Abstract:
A work of Vietnamese art crossed the million-dollar mark in the international art market in early 2017. The event was reluctantly seen as a sign of maturity for Vietnamese art amidst many problems. Even though the media in Vietnam has discussed the problems enthusiastically, there is a lack of literature from Vietnamese academics on the subject, especially from the market perspective. This paper aims to contribute an insightful perspective on the Vietnamese art market through the lens of art frauds. Thirty-five cases of fraudulent paintings were found on the news and in stories told by art connoisseurs. The qualitative analysis of the cases has shown that the economic value of Vietnamese paintings remains high despite the controversial claims about their authenticity. Here, the Vietnamese authority seems indifferent to the problem of art frauds, which make the artists more powerless. While the involvement of foreign actors in the trading of Vietnamese art does not reduce the intensity of the problem, it seems to continue to drive the price higher. The results have implications on the system of art in Vietnam, the current state of art theft in Vietnam, and the perception of Vietnamese people on art.

Abstract:
For the first time, based on a multidimensional model of Vietnamese culture, the article examines the features of the development of Vietnamese dance art, the process of its professionalization, and the introduction of European classical dance to Vietnamese soil. A layer of authentic Vietnamese culture is taken as a framework, around which the configuration of cultural elements and the style of art are crystallized in different historical and cultural contexts. The classification of types and types of Vietnamese choreographic art is given. The emergence of the national ballet as a new type of performing art for Vietnam is analyzed from the point of view of the contact of authentic Vietnamese culture with Chinese-Confucian and Buddhist, European, Soviet, modern Western cultural traditions. The most significant works of small and large choreographic forms of 1950-2024 are given. The scientific significance of the conclusions lies in the fact that the methodological approach developed by the authors, the factual material introduced into scientific circulation and the formulated conclusions help to clarify the modern picture of the dynamics of Vietnamese culture and art. The article shows the role and importance of modern choreographic art in establishing interstate cooperation. The conclusion is made about the progressive development of Vietnamese choreographic art, and the need to preserve traditional Vietnamese culture is emphasized.

Đổi Mới reforms triggered significant changes in the Vietnamese art world, including new institutional spaces, platforms for critical discourse, and growing artistic mobility. However, it is important to question the ways in which the use of Đổi Mới as a blanket indicator of artistic reform has further constructed a homogeneous representation of “Vietnamese contemporary art.” The authors consider the relationship of Đổi Mới to the “globalization” of Vietnamese art with attention to questions of art historiography (the coining of such terms as “post-Đổi Mới Vietnamese art”) and variations in regional developments (positing local art histories against the national narrative).

Ho Chi Minh's thought on foreign affairs, methods, style and art of diplomacy is a part of Ho Chi Minh's thought in general on Vietnam's revolutionary line. In the past time, Vietnam has strongly implemented diplomatic work according to Ho Chi Minh's diplomatic thought and achieved great successes: Vietnam's foreign relations expanded and Vietnam's position in the international arena. One of the success factors of Vietnam's diplomacy in recent years is that Vietnam has returned to Ho Chi Minh's diplomatic thought. With the promotion of participation in ASEAN, ASEM, APEC... and especially becoming a member of the World Trade Organization, Vietnam has been integrating wider and deeper into the world and the region. Many new problems arise for Vietnamese land and for Vietnamese diplomacy, both in terms of opportunities and challenges. That situation requires Vietnam to continue to study more deeply about Ho Chi Minh's foreign policy, methods, style and art, find new explanations and especially the application of Ho Chi Minh's thought.

The article presents features of Vietnam’s traditional water puppetry and the educational significance of puppet shows. Through Analyzing the importance of cultural heritage for preschool children, the article provides educational orientations on Vietnamese cultural heritage through visual art activities in the kindergarten education program. The main content of the article presents the results of analysis of interviews and questionnaires with preschool teachers about the use of water puppetry in cultural heritage education for preschool children. On that basis, the article proposes ways to use water puppetry in visual art activities to educate children of 5-6 years old about Vietnamese cultural heritage, which are: Preparing the educational force; Choosing the right locations and art spaces; Selecting and integrating the educational topics; Determining content requirements for an introduction to the arts and socio-emotional development; Selecting the methods of organizing art introduction activities; Determining the necessary conditions for the child's receptivity.

