Abstract:
Ever since its independence, Venezuela has based its economy on the manufacturing and export of a single product. In the 19th century, those products were cocoa and coffee beans, which were replaced by oil in the 20th century. This led to the Dutch disease which harmed other sectors of the economy, so the often corrupt governments bought social peace with socialist policies and government spending. During the 1980s, the first significant plunge in oil prices in the 20th century forced the Venezuelan government to conduct liberal reforms in order to receive assistance from the International Monetary Fund. These led to a significant decline in the standard of living and GDP, as well as, mass protests. Due to the popular discontent, the 1998 presidential elections were won by Hugo Chavez, a former military officer and the leader of the failed coup, who used the rebound in oil prices to start socialist reforms and economic recovery. Expropriations of privately owned assets and price controls weakened the domestic economy and led to inflation, while the rise in government spending strained the public finances. The big drop in oil price in 2014 caused the collapse of Venezuelan economy as well as social and political crisis. The data used in making this paper is from the Venezuelan government and its departments and institutes, as well as from the United Nations, the World Bank, other organisations and Venezuelan and foreign newspapers and web portals.

Abstract:
Many scholars assert that the U.S. state promotes free market economic policies abroad through the leverage it wields within international financial institutions (IFIs), such as the International Monetary Fund and the World Bank. Other scholars have focused on U.S. bilateral aid programs, such as those implemented by USAID, and their emphasis on free market economic policies. In many middle-income countries, though, IFIs and U.S. development agencies do not maintain economic development programs. If the U.S. state cannot promote free market policies through IFIs and its bilateral development agencies, how does it promote them at all in middle-income countries? In this paper, I provide a case study of U.S. foreign policy toward Venezuela, a middle-income country, under the government of President Hugo Chávez (1999–2013). I draw on interviews with U.S. state elites, including several former ambassadors and State Department employees, and U.S. state documents to show how the U.S. encourages free market economic reforms through its support for civil society organizations that embrace these reforms. In particular, I focus on the work of the Center for International Private Enterprise, which has explicitly linked political freedom with economic freedom. Through this organization, the U.S. works with free market think tanks and promotes free market initiatives, all in the form of political rather than economic assistance.

These comments briefly address two international legal issues of concern in the Venezuela crisis: the legality of any party resorting to lethal force or taking action short of lethal force. Turmoil in Venezuela moved to a new, more dangerous level, when in January 2019 the leader of the parliament, Juan Guaidó, claimed to be the legitimate president in place of the incumbent, Nicolás Maduro. A variety of parties have taken and have threatened to take action in the wake of Guaidó’s claim. The news media has reported on three categories of action short of lethal force, including economic sanctions, military assistance, and humanitarian assistance. In the second category, lethal force, two examples are most relevant, the use of force against protesters and others not organized to use armed force, and the use of force by, on behalf of, and against groups that are organized to fight.

A United Nations University study investigated the activities of four major United Nations agencies that focussed on helping developing countries gain advanced capabilities in biotechnology. Relevant program and project documents were scrutinized at agency headquarters and managers were interviewed. Then, projects underway in three case countries (Egypt, Thailand, and Venezuela) were examined. The resulting information was used to assess whether United Nations projects were fulfilling these countries' needs and (or) advancing their capabilities in biotechnology. The minute, United Nations originated assistance available was directed solely at increasing capabilities in research and thus benefited bioscientists and their institutes. However, as virtually no linkage exists between the research establishment and the industrial–marketing sector, results from indigenous research does not reach industrialists or health workers. Consequently, biotechnology is neither advancing economic development in the case countries nor helping solve national problems. This situation is likely to persist because corrective systemic changes will be difficult to implement. Major implications of these findings are discussed, particularly as they bear on the United Nations system.Key words: Third World biotechnology, capability building in biotechnology, United Nations assistance, Egypt, Thailand, Venezuela.

