Abstract:
This study discusses the leadership and the independence system of Javanese villages in the Past. In maritime village communities - agrarian, there are people who are trusted to lead, with the dynamics of independence. The village naturally regulates its own community based on village bound. The village burden is related to the demands of interests originating from the colonial supra village, forcing the village to be burdened with the interests of supplying goods for the needs of the world market by intensifying feudal housing. This topic is relevant to the village funding program, empowerment of rural communities with substantial funds, but in the implementation, it is still half-hearted because there is no complete belief that the village has actually been proven capable of taking care of itself and meeting its own needs. To discuss this problem, the historical method is used by reviewing important books specifically discussing villages. The results of the study provide evidence that maritime agrarian villages in Java already have leadership independence that practices in managing and meeting among the villagers. Thus, it is undoubted about the ability to channeling the village funds.

The problems that arise in relation to the implementation of village government are human resource capacity and institutional capacity in community empowerment. It is undeniable that villages in the Border have diversity in terms of the capacity of the village human resources and village institutions. For established villages, the implementation of the Village Law and the PP Village does not raise serious problems that can actually provide space for innovation to improve the welfare of rural communities. However, another story is that villages with minimal capacity certainly need efforts so that the village government is able to do better things for its people. Especially community empowerment for poverty alleviation through increasing income of poor families. Abstract:
This study aimed to analyze the level of social, economic, and ecological progress of the Oil Palm Village communities and compare the level of social, economic, and ecological progress between the Oil Palm Village and Non-Oil Palm Village communities. Indonesia is one of the major palm oil-producing countries in the world. Palm oil has brought economic benefits nationally and also to local communities. However, in its development, there has been a controversy surrounding the palm oil commodity, namely in the case of Indonesian palm oil which is related to the issues of deforestation and territorialization due to the economic interests of palm oil versus the existence of forest areas. This study used a Quantitative Approach with Secondary Data Methods from primary sources (Ministry of Village, Development of Disadvantage Region, and Transmigration, BPS, and Directorate General of Plantation) with the village communities as the unit of analysis. As many as 524 village communities were selected from the population of Oil Palm Villages and Non-Oil Palm Villages in eight provinces of Indonesia’s oil palm centers with a combination of Purposive Multistage Sampling and Propensity Score Matching methods. Descriptive analysis, comparative analysis, analysis of the difference in progress using the Difference in Difference (DID) model, and the binary logistic regression method were carried out in this study. The results of the study revealed the facts that there has been an increase in social, economic, and ecological progress in various Oil Palm Village communities. The level of social, economic, and ecological progress of Oil Palm Village communities is higher than that of Non-Oil Palm Village communities. These facts indicate that the community sustainability level of the Oil Palm Village communities is superior to that of the Non-Oil Palm Village communities.

Abstract:
The government has a policy in the form of village funds sourced from the State Revenue and Expenditure Budget (APBN) because not all villages have good sources of income (Yudistira et al., 2019). Without government funds, the implementation of village autonomy will not run well. This study aims to analyze whether the government has invested village money in improving the economy of rural communities. This type of research is a literature study using qualitative descriptive and content analysis techniques. In library and qualitative research, data analysis is sufficient with non-statistical analysis in the form of reduction, display, and verification. The results show the utilization of village funds in 2021, where village funds are distributed in two categories, namely Regular and Independent. The category is determined based on the annual assessment results and determined by the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration. The distribution of the 2021 Village Fund in several regions has been delayed. It is due to several administrative problems by the local government and village government. There is an improvement in the 2022 Village Fund allocation policy, which is expected to impact the distribution and utilization process positively. The role of village funds in supporting national economic recovery and handling Covid-19 includes direct cash assistance from village funds, support for Covid-19 handling funds of at least 8% of the allocation of Village Funds, Work-Intensive Village Funds, and stunting management.

