Abstract:
This study examines the causal effect of a change in administration of the New York State milk price gouging law on retail milk prices. Specifically, we focus on the November 2008 shift from a threshold pricing policy that consisted of monthly announced prices to a fixed margin policy. Using a regression discontinuity approach, we find lower prices and thus increased consumer welfare for retail milk purchasers in New York State. Furthermore, the change in application of the law may have eliminated previously hypothesized coordination in pricing by retailers through a more competitive retail mi

This paper examines the current market for the New York State Partnership for Long-Term Care (NYSPLTC), a public-private partnership designed to encourage private insurance purchase. The potential market for long-term care insurance (LTCI) is analyzed based on market participants' ability to afford Partnership policies. Data from the U. S. Census and the NYSPLTC creates a demographic profile of potential purchasers. This profile identifies the subsets of the population who currently benefit from the policy and those who are eligible but not participating. The Partnership is not necessarily the

Abstract: Between 1784 and 1842 the Seneca Indians, the westernmost of the Six Iroquois Nations of the Haudenosaunee, relinquished the bulk of their land in exchange for payments from New York State, from the United States, and indirectly from land companies that operated with or without these governments' permission. Historians have not paid enough attention to these annuities. On one hand, annuities seem innocuous: a convenience for the purchasers, or the token price paid to Native peoples for the surrender of a homeland. On the other hand, annuity receipts and reports—and the entire bureauc

AbstractRecent studies have suggested that farmers' markets are increasingly important contributors to the economic development of rural and urban communities in the US. Yet, little is known about the specific ways and the extent to which farmers' markets contribute to developing their vendors' capacities as entrepreneurs or affect vendors' business success. In this study, we examine the capacities of farmers' market vendors in three states—New York, Iowa and California—and associated entrepreneurial outcomes. In particular, we explore how vendors' business activities and capacities are associ

Chapter 2 situates the study historically in the context of U.S. and Mexican migration and traces the formation of the street vending economy in urban centers in México and in U.S. cities such as Los Angeles and New York. The chapter demonstrates that street vending across the border is linked to macro structural forces and is not solely derivative of Latinx cultural practices. The chapter also highlights the historical precedent of street vending in the United States, as opposed to portraying the work as a direct cultural transplant from Latin America. The weather is unusually warm for a Saturday morning in mid-October, and the clear horizon of the sky stretches blue and wide above this distant patch of Brooklyn. To the southeast, high above the elevated subway tracks, a jet plane climbs on the first part of its journey, away from Kennedy Airport in Queens, its real point of departure, but also far away from the two-story, redbrick houses and vacant lots of East New York, long known as one of the poorest neighborhoods in New York City.