Since the last decade of the twentieth century, Ho Chi Minh City has become one of the Vietnamese lively dramatic literature and theater centers. During the past twenty years, together with dramatic theater, Ho Chi Minh City’s dramatic literature has built up a professional playwriter force, providing audiences plays which reflect the conflicts between human’s life in the time of Vietnam’s reformation and integration. Besides, these plays have contributed experiences in acquiring and applying the world modern playwriting techniques to suit Vietnamese’s drama reception habits. This paper generally provides content feature (focus on conflicts) and playwriting art feature (focus on plots, characteristics, dialogue language construction and the acquirement of new art techniques in Ho Chi Minh City’s contemporary literary scripts), contributing to the evaluation and summary of Ho Chi Minh City’s dramatic literature during the past.

Abstract:
Vietnamese folk painting art, a traditional art form, is the quintessence of the nation's cultural heritage and historical significance, expressing rustic beauty but containing a Vietnamese culturally conscious mind. In order to preserve the typical beauty in the daily life of ancient Vietnamese people, a genre of folk painting rich in visual art and meaning appeared in the early 20th century. That expression is a set of paintings in an ethnographic research work by Henri Oger, a French scholar. The "Technique du peuple Annamite" series of paintings was produced in large quantities by Vietnamese artisans and reflects the daily life of the Vietnamese people in the capital Hanoi and the Red River Delta. This research was conducted to clarify the elements that create the folk character of the painting from the perspective of visual arts. The results of this study show that the paintings, from themes to forms of expression, all reflect the quintessence of Vietnamese folk art.

The historical period 1945–1946 occupies a particularly prominent position in modern Vietnamese history. It was a period full of challenges for the Communist Party, the newly formed government of the Democratic Republic of Vietnam, and the Vietnamese people. It was also a period with many historical events including the diplomatic struggle of the Government of the Democratic Republic of Vietnam to protect and strengthen the revolutionary government in the face of imperialist countries’ plot to monopolize Vietnam. The current study set out to describe the art of the diplomatic struggle of the Government of Vietnam and the Communist Party in the fight against the sabotage of the Preliminary Agreement of March 6, 1946, by Chiang Kai-shek’s army and his henchmen, and the violation of the same agreement by the French colonialists using historical research, logic, analysis, and listing. The diplomatic struggle was “firm in objectives, flexible in strategies and tactics.” Study findings on Vietnam’s revolutionary and modern diplomatic art revealed the plot of France and Chiang, and how the Vietnamese peacefully protected their territorial integrity and national sovereignty.

Since the 1960s, people in the world have talked about “the death” of novels and tried to find solutions to “revive” them. However, according to M. Kundera – a writer and the author of “The Art of the Novel”, if the novel goes to “the end”, it’s not necessarily that it has fully developed its abilities, knowledge, forms, but because it has missed the opportunities to hear “sensitive calls” – the calls of game, the calls of dream, the callS of thoughts and the call of time, which reminds us of interesting thinkings about the contemporary Vietnamese novels. After 1986, Vietnamese novels have made breakthroughs and had a rich harvest of novels, but the development path of the Vietnamese novels still experiences ups and downs. In this paper, we aim to learn which “calls of the art” Vietnamese novels have heard, and which calls are vague echoes. Thereby, we also hope writers will listen and come closer to those sensitive calls of novels so that Vietnamese literature would have pinnacle novels, shortening the distance from the world’s literature.