Abstract:
This paper figures out whether the communities in Begagan sub-village as a part of Begaganlimo village in Mojokerto, East Java, are ready to develop a tourism village. This study uses descriptive qualitative approach. Data are collected through questionnaires and interviews. The data are then analyzed using readiness criteria to find out the communities’ readiness and the reasons why they are ready or otherwise. The results show that the communities are ready to develop a tourism village. They have high motivation, related to having better income and preserving their local culture. The communities are also ready for any change socially due to the development of the tourism village. They have healthy relationships with others and have high awareness towards keeping the environment intact. They are aware that their areas have attractions in the form of scenery, culture, and products and are quite eager to develop their sub-village, and thus village, to become tourism village. However, they have problems in funding and better training to develop a marketable tourism village.

The village fund is the government's effort to reduce poverty in villages in Indonesia, including in North Maluku. From the perspective of development funding, village funds play a major role in improving the quality of villages in North Maluku. But in fact, the poverty rate in North Maluku has actually increased. Based on these facts, this paper seeks to explain how the effectiveness of village funds is to reduce poverty and improve community welfare. To answer this problem, a qualitative research approach was carried out by the method of collecting in-depth interview data and focus group discussions with the village head, BPD and village communities.By conducting in-depth interviews and focus group discussions, this study found that village funds in Beringin Jaya and Akeguraci Villages in Tidore Kepulauan District and Ake Jailolo Village and Bobane Village, West Halmahera District, North Maluku, were able to improve the status of villages from disadvantaged to developing villages, but these changes are not followed by an increase in welfare (Falah). This is because village fund programs are more focused on infrastructure development but have not been able to meet economic and social aspects of life, such as providing life skills, enhancing harmony, and independence. The main problem is that human resources are still low both in terms of education level and quality of expertise so that village funds are managed as is.This study recommends that village funds are effective in reducing poverty, the village government needs to prepare a village development blueprint (renstra) in the next 5 years with clear indicators based on village achievements and the amount of village funds received. Implementing websites in village communities is a strategic step in improving community welfare and participation. By utilizing information technology, websites can provide easy access to information, services and opportunities for village communities. This research presents the background, objectives and impact of implementing websites in villages. Websites in villages can be an effective communication channel between the village government and the community, increasing transparency, participation in decision making, and economic empowerment through the promotion of local products. Apart from that, the website is also a means of education, training and access to health for village communities. Thus, implementing websites in villages not only provides technology, but also allows the community's potential to contribute to development and improve their quality of life. Successful implementation must take into account the specific village context and encourage inclusivity, digital literacy, and the use of technology to achieve sustainable development at the local level. Implementing websites in villages is not only about technology, but also about community empowerment through access to information, participation and economic development. Purpose:: In this study, we attempted to identify the characteristics of Korea's village education communities and derive their characteristics. Method:: To this end, a qualitative meta-analysis was conducted on studies focusing on the activation, formation, and operation of village education communities. Results:: As a result of the study, the attributes of the village education community were identified as identity, community, shared leadership, practicality, locality, expertise, publicness, sustainability, and a supportive environment. The core attribute of the village education community is sustainability, which is revealed to be the future-oriented growth of children, parents, teachers, villages, and communities. Conclusion:: Based on these research results, discussions and conclusions were presented focusing on the characteristics of village education communities and measures for sustainable growth.

