Background: The physician workforce in Quebec is regulated by a government-controlled plan. Many specialty trainees expressed concerns about securing a position. Our objective was to analyze physicians’ employment issues in Quebec and their impact on residents’ training in specialty programs.Methods: We distributed a web-based self-administrated survey to all Quebec residents training in specialty programs to capture data about residents’ ability to find employment, career plans and perceptions regarding the workforce policy. Three groups were considered: graduates, non-graduating senior residents, and junior residents.Results: The overall response rate was 41.5% (985/2372). 47.3% of graduates did not have a position two months before finishing their training. Among residents without a position, 27.1% of graduates intend to leave Quebec, and 19.6% to complete a fellowship to postpone their start in practice. Overall, 77.9% of respondents believed there are not enough job opportunities for the number of trainees.Conclusion: Quebec specialty residents experience significant difficulties obtaining a position in the province and perceive that there are not enough job opportunities, which impacts their career plans and could drive them to complete a fellowship or plan to practice outside the province. Trainees' experience in finding employment needs to be considered in planning the physician workforce.

Abstract:
This article considers René Lévesque’s (1922–1987) political discourse in context of his fight for Quebec identity. In our opinion, he was the most brilliant Quebec leader during the second half of the XX century. A selection of his grand speeches and the best interviews “La voix de René Lévesque” (Québec, 2002) were used as the source for analysis. Being media and mass communication researcher, the author does not aspire solely to linguistic analysis. We consider René Lévesque’s political discourse in view of his ability to communicate with different audiences supporting the Quebec’s identity. So, it was very important to determine R. Lévesque’s target audiences and the principal methods of influencing them. The speeches of R. Lévesque as a politician reflect his experience as a TV journalist (his habit of oral, not written presentation of information), hence some “roughness” of his speeches – the use of interjections, tautology, and the lack of stylistic artistry. One of the conclusions made is that all public R. Lévesque’s speeches demonstrate, step by step, his consistent programme for preserving Quebec identity in its English environment (the change of self-designation into “Québécois (Quebeckers)”; the proclamation of French as the only language of the province; the attempt to secure the support of France, its former metropolis; referendum on province independence; declining the federal offer to sign “patriated” Canadian Constitution without recognizing Quebec as “a distinct society” and others). However, Prime Minister Pierre-Elliotte Trudeau, his federal opponent, considered René Lévesque an ambitious person, who wanted to split united Canada. Unfortunately, “La voix de René Lévesque” did not include the internal Quebec Party discussions on province independence, which became the reason for René Lévesque to abandon Quebec Party and his post of Quebec Prime Minister. The author argues that political discourse of national Quebec leader René Lévesque was a form of social action, which served as a prerequisite for recognizing the Quebec Nation by the Parliament of Canada in 2006. At present Quebec Party, based on René Lévesque’s political legacy continues to develop it, and the thesis of Quebec’s Independence is still in its programme. The research shows that political discourse of small nations leaders like René Lévesque needs to be under further studies. The resonating context of the modern world gives us many other similar regional situations.

AbstractThis article examines two contrasting views of Quebec block voting in federal elections. One view has it that the Quebec electorate tends to behave in a monolithic fashion; the other, put by Cairns in 1968, claims that this phenomenon is “a contrivance of the electoral system, not an autonomous social fact.” The evidence shows that block voting, namely, the degree to which an electorate mobilizes behind the largest party, is much more pronounced in Quebec than it is in other provinces, and especially when compared to that in Ontario. Quebec is also more likely than Ontario to determine which party forms the government. The tendency of the electoral system to magnify seat allocations to the largest party, however, is only marginally greater in Quebec relative to Ontario. At the same time, the composition of the Quebec “block” vote has varied considerably over time; it has not always been a distinctively francophone phenomenon. The article further challenges the assumption that the single-member plurality system is inherently inferior to proportional representation as a means of securing the protection of minorities in ethnically diverse societies.

Abstract:
The paper deals with the Quebec national question during the Second World War and the postwar period in the context of the causes and preconditions of "Quiet Revolution" in 1960s in Quebec. Based on articles, memoirs, non-fiction literature, statements we analyze the views of the French-Canadian and the English-Canadian public and political figures on the crisis of conscription, as well as the impact of the crisis on the social and political situation in post-war Quebec. Particular attention is paid to an under-researched aspect in the historiography – to attempts of a reform in Quebec, in times of Adelard Godbout (1939 – 1944) as a prime-minister of Quebec. He was considered to be a precursor of the "quiet revolution" in 1960s. During his tenure in the Quebec government he adopted important laws on women suffrage, compulsory schooling of children from six years. It weakened the influence of foreign companies on the Quebec's economy. The Adelard Godbout's defeat in provincial elections in 1944 resulted in rise of a nationalist-conservative Maurice Duplessis. We thoroughly analyzed the post-war period in the history of Quebec, which is known as the "period of darkness" (1944 – 1959), when prime minister of Quebec Maurice Duplessis was elected on second term. The paper also focuses on the policy of the M. Duplessis's regime in Quebec, on how it contributed to further backlog in socio-economic development, which accelerated discontent of opposition which demanded major reforms. This discontent had become the catalyst of the "Quiet Revolution." The postwar period has transformed French-Canadian national question in Quebec. Basic issues during the government of M. Duplessis were not linguistic, religious or cultural ones. The main question was that of equality of the provinces in the federation and concerned expansion the autonomous rights of Quebec.

They sell an important part of their output outside the Province. They exhibit structural weaknesses. Their importance in the Canadian economy has been declining in the past 25 years. We should not be too optimistic about the situation since 1971. Some officials claimed that the Province has known a new start in the manufacturing sector but the statistical facts do not confirm such a view. The Province therefore needs a really new strategy. The article tries to outline some of the constraints and features of this new strategy.