Children benefit in many ways from play. Play provides children with an excellent way to express their feelings and conceptions of the world in which they live. Play also provides a forum in which researchers can capture, understand and interpret children's voices and views. Like many countries around the world, Vietnam is currently reforming their early childhood education curriculum to provide a play-based, child centred and outcomes focused approach to early childhood education. In order to capture children's interest and promote child initiated and directed learning, educators and policy makers need to consider how children interpret their personal play lives. This study presents data from children's programs in nine kindergartens and cultural programs in Hanoi and Ho Chi Minh City. Children's drawings and stories were collected to document young children's conceptions of play in Vietnam at the turn of the millennium. Through these 353 drawings and stories, key themes in the children's play lives were identified. The purpose of this study is to examine children's views about play. What do they like to play? How do they define play? How are young Vietnam's children's conceptions of their play influenced by cultural attitudes and expectations? In addition, the study proposes some new play-based, child centred and outcomes focused approaches to curriculum development for Vietnamese early childhood programs.

From a large opening of economy introduced in 1986 by the Doi Moi, which mans « change to the new », Vietnamese artists made a reform of the traditional artistic expression in term contemporary, with new technicals borrowed from Western Art. Deeply attached to the Vietnamese culture and to traditional crafts, they created works recalling their heritage and the opening to international contemporary art, to show in Vietnam and in various places of the world. Abstract:
Le portrait est une thématique omniprésente dans l'art et la culture visuelle vietnamienne ; pourtant ce sujet n'a jamais fait l'objet d'une étude systématique. Cette étude s'emploie à combler cette lacune en analysant l'évolution des usages, des techniques et de l'iconographie des portraits sous la dynastie Nguyễn (1802 - 1945). Elle débute par la mise en évidence des origines bouđhiques et taoïques des rites et des représentations, avant d'examiner l'absorption de la pratique du portrait par l'éthos confucéen populaire. Les bouleversements socio-politiques qui traversent la période étudiée et exercent une influence décisive sur le portrait sont ainsi explorés tour à tour. La curiosité technologique des Nguyễn mène à l'adoption, certes tardive, de la photographie, rapidement intégrée au culte des ancêtres. Dans le même temps, l'incursion d'une approche occidentale de l'individu mais aussi des beaux-arts, conduit à un renouvellement des modes d'expression utilisés par les auteurs de portraits. Enfin, la conquête coloniale du territoire et l'affaiblissement politique progressif de la cour impériale aboutissent à une multiplication des images de l'empereur, quand jusqu'alors il était interdit de le regarder. Fondée sur l'analyse détaillée d'un corpus de portraits, en tant qu'images et objets, associée à des sources textuelles contemporaines, cette étude s'attache à révéler les différentes fonctions du portrait : cultuel, sentimental, politique. Elle dévoile en particulier le rapport singulier qui unit le portrait à la mort, et comment il exprime et outille une forme de négation de l'absence. Finalement, elle explore la question complexe de la ressemblance, unité plastique des portraits entre eux et attente d'une conformité de l'image au modèle
Portraits are ubiquitous in Vietnamese art and visual culture, yet the subject has never been extensively studied. This study aims at addressing this gap by analysing the evolution of the usage, techniques, and iconography of portraits during the Nguyễn dynasty (1802-1945). It begins by bringing to light the Buddhist and Taoist origins of rites and representations, before examining the absorption of the portrait practice by a popular Confucian ethos. The socio-political upheavals marking the studied period, and decisively influencing portraits, are sequentially explored. The technological curiosity of the Nguyễn dynasty leads to the adoption of photography, quickly included in the ancestral worship system. At the same time, the incursion of a Western approach of the sense of individuality as well as of the fine-arts practice, results in a renewal of the modes of expression used by the authors of portraits. Finally, the colonial conquest of the territory and the progressive weakening of the imperial court culminate with the multiplication of portraits of the emperor, whereas heretofore it was strictly forbidden to look at him. Based upon a detailed analysis of a large portrait corpus, both as image and object, combined with contemporary textual sources, this study seeks to reveal the various functions of portraits: cultual, sentimental, political. Notably, it uncovers the special bond between portraits and death, and how portraits translate and equip a certain negation of the absence. Finally, the study explores the complex question of resemblance; the unity of style between portraits and the expectation of a conformity between the image and the model