Paring Tali Village is one of the villages in Simpang Empat District, Banjar Regency, South Kalimantan Province. Paring Tali village has tourism potential that can be developed as a tourist village. Paring Tali (Parta) Lake is one of the tourism potentials with an area of ​​5 ha. The development of Lake Parta tourism has been carried out since 2015 but is not managed sustainably due to a land dispute between the village government and the private sector. Therefore, through the socialization of tourism village development, it is expected to empower village communities in tourism management. The purpose of Community Service is to broaden the horizons of village officials, empower communities related to the development of tourist villages, and increase public awareness of the importance of managing tourist villages. The method used is a descriptive analysis method with a qualitative approach. The implementation of the empowerment program is carried out through three stages, namely survey, socialization, and branding. The results show that village regulations are a legal instrument needed to implement disaster resilient communities, village regulations serve as the basis for strengthening disaster resilient villages and serve as guidelines in communities at village level resilient to disasters, village regulations are also the key to overcoming community vulnerability to disasters Basically, the risk is managed through strengthening coordination and increasing the capacity of village government officials. This research was conducted in South Lampung Regency in a village that was affected by the 2018 tsunami disaster. The contribution of this research is to encourage the village government as the leading government organizing entity to build disaster awareness through village regulations as a legal instrument to form a disaster management-based framework.

This research aims to develop a strategy for developing Village-Owned Enterprises (BUMDes) in Mandalawangi Village, Tasikmalaya Regency. Bumdes is an economic institution owned by village communities with the aim of improving the welfare of village communities. This research uses qualitative methods with data collection techniques through interviews, observation and documentation studies. The research results show that Bumdes Mandalawangi has great potential in developing various economic businesses in the village. However, to optimize this potential, the right strategy is needed. The Mandalawangi Bumdes development strategy is expected to help improve the welfare of village communities, create jobs and reduce dependence on certain economic sectors. Apart from that, this strategy can also be a guide for other villages in developing their Bumdes.

In various cases in villages, data is not collected properly, is not up-to-date and is not accurate. This study project’s aims to analyze the role of village management and validity of village data in accelerating development in rural communities. A qualitative descriptive method with fifty respondents from 17 villages that were successfully sampled in Bali and 9 key informants interviewed provided information related to the management of information and data systems in Cepaka Village Kediri Tabanan. The findings of this project are 1) Updating village community data is the top priority for each village so that the program launched by the government reaches the target community in need. 2) Continous public sducation about the validity of data is very important in disbursing government assistance that is right on target. 3) Competence of human resources in handling village information systems needs to be improved. 4) The availability of facilities and infrasctucture to support the village information system is absolute. 5) The collaboration of several stakeholder in the PENTAHELIX concept helps accelerate updating of village data. The conclusion of this project is that data management and PENTAHELIX contributions play an important role in accerelating developments of the village.

Village development so that it can become a tourist village is the right program to stimulate the village's original income and introduce the potential of each town. This study aims to explain the influence of the tourism village program on the village's economic development and culture preservation. The method that the researcher uses is the library research method. The results of this study are that several tourist villages can improve the village economy. Still, some tourist villages have been unable to improve the village economy. This is due to the lack of stakeholder roles in socializing or providing understanding to the community in tourist villages to develop the potential in their villages; as a result, some village communities are unable to innovate. Cooperation between stakeholders in tourism development is key to developing tourist villages. The utilization of local culture by a town can be an attraction to foreign and local tourists. So it is essential to coordinate and train rural communities to develop their villages and introduce the cultural diversity that Indonesia has.

