty and as a treatise on the pamphlets of the secret of Lil'alamin. Thus, researchers are interested in reviewing the role of Muhammadiyah women in leadership and political affairs. Research objects that serve as the subject of research have complex and dynamic characteristics. Based on the results of the study of about 70% of Muhammadiyah women both Aisyiyah and Nasyiatul Aisyiyah have been actively involved in leadership and political roles in Central Kalimantan. The activities are directly involved in the government agency and the political, KPU, etc. and can also be done orally through studies, meetings held or personally. The quota of 30 percent of women in Parliament and political parties was not wasted by the district leader ' Aisyiyah to issue a policy on women's political Empowerment program, giving women a political education. The Program is listed in activities including seminars, workshops, studies, studies, training and so on, in providing support to women to participate in the political field in central Kalimantan. The department owned by the Women of Muhammadiyah both Aisyiyah and Nasyiatul Aisyiyah in addition to the obligation in the domestic domain is a classic problem that serves as a test of commitment in the air-conditioned ma'ruf nahi munkar.

Abstract:
Entrepreneurial orientation has been recognized as one of the determinants of business performance. The purpose of this study is to determine the entrepreneurial orientation of women entrepreneurs in Sabah by adopting entrepreneurial orientation five-dimensions. A quantitative study using questionnaire was adopted. The respondents of the study were women entrepreneurs who took part in Sabah Women Entrepreneur Carnival 2020, organized by Sabah Women's Affairs Department. The sampling method adopted was convenience sampling. Questionnaires were distributed to 150 women entrepreneurs, but only 93 responses were usable. The findings of the study indicate women entrepreneurs in Sabah are entrepreneurial oriented as the mean scores were all above 3.5. Moreover, out of the five dimensions, these women entrepreneurs are more competitive as it has the highest mean score (M=4.18). However, women entrepreneurs in Sabah are found not proactive since the mean score generated was the lowest among all five dimensions with M=3.22. The study adds some contributions to the field of entrepreneurship. Ministries and agencies involved with the development of women entrepreneurs in Sabah can aid and support women entrepreneurs to grow and sustain their business. Various courses and training can be offered to enhance women entrepreneur’s knowledge and skills.

Trade facilitation refers to the simplification and harmonisation of international trade procedures to assist the movement of goods. It is a key factor for international trade efficiency and the economic development of countries. It has gained world prominence and recognition under the World Trade Organization's (2015) Trade facilitation agreement. Trade facilitation obstacles are now considered bigger barriers to trade than tariffs and quotas. Developing countries are increasingly looking at trade facilitation measures to enhance administrative efficiency and effectiveness, reduce costs and time to markets, and increase predictability in global trade. But how is Australia positioned to assist countries with this transition? The Gearing up for trade evaluation assessed the effectiveness of Australia's support for trade facilitation in Asia and the Pacific, and examined whether the investments have assisted partner countries to better integrate with regional and global economies. The evaluation focussed on four major Department of Foreign Affairs and Trade (DFAT) trade facilitation investments and found that they have been effective in addressing capacity issues, encouraging pro-poor outcomes, and exemplify good global practice. To assist with future programming, the evaluation recommended some practical improvements to the DFAT program and investment managers in the use of integrated approaches, private sector engagement, gender equality and women's economic empowerment, and monitoring and evaluation.