Abstract:
The present study is an attempt to give a description of how temporal and modal meanings are expressed in Vietnamese, and to relate the description to English by way of translation correspondence. The study is, therefore, a contrastive work on Time and Modality in Vietnamese and English. It is hoped that Vietnamese students might find in this work some kind of help that may facilitate their study of English grammar as regards time and mood. In chapter 1, the author presents a brief history of foreign language teaching in Vietnam, and the role of English as a foreign language in the country at present. He also discusses problems confronting Vietnamese teachers and students in teaching and learning English and states the aims of the study. Next, the structure of the Vietnamese verb-phrase is discussed, with a view to giving the reader some idea of how auxiliaries operate in Vietnamese. In chapter 2, a description of temporal expression in Vietnamese is presented, with emphasis on the uses of the so-called "time auxiliaries". Also, time adverbs, time clauses and questions with time in Vietnamese are discussed. Chapter 3 deals with modal expression in Vietnamese. In this chapter special attention is given to the uses of the modal auxiliaries. Attempts are then made to describe the so-called "attitudinal disjuncts" and conditional sentences in Vietnamese. In chapter 4, implications for teaching time and modality in English to Vietnamese students are given. The author suggests some teaching points, which, through the present contrastive work, are likely to be some of the most difficult areas for Vietnamese speakers and therefore should be given the most particular attention.

Abstract:
This study investigates the cultural logic underpinning interactions in Vietnamese language and culture, adopting the ethnopragmatic research paradigm originating within the Natural Semantic Metalanguage (NSM) framework. The study draws on a variety of data sources, including two sets of original survey data and Vietnamese folk sayings and proverbs. First, the study seeks to elaborate the semantic and pragmatic content of key words for Vietnamese cultural conceptualisation in the forms of semantic explications and cultural scripts, using metapragmatic survey data. In this exploration, two overarching cultural schemas, namely quan hệ (‘relationship’) and thứ bậc (‘hierarchy’), are identified and several intertwined social categories, normative values and communicative virtues, underpinning the cultural logic of interaction explained. The study then seeks to discover how this cultural logic illuminates Vietnamese ideas about the management of ‘disagreement’ in interaction, under various scenarios and with various interlocutor types (e.g., older vs. younger, family members vs. outsiders), using data from an original discourse production questionnaire. Vietnamese folk sayings and proverbs and high-level cultural values are utilised for triangulation purposes.

A newly emerging, developing country has many high priority areas. Many of these high priority areas are related to the educational system. Education is viewed by many political leaders (and also by citizens rich and poor) as a 'Golden Key' which will unlock doors labelled with words such as 'Development', 'Progress', 'Success', and 'the English Language'. The English Language, a modern technical, trade and diplomatic language, is one of the avenues of communication which may enhance development within Vietnam. At the present moment, foreign language teaching and especially Teaching English as a Foreign Language and Teaching English for Special/Specific purposes, are given high priority ratings by those who plan the development stages for Vietnam. It is also recognized that EFL and ESP teaching can and should be improved. Australia is assisting this process of improvement by supporting an assistance programme. Twenty two teachers from tertiary language centres have been studying Teaching English as a Foreign Language at the Canberra College of Advanced Education. This writer is one of these students. One of the requirements for the Master's Degree in Teaching English as a Foreign Language is an extended Field Study in a specific area. This writer selected 'Aural Comprehension'. In this Field Study, the writer has explored the past and present position of teaching ' Aural Comprehension' in Vietnam. The writer has identified several significant problem areas and has suggested alternative options which may improve the teaching and the learning in this area.