This article aims to explain the impact of the KB Village program, which is one of the government's flagship programs to help empower rural communities in improving community welfare in all sectors including the economic sector. The implementation of the KB Village program intends to give attention to people living in remote villages so that they can enjoy development fairly and evenly. To realize development through the KB Village program requires serious attention from all related agencies or stakeholders so that the program is successfully implemented. The KB Village program provided by the government for remote communities requires the government in the region to the village government to participate and cooperate with various interested parties so that the KB Village program is truly felt by the people who are the target of the implementation of the program. Remote villages that receive central government assistance through the KB Village program certainly participate more and strive for the program to change the lives of remote communities, especially in terms of income or economic income of the community. Changing the economic conditions of remote and slum communities for the better is not easy without the full support of the sub-district government because each village that receives KB Village program assistance is in the sub-district area headed by a Camat. Thus, as a government leader in the sub-district who coordinates villages and sub-districts in his area, a Camat should have effective leadership techniques so that development in the area he leads runs smoothly and succeeds according to mutual expectations. Village autonomy gives flexibility to villages in managing their finances, including managing village income. For this reason, the management of state finances, including villages, must comply with the principles of efficiency, effectiveness and accountability. Village autonomy gives freedom to villages in planning, managing and allocating village income. However, this freedom also requires great responsibility in carrying out its financial management properly, in accordance with the principles of public finance. In an effort to increase village income, villages can also develop innovations in the field of financial and business management, such as developing village-owned enterprises or empowering village communities to become entrepreneurs. However, village financial management still faces various challenges, such as the lack of human resource competence and ineffective supervision. The aim of the research is to identify innovations in increasing the village's original income through Village Owned Enterprises. The research method used in this article is descriptive qualitative with data collection through Focus Group Discussion (FGD) with stakeholders. The results of the study show that innovation in increasing village income through Village Owned Enterprises can be carried out through proper income collection techniques, increasing human resource competencies, strengthening internal controls, and compliance with regulations. These innovations need to be carried out continuously to improve the welfare of village communities and strengthen village autonomy. The conclusion of the study is that there is an appropriate system innovation to increase the income of Karang Pucung Village.

The research discusses the empowering role of local communities in developing tourist villages which has an impact on the welfare of the community. The tourism sector is an alternative that can be used as an effort to improve welfare through community empowerment. The Plumpung Park tourist attraction, which is based on potential, is managed by local communities in the Gesikan Village area, Pakel District, Tulungagung Regency, which is an application of community empowerment in tourist villages. The aim of this research is (1) to describe the supporting and inhibiting factors of the Plumpung Garden Tourism Village, (2) to describe the role of the community in developing Plumpung Gaarden tourism. This study used descriptive qualitative method. The research results show (1) the existence of factors inhibiting and supporting the development of Tourism Villages. Supporting factors can be maximized to minimize existing obstacles and weaknesses of the village. (2) Management of tourist villages requires the participation and concern of local communities for the development of tourist village areas as well as providing creative ideas and innovations for the development of these tourist village areas. Supporting facilities in tourist villages also have an important role in providing benefits to visitors. Regarding development in the Taman Plumpung tourist village, it is still in the development process which is not yet optimal, so there is still development that must be carried out on an ongoing basis. Through community empowerment in tourist villages, it is hoped that it can sustainably improve the welfare of the community.

This study aims to describe the villages in Barito Kuala Regency based on the Building Village Index (IDM) and find out the direction of policies related to disadvantaged villages in Barito Kuala Regency. This study uses Mix Methodes approach, with the type of research being explanatory sequential. Based on data from the Build Village Index Recapitulation from the Barito Kuala Regency Community and Village Empowerment Office in 2017, it shows that the percentage of underdeveloped villages in Barito Kuala Regency reaches 64% or reaches 126 villages, so it must be a big concern for the local government. Determining the status of the village uses the Building Village Index by the Ministry of Village as a measure consisting of 3 aspects, namely the Social Resilience Index (IKS), the Economic Resilience Index (IKE) and the Environmental Resilience Index (IKL). In reducing the number of underdeveloped villages in Barito Kuala Regency, the government must pay attention to these three aspects to take a policy that can reduce the number of underdeveloped villages. The results showed that the Economic Resilience village was the index with the lowest value, followed by the Environmental Resilience Index and the Social Resilience Index. Based on this, the local government plan two policies, namely the first priority for village fund use which includes two things, namely increasing the economic activities of rural communities and improving the quality of life of rural communities, and the second through Integrated Village Surgery programs.

