This case study documents WaterAid Nigeria’s Strengthening Water Sanitation and Hygiene Delivery Systems (SWADS) project in Kirfi Local Government Area (LGA), Bauchi State between 2017-2019, as part of the Hongkong and Shanghai Banking Corporation (HSBC) Water Programme II. The case study shares how adaptations to their implementation strategy were made to overcome challenges of sandy, loose soil in remote communities, which made traditional pit toilets vulnerable to collapse and issues with installation of new improved models, with reports of toilets sinking after only a few days. Abstract:
How should governments in sub-Saharan Africa boost their own-source revenue? In this research note I explore the decision of policymakers to expand property taxation into rural areas in the context of developing countries. A policymaker weighing the costs and benefits of rural taxation must first consider the potential net revenue that can be extracted from rural areas. Ultimately, this is an empirical question that requires reliable data on the costs and potential revenue associated with rural taxation. Unfortunately, little such reliable data exists. In this project, I seek to fill this gap

This working paper presents a comparative analysis of six rural development programmes in Cambodia, jointly studied by the Ministry of Rural Development and the Cambodia Development Resource Institute. The study explores how benefits are distributed, the extent of community ownership, sustainability of interventions, and the influence of organisational structures on implementation. Findings highlight that infrastructure projects—particularly irrigation canals and roads—have had the most immediate economic impact, while wells, schools, and health centres offer long-term social benefits. Abstract:
In 2018-19, the Government of Uttar Pradesh (UP) became the first state in India to assign a unique property code to every rural land parcel to ensure its exclusivity. The Unique Property Identification Code (UPIC) is a 16-digit code combining census village code, khasra/ gata number, division of khasra, and land type. It has been used as a common identification number to integrate various other land-allied applications such as Bhu-Lekh, Bhu-Naksha, RCCMS, PRERNA, and Anti-Bhu-Mafia in the state. In 2011, India had more phone users (around 54 per cent of households) and television access (33 per cent) in rural areas than people with access to tap water (31 per cent) and toilet facilities (31 per cent), according to Census 2011. This clearly indicates the failure of government programmes to change the centuries-old practice of defecation in the open. This neglect of safe sanitation has had catastrophic outcomes in terms of human well-being. This case study is an analysis of the latest central government Swachch Bharat Mission - Gramin (Clean India Mission - Rural) (or SBM-G), which has

Female-headed households often get left behind in water, sanitation, and hygiene (WASH) programming and policy. This SLH Learning Paper presents findings and recommendations for action, from the participatory video research project, ‘Sanitation, health and livelihood issues for female-headed households in Tasikmalaya’. The project supported eight women in Awiluar village, Tasikmalaya, (a peri-urban community in west-Java, Indonesia), to explore the challenges they face and ideas for solution using a participatory video process. The process included activities to develop personal confidence, te

Community contributions are often required as part of community-driven development (CDD) programmes, with payment encouraged through matching grants. However, little remains known about the impact of matching grants, or the implications of requiring community contributions in order for communities to receive development funding. This paper describes research where we partner with two non-governmental organisations (NGOs) – one international and one Somali – and undertake a randomised control trial of a CDD matching grant programme designed to incentivise informal contributions for local public

One is in a rice surplus area of Prey Veng province; the second, in Kompong Speu province, is in a drought-prone area subject to violent fluctuations in rice production; the third, on the banks of the Mekong River in Kandal province, is primarily a fishing village, but with rice and reed production as additional sources of employment and income. The study therefore covers a range of agroecological and socio-economic conditions repre