Abstract:
In spite of apparent acceptance by the Imperial government of Durham's recommendation for accelerating the inevitable assimilation of the French culture into its Anglo-Saxon environment, French Canadians nevertheless enjoyed a fair amount of de facto self-government during the years which preceded Confederation. A proof of this is their ability to consolidate during that period the ecclesiastical establishment which was to constitute the core of their social structure for the next century and their success in putting the French language more or less on the same footing as the English language by the repeal of article XLI of the Union Act. Quebeckers were even successful in effecting the codification of their civil laws. All of this however required the active cooperation of the English members of the provincial legislature. A real measure of self-determination was attained by the French as a result of Confederation which gave each province including Quebec exclusive jurisdiction in certain matters. In theory, this new freedom was to be exercised within fairly narrow limits, in view of the federal power to disallow provincial statutes, of the extensive list of federal powers which had priority over a smaller list of provincial powers, and of the federal residual power, not to mention the « general » authority of the federal Parliament. As it turned out, the provinces and therefore Quebeckers enjoyed much more freedom than had been anticipated, as a result of the Privy Council's interpretation of the constitution, a development which to some extent was predictable. The increase in provincial freedom was also due to the political pressure exercised by the provinces themselves. Surprisingly enough, Quebec did not join the « provincial league » at an early hour, Ontario being at first the main defender of provincial autonomy. Quebec's espousal of the provincial cause had to await the removal from power of the Conservatives in the province. The Liberals who took over had voted against Confederation which they regarded as unduly centralized. This in itself would have made them an ally of Ontario. But there was more than that to it. The Quebec Liberals had opposed the 1867 federation from the start (and refused to participate in the 1864 coalition) because they considered that Quebec's freedom might become unduly restrained in a system where she would be faced with numerous partners or provinces, all Anglo-Saxon, instead of having to face an English majority limited to Ontario. It so happened that the Liberals came to power on a wave of profound and widespread dissatisfaction among the French, precisely because of a perceived restriction of their freedoms during the Riel crisis. Hence, the eager look of the people of Quebec towards their own capital as a source of protection against federal encroachment to what they regarded as their legitimate rights. This feeling was reinforced regularly for a period of fifty years as a result first of the Manitoba school question, then the Alberta and Saskatchewan school question, the Keewatin school problem and last but by no means least the Ontario school crisis which this time concerned French schools only. On top of that, came the 1917 conscription to which can be traced the origin of the « modern » separatist movement. During most of that time, the Liberals were in power (1897-1936) and it is no wonder that Quebec gradually became the ever present champion of provincial rights. When Duplessis defeated the Liberals, the trend was so well established that it transcended party lines. Later, the pressure exercised gradually by the separatist movement and the increasing desire of Quebeckers to have more freedom and be masters in their own house led to the Quiet Revolution whose leaders finally asked for a special status. If polls are any indication, it is towards this last approach that a majority of Quebeckers are looking to solve the constitutional question. On the other hand, the right of peoples to self-determination has acquired a wide measure of international recognition since Durham's report which is a far cry from Professor Brossard's recent « report » on the subject as it applies to Quebec, written under the aegis of the Centre de recherche en Droit public of the law faculty of the Université de Montréal. As things now stand, the next step in the determination of Quebec's right to self-government is in the hands of Quebeckers at the forthcoming referendum.

This paper examines the current socio-political language in the formulation of mental health policy in Ontario and Quebec. “Before long,” coherent and rational policy has been promised in each province to “solve” today's mental health crisis—often identified as that of “deinstitutionaliztion.” However, there is not just one view. Here, we examine the arguments presented in the form of briefs, reports, and working documents on the part of mental health professionals, governments and unions, patient groups, and volunteer organizations in both provinces. We analyze the areas of convergence and divergence and attempt to make sense of this mass of material so important in the formulation of a sensible and sensitive government policy of action.

ObjectivesIn 2015, the Province of Quebec, Canada passed a law that allowed voluntary active euthanasia (VAE). Palliative care stakeholders in Canada have been largely opposed to euthanasia, yet there is little research about their views. The research question guiding this study was the following: How do palliative care physicians in Quebec position themselves regarding the practice of VAE in the context of the new provincial legislation?MethodsWe used interpretive description, an inductive methodology to answer research questions about clinical practice. A total of 18 palliative care physicians participated in semistructured interviews at two university-affiliated hospitals in Quebec.ResultsParticipants positioned themselves in opposition to euthanasia. Their justifications were framed within their professional commitment to not hasten death, which sat in tension with the value of patients’ autonomy to choose how to die. Participants described VAE as unacceptable if it impeded opportunities to evaluate and alleviate suffering. Further, they contested government rhetoric that positioned VAE as a way to improve end-of-life care. Participants felt that VAE would diminish the potential of palliative care to relieve suffering. Dilemmas were apparent in their narratives, about reconciling respect for patient autonomy with broader palliative care values, and the value of accompanying and not abandoning patients who make requests for VAE while being committed to neither prolonging nor hastening death.ConclusionsThis study provides insight into nuanced positions of experienced palliative care physicians in Quebec and confirms expected tensions between an important stakeholder and the practice of VAE as guided by the new legislation.

Recent debates about hospitality and religious diversity frequently hinge on unspoken notions of home. This is especially true in the Canadian province of Quebec, where citizens have worked to establish a secular state after a history of domination by the Catholic Church. In the last two decades, as religious minorities have grown, controversy has arisen about requests for accommodations made on religious grounds. Here I examine responses to those requests and ask what notions of home underpin them. One is grounded in history: its adherents contend that immigrants are guests and should conform to the norms of their new home. It expands the geography of home by linking secularism to collective identity. A second is grounded in political-legal thought: its adherents contend citizens are at home even if their views differ from the majority’s. It recognizes that long-time residents and newcomers mutually influence each other and, over time, people’s identities change.