Background: An effective health planning is a root of success to cope with public health problems in the village. Communities in the village have resources to solve the problem. However, they do not have the skill to cope with their problem. This qualitative study is to analyze the process of community-led health program planning. Methods: This qualitative method using Participatory Rural Appraisal Approach which recruited village communities and government from April to August 2016 in Lambusa and Lebojaya Villages, Konda Sub-district in Southeast Sulawesi Province, Indonesia. Data analysis used interpretive analysis. Results: This study found that there were several steps to empower village communities to develop village health planning. Firstly, socialization about the process and establishing a Village Facilitator Team. Then, The VFT was be trained to increase their knowledge and skill about the village health program planning. The final step is a community meeting to identify the causes of illness and death and developing the village health program for dealing with the causes. Conclusion: community-led health planning process can be implemented in the village to increase the quality of the village health program, especially in the remote or village areas.

Introduction: The welfare of rural communities in developing countries such as Indonesia is a significant concern for the government. Therefore, the government's implementation of policies related to village fund allocation is expected to enhance the welfare of village communities. However, in practice, this policy has not yet brought about significant changes in the local communities, particularly in achieving village self-reliance. Literature review: Policy implementation from the Triangle Model perspective is an approach developed by Walt & Gilson, (1994) which emphasizes four main stages in the policy process, namely agenda setting, formulation, implementation and evaluation. The agenda setting stage involves the selection of various problems faced by society to become the focus of decision makers. Next, in the formulation stage, legislative and decision-making bodies design and ratify policies. The implementation process is carried out by the government, followed by an evaluation stage that assesses the impact of the policy. Method: This article aims to examine the process of implementing village fund allocation policies using the triangle analysis model (Buse et al., 2005) .The research informants comprised 23 individuals. Result and Discussion: The results of this study indicate that the objectives of implementing village fund allocation in the Semangga district are known to the implementers/actors, as well as the benefits of village fund allocation being perceived by the village communities. However, the policy implementers lack effective communication to convince and educate the village communities. Additionally, there is a need to enhance human resource commitment and allocate additional funds to advance the villages towards self-reliance. Conclusion: The findings of this study specifically demonstrate the real conditions in the research location regarding village fund allocation. This article presents opportunities for further research using the triangle analysis model in the implementation of village fund allocation policies.

The New Normal era that emerged as a result of the COVID-19 pandemic presents new challenges in the management and administration of tourist villages. Tourist villages are destinations that are very vulnerable to changes in tourist behavior and government regulations. Therefore, this research seeks to understand the management of tourism village governance in the New Normal era. This research uses a qualitative approach, collecting data through in-depth interviews, field observations, and document analysis related to tourist villages. Respondents interviewed included tourist village managers, local communities and tourists. The collected data was analyzed using the content analysis method. Research findings reveal that management of tourist villages in the New Normal era faces several significant challenges. The COVID-19 pandemic has forced tourist village managers to adapt their business models, which include implementing strict health protocols and adapting tourism services to meet New Normal requirements. In addition, the active involvement of local communities in decision making and promotion of tourist villages has become an important factor in maintaining the sustainability of these destinations. This research underlines the importance of adaptation and innovation in tourism village governance in the New Normal era. Tourism village managers must collaborate with government institutions, local communities and other stakeholders to overcome existing challenges. Apart from that, prioritizing increasing awareness of health and hygiene protocols is important in facing New Normal conditions. By doing this, tourist villages can continue to operate safely and sustainably, while providing meaningful tourism experiences to their visitors.

Wetland areas have the potential for flooding during the rainy season. Even though the community is used to a flooded environment, disaster risk reduction must be carried out immediately when the inundation exceeds the standard limit and causes losses including establishing a disaster-resilient village. This study aims to analyze the role of disaster-resilient villages in strengthening communities in the face of flood disasters in wetland areas. This study used a questionnaire with 100 respondents from two flood-prone villages, Sungai Lumbah Village and Bangkit Baru Village. In addition, in-depth interviews were conducted with community leaders in the two villages, the Sungai Lumbah Village Head, Bangkit Baru Village Head, volunteer groups and the Head of the Barito Kuala District Disaster Management Agency. The results showed that the two villages were still included in the Primary Disaster Resilient Village category. The two villages were still not ready when the disaster struck. The institutional aspect is still not prepared, the funding aspect is still low and the planning aspect is inferior. The communities of the two villages were still not ready when the disaster occurred. Various efforts were made to increase socialization from both the Government and academia to increase the number of volunteers and to increase training to create a disaster-resilient society.