Ове земље су одбиле да се интегришу у свјетски тржишни економски систем с међународним правилима понашања, као што су на примјер Куба, Сјеверна Кореја, Венецуела и остали. Настанку кризе средином 2008. је претходио период снажног раста инфлације. Значајно је истаћи да су кризом најинтензивније биле погођене најснажније свјетске државе, као што су САД и западне европске земље, и да су највеће губитке претрпјеле њихове велике банке, финансијске институције и моћне корпорације. Владе ових земаља формирале су пакете помоћи за спас својих привреда (енг. bail out) који су првенствено били усмјерени на директну новчану помоћ банкама и финансијским институцијама, а затим и великим корпорацијама од виталних државних интереса, као што су General Motors, Chevrolet, Opel и слични. Стога, солидарност приватног капитала са финансијским недаћама држава и њихових грађана је од кључног значаја за успјешан опоравак из ове велике кризе и стварање предуслова за реалан економски напредак у наредном периоду.Summary: Uncertainty in international financial and currency markets has become common, while the only countries spared from the crisis are those that have been isolated from the rest of the world for many years. These countries have refused to integrate into the world market economic system with international rules of behavior, for example China, North Korea, Venezuela and others. The crisis in mid 2008 was preceded by a period of strong inflation growth. It is significant to point out that the most intense crisis has affected the world`s most powerful states, such as USA and Western European countries and their large banks, financial institutions and powerful corporations. The governments of these countries have formed the assistance packages to rescue its economies (bail out), that have primarily been focused on direct financial assistance to banks and financial institutions and large corporations , such as General Motors, Chevrolet, Opel etc. However , debt crisis of private companies spilled into government debt crisis in countries that have pumped taxpayers` money during so called «bail out». The enormous growth of budget deficits and public debt has shaken the confidence of investors in governement securities, normal financing of daily government operations and outstanding liabilities in countries such as Italy, Spain and others. Government intervention saved the claims of numerous private and institutional investors, but due to this states themselves faced the problems of enormous increase of budget deficits and public debts. Therefore, the solidarity of private capital to the financial hardships of state and its citizens is essential for successful recovery from this major crisis and for creating preconditions for real economic progress in the future.

Abstract The interest of Latin American countries in space research has been successfully developing for many decades. It has its roots in the first development programmes for the Brazilian and Argentinian defence industry within the import substitution strategy, and then the export-oriented strategy during the period of the military rule. The endogenous development of space technology was treated in those countries as a priority and served as a way to diffuse technology to other industries, and as a model for the other countries in the region (Peru and Venezuela), which wished to develop outer space programme by developing their own technologies within the chosen range or by partaking in broader cooperation programmes on the Latin American continent [1]. The Latin American space agencies, which already existed in many countries in the 1960s and the 1970s, were carrying out relatively costly research, treating development in this area not only as the achievement of the economic development objectives, but also as an attempt to oppose the dominance of Washington [2]. Despite of the vast funding on endogenous research in the field of space engineering being provided, until the end of the last century only the projects conducted together with the Soviet Union (Cuba) or The United States were accomplished successfully. Currently and in the nearest future, the Latin American countries are still forced to rely on external assistance with satellite launching, expertise, more advanced technologies, etc. It should be noticed that countries conducting advanced and costly space programmes: the United States, Russia, China and the European Union (especially France and – but to a substantially lesser degree – Italy) show a growing interest in cooperation with Latin America and appreciation towards their specialists, high quality research and space technologies.

This special issue of JDR is centered on the theme of “Building Local Capacity for Long-term Disaster Resilience.” Eight papers and one commentary describe challenges in various countries of promoting disaster resilience at local, sub-national, and national levels. Resilience is broadly defined here as the capacity of a community to: 1) survive amajor disaster; 2) retain essential structure and functions; and 3) adapt to post-disaster opportunities for transforming community structure and functions to meet new challenges. This working definition is similar to others put forward in the growing literature on resilience. Resilience can also be seen as an element of sustainability. Initially referring only to environmental conditions, the concept of sustainable development was defined as that which meets the needs of present generations while not compromising the ability of future generations to meet their own needs (Bruntland Commission, Our Common Future, 1987). Now, the term sustainability has come to mean the need to preserve all resources for future use, including social, physical, economic, cultural and historical, as well as environmental resources. Disasters destroy resources, making communities less sustainable or even unsustainable. Resilience helps to protect resources, among other things, through coordination of all four disaster management functions: mitigation, preparedness, response, and recovery. Mitigation commonly involves reduction of risks and prevention of disaster losses through long-term sustained actions modifying the environment. Preparedness involves specific preparations for what to do and how to respond during a disaster at the personal, household, and community level. Response means actions taken immediately after a disaster to rescue survivors, conduct evacuation, feed and shelter victims, and restore communications. Recovery involves restoring lives, infrastructure, services, and economic activity, while seeking long-term community improvement. When possible, emphasis should be placed on building local resilience before a disaster when opportunities are greater for fostering sustainable physical, social, economic, and environmental structures and functions. Waiting until after a disaster