Public participation practices are now common and recognized as a way of including a broader range of interests andsocial values in forest management. However, we know little about their real benefits. This article presents the results of astudy aimed at developing a deeper understanding of the diverse impacts of public participation and, in particular, of forest-related deliberative forums (i.e. committee types of processes). The study is based on an analysis of data collected from137 respondents–participants and coordinators–who have been involved in more than 120 forest-related public participationprocesses in the province of Quebec. With Quebec’s croix de chemin (wayside crosses) as a jumping off point, I explore the importance of heritage creation as the province transitioned away from pre-Vatican II Catholicism in the 1960s and 1970s. I include two ‘sites of memory’: fieldwork with contemporary cross caretakers and archival materials from a major government-funded inventory of the crosses in the 1970s. Heritage professionals have generally implied that Catholic objects lose their sacred meaning to become objects of nation-building, while caretakers view them as still-active objects of devotional labour. Regardless, I find that both parties view themselves as laying claim to “modern” ways of interacting with religious objects, while also assuming that a cohesive national identity rests in part on promoting a rural Catholic past. More broadly, I argue that neither side can be fully understood without attention to the convergence of three trends in the 1960s and 1970s: Quebecois and other emergent nationalisms, Catholic liberalization, and the rise of an international heritage industry.

Abstract.The Canadian party system exhibits both “stable dealignment,” defined as directionless volatility and relative stability. But the boundary between the system's orderly and disorderly parts is not that clear in conventional wisdom, which contrasts big, inclusive parties with small parties representing ideas or interests. In fact, the relatively stable parties have been the NDP and the Liberals, in contrast to the Conservatives and a rotating cast of province- or region-specific insurgents. Volatility is a feature mainly of Quebec and the West and is greater in federal than in provincial elections. But geographic divergence is greater in provincial elections. The paper proposes a research program to account for Canada's coexistence of opposites.Résumé.Le système de partis politiques canadien présente à la fois un «désalignement stable», défini comme une volatilité sans direction, et une relative stabilité. Cependant, la frontière entre les parties ordonnées et désordonnées du système n'est pas stylisée comme le veut la sagesse populaire qui contraste grands partis inclusifs et petits partis représentant des idées ou des intérêts particuliers. En fait, ce sont le NPD et les libéraux qui représentent les partis relativement stables du système en opposition au Parti conservateur et à une série de partis « insurgés » spécifiques à une province ou à une région. La volatilité est quant à elle principalement une caractéristique du Québec et des provinces de l'Ouest tout en étant plus présente sur le plan fédéral que provincial. La divergence géographique est toutefois plus grande aux élections provinciales. Cet article propose donc un programme de recherche afin de mieux expliquer la coexistence de ces contraires au Canada.

Unlike earlier consolidations, this one will be permanent and brought up to date annually, and as he approaches his subject, the author describes what must be understood by keeping up to date and who should be responsible for the task. Next, he discusses the technical aspects which ought to be considered in the process of keeping the consolidation up to date, among which are the moment and methods to inserting new texts, the numbering of sections, and the vehicle for the publication of amending legislation. In the third part of his paper, the author describes what important changes would have to be made to the present situation, should the proposed system be adopted. These changes are both documentary (a new presentation of the Quebec official Gazette is advocated) and legislative (new duties of the Quebec Official Printer are stressed). Finally there is established a link between the permanent consolidation and a policy for non-official consolidations. The author concludes with the expression of a point of view on the access of the people to the law.

A distinctive feature of modern Canada is the dualism of its legal system. This means that in the country there are two systems of law - continental (Roman-German) and Anglo-Saxon (precedent). Each of these systems differ in their approaches to the understanding of law and justice implementation. However, the main difference is due to the fact that each of these systems relies on its own sources of law. If the basis of the criminal and private law in general, and the federation of nine provinces in particular is common (case) law of England, in the province of Quebec are used English (basically) criminal law and French civil law in its origin. Historically, this was due to the fact that at the time of the conquest of the colony of New France (now Quebec) in the XVIII century it had a relatively developed legal system, including the system of administration of justice. At the heart of the local sources of law were kutyums of Paris, supplementing ordinances of the French kings. Inclusion of New France in the possession of the English Crown was for the new authorities a precedent - the first time in the history of the British colonial empire it acquired a part of the territory with a Christian population and European law. In fact, the British colonial authorities had to make a choice, which was to determine the vector of further legal development of not only the newly conquered colony, but the whole of British North America. According to the rules of English case law the medieval English monarch (as sovereign) could either admit the law to of its new ownershipin force at the time of the conquest, or introduce there English law in force at the time. In view of the prevailing circumstances of the specific historical issue of the replacement of French law (including sources and the administration of justice) in English it turned out to be extremely difficult from the socio-political and a formal legal point of view. This article analyzes the problems encountered during the initial stage of the legal system of the British colony of Quebec and, in particular, of the sources of its territorial law.

The skilled labour shortage in the natural resource sector is a major issue in North America, particularly in the Canadian forestry sector. In the province of Quebec alone, 15 000 positions will need to be filled by 2022. At the same time, many Indigenous communities are seeking to develop employment opportunities, as they have high unemployment rates and a young and growing population. But are forestry employers creating an environment conducive to the recruitment, integration, and retention of an Indigenous workforce? We interviewed 22 directors and human resource managers from 19 forestry businesses (16 non-Indigenous and 3 Indigenous) in Quebec, with a view to answering this question. Employer narratives suggest that they have only just begun to see the potential of the Indigenous workforce and put in place diversity management practices. Partnerships between Indigenous communities and forestry businesses, development of alternative training and skill development methods, and awareness-raising among employees and employers were found to favour recruitment, integration, and retention of Indigenous workers. Conversely, according to participants, stereotypes, discrimination, lack of inclusion measures, drug and alcohol use, and lack of training reduce the potential for Indigenous people to join the forestry workforce.