This study aims to analyze how the impact of using Village Funds for village independence and community welfare in Sumberpasir and Pucangsongo Villages, Pakis District, Malang Regency based on community perceptions using the Sustainable Livelihood Approach (SLA) approach. The selection of the two villages was based on consideration of the uniqueness of different characters, where Sumberpasir is tourism-based because it is on the route of Bromo Tengger Semeru National Park (TNBTS) while Pucangsongo is agriculture-based. The results of the analysis show that in Sumberpasir Village, the impact of village utilization is more prominent on social capital, namely in the form of collaboration with other communities and human capital in the form of training for technology. In Pucangsongo Village, the use of village funds for the independence and welfare of rural communities is influenced by financial capital, in the form of business capital assistance for farmer groups. In addition, natural capital factors are also prominent as the use of village funds also to support the agricultural sector. This research contributes to an empirical study that provides an understanding that the utilization of village funds can be heterogeneous based on the characteristics of each village.

As a village business, the establishment of BUMDes is expected to be able to take advantage of all the potential of the village community, both in terms of economy, natural resources and human resources. The establishment of BUMDes in villages is able to absorb village workers, open up productive economic business opportunities, build business networks, improve the welfare of rural communities, and have a contribution to PADes (Village Original Income). BUMDes S is one of the important economic forces owned by the village in the midst of the entry of various national and international business forces. This study aims to analyze the development of tourism villages as a best practice in using village funds to realize good governance and collaborative governance. Tourism villages were chosen as case studies because of their potential to improve the economy of rural communities while maintaining the sustainability of the local environment and culture. The research method used is a qualitative approach with field studies, in-depth interviews, and document analysis related to the use of village funds in the development of tourism villages. Data collection is carried out through several stages, including identification of tourism village program implementation, community participation, village government involvement, and collaboration strategies with related parties. The results showed that the development of tourism villages has had a positive impact in the implementation of good governance and collaborative governance. The active participation of the community in planning and decision-making has increased accountability and transparency in the use of village funds. The village government acts as a facilitator and ensures the allocation of village funds in accordance with the priorities and needs of the community. Collaboration between village governments, government institutions, and related stakeholders is also the key to success in the development of tourism villages. Active involvement from all parties enables efficient use of resources and empowers rural communities in managing tourist destinations. This research suggests that tourism village development is the best model in using village funds to achieve good governance and collaborative governance at the village level. However, challenges such as sustainable resource management and community empowerment need to be addressed so that sustainability can be guaranteed

Based on these problems this research aims to determine “Development Strategies of Rural Tourism Based Local Community in Timpag Village, Kerambitan District, Tabanan Regency Bali.” The research method used in this study is a qualitative descriptive analysis supported by IFAS and EFAS analysis in designing a strategy for developing local community-based tourism villages used SWOT analysis. Data collection techniques are using the method of observation, interviews, library research. The result show the design of alternative strategies to develop community-based tourism villages that can be applied in the development of Rural Tourism in Timpag Village. There are six altrenative strategys that can be applied such as attractions development based on tourism potential, local communities involvement , tourism facilities development, tourism organisation development, improve the traditional security system, and improve the ability of communities about tourism development. Social entrepreneurship is an important concept for realizing the welfare of rural communities. This concept refers to the dedication of individuals, who have the character of a leader, who collaborates actively with their communities, to realize collective welfare. This research aims to analyze the role of Village-Owned Enterprises (BUMDes) in improving the welfare of rural communities through social entrepreneurship. This research was qualitative. The data collection technique used in this research was the observation. The results of observations are then analyzed, combined, and enriched with secondary data. The results showed that BUMDes is an institution in rural areas, which has an important role in encouraging and supporting the principles of social entrepreneurship in rural communities. However, the various BUMDes activities and innovations have not yet provided significant changes for the village such as job opportunities for rural youth and various economic activities in rural areas to improve the local economy. Strengthening the social system in the village is needed to realize social entrepreneurship comprehensively through the active collaboration of village leaders and the community. Village fund management by BUMDes needs to be continued and evaluated in its implementation.