to pursue sustainability invites preventable losses and reduces post-disaster resilience and opportunities for improvement. Community resilience involves both “soft” strategies which optimize disaster preparedness and response, and “hard” strategies which mitigate natural and human-caused hazards, thereby reducing disaster losses. Both “soft” and “hard” strategies are undertaken during disaster recovery. In many countries “soft” and “hard” resilience approaches coexist as uncoordinated activities. However, experience suggests that disaster outcomes are better when “soft” and “hard” strategies are purposely coordinated. Thus, “smart” resilience involves coordination of both “soft” and “hard” resilience strategies, i.e., “smart ” resilience = “soft ” resilience + “hard ” resilience. This concept is reflected in papers in Part 1 of this special issue, based on case studies from India, Japan, Mexico, Taiwan, and the US. Additional resilience studies from Japan, the US, and Venezuela will be featured in Part 2 of this special issue. The first group of papers in Part 1 review resilience issues in regional and community recovery. Chandrasekahr (1) uses a case study to illustrate varying effects of formal stakeholder participatory framework on capacity building following the 2004 Southeast Asia Tsunami from post-disaster recovery in southern India. Chen and Wang (2) examine multiple resiliency factors reflected in community recovery case studies from the Taiwan 1999 Chi Chi Earthquake and debris flow evacuation after Typhoon Markot of 2009. Kamel (3) compares factors affecting housing recovery following the US Northridge Earthquake and Hurricane Katrina. The second group of papers examines challenges of addressing resiliency at national and sub-national scales. Velazquez (4) examines national factors affecting disaster resilience in Mexico. Topping (5) provides an overview of the U.S. Disaster Mitigation Act of 2000, a nationwide experiment in local resilience capacity building through federal financial incentives encouraging local hazard mitigation planning. Boswell, Siembieda, and Topping (6) describe a new method to evaluate effectiveness of federally funded hazard mitigation projects in the US through California’s State Mitigation Assessment Review Team (SMART) loss reduction tracking system. The final group of papers explores methods of analysis, information dissemination, and pre-event planning. Siembieda (7) presents a model which can be deployed at any geographic level involving timely access to assets in order to reduce pre- and post-disaster vulnerability, as illustrated by community disaster recovery experiences in Central America. Hayashi (8) outlines a new information dissemination system useable at all levels called “micromedia” which provides individuals with real time disaster information regardless of their location. Finally, Poland (9) concludes with an invited special commentary addressing the challenges of creating more complete earthquake disaster resilience through pre-event evaluation of post-event needs at the community level, using San Francisco as the laboratory. 1. Introduction This Special Issue (Part 2) expands upon the theme “Building Local Capacity for Long-term Disaster Resilience” presented in Special Issue Part 1 (JDR Volume 5, Number 2, April 2010) by examining the evolving concept of disaster resilience and providing additional reflections upon various aspects of its meaning. Part 1 provided a mixed set of examples of resiliency efforts, ranging from administrative challenges of integrating resilience into recovery to the analysis of hazard mitigation plans directed toward guiding local capability for developing resiliency. Resilience was broadly defined in the opening editorial of Special Issue Part 1 as “the capacity of a community to: 1) survive a major disaster, 2) retain essential structure and functions, and 3) adapt to post-disaster opportunities for transforming community structure and functions to meet new challenges.” In this editorial essay we first explore in Section 2 the history of resilience and then locate it within current academic and policy debates. Section 3 presents summaries of the papers in this issue. 2. Why is Resilience a Contemporary Theme? There is growing scholarly and policy interest in disaster resilience. In recent years, engineers [1], sociologists [2], geographers [3], economists [4], public policy analysts [5, 6], urban planners [7], hazards researchers [8], governments [9], and international organizations [10] have all contributed to the literature about this concept. Some authors view resilience as a mechanism for mitigating disaster impacts, with framework objectives such as resistance, absorption, and restoration [5]. Others, who focus on resiliency indicators, see it as an early warning system to assess community resiliency status [3, 8]. Recently, it has emerged as a component of social risk management that seeks to minimize social welfare loss from catastrophic disasters [6]. Manyena [11] traces scholarly exploration of resilience as an operational concept back at least five decades. Interest in resilience began in the 1940s with studies of children and trauma in the family and in the 1970s in the ecology literature as a useful framework to examine and measure the impact of assault or trauma on a defined eco-system component [12]. This led to modeling resilience measures for a variety of components within a defined ecosystem, leading to the realization that the systems approach to resiliency is attractive as a cross-disciplinary construct. The ecosystem analogy however, has limits when applied to disaster studies in that, historically, all catastrophic events have changed the place in which they occurred and a “return to normalcy” does not occur. This is true for modern urban societies as well as traditional agrarian societies. The adoption of “The Hyogo Framework for Action 2005-2015” (also known as The Hyogo Declaration) provides a global linkage and follows the United Nations 1990s International Decade for Natural Disaster Reduction effort. The 2005 Hyogo Declaration’s definition of resilience is: “The capacity of a system, community or society potentially exposed to hazards to adapt by resisting or changing in order to reach and maintain an acceptable level of functioning and structure.” The proposed measurement of resilience in the Hyogo Declaration is determined by “the degree to which the social system is capable of organizing itself to increase this capacity for learning from past disasters for better future protection and to improve risk reduction measures.” While very broad, this definition contains two key concepts: 1) adaptation, and 2) maintaining acceptable levels of functioning and structure. While adaptation requires certain capacities, maintaining acceptable levels of functioning and structure requires