Nikolai Alexandrovich Velyaminov was born in 1855 in St. Petersburg. He studied at the gymnasiums of Wiesbaden and Warsaw. In 1872 he entered the Moscow University in physics and mathematics, and in 1873 transferred to the faculty of medicine. In 1877 he was sent to the army in the Caucasus. In 1878-1879, Nikolai Alexandrovich became ill with typhus, developing a chronic process in the lungs, which requires long-term treatment abroad. After recovery in the years 1880-1881 N. And. Velyaminov works in Central Asia as a surgeon of the Akhal-Teke expedition, develops a system of medical sorting and evacuation of the wounded, writes "Memories of the surgeon from the Akhal-Teke expedition." In 1883 he received the degree of doctor of medicine and worked as an assistant to Professor K. K. Reyer, lectured on operative surgery in Women's medical courses. In 1884 N. Ah. Velyaminov becomes an assistant to the chief physician and surgeon of the Holy cross community of sisters of mercy. In 1885 he founded the first in Russia authoritative scientific surgical journal "Surgical Bulletin". Since 1887 N. Ah. Velyaminov as a Junior doctor of the life guards of the Preobrazhensky regiment heads the surgical Department in Krasnoselsky hospital, since 1893 works as the Director of the Maximilian hospital in St. Petersburg, since 1894 the senior doctor of the Semenovsky regiment, is appointed the life-physician and honorary surgeon of the Highest Court, and then the senior doctor of the Imperial headquarters. In 1889 he defended his doctoral thesis. In 1894 N. Ah. Velyaminov is elected Professor of the Military medical Academy. In 1896 he designs the device for the first time in St. Petersburg service of "Ambulance", organizing children's sanatoriums. In 1900, Velyaminov was elected an honorary member of the Royal medical College in London, the Chief Commissioner of the Russian red cross society for assistance to the sick and wounded in the far East. In 1905 N. Ah. Velyaminov was awarded the rank of privy Councilor, and in 1907 was awarded the order of St. Anne of the 1st degree. In the same years N. Ah. Velyaminov was the first in Russia to study occupational injuries, insurance of workers and organized the "Bureau of medical examination for workers" (1907). In 1910 1912 N. Ah. Velyaminova works as the head of the Imperial Military medical Academy in St. Petersburg. In 1913, the conference of the Military medical Academy elected him academician of medicine. At the beginning of World war I. Ah. Velyaminov took part in the work of the Main Directorate of the red cross, and from the end of August he was a surgeon-consultant at the Headquarters of the commander-in-Chief to inspect the surgical case in the army. By the beginning of 1917 N. Ah. Velyaminov held many positions: Director of the Mariinsky hospital for the poor, Alexandrinsky women's hospital and Maximilian hospital; Chairman of the Medical Commission for reception in the sanatorium "khalila", the Russian Society for the protection of public health, the Interdepartmental Commission for the revision of medical legislation; Vice-Chairman of the Committee of the Community of the Seaside sanatorium for chronically ill children; editor of the magazines "Surgical archive" and "Hygiene and sanitary Affairs"; inspector of the court medical unit; honorary consultant of the Alexander-Mariinsky hospital and hospital for incoming patients; consultant of the Royal office for the institutions of the Empress Maria Feodorovna, member of the Board of the Community. Kaufman red cross and the Medical Council of the interior Ministry. In 1919-1920 he headed the Department of surgical pathology with desmurgy at the Women's medical Institute. In March 1920, he was offered the post of Chairman of the Commission for the reform of medical education, from which N. Ah. Velyaminov refused. By this time the new government took away the Professor's apartment, and he found refuge in the utility room of the Petrograd hospital named after Peter the Great. N. And. Velyaminov author of over 100 scientific medical works, including 8 monographs. He described thyrotoxic polyarthritis, gave the classification of diseases of the joints and thyroid gland, one of the first pointed to the importance of the endocrine glands in the development of surgical diseases, used phototherapy; opened the first Russian light therapy room. A lot of new N. And. Velyaminov contributed to the doctrine of surgical treatment of bone tuberculosis and abdominal surgery. April 9, 1920 N. Ah. Velyaminov died and was buried at the Volkov cemetery.