Community welfare is one of the goals expected by each region including in Padangsidimpuan city. Based on data obtained the amount of poverty in Padangsidimpuan city experienced fluctuations from 2008 to 2015. The formulation of the problem in this study is whether there is an effect of the effectiveness of village fund management on improving the welfare of rural communities in Padangsidimpuan city. Does the manager’s religiosity behavior moderate the influence of village fund management by increasing the welfare of rural communities in Padangsidimpuan City? This type of research is causality research using quantitative data. The population of this study is the village community in the city of Padangsidimpuan with a total of 41 villages. Given the limitations of the author, the sample in this study was taken by 5 people from each village, namely 5 x 41 villages = 205 villagers. Data collection techniques used were questionnaires and data analysis conducted with Smart PLS. Based on the results, it was found the value of the village fund management pathway affected the welfare of the village community of 5.875 with a probability value of 0.024. Because the t-count value (5.875) is greater than critical t (1.96) at the 5% error rate, it can be concluded there is an effect of the effectiveness of village fund management on improving the welfare of rural communities in Padangsidimpuan City. And the t-count value of the manager's religiosity behavior trends moderates the relationship of village fund management to rural community welfare of 0.458 with a probability value of 0.031. Because the t-count (0.458) is greater than the critical t (1.96) at the 5% error rate, it can be concluded that the manager's religiosity behavior can moderate the relationship between village fund management and the improvement of the welfare of rural communities in Padangsidimpuan City.

The enactment of Law Number 6 of 2014 concerning Villages introduces a distinct dimension to the democratization process within villages, emphasizing recognition and subsidiarity that portrays villages not merely as geographic entities but as integral parts of their socio-cultural communities. Currently, the formulation of village regulations as a manifestation of village autonomy remains a stagnant process. This article aims to critically examine the development of village regulations within the framework of village democratization, employing doctrinal research methods alongside statutory and conceptual approaches. Findings reveal that village regulations constitute a subset of statutory regulations, incorporating provisions from higher-level frameworks while embodying community participation grounded in village-specific authority and rights. The transformation prompted by Law Number 6 of 2014 enhances the scope for village democratization, influencing the formulation of regulations that must meet both substantive and procedural requirements, thus presenting villages with opportunities and challenges in realizing local democratization effectively.

Village Fund Allocation is funds originating from the APBN allocated to villages, used to finance village administration, implementation of village development, community development, and empowerment of village communities, in order to alleviate poverty. The purpose of this study was to analyze the effect of village fund allocation for rural development, village community development, empowerment of rural communities and gross regional domestic product on the poverty level of districts / cities in Aceh Province. This research is quantitative using panel data consisting of cross-sectional data, namely 23 regencies / cities with 3-year time series data. Data analysis method is panel data regression using eviews tools. The results of the study showed that the allocation of village funds for village development and village community development had a negative effect on poverty levels. Whereas the allocation of village funds to empower rural communities and gross regional domestic products does not affect the level of poverty. This indicates that the use of village funds prioritizes village development. Furthermore, the overall results of the study indicate that all independent variables simultaneously have a simultaneous effect on the level of poverty. Village fund allocation should not only focus solely on village development. Because the development of the quality of human resources must also get the same portion as the allocation of village funds for development, so that with the advancement of development will be in line with improving the quality of good human resources. Village political authority to manage its authority has been eroded by the government through various sectoral ministry policies that are anti-village. The village has lost its authority as the subject of village administration. The central government places village administration as "scientific", through technocratization, namely applying applications that mislead villages. Villages are not managed politically, but technocratically which causes village democracy to not work. The state has even carried out neo-corporatism over villages with the aim that village transformation is more directed towards realizing the interests of the state, not the interests of the community. The transformation has strengthened the involution and formalism of village democracy, also causing village administration to return to the state-led government model or government run by the state, on state instructions, not based on community initiatives. The emergence of various government regulations such as Permendes No. 21 of 2020 concerning Guidelines for Implementing Village Development and Empowering Village Communities, not only makes villages more technocratic, but also kills village democracy, as mandated by Law No. 6 of 2014 concerning Villages.