resources, forethought, and normative action. Some of these attributes are now reflected in the 2010 National Disaster Recovery Framework published by the U.S. Federal Emergency Management Agency (FEMA) [13]. With the emergence of this new thinking on resilience related to disasters, it is now a good time to reflect on the concept and assess what has recently been said in the literature. Bruneau et al. [1] offer an engineering sciences definition for community seismic resilience: “The ability of social units (e.g., organizations, communities) to mitigate hazards, contain the effects of disasters when they occur, and carry out recovery activities in ways that minimize social disruption and mitigate the effects of future earthquakes.” Rose [4] writes that resiliency is the ability of a system to recover from a severe shock. He distinguishes two types of resilience: (1) inherent – ability under normal circumstances and (2) adaptive – ability in crisis situations due to ingenuity or extra effort. By opening up resilience to categorization he provides a pathway to establish multi-disciplinary approaches, something that is presently lacking in practice. Rose is most concerned with business disruption which can take extensive periods of time to correct. In order to make resource decisions that lower overall societal costs (economic, social, governmental and physical), Rose calls for the establishment of measurements that function as resource decision allocation guides. This has been done in part through risk transfer tools such as private insurance. However, it has not been well-adopted by governments in deciding how to allocate mitigation resources. We need to ask why the interest in resilience has grown? Manyena [11] argues that the concept of resilience has gained currency without obtaining clarity of understanding, definition, substance, philosophical dimensions, or applicability to disaster management and sustainable development theory and practice. It is evident that the “emergency management model” does not itself provide sufficient guidance for policymakers since it is too command-and-control-oriented and does not adequately address mitigation and recovery. Also, large disasters are increasingly viewed as major disruptions of the economic and social conditions of a country, state/province, or city. Lowering post-disaster costs (human life, property loss, economic advancement and government disruption) is being taken more seriously by government and civil society. The lessening of costs is not something the traditional “preparedness” stage of emergency management has concerned itself with; this is an existing void in meeting the expanding interests of government and civil society. The concept of resilience helps further clarify the relationship between risk and vulnerability. If risk is defined as “the probability of an event or condition occurring [14]#8221; then it can be reduced through physical, social, governmental, or economic means, thereby reducing the likelihood of damage and loss. Nothing can be done to stop an earthquake, volcanic eruption, cyclone, hurricane, or other natural event, but the probability of damage and loss from natural and technological hazards can be addressed through structural and non-structural strategies. Vulnerability is the absence of capacity to resist or absorb a disaster impact. Changes in vulnerability can then be achieved by changes in these capacities. In this regard, Franco and Siembieda describe in this issue how coastal cities in Chile had low resilience and high vulnerability to the tsunami generated by the February 2010 earthquake, whereas modern buildings had high resilience and, therefore, were much less vulnerable to the powerful earthquake. We also see how the framework for policy development can change through differing perspectives. Eisner discusses in this issue how local non-governmental social service agencies are building their resilience capabilities to serve target populations after a disaster occurs, becoming self-renewing social organizations and demonstrating what Leonard and Howett [6] term “social resilience.” All of the contributions to this issue illustrate the lowering of disaster impacts and strengthening of capacity (at the household, community or governmental level) for what Alesch [15] terms “post-event viability” – a term reflecting how well a person, business, community, or government functions after a disaster in addition to what they might do prior to a disaster to lessen its impact. Viability might become the definition of recovery if it can be measured or agreed upon. 3. Contents of This Issue The insights provided by the papers in this issue contribute greater clarity to an understanding of resilience, together with its applicability to disaster management. In these papers we find tools and methods, process strategies, and planning approaches. There are five papers focused on local experiences, three on state (prefecture) experiences, and two on national experiences. The papers in this issue reinforce the concept of resilience as a process, not a product, because it is the sum of many actions. The resiliency outcome is the result of multiple inputs from the level of the individual and, at times, continuing up to the national or international organizational level. Through this exploration we see that the “resiliency” concept accepts that people will come into conflict with natural or anthropogenic hazards. The policy question then becomes how to lower the impact(s) of the conflict through “hard or soft” measures (see the Special Issue Part 1 editorial for a discussion of “hard” vs. “soft” resilience). Local level Go Urakawa and Haruo Hayashi illustrate how post-disaster operations for public utilities can be problematic because many practitioners have no direct experience in such operations, noting that the formats and methods normally used in recovery depend on personal skills and effort. They describe how these problems are addressed by creating manuals on measures for effectively implementing post-disaster operations. They develop a method to extract priority operations using business impact analysis (BIA) and project management based business flow diagrams (BFD). Their article effectively illustrates the practical aspects of strengthening the resiliency of public organizations. Richard Eisner presents the framework used to initiate the development and implementation of a process to create disaster resilience in faith-based and community-based organizations that provide services to vulnerable populations in San Francisco, California. A major project outcome is the Disaster Resilience Standard for Community- and Faith-Based Service Providers. This “standard” has general applicability for use by social service agencies in the public and non-profit sectors. Alejandro Linayo addresses the growing issue of technological risk in cities. He