Abstract:
Recent years have witnessed many developments in the use of the communicative approach in language teaching. This approach aims at developing students' ability to communicate with native speakers of the target language. To achieve this ability, students are required to have not only linguistic competence but also communicative competence. That is why the students need not only the linguistic knowledge but also the background knowledge of the culture in which the language is spoken. Language is a part of culture. Cultural differences always cause problems for speakers of different cultures while communicating. Therefore, the " learning of a second culture is often a part of the learning of a second language " (Brown, 1980: 242 ) . Background Studies, including culture, used to be neglected or taught improperly in the curriculum of the Hanoi Foreign Languages College. In consequence, Vietnamese E.F.L students at the College have a poor background knowledge of the English speaking countries and their people's patterned ways of life. This causes difficulties for them when communicating with native speakers of English, even when they are studying at the College where culture-based textbooks and materials are commonly used. Therefore, Background Studies, including culture, must be seen as a separate and indispensable component of the curriculum of the College which aims at providing the students with the background knowledge of English speaking countries and with an awareness of their people's ways of life, their customs and habits and so on. Various techniques for the teaching of this subject are examined.

This study is mainly concerned with the common errors Vietnamese adult students make in learning English as a second/foreign language. Using the tools of contrastive analysis and error analysis, the researcher decribes and examines certain areas of similarity and difference between English and Vietnamese on some grammatical aspects, and then analyses the errors made by the Vietnamese students in two different learning contexts and at different levels of proficiency. This studies consists of six chapters : Chapter 1 introduces the position of English in Vietnam at present, raises the problems encountered in the teaching and learning of English in Vietnam, and states why this study is necessary. Chapter 2 is the summary of the main theories of second language acquisition and some of the principal studies of Vietnamese grammar. Chapter 3 discusses the techniques of contrastive analysis and error analysis, which provide bases for the comparative study in Chapter 4 and the error analysis in Chapter 5. In Chapter 4, a contrastive study is undertaken of eleven aspects of English and Vietnamese grammar, which serves as the basis for the discussion in Chapter 5. Chapter 5 presents an analysis of the common errors Vietnamese students make in two different learning contexts in Vietnam and in Australia. It also discusses the various strategies the students use in order to achieve language proficiency. Finally, some conclusions concerning the attitude towards, and the treatment of, errors are mentioned in Chapter 6. It also provides suggestions for further study in the subject area.

Based on an analysis of the columns and their context, the chapter identifies what can be called an educational regime of truth for social reform in late colonial Vietnam in these journalistic works.

AbstractEntrepreneurship and Innovation (E&I) is the theme of much interest in recent years. E&I is expected to develop economies, particularly, emerging economies such as Vietnam. Vietnamese government has made a lot of efforts and policies to develop E&I and achieved some good results, but, not as high as expected. The innovations in Vietnamese startups and SMEs are still limited. This chapter aims to explain the reasons for this fact. A review of data published by the World Bank, OECD, and GMI were collected to understand the whole picture of Vietnamese innovation. Then, two studies on Vietnamese startups and SMEs innovation were presented. Results of the studies show that Vietnamese startups with innovations just cover a small part of total startups, e.g., Vietnamese entrepreneurs are just a few among people starting businesses. The creativity is the main difference between the entrepreneurs and the others. Vietnamese entrepreneurs have a shortage of entrepreneurial and managerial competencies, hence, most SMEs do not follow entrepreneurial orientation to continuously make innovations. As such, their market competition, and development are also constrained. Some implications to overcome this innovation limitation are proposed.

AbstractScholars in Vietnamese history usually link the rise of Vietnamese nationalism to anti-colonial activism at the turn of the twentieth century. This chapter, however, considers how the discourses of pro-French colonization are integrated into the nationalist historiography in colonial Vietnam. It places particular emphasis on the interactions of Vietnamese intellectuals with their counterparts in China and Japan in their formation of pro-French nationalist discourses. Through close readings of the writings that pro-French-Vietnamese literati-officials, such as Hoàng Cao Khải and Ngô Giáp Đậu, composed during the Duy Tân Reform Movement (Phong trào Duy Tân) in the early 1900s, this chapter demonstrates how the key elements in the notion of modern civilization (văn minh) were translated, interpreted, appropriated, and internalized by the Vietnamese pro-French reformists in their conception of a new Vietnam. This chapter argues that the tropes of modernity that these Vietnamese intellectuals used in constructing their pro-French nationalist historiography were not derived directly from the Western concepts but generated in a complex process of cultural interaction and knowledge production that began in late-nineteenth century East Asia.