Automated, self-administered, Web-based 24-h dietary recall tools are increasingly available for nutrition research in different settings, particularly in epidemiological studies and national surveys because of their practicality and efficiency. However, the usability of different 24-h dietary recall tools must be assessed and compared for use in specific populations as it is a major driver of the response rate and retention of participants. The primary aim of this study was to compare the usability of two validated, self-administered, web-based 24-h dietary recall tools available for the Canadian population: the R24W and the 2018 Canadian version of the ASA24. The R24W was developed in French for primary use in the province of Québec, Canada while the ASA24 was developed in English for primary use in the USA and recently adapted and translated for use in French-speaking Canadian adults. Whether the R24W and the ASA24-Canada-2018 yield similar nutritional data was also tested. In this randomized crossover study, 48 women and 20 men (mean age of 35 ± 14 years; range: 19–79 years) recruited in the province of Quebec completed the R24W and the ASA24-Canada-2018 in French twice on each occasion. Participants also completed the System Usability Scale (SUS), a reliable and valid scale giving a global view of subjective assessments of usability. Mean SUS score as well as mean dietary intakes of energy, nutrients and food groups generated by each tool were compared using mixed model analyses for repeated measures. On a scale of 0 to 100, the mean SUS scores (±SD) for the R24W and the ASA24-Canada-2018 were 81 ± 2 and 58 ± 2, respectively (p < 0.0001). 84% of participants stated that they would prefer to use the R24W if they were invited to complete additional 24-h dietary recalls. No significant difference was found between the R24W and the ASA24-Canada-2018 for the intake of energy, proteins, lipids, saturated fatty acids, carbohydrates, fibers, sodium and vegetables and fruits. In sum, while the R24W and the ASA24-Canada-2018 generate comparable self-reported dietary intake data, the R24W showed a better usability than the ASA24-Canada-2018 in a sample of French-speaking adults from the province of Quebec.

Since 1978, the government of the province of Quebec has undertaken an important water pollution control program. Under this program, new wastewater treatment plants are to be constructed in many municipalities of the Yamaska watershed (Quebec) by 1990. From an engineering point of view, one of the major issues in planning the construction of these treatment facilities is the selection of the wastewater treatment alternatives to be implemented at each municipality of the watershed. Using case studies from the Yamaska watershed, the present study illustrates the role and importance of three factors for the analysis and the selection of wastewater treatment alternatives. These factors are (1) the standards, as related to the receiving stream, (2) the discharge point interactions through the receiving stream system, and (3) the various possibilities for joint or separate treatment of municipal and industrial wastewater. Examples are given of the economical implications that may result from these factors. While each factor was dealt with separately for the purpose of this study, it is clear that they are strongly related and that they interact. As a result, the selection of wastewater treatment alternatives is fundamentally a system-based problem rather than a case-by-case problem. This paper examines the idea of personal privacy and how the law has responded to expectations that it be adequately protected. The legal protection of personal privacy is evaluated in light of the concerns of homosexual persons that information about their sexual orientation remain confidential. Although individual privacy is a notion that can be used to argue for a sphere of individual freedom, in the sense that adult individuals should be free of government restriction on how they express themselves sexually in private, this paper focuses on privacy insofar as it relates to the undesired disclosure of information about a person's private life. This is privacy as secrecy, a concept which is concerned with the degree to which we are prepared to allow people to live their lives free from the intrusive prying of others. Whether the idea of breach of privacy as giving rise to civil responsibility has evolved under tort law is reviewed in the common law of both Canada and the United States. The inadequacy of the common law in protecting a general right to privacy has led to the adoption of a number of provincial statutes which create an invasion of privacy tort, and the importance of these in potentially protecting the privacy of homosexual persons is examined. The recognition of a general right to privacy under the Quebec Civil Code and its reinforcement by provisions in the Quebec Charter of Rights and Freedoms completes the analysis of civil remedies for breach of privacy in Canada. For comparative purposes, the development of the « private facts tort » in the American legal system is explored and commented. Informational privacy as it relates to the collection, storage and use of personal information by governments constitutes the focus of part 3 of this paper. It assesses the dangers inherent in the use and storage of personal information by governments in both Canada and the U.S.A. The recognition of the potential for abuse has resulted in the adoption of Privacy Acts in both countries at the federal level and, with respect to Canada, in the province of Quebec. Such legislation seeks to answer the twin preoccupations of when government institutions are justified in collecting and using personal information and when they are justified in disclosing it. These questions are of considerable importance to homosexual persons and this is emphasized in the analysis. Views on the relationship between privacy and social tolerance are offered in the conclusion to the paper.

This paper is aimed at providing a comprehensive guideline on the design techniques and approaches to the delivery of net zero-energy healthy housing in view of the ÉcoTerra house, which won the Canadian federal government's EQuilibrium sustainable housing competition. The house was built in Eastman in the province of Quebec and it is currently open to the general public in order to sharpen the consumers' awareness of commercially available net zero-energy healthy housing today.

The tectono-metamorphic history of polycyclic "grey gneisses" located in the central Grenville Province of western Quebec has been constrained along a transect perpendicular to the length of the Grenville Orogen. Two terranes, the Réservoir Dozois terrane (RDT) and the Réservoir Baskatong terrane (RBT), were recognized from their structural, lithological, and geochronological characteristics. This subdivision has been confirmed by application of geothermobarometric techniques to appropriate mineral assemblages.The RDT is the southern extension of the parautochthonous belt of the Grenville Province, which in this area is composed of Archean rocks of upper-amphibolite grade. During the Grenvillian Orogeny, northwest-directed thrusting resulted in the tectonic burial of this terrane as a single tectonic unit, in contrast with the northern part of the parautochthonous belt, where several slices were imbricated against the Grenville Front. Maximum P–T conditions in the RDT (850 MPa, 720 °C) were likely Grenvillian and were followed by pervasive retrogression down to the hornblende–epidote subfacies. Locally, the RDT is overlain by remnants of thrust slices composed of monocyclic metasedimentary rocks that were deformed and metamorphosed in the granulite facies during the Grenvillian Orogeny.To the southeast, the RBT is an allochthonous or exotic terrane probably of Proterozoic age. It also experienced tectonic burial by thrusting (1030 MPa, 710 °C) during the Grenvillian Orogeny, whose thermal climax (790 °C) coincided with charnockite emplacement during decompression to 850 MPa.These two terranes are separated by a narrow strip of sheared rocks, the Renzy shear belt (RSB), which comprises mafic and ultramafic rocks subjected to high P and T (975 MPa, 745 °C). In view of the significant discrepancy between the metamorphic histories of the two terranes separated by the RSB, major tectonic transport has to be envisaged along this zone.