argues for the need to understand an inherent conflict between how we occupy urban space and the technological risks created by hazardous chemicals, radiation, oil and gas, and other hazardous materials storage and movement. The paper points out that information and procedural gaps exist in terms of citizen knowledge (the right to know) and local administrative knowledge (missing expertise). Advances and experience accumulated by the Venezuela Disaster Risk Management Research Center in identifying and integrating technological risk treatment for the city of Merida, Venezuela, are highlighted as a way to move forward. L. Teresa Guevara-Perez presents the case that certain urban zoning requirements in contemporary cities encourage and, in some cases, enforce the use of building configurations that have been long recognized by earthquake engineering as seismically vulnerable. Using Western Europe and the Modernist architectural movement, she develops the historical case for understanding discrepancies between urban zoning regulations and seismic codes that have led to vulnerable modern building configurations, and traces the international dissemination of architectural and urban planning concepts that have generated vulnerability in contemporary cities around the world. Jung Eun Kang, Walter Gillis Peacock, and Rahmawati Husein discuss an assessment protocol for Hazard Mitigation Plans applied to 12 coastal hazard zone plans in the state of Texas in the U.S. The components of these plans are systematically examined in order to highlight their respective strengths and weaknesses. The authors describe an assessment tool, the plan quality score (PQS), composed of seven primary components (vision statement, planning process, fact basis, goals and objectives, inter-organizational coordination, policies & actions, and implementation), as well as a component quality score (CQS). State (Prefecture) level Charles Real presents the Natural Hazard Zonation Policies for Land Use Planning and Development in California in the U.S. California has established state-level policies that utilize knowledge of where natural hazards are more likely to occur to enhance the effectiveness of land use planning as a tool for risk mitigation. Experience in California demonstrates that a combination of education, outreach, and mutually supporting policies that are linked to state-designated natural hazard zones can form an effective framework for enhancing the role of land use planning in reducing future losses from natural disasters. Norio Maki, Keiko Tamura, and Haruo Hayashi present a method for local government stakeholders involved in pre-disaster plan making to describe performance measures through the formulation of desired outcomes. Through a case study approach, Nara and Kyoto Prefectures’ separate experiences demonstrate how to conduct Strategic Earthquake Disaster Reduction Plans and Action Plans that have deep stakeholder buy-in and outcome measurability. Nara’s plan was prepared from 2,015 stakeholder ideas and Kyoto’s plan was prepared from 1,613 stakeholder ideas. Having a quantitative target for individual objectives ensures the measurability of plan progress. Both jurisdictions have undertaken evaluations of plan outcomes. Sandy Meyer, Eugene Henry, Roy E. Wright and Cynthia A. Palmer present the State of Florida in the U.S. and its experience with pre-disaster planning for post-disaster redevelopment. Drawing upon the lessons learned from the impacts of the 2004 and 2005 hurricane seasons, local governments and state leaders in Florida sought to find a way to encourage behavior that would create greater community resiliency in 2006. The paper presents initial efforts to develop a post-disaster redevelopment plan (PDRP), including the experience of a pilot county. National level Bo-Yao Lee provides a national perspective: New Zealand’s approach to emergency management, where all hazard risks are addressed through devolved accountability. This contemporary approach advocates collaboration and coordination, aiming to address all hazard risks through the “4Rs” – reduction, readiness, response, and recovery. Lee presents the impact of the Resource Management Act (1991), the Civil Defence Emergency Management Act (2002), and the Building Act (2004) that comprise the key legislation influencing and promoting integrated management for environment and hazard risk management. Guillermo Franco and William Siembieda provide a field assessment of the February 27, 2010, M8.8 earthquake and tsunami event in Chile. The papers present an initial damage and life-loss review and assessment of seismic building resiliency and the country’s rapid updating of building codes that have undergone continuous improvement over the past 60 years. The country’s land use planning system and its emergency management system are also described. The role of insurance coverage reveals problems in seismic coverage for homeowners. The unique role of the Catholic Church in providing temporary shelter and the central government’s five-point housing recovery plan are presented. A weakness in the government’s emergency management system’s early tsunami response system is noted. Abstract:
Food security in Venezuela presents signs of individual, family, community and national deterioration. The food and nutrition system has been weakened by the decrease in the production and the installation of parallel, irregular and insufficient distribution networks. Economic turmoil, political instability, hyperinflation, and poverty, the highest in recent history, limit the population's income and the access to quality food. The transition from capitalism to state-centered socialism has not been successful in ensuring enough foods for Venezuelans and the effect on the well-being of the population has been detrimental. This study proposes to design a public policy model based on the analysis of food security indicators, to generate an integrated framework of actions. The proposed model considers Dunn's classic public policy approach (2017) and the criteria of the Public Health Tools/Community Nutrition Program-Nutritional Care Process: Nutrition Care Process (NCP) of the Academy of Nutrition and Dietetics, 2012. The World Food Program survey on food security in Venezuela 2019, and the HumVenezuela.com 2020 platform were used. The integrated model includes two levels, one for bringing assistance to the most vulnerable and the other for strategic planning of structural, legal and institutional problems, and health and food safety gaps, in an ethical and moral framework that challenges corruption and promotes education and culture of peace. It is necessary for public policies to have parallel levels of actions to assist those most in need and to face long-term structural changes, which should begin as soon as possible, to ensure the correct path toward development.