Vietnamese proverbs has created long-lasting values which are being passed on to the modern society with numerous passions. These values include humanistic values confirming the human position in life. They also comprise social values and human philosophy as well as aesthetic values. Therefore, typical proverbs of the Viet people which have beem transferred to the younger generations via literary works such as Việt điện u linh (A collection of Vietnamese misteries) in the 14th century, Lĩnh Nam chích quái (A selection of the Viet extraordinary stories) in the 15th century are still being passed on until the present days. With the foundation of traditional Vietnamese proverbs, modern proverbs have undergone profound changes as seen in modern life through different forms of media including printed and audiovisual media as well as internet. It is obvious that traditional proverbs has regenerated in the new appearance. Proverbs are reproduced in modern literary works. Proverbs are also recreated and transformed in prose, poetry and drama. The movement and development of proverbs in our modern society confirm their deep values of the traditional culture. Writers, journalists and artists of other art forms have not only received the art tradition of word use of the ancestors but more importantly they have inherited the culural environment, humanistic values and life philosophies in order to transfer to the next generations. Henceforth, in the modern society Vietnamese proverbs are not obliterated but remain their vitality with different forms and have been of the Vietnamese people’s favourite.

We are living in the age of adaptation. In contemporary art, the power of adaptation is evidenced by the fact that a textual semiotic system is continuously passing through the different genres and means to establish new texts. Adaptation is also an intercultural translation as each work adapted experiences a cultural shift so as to adapt to the target culture. Although The Tale of Kieu (Nguyen Du) made use of the plot of Kim Van Kieu, written as the pseudonym Qingxin Cairen (青心才人, Pure Heart Talented Man), in the Vietnamese artistic context, the tale can be considered as the “original text” that provides superabundant materials for other adaptations. The Tale of Kieu is one of the Nom poetries that has been most adapted to other art forms, particularly “cải lương” (reformed theatre). In this study, we analyze the case of video-cải lương Kim Van Kieu (directed by Nguyen Bach Tuyet), to determine modes of semiotic transposition from the narrative (narrative poem) to the performance/showing (video cải lương). This inter-semiotic translation process requires that the author adapts, selects, renounces, transforms as well as encodes/decodes, as semiotics, genre, and materials belonging to the verbal semiotic system to the nonverbal semiotic system, or vice versa. To concretize this, we analyze factors that were involved or omited during the adaptation of The Tale of Kieu to Kim Van Kieu.

This mixed methods participatory study explores equity and fairness in access to Vietnam’s Covid-19 vaccination programme, when the Covid-19 vaccine was scarce, with a focus on internal migrant workers. At the beginning of the pandemic large numbers of Vietnamese migrants from rural areas lost their jobs. Migrants are vital to the Vietnamese economy. Many factories that produce goods for export employ internal migrants. Before the pandemic, these workers faced inequalities of access to available health services and nutritious food. Although the Vietnamese state aspires to universal access to health, internal migrant workers living outside their village do not have long-term household book registration, which is the key to access many public services including health care and prevention. We found that migrant workers, especially those working in the export zones where factories produce for export, did have access to vaccination. However, there are intersectional inequalities between internal migrants based on other characteristics such as (dis)ability.