This paper investigates the determinants of success of the client-consultant relationship from the consultant's point of view. Ten consultants from various fields (e.g. change management, information technology, etc.) based in the province of Quebec in Canada were interviewed. They were asked to comment on issues relating to their roles in the consultancy project, expectations, and the determinants of success of the client–consultant relationship. Interview data were analysed using an interpretive frame. The research findings reveal that consultants perceive their contribution and role positively and perceive themselves as change agents and knowledge transmitters. Trust, active communication, and shared feedback were identified as the major determinants of success of the client–consultant relationship. The results support and help advance earlier research findings in the management consulting field. Consultants are conscious that a long-term relationship built on trust, active communication, and shared feedback, identified as major determinants of success in the client–consultant relationship, is essential. The qualitative findings of the study add to, and help support, earlier research findings on consultants' perception of their roles and contributions within client organisations.

Purpose – The purpose of this paper is to examine the use of sustainability as strategic cornerstone for a marketing channel in a mature market, particularly in the hog industry in the Canadian Province of Quebec. Due to the growing attention to sustainability, and the international trend toward agricultural trades and stakeholder involvement in food, there is a need for a system-based approach in the field of food systems sustainability. Design/methodology/approach – In total, 12 semi-structured individual interviews were conducted among marketing managers working for different organizations within the Quebec hog marketing channel. The organizations chosen vary depending on the size, level of integration and involvement in the industry, to create a sample that adequately represents the industry. For the purpose of this research, three primary producers, one veterinarian, three licenced abattoirs, one food processor, one distributor, one independent retailer and two types of food service facility, one from a franchise system and the other from a high-end restaurant were questioned regarding the current state of the industry, as well as the impact of sustainable development on their strategic plans. Findings – The Canadian hog and pork industry is currently facing strong competition from several fronts: the USA and South America, a population with increasingly sophisticated demands, a strong Canadian dollar and a significant increase in input costs, particularly in respect to oil and corn. To be able to meet this competition, and in order to prosper in an uncertain marketplace, marketing channel believes that it must reduce its production costs, increase product awareness in the domestic market and promote cooperation among industry members. Research limitations/implications – This research is mainly concerned with the Quebec hog industry. External validity has not been achieved with the current research. In addition, a lack of distributor availability to answer the interview questions limits researchers’ capacity to extrapolate results to all retailers. Meetings with other food distributors would be required to verify the accuracy of results. Although this study is exploratory in nature, several appealing research avenues emerge. First, the research focusses primarily on members of the distribution network, but does not consider the consumers’ point of view. It would be fruitful to study the impact of sustainable development on the perceived product quality by measuring consumers’ intent to purchase. Practical implications – The principal point of interest that makes this case worthy of study and of potential application to future business modeling is how sustainability and sustainable development is perceived throughout various marketing channels. The Quebec hog industry faces strong competition from several countries that are able to offer a similar product at a lower cost. The mature market consists of a limited number of producers interested in offering a product on the market at the lowest possible price. Social implications – When it comes to sustainable development and the hog industry, the economic and environmental aspects seem to be well understood by members of the industry. On the other hand, the social aspect of sustainability is not mentioned frequently and is often not a part of the leaders’ main concerns. Nevertheless, members of the industry agree that sustainable development affects the Quebec hog value chain, and will remain a topic of interest in the coming years. Originality/value – To the knowledge, no study has been conducted to evaluate the use of sustainability as strategic cornerstone for a marketing channel in a mature market, particularly in the hog industry. Many studies have been conducted in a context of emerging markers. However, very few studies addressed the issue in an established economic environment.

Problems of building a new democratic Russia based on federative principles and the region's long-refractory “national question,” forming a knotty tangle of complicated issues, have steadily remained in the political limelight. In a number of regions worldwide dramatic changes have occurred, related in one way or the other to the processes of national-territorial self-determination. As a result of this, the Eurasian political landscape has been marked by the emergence of some twenty newly independent states. Suffice it to say that the Soviet Union, a preponderant superpower feared by all, collapsed; and in Europe the Federative Republic of Yugoslavia ceased to exist, bringing on a long-term national conflict threatening not only regional but even global security. In East Central Europe binational Czechoslovakia split up into two independent nation states. Elsewhere, even in the absence of militarized national conflict, political processes have dramatically intensified. In Asia, for example, the multinational Chinese Republic with its Tibetan and Uighur problems, and ethnically heterogeneous India with its population speaking more than 400 languages and dialects have long attracted public attention as sources of potential instability in the region. The “Sikh issue” alone, for instance, continues to pose a threat to India. Even the North American continent, a peaceful region in terms of its political and ethnic stability, is confronted with similar problems. The integrity of Canada is still in question with the franco-lingual province of Quebec striving for independence.

Abstract This study documented the provision of services and issues experienced by community organizations supporting older adults and caregivers in the province of Quebec during the coronavirus disease (COVID-19) pandemic, as well as promising strategies to adapt the provision of services in this context. A cross-sectional electronic survey using open- and closed-ended questions was conducted in July 2020. Almost three-quarters of the 307 respondents (71.4%) reported having maintained services at least partially throughout the lockdown, and the majority (85.3%) adapted their services. Among key challenges, participants reported difficulties identifying and supporting older adults at greater risk of vulnerability (54.8%), managing health risks for service users (60.2%), and recruiting volunteers (59.5%). Promising strategies included strategies to reach out to older adults and understand their needs (e.g., systematic phone calls) in addition to direct interventions supporting them (e.g., activities promoting social ties); implementing prevention and protection measures; accessing and using technologies; human resources management (e.g., recruiting new volunteers); finding financial support for their organization; developing intersectoral partnerships (e.g., multisectoral crisis cell); and promoting a positive view of older adults. The integration of multiple perspectives from different stakeholders may help identify strategies potentially transferable to other crises in order to meet older adults’ needs.