The maximum potential of sustainable tourism development is significantly impeded by the 53 pilot tourism villages in Bogor Regency. In order to address the low percentage of tourist villages that are still pioneering, it is imperative to prioritize the enhancement of local communities' awareness and understanding of tourism. It is anticipated that the establishment of community-based tourism villages will bolster the local economy, enhance community welfare, and promote local wisdom as a critical component of sustainable tourism initiatives. The purpose of this research is to investigate the impact of governance, social welfare, and local community involvement on sustainable tourism villages. Quantitative research techniques are employed to provide more thorough, valid, trustworthy, and objective data. The samples were collected from 259 village communities in six experimental pioneering tourism villages in Bogor Regency. Factor and regression analyses were used for the data analysis. The study's findings indicated that the sustainable tourism village is positively correlated with governance, social welfare, and local community involvement. The strong relationship between these factors underscores their importance in promoting the success and desirability of tourist villages. China’s rapid economic development has urbanised a great number of rural villagers since the late 1970s. One of the significant challenges is that urbanisation entails incorporating autonomous villages into integrative cities. Village-led rural industrialisation safeguards villagers’ interests, but it gives rise to a fragmented industrial landscape and piecemeal farmland in the context of high-density small-area village settlements. Suboptimal land utilisation consumes more land resources than necessary to meet urbanisation needs and thus deteriorates environmental integrity. Townships have been leading industrialisation in the rural areas after the demise of collective manufacturing in the Yangtze River Delta. Actively pursued by the municipal and township governments, agglomeration of industrial land in Kunshan occurs during the transition of industrial ownership, which results in integrated urban built-up areas. Agglomeration of dispersed village settlements (where villagers are no longer engaged in farming) into compact urban quarters ensues, facilitated by the collective land rent arising from urbanisation. A new problem of inequality in entitlement to landed benefits between villages arises. Fair distribution of land rent as the benefit of urbanisation among villages calls for coordination at a higher level than the village.

Customary land owned by Batuan Traditional Village and Padangtegal Traditional Village in Gianyar Regency, Bali still exists mainly in the form of customary village druwe land. Meanwhile, the Osing Indigenous Community of Kemiren Village in Banyuwangi Regency, East Java is not explicitly recognized as having customary land rights over land or other physical resources. Customary rights are reflected in the ownership of intangible cultural assets/heritage, such as art, rituals, and traditions. The utilization of customary rights for tourism businesses in Batuan Customary Village and Padangtegal Customary Village is managed individually or institutionalized by customary villages based on local regulations. Institutionalization of village mediation is a strategic and synergistic endeavor with efforts to build a justice system in Indonesia. Especially in the perspective of access to justice for people in rural areas who experience disputes. Based on Law Number 6 of 2014, there are regulations that provide space and creativity for villages to institutionalize village mediation as "informal justice" to resolve disputes that arise in village communities. Besides, there are legal opportunities for village heads to take a strategic role in disputes that occur in village communities. Thus access to justice is closer to the villagers. Such a situation clearly synergizes with efforts to build a justice system that is accessible to all levels of society, is effective, efficient and is able to encourage the creation of an atmosphere of harmony in society.
