Political communication plays a crucial role in politics. It justifies, it critizices, it promises and it explains. All those activities have one in common - they try to persuade. Politicians want to persuade us that their claims are truthful and morally right. At that, they can choose from a wide variety of means - from argumentation to manipulation. On the receiving end of the communication, there is a voter who can also choose from a wide variety of ways in which it is possible to accept those claims. Lest the democracy should fail, it is advisable to pay attention to those options.

The thematic axis of the presented thesis is the life and work of the family of F. Veselý and his wife Milada Erbenová-Veselá, in a wide context of the times. We consider the less known personalities of the family as representatives of the middle class, the adherence to which they show in their attitudes, behaviour, life style or form of family constitution.

The thesis "Lobbying and its regulation in the Czech Republic" deals with the theoretical and practical aspects of lobbying regulation. Its aim is to make a comprehensive and effective regulation of the campaign for the Czech Republic. It first examines basic terms: lobbying, lobbyists and public officials. It provides a theoretical overview of the lobbying regulation tools. The thesis describes two forms of regulation which are self-regulation and regulation by law. A separate chapter is devoted to demark lobbying from corruption. The following chapter provides an overview of lobbying regulation in the selected countries. This analysis shows the various options and approaches to lobbying regulations, which is reflected in adjustments to the individual states. In practice the use of rights and obligations for lobbyists, a lobbying group or both simultaneously. Attention is also given to attempts made to regulate lobbying in the Czech Republic. So far, however, none of them have been applied in practice. Based on findings from previous chapters and assessment of the state regulation of lobbying in the Czech Republic, there are suggested basic principles of regulation for this activity. The thesis investigates corruption and the anti-corruption strategies. Focusing on the case study of Ukraine, it is shown how corruption can affect society and what particular measures can be undertaken for tackling this phenomenon. It is illustrated that the current level of corruption in Ukraine is high in all fields of public management: the customs and taxation systems, law enforcement agencies, the judicial system, business, and so on. The analysis of the Ukrainian government's anti-corruption strategies reveals that they are based primarily on deregulation, demonopolization, the creation of a strong institutional environment, and digitalization. In recent years, Ukraine has been able to achieve institutional advancements through the creation of new anti-corruption bodies and has initiated digitalization as a new strategic direction against corruption. However, none of these activities have brought tangible results so far. The thesis analyzes why the government's anti-corruption strategies have been fruitless to date and how the situation might develop in the future. Předložený sborník odborných článků dokládá výsledky celoroční odborné a organizační práce v předmětné oblasti. Obsahuje výsledky z širokého spektra oborů, které přispívají k řízení a vypořádání rizik ve prospěch bezpečnosti. Články obsahují výsledky: - teoretických studií, - zpracování rozsáhlých datových souborů, - experimentálních prací, - zkušenosti z praxe. Sdělení ve sborníku jsou uspořádána alfabeticky dle příjmení prvního autora s přihlédnutím k počtu autorů. Řada článků obsahuje výsledky národních projektů. Články v předložené publikaci byly recenzovány a upraveny podle připomínek recenzentů. Výsledky uvedené ve sděleních ukazují, že i navzdory velkému množství poznatků o technických dílech, jejich zařízeních, ́ strukturách, vzájemných propojení, rizicích a bezpečnosti, se havárie a selhání technických zařízení a technických děl stále vyskytují. Příčin je několik: - dynamická proměnlivost světa, - nedostatečné lidské znalosti a schopnosti, - pomalé používání poznatků a zkušeností získaných v praxi, - neuspokojivé povědomí o rizicích a jejich důsledcích pro technická díla a veřejný zájem. Studie havárií a selhání technických zařízení a děl ukazují, že důležitým faktorem pro zajištění bezpečnosti je jak kvalitní technická obsluha, tak správná realizace odpovědnosti na různých úrovních řízení. Obsluha musí být založena na kvalitních datech z měření a na použití správných technických postupů. Lidský faktor se projevuje jako základním činitel při řízení rizik ve prospěch bezpečnosti, a to na všech úrovních řízení a provádění činností. Shromážděné poznatky také ukazují, že při prevenci havárií a selhání je třeba se vyvarovat, jak velkých chyb v prevenci rizik, tak výskytu drobných chyb, jejichž realizace v krátkém časovém intervalu je nebezpečná. Proto u řízení rizik ve prospěch bezpečnosti složitých technických děl je důležitá aplikace systémového pojetí a zvážení proměnnosti limitů a podmínek v prostoru a čase.