Transfers of shares in the private law of the Province of Quebec raise numerous questions. The rights of the bona fide transferee for value are not clearly settled by the Civil Code and the provincial Companies Act is silent on the issue. In the first part of this article, the author deals with the state of the civil law on the question, illustrating the discussion with a study of the rights of a minor to proceed against bona fide transferees generally and more specifically, under articles 297 and 1487 C.C. In the second part of the article, the question is viewed from the point of view of the federal legislation. Part VI of the Canada Business Corporations Act is studied in detail in so far as the rights of the minor are modified by the statute. This useful exercise indicates clearly the preference given by the federal Act to bona fide purchasers of securities and the rather precarious position of the true owner in questions of conflicting claims. Viewed from a larger perspective, this study reveals an important trend in recent legislative enactments : where traditional rules tend to protect property rights (nemo dat...), contemporary legislations seem to favour unduly the security of commercial transactions.

In 1787, a group of American refugee settlers in the western portion of Quebec, which would become the colony of Upper Canada in 1791, collectively petitioned the Governor General, Lord Dorchester, for schools. They insisted, in fact, on a relatively comprehensive network of schools funded directly through the government purse. Dorchester responded by appointing William Smith, the former Chief Justice of New York State with whom he had formed a political friendship during the American War of Independence, to head a special committee to report on the state of education throughout the entire province. Several hundred copies of the report were printed and released in 1789. The report recommended a government-supported tripartite elementary, secondary, and university school system. The recommendations were not acted upon, but the report's ideas lingered in public discourse for years to come. In the writing of the origins of schooling in Upper Canada, this report has not received considerable attention. Moreover, the intentions and goals of these early settlers advocating for government-aided schooling are characteristically overlooked. In the dominant view, the building of Upper Canada's school system was motivated by the bureaucratization and institutionalization concerns of major school advocates and politicians in the mid-nineteenth century.

Objective: This study aims to examine the legal procedure that women who are charged with killing their children experience and to compare the variables that discriminate between those found guilty and those who received a medical disposition. Method: The sample comprises 32 adult women who killed their biological children in the province of Quebec over an 11-year period (1981 to 1991). Results: Of the sample, 18 women were found guilty, and 14 received a medical disposition. Of those who were the object of a penal disposition, most received a sentence that exceeded 2 years. Women who were sentenced to prison had a lower socioeconomic status and, compared with those who received a medical disposition, were more likely to have had a criminal and substance abuse history. Further, this latter subgroup of women were more likely to have a psychiatric history, to suffer from psychotic symptoms, and to become oriented to the mental health system immediately after their offence. Conclusions: These comparative results suggest that women's profiles differ according to some descriptive variables. From a clinical point of view, however, these results do not suggest that a different approach with respect to treatment of filicidal women or prevention of filicide would be more appropriate.

This work explores the performances of the hydrologic model Hydrotel, applied to 36 catchments located in the Province of Quebec, Canada. A local calibration (each catchment taken individually) scheme and a global calibration (a single parameter set sought for all catchments) scheme are compared in a differential split-sample test perspective. Such a methodology is useful to gain insights on a model’s skills under different climatic conditions, in view of its use for climate change impact studies. The model was calibrated using both schemes on five non-continuous dry and cold years and then evaluated on five dissimilar humid and warm years. Results indicate that, as expected, local calibration leads to better performances than the global one. However, global calibration achieves satisfactory simulations while producing a better temporal robustness (i.e., model transposability to periods with different climatic conditions). Global calibration, in opposition to local calibration, thus imposes spatial consistency to the calibrated parameter values, while locally adjusted parameter sets can significantly vary from one catchment to another due to equifinality. It is hence stated that a global calibration scheme represents a good trade-off between local performance, temporal robustness, and the spatial consistency of parameter values, which is, for example, of interest in the context of ungauged catchments’ simulation, climate change impact studies, or even simply large-scale modeling.

Long before the molecular identity of the Na+-dependent K+-Cl− cotransporters was uncovered in the mid-nineties, a Na+-independent K+-Cl− cotransport system was also known to exist. It was initially observed in sheep and goat red blood cells where it was shown to be ouabain-insensitive and to increase in the presence of N-ethylmaleimide (NEM). After it was established between the early and mid-nineties, the expressed sequence tag (EST) databank was found to include a sequence that was highly homologous to those of the Na+-dependent K+-Cl− cotransporters. This sequence was eventually found to code for the Na+-independent K+-Cl− cotransport function that was described in red blood cells several years before. It was termed KCC1 and led to the discovery of three isoforms called KCC2, KCC3, and KCC4. Since then, it has become obvious that each one of these isoforms exhibits unique patterns of distribution and fulfills distinct physiological roles. Among them, KCC3 has been the subject of great attention in view of its important role in the nervous system and its association with a rare hereditary sensorimotor neuropathy (called Andermann syndrome) that affects many individuals in Quebec province (Canada). It was also found to play important roles in the cardiovascular system, the organ of Corti, and circulating blood cells. As will be seen in this review, however, there are still a number of uncertainties regarding the transport properties, structural organization, and regulation of KCC3. The same is true regarding the mechanisms by which KCC3 accomplishes its numerous functions in animal cells.

