Abstract:
Článek se zabývá českou post-socialistickou kulturou a transponuje rozdíly mezi kulturou tranzice a intelektuální kulturní formací na rovinu kolektivní paměti. Zatímco kultura tranzice je spojovaná spíše se zapomínáním, intelektuální kulturní formace představuje nositele traumatické formy paměti. Tento proces konstrukce kulturního traumatu je sledován na příkladu národní kinematografie, v níž intelektuálové figurují jako tvůrci. Čtyři úspěšné hořké komedie o normalizaci natočené po roce 1989 jsou podrobeny analýze pomocí sémiotické redukce. Klíčové politické termíny jsou mapovány v sémiotickém čtverci a navzdory danému žánru poukazují na komplexní reprezentaci státně-socialistické minulosti. Pro konstrukci traumatu je klíčové odmítnutí utopického překonání binární opozice mezi komunismem a antikomunismem. Zdůrazněny jsou póly bezmoci a odpovědnosti k rodině, jež odkazují na problém morální volby. Tento způsob připomínání minulosti může paradoxně kultuře tranzice prospívat tím, že ve veřejné sféře nabízí alternativu oficiální politice paměti.

Abstract:
V souvislosti s rozšiřováním EU směrem na východ, problematikou (především muslimské) imigrace i současnými „kulturními válkami“ se objevují tendence vymezit EU jako náboženský nebo postnáboženský klub. Podle známého paradoxu J. Beckforda jsou hranice sekulární Evropy čím dál víc definovány v náboženských termínech. Americký sociolog J. Casanova sice soudí, že západní Evropa už dávno není křesťanskou oblastí, nicméně postkřesťanské odmítání desekularizovaných forem víry z ní přece jen dělá důležitý prvek veřejné sféry. Studie se zaměřuje na problematiku konstrukce negativních náboženských hranic „Evropy“ (proti netradičním náboženským skupinám, především muslimům) a na popis aktivity náboženských organizací v procesu evropeizace a v praktické transnacionální politice. Zde je důležitý nejen katolický pokus „přivlastnit si“ projekt EU, diskuse o preambuli Evropské ústavy a podobně, nýbrž i široce vnímané snahy Jana Pavla II. o poskytnutí „morálního základu“ politickému a ekonomickému jednání, nebo naopak praktické souručenství křesťanských politických stran a „vývoz“ katolických duchovních z Polska.

Abstract:
Cílem teoretické studie je zmapovat symbolickou moc jako podmínku a zároveň hlavní prostředek edukačně socializačního působení médií. V úvodu studie je stručně představen koncept symbolické moci, z něhož autor vyvozuje existenci specifického „vzdělávacího programu“ médií. V druhé části je diskutována role státu v utváření symbolického prostředí a je argumentováno, že parametry „vzdělávacího programu“ médií dominantně definuje stát jako hegemon symbolické moci. Možnosti vytváření opozičních diskursů potenciálně narušujících symbolickou hegemonii státu a role, kterou v tomto procesu hraje mediální výchova, jsou tématem části následující. Na závěr příspěvku je pak formulována představa mediální gramotnosti jako sociální a občanské kompetence, která jednotlivcům umožní účinněji se zapojit do procesu veřejné komunikace a politického rozhodování. Oproti tradiční představě, že média jsou hegemonem symbolické moci, předkládá příspěvek teoreticky podloženou tezi, že symbolická moc médií je kontrolována státem, který určuje obsah a podoby veřejného diskursu. „Vzdělávací program“ médií je proto nastolován státem a odráží jeho potřeby kontrolovat vědění ve společnosti. S ohledem na tato zjištění by mediální výchova mohla rozšířit současné pojetí mediální gramotnosti o občanský a politický kontext. Pokud jsou média primárně doménou ovládání, vědomosti a dovednosti spojené s médii by měly vytvářet přesnější představu o způsobech uplatňování moci ve společnosti a formách emancipace vůči ní.

Abstract:
The aim of this article is to propose an interpretation and a critical assessment ofinstitutional culture and its transformation in the Czech historical context. The framework of the analysiscovers four succeeding nation-forming periods, from the mid-19th century up until the present day. Itdraws upon a sociological interpretation of the visual fact depicting a memorial of statehood, whichwas erected in 1919 in the village of Dolní Černošice. The analysis is further based on seven semistructuredinterviews with local councillors (from Černošice), on the quantitative questioner, and onparticipant observation. Silhouetted against the interpretation of the statehood memorial, the articleattempts to answer questions regarding the main determinants of the transformation of institutionalculture by drawing upon the dynamics of the relationships between the public and private spheres, theirconfigurations and implications. The article contends that historically rooted asymmetries between thepublic and private spheres, which were embedded in the emancipation process of modern Czech society,have been greatly strengthened by the Communist period. In the post-communist period, institutionalculture in the Czech Republic has been characterised by a high degree of institutional distrust and publicstigmatisation of politics, as well as by a weakly developed virtue of (cognitive and political) oppositionwhich is imbued with a discernible disrespect for discursive civic culture. A system of civic education isurgently needed if Czechs want to overcome the ominous deficits of their institutional culture.

The diploma thesis focuses on the process of creation and implementation of public policy which is examined on the social housing policy. The aim of this thesis is to explore how is a certain policy prepared and put into use, considering the social housing policy as an example. Therefore, the key research question inquires how the process of creation and implementation of public policy looks like. The first chapter of the thesis deals with theoretical background of the public policy process, stressing the role of public policy documents. The second chapter describes the area of Czech social politics and policy as a cover for social housing policy development. The third chapter examines the history of Czech housing policies. The final chapter focuses on the development of social housing policy and examines its connections with certain public policy documents.