Abstract:
“The cop in our head represses us better than any police force. Through generations of conditioning, the system has created people who have a very hard time coming together to create resistance.” – Seth Tobocman, War in the Neighborhood (1999) Even when creators of autobiographically-based comics claim to depict real events, their works nonetheless inspire confrontations as a result of ideological contestations which position them, on the one hand, as popular culture, and, on the other hand, as potentially subversive material for adults. In Seth Tobocman’s War in the Neighborhood (1999), the street politics in which Tobocman took part extends the graphic novel narrative to address personal experiences as seen through a social lens both political and fragmented by the politics of relationships. Unlike Art Spiegelman’s Maus (1986, 1991), War in the Neighborhood is situated locally and with broader frames of reference, but, like Maus, resonates globally across cultures. Because Tobocman figures the street as the primary site of struggle, John Street’s historiographically-oriented paper, “Political Culture – From Civic Culture to Mass Culture”, presents a framework for understanding not that symbols determine action, any more than material or other objective conditions do, but rather that there is a constant process of interpretation and reinterpretation which is important to the way actors view their predicament and formulate their intentions. (107-108) Though Street’s main focus is on the politicization of choices involving institutional structures, his observation offers a useful context to examining Tobocman’s memoir of protest in New York City. Tobocman’s identity as an artist, however, leads him to caution his readers: Yes, it [War in the Neighborhood] is based on real situations and events, just as a landscape by Van Gogh may be based on a real landscape. But we would not hire Van Gogh as a surveyor on the basis of those paintings. (From the “Disclaimer” on the copyright page.) This speaks to the reality that all art, no matter how innocuously expressed, reflect interpretations refracted from the artists’ angles. It also calls attention to the individual artist’s intent. For Tobocman, “I ask that these stories be judged not on how accurately they depict particular events, but on what they contain of the human spirit” (from the “Disclaimer” on the copyright page). War in the Neighborhood, drawn in what appears to be pencil and marker, alternates primarily between solidly-inked black generic shapes placed against predominantly white backgrounds (chapters 1-3, 5, 7-9, and 11) and depth-focused drawing-quality images framed against mostly black backgrounds (chapters 4 and 6); chapter 10 represents an anomaly because it features typewritten text and photographs that reify the legitimacy of the events portrayed even when “intended to be a work of art” (from the “Disclaimer” on the copyright page). According to Luc Sante’s “Introduction”, “the high-contrast images here are descended from the graphic vocabulary of Masereel and Lynn Ward, an efficient and effective means of representing the war of body and soul” (n.p.). This is especially evident in the last page of War in the Neighborhood, where Tobocman bleeds himself through four panels, the left side of his body dressed in skin with black spaces for bone and the right side of his body skeletonized against his black frame (panels 5-6: 328). For Tobocman, “the war of body and soul” reifies the struggle against the state, through which its representatives define people as capital rather than as members of a social contract. Before the second chapter, however, Tobocman introduces New York squatter, philosopher and teacher Raphael Bueno’s tepee-embedded white-texted poem, “‘Nine-Tenths of the Law’” (29). Bueno’s words eloquently express the heart behind War in the Neighborhood, but could easily be dismissed because they take up only one page. The poem’s position is significant, however. It reflects the struggles between agency and class, between power and oppression, and between capitalism and egalitarianism. Tobocman includes a similar white-texted tepee in Chapter 4, though the words are not justified and the spacing between the words and the edges of the tepee are larger. In this chapter, Tobocman focuses on the increasing media attention given to the Thompson Square Park homeless, who first organize as “the Homeless Clients Advisory Board” (panel 7: 86). The white-texted tepee reads: They [Tent City members] got along well with the Chinese students, participated in free China rallys, learned to say ‘Down with Deng Xiao ping’ in Chinese. It was becoming clear to Tent City that their homelessness meant some thing on a world stage. (panel 6: 103) The OED Online cites 1973 as the first use of gentrification, which appeared in “Times 26 Sept. 19/3.” It also lists uses in 1977, 1982 and 1985. While the examples provided point to business-specific interests associated with gentrification, it is now defined as “the process by which an (urban) area is rendered middle-class.” While gentrification, thus, infers the displacement of minority members for the benefits of white privilege, it is also complicated by issues of eminent domain. For the disenfranchised who lack access to TV, radio and other venues of public expression (i.e., billboards), “taking it to the streets” means trafficking ideas, grievances and/or evangelisms. In places like NYC, the nexus for civic engagement is the street. The main thrust of Tobocman’s War in the Neighborhood, however, centers on the relationships between (1) the squatters, against whom Reagan-era economics destabilized, (2) the police, whose roles changed as local policies shifted to accommodate urban planning, (3) the politicians, who “began to campaign to destroy innercity neighborhoods” (20), and (4) the media, which served elitist interests. By chapter 3, Tobocman intrudes himself into the narrative to personalize the