Context During the COVID-19 pandemic, restrictions were imposed on visits in hospitals in the province of Quebec, Canada in an effort to reduce the risk of viral exposure by minimizing face-to-face contact in order to protect patients, visitors and staff. These measures led to social isolation for patients. In order to reduce this isolation, CHUM (the Centre hospitalier de l’Université de Montréal, a teaching hospital) shifted from in-person visits to courtesy telephone calls delivered by volunteers from CHUM’s Volunteers, Recreation and Leisure Department. Objectives To study: (1) the contribution made by these calls to reducing isolation and their limitations, (2) how the calls can be improved, and (3) whether they should be maintained, based on the views of patients and volunteers. Methodology This study examined two populations. The first one consisted of 189 adult patients hospitalized at CHUM who received a courtesy phone call from a volunteer and the second one consisted of the 25 CHUM volunteers who made these calls. Quantitative data were collected from patients and volunteers through questionnaires and a Smartsheet. The patient questionnaire evaluated isolation, the courtesy phone calls, the relationship of trust with the volunteer and sociodemographic questions. The volunteer questionnaire evaluated the appropriateness of the technology for the intervention, the support and training received, the impacts of the courtesy phone call on both the patients and the volunteers, an experience report and sociodemographic information. In addition, a focus group was held with 7 volunteers. Then the verbatim were transcribed and analyzed using QDA miner software. Results From April 27, 2020 to September 5, 2020 more than 11,800 calls were made, mainly concerning hospitalization conditions or home follow-ups (n = 83), and relationships with relatives, friends, and family (n = 79). For 73.6% of hospitalized patients, the courtesy calls from volunteers were a good response to their needs, and 72% of volunteers agreed. 64.5% of patients felt less isolated and 40% of volunteers felt useful. Conclusion Our data suggest that patients felt less isolated during their hospitalization because of the courtesy calls made by the volunteers, that smartphones could also be used for video calls and, finally, that maintaining this type of service seems as relevant after as during a pandemic to provide social interactions to people isolated for medical reasons.

The purpose of this article is to assess and critique the Quebec secessionist movement from an Indigenous lens in order to include other contexts and views on the aforementioned topic that is traditionally left to the peripheries of the Quebec secessionist movement. In order to add an Indigenous lens to the discussion of Quebec’s secessionist movement, this paper will first review the concepts of sovereignty and self-determination from both ‘western-centric’ and Indigenous views. Furthermore, this article will then review the historical formation of French and English settlers and power in what Indigenous peoples call Turtle Island, from the 1500s until 1960. Lastly, with the many political, economic, and societal changes from the 1960s and on, this paper will critique the competing views of Quebec as a sovereign entity to that of Indigenous nationhoods. This article concludes that for Quebec to truly reflect a decolonized state, the inclusion of Indigenous nations as equal partners with their own sovereignty and self-determination recognized must also occur.

We studied the utility of various telehealth applications to support practice in rural and remote regions from the physicians' point of view. A postal survey was conducted among physicians from rural and remote regions of Alberta and Eastern Quebec. A total of 321 questionnaires were returned (13% response rate), comprising 180 from Quebec (16%) and 141 from Alberta (11%). Differences in the perceived utility of telehealth applications were explored using univariate and multivariate analyses. Telehealth applications were grouped into four categories: (1) asynchronous; (2) synchronous; (3) education; and (4) access to health information. The perceived utility of each application varied significantly between provinces. However, the two categories of telehealth applications perceived to be the most relevant were the same in both provinces: access to health information and applications for tele-education.

The aim of this research was to conduct a thorough review on the literature of tuberculosis in Canada and the Province of Quebec. To achieve this aim, an exhaustive literature review of tuberculosis in the Province of Quebec was undertaken. Data was collected with the goal of creating an epidemiological and public health evidence base to forecast the spread of tuberculosis. A keyword search strategy was used to find relevant articles from the peer-reviewed literature using the electronic search engine PubMed and a search of other relevant federal and provincial government databases. Twenty-nine peer-reviewed publications and twenty government reports containing information about the incidence or prevalence of tuberculosis in the Province of Quebec were included in the analysis. An analysis of the data revealed that while tuberculosis rates have been decreasing in both Canada and Quebec with an overall incidence below 3 per 100,000 of population in 2007, among immigrants and the Inuit communities in Quebec, the incidence and prevalence of the disease still remains high and reached 18 per 100,000 and 100 per 100,000, respectively in 2007. In general, while tuberculosis does not pose a significant burden to the general population, it does continue to affect certain sub-groups disproportionately, including select immigrants and Inuit communities in Quebec. Efforts to ensure that cost-effective healthcare interventions are delivered in a timely fashion should be pursued to reduce the associated morbidity and mortality of tuberculosis in the Province of Quebec.

This, in turn, has helped make Quebec the veto player in twentieth-century Canadian elections and the Liberals the “natural” governing party. Although Quebec is no longer as critical as before, a leader from the province still makes a big difference. Full impact from the pattern requires more than one election to unfold. Patterns outside Quebec are similar, if fainter: the Liberal party is not punished for choosing a Quebecker and may even be helped. The early success of the pattern moved the Liberals to alternate between Quebec and non-Quebec leaders, such that the party is now led by a Quebecker more often than not. Maintaining alternation has never been easy and is only getting harder.

The article analyzes the language situation and language policy in the Canadian province of Quebec. The Federal and provincial laws on the language adopted in the second half of the XX century are analyzed and the situation in which the French language was in the province of Quebec is indicated. The sixties of the last century in Quebec is called the "quiet revolution", it was a period of profound social and political changes. The quiet revolution was peaceful, evolutionary, but it involved the entire population of the province. The "revolution" was accompanied by a change in the ethnic imbalance in the society, in which the both political and economic powers were in the hands of the English-speaking minority. Another important aspect was the modernization and secularization of the Franco-Canadian community and the rise of its standard of living up to the average level of Anglo-Canadians one. French-speaking Canadians who were at a lower stage of economic development, was on the edge of loosing their native language, which caused a strong rise of the nationalist movement in Quebec, which was directed by provincial authorities to rescue the Quebec version of the French language and improving socio-economic situation of the French speaking community.