Abstract:
Abstract Clio in Canada today has notable strengths and weaknesses. Historiography itself has been greatly enriched as younger historians using better methods have opened up many new frontiers in labour, urban, Northern, and women's history, among others. As well, historians have had an important part in the flowering in many disciplines over the past decade of ethnic, regional, and Canadian studies-all leading to a fuller understanding of our heritage and nation. The last twenty years have seen a great expansion, too, in the numbers of historians, not only in the colleges and universities, but also among archivists (normally first trained in history) and government researchers (especially at the Department of National Defence and Parks Canada). As it approaches its sixtieth anniversary with well over two thousand members, the Canadian Historical Association itself is very healthy, a leader among learned societies in Canada and a strong force uniting far-flung historians through its annual meeting, its publications, and its defence of historians' interests, as in our recent representations in Ottawa regarding Bill C-43. But all is not well among Clio's Canadian disciples. Historians of countries other than Canada and especially francophone Quebeckers are still very much underrepresented in the CHA, despite laudable attempts to make the association more appealing to them. Our profession is more deeply threatened by attempts by the media through television soap operas and historical novels to equate history with a romantic popularization of the past, at the possible expense of reflective contemplation based on careful research and analysis. And if nineteenth-century historians too often came to history after a full career in public life, which led to obvious biases in their writings, do we now not risk the opposite extreme? Too many historians today are cold analysts removed from the world on isolated campuses, writing only for each other in specialized journals quite divorced from contemporary society. The natural critical capacity of historians — their training to take no evidence or information at face value — is too often lost in the affairs of the world. Despite our differences of temperament, ideology, subject fields, ages, and languages, we as historians in Canada are united in the belief that the past has more to teach us than the present. The lessons so gleaned we must make a source of wisdom for our contemporaries.

Abstract In the last twenty years, the involvement of women's organizations in the campaign for Irish independence has featured prominently in publications and public discourse. But this article asks, did women serve the cause for independence in other ways? This article focuses on the careers of Irish women who worked for the Irish Department of Foreign Affairs in the period 1919–22, pressing Ireland's case for autonomy from British rule. The work of these early women abroad has been largely ignored by historians who have concentrated on the diplomatic activities of men in this period. This article first argues that these women who worked towards achieving independence for Ireland through the use of diplomacy and propaganda merit attention, but secondly they can be considered providing further insights into how women's work for the cause of Irish freedom did not warrant them a place in the diplomatic service in the new Irish Free State.

Interactions between the state and Non-governmental Organisations have been heightened globally. This has led to states engaging civil society more than ever before. However, tendencies to control NGOs by the state seem common in African countries. This dissertation seeks to examine relations between the state and NGOs in Botswana. Botswana is a democratic country, which has been hailed as stable and a strong state, however, civil society in Botswana remains weak. This creates a problem of a dominant state and weak civil society. The dissertation employs Najam's theoretical framework in trying to understand the extent of state dominance in the relationship between the state and NGOs in Botswana.

Background: Increasing numbers of women veterans (WV) present an organizational challenge to a healthcare system that primarily serves men. WV use reproductive services traditionally not provided by the Veterans Health Administration (VHA). Objective: Examine the association of organizational factors and adoption of comprehensive women’s health (WH) care in the VHA. Study Design: Cross-sectional secondary analysis of the 2007 VHA Survey of Women’s Veterans Health Programs and Practices. Methods: Dependent measures were (a) model of women’s health care: separate women’s health clinic (WHC), designated women’s health provider within primary care (DWHP), both (WHC/DWHP), or neither and (b) availability of five basic WH services: cervical cancer screening and evaluation and management of: vaginitis, menstrual disorders, contraception and menopause. Exposure variables were organizational factors drawn from an adaptation of the Greenhalgh model of diffusion of innovations including structural factors, measures of absorptive capacity and system readiness for innovation. Results: Compared to sites with DWHP or neither, WHC and WHC/DWHP were more likely at facilities with: a gynecology clinic, an academic affiliation, a WH representative on high impact committee, and a greater number of WV. Academic affiliation and high impact committee remained significant in multivariable analysis. All five basic WH services were more likely to be offered at sites with WHC or WHC/DWHP, remaining significant after adjusting for organizational factors. Conclusion: Facilities that adopt WHC are associated with greater absorptive capacity (academic affiliation and WH representation on high-impact committees) and are more likely to deliver basic WH services. Separate WHCs may promote more comprehensive care for WV.