Abstract:
This paper analyzes the anti-corruption steps of the Czech government affecting local government units. It deals with the issue of corruption and explains, on the basis of anti-corruption indicators, the importance of this issue. Furthermore it compares the Government Anti-corruption Strategy with the proposed amendments to the laws on local self-government units and concludes that this adjustment is insufficient. The final comparison of legislations of the neighboring countries confirms the need for amendments and recommends cooperation of the Czech Republic and Slovakia.

Master thesis deals with the transparency in decision-making process and with the openness to citizens in local politics. It focuses on the policy of municipal councils, with the emphasis on Municipal district Prague 10 during the election period 2010 -- 2014. Main objective is the analysis, description and evaluation of the transparency of decisions-making process in Prague 10. The theoretical part of the thesis is dealing with definitions of terms: municipalities, Prague, the capital, its districts and decision-making process. The stress is given to the question of the level of transparency and on the openness of town halls to their citizens. In the practical part, the thesis analyzes the concrete decision-making processes in Prague 10 related to an analysis of the Council's statement about the anti-corruption strategy. In the end, it analyzes the decisions-making process about the procurements in Municipal district Prague 10 namely to the analysis of procurements "Revitalization of Malešice Park".

Abstract:
This diploma thesis examines the public political process for the implementation of local bilingual names while focusing on the enforcement of this law for citizens with Polish nationality in the Těšin Region. The main objective is to explain why this policy was or was not changed, what the reasons were for the non-conformity of the policy objectives with the results and to discover the actual failures in the implementation process, where as a consequence, in some villages the right of the minority to use local bilingual names was not fulfilled or was beset with problems in some villages. The subject of the investigation of both the legal and the institutional aspect of the problem focuses on the participating subjects, where one of the main roles of the committee for national minorities on the board of the municipal representatives was the requirement to implement local bilingual names. The guidelines for understanding the tools, procedures and relations used were the initial theoretical points related to the institutions and their changes, the implementation process (top-down and bottom-up approaches), initial theoretical points explaining the responsibilities of the participating subjects and not the intended consequences of their actions and those of others. The research design is a case study.

The public policy scholarship says that media interract with the policy process in multiple ways. First of all, they offer various policy preferences. At the same time, they attach meanings to different policy events. This matters when it comes to the audience and its perception of chosen public issues. The media might also become an active participant in the policy debate and transmit their policy beliefs and policy preferences within this debate. The Narrative Policy framework brings these findings together with focus on the important role of policy narratives in the policy process. This master's thesis focuses on the case of family policy measurement adaptation in the Czech republic. The focus lies particularly on the government bill that has increased the parental allowance in 2019. This change has provoked a significant interest of the public and of the media, which were making their statements. The aim of this paper is to explore the form and content of the policy narrative and to say whether the media accounts have actively participated in the policy debates to possibly influence the policy outcome.

The doctoral thesis has primarily a theoretical character and outcomes. The focus of interest is formed by a detailed investigation of the actor concept in key theoretical approaches to contemporary public policy; the results are subsequently applied on the example of education policy, particularly on teachers as a specific actor category. The goals of this thesis are: 1) to describe how the words "actor", "agent" and "stakeholder" (which all translate as "aktér" in the Czech language) are used in public policy articles; 2) to introduce and compare selected public policy approaches working with actors; 3) to model how these approaches are used in the case of teachers (as actors) and the policy of tracking; 4) to create a comprehensive conceptual framework for the public policy research on actors. The analytical part of the doctoral thesis is based on a summative content analysis of public policy texts published in four extensive handbooks of public policy.

Quantum and tempo of population ageing process in the twelve countries of the former Soviet Union: Challenges, opportunities and public policies Abstract Population ageing is an omnipresent phenomenon which brings along unprecedented challenges to socio-economic development, especially to employment, social security and public health sectors. The broad goal of this doctoral thesis was to demonstrate that it is time to recognize the importance of population ageing and its dynamics even in the countries with relatively young population structures and to take urgent action through implementation of corresponding policy interventions in order to mitigate and eliminate the upcoming negative consequences and utilize potential opportunities. Its aim is to verify whether the evaluation takes place in practice, as defined in public policy theories and evaluate approach to evaluation at the level of the Operational Programme Human Resources and Employment. Properly should it be evaluation of the impacts, 3E principles should be observed and the results of evaluations should take into account in other cases. While processing I used the method of analysis of secondary data and methods of in-depth interviews. The conclusion is that the evaluation of projects supported at the level of the OP HRE is not proceeding at all, exists in part at the program level.

The aim of this thesis is to describe the institutional and financial security of the gender equality policy from 1998 to the present in the background of the interactions and relationships between its key actors - Gender Equality Unit (Office of the Government of the Czech Republic), Gender Equality Advisory bodies (Office of the Government of the Czech Republic), Department of Family and Ageing Policy (Ministry of Labour and Social Affairs), Division of Gender Equality Projects (Ministry of Labour and Social Affairs) and Gender Equality Nonprofit Organizations (Gender Equality NGO). Theoretical support of this thesis is the state/market feminism theory and theoretical concepts policy and governance. The outcomes of the analysis and expert interviews show the institutional and financial security of the gender equality policy is continual, horizontal and fragmented process created by internally and externally different actors. These actors implement their gender equality policies differently and their work is parallel. However, at the same time they are mutually dependent through different sources thereby different interactions (both cooperation and coaction) and relationships (both formal and informal) as well as tension and problems arise.