Quebec's historical experience in the field of immigrant integration has always been relatively positive, and mass immigration has received significant support among the population. The special Quebec model of immigration policy deserves international attention and is relevant for study. However, the success of the management of immigration processes is only partially related to policy, and this cannot simply be transferred to another context, other countries, so the issue needs to be considered more broadly. So, the article examines the economic and social integration of immigrants in Quebec, the impact of immigration on social cohesion in the province, the economic situation for new immigrants and the second generation (their children), as well as the relevance of Quebec society discrimination and racism, the general attitude of Quebec residents to the immigration situation in the province. Having studied the specifics of integration policy in Quebec, we will try to conclude whether this policy is effective enough, whether it has some shortcomings, if so, what exactly and how it is possible to correct them. Is the deep and procedurally soft social integration of immigrants one of the results of this policy success what is the level of influence of the policy of multiculturalism on a fairly strong social cohesion? We will also try to find out whether there has been some progress in economic integration, as well as how Quebecians feel about the influx of immigrants to the province and how immigrants themselves evaluate their decision to move to Quebec, and answer the question: why racism or discrimination is minimal in Quebec, compared to the United States and many other European countries.

In the course of considering the public’s views on the accommodation of cultural minorities in Quebec, the Bouchard-Taylor Commission has produced a valuable record of the views held by Quebec’s voluntary sector organizations, and the societal values that are important to Quebec. In particular, it has underlined Quebec’s strong commitment to three broad public objects — the advancement of the French language and Quebec culture, the encouragement of interculturalism, and the promotion of secularism — that are not recognized as charitable objects under the common law. The Bouchard-Taylor Commission has therefore provided a timely and relevant backdrop against which to consider the real-life implications of using the common law of charitable trusts to give meaning to the statutory concept of charity (bienfaisance) in Quebec. Based on her observations of the Commission experience, the author suggests that the disjuncture between the law demarcating Quebec’s charitable sector and the social context within which the sector operates has become significant enough to merit a reconsideration of this longstanding approach.

We present new field observations and laboratory data confirming the presence of the Mattawa Anorthosite Massif (MAT), whose existence in south-central Quebec was hinted at more than 35 years ago. MAT thus represents a newly recognized member of the late- to post-tectonic ~1060–1010 Ma andesine anorthosite belt that includes the Château-Richer, St. Urbain, and Labrieville massifs. The dominant rock type at MAT is foliated andesine anorthosite or leuconorite, and orientations of foliations indicate that the pluton has the shape of a dome. MAT contains separate core and border zones, which are distinguished on the basis of plagioclase composition and concentrations of Ga, Rb, Sr, and Ba. Xenoliths of labradorite anorthosite having Ga, Sr, and Ba concentrations different from those of the host andesine anorthosites occur sporadically throughout the pluton as well. Lastly, rocks enriched in Fe, Ti, and P (jotunite, oxide–apatite gabbronorite, nelsonite, ilmenitite) also occur at MAT, primarily near the core–border transition or at the pluton margins. Compared with other anorthosites in the andesine belt, MAT is compositionally most similar to Labrieville. By analogy with Labrieville, we interpret the concentric zoning of MAT (more sodic core, more calcic border) to reflect polybaric crystallization accompanying upward intrusion as a magmatic diapir, which also produced the overall domal structure. The labradorite xenoliths bear little physical or compositional resemblance to typical Lac St. Jean rocks. Therefore, if the xenoliths were derived from the Lac St. Jean Anorthosite, their present character must reflect considerable modification by the Mattawa magma.

OBJECTIVE: To establish the number and type of asthma patient education programs throughout Canada.DESIGN: National survey.SETTING: Canada.METHODS: Over a three-year period, contact was made with individuals and groups offering educational services for patients with asthma. Education given as part of a physician's consultation or a pharmacist's dispensing of medications for asthma was not considered a patient education program for the purposes of the survey. Contact was initially established by asking staff from well known asthma programs to provide lists of other such programs in their provinces or regions. Asthma programs were also identified from notices presented at Canada's Third and Fourth National Conferences on Asthma and Education. Lung associations, lay organizations and industry representatives affiliated with the Canadian Network for Asthma Care helped to supplement the list. Once identified, each patient education program was contacted by telephone and by mail to complete a 26-item questionnaire about their program. The province of Quebec was not included in the survey because it already had a province-wide, structured asthma education program and register.RESULTS: Seventy-four asthma education and management programs were identified outside Quebec. Staff in these programs were registered nurses (n=46), respiratory therapists (n=48) and other health professionals (n=21). Forty-one programs stated that at least one member of their staff had been trained as an asthma educator. In 71 programs, the initial patient encounter was of at least one hour's duration. Physician referral was required by 41 programs. The province of Quebec has a joint asthma education program provided by 114 asthma education centres throughout the province under the umbrella of the Quebec Asthma Education Network (QAEN). This comprehensive program is provided in hospitals and community centres by specialized educators - nurses, pharmacists or respiratory therapists - to patients referred by their physicians.CONCLUSIONS: A three-year search for asthma education programs in Canada identified 74 patient education programs (outside Quebec) for an asthma population estimated to exceed 1.2 million. For the province of Quebec, an integrated asthma education program is provided through a network of 114 education centres - the QAEN. The present survey shows that there has been progress in establishing asthma education programs in Canada, although there are significant regional differences in the availability of such programs.

The proposed reform of the Senate has not originated from widespread public demand but from the determination of Prime Minister Trudeau to proceed with the revision of the Canadian Constitution without further delay. In view of the refusal of the government of Quebec to sign and recognize the Constitution Act, one may question the advisability of such a move. The author proposes that before proceeding to a reform of the Senate, one should amend the constitutional revision procedure adopted in 1982 so as to recognize more fully the Canadian duality and to modify the amending formula in a way more satisfactory to Quebec. As to the Senate reform itself, a mechanism for the election of Senators is proposed, as well as two principles of a « double majority » : a first constituted of French-speaking and English-speaking Senators for a better protection of the French language, and a second made up of the Senators from Quebec and from the other provinces to deal with matters of education, culture, social affairs, communications and immigration.

Estimating the amplitude of the average annual flood of small, rarely instrumented watercourses is becoming more and more interesting, especially in a systemic environmental management of a drainage basin. Thirty-seven natural rivers draining less than 360 km2 in the province of Quebec were scaled and the variability of series of annual daily maximums are examined. Based on the results obtained, an empirical regression relationship correlating the average annual flood with the drainage basin is proposed.