story of squatters and their resistance of an agenda that worked to exclude them. In chapter 4, he intersects the interests of squatters with the homeless. With chapter 5, Tobocman, already involved, becomes a squatter, too; however, he also maintains his apartment, making him both an insider and an outsider. The meta-discourses include feminism, sexism and racism, entwined concepts usually expressed in opposition. Fran is a feminist who demands not only equality for women, but also respect. Most of the men share traditional values of manhood. Racism, while recognized at a societal level, creeps into the choices concerning the dismissal or acceptance of blacks and whites at ABC House on 13th Street, where Tobocman resided. As if speaking to an interviewer, a black woman explains, as a white male, his humanity had a full range of expression. But to be a black person and still having that full range of expression, you were punished for it. ... It was very clear that there were two ways of handling people who were brought to the building. (full-page panel: 259) Above the right side of her head is a yin yang symbol, whose pattern contrasts with the woman’s face, which also shows shading on the right side. The yin yang represents equanimity between two seemingly opposing forces, yet they cannot exist without the other; it means harmony, but also relation. This suggests balance, as well as a shared resistance for which both sides of the yin yang maintain their identities while assuming community within the other. However, as Luc Sante explains in his “Introduction” to War in the Neighborhood, the word “community” gets thrown around with such abandon these days it’s difficult to remember that it has ever meant anything other than a cluster of lobbyists. ... A community is in actuality a bunch of people whose intimate lives rub against one another’s on a daily basis, who possess a common purpose not unmarred by conflict of all sizes, who are thus forced to negotiate their way across every substantial decision. (n.p., italics added) The homeless organized among themselves to secure spaces like Tent House. The anarchists lobbied the law to protect their squats. The residents of ABC House created rules to govern their behaviors toward each other. In all these cases, they eventually found dissent among themselves. Turning to a sequence on the mayoral transition from Koch to Dinkins, Tobocman likens “this inauguration day” as a wedding “to join this man: David Dinkins…”, “with the governmental, business and real estate interests of New York City” (panel 1: 215). Similarly, ABC House, borrowing from the previous, tried to join with the homeless, squatters and activist organizations, but, as many lobbyists vying for the same privilege, contestations within and outside ABC splintered the goal of unification. Yet the street remains the focal point of War in the Neighborhood. Here, protests and confrontations with the police, who acted as intermediary agents for the politicians, make the L.E.S. (Lower East Side) a site of struggle where ordinary activities lead to war. Though the word war might otherwise seem like an exaggeration, Tobocman’s inclusion of a rarely seen masked figure says otherwise. This “t-shirt”-hooded (panel 1: 132) wo/man, one of “the gargoyles, the defenders of the buildings” (panel 3: 132), first appears in panel 3 on page 81 as part of this sequence: 319 E. 8th Street is now a vacant lot. (panel 12: 80) 319 taught the squatters to lock their doors, (panel 1: 81) always keep a fire extinguisher handy, (panel 2: 81) to stay up nights watching for the arsonist. (panel 3: 81) Never to trust courts cops, politicians (panel 4: 81) Recognize a state of war! (panel 5: 81) He or she reappears again on pages 132 and 325. In Fernando Calzadilla’s “Performing the Political: Encapuchados in Venezuela”, the same masked figures can be seen in the photographs included with his article. “Encapuchados,” translates Calzadilla, “means ‘hooded ones,’ so named because of the way the demonstrators wrap their T-shirts around their faces so only their eyes show, making it impossible for authorities to identify them” (105). While the Encapuchados are not the only group to dress as such, Tobocman’s reference to that style of dress in War in the Neighborhood points to the dynamics of transculturation and the influence of student movements on the local scene. Student movements, too, have traditionally used the street to challenge authority and to disrupt its market economy. More important, as Di Wang argues in his book Street Culture in Chengdu: Public Space, Urban Commoners, and Local Politics, 1870-1930, in the process of social transformation, street culture was not only the basis for commoners’ shared identity but also a weapon through which they simultaneously resisted the invasion of elite culture and adapted to its new social, economic, and political structures. (247) While focusing on the “transformation that resulted in the reconstruction of urban public space, re-creation of people’s public roles, and re-definition of the relationship among ordinary people, local elites and the state” (2), Wang looks at street culture much more broadly than Tobocman. Though Wang also connects the 1911 Revolution as a response to ethnic divisions, he examines in greater detail the everyday conflicts concerning local identities, prostitutes in a period marked by increasing feminisms, beggars who organized for services and food, and the role of tea houses as loci of contested meanings. Political organization, too, assumes a key role in his text. Similarly to Wang, what Tobocman addresses in War in the Neighborhood is the voice of the subaltern, whose street culture is marked by both social and economic dimensions. Like the poor in New York City, the squatters in Iran, according to Asef Bayat in his article “Un-Civil Society: The Politics of the ‘Informal People’”, “between 1976 and the early 1990s” (53) “got together and demanded electricity