Abstract:

§ 21 der Verfassung bestimmt nebeneinander das Verbot von Erlaubnis und das Zensurverbot für die Kommunikationsfreiheiten. Die Zensur setzt die Inhaltskontrolle voraus. Dagegen bestimmt der Gesetzgeber nach Belieben das Objekt der Kontrolle im Verbot mit Erlaubnisvorbehalt. Das Verbot mit Erlaubnisvorbehalt ist daher mehr größerer Begriff als die Zensur. Der Adressat der Zensur ist zwar staatliche Stellen, aber das Subjekt des Verbots mit Erlaubnisvorbehalt ist Behörden. Os verbos chamados psicológicos apresentam um comportamento anômalo em relação a outros transitivos. Esses verbos podem ser divididos em dois grupos: um primeiro que tem o Experienciador na posição de sujeito e um Tema na posição de objeto (verbos do tipo temer); e um segundo que o Tema aparece na posição de sujeito e o Experienciador na Posição de objeto (verbos do tipo preocupar).