Education systems globally are implementing competency-based education (CBE) reforms. Vietnam's leaders have also adopted CBE in a comprehensive reform of its education since the early 2010s. Although the global idea of CBE has been widely adopted and recontextualized in various educational contexts, implementing the reform at the local level (e.g., teachers in schools) is never a linear and simple process. Given the complicated sensemaking process of competency and competency teaching, this study explores how Vietnamese teachers made sense of key competencies and adapted their teaching to competency development. Informed by a sociocultural approach and the sensemaking perspective, this study draws from a dataset of 91 secondary teachers collected over three years (2017-2019), with a particular focus on longitudinal analysis of eight teachers. The findings shed light on teachers’ ambivalence as they made sense of the target competencies and aligned their practices with the new CBE reform. Based on their prior experiences and worldviews, teachers made sense of competencies as learning foundational knowledge and skills, in addition to developing good attitude, character, and morality. Over the years, they placed a stronger emphasis on the competencies’ process-orientation, integration, and real-life application toward whole-child development. Despite teacher sensemaking and changing practices, the performativity culture for high learning outcomes still prevailed, making teaching competencies for life a challenging task. Contributing to the CBE literature and practice, this study illustrates the long and complicated process through which teachers recontextualize the CBE pedagogy. It also suggests how teacher practices can be better supported to transition to the new CBE curriculum.

Background Australia is a multi-cultural society with increasing rates of people from culturally and linguistically diverse (CALD) backgrounds. On average, CALD groups have higher rates of tobacco use, lower participation in cancer screening programs, and poorer health outcomes than the general Australian population. Lower cancer screening and smoking cessation rates are due to differing cultural norms, health-related attitudes, and beliefs, and language barriers. Interventions can help address these potential barriers and increase tobacco cessation and cancer screening rates among CALD groups. Cancer Council NSW (CCNSW) aims to reduce the impact of cancer and improve cancer outcomes for priority populations including CALD communities. In line with this objective, CCNSW commissioned this rapid review of interventions implemented in Australia and comparable countries. Review questions This review aimed to address the following specific questions: Question 1 (Q1): What smoking cessation interventions have been proven effective in reducing or preventing smoking among culturally and linguistically diverse communities? Question 2 (Q2): What screening interventions have proven effective in increasing participation in population cancer screening programs among culturally and linguistically diverse populations? This review focused on Chinese-, Vietnamese- and Arabic-speaking people as they are the largest CALD groups in Australia and have high rates of tobacco use and poor screening adherence in NSW. Summary of methods An extensive search of peer-reviewed and grey literature published between January 2013-March 2022 identified 19 eligible studies for inclusion in the Q1 review and 49 studies for the Q2 review. The National Health and Medical Research Council (NHMRC) Levels of Evidence and Joanna Briggs Institute’s (JBI) Critical Appraisal Tools were used to assess the robustness and quality of the included studies, respectively. Key findings Findings are reported by components of an intervention overall and for each CALD group. By understanding the effectiveness of individual components, results will demonstrate key building blocks of an effective intervention. Question 1: What smoking cessation interventions have been proven effective in reducing or preventing smoking among culturally and linguistically diverse communities? Thirteen of the 19 studies were Level IV (L4) evidence, four were Level III (L3), one was Level II (L2), none were L1 (highest level of evidence) and one study’s evidence level was unable to be determined. The quality of included studies varied. Fifteen tobacco cessation intervention components were included, with most interventions involving at least three components (range 2-6). Written information (14 studies), and education sessions (10 studies) were the most common components included in an intervention. Eight of the 15 intervention components explored had promising evidence for use with Chinese-speaking participants (written information, education sessions, visual information, counselling, involving a family member or friend, nicotine replacement therapy, branded merchandise, and mobile messaging). Another two components (media campaign and telephone follow-up) had evidence aggregated across CALD groups (i.e., results for Chinese-speaking participants were combined with other CALD group(s)). No intervention component was deemed of sufficient evidence for use with Vietnamese-speaking participants and four intervention components had aggregated evidence (written information, education sessions, counselling, nicotine replacement therapy). Counselling was the only intervention component to have promising evidence for use with Arabic-speaking participants and one had mixed evidence (written information). Question 2: What screening interventions have proven effective in increasing participation in population cancer screening programs among culturally and linguistically diverse populations? Two of the 49 studies were Level I (L1) evidence, 13 L2, seven L3, 25 L4 and two studies’ level of