and running water: when they were refused or encountered delays, they resorted to do-it-yourself mechanisms of acquiring them illegally” (54). The men and women in Tobocman’s War in the Neighborhood, in contrast, faced barricaded lines of policemen on the streets, who struggled to keep them from getting into their squats, and also resorted to drastic measures to keep their buildings from being destroyed after the court system failed them. Should one question the events in Tobocman’s comics, however, he or she would need to go no further than Hans Pruijt’s article, “Is the Institutionalization of Urban Movements Inevitable? A Comparison of the Opportunities for Sustained Squatting in New York City and Amsterdam”: In the history of organized squatting on the Lower East Side, squatters of nine buildings or clusters of buildings took action to avert threat of eviction. Some of the tactics in the repertoire were: Legal action; Street protest or lock-down action targeting a (non-profit) property developer; Disruption of meetings; Non-violent resistance (e.g. placing oneself in the way of a demolition ball, lining up in front of the building); Fortification of the building(s); Building barricades in the street; Throwing substances at policemen approaching the building; Re-squatting the building after eviction. (149) The last chapter in Tobocman’s War in the Neighborhood, chapter 11: “Conclusion,” not only plays on the yin and yang concept with “War in the Neighborhood” in large print spanning two panels, with “War in the” in white text against a black background and “Neighborhood” in black text against a white background (panels 3-4: 322), but it also shows concretely how our wars against each other break us apart rather than allow us to move forward to share in the social contract. The street, thus, assumes a meta-narrative of its own: as a symbol of the pathways that can lead us in many directions, but through which we as “the people united” (full-page panel: 28) can forge a common path so that all of us benefit, not just the elites. Beyond that, Tobocman’s graphic novel travels through a world of activism and around the encounters of dramas between people with different goals and relationships to themselves. Part autobiography, part documentary and part commentary, his graphic novel collection of his comics takes the streets and turns them into a site for struggle and dislocation to ask at the end, “How else could we come to know each other?” (panel 6: 328). Tobocman also shapes responses to the text that mirror the travesty of protest, which brings discord to a world that still privileges order over chaos. Through this reconceptualization of a past that still lingers in the present, War in the Neighborhood demands a response from those who would choose “to take up the struggle against oppression” (panel 3: 328). In our turn, we need to recognize that the divisions between us are shards of the same glass. Abstract:
This research looks at social policy making in Venezuela and Brazil with the objective of alleviating poverty, with special focus on meeting Millennium Development Goals (MDGs) that were set in 2000. Considering the leftist democratic governments that have been established in Latin America since Hugo Chávez was elected president in 1998, and later with Luiz Inacio Lula da Silva in 2002, the research seeks to understand and illustrate what nuances exist in strategy, ideas and implementation of social policy that would positively affect the underprivileged for a more equal and just society. The two countries have deep historical and structural inequalities from slavery, colonialism, imbalanced distribution of resources and like most developing nations of the Global South, have had to endure structural adjustments that have entrenched poverty levels further. Arguments in the past have been made for economic prosperity and economic growth as good indicators for development, however, the research takes a comparative analysis on how Venezuela (through Barrio Adentro and multiple state driven Missions) and Brazil (state supported Bolsa Familia and Universal Health System), have targeted health and education as the primary sectors not just to transform society but also because it is through these sectors that the most effective and efficient manner to measure human development which has thus far been neglected. The research also examines the leadership of the countries which speaks to the differing approaches adopted, style, rhetoric and political realities; and how they have been received not just domestically, but also internationally. The outcomes of the research illustrate a good link between literacy, education and health and a healthy level of state intervention that requires reciprocal social participation for programmes to succeed. Brazil and Venezuela have shown notable creativity and effectiveness in this regard.

Abstract:
While the relative magnitude and characteristics of its trade links with the People’s Republic of China (PRC) are similar to those of the rest of South America, the case of Argentina presents some distinctive features. On the one hand, only Venezuela and Brazil received more Chinese financial assistance than Argentina in the last decade in Latin America. On the other hand, Argentina signed more than 30 agreements with the PRC in 2014 and 2015 granting preferential access to strategic sectors of the local economy to Chinese companies in return for soft financing. Contrastingly, the trade and financial links of Argentina with the US, and to a lesser extent with the EU, have significantly waned in the 2000s. We argue these features of the relation with the PRC are primarily the result of Argentina’s trade protectionism and relative isolation from the international capital markets in this period. We analyze whether the “special relationship” with the PRC is a permanent or structural feature of Argentina´s economy in light of the country’s ongoing economic and political changes.