evidence was unable to be determined. Eighteen intervention components were assessed with most interventions involving 3-4 components (range 1-6). Education sessions (32 studies), written information (23 studies) and patient navigation (10 studies) were the most common components. Seven of the 18 cancer screening intervention components had promising evidence to support their use with Vietnamese-speaking participants (education sessions, written information, patient navigation, visual information, peer/community health worker, counselling, and peer experience). The component, opportunity to be screened (e.g. mailed or handed a bowel screening test), had aggregated evidence regarding its use with Vietnamese-speaking participants. Seven intervention components (education session, written information, visual information, peer/community health worker, opportunity to be screened, counselling, and branded merchandise) also had promising evidence to support their use with Chinese-speaking participants whilst two components had mixed (patient navigation) or aggregated (media campaign) evidence. One intervention component for use with Arabic-speaking participants had promising evidence to support its use (opportunity to be screened) and eight intervention components had mixed or aggregated support (education sessions, written information, patient navigation, visual information, peer/community health worker, peer experience, media campaign, and anatomical models). Gaps in the evidence There were four noteworthy gaps in the evidence: 1. No systematic review was captured for Q1, and only two studies were randomised controlled trials. Much of the evidence is therefore based on lower level study designs, with risk of bias. 2. Many studies provided inadequate detail regarding their intervention design which impacts both the quality appraisal and how mixed finding results can be interpreted. 3. Several intervention components were found to have supportive evidence available only at the aggregate level. Further research is warranted to determine the interventions effectiveness with the individual CALD participant group only. 4. The evidence regarding the effectiveness of certain intervention components were either unknown (no studies) or insufficient (only one study) across CALD groups. This was the predominately the case for Arabic-speaking participants for both Q1 and Q2, and for Vietnamese-speaking participants for Q1. Further research is therefore warranted. Applicability Most of the intervention components included in this review are applicable for use in the Australian context, and NSW specifically. However, intervention components assessed as having insufficient, mixed, or no evidence require further research. Cancer screening and tobacco cessation interventions targeting Chinese-speaking participants were more common and therefore showed more evidence of effectiveness for the intervention components explored. There was support for cancer screening intervention components targeting Vietnamese-speaking participants but not for tobacco cessation interventions. There were few interventions implemented for Arabic-speaking participants that addressed tobacco cessation and screening adherence. Much of the evidence for Vietnamese and Arabic-speaking participants was further limited by studies co-recruiting multiple CALD groups and reporting aggregate results. Conclusion There is sound evidence for use of a range of intervention components to address tobacco cessation and cancer screening adherence among Chinese-speaking populations, and cancer screening adherence among Vietnamese-speaking populations. Evidence is lacking regarding the effectiveness of tobacco cessation interventions with Vietnamese- and Arabic-speaking participants, and cancer screening interventions for Arabic-speaking participants. More research is required to determine whether components considered effective for use in one CALD group are applicable to other CALD populations.

Abstract:
The disappointing performance of education systems in developing countries in improving learning outcomes has spurred research aimed at establishing what features of education systems determine their effectiveness or failure in improving learning outcomes. There has been special interest in the challenge of making education systems more coherent for learning, i.e., developing systems in which accountability relations among stakeholders across key elements of education policy design support and sustain strong learning outcomes. In the emergent literature on the political economy of education, a great deal of attention has been directed at Vietnam, a lower-middle income country whose results on assessments of learning have been vastly higher than all other countries in its income group and have even surpassed learning assessment results of many OECD countries. This has led to a raft of research papers asking, “how did Vietnam do it?” Addressing this question, this paper explores Vietnam’s education system’s coherence for learning through an analysis of accountability relations across three key elements of education policy design — delegation, finance, and information. Our aim is to ascertain how features of these policy elements’ practice may variously support or undermine the Communist Party of Vietnam’s objective of promoting quality education and improved learning outcomes for all. The potentially surprising answer to the “how coherent” question posed in the title is, not really that much. Analysis finds that Vietnam’s education system remains weakly "coherent around learning" and is best understood as a “formal process compliant” system that, despite its many strengths, is nonetheless underperforming relative to its potential. The implications of this for efforts to enhance the system’s performance around learning are explored